I am honored-Sir- and all the affiliates of the General Directorate of Gendarmerie to take the opportunity of Al-Karamah Battle to raise to the lofty standing of your majesty, on this illustrious day, the most sincere indications of congratulations and pride with this immortal historical occasion in which your Arab Jordanian Army recovered the dignity of the nation and respect of its Arab human being.

Your Majesty, We recall the battle of Al-Karamah. This historical epic that realized the heroism which was based on defending justice and truth and fought by your Arab Hashemite army with bravery and capability, achieving purple victory and formulating a significant turning point in the history and renaissance of the nation. The nation is proud with the glorious day of Al-Karamah wherein glory and heroism blended and history registered, with the blood of your soldiers sire, the march of purple victory to keep Jordan as a source of pride and hope for the nation which you shoulder its mission. We will keep celebrating this occasion and always read its clear lines with pride and dignity. Children and grandchildren will also read those lines as one of the greatest Jordanian gallantry battles where right defeated wrong and faith overpowered aberration.

Proud of your confidence, smug with your well upraising in the different spots of work and liability and you – Sire – is the nearest to their heart beats, will continue, behind your leadership, the march of work, bestowment, construction and achievement and carry in their hearts message of love, humanity, rebirth and progress pacting your majesty to be, in the Gendarmerie, the loyal soldiers to your cherished Hashemite throne and the pure soil of Jordan for this homeland to stay the oasis of peace and security to comfort the sons and guests of the country, providing aid and backstop to our security agencies and armed forces to protect this homeland and its achievements to which you granted most of your attention asking God the Almighty to preserve you and to favor you with good health and hale and keep you the prop and asset to the nation and citizens.

The Independence and Immortal History of the Homeland Days are passing, and the twenty – fifth of May is approaching; and on this day of every year, the Jordanians recall the independence memory of the Hashemite Kingdom of Jordan which they still enjoy its incomings. The fragrant breeze of this deep – rooted past that carries the sweetest memories is blowing in the sky to say happy anniversary to the homeland. For Jordanians, the independence means exerting souls and presenting martyrs who sacrificed their blood to defend this Arab Hashemite land pioneered by the honorable Hashemite›s starting with the creator of the great Arab revolt (King of Arabs) Sharif Al – Hussein Bin Ali – may God rest his soul – followed by the late King Abdullah Ӏ Bin Al – Hussein, the independence maker, who came to Jordan as a combatant and left life as a martyr; passing by his majesty King Talal – may God rest his soul – the founder of the Jordanian constitution, then his majesty the constructor King Al – Hussein Bin Talal – may God rest his soul – to arrive at the leader of the march His treasured Majesty King Abdullah ∏ Bin Al – Hussein – may God protect and bless him – who enforced the building and heightened the monuments to raise the beacons of glory in the country of freedom with the leadership of the honorable Hashemite›s. The perpetuation of the independence memory is a national occasion that involves a number of lofty values and noble purposes connected with the shining present which is looking forward to serving the nation and homeland›s issues, preserving its identity and constituents and defending its sacraments. A greeting of pride and respect is given to our armed forces and security agencies that dedicated themselves to maintain the security and independence of the country. The men who strived for the independence of Jordan and who struggled for it and presented convoys of martyrs on its track have a slogan that there should be no laxity in holding responsibility and no negligence in preserving the precious trust. The martyrs they have produced to defend Jordan is the best evidence that souls are cheap for the sake of security and safety and the last of those free men was Major Rashed Al – Zyoud who martyred defending his country and irrigated the soil of Jordan with his blood like other martyrs who believe in the words of God the Almighty: «Think not of those who are Killed in the way of Allah as dead. Nay, they are alive, with their Lord, and they have provision». Jordan will keep lofty and close by virtue of God the Almighty, His Majesty King Abdullah ∏ Bin Al – Hussein – may God protect him – and his loyal citizens who have been giving their blood and souls as redemption to the precious homeland. May God protect Jordan and keep it a safe and peaceful country.

Hearts Except for RightnessÂť

A march of bestowment which took off with the bullet of the great Arab Revolt declaring a new Arabic era , eliminating injustice and tyranny and achieving freedom , and consequently , crowning the Emirate of Transjordan which was a shining cresset in the region followed by the independence of the Hashemite Kingdom of Jordan which enlightened a new torch in our sky , Arabizing the leadership of the Arab Army which fought the

immortal battle of Al-Karamah and irrigated the soil of Jordan with pure blood of martyrs to defend the country and preserve its dignity reaching at the construction of the modern Jordanian state with all its constituents and sectors .

Jordan of peace, love and harmony is growing by the sacrifices and grants of the Hashemites, committed to the principles of moderation and mediation and remoteness from extravagance and extremism. It believes in Amman Message to realize the optimal purpose in a model country within the limits of maintaining security and safety in parallel with freedom and preservation of human respect to realize the aspirations of His Majesty King Abdullah II Bin Al-Hussein may God protect and bless him. Jordan, as a homeland, king and people, form an integrated texture. They have a relationship based on equality in giving, established in the origins, saturated with wisdom and

The homeland of right and justice ; the homeland of dignity and pride ; homeland the mountains and plains of which are proudly decorated , where the heads are sublime with hubris and glory ; realistic stories and episodes narrated by our fathers and grandfathers ; stories we lived and accomplished their results and enjoyed their yield. Every year, we express and celebrate those episodes recalling great keystones in the history of our kingdom, founded the grandsons of the prophet - peace be upon him - the pure Hashemites.

It is the warm destination and the beacon of real democracy that preserves the rights and dignity of its citizens which put it a high international, regional and Arabian position indicating that the persistent royal efforts have been the means of the rise and sublimity of the country. These national occasions are a turning point in the history of the whole Arab region and open the door to a comprehensive awareness and message that strong will and wise leadership are able to face challenges , find opportunities and resume the course of construction in a society prevailed by democracy , social justice and human rights respect .

In the midst of those bright stations, we retrospect the achievements of our brave armed forces - Arab Army - and the security agencies in their capability to establish rightness, enhance security and maintain the public order till they have become the cadence of admiration and appreciation of the world›s nations. The Gendarmerie Celebrate the Greats Arab Revolt Centennial Within the Kingdom’s celebrations on the Great Arab Revolt Centennial, the Director-General of Gendarmerie, Staff Major General Hussein Mohammad Al-Hawatmeh, with the presence of the Directorate’s senior officers, patronized the ceremony of raising the Great Arab Revolt’s banner over the building of the General Directorate of Gendarmerie and reinstructed to raise the banner over the buildings of the Gendarmerie’s units and formations to celebrate this national occasion that is precious for the hearts of all Jordanians. Major General Al-Hawatmeh said, “We, in the General Directorate of Gendarmerie, and while we are celebrating this dear occasion to all Jordanians, raise to the grand standing of his majesty the Supreme Commander of the Armed Forces King Abdullah ∏ Bin Al-Hussein the noblest indications of congratulations and blessings, asking God- The Almighty – to maintain peace and security for the leadership and people of Jordan.


The Minister of Interior Inaugurates the Gendarmerie Sewing Workshop and Warehouses

The Minister of Interior Salameh Hammad inaugurated the Gendarmerie’s Sewing Workshop and Warehouses in Al-Muwaqar area with the presence of the General Director of Gendarmerie Forces Staff Major General Hussein Mohammad Al-Hawatmeh, the General Director of Civil Defense Staff Lieutenant General Talal Abdullah Al-Kofahi and the General Security Director Major General A’atef Al-Saudi.

The opening of the sewing workshop came as an implementation to the strategy of the General Directorate of Gendarmerie in following up the process of development and modernization on one hand and expressing its belief in its developmental and national role on the other hand. This was also to contribute in limiting the problem of unemployment through recruiting and employing a number of male and female military and civil personnel in addition to a number of people with special needs. This inauguration is considered to be one of the Gendarmerie’s achievements that

coincided with the Kingdom’s celebrations on the occasion of His Majesty the supreme Commander’s birthday and the Great Arab Revolt Centennial. This institution was established according to the most significant foundations and standards related to quality, perfection and fast performance through deliberated plans that effectively participate in the fulfillment of the General Directorate’s needs. It was also founded because of the expansion of the Gendarmerie’s duties and tasks as a result to the increasing need for many supplies on one side and the necessity of controlling expenditure and rationalizing consumption on the other. During the opening ceremony which was attended by the senior officers of the General Directorate of Gendarmerie, the musical band of Gendarmerie presented some national pieces of music which received the approval of the audience.


General Director of Gendarmerie Reinstructs to Establish Gendarmerie Directorate of Aqaba Governorate

The Director – General of Gendarmerie, Staff Major General Hussein Mohammad AlHawatmeh gave his instructions to establish the Gendarmerie Directorate of Aqaba in the course of the new structure of the Gendarmerie within the specialty of the South starting from the onset of the current year of 2016 CE. This step comes to enhance the security and geographical openness policy followed by the Gendarmerie to ensure the quality of the security services presented to foster security and peace, and the continuity of the Gendarmerie to develop their administrative and logistic capabilities to support the human cadres and enable them to provide comprehensive security coverage to all locations in the proper time and place in a manner that guarantees the enhancement of the security atmosphere and the persistence of the stability enjoyed by Jordan.

Director – General of Gendarmerie Receives Deputy Commanding General of Italian Carabinieri The General Director of Gendarmerie, Staff Major General Hussein Mohammad Al – Hawatmeh, when receiving the Deputy Commanding General of the Italian Carabinieri, Lieutenant General Jiulyni and the accompanying military delegation, discussed the means of cooperation and coordination and exchanges of experience between the Jordanian Gendarmerie and Italian Carabinieri in training security and technical fields and the enhancement of its membership in the police organization with military dye (FIEP). Staff Major General Al – Hawatmeh stressed that the Gendarmerie is always looking forward to raising the level of its operational and technical capabilities to deal with contingencies in accordance with the international standards and from this point comes the openness of the Gendarmerie to the counter corpses in the different countries of the world.

The guest delegation, which is on an official visit to the General Director of Gendarmerie, listened to a brief about the origins and development of the Gendarmerie and the tasks and duties entrusted to them to maintain security and order in addition to the training plans that aim to prepare the Gendarmerie personnel militarily, operationally, technically and administratively pursuant to the requirements of the work and duties assigned to them to achieve the highest degrees of efficiency, effectiveness and professionalism. The delegation toured the command and control center which is equipped with the latest technology to keep up and follow up events step by step. On his part, the head of the guest delegation highly valued the advanced level achieved by the Jordanian Gendarmerie in all aspects, calling for more cooperation between the two sides.


Staff Major General Al – Hawatmeh Meets with the Romanian Ambassador During a meeting at his office with the Romanian Ambassador Bogdan Philip, the Director – General of Gendarmerie Staff Major General Hussein Al – Hawatmeh discussed the relationships between the two friendly countries, especially the security and training ones and means of enhancing them. Al – Hawatmeh stressed the deep relations with Romania praising the efforts exerted by the ambassador to boost the mutual cooperation and coordination between the two friendly countries. On his part, Philip expressed his admiration with the standard of the Jordanian Gendarmerie on the regional and international levels.

Major General Al- Hawatmeh Receives French Ambassador The General Director of Gendarmerie, Staff Major General Hussein Mohammad Al-Hawatmeh, received the French ambassador in Amman, David Bertolotti, at the Jordan Gendarmerie Regional Center of Excellence for Public Order Training, at the margin of graduating a course of order maintenance and vocational and professional interference, which is held in cooperation with the French side. This course comes in the context of joint training programs for the purpose of elevating the level of preparedness among the gendarmerie affiliates to perform their duties perfectly. The graduation ceremony included military shows that contained anti-riot exercise and other shows in segal skills which reflected the advanced level and acquired abilities of the participants of the session.

Gendarmerie Forces graduate Group Training Course

In line with the kingdom Ceremonies on the 48th anniversary of AL-Karamah Battle and Great Arab Revolt centennial, the General Directorate of Gendarmerie Forces celebrated training courses graduation of the second special tasks battalion which is one of the special tasks directorate battalions of Gendarmerie Forces training fields. Under the patronage of the General Director of Gendarmerie Forces Major General Hussein Mohammed ALHAWATMEH, the ceremony included of sniper shooting skills from different distances, the descending tower events in different positions and altitudes as part of training on dealing with different events in high buildings areas in addition to tactical shooting of different weapons by which the participants proved high levels of efficiency and professionalism in order to implement their duties perfectly. In the course, the participants showed high efficiency and special performance during applying operation in urban areas through using military vehicles equipped for this purpose, automatic weapons and dealing with explosives.

In his speech to the Graduates, Major General ALHAWATMEH conveyed the greetings and pride of His Majesty King Abdullah IIÂ bin AL-Hussein for the General Directorate of Gendarmerie Forces staff and their efforts to serve the nation and citizens; he called them to do more efforts and pay more attention to the specialized training that the General Directorate pursued because this type of training is considered a key pillar to improve the skills, professionalism and efficiency which reflects on their performance positively by expressing his pride of the trainers efforts, high ambitious and professionalism. At the end of the ceremony which was attended by a number of Gendarmerie Forces senior officers, the Major General ALHAWATMEH distributed awards to the winners.


Recruits Graduation in Gendarmerie Forces Coinciding with the Kingdom celebrations of “Karama day� and Great Arab Revolt centennial, the General Directorate of the Gendarmerie celebrated the graduation of a group of new recruits at the Gendarmerie forces training School / Kafrayn. The ceremony that was under the patronage of the General Director of Gendarmerie Maj. Gen. Hussain Mohammad ALHAWATMEH included graduates oath , Gendarmerie chant, shows, skills, military formations in slow and regular march and arm moves show during the march which reflected the advanced training level that Gendarmerie forces reached. The school commander presented a word during the ceremony emphasize that the General Directorate of Gendarmerie is presenting its efforts to develop their staff and provide them with experiences and skills that can prepare them the best preparation proportional to commensurate with the scientific development in security

fields and to extend security work concept to be more comprehensive and more specialized in which reflects the shining side of Gendarmerie men. Gradates during the course that continued for (22) week received a number of trainings that included on self-defense skills, fitness, different kind of arms and theoretical lectures in security, legal, Human rights, public relations sciences implementing General Directorate of Gendarmerie training policy which believe in the importance of training and its diversity and with making them capable to carry out duties assigned to them efficiently. At the end of the ceremony, which was attended by senior officers of the directorate and a large gathering of graduate’s parents, Maj. Gen. Hussain Mohammad ALHAWATMEH distributed awards to winners.

The General Director of Gendarmerie Forces receives Kuwaiti military attaché The General Director of Gendarmerie Forces Major General, Hussein AlHawatmeh, receives Kuwaiti military attaché at his office. During the meeting, Major General, Hussein Hawatmeh has discussed with Kuwaiti military attaché the ways for enhancing bilateral relations in security, training and logistic fields. Major General, Hussein Al- Hawatmeh, expressed deep relations between the two countries Jordan And Kuwait especially the relations between his majesty King Abdullah II ibn Al Hussein and his brother his highness Sheikh Sabah Ahmad Al-Sabah Emir of Kuwait .in addition, he pointed that this official visit is considered a model for these brotherly historical relations stressing on security and academic training aspects which positively reflects on the efficiently

development. In his side, Kuwaiti military attaché praised the advanced level of Gendarmerie Forces and its good reputation at regional and international levels calling for take advantage from Gendarmerie experiences in dealing with all events.

Major General ALHWATMEH welcomes Pakistan Defense Attaché

The General Director Of Jordan Gendarmerie Major General Hussein Mohammed ALHWATMEH met at his office the Pakistan Defense Attaché. The aim of this visit is enhancing the cooperation and coordination aspects in addition to exchanging experiences in different fields such as training, security and technician. Major General AHWATMEH stressed

on strength of friendly relationships between the two countries in different aspects especially security one and exchange training experiences. In his side the Pakistan Defense Attaché stressed on the deepest relationships between the two countries, he praised the good reputation of Gendarmerie Forces at the regional and international level.


Singing a security agreement between Gendarmerie Forces and Jordan Atomic Energy Commission This morning The General Directorate of Gendarmerie represented by The General Director Major General Hussein Mohammad ALHAWATMEH signed a security agreement with Jordan Atomic Energy Commission, this agreement aims to provide distinguished security protection for the commission’s locations. This agreement comes from General Directorate of Gendarmerie beliefs on the importance of energy because it is a key for economic growth, especially because Jordan completely depends on imported energy in order to face its economic and development needs, So the security role

of Gendarmerie in providing security for all institutions in Jordan is considered a major factor which motivates the institutions to perform their works for achieving development in all aspects.

Gendarmerie Forces honor Families of the Martyrs In line with National Holidays of the Kingdom and the 48th anniversaryof ALKaramah Battle, The General Directorate of Gendarmerie conducted an Honoring Ceremony on Tuesday for Families of martyrs and injured from Gendarmerie Staff. During his patronage of the Ceremony , The General Director of Gendarmerie Major General Hussein Mohammed ALHWATMEH stressed on that this honoring for families of Martyrs and Military injured is one of the royal grants - from Supreme Commander of the Jordan Armed Forces His Majesty King Abdullah bin AL-Hussein _ May ALLAH blessed him- for those who sacrificed their life in defending the nation rights maintaining its dignity, achievements and prosperities , Starting from Great Arab Revolution then through AL-Karamah Battle until today , irrigated the homelands with their blood. Major General AL-HWATMEH added that we are in Jordan Praised ALLAH because we have pureness Hashemites leadership; leaders, nation builders nation protectors

who defended its issues, honoring human best honor whereas good life and bright future for Jordanians. In their side, families of martyrs appreciated this kind initiative and praised the efforts that gendarmerie forces, security forces and armed forces do in order to maintain Jordanian citizen and homeland properties in accordance with the vision of His Majesty to keep Jordan as security and stable place and a safe shelter for all residents.

Gendarmerie honors retired officers in recognition of their efforts

General Director of Gendarmerie Major General Hussein Mohammed ALHAWATMEH honors retired senior officers from Gendarmerie at the General Directorate of Gendarmerie in recognition of their outstanding efforts in the Development of Gendarmerie capabilities during their serving period. Major General ALHAWATMEH indicated that the General Directorate of Gendarmerie is keen on keeping in touch with the Retired officers and getting benefits from their experience, as an integral part of the social texture and the pillar of workers in service of their colleagues to perform their duties towards the nation and citizen, adding that such meetings achieve the concept of

security partnership that will consolidate and support the concept of comprehensive security as intended by his Majesty, the Supreme Commander may Allah Bless Him, Supporter and observer of the conditions of retired and necessity of helping them to improve their situation by all means. From their side the retired officers confirmed that they will keep supporting and helping Gendarmerie forces and that they will stay loyal Soldiers to this country and its Supreme Commander , Praising the initiative that the General Director of Gendarmerie did, today by inviting them and listening to their opinions and suggestions that are in the national interest.

Visit of Jordanian Peacekeeping Missions Companies 16

police commissioner Nshimiyimana Vianney accompanied with a number of senior UN officials who participated in UN mission in Côte d'Ivoire, during his visit to the JOR FPU1 Côte d'Ivoire 18 (Daloa) emphasized on the important role of the Hashemite Kingdom of Jordan under the leadership of His Majesty King Abdullah II ibn Al-Hussein in maintaining order and peace in the mission land, especially that Jordan is considered one of the pioneers countries worldwide in this regard. Nshimiyimana Vianney expressed his thanks and appreciations for the distinctive efforts that the JOR FPU staff has done in Côte d'Ivoire in order to help people and maintain peace and stability within their areas of responsibility.

Nshimiyimana Vianney expressed his appreciations for the outstanding level which implemented by the force in terms of the high readiness and efficiency that the staff has, during his watching to demonstrations performed by forces staff. Major Mahmoud Al Jarery, JOR FPU commander, requested all Gendarmerie forces staff who participated in JOR FPU1 to maintain the good and notable reputation that the Jordan has by its wise leadership, the commitment of Hashemite school morals which called for moderation, to carry out their duties with all professionalism and excellence and to work in the spirit of one team in order to keep their security and safety and maintain the bright image of the homeland.


Gendarmerie Forces inaugurated Turkish Language Training Lab The General Director of Gendarmerie Forces Major General Hussein Mohammed ALHWATMEH representative, the deputy of General Director Brigadier Zeyad AL ADWAN patronized opening Ceremony of Turkish language training lab in Jordan Gendarmerie Regional Center of Excellence for Public order Training – Swaga in attending of the Turkish Military Attaché the representative of Turkish ambassador (Sedat Önal) and the General Director of Turkish Cooperation and Coordination Agency (TIKA). Opening of this Lab comes as a result of a fruitfull cooperation with Turkish Cooperation and Coordination Agency in order to teach Turkish language to Gendarmerie Forces staff. During the Ceremony, the Deputy of General Director stressed on strong Turkish-Jordanian relations and Continuing the cooperation in all aspects to exchange training, cognitive and Scientific experiences between

Turkish and Jordan Gendarmerie. The Turkish Military Attaché praised the high Excellent level of Jordan Gendarmerie Forces. It is worth to mention that Jordan Gendarmerie Regional Center of Excellence for Public order Training Swaga is teaching English, French and recently Turkish Language. Many of Seniors Officers attended the Opening Ceremony.

The visit aims to enhance the cooperation aspects and exchange experiences in different training security and technical fields.

Security Commission Provides Preventative Measures to Give Success to U – 17 Women’s World Cup Jordan is getting prepared to host the under 17 women’s world cup during the period between September 30 and October 21. With the onset of the countdown, Jordan expects the tournament to create a quantum leap for football, especially women’s football, as a championship of this size is going to be held in the Arab region for the first time which will directly reflect on the development of the game.

This tournament constituted a challenge for all competent authorities and security agencies in Jordan, inasmuch as organizing world cup championship is considered an opportunity for countries, especially the developing ones, to utilize such occasions to leave a sustainable legacy for local sport beside qualifying human cadres with distinctive experiences.

Security Commission The security commission was formed to be a substantial arm that works to succeed the championship through observing all the issues related to the security of stadiums and the preventative procedures that should be taken to provide protection to the tournament and all its accompanying events. For the purposes of preparation for this championship and being keen to succeed it pursuant to FIFA instructions, the international standards and governmental warranties,

the Ministry of Interior assigned the mission of security coverage of the tournament to the General Directorate of Gendarmerie in participation with other security and relevant agencies. The decision was taken to formulate a main security commission chaired by the assistant of operations and training at the General Directorate of Gendarmerie Staff Brigadier General Waleed Kushha and the membership of representatives from the relevant security agencies to prepare a comprehensive security plan for the tournament to give success to his great event in a way that fits the reputation of the Hashemite Kingdom of Jordan. The commission was given defined assignments to be implemented before, during and after the championship in accordance with a work plan including the supervision over all security aspects in conformity with the requirements and instructions of the International Federation of football Association (FIFA) such as organizing a security plan for roads, transportation, airports and playgrounds where the games will take place as well as the hotels and all surrounding areas in addition to meeting all the required security standards for which Jordan is famous through the stadiums security unit at the General Directorate of Gendarmerie which is trained according to the highest standards and has been working for years in all sports utilities.


In this context, the Director – General of Gendarmerie, Staff Major General Hussein Al- Hawatmeh pointed out that the success of Jordan in hosting U – 17 women’s world cup is a joint responsibility for all governmental and private sectors and concerned agencies. Staff Major General Al- Hawatmeh asserted that the General Directorate of Gendarmerie is a primal partner in this tournament which is being held for the first time in the Arab region and this demands providing the required security protection as it the custom in all the local, regional and international championship and events. He added: The Gendarmerie possesses local experiences that have been used for long periods of time in the stadiums security unit in the local championships that are held on the level of the Kingdom and during the past period, it placed many plans and measures which provide security protection to the Jordanian sport, players, audience and stadiums which made us put, as a priority, the necessity of providing all what is necessary to equip the personnel with advanced experiences that work according to regulations and laws to give all the sports events the image that accommodates with the reputation of Jordan. On his part, the assistant for operations and training at the Gendarmerie, chairman of security commission, Staff Brigadier General Walid Khoshha said that the commission is working around the clock to provide all the requirements of the tournament. As a result, many procedures were adopted and many expert studies were conducted. Khoshha added: The championship is a challenge for everyone, and we hope – as a security body – that this will constitute extra experience in dealing with championships which will reflect upon all the personnel who will be trained to go through this exceptional experience, especially that they have worked in the stadium security unit and are trained to deal with sports events in general, but they are going, for the first time to work within a security plan under the special standards of the world cup which are listed in the agenda of the football international federation association “FIFA”.

Moreover, the stadiums will be enhanced by human personnel around the stadiums to provide security and safety without blocking the vision of viewers as it is the case in all international championships. The security commission has placed many plans related to the regulations of international tournaments which include emergency exits and Firefighting systems. Jordan hopes to show an honorable image of the security forces and a high level of ability to deal with the international events especially after Jordan has hosted several international events on the deferent political, economic and athletic aspects which reflected the great experience enjoyed by the security agencies in general and the stadiums security unit in particular.

Director – General of Gendarmerie Honors Boxer Hussein Ashish The Director General of Gendarmerie, Staff Major General Hussein Mohammad Al – Hawatmeh honored the champion of the national team and Gendarmerie team is Boxing Hussein Ashish as the first Jordanian player who has officially been qualified to the Olympic Games Rio de Janeiro next summer after he attained the bronze medal in over 91 k.g Asia – Australia championship which has lately been concluded in Beijing. This honoring comes to reflect the belief of the General Directorate of Gendarmerie in the importance of sport achievements and its keen attention to support all athletes who realize high achievements. Al – Hawatmeh praised this achievement which is considered as the focus point of pride for all Jordanians and pointed out that the General Directorate of Gendarmerie, under the constant directives of His Majesty King Abdullah ∏ Bin Al – Hussein – may God protect him – recognizes the necessity of providing all athletes and sports, and that it will spare no effort in providing sufficient room for them for further golden achievements through the provision of appropriate sports environment for them stressing the significant role of the Olympic committee which is headed by His Royal Highness Prince Faisal Bin Al – Hussein and the General Secretariat of the Gendarmerie’s sports Federation for the preparation and development of those athletes’ capabilities through following a well

Al – Hawatmeh added: that every day, the Gendarmerie sports achieves more international accomplishments that are recorded for Jordan and the Gendarmerie whereupon the Gendarmerie sports entered universality by virtue of the national and Gendarmerie teams or on the level of clubs where it reaped the world championship in Futsal in more than one occasion (Brazil, Spain, Portugal). It has also gained the title of the sixth Bahrain championship in taekwondo and the world gold in kickboxing in Italy and Thailand in addition to the gold medal in Turkey’s open Karate championship (Marmara), the third post in west – Asia championship in Judo in Saudi Arabia and the gold medal of Austria’s ultra-marathon and many other international and local accomplishments. Al – Hawatmeh asked Ashish to exert more effort and continuous exercise to gain an Olympic medal for Jordan and whished more prosperity for the Jordanian sport. Player Hussein Ashish had played his first game in Beijing against a player from Tajikistan and won at the score of 3 – 0 then he beated a player from Korea at the same score, lost a game with Ivan from Kazakhstan who is classified first of the world at a score of 1 – 2 and finally won over a player from Iran 2 – 1.

Director – General of Gendarmerie Honors Kung Fu Trainers The Director – General of Gendarmerie, Staff Major General Hussein Mohammad Al-Hawatmeh, honored in his office the Chinese Kung Fu training team on the margin of graduating the session of martial arts “kung Fu” trainers which was held at the General Secretariat of Sports Federation of the Gendarmerie. Staff Major General Al-Hawatmeh expressed his pride with the exerted efforts to support the mutual cooperation between the General Directorate of Gendarmerie and the Chinese armed police in different training fields. Staff Major General Al-Hawatmeh asserted that the General Directorate

of Gendarmerie will save no effort to provide all sorts of support to all athletes and games, especially that the gendarmerie forces embrace a large number of the Jordanian sport teams and clubs players, calling to continue serious training based on scientific foundations to elevate the sports of the Gendarmerie. It is worth mentioning that the graduation of this course in which participated (26) affiliates from the various formations of the Gendarmerie and the Armed Forces, came as a complement to the constituent session’s program which was formerly held in the Gendarmerie Forces.


Conclusion of (Stadiums Security) Course for Gendarmerie Officers in Britain A delegation of Gendarmerie officers accomplished the course of professional clubs liaison officers which was held in cooperation with the British side (Siren Foundation) in the English city of Manchester, and which is considered to be the first of its kind in the Arab world. The course included a variety of programs which aimed at identifying the English experience concerning the security of stadiums and their management in the factual sense, where the members of the delegation watched a match in the premier league between Manchester United and West Ham United and another in the Champions League which was between Manchester City and the German Borussia Monchengladbach wherein the security and organizational arrangements before, during and after the games were followed up in addition to observing the role of liaison officer in such games where the first game was attended by 75350 spectators and the other was attended by 62450 viewers. The delegation also made a tour that covered all the sports utilities of the two stadiums as well as the entrances and checked the conformity of the stadiums with the public peace conditions, and how to evacuate the stadium in a period that does not exceed five minutes, in addition to identifying the name, place and nationality of each fan in complete accuracy. They also got informed about how the audience accepts security instructions related to entry, inspection and non – smoking inside the stadium, their commitment not to reach less than 3 k.m with their cars and using public transportation and other issues. The delegation met the Manchester Police chief, Brigadier General Jim, who gave a summary about the police management for the games and how to deal with the masses. The course was lectured by Manchester United's liaison officers (Steve Louis) and (Steve Marcoy) who have been experts in the security of stadiums for more than twenty years and have participated in the security organization for several Olympiads and world cup tournaments. The idea of the Gendarmerie participation in such courses comes to qualify liaison officers for the professional clubs due to its importance for the security system of sports as it has been applied in all European Countries since 1980s. The idea centralizes in the existence of a liaison officer for each professional club for the purpose of continuous coordination between the club president and the board members and audience, as well as preparing a special archive for the masses of the club who raise riots during the games, calling them up, rectifying their situations and urging them to encourage sports in the matches, and their penalty may range between the temporary and the permanent prevention from entering the games. This takes place in accordance with laws and legislations and in

coordination between the General Directorate of Gendarmerie and the competent authorities. The liaison officer also coordinates with the liaison officers of all professional clubs, exchanges information about the audience of the opposing team, follows up all the websites of the team and the comments on social networks that may raise sedition among the crowds and identify those who are responsible for such behavior. The Gendarmerie Supports Jordan Food and Drug Administration in Blood Donation Campaign General Directorate of Gendarmerie participated in the blood donation campaign organized by Jordan Food and Drug Administration in cooperation with the central Blood Bank Directorate. New Accomplishment for Jordanian Sports through Gendarmerie Kickboxing Team The Jordanian Gendarmerie attained a new sports accomplishment for the homeland through its player Udai Abu Haswah who won the silver medal in the world Kickboxing championship which was held in the Irish city of Dublin. This accomplishment came within under 60 k.g weight, where Abu Haswah lost the final match with extreme difficulty with a score of (0 – 1) against the Russian Daniel Brozdn (First in Europe), During the game, Abu Haswah demonstrated a remarkable level which received the approval and commendation of observers. As for the duties of the General Directorate of Gendarmerie which were specified by article 4 of the Gendarmerie Law No. 34 of 2008 CE, they are represented in confronting accidental challenges, issues and events; withstanding against them and standing still with the values and principles that cannot be compromised to keep Jordan as always a state of institutions and security and safety oasis which is looking forward for shining and promising future, fruitful economy and enlightened generation. We mention here some of those duties such as maintaining security and order, imposing law whenever needed; controlling all kinds of riot, mutiny and indiscipline; performing separation, encirclement and arrest operations against dangerous people according to the laws and legislations in force and providing protection to all the diplomatic missions, public institutions and the establishments of special importance and important individuals in addition to providing backup to the other security agencies when needed.

The Gendarmerie achievements on the operational side With the blessing of God, and with the constant royal support, the gendarmerie forces were subsidized with the latest means, weapons, equipment and machineries which guarantees the continuity of stability in the homeland through the quick and immediate response in arriving at the location of the incident and controlling it. The tasks performed by the General Directorate of Gendarmerie through its formations which are geographically spread inside and outside the Kingdom produced many accomplishments evidenced by its participation in peacekeeping missions.

Would you talk to us about the level of coordination between the Gendarmerie and the other security and competent agencies – Incepting from the deep understanding of the comprehensive security concept and the attempt to apply it in all its societal and humanitarian dimensions, the tactic of the General Directorate of Gendarmerie relied on the principle of exchange and participation with all the national institutions including the security and competent agencies. The Gendarmerie founded bridges of communication with private and public agencies and institutions. This coordination is based on the grounds of mutual cooperation between all levels of leadership directly and timely through the command and control centers related to those agencies.

In addition to its security work, the Gendarmerie is always ahead in presenting societal services. Would you talk to us sir about the readiness and preparedness of the Gendarmerie during different weather conditions, and what is the nature of the Gendarmerie work in such conditions? – The Gendarmerie took into consideration all sorts of weather conditions like heavy rain or snow. Since its establishment, the General Directorate of Gendarmerie has drawn an emergency plan which was prepared to deal with weather conditions in cooperation with all the military and civil competent agencies. Moreover, the plans of fighting and removing the effects of weather conditions enjoy flexibility based on training field commanders who have full ability and efficiency to handle such duties and enhance the freedom of initiative and decentralization in decision making in such circumstances. Sir, we would like to talk about the societal contribution and the partnership with local society which are practiced by the Gendarmerie -


As a complement to what was started by the Gendarmerie in implementing its humanistic mission towards its affiliates and the different segments of the local society by recognizing their needs, the General Directorate of Gendarmerie has recently created a special division called (Gendarmerie Societal Division) affiliated to the public relations and moral guidance department to achieve the aspirations, visions and objectives that support the social security system. This division takes care of the affairs of the Gendarmerie’s casualties in addition to the families of the martyrs and the poor families across the country providing them with all types of social support and meeting their demands in order to assure them a distinctive level of life security and to remove all the obstacles that encounter them.

Your excellency… what are the future aspirations? The Gendarmerie is moving ahead under the wise royal directives to prepare future plans based on scientific studies utilizing the accumulated experiences to ensure continual stability in the homeland in all the training, operational, logistic, human and scientific aspects.

Sir- we would like you to talk to us about the operations and control centerOn 6/9/2001 CE, we were honored by a special royal visit by His Majesty the supreme commander of the Jordanian Armed forces King Abdullah ∏ -may God protect him- to inaugurate the building of command and control in the General Directorate of Gendarmerie, which aims at achieving the strategic goals adopted by the General Directorate of Gendarmerie represented by the enhancement of security feeling among all members of society, in addition to realizing direct operational target for this center, of which are raising the capability of the General Directorate of Gendarmerie to deal with daily and incidental events, systematizing the process of receiving information and the process of quick response to incidents, enhancing the capabilities of the General Directorate of Gendarmerie to impose its security existence within the specialty areas in the Kingdom by using modern techniques, fostering the participatory relationship, raising the level of coordination and cooperation with the agencies involved in the management of accidents and

incidents in the Kingdom and improving the level of joint field performance and convoying and utilizing the international developments which have attained the command and control systems. As for the scope of training plans, his Excellency the assistant for operations and training said, In the field of training, the General Directorate of Gendarmerie followed a modern strategy that copes with the nature of the regional and local variables. This strategy escorts the cognitive security progress to ensure the enforcement of law on one hand and to keep man’s dignity on the other hand. In addition, those centers and institutes have become the destination of trainees from the armed forces and security agencies of the brotherly and friendly countries in a frame of interaction and participation among all the military and security agencies. Italian Carabinieri Italian Carabinieri, according to the national legal framework, consists in a “police force with military status having a general competence and permanently deployed in ensuring public security”. It is a key component of the Italian defence and security system. Operating under the Ministry of Defence, alongside the Army, Navy and Air Force, it carries out defence, security police, judicial police and civil protection functions. As an armed force, they perform a variety of duties ranging from contributing to homeland defence taking part in international security peace support missions, to operating as military police and providing security for all Italian embassies and consulates abroad. As a police force, they conduct all activities aimed at ensuring public order and security, from community policing and public order operations, to safeguarding the key interests of society as a whole through a number of specialized units. The fight against crime is conducted jointly with the Judicial and with the other police forces and benefits from a tested combination blending the expertise of territorial departments and specialized units.

The tight knit network of local commands makes it possible for the Carabinieri to intervene promptly against locally restricted criminal acts but also to identify signs of more complex and widespread activities – from organized crime and terrorist organizations, to cross-border traffickers – the fight

against which is entrusted to dedicated departments. Finally, as a national organization for civil protection, they offer their unconditional commitment when natural disasters occur, coming to the rescue of those affected. The Carabinieri have today more than 100.000 personnel, split in five different branches all led by a National Headquarters: Training, Territorial, Mobile, Special and Military Police. The most relevant resources (about 80%) are deployed in the Territorial Organization, which carries out duties in the field of public security and order, judicial police and civil protection. In addition to this, they also ensure public order: the Mobile Organization is mainly aimed at guaranteeing the legitimate right of citizens to demonstrate peacefully and assemble at special events. The Carabinieri allocate significant resources to this important activity employing, in agreement with the Department of Public Security, units of specially trained and equipped Regiments and Battalions. But their activities are not limited within national borders. A wide and well rooted expertise in peacekeeping operations has been boasted abroad since the end of XIX century, when they first debuted in Crete. The international commitment has increasingly

The Operational Strategy of Carabineros of Chile This modality divides the districts in sectors to satisfy and respond to the new and increasing demands for security in urban environment, by means of professional police perspective, communitary orientated to solve problems. It searches for reducing the victimization and to improve the security perception. In the mid of the ‘90s the reality of Chile made necessary re-adjust the police methods and work systems to respond to the protection of people and their property efficiently and effectively. This Precinct Plan of Preventive Security (PCSP) emerges from this scenario as the main operation strategy of the Institution. A Project that started as a pilot plan in 1998, whose sense is potentiate police actions by means of more direct and effective relationship between the Carabinero and the community of each precinct, besides a more rational and efficacious management of the institutional means. The territorial sector of each police station is subdivided in sections very delimited, which have precised information related to the number of people and their characteristic, economic and social activities and the criminal reality of the zone. Each one of this action areas were called “precinct” in charge of specialized selected personnel. By this way, the carabinero policeman is a faithful witness of the citizen’s needs. He/she is conscious and aware of physical environment establishing an honest and direct communication with the neighbors. Its implementation represented a change in order to take the responsibility of the national security since then, a new philosophy emerges from the police intervention, whose approach is inserted in the collective actions of Carabineros and the citizens, addressed to solve criminality and make their neighborhood a safer place to live. Integral Patrol The PCSP divides the jurisdictional sector of a police station between 4 to 6 precincts. Each one has between 4 to 6 kms square. According to each area and the information provided by the reports, a demand of police services that should be satisfied by means of the Equivalent Watching Units of Carabineros (UVE) is determined. Therefore, it is defined how many mounted policemen, all-terrain motorcycles, dogs or radio patrols vehicles are necessary to guarantee an efficient respond, according to the criminal reality of a specific precinct. The carabineros policemen who go out patrolling in the

police vehicles have the mission to approach to the neighbors to know the reality of their precinct, by this way it is possible to potentiate the work of prevention and reducing the time to respond. This is aimed at increasing the watching by means of presence in streets; to rationalize and optimize the logistic and human resources to maximize the police cover and its capacity to respond in the event of an emergency. Then, citizenship perceives a closer institution, which exists to protect them…a feeling of public peace surroundings that reinforces the perception of security. **CHART 1 Permanent Evaluation Carabineros de Chile is interested in updating its methodologies to improve the focalization and distribution of resources, the work with the community and the use of the information systems. For this reason, it signed an agreement with the “Pontificia Universidad Católica de Chile” to evaluate and improve the Precinct Plan of Preventive Security jointly. During four months, twelve academic teams of such study center analyzed the different areas of this operations strategy, concluding that its implementation has been a key tool to reduce the victimization. Likewise, the institution was focused on reinforcing the training process, the operation offices, and the renovation of its logistics resources in order to provide to the personnel who act on the ground the optimal conditions to deploy its services. **CHART 2 • The Precinct Plan of Preventive Security allows: • To ensure larger territorial coverage. • To improve the distribution of resources. • To evaluate the time work, providing efficiency and equality. • To reduce the time to respond. • To enable the knowledge of the sector, supervision and control. **DISTINGUISHED PHRASE The chief of the Precinct Plan is an integral person, who has an enormous responsibility. Qatar Search and Rescue Team (QSRT) looking for UN Classification. In the light of the many accomplishments the team have had in their career in 26 December 2015 the QSRT looking to be UN Certified as heavy Team among the other international teams , under the umbrella of the INSRAG (International Search and Rescue Advisory Group) as part of (OCHA) Organization of Coordination of Humanitarian Affairs ,the experience and massive amount of capabilities of the QSRT will help the team in the process of this external classification and to be among the UN main teams in the response to the international search and rescue missions. The process of this external classification requires the team to increase the number of its members by adding new 32 recruits to form total of 87 members in addition to the reserves and members , the new recruits started their qualifications and training process from 27 January 2013 up to 14 august 2014, training in the most prestigious international institutions with firm complicated curriculum in coordination with the NAPT National Academy for Professional Training , the newly graduated team members will contribute to the other groups of the team with the new technical and advanced methods they learned as the search and rescue is a continuous learning subject.

The QSRT have contributed in mission since 2005 in Pakistan Kashmir region which was practical exercise for the team which witness successful mission. In 2006 the team deployed in another humanitarian mission to Jakarta Indonesia, after the earthquake hit the region the team applied the training skills on saving lives of many people and extracting bodies from under the collapsed building . In 2006 also the team deployed to south of Lebanon and followed by 26 international missions, contributed to the development of the team experience and technical equipments such as customs designed cars (ford 4X4) and Mazda trucks and paratroopers plans . The team field of specialties includes First Aid and medical relief , building and urban Search and Rescue , collapsed building rescue , land slide and forest search and rescue , flooding and hurricane rescue , industrial and chemical contamination rescue.

Tras múltiples y frustrados intentos de crear un cuerpo policial especializado en el ámbito rural en el que a mediados del siglo XIX vivía más de un setenta por ciento de la población española, nacía un nuevo Cuerpo al que la propia reina Isabel II bautizó como Guardia Civil, haciendo así mención a la peculiaridad de su doble dependencia civil y militar que ha hecho posible su supervivencia en medio de una senda repleta de cambios. 170 años en defensa de la paz y el orden, han grabado con letras de oro su título de Benemérita. Al alumbrar el reinado de Isabel II, España era un país devastado por los efectos de la guerra de la Independencia, la emancipación de las colonias de Ultramar, la primera guerra carlista y las secuelas sociales de la desamortización. Proliferaron así grupos de malhechores, prófugos de la justicia y asaltantes de caminos que llenaron la geografía peninsular de delincuentes, especialmente en el campo. La necesidad de responder con garantías a la preocupante falta de seguridad pública llevó a los responsables de la monarquía liberal a intentar dar respuesta al problema. Cobró fuerza entonces la idea de cubrir el vacío policial existente y dotar a España de un Cuerpo al estilo de los creados en otros Estados europeos. El 10 de marzo de 1844 el proyecto ya estaba redactado y fue sometido a la aprobación del Consejo de Ministros, de donde salió el decreto base del que vería la luz el 28 del mismo mes, y que fue el primero de los dos considerados como fundacionales de

la Guardia Civil. El primer decreto suponía la implantación de un modelo policial no militarista, profesional y claramente inspirado en la Gendarmería francesa, haciéndolo dependiente de las autoridades civiles en todo menos en su organización y disciplina, que lo sería del Ministerio de la Guerra, pero sin pertenecer al Ejército.

El Duque de Ahumada El siguiente paso era encontrar a la persona idónea para coordinar y dirigir las labores de organización de la nueva fuerza, cargo que recayó en el Duque de Ahumada, teniente general del Ejército. En contra de la opinión del gobierno, Ahumada se alineaba con la línea más militarista del moderantismo, partidaria de que la Guardia Civil tuviese una dependencia dual de los Ministerios de la Gobernación y de la Guerra, y que estuviese integrado como un Cuerpo más del Ejército, pero desempeñando funciones específicas de defensa del orden público. Ahumada implantó una Guardia Civil claramente militarizada, al marcarle una dependencia orgánica dual: “del Ministerio de la Guerra en lo concerniente a su organización personal, disciplina, material y percibo de haberes, y del de Gobernación por lo relativo a su servicio peculiar”. Nombrado oficialmente Inspector General del Cuerpo el 12 de octubre de 1844, Ahumada era consciente de que para lograr la consolidación de la Guardia Civil era necesario dotar a sus hombres de una filosofía con clara vocación de servicio al ciudadano. Sus ideas las desarrolló a través de tres textos doctrinales: dos reglamentos, el de Servicio y el Militar, que completó con un código deontológico: la Cartilla del Guardia Civil, donde Ahumada dejó expuesta con notable maestría su claridad de ideas sobre lo que debía ser un cuerpo policial. Pretendía conseguir los mejores guardias posibles a través de una sobria formación moral y


humana; trataba, además, de impregnarlos de dignidad y sentido del honor; de una conciencia individual puesta al servicio del orden y del ciudadano. Todo este cúmulo de valores cristalizaron en las características que dotaron al guardia civil de personalidad propia, de valores como: abnegación, capacidad de sacrificio, honradez y espíritu benemérito.

Pilar del Estado de Derecho La naturaleza militar, la distribución orgánica y la filosofía del servicio, dotaron al Cuerpo de la eficacia que caracterizó su quehacer en el servicio. A su vez, esa eficacia fue determinante para la consolidación del Cuerpo, al favorecer una serie de hechos que avalaron el consenso que sobre ella existía: la devolución al país de límites tolerables de seguridad, el progresivo aumento de competencias que la Institución tuvo que asumir, la expansión territorial y relevo de otros Cuerpos policiales y la superación de momentos difíciles. A pesar de sufrir como ninguna otra Institución del Estado el azote terrorista, la Guardia Civil entendió la firme voluntad de los españoles por convivir al amparo del Estado de Derecho, en un régimen de libertades y respetuoso con los derechos humanos, tal y como recogía el artículo 104 de la Constitución de 1978, y subordinó sus estructuras a la nueva forma de Estado y a las reglas del juego democrático. Hoy, la misión principal de la Guardia Civil no es otra que la de garantizar la protección de

los ciudadanos frente a los actos delictivos que puedan amenazarlos, asegurar el cumplimiento de las leyes llevando ante la justicia a todo el que las incumpla, defender el libre ejercicio de los derechos y las libertades y preservar la seguridad ciudadana. Asimismo, es misión de la Benemérita la atención y auxilio a los ciudadanos mediante la colaboración con los servicios de Protección Civil, la vigilancia del tráfico, protección de la naturaleza, rescate y ayuda en montaña y mar territorial y, en resumen, cualquier actuación que lleve al socorro, ayuda y protección del ciudadano. La Guardia Civil dirige sus esfuerzos con el fin de ser un cuerpo de seguridad cercano al ciudadano y un referente por calidad, versatilidad y disponibilidad, inspirándose en principios y valores de naturaleza personal que, debido a su dedicación continua al servicio del ciudadano, se constituyen en seña de identidad del Instituto. Desplegados en todo el territorio nacional, con más de 2.000 instalaciones y un número de efectivos que supera los 80.000; es este potencial humano, las mujeres y hombres que componen el Instituto Armado, el que hace posible el cumplimiento de la tarea encomendada.

The Gendarmerie General Command The Gendarmerie of the Turkish Republic is an armed and military organization of security and law enforcement, which maintains security, safety and public order in its responsibility area and executes the duties ascribed by laws and regulations. The Gendarmerie General Command has affiliation with the Turkish General Staff in terms of training and education in addition to the fulfilment of duties assigned by the military laws and regulations and it is subordinated to the Ministry of Interior with regard to security and public order services.

Maintaining safety, public security and order, fighting against smuggling, taking necessary measures to prevent crimes and ensuring the external protection of the state penitentiaries constitute the Gendarmerie’s major duties. The Gendarmerie General Command is comprised of headquarters and subordinated units, internal security units, schools and training units, logistic support units, aviation units and other units established according to the characteristics of the duties. The Gendarmerie General Command conducts the internal security units through Regional, Provincial and District Gendarmerie

Commands. Provincial and District Gendarmerie Commands are named after the cities and districts they are established. The District Gendarmerie Commands carry out their duties through the Gendarmerie stations with the personnel who are the symbols of the Gendarmerie Organization serve in a spirit of enthusiasm and excitement regardless of any deprivation, challenge and impossibility with a high sense of duty, self-sacrifice and courage and represent the guarantors of peace and security in our country round-the-clock. In addition to these units, there are also special units organized according to the expertise area required under the Gendarmerie General Command. These units are equipped with special weapons, vehicles, instruments and equipments. The duties of controlling and organizing traffic and intervening in traffic crimes are performed by the Gendarmerie Traffic Teams roundthe-clock in the responsibility areas of the Gendarmerie General Command. The Gendarmerie Motorcycled Public Order Teams are established in order to carry out proactive law enforcement services, respond to the incidents in a shorter time and execute


protection, road security and control patrols. The Gendarmerie Mounted Units are effectively used in performing patrolling services at resort areas, recreation spots and museums (Topkapı Palace), protecting wildlife and preventing environmental crimes at the hunting areas and forests. The Gendarmerie Dog Components are effectively utilized in rendering early warning for public order and security duties and patrolling services, ensuring security in response to sabotages, suspicious and risky conditions, searching for narcotic, psychotropic substances and explosives together with land mines, finding the location of survivors in case of natural disasters, finding missing persons and clarifying the incidents of arson. Among the duties of the gendarmerie regarding the state penitentiaries are taking measures for the external security and protection of the state penitentiaries, dispatching and transferring the prisoners and convicts to the courthouses, health institutions and another penitentiary, preventing the prisoners and convicts’ prison-breaking who are under their responsibility and preventing the entry of weapons, equipments and goods which are prohibited in the penitentiaries. The security of the facilities contributing greatly to the national economy such as certain airports, transmitter stations of Turkish Radio and Television Company, dams, some critical facilities like petroleum production and filling centres and petroleum and natural gas pipelines is ensured by taking special protection measures by the Gendarmerie units established for this purpose.

Moreover, “The System for Positioning of Urgent Calls”, established under the Operations Centres of all Provincial Gendarmerie Commands is developed and utilized in the websites of “www.jandarma.gov. tr” and “www.jandarma.tsk.tr” through the link of “156 Gendarmerie Hotline” in order to reach the survivors / victims of a disaster, who call the “156 Gendarmerie Hotline” and ask for help from the Gendarmerie units, within the shortest time possible and to view the information on the map by positioning the mobile phones of these people. The Gendarmerie Integrated Communications and Information System (GICIS) project, which is the first and greatest public security communications project of Turkey, is developed in order to have the capacity provided by the state of the art communication and information system technologies in the Gendarmerie General Command and to convey information in an uninterrupted, simultaneous, proper and secure way to the smallest Gendarmerie unit under any circumstances. The Gendarmerie organization fights against separatist and subversive terror activities with a sense of self-sacrifice besides its conventional security and public order duties. Specially

The Gendarmerie Search and Rescue Teams, employed in the places where skiing tourism is widely popular, have necessary training on struggling with heavy winter conditions, skiing and driving oversnow vehicles, first aid and mountaineering. The most significant element in the notification of the Gendarmerie personnel by the citizens about the incidents of security and public order is “156 Gendarmerie Hotline”. The

trained commando units are primarily assigned in anti-terrorism operations. Gendarmerie Commando and Gendarmerie Commando Special Operations Units are established in the Gendarmerie General Command within the structure of necessary Regional, Provincial and District Gendarmerie Commands in order to utilize them in the anti-terrorism operations and significant public order disturbances that exceed the capabilities of internal security units. Other than the aforementioned operational units, the Gendarmerie Commando Special Public Order Command composed of professional personnel, executes operations anywhere in the country that exceed the capabilities of other Gendarmerie units and require special training, weapons, equipment and superior abilities; performs search and rescue activities in natural disasters, accidents, incidents or disappearances as well as the operations of rescuing hostages; carries out anti-terrorism operations and ensures security and public order in tough environmental conditions. The Gendarmerie Staff, the guarantors of our peace and security, are trained at the Gendarmerie Schools Command which has a progressive and modern training and education system that is updated in parallel with the social needs and requirements in addition to the duties continuously changing and diversifying.

Military personnel of friendly and allied countries and guest students coming from beyond our boundaries are trained at the training centres and schools within the Gendarmerie Schools Command. Until 2014, (975) guest military personnel from Albania, Azerbaijan, Bosnia Herzegovina, Algeria, the Peoples Republic of China, France, Gambia, Georgia, Kazakhstan, Kyrgyzstan, Mauritania, Ukraine, Jordan, Pakistan, Tunisia and Turkmenistan were trained. The Gendarmerie General Command needs a powerful air support in accordance with the characteristics of its responsibility area. The Gendarmerie Aviation Units execute the duties of air transportation, command and control,

reconnaissance and surveillance, security and public order services, aerial supply, medical evacuation, natural disasters, humanitarian aid and search and rescue besides combating against terrorism throughout the country round-the-clock. In order to clarify incidents by using scientific methods and to identify and bring the suspects to justice, the Gendarmerie Criminal System has been established and it became a member of the European Network of Forensic Scientific Institute (ENFSI) in 1998. The Gendarmerie Criminal Department is accredited in terms of its quality management system and examination and analysis methods. Turkey is intensively subject to any kind of organized crime activities and smuggling, mainly in narcotic and psychotropic substances and immigrant trafficking due to its geographical location as well as the effective usage of informatics and technological developments by the criminal groups. Thus, Anti-Smuggling and Organized Crime Department (ASOCD) and ASOC units are established to perform the duties of combating against smuggling and organized crime with their professional personnel. As an indication of the importance attached to the human rights by the Gendarmerie General Command, the Gendarmerie Human Rights Violations Examination and Evaluation Centre (GEND-HRVEEC) is constituted and it is responsible for receiving complaints and applications pursuant to a specific system concerning the allegations of human rights violations that may occur during the execution of the duties; investigating these allegations and in case of their accuracy, informing to related judicial and administrative authorities


for the purpose of initiating judicial and administrative investigations within the legal framework. The applications to the JIHIDEM are accepted for 24 hours a day and the applicant is informed about the procedures and the result. The Gendarmerie Museum is established in order to reflect the developments in periodical order beginning with the foundation of the Gendarmerie organization; to exhibit its activities, heroic deeds, services in the history; to protect all kinds of military cultural assets related to the Gendarmerie by collecting them and to transfer them to the future generations. The Gendarmerie Museum in the Beytepe Martyr Lieutenant General İsmail Selen Quarters in Ankara has the status of “The First Class Military Museum” and is open to public. In the period beginning from 1839, when the Gendarmerie was founded, until present time; the names of officers, non-commissioned officers, specialized gendarmerie, civil servants, workers, specialized sergeants and conscripts of the Gendarmerie Organization who willingly sacrificed their lives in the struggle for the sake of indivisible integrity of the state, unity of nation, security and public order were immortalized with the “Gendarmerie Martyrs Monument” opened in the Martyr Lieutenant General İsmail Selen Quarters. The Gendarmerie Museum and the Gendarmerie Martyrs Monument are free of charge and open to local and foreign people during the working hours. The Gendarmerie General Command has been a chief member of the Association of the European and Mediterranean Gendarmeries and Law Enforcement Forces with Military Status (FIEP) since 1998 and observer member of European Gendarmerie Force (EGF) since 2010. Moreover, the Gendarmerie General Command carries on its activities as the founder member of “the Association of Eurasian Law Enforcement Forces with Military Status (TAKM)” which was established among the Gendarmerie General Command and Azerbaijan and Kyrgyzstan law enforcement forces with

military status under the leadership of the Gendarmerie General Command in order to strengthen the relationships among the Law Enforcement Forces with Military Status in Eurasia and ensure the exchange of information and experience. The Gendarmerie General Command contributes by assigning units and personnel in Bosnia and Herzegovina, Kosovo and Afghanistan within the framework of the Peace Support Operations under UN, EU and NATO in order to prevent crisis in various regions of the world and to rebuild regional peace.

The personnel of the Armed Forces of Friendly and Allied Countries receive training within the framework of Military Training Cooperation Agreements and Protocols. Within this scope, guest military personnel from Albania, Azerbaijan, Bosnia and Herzegovina, Algeria, China, France, Gambia, Georgia, Kazakhstan, Kyrgyzstan, Pakistan, Tunisia, Turkmenistan, Ukraine, Jordan and Mauritania have been trained up to now in the training-education institutions of the Gendarmerie General Command. Within the framework of site trainings, the Gendarmerie personnel still give training and provide consultancy for the other activities in Azerbaijan and Gambia. The Gendarmerie of the Turkish Republic, taking its strength from the sincere support of Turkish people, does not refrain from any kind of self-sacrifice while performing its duties in accordance with the laws. ROMANIAN GENDARMERIE- A FORCE FOR YOUR SAFETY The official birth certificate of Romanian Gendarmerie is dated April 3, 1850, when Grigore Alexandru Ghica, Ruler of Moldavia, promulgated the Law on the transformation of Servants Body into Gendarmes.

The constant evolution of the society imposed the modernization of this institution. Consequently, several legislative amendments were made, such as the ones dating 1893 and 1929, regarding the Rural Gendarmerie, introducing modern structures to this institution.

At regional level, the Mobile Gendarmerie Groups, which are under the direct command of the General Inspectorate, are responsible for the organization and development of missions intended to assure and restore public order and fight against criminality.

Having changed its denomination several times, in 1989 this military institution was bearing the name of Security Troops. Once the communist regime collapsed and the Romanian society began the process of institutional modernization, the Gendarmerie became one of the main pillars supporting the new democratic state. Nowadays, Gendarmerie is a specialized institution of Romanian state, having military status and being part of the Ministry of Internal Affairs, able to accomplish any mission in the area of public order. At central level, Romanian Gendarmerie is coordinated by the General Inspectorate of Romanian Gendarmerie. There are 41 County Gendarmes Inspectorates

Romanian Gendarmerie has one of the most modern training systems, with great experience in training sessions, including courses for partners’ gendarmerie forces. Gendarmes assure public order during different activities taking place in public spaces, with large gatherings of people. In addition to this, the gendarmes act for restoring public order when it was disturbed or to prevent and uncover crimes. They protect and monitor the most important objectives, goods and values of the state, as well as the shipments of weapons, ammunition, explosives, narcotic drugs or dangerous substances and articles.

Starting from 2002, Romanian gendarmes have an important experience in peacekeeping mission, under UN and UE aegis, in Kosovo, Est. Timor, Congo, Niger, Georgia and Afghanistan.

The Royal Netherlands Marechaussee is deployable for security in any situation at home and abroad, especially when the going gets tough.

Criminal investigation

The Royal Netherlands Marechaussee (RNLM) carries out a wide variety of tasks.

RNLM criminal investigators investigate criminal offences such as human trafficking and people-smuggling, but also criminal offences committed by military personnel.

Military police tasks The Marechaussee acts as a police force for all Defence elements. For example, RNLM personnel investigate criminal offences committed by military personnel. RNLM personnel also escort military convoys and carry out patrols.

In the Netherlands, the Royal Netherlands Marechaussee also acts as the border police. RNLM personnel check persons crossing the border and combat cross-border crime at all locations where it is in the interests of the Netherlands. These tasks are mainly carried out in the Netherlands itself and at Europe’s external borders.

Security and surveillance The Royal Netherlands Marechaussee is responsible for ensuring that installations and persons vital to the State are able to function without disruption. RNLM personnel provide personal protection to the members and palaces of the Royal House, as well as to senior politicians and diplomats. They also protect civil aviation organisations against

Assistance for maintaining public order and safety The Royal Netherlands Marechaussee Special Assistance Unit helps to maintain public order when the RNLM riot control unit requires assistance. The Special Assistance Unit can also be deployed worldwide in support of local police forces in the event of disasters or conflicts.

Police tasks in the Caribbean The Royal Netherlands Marechaussee carries out police tasks in the Caribbean territories of the Kingdom of the Netherlands, particularly for military personnel stationed in the area. In addition, the Marechaussee also carries out border control duties, lends support in the monitoring of illegal aliens, and combats serious violence, drugs crime and illegal migration.

Ceremonialtasks The Royal Netherlands Marechaussee also carries out ceremonial tasks, when it essentially acts as the calling card of the Netherlands.
