Marines with Marine Light Attack Helicopter Squadron 467 conducted low light flying evaluations for the squadron’s senior pilots at Cherry Point from Jan. 20-27. Evaluated and certified by flight instructors with Marine Aviation and Weapons Tactics Squadron 1, the HMLA-467 pilots reinforced the principles and skills required to pilot an aircraft in low-light environments. The training and certification allows the squadron’s senior pilot instructors to train and certify new and less experienced pilots for low-light flying operations, according to Maj. Bart Betik, a UH-1Y Venom pilot with the squadron. “The focus of these qualifications is to become more tactically proficient in a night environment,” said Betik, who recertified as a low-light instructor during the training. During training, MAWTS-1 instructors, headquartered at Marine Corps Air Station Yuma, Ariz., look for specific traits, said Betik. Pilots need to show confidence, knowledge and leadership abilities during both regular and low-light flying. See 467 page A7

Marines with Marine Air Support Squadron 1 conducted a Marine Air Command and Control Systems Training Exercise at Marine Corps Auxiliary Landing Field Bogue Jan. 21-28. Partnering with Marine Tactical Air Command Squadron 28 and the Tactical Air Operations Center, MASS-1 developed the unit capabilities required to operate in a deployed and austere environment. Living and working in tents, without the amenities of garrison infrastructure, gave MASS-1 a sense of the rigors of operations while

deployed, according to Gunnery Sgt. Carlos Hernandez, the staff noncommissioned officer-in-charge of the direct air support drill. “The purpose of this MISTEX drill is for the Marines to interact with the different entities they would be with in a deployed environment,” said Hernandez. During direct air support center drills in garrison, MASS-1 simulates a deployed environment virtually, using computers to coordinate notional missions. During MISTEX, however, Marines take to the field and simulate only aircraft and ground forces in an exercise. To simulate a deployed environment, MASS-1 pitched

tents at Bogue Field where they slept, ate, and worked. The training gave the Marines a chance to understand the overall impact direct air support has in support of possible future operations. “I want my junior Marines to realize that one day what we practice can and will affect someone else, it’s real,” said Cpl. Juan J. Hernandez II, an air support operations Marine with MASS-1. Exercises like MISTEX give junior Marines a preview of what deployed operations require and help MASS-1 sharpen their skills for future operations and exercises, said Hernandez II.

Sgt. Bradley Hoover and his wife Sgt. Brenda Hoover will receive the Havelock Military Affairs Committee Military Family of the Quarter Award during a ceremony at El Cerros Mexican Restaurant in Havelock Feb. 4. The ceremony is a way for the Havelock MAC as well as local sponsors and military service members to express their appreciation to the Hoovers for their community and military service. Bradley is an instructor at the Center for Naval Aviation Technical Training here. Bradley is also the ground safety manager, volunteer service coordinator and Single Marine Program representative within CNATT. Brenda is an administrative noncommissioned officer-in-charge with Marine Aviation Logistics Squadron 14. “The relationship between the community and the military is very important,” said Bradley. “It is vital to keep the bond strong because it makes life easier for both parties.” The Hoovers value the community and the Marine Corps and want to give back by constantly devoting their time to assisting others. Since arriving at Cherry Point in October 2011, the Hoovers volunteered more than 240 hours of their off-duty time to assisting service members and community members around the local area. “My wife and I have been volunteering together since the day we met,” said Bradley. “I didn’t know about the volunteer opportunities that were available until I joined the military and saw how much it was encouraged and I have been drawn to it ever since.” Within their demanding schedules, the Hoovers balance work, time together and community service. They have volunteered on several projects together, serving as as Bocce coaches for the New Bern Special Olympics and coordinating and implementing the building of a house with Crystal Coast Habitat for Humanity. On top of this, Bradley volunteers bi-weekly mentoring a select group of students at Havelock Elementary School, handing out food to families at the New Bern Food Bank and assisting local veterans and seniors at the Neuse River Senior Games. In total, the Hoover family has volunteered more than 300 hours of their free time to local communities across the United States and abroad in Thailand and Afghanistan. “The best part about volunteering is seeing how appreciative people are,” said Bradley. “The look of appreciation on their faces makes volunteering our time worth it.”

Cherry Point Marines and civilian employees gathered at the Emergency Operations Center to honor a key member of the EOC development team Friday. During the ceremony, the EOC was dedicated in honor of retired Master Sgt. Joseph “Richard” Slappey, who passed away suddenly in Sept. 2010. Slappey served honorably in the Marine Corps for 27 years. At Cherry Point, he served as the training staff noncommissioned officer-in-charge and as a staff officer on the operations staff. After retiring in 2003, Slappey continued to serve as a civilian

Marine with the Mission Assurance Department, specializing in antiterrorism efforts at Cherry Point. “He was responsible for writing the initial order on antiterrorism protection planning and the orders and operations after 9-11,” said James Riemer, director of operations with the EOC. Slappey developed and implemented the EOC’s Mission Assurance Program at Cherry Point, said Riemer. Although he never got to see the new office space, he was instrumental in the design and building of the headquarters building EOC. The dedication ceremony brought together Slappey’s fam-

ily, friends and coworkers to honor his life and accomplishments. “His legacy and foot prints are left on every part of what you see here today,” said Col. Chris Pappas III, commanding officer of Cherry Point. “We are ready today because of his mission and his legacy” While working in the EOC, Slappey earned the 2006 Security and Emergency Services Civilian Marine of the Year Award for his Anti-Terrorism Force Protection Program, said Riemer. This was an extremely significant accomplishment in his life. “He was like a brother to me,” See EOC page A7

A Marine administrative message released last year announced changes to the uniform regulations on the wearing of religious apparel and personal grooming, and is in line with the recently published Department of Defense policy. News reporting indicating that the newly released DoD religious accommodation process is easier or more lenient may have caused confusion among Marines and other readers. The new DoD policy establishes a centralized approval authority and process for certain religious accommodation requests. As stated in MARADMIN 207/13, all requests for religious accommodation related to apparel and personal grooming require approval by the commandant of the Marine Corps via the Marine’s chain of command to the deputy commandant for Manpower and Reserve Affairs. A standing board considers each request and makes a recommendation to DC M&RA. This centralized process ensures consistency and mitigates a perception of preferential treatment.

Tax Office now open The Cherry Point Tax Assistance Office is open for all Cherry Point service members, their dependants and qualified civilian employees. W2 and 1099 forms are available for service member, retirees and civilian employees paid by the Defense Finance and Accounting Service at https://mypay. dfas.mil/mypay.aspx. The Tax Assistance Office will be open for walk-ins from Monday to Friday 8:30 a.m. to 4:30 p.m. and by appointments on Tuesday and Wednesday from 4:30 to 6:30 p.m. For more information contact the Tax Assistance Office at 466-2001.

Change to the physical fitness test In an effort to install a single standard measure of physical fitness the Marine Corps has made a change to the physical fitness test that announced a change to the female physical fitness test. The original ALMAR 046/12 stated that pullups will replace the arm flex hang effective Jan. 1, 2014. The modified MARADMIN 035/14 extends testing through June 30. It’s important for women to be aware of ways to protect themselves from Human Papillomavirus (HPV) associated with cervical cancer. In the United States close to twelve thousand women are diagnosed with cervical cancer every year and sadly nearly four thousand will die from this disease. It is recommended that women have regular exams with a pap test that screens for precancerous cells. If unhealthy cells are identified, they can be treated before it develops into cervical cancer. Guidelines for pap screening tests have recently changed, it is recommended that screening begins at age 21 and continue until age 65. Typically screening can be done every 3 years for most women. Those patients age 30-65 who want to lengthen the screening interval may have the option of a combination pap and HPV test, which can be done every 5 years. There are exceptions to these guidelines and all women should

discuss their screening plan with a provider. We know that HPV is a very common virus associated with cervical cancer. There are over one hundred different types of HPV, the majority, do not cause harm, but there are thirty types that have led to genital disease. The American College of Obstetrics and Gynecologists recommends vaccinations against HPV for all women ages 9-26. The Gardasil - HPV vaccine is available for all eligible military beneficiaries at Naval Health Clinic Cherry Point through the Women’s Health and Immunizations Clinics. The Women’s Health Clinic has open access appointments for well women exams to discuss what screening is right for your cervical health, as well as to discuss if Gardasil is an option for you. A referral is not needed and the vaccination series can be started the same day as your visit. Each quarter, the Havelock, New Bern and Carteret County Chambers of Commerce sort through the biographies of Marines and Sailors in search of a service member who upholds the highest standards of the military, while at the same time displays outstanding judgment, initiative and a desire to lead and serve. The Military Affairs Committees and Military Alliance present the Service Person of the Quarter and the military Family of the Quarter as a way to show the communities appreciation for local service members and their families. “It is inspiring to honor service members who have made such effort to be the best they can be at what they do,” said Diane Warrender, the program director for Carteret County’s Military Affairs Committee. Cherry Point based squadrons nominate individuals and families for exceptional service in and out of uniform. Awards consider the evaluation of a service member’s duties or a striking act of service which is above and beyond what is normally expected. “Hearing their accomplishments during their time in the military, especially those who have families that try to give quality time to them, and to also excel in their work and duty makes us feel great pride and respect for their dedication,” said Warrender.“In addition, many of them are very involved in our communities, participating in various projects. I have been told by them and their commanding officers that this recognition we give them

is something they have not experienced before, especially from civilian groups, and is humbling and very much appreciated.” The purpose of the recognition is to strengthen the relationship between Cherry Point and neighboring communities, and to develop and maintain public support of the military. The Havelock, New Bern, and Carteret Chambers of Commerce honor the Cherry Point and surrounding area service member, or Military Family of the Quarter, through public recognition of the recipient and the Marine Corps. The Chambers of Commerce present awards during a ceremonial luncheon or dinner where the service member and their family gather with committee members and local business representatives to honor the service member. Aside from quarterly awards, the Chambers of Commerce and surrounding community sponsor several annual events to recognize the contributions of Cherry Point’s military family. Events like the Military Fun Day, Pig Pickin’, and Golf for Tomorrow Tournament are annual events open to military personnel and their families as a way for them to have fun, enjoy food and build camaraderie. The Havelock Chamber of Commerce hosts the annual Veteran’s Day parade and Salute to our Veterans dinner as a token of the community’s gratitude to the military. As the noncommissioned officer-in-charge of operations and training for Marine Attack Training Squadron 203, Cpl. Kovoski T. George, maintains and prepares training records for pilots and Marines. George, an Albany, Georgia native, enjoys keeping up with flight hours. Taking an interest in math, George ensures flight hours are correct, counting and verifying unit logs for VMAT-203’s command chronology and training plans. As part of his duties, George also prepares training schedules for physical fitness tests, rifle ranges and combat fitness tests, yearly requirements for all Marines. He said one of the biggest challenges of his job is knowing the order for PFTs and CFTs. Off duty, George likes to write and perform stand-up comedy and go to the gym. George has performed in New Bern and in Yuma, Ariz. and plans to pursue comedy after his Marine Corps service. “On my off time I write jokes and I write poetry,” said George. “I also go to the gym and stay in shape to stay healthy.” George said that he is happy to have his job and enjoys working with his fellow Marines.

Marine and Navy jet pilots conducted survival training at Cherry Point’s Aviation Survival Training Center to reinforce emergency and water survival skills Jan. 22. The pilots learned and practiced skills, including seat ejection and water survival, and refreshed their knowledge of life saving equipment, including reduced oxygen breathing devices and the aviation life support system, as part of the mandatory training. Training included classes on physiology, seat ejection techniques, first aid and personnel recovery procedures for naval aviators in preparation for possible future training and operations, according to Lt. Cmdr. Andrew Hayes, an instructor with ASTC. “The briefs we gave the pilots are part of a refresher course they must take every four years,” said Hayes. “They are refreshed on a variety of things so they can be prepared for any situation that may arise.” One of the main objectives of the training was to help pilots recognize symptoms of hypoxia, or oxygen deprivation, said Hayes. During training, pilots breathe nitrogen to create symptoms of hypoxia, like dizziness and blurred vision. The pilots must apply skills to overcome the hypoxia and regain control. The training helped pilots learn and understand the symptoms of hypoxia and ways to combat it effects to help prepare them for possible emergencies. Though pilots and aircrews understand the seriousness of responding to emergencies, training in a controlled environment helps Marines and Sailors better prepare for possible mishaps, according to Hayes. “This training is for worst-case scenarios, helping some pilots get over fears or uneasiness,” said Capt. Mengliang Dai, a forward air controller with Marine Tactical Electronic Warfare Squadron 1. “I think this training is really beneficial because we are going over stuff we may have not thought about for a while.” Knowing each pilot and aircrew member is trained and ready in an emergency is comforting, according to Dai. Though experience and skill differ, each pilot and crewmember understands the principles of survival, he said. “I’m not the greatest swimmer,” said Dai. “Which makes the swimming and water survival the most challenging but at the end of the course I always feel confident in my abilities.” The training, which all naval aviators conduct every four years, helps maintain mission readiness across Marine and Navy aviation, according to Petty Officer 2nd Class Mark Warren, an aerospace physiology technician with ASTC. “Pilots in a high risk evolution are able to refer back to what we teach them here about how to survive in emergencies,” said Warren. The training helps save lives, according to Warren, with stories from the fleet a testament to the importance of ASTC’s mission. “Many pilots have come back to tell stories of how the training we provided them with helped save their life, or helped them save someone else’s life,” said Warren. “It’s stories like that and the people I get to work with that make me love my job and look forward to coming to work.” Capt. MARINE CORPS AIR STATION FUTENMA, Japan – The purpose of the visit was to familiarize Sugiyama and JASDF supporters with Marine Corps Air Station Futenma’s role in supporting the 1st Marine Aircraft Wing, III Marine Expeditionary Force, and the Ospreys operated by Marine Medium Tiltrotor Squadron 262, Marine Aircraft Group 36, 1st MAW. “(The visit helps) contribute to good U.S.-Japan relations by showing Futenma to (supporters) who have various backgrounds and play key roles in their organizations,” said Sugiyama, the commanding general of the JASDF’s Southwestern Composite Air Division based out of Naha, Okinawa. The tour began with a short briefing about the installation’s capabilities, which support 1st MAW operations, followed by a windshield tour of the air station and flight line. After a briefing on the operational capabilities of the Osprey, the visitors toured a static display of the aircraft. As the JASDF awaits its order of Ospreys over the next five years, visits like this are essential in bolstering confidence in the Osprey’s capabilities, according to U.S. Marine Corps Brig. Gen. Steven R. Rudder, commanding general of 1st MAW. “What the general wanted to do was connect what we do on Okinawa, in particular here on Futenma, with some of Japan’s industry leaders and really expose them to not only the aircraft, the MV-22, but also to the mission,” said Rudder. “The mission of the Marine Corps in the Pacific is to support the U.S. and Japan alliance by providing for the mutual defense, security and humanitarian and disaster relief efforts of Japan and our Pacific allies.” The Osprey would be a great advantage in regard to humanitarian efforts in Japan, according to Sugiyama. “The high performance of the Osprey should be suitable for humanitarian and disaster relief operations,” said Sugiyama. “The Osprey would play an important role in case of not only natural disasters, but also emergency patient transportation from remote islands.” The Osprey is capable of carrying approximately 20,000 pounds of internal cargo or 15,000 pounds externally, at about twice the speed of an average rotary-wing aircraft and can travel farther distances. As the JASDF readies for its next steps in aviation, the Marines and Sailors with 1st MAW will maintain the strong military alliance and partnership while showcasing how the Osprey will support operations and efforts in the Pacific, according to Rudder. “We’re going to continue to operate the Osprey in the same manner we have,” said Rudder. “Operation Damayan was just one example of what this aircraft brings to the Pacific. As we enter the New Year, we are going to continue to extend the reach, try new things, and stay cognizant of our alliances around the Pacific.”

Marines with Marine Attack Squadron 223 continued Forward Air Controller (Airborne) training and qualifications at Cherry Point Jan. 15 to enhance the squadron’s capabilities to support possible future operations. The squadron’s pilots and aircrew, currently assigned to Marine Medium Tilitrotor Squadron 263 (Reinforced), hoped to broaden and enhance their attack support capabilities during a three-month course to give pilots enhanced tools for air-to-air and air-to-ground missions. Forward Air Controller (Airborne) instructors oversaw the training which consisted of 13 individual simulated events, both in the air and in flight simulators on the ground, said Capt. James W. Pollard, a training officer and AV-8B Harrier pilot with VMA-223.

“The thirteen events include multiple day and night close air support execution with multiple assets, both fixed-wing, rotary-wing and indirect fire,” said Pollard. VMA-223 pilots enhanced skills needed to direct close air support missions while flying. The training helps pilots build their ability to maintain control of their aircraft while identifying targets and directing other pilots and aircrews in an airspace during combat, said Capt. Travis M. Morris, a Harrier pilot with VMA-223. The pilots enhanced their capabilities to better support combat operations, said Morris. “The most challenging thing about going through [the training] is managing multiple assets and safely conducting the mission all while flying a single seat aircraft,” said Morris. During the training pilots developed strategies and

techniques used to engage targets efficiently. “There are multiple requirements that we’ve got to get done prior to deploying, one of them is to finish a close air support syllabus for our more junior pilots,” said Morris. “With this qualification, I’ll be able to instruct and assist in training those pilots. Also, I’ll be able to help keep the more senior aircrew current and ready to deploy and conduct CAS missions”. The training helps VMA-223 pilots and aircrew prepare for all possible future operations and deployments, according to Morris. “Every time we fly a close air support sortie we learn something new and ways to get better at what we do,” said Morris.

HRST Instructors lead Marines by ropes II MARINE EXPEDITIONARY FORCE

MARINE CORPS BASE CAMP LEJEUNE, N.C. – With critical eyes, Staff Sgt. Matthew Francis looks up at the MV-22B Osprey in the air carrying his Helicopter Rope Suspension Training students Jan. 16. He knows that these Marines, when they go back to their units, will be responsible for the safety and training of their Marines. He and his instructors are evaluating the stringent application of techniques they taught the Marines from 3rd Battalion, 8th Marine Regiment, II Marine Expeditionary Force. Francis is the HRST lead instructor with Special Operations Training Group, II MEF. The HRST instructors provide the Marine Corps with an important capability, which has helped Marines operate effectively and quickly in any climb or place since 2008. The instructors are dedicated to teaching their students how to lead by the ropes and take charge of their Marines while in the air and get them to the ground in the most efficient way possible. Francis said time is of the essence when Marines are inserting into enemy territory. Every minor detail with this form of training must be checked and rechecked before Marines become certified HRST masters. “A lot of the time, we have to go into a hot zone and deploy troops from a hovering aircraft as fast as we can,” said Francis. “It’s a huge floating target for the enemy, so you want troops down that line hitting the deck as fast as possible.” Many of the instructors come from an infantry background. They have experience in combat and teach what they know in life-like training scenarios. At the end of the day, they have the most knowledge and they know how to set their students up for success by relaying the im-

portance of HRST, said Francis. “For a person to come here and be an instructor, you have to look at things from their side and you have to be able to coach them properly,” Francis said. The SOTG frequently trains crisis response teams, the reconnaissance community and Marines with Marine Corps Forces Special Operations Command. Marines are individually selected from each unit based off the needs of the Marine Corps, according to Francis. To be eligible for the course and become an instructor, students have to be certified. Francis said it takes serious dedication and skill to show the leadership traits and trustworthiness the HRST instructors are looking for to make it to the finish line. Sgt. Ryan D. Adam, a HRST instructor, said the instructor under training will go through a series of classes, such as the basic instructor course to ensure they have the ability to speak well and articulate the lesson thoroughly to the students. The HRST instructors have to make sure the IUT can correct someone, fix their deficiency and make sure their over-all safety techniques meet their requirement. “At all times, danger is present in HRST training,” said Francis. “Week one is all about letting the students know the dangers of the course. It is high-risk training, and as a HRST instructor, trying to convey the reality of that is difficult.” According to Francis, like many things in the Marine Corps, there is only one aspect that makes his job as an instructor extremely rewarding. “Whether it’s HRST training, or teaching them basic infantry knowledge, knowing you have an influence on individuals in the operating forces and how they conduct business is the most rewarding thing anybody could ask for,” said Francis.

To build on their capabilities, it is imperative for HMLA-467 to continue to give pilots solid training and certifications in all flying conditions, said Betik. With more low-light flying instructors, the squadron increases its ability to support 2nd MAW during possible future operations. “It takes a lot more training to become skilled in a dark or night environment,” said Cpl. Jeremiah Hammond, a UH-1Y Huey crew chief with HMLA-467. “Flying at night you need to have a much higher sense of situational awareness.” During low-light flights, communication between pilot and aircrew is imperative. All low-light flying, whether in training or in support of operations, requires cohesion between pilot and aircrew, according to Hammond. Frequent training and certification gives HMLA-467 pilots and aircrew the opportunity to refine their low-light flying abilities, according to Hammond. “Flying at night can wear you down quicker than during the day said,” Hammond. “With night vision goggles you lose a lot of your depth perception, so the pilots rely heavily on everyone in the aircraft to perform. The more experienced pilots we have, the easier it will be to operate.”

A plaque will adorn the entrance to the EOC, a reminder of Slappey’s contributions to 2nd MAW and Cherry Point. “While engraving his name up on the wall won’t bring him back, people who come here from decades on will know his name and will see his face and will honor his life and service and will be grateful for his time well spent here,” said Pappas. “Through this dedication Cherry Point Headquarters are exceptionally proud to forever connect those who have gone before to those who have yet to serve.”

The 2014 Cherry Point Air Show will take place May 1618 at Cherry Point. The show was originally canceled in early December when budget uncertainty and sequestration made the air show unfeasible. The decision to reinstate the show was made after concerns for this year’s budget were addressed with the passing of the National Defense Authorization Act for Fiscal Year 2014.

The Cherry Point planning committee is hosting a theme competition, seeking recommendations from the general public. The winning theme for the 2012 air show was “Celebrate the Heritage.” The individual whose theme is selected this year by the commanding officer of Cherry Point will receive an assortment of air show related prizes, to include a ride in one of the featured aircraft. Submissions are limited to one per person, no more than six words and no art work is required. The deadline for submissions is Feb. 14. All theme ideas must be submitted

through the online form on http://www.cherrypointairshow. com/Theme.asp. Performers this year include The Black Diamond Jet Team, Smoke-N-Thunder, the fastest JetCar in Air Show Industry, Aeroshell, the North American AT-6 Texan, Bill Leff, Dan Buchanan, OTTO, Hubie Tolson, B-52 Panchito, CAF Corsair, Pedro, MiG-17F and Mike Wiskus. Traffic accidents are the third leading cause of death in the military, according to statistics released by the U.S. Department of Defense. Over the past three years, collision and traffic accident numbers have remained steady, said Michael P. Granger, a safety and occupational health specialist with Marine and Family Programs. “A lot of traffic mishaps occur because of speeding,� said Granger. “We have Marines that don’t know how to drive down roads like [Catfish Lake Road] and unfortunately, accidents happen.� Rural roads and unimproved roads are common along coastal Carolina. Service members might be tempted to drive recklessly, or less cautiously, when they feel law enforcement is less likely to interfere, according to Granger. Road signs and driver knowledge and safety can go a long way in preventing mishaps, Granger said. “There isn’t a police officer always sitting behind a bush waiting for you to speed down these roads,� he said. “Add that to the gravel roads and limited road signs

and you get individuals thinking they can drive however they want.� For local Marines and Sailors, use of Catfish Lake Road in Craven and Jones Counties is strictly prohibited for commuting across the Croatan National Forest in accordance with II Marine Expeditionary Force and Marine Corps Installations East Order 5100.3. A track record of mishaps and unsafe driving conditions preceded the 2010 order. Catfish Lake Road is closed to service members except for recreational purposes, such as hunting and fishing. All service members must practice safe driving habits and maintaining situational awareness, according to Granger. Following driving laws, planning and looking out for dangerous driving conditions help Marine and Sailor arrive alive. “The best way to prevent accidents is practicing safe driving and driving within your limits,� he said. “Always wear a seatbelt, follow all road regulations and be aware of conditions such as weather and roads before you head out.�
