A letter from the president
Dear friends,
It’s been an exciting Fall and Winter at the College, with more students and community members every day returning to in-person classes and events. Inside this edition of Catch the Wave, we are pleased to offer a variety of community education opportunities to engage in all sorts of activities all across our beautiful county.
Our credit-seeking college students can choose from in-person and remote learning classes, to better meet their individual needs and circumstances. Students seeking career-oriented education predominantly want and need in-person opportunities full of hands-on experiences, which we provide in Nursing and Aquarium Science, and Welding at our Port of Toledo location.
This May, Lincoln County voters will have the opportunity to vote for a proposed bond measure that would fund a new facility to house additional trades and vocational education opportunities in Lincoln County. This measure is the result of planning that began in 2017, and now with independent accreditation and a pandemic behind us, College leadership is ready to move forward to significantly expand career and trades education here on the coast. Please see page 12 for a communication from the College Board of Education and the OCCC Foundation Board, explaining why they support this measure and what it could mean to Lincoln County. I am deeply appreciative to both Boards for their ongoing support and advocacy for Lincoln County students of all ages and backgrounds.

3D Design & Printing
This course is a more advanced continuation of our past Introduction to 3D Design and Printing class, with a focus on more advanced techniques and projects. Students will build upon their existing knowledge of 3D design and printing and delve deeper into the possibilities of this rapidly evolving technology using design software Tinkercad and Fusion 360. The class will cover the process of converting 2D drawings or models into 3D designs, and students are encouraged to bring in their own drawings or models to use as examples. As time allows, the class will work on student-submitted examples, and the class will have a few 3D printers available for demonstration and printing of student projects. The first part of the class will review the basics of 3D design and printing, before moving on to more complex projects and techniques. The class is a two-session course, with each session lasting three hours. This class is suitable for students who have taken the Introduction to 3D Design and Printing course or have prior experience with 3D design and printing and want to expand their knowledge beyond the basic level. Beginning Ceramics
General introduction to fundamental ceramic skills and clay experience to foster artistic growth. Students will learn techniques for hand building without the use of the potter’s wheel. Topics include methods of pinch, coil, and slab construction, applying glaze, and introduction to loading and firing an electric kiln. Two classes per week for four weeks, eight sessions total. Students may have additional studio time within our regular business hours, or on Tuesday nights from 5:009:00 pm, for the duration of the course. Class is held at the Lincoln City Cultural Center. Introductory Gyotaku
Digital Photography: Beyond the Basics
This class will cover the use of the mode dial and the different menus, the meaning of the camera icons, and how to use them properly to take different types of photos. Students will learn how to transfer photographs to a computer, use basic photographic composition, and learn the types of creative uses of a digital camera for taking portraits, landscapes and more. Camera & Composition Basics
This class will cover camera settings and terms such as LCD, Mode dial, Raw, JPG and more. Focusing will be explained, from Manual to the other auto modes, including the scene modes like portrait, sports, landscape and others. The class will also explain aperture, F-stops, and ISO settings. Composition will include such things as the Rule of Thirds and different types of light. Placement of the subject will be discussed. Also, other aspects that can affect the composition which will include patterns, diagonal lines, merges, and bright areas - the good and bad.

Gyotaku is the Japanese art of fish printing. At its core, Gyotaku uses the actual fish to achieve a detailed image of the specimen. During this introductory 2-hour session, students will gain an appreciation of the art’s history, print a variety of fish species, and learn techniques to paint fish eyes. This workshop is technique driven and focuses on refining each print through critiquing and reviewing each print. Participants should come with a spirit of adventure and anticipation. Limit 8 students.

Advanced Gyotaku Printing Techniques
This advanced class is designed for those individuals who have previously enrolled in the introductory Gyotaku course taught by the instructor. During this advanced, hands-on course, participants will warm up by creating multiple prints before integrating additional elements onto their prints. This class is technique driven, and potentially involves printing of botanicals, multiple fish and creating rocky habitat. Limit 8 students.

Hiking in Lincoln City
Take a hike! In Lincoln City, that is. The class is an intro to the Open Spaces and Trails of Lincoln City, where you’ll learn all about the wonders of nature, including local wildlife, local trails, and hiking etiquette. This is a 3-part class, starting with a classroom presentation, followed by two guided hikes at Cutler City Wetlands and The Knoll. Time to lace up your hiking books! iNaturalist and the Wrack Line
This workshop will introduce you to iNaturalist, a free smartphone and on line platform that aids users in identifying all manner of plants, animals, and fungi. We will cover how it is currently being used in the Cascade Head Biosphere Reserve in a citizen-science, crowd-sourced, research project. Using the computing power of AI, learn how you can aid science in studying what is washing ashore at the high tide line of the beach, and how it relates to changes to our ocean and climate. The Wrack Line Project is an initiative of the Coastal Climate Change + Community Art Science and Tradition Project (4CASTproject.org), a partnership between OSU Marine Studies Initiative, USFS, ODFW, The Nature Conservancy, the Oregon Coast Aquarium, and the Cascade Head Biosphere Collab orative. The course will be co-presented by Paul Robertson, MSc, Staff Scientist & Project and Communication Manager for the Cascade Head Biosphere, and Will Cotton, with the Oregon Coast Aquarium.

Discover the rewarding work of CERT
The CERT program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them with basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. CERT offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, allowing them to focus on more complex tasks. Through CERT, the capabilities to prepare for, respond to, and recover from disasters is built and enhanced.

Kitchen Witchery: Herbs for Healthy Skin
A properly functioning digestive system is the foundation for healthy skin. Herbal teas and tinctures that assist cleansing and promote clear skin will be discussed and sampled. A demonstration of crafting whole plant, naturally anti-bacterial herbal infused oils will be provided, and attendees will learn how to craft these oils into healing salves and body balms. This is a hands-on educational experience designed for herbal beginners and those with some experience looking to dive deeper. Everyone will make and take an herbal infused oil and receive samples of the salve and body balm created. Recipes and instructions along with a list of wild, and easy-to-grow medicinal plants is included. Two continuing education credits available for Body Care Workers.

Wild Rose Journey: An Experiential Ramble with Local Rosa Rugosa
This class is designed to amplify the loving heart. In this journey, expect to be immersed in wild roses. Roses are among the oldest plant medicines known to humankind. They have been revered, consumed, and made into medicine for centuries, and the rose is the symbol of the divine feminine and is a messenger of joy, beauty, and vitality. The journey will begin with a short and sweet wild rose meditation, and then the class will sample a ‘bouquet’ of wild rose preparations while crafting rose beads.

Astrology 101
Astrology 101 is a course designed to offer the student a clear path to understanding, reading, and interpreting the Western astrological chart. As any newspaper horoscope reader will know, astrology is the most popular metaphysical science of the day and helps students gain greater knowledge and understanding of themselves and those around them. It’s an opportunity for others to understand the traditional lore that underlie signs and horoscopes. Upon completing the course, students will be able to identify and weave together the four components that make up a chart: Planets, Signs, Houses, and Aspects.

Tarot Reading
Tarot is an ancient form of symbolism via cartomancy that dates back to the 15th century in Italy. The word tarot originated from a word meaning “fool” or “foolishness”, as during that time in history, cards were associated with gambling. In this class, students will learn the division of the cards between Major and Minor Arcanas, the Astrological associations of the cards, especially the Major Arcana, and some easy, simple spreads to get started. Tarot devotees say it is to be used as a tool and gateway into the intuitive power of the mind. The class will get to “read” for each other for a fun application of the concepts. Students are encouraged to choose Tarot cards of their choice and bring to the class.

Birding Basics
Do you find yourself listening to an odd chirp while walking or gardening? Are you fascinated by the random rustlings in the bushes? Do you notice and enjoy the birds in your world, but wish you knew more about these clever and busy neighbors? This is just the class for you! Participants will learn how birds behave so it will be easier to find, watch, and identify the type you are seeing. Bird identification, adaptions, and habitat will be introduced. Birds of the Oregon Coast will be the focus during this two-week class. Participants will have access to bird guides and binoculars and will learn how to use them. The final trip of the class will be a field trip to identify birds in the area. And, the class is a great opportunity to learn more about the Audubon Society, for which both our instructors have long been dedicated volunteers.

Discovering Your Family’s Story: Family History Research for Beginners
Who are you? What makes you…you? We all carry bits and pieces of DNA from our ancestors, but we also carry at least some part of our ancestors’ cultures, beliefs, and values. What do you know about your ancestors? In this class, you will learn how to build a family tree and organize your information. You will become familiar with various genealogical websites that can assist you in your research and learn how to access newspaper and public records. Before the class, we recommend setting up a free Family Search account at FamilySearch.org. This six-week course will help you begin your journey to discovering your family’s story and provide you with tools to further your family history research.

You’ve Got Your Ancestry DNA Results. Now What?
If you’ve tested your DNA with Ancestry DNA or another company and can’t make heads or tails out of the results, this is the class for you! This class will cover the basics of genetic genealogy, how to understand and manage the results, and what mysteries DNA can uncover. Although this class will focus on Ancestry results, we will touch upon other companies that offer DNA testing. Although you need not have tested your DNA to participate, it will be more beneficial if you already have your DNA test results and have an active subscription. Ancestry offers a month-to-month subscription rate. We will meet in a computer lab to gain some hands-on experience. Be sure to bring your login information for your Ancestry subscription.

Knitting 101
This is a class for those who know basic knitting stitches and have some experience knitting in the round with double-pointed needles (or are eager to learn). It is for beginning sock knitters and those who want to refresh their basic skills. Attendees will make a pair of top-down socks, starting at the cuff and finishing at the toe. Learn to make a stretchy caston edge; work a heel flap and use short rows to shape the heel; pick up stitches and knit a heel gusset; work toe shaping; and use the Kitchener stitch to close the toe. The class will use the Simple Top-Down Socks pattern by Ellie Jones, available as a free download on Ravelry.com. Learn how to choose yarn for socks, as well as alternative sock knitting patterns.

Paint and More Paint: Beginning Oil or Acrylic Painting
Students will learn the basics of color mixing, brush handling, and painting surfaces. Subject matter will be based on still life objects brought from home or assigned by the instructor. The class will meet once a week. Students will complete several various sized paintings by the end of the term. While the instructor is a longtime supporter and volunteer for Oregon Coast Community College, and a past mayor of Newport, she promises the class doesn’t have to stand at attention the entire time. Creativity Boot Camp
Every one of us is deeply creative - but how do we flex our creative muscles? Exercising and strengthening creative skills is just like going to the gym for our muscles. Embark on a creative journey with The Creativity Boot Camp, a class for the tools needed to enter a more creative mindset. Fundamentals of Mindfulness
Attendees of this class will learn concepts and skills of engaged mindfulness. This training includes practicing seated, walking, and standing meditation, body scanning, and stretching or yoga activities. Group discussion of the activities and hand-out materials will be provided, as well as on-site personal consultation with the instructor. The class will be based on the foundations of the Mindfulness-Based Stress Reduction (MBSR) program created by Jon Kabat-Zinn in 1979. Upon successfully completing this course, students will have learned how to apply mindfulness in all areas of daily living. Benefits of a regular mindfulness practice include: affect tolerance (less stress, worry and anger), equanimity, better concentration and mental clarity, happier relationships, and improved coping and health management.

Process of Dying
This course is designed for the general public as well as massage therapists. The class will examine basic massage for patients and/or loved ones dealing with discomfort at end of life. Creating an Effective Estate Plan
This short course will address fundamental issues involved in creating an effective estate plan. The class will teach the strategies needed for effective management of assets as you age, including during periods of incapacity, and guidelines for accomplishing goals for assets upon death. The class will involve a discussion of the use of wills, trusts, powers of attorney, and health care directives. The instructor will also consider questions about tax planning and retirement assets.

Real Estate Brokers License
Have you tried studying independently (and alone) for your Real Estate Broker’s License test? All too often, independent study grinds on for months and months longer than planned. This class is designed to keep attendees and classmates on track, week in and week out, as they work as a group and independently towards preparing to successfully take the Real Estate Broker License test. Yes, we know that there are cheaper independent study programs available. This course, though, proves the reliable axiom that one gets what one pays for. The first class will start Thursday, April 6 and will meet each Thursday night from 5:30-8:30 for 10 weeks. There will be one Saturday class on June 10 from 9 am-5 pm. The Saturday class is a review day.

Real Estate Property Managers
This course introduces the Oregon real estate property manager to licensing laws and rules including statutes within ORS696 pertaining to property management and OAR863. The course is designed to prepare students to take the State of Oregon Property Manager License Exam. This is the fastest way to qualify to take the exam, which covers the role of property managers, tenant relations, fair housing, lease agreements and more. Students must attend all evening class sessions and have online capacity to complete the self-study portion of this course. Those who pass this course are prepared to take the proctored Oregon Property Manager License exam, which is a required step to becoming a licensed property manager through the State or Oregon. Upon completion of this course, students will be able to describe real estate laws and rules that protect the Oregon consumer in need of property management services provided by a licensed property manager. College boards ask for support for new Center for Trades Education
Dear Friends,
This May, Lincoln County voters will have the opportunity to bring a new trades education center to Oregon Coast Community College in Newport, and expand access to career education and training for living wage jobs all across our county. Your Yes vote on the College’s upcoming $32 million bond measure will allow OCCC to add exciting high-demand trades programs, and will also bring an additional $8,140,000 in state matching funds for this project that are only available if the bonds are approved. We believe this project is important to Lincoln County’s future, and we believe the time is right to move forward.
The new building will be a flexible industrial space, designed to offer cutting-edge instruction in a variety of trades programs over the years to come. One of the first expansions will be a marine welding certificate program to augment the welding courses the college launched in 2020 in partnership with the Lincoln County School District and the Port of Toledo.
As Board members and volunteers working to support the college and its students, we can tell you that a regular refrain we hear from Lincoln County residents is, “when is the college going to offer more training in the trades?”
We are proud OCCC has made great strides in growing robust career and technical education programs in allied health – including nursing assistant, medical assistant, and nursing programs – as well as aquarium science, early childhood education, teaching and more. However, we know there are additional rewarding local jobs and careers going unfilled. Because the college currently lacks the specialized facilities to offer more trades-specific training, people must leave the County to gain skills in advanced welding, fabrication, mechatronics, and more.
The bond measure would make existing buildings safer spaces for students, employees and the community. The investment would also expand, adapt, and modernize existing career technical training facilities supporting other career areas such as education, allied health, and applied aquatic sciences. The college would invest bond proceeds in updating classrooms, technology, facilities, and equipment to provide students with modern higher education and job training spaces, including flexible hybrid learning options to meet student needs into the future. Working with the communities we serve, the college also plans to invest in improvements designed to support community emergency response infrastructure.
We are thankful to Lincoln County voters, who approved the bond measure almost 20 years ago that built the amazing facilities in Lincoln City, Newport, and Waldport that serve our students today. We believe OCCC continues to earn and deserve the trust of taxpayers through providing excellent, relevant and affordable education, by recently earning independent accreditation, and by being a partner to other education providers and a responsible steward of the public resources entrusted to us.
This bond provides a once-in-a-generation opportunity to better serve our community, to protect and modernize these existing buildings while creating brand-new career training opportunities for Lincoln County residents today and for years to come.
The 2004 bond that built the college’s existing buildings raised $23.5 million with a 34 cents per thousand levy paid by property owners in Lincoln County. Over time, that levy has steadily declined, and in 2023, is projected to be 21 cents per thousand. This new proposal would replace the existing college levy on property owners with only a five-cent rate increase (from 21 cents to 26 cents per $1,000 of assessed value) and raise $32 million. Voter approval of the measure would also secure and bring to our county an additional $8 million in matching funds available from the state legislature. The 26 cents per thousand levy would begin with the 2023-24 tax year, replacing the existing levy on July 1, 2023 – two years before its scheduled June 30, 2025 sunset date.
The need for cutting-edge career and technical education resources is clear. This new facility will open doors for countless local students while meeting critical workforce needs for local employers, industry, and consumers. Please join us in saying Yes for OCCC this May.

The actual building will be designed in consultation with employers, stakeholders, and community members, and may look different. That image on the facing page was created in 2017, when the college began planning expanded trades-education to serve Lincoln County.
If the proposed bond measure passes, the college would build the new building on land the college already owns, adjacent to its main campus building in Newport. The new building is estimated to cost approximately $25 million. Additional funds raised by the bond levy would be used for safety, technology, facilities, and classroom updates in each of the College’s existing facilities – including Waldport, Lincoln City, the Port of Toledo Welding Laboratory, and the College’s Aquarium Science Program facility.

Gregory Price - a native of Depoe Bay and a Taft High School Graduate - has returned to Lincoln County to take the helm at the SBDC. He retains his title as Director of the Columbia Gorge SBDC.
