U.S. ARMY GARRISON, GRAFENWOEHR, Germany – Lance Cpl. Ryan Zabriskie was completing his training at the schoolhouse at Marine Corps Air Ground Combat Center Twentynine Palms, Calif., when someone tapped him on the shoulder and said he needed to report for a briefing on Exercise Combined Endeavor. Zabriskie was not the only one of the group that left North Carolina Sept. 16 for Grafenwoehr, Germany, on their first exercise in support of a fleet activity. “This is totally new for us”, said Sgt. Christopher Wallace of Marine Wing Communications Squadron 28. “None of us have worked in a multi-national environment before and some have never deployed at all.” For a first exercise, Combined Endeavor 2013 can be quite a challenge. CE ‘13 is the world’s largest communications and interoperability exercise involving 38 participating nations. More than 150 Marines with Marine AttackSquadron 542 departed to Mountain Home Air Force Base, Idaho Friday to participate in a multinational combined-joint exercise dubbed Mountain Roundup 2013. The exercise is part of German Air Force Tornado Fighter Weapons Instructor Course Mission Employment Phase where everyone involved works to provide proficient integrated combined joint forces. The first training day in Mountain Roundup began Wednesday officially kicking off the exercise. “This is huge for us,” said Maj. Howard L. Longwell, the operations officer with the squadron. “This gives the young guys a chance to come out and participate in an exercise and see other assets that they normally don’t get to see.” VMA-542 will provide armed reconnaissance, strike reconnaissance and close air support throughout the exercise. “We are going to be doing a lot of things while we are out there,” said Longwell. “We are mostly there to support the Germans but we are getting training in as well.” Longwell says that Mountain Roundup is the German Air Forces’ version of the U.S. Marine Corps’ Weapons and Tactics Instructor course offered at Marine Corps Air Station Yuma, Ariz. “This exercise is very similar to our WTI because it brings assets together from different countries and military branches,” he said. Oct. 1 marked the official change of the Navy Marine Corps Intranet to the new network called the Next Generation Enterprise Network. The Navy and Marine Corps are taking separate paths for the future of their information technology under NGEN. They have transitioned from the formerly contractor-owned and operated network to the Navy system being owned by the government but contractor-operated and the Marine Corps being government-owned and operated with contractor support. “The Marine Corps will be utilizing a touch and labor contract during the transition period from NMCI to the Government-owned, Governmentoperated with contract support,” said Maj. Alfred B. Hammett, the Telecommunications Information Systems Directorate director at Cherry Point. “The Marine Corps will be managing their own network once again as they did prior to NMCI.” The Next Generation Enterprise Network is the follow-on to the Department of the Navy’s current network NMCI. The transition began in 2011 and the Marine Corps plans to have fully transitioned by April 2014. NGEN will supply a protected information technology infrastructure for the United States and certain surrounding areas and expand training and administrative capabilities. The implementation of the new system is expected to save the Navy and Marine Corps approximately $1 million over the next five years. The Marine Corps Network Operations and Security Center supported by regional Information Technology Support Center-East, and base, post and station communications sections will now control the regional network segment for the Marine Corps, allowing greater control over the network, said Hammett. “The new system will allow us to train as we fight,” said Hammett. “Controlling our garrison networks in alignment with the deployed environment gives local administrators capabilities to fix and update the network, gives the base S-6 more network control and integrates us into the joint information environment.” NGEN will convey information transport services and offer access to core enterprise applications for the military personnel. The military hopes that NGEN will provide the framework for the future Naval Networking Environment. They hope to one day have it be an entirely integrated enterprise-wide networking setting where information and services are constantly on hand and available to Department of the Navy users.

Three food service specialists faced off Sept. 26 in the chef of the quarter competition on Cherry Point. The competition put to the test all attributes necessary to be a successful Marine Corps chef including preparation, presentation, taste, Marine Corps and military occupational specialty knowledge, and overall Marine appearance. Cpl. Brandon M. Bower took first place in the competition with his shrimp scampi, Wisconsin cheese soup, linguini pasta, asparagus with bacon pieces, wheat bread and ice cream delight. “It’s all about leading by example,” said Bower, a food service specialist with Headquarters and Headquarters Squadron. “We have new Marines coming in that aren’t familiar with (the competition) and you step up. More than 50 Marines and Sailors from Marine Wing Headquarters Squadron 2 conducted a field training exercise Sept. 23-26 at Marine Corps Outlying Landing Field Atlantic. Marines and Sailors participated in training consisting of land navigation, convoy operations, conditioning hikes and weapons handling to refresh fundamentals learned at entry-level training. “We had a great field exercise and had a great time,” said Sgt. Maj. Scott D. Grade, the squadron’s sergeant major. “We struggled the first night, but the Marines pushed through and did a fantastic job.” The training exercise was a learning experience for Marines who normally do not get to partake in field exercises, said 1st. Lt. Kyle R. Mirabelli, the adjutant for the squadron. “We brought the Marines out here so they

News Briefs Release of courts-martial results On July 18, the Secretary of the Navy directed the Marine Corps to publish summarized results of all special and general courts-martial. Gen. James F. Amos further directed the publication of the summarized results weekly at the local installation level and the publication of a compilation of all summarized results across the Marine Corps monthly on the Marine Corps’ homepage. Beginning Oct. 1, Marine Corps Installations Command will publish summarized special and general court-martial results by region on a weekly basis and submit the compiled summarized results to the commandant each month. Each week, the four regions (East, West, Pacific, and national capital) will prepare summarized results of all special and general courts-martial. The regional summarized results will then be published weekly on the homepage of each installation in that region. On a monthly basis, the compiled summarized results from the previous month shall be submitted no later than the 10th day of the following month. The compiled results of courts-martial will be published on the Marine Corps homepage no later than the 15th day of each month.

Corps pushes broader operations The Marine Corps is developing new units and partnerships across the globe as it shifts from fighting in Afghanistan to responding to a variety of crises and hostilities in other regions. Despite the U.S. military facing stiff federally-mandated budget cuts that restrict training, maintenance and operations will continue. None of the new crisis-response forces will rely on amphibious ships for support. The Corps has long billed its Marine Expeditionary Units, deployed aboard Navy ships, as the nation’s premier crisis-response force but long-term amphibian shortage makes it impossible for the U.S. to keep a MEU in the Mediterranean Sea full-time. The Corps plans to distribute its forces in the Pacific to more locations than before 9/11, with some 5,000 Marines eventually based in Guam, and 2,500 in Australia on a rotational basis.

Enlisted women try infantry The first group of enlisted females will try their hand at completing infantry training as part of the Marine Corps’ efforts to integrate women into front line ground combat roles. Six female Marine officers have volunteered to attempt the Infantry Officer Course in Quantico, Va., but so far none have been able to complete the course. Six more females will attempt the course in October. The Marines are hoping that more than a half dozen women will volunteer to try the 59-day training course for enlisted service members at the School of Infantry in Camp Geiger located near Camp Lejeune, N.C. Because there are far more enlisted female Marines than female officers, opening the Infantry Training Course to women is particularly important as the Corps gathers information about whether women can meet the physical requirements of front line infantry roles.

Lessons from an elephant NAVY LT. KYRON D. BELL MARINE AIR CONTROL GROUP 28

There was a young man in the animal training business who had set his mind to become the youngest and greatest animal trainer of all time. With much success, he worked with dogs of different breeds, birds of different types, and cats of different kinds. Feeling confident in his skills, he was given a 900-pound baby elephant named Toby to train. For purposes of control and restraint, it was necessary that Toby be shackled at his leg by a 1-inch thick chain. As time passed, days turned into weeks, weeks turned into months, and months into years. Finally, the day came that Toby reached his full-growth at a weight of 12,000 pounds. What’s interesting is that even though Toby was much heavier, much bigger, and much stronger, that same 1-inch thick chain used to tie Toby down when he was more than 11,000 pounds smaller was still used to restrain and restrict his movement. Now wrap your mind around this: Toby weighed as much as three cars and was held in check by a puny 1-inch thick

chain attached to his leg. I would suppose that because Toby accepts his imprisoned situation as it presently is, there are things Toby won’t do, steps Toby won’t make, places Toby won’t go, lines Toby won’t cross and dreams Toby will never reach because that chain is attached. The saddest part of it all is that it’s really not the strength of the chain or anything about the chain at all that kept this 12,000-pound, full-grown elephant from being free. Apparently, this issue is more a psychological obstacle for Toby than his ability. Adding just a little human personification to this story, I would say that Toby could certainly break free if his thoughts and beliefs about his situation were to be positively re-calibrated. Fear has been known to have the same effect on people. Regardless to whether it’s real or imagined, a negative response to fear can imprison you to your present situation by paralyzing you from moving forward in pursuit of your dreams, future assignments, See ELEPHANT page A7

Military Lending Act may change MICHAEL S. ARCHER LEGAL ASSISTANCE DIRECTOR, MARINE CORPS INSTALLATIONS EAST

The Secretary of Defense is considering changes to close loopholes in the existing Military Lending Act regulation and extend it to other products, such as installment loans and rent-to-own purchases. The MLA (10 USC 987), enacted in 2006, gave the Secretary of Defense broad authority to regulate lending to service members and their dependents. The Secretary used that authority very sparingly, promulgating an implementing regulation (32 CFR 232) addressing only payday loans, tax refund anticipation loans, and car title loans, and not even all of them. A “car title” loan is not a loan to buy a car. It is the pledging of a car already paid for to secure a personal loan. The car is forfeited if the loan is not repaid on time. Loans covered by the MLA are required to charge interest not exceeding 36 percent, including various junk fees, credit insurance, debt cancellation policies, and other similar products imposed upon initiation of the loan. The MLA also prohibits covered lenders from imposing prepayment penalties, requiring payment by allotment, requiring waiver of rights under the Servicemember Civil Relief Act or other laws, or requiring borrowers to waive right to trial in favor of arbitration. Lenders covered by the MLA are also prohibited from issuing rollover loans to pay off any prior loan, unless the new loan has more favorable terms than the prior loan. Since the MLA’s enactment, lenders have introduced various products that avoid coverage under the terms of the current regulation, such as high interest payday loans with a payback period in excess of 91 days or in an amount over $2,000, or car title loans with a payback period in excess of 181 days. In addition, lenders may attempt to avoid the MLA and certain disclosures under the Truth in Lending Act by couching their products in terms of “open ended” or “revolving” credit such as with a credit card, even when no additional credit is offered. A small number of banks offer payday loans to their depositors, debiting the depositor account when the loan comes due and charging penalties for insufficient funds, yet calling this product open-ended credit. In an installment loan, the customer borrows money and agrees to pay it back, with interest, in periodic installments, usually monthly. This type of loan is not currently covered by the MLA at all, and installment lenders can charge whatever interest is authorized by the state in which the loan is made. Thus, sometimes installment lenders claim that their loans are made in another state in order to take advantage of that state’s lax regulation and weak consumer protection laws. Rent-to-own purchases are also not covered by the current regulation. RTO dealers consider their product to be a glorified lease and not a purchase loan at all, even though the Federal Trade Commission has found that the overwhelming majority of RTO customers choose to purchase the merchandise. In a typical RTO transaction, the customer leases property with no obligation to buy, and then has the option of making monthly payments for a year or two to complete a very expensive purchase. When all the excess payments over the actual cash price are added up, the effect is often the same as financing at a very high and undisclosed interest rate. The Secretary of Defense does not have the statutory authority under the MLA to regulate (a) mortgages and (b) loans to purchase a car or other property, in which the lender takes a security interest in the purchased property, like the typical auto loan. A contract violating the MLA is void. Further, lenders who intentionally violate the MLA commit a criminal offense for which they may be fined and imprisoned for up to a year. Offending lenders may also be held liable for money damages caused by their misconduct, punitive damages, and court costs and attorney fees. A lender may avoid civil liability by showing the court that the mistake causing the MLA violation was inadvertent, made despite the adoption of reasonable procedures designed to prevent such errors. In order for a deployment to run smoothly, Lance Cpl. Lucille D. Bednarski must ensure that all supplies, equipment, and paperwork are ready to go when the time comes for them to leave. The embarkation specialist’s main duty is to prepare supplies and equipment for embarkation and perform various force deployment and execution functions. “If someone tasks me with something, I try to get it done as fast as I can,” said Bednarski. “I’m just doing my everyday job.” Bednarski, who is still fresh in the Corps, has only been in the fleet for seven months and is standing above and beyond her peers, said Staff Sgt. Michael N. Czerniak, the communications chief with VMA-542. “She’s been the primary workforce for the last four detachments we’ve sent out,” said Czerniak. “It’s been all her lately making sure that all the detachments run smoothly. She has been doing a great job.” Bednarski’s exceptional work ethic and drive to do well led to her being recognized as Marine of the Quarter for the third quarter of fiscal year 2013. “I was surprised when I heard about receiving the award,” she said. “However, I was really excited when I found out I was going to get my own parking spot.” Bednarski was nominated by VMA-542s sergeant major and was selected ahead of her peers for the award. “I guess I was doing a good job and doing what I was supposed to do because I got it,” said Bednarski. As a driving force behind making things happen in her squadron, Bednarski continues to push her self. “She works hard every day,” said Czerniak.

Marines from 2nd Reconnaissance Battalion conducted low-level staticline jumps at Marine Corps Auxiliary Landing Field Bogue Sept. 25. The 13 Marines jumped from 1,500 feet from an MV-22B Osprey with Marine Medium Tiltrotor Squadron 162 from Marine Corps Air Station New River. The Marines helped one another suit up for flight, and each jumper went through a series of gear and safety checks before being cleared for flight. “This training is done twice a quarter,” said Staff Sgt. Adam Haley, a team leader with 2nd Recon. “It is sustainment training for our insert capabilities.” A mix of Marines ranging from

those fresh out of jump school to seasoned jumpers all agreed that this type of training is not only exhilarating and gets their adrenaline pumping, but it is a great way to build confident, wellrounded Marines who are ready for any situation. “This training builds confidence and gives the commanders an alternate way to insert Marines to complete the mission,” said Staff Sgt. Ryan McSorley, the company radio chief with the battalion. McSorley said this is his first jump with the battalion and he has mixed feelings. He said he was excited and nervous but had confidence in his prejump training and said he knows he is well trained. Marines are required to sit down with the jump masters for pre-jump training prior to conducting live

jumps. During the training Marines learn how to conduct themselves under emergency and hazardous situations, properly perform landings, break falls and exit procedures, conduct mock jumps and go through triple gear checks. “This training is to enhance the Marine’s skill set,” said Staff Sgt. Brandon Harper, who has logged more than 15 jumps. “It is essential for missions and for them to perform their duties with the highest technical and tactical skills possible.” Jump training is a different, fun way to keep the Marines proficient and help them accomplish their essential tasks within the battalion, said Haley. This training forces them to pay attention to detail, trust each other and build unit cohesion.

MCCS awards spouses 250 free gowns for 5th straight year

Marine Corps Family Team Building, Marine Corps Community Services and Cherry Point volunteers came together for the fifth consecutive year to provide 250 military spouses with a free gown for this year’s Marine Corps Birthday Ball during Operation Ball Gown. Spouses gathered at Miller’s Landing Friday for the start of the two-day event. The event kicked off with guest speaker Master Sgt. Fred D. Brock educating spouses on the history and importance of the 238th Marine Corps Birthday Ball. Guest speakers also gave presentations on subjects ranging from dining etiquette, personal awareness and responsible drinking to makeup techniques. Other essential seminars included “How Not to Embarrass Yourself or Your Marine”, “Do’s and Do not’s” of dressing for the ball and other tips and tricks to make the evening special. “The purpose of this event is to provide a free gown to military spouses to lessen the cost and pressure of preparing for the Marine Corps ball,” said Amy Zier. “Purchasing tickets, childcare, hair and makeup, dresses – all of those little things add up and it can put a strain on finances for many families.” Zier, the readiness and deployment support trainer with Marine Corps Family Team Building, also said one of the main goals of Operation Ball Gown is to help minimize the financial strain of preparing for the ball and to prove to spouses that they don’t have to spend a lot of money to look like a million bucks. “This event is great because it saves a lot of money for

spouses and families with the economy the way it is,” said Krista Frenchak, spouse of a Marine Light Attack Helicopter Squadron 467 Marine. The evening’s main event was a fashion show featuring gowns donated by military spouses and community members. The gowns were modeled by spouses and volunteers on a runway at Millers Landing. At the fashion show, guests were able to view gowns available for pick-up the next day. “I think it’s awesome to give the spouses the opportunity to play dress up for a little while because you get to try on dresses and find one that works best for you,” said Merry Beth Fackler. Fackler was a model at Operation Ball Gown and is the spouse of a deployed Marine with Marine Wing Support Squadron 271. She said walking the runway was so much fun that she cannot wait to do it again next year. “My husband is super excited that I got to do this this year because I like to volunteer a lot,” said Fackler. “I really wish he was here to see this, but I took lots of photos so I can just show him when he gets back.” All 250 tickets that were available for the event were claimed within 24 hours. “It was a little bit nerve racking going down the runway, but I’m proud of myself that I did it and I’ll probably do it again next year,” said Jessica Forsee, Operation Ball Gown model and spouse of Marine Attack Squadron 231 Marine. This event is meant to empower and inspire spouses as well as make them feel beautiful in what they are wearing, said Zier.

Retired air transport Marines from Marine Aerial Refueler Transport Squadrons 152, 252 and 352 prepare to serve a 110-pound hog during the 23rd reunion of VMGR Marines Sept. 26. The retirees held the pig pickin’ in honor of wounded warriors of Wounded Warrior Battalion East. The event was held at Veterans of Foreign Wars Post 7315 in Havelock and all proceeds raised were donated to the battalion. can get used to conducting their jobs in a field environment,” said Mirabelli. “This is a great opportunity for Marines who normally don’t get to leave their office to come out and do Marine things because every Marine is a rifleman and we can’t forget that.” Each Marine was armed with an M-16 A4 service rifle throughout the exercise and refresher classes were given to Marines on assembly and disassembly of the M-240B machine gun. “This is great because most of these skills are perishable if you don’t revisit them every once in a while,” said Pfc. Amanda M. Sanderson, an intelligence specialist with MHWS-2. “We don’t get to do this often so it’s a nice change of pace.” After the classes, Marines set off on a mock convoy operation which was ambushed by an enemy using simulated improvised explosive devices. “Even with all the confusion after the initial attack, the Marines had a successful convoy operation because they learned what it may be like in a real-world combat situation,” said Mirabelli. “It’s important that we go over convoy operations and scenarios because no matter what military occupational specialty you have, there is always the chance that you will get thrown on a convoy.” For many Marines of MWHS-2, the field training exercise fostered increased unit cohesion and esprit de corps. “I think this was a great way to build unit cohesion,” said Lance Cpl. Timothy Coleman, a warehouse clerk with the squadron. “All of us were able to get something out of the exercise and it brought us closer together.” The exercise concluded with a three-mile conditioning hike through Atlantic field. Upon completing the hike, Marines were rewarded for their hard work with a warrior’s night where they enjoyed roasted pig, shrimp, baked potatoes and beans. “Eating chow together, hurting together and doing everything together these past couple days has been a great experience for us,” said Sanderson.

Following several years of planning and preparation, the Marine Corps and Navy will take complete control over the operation and defense of their own networks. NGEN is set to serve approximately 2,500 Navy and Marine Corps locations globally and will provide services to more than 800,000 users. With the new system users should not expect to see many changes up front. “The goal is to have minimal impact to the end user,” said Hammett. The change the users will see up front is that they will have to call a different number when they must contact the support center. Daily operations of the network will now be controlled and managed by information technology specialists made up of civilian Department of Defense workers and military members located on each base, post or station. After the competition, the Marines received constructive criticism detailing what they did well and areas in which they can improve, providing a valuable learning experience, said Carrillo. The winners from each quarterly competition will go on to compete in the Chef of the Year competition Oct. 18, giving them an opportunity to attend Culinary Institute of America in Hyde Park, N.Y.

MOFFETT FEDERAL AIRFIELD, Calif. – Marines with Marine Medium Helicopter Squadron 268 “Red Dragons” took their last flight to Moffett Federal Airfield, Calif., Sept. 2- 18. This is the last training mission the squadron will conduct before they begin to the replace the CH-46E Sea Knight with the MV-22B Osprey. “We will start selecting who will transition and send them to their (military occupational specialty) schools to learn about the Osprey,” said Lt. Col. Brian Peterson, the commanding officer of HMM-268. In October, the squadron will also move from Marine Corps Base Camp Pendleton, Calif., to Marine Corps Air Station Miramar, Calif. “We’re excited to get to Miramar — we’re excited to make an impact,” said Peterson. “We’re excited to show how quickly and efficiently we can transition to the Osprey once we get our chance.” The transition of the squadron will start in October and is slated to be completed in April 2014. Marines will attend school months beforehand so they have the foundation to build the new squadron, explained Peterson. Marines throughout the squadron know how historic this transition will be for them and the Marine Corps. “The Sea Knight is one of the few links the Marine Corps still has today from decades of Marines,” said Staff Sgt. Zachary Curran, a CH-46E Sea Knight avionics technician. “Marines were working on (the Sea Knight) 40 years ago. We

can share the same war stories.” Even with the excitement of a new aircraft and home for the squadron, it is a bittersweet good bye for the Sea Knight, according to Marines in the squadron. “It’s the only aircraft I’ve ever really known,” said Peterson. “It will be sad to see it go but, eventually it has to make way for the next generation as we all do.” With this transition, the Red Dragons will cease to be one of only two active duty Sea Knight squadrons left in the Marine Corps, leaving only one.

When the sound of children enjoying festival rides and the smell of freshly-cooked seafood fill the air along Morehead City’s waterfront, it usually means it’s time for the Seafood Festival. The 27th annual North Carolina Seafood Festival begins Friday along North Carolina’s homeport for commercial fishing vessels in Morehead City. The festival will run from noon to 11p.m. Friday, 10 a.m. through 11 p.m. Saturday and 11 a.m. to 5 p.m. Sunday. The festival allows more than 150,000 people in the neighboring communities to enjoy a variety of fish and shellfish, according to its official website.

Pamela Janoskey, a volunteer for the festival, said she’s been attending the Seafood Festival for eight years and has enjoyed every year. The Seafood Festival raises awareness about the many types of seafood and its importance of commercial fishing to the state’s economy. The festival also establishes a scholarship program for those pursuing education related to the seafood industry. “Our scholarship funds are raised through our Bites and Blues event, and one of the stipulations applies to students of commercial fishing families,” said Stephanie McIntyre, the event’s executive director. The festival offers the community a chance to talk over issues with policy makers, fishermen, and some of North Carolina’s seafood industry educators and specialists.

Attendees enjoy a carnival ride during the 2012 North Carolina Seafood Festival. The first weekend in October provides a time for the local community to take part in North Carolina’s annual Seafood Festival.

First-time attendees can try some North Carolina favorites like “down east” clam chowder, shrimp burgers, and charcoal mullet. “Every year the event has a positive turnout,” said McIntyre. Saturday and Sunday, nearly 100 vendors come out hoping to prove they have the best seafood the state has to offer. During the event, entertainment acts ranging from recording artists to clowns will entertain the masses. It is that time of year again that we will be seeing nothing but shades of pink during the month of October. Seeing the color pink automatically makes most of us think and feel hope, courage and faith. When seeing pink any time of the year, we should also be thinking screening and prevention.
