To the surprise of some, the Minister Louis Farrakhan recently went out of his way to oppose President Obama's decision to impose a no-fly zone on Libya. This was a unique move for Farrakhan, who has remained relatively quiet about the Obama presidency until recently. But the Nation of Islam leader seems energized by Obama's most recent activities, calling him the "first Jewish President" in response to the controversial choices our president has made in the Middle East. The bulk of Farrakhan's statements about the Libyan invasion came during his visit to the historic radio station, WVON, which resides on the south side of Chicago. After appearing on YouTube, the video had nearly a half-million views, proving that there are hundreds of thousands of people across the U.S. who have an interest in what Farrakhan has to say. Most of the viewers of this video are probably black, which speaks to whether or not Farrakhan's criticism of Obama will have any influence on the president's support within the African-American community. When analyzing the outcome of Farrakhan's public attack on the president, we must divide the black community into segments. First, there are the highly progressive African-Americans who remain upset about the president's apparent lack of interest in black American problems. To date, the president has hardly uttered the words "African-American" in any cross-sectional public forum, and the administration seems to feel that there is no need for targeted socio-economic policy to deal with undeniable and devastating structural inequality in the economic, educational and criminal justice systems. So, while black people remain disproportionately unemployed, uneducated and incarcerated, many feel they lack a serious ally in the White House on any of these important issues. Secondly, there are those in the black community who could care less about a war happening thousands of miles away. President Obama could launch a nuclear warhead and these folks would still marvel over how cute Barack, Michelle and their children look on the cover of Essence magazine. Black people in this segment are far more concerned with Michelle Obama's upcoming speech at Spelman College than anything happening over in Libya. Dr. Boyce Watkins, PhD

Eddie and Sylvia Brown are Marylanders of the Year They Have Given Over $22 Million to Local Causes BY RICHARD LOVE Baltimore, Maryland (March 25, 2011) - Eddie C. and C. Sylvia Brown have a talent for using philanthropy as a tool to battle inequality. They and their family have contributed more than $22 million to various charitable causes over the past fifteen years. The Maryland Historical Society (MdHS) announced today that Eddie and Sylvia have been selected as the societies “Marylanders of the Year”, an award whose recipients have included Ben Bradlee, Tom Clancy and Sargent Shriver. Maryland Day commemorates the founding of Maryland. On March 25th, 1634 settlers stepped from two small sailing ships, the Ark and the Dove, onto Maryland soil. They landed at St. Clements’s Island on what is now St. Mary’s County, Maryland. MdHS leads the commemoration in Baltimore each year with a patriotic celebration and the naming of the Marylander of the Year. At the awards luncheon held today, Burt Kummerow, MdHS President,

donation extended to the institution in its 129-year history. Its purpose was to make widely available the libraries collection of African American literature then stored in a basement area. Their largest overall gift was the $6 million that helped fund construction of the $20 million Brown Center, located on the urban campus of the Maryland Institute College of Art (MICA) in Baltimore. They also underwrote a number of full scholarships for African American students to attend MICA. Their second largest single gift of $5 million was for the Turning the Corner Achievement Program (TCAP) that guides inner city Baltimore youth towards success. REFORM NEW ORLEANS POLICE BY JUDGE GREG MATHIS One of the primary functions of a city is to keep its citizens safe and secure. If it fails on that front, and residents are unable to carry out their daily activities because they are afraid for their lives and, in some cases, leery of the police themselves, it is very hard for that city to function. Such is the case in New Orleans. The United States Justice Department spent 10 months investigating the city’s police department, at the mayor’s request, and discovered a deeply dysfunctional and corJudge Greg Mathis rupt system, one that regularly abuses its power and the city’s residents. New Orleans mayor Mitch Landrieu contacted federal officials just after he took office, making good on a campaign promise to clean up the Crescent City’s long dirty police department. The first step? Figuring out just how widespread the problem actually was. The investigation uncovered some shocking truths about the New Orleans Police Department, truths that reek of racial profiling and discrimination. For every one white person that is arrested in the city, 16 blacks are arrested, and calls for police assistance by non-English speakers were often unanswered. But the troubling news doesn’t stop there. Reports of the use of excessive force by officers are widespread and the department has been accused of failing to investigate serious crimes. So what’s next for the N.O.P.D? How does this troubled department ‘make it right’? Obviously, city officials can’t be trusted to do this alone; they’ve dropped the ball for far too long. Federal oversight is necessary to help clean up the department and manage it until it proves it can manage itself properly. New Orleans has made great progress since Hurricane Katrina roared in, causing billions in damage and taking thousands of lives. But the city, with all of its history and culture, cannot be truly great – or say it has rebounded – until its police department gets on the right side of the law.

HOME DEPOT MUM ON DIVERSITY FROM STAFF REPORTS BOSTON -- Boston-based Trillium Asset Management Corp., a "change-oriented social investment" firm, has proposed that The Home Depot, Inc. (NYSE: HD) prepare a report on diversity within the company's workforce, according to The Home Depot's preliminary proxy statement. Atlanta-based Home Depot says this is the ninth time such an initiative has been proposed and it has only mustered about 25 percent of the vote. The company steadfastly opposes the idea. Trillium, which holds 2,000 Home Depot shares, obviously thinks it's worth another try. Trillium argues that a good EEO record will benefit the company economically, in terms of recruiting and retaining employees, and will make the company more responsive to its diverse customer base. Trillium points out that the company has paid out more than $100 million to settle discrimination lawsuits in the last 14 years. The diversity report would identify employees according to gender and race, summarize affirmative action policies, especially those aimed at increasing minority participation in management. The Home Depot recommends a no vote on the proposal, as the company already provides an Inclusion Council, a hotline to promote the concerns about conduct and ethics, and a management team focused on inclusion. The Home Depot has affirmative action programs in all of its 2,200+ stores and files a standard EEO-1 report. Trillium is led by Matthew W. Patsky, CEO and senior portfolio manager. The Home Depot is led by Frank Blake, chairman and CEO since 2006.

To Be Equal Kansas City’s Green Impact Zone Launches War on Unemployment By Marc H. American poet, Langston Hughes In the great tradition of America’s global defense of democracy, our nation has now entered another foreign conflict to protect and improve the lives of innocent civilians. While we applaud the inclination to rescue people in peril around the world, we wonder why that same urgency does not seem to apply to the millions of urban Americans still in the grips of the great recession who have been anxiously waiting for the United States to declare war on unemployment. For the past several years, the National Urban League has been leading the call for action. With our current 12-point Jobs Rebuild America Blueprint, we have even offered Washington a winnable war plan, complete with a regime change strategy that will remove the scourge of high un-

Marc H. Morial President and CEO National Urban League employment from our communities and replace it with a new era of jobs and opportunity. We will again put that strategy in the hands of White House and Congressional leaders during our State of Black America Legislative Policy Conference in Washington this week. As the former mayor of New Orleans, I know that many lives can be lost waiting for the federal government to respond to a national crisis. And there is not a day that goes by that I don’t get reports from our Urban League affiliates on the front line of the jobs crisis about the direct and collateral damage double-digit unemployment is inflicting on urban families throughout the country. That is why I am encouraged by the pro-active action of Congressman Emanuel Cleaver, who has developed his own war plan to defeat the tyranny of joblessness in his city. Congressman Cleaver, who hails from Langston Hughes’ childhood home of Kansas City, Missouri, and who is also the newly elected chairman of the Congressional Black Caucus, has been the driving force behind that city’s promising Green Impact Zone. His plan echoes many of the elements of the National Urban League’s call for national Green Empowerment Zones to attract investment and green jobs to neighborhoods with disproportionately high unemployment rates. According to Congressman Cleaver, “Approximately 25 percent of the properties in the zone are vacant lots, and another one-sixth have vacant structures. Fewer than half of the homes are owner-occupied. Over the last two years, almost 20 percent of all mortgages were delinquent and median home prices for the area are less than $30,000.” The mission of the Zone is use to use a comprehensive green strategy with intense resident engagement to more rapidly push community change and create jobs. Established with Stimulus seed money, Kansas City’s Green Impact Zone is being sustained with privatepublic investments in reduced energy consumption, low-income weatherization, transportation and infrastructure improvements, youth mentoring and job training with guaranteed employment upon completion. Together with the Entrepreneurship Center at the Urban League of Greater Kansas City, led by President and CEO Gwendolyn Grant, hundreds of sustainable jobs have been created as part of the project with many more to come. Kansas City’s Green Impact Zone is paving the way for the rebirth of a neglected neighborhood and is proving to be a powerful weapon in Kansas City’s war on unemployment. We applaud Congressman Emanuel Cleaver for his leadership and urge Washington and the rest of the nation to follow his lead.

Can a White Man Speak With Authority on Diversity? BY LUKE VISCONTI Question: Upon returning to my office, re-energized by the DiversityInc event in March, I shared the information you addressed during your talk [when you] spoke about DiversityInc and mentioned your Ask the White Guy feature. When mentioning your feature to a group of white female colleagues, one responded by saying, what does he (a white guy) have to do with diversity; how does he create something like DiversityInc and how could he possibly speak with authority about diversity? Answer: I created DiversityInc as a consequence of having my consciousness raised by a friend, Tony Cato—at the time, a fellow Naval Aviator. He helped me start the thought process that led me to where I am today. He didn't have an agenda; we were simply swapping stories as we worked together, a consequence of his volunteering to help me when I was assigned to be the Minority Officer Recruiter in Naval Recruiting District New Jersey. Tony is not a goalong-to-get-along guy; he's tough, disciplined and very smart. He told me stories of being denied fair treatment because he's Black. It took me awhile to understand how profound those stories are, but it did sink in eventually. I learned to share his indignation at poor treatment meted out as a result of discrimination—and the damage it does to our country. White men are a part of diversity and there is a great deal of diversity among white men. I recently spoke to a group of 900 police and fire chiefs in Oregon—97 percent white men. I made the point that they might not think they have diversity as they sit around the fire house or police station and see nothing but white men—but some of those white men grew up in single-parent households, some grew up in large families, some went to college on athletic scholarships, some worked their way through—and some didn't go at all. Some have a gay brother, some are gay themselves (and perhaps closeted). I told the chiefs that

BY WILLIAM REED Black Americans are losing political clout. The loss of voting power is not from White peoples’ skullduggery, but due to our own movement choices. 2010 Census data show that 20 of the 25 cities that have at least 250,000 people and a 20% Black population lost political clout. These declines happened in traditional Black strongholds such as: Chicago, Detroit, Atlanta, Cleveland and Washington, DC. Black American political and population losses were fueled by middleand-upper-class Blacks leaving cities for the suburbs and large percentages of Blacks leaving Northern cities for thriving centers in the South. The Census Bureau says the nation's population is 308,745,538, up from 281.4 million. The 9.7% growth rate was the lowest since the Great Depression. Michigan was the only state to lose population; and Nevada, William Reed with a 35 percent increase, was the fastestgrowing. Whether upwardly mobile Blacks know it, or not, the new numbers are a boon for Republicans, with Texas and Florida leading the way among GOP-leaning states that will gain House seats, mostly at the Rust Belt's expense. There are over 37 million Black Americans. Down from 14.8% of the population in 2000, we are 12.3% in 2010. Fifty-two percent of Black Americans are female and 48 % are male. African Americans are the nation’s second-largest minority group. Political clout has left the five counties that had the largest Black populations in 2000 - Cook in Illinois, Los Angeles, Wayne in Michigan, Kings in New York and Philadelphia - all lost Black population. Among the 25 counties with the biggest increase in Black population, three-quarters are in the South More than half of Black Americans live in the South. New York had the largest Black population of any state as of July 1, 2008 (3.5 million); Georgia had the largest numeric increase since July 1, 2007 (67,000). The District of Columbia had the highest percentage of Blacks (56 percent), followed by Mississippi (38 percent). Cook County, Ill. (Chicago’s county) had the largest Black population of any county (1.4 million), and Orleans Parish, La. (New Orleans’ county) had the largest numeric increase since July 1, 2007 (16,000). Claiborne County, Miss. had the highest percentage of Blacks in the nation (84 percent). Places where Blacks had gained “political stronghold” status are losing Black people. Detroit lost almost 200,000 Blacks. Detroit’s 25 percent population drop represents the fastest collapse in American history of any major city not decimated by a natural disaster. Blacks’ percentage of Atlanta’s population shrank from 61% to 53%. But in Atlanta's vast metropolitan area, the Black population soared to the second-largest Black population after New York. Chicago lost more than 180,000 African American residents. The Black population fell 3.5% to 1.6 million. Washington DC’s lost its Black majority. In their quest to “keep us with the Joneses” Blacks are hurting their ballot power. The number of Black Suburbanites climbed to 58 percent in the South, compared to 41 percent for the rest of the U.S. That’s up from 52 percent in 2000 and represents the highest share of suburban Blacks in the South since the Civil Rights Act passed in the 1960s. Suburbs anywhere are a huge draw. Typically, today’s middle-class African-American families are making the same kind of choices as White families: As soon as their kids are school-age, they move to the suburbs. Suburbs are also luring lower-income Blacks who are leaving neighborhoods that don't have supermarkets and other retail. The South is the second most racially and ethnically diverse U.S. region after the West. Roughly 61 percent of its population is White, 19 percent black and 15 percent Hispanic. That’s compared with a national breakdown of 65 percent White, roughly 12 percent Black and 16 percent Hispanic. Blacks are leaving Blue State America for Red State America. Ironically, because in their “I can go anywhere I want” mindsets, are showing a preference for living in the kind of states dominated by Republicans. Because of Blacks’ movements, Republican-leaning states will gain at least a half dozen House seats.

O'Donnell to move into Oprah's Chicago studio COMPILED BY LBT’S STAFF CHICAGO -- "The Oprah Winfrey Show" is shutting down at the end of the season, but the lights won't be going out at Winfrey's studio in Chicago. That's because Rosie O'Donnell's new talk show will be produced at Harpo Studios on Chicago's West Side. Executives at Harpo announced the move on Tuesday. O'Donnell is slated to return to daytime TV with the one-hour show on Own: Oprah Winfrey Network in the fall. In a statement Tuesday, Winfrey says she's deOprah lighted to welcome O'Donnell to the studio that's been her home for years. The final original episode of Winfrey's show is scheduled to air May 25.

The California Black Chamber of Commerce is excited about the upcoming African American Leadership Weekend, a Renaissance 21st Century Project, to be held at the beautiful Sheraton Grand Hotel in Sacramento, California. The African American Leadership weekend is hosted by the California Black Chamber of Commerce Foundation (CBCCF) and convenes Friday and Saturday, March 31 thru April 2 at the Sheraton Grand Hotel in Sacramento. Keynot Speakers are Mario Van Peebles and Michael Jai ( pronounced Jye )White. The son of African American director/writer Melvin Van Peebles, Mario van Peebles made his acting bow in a small role in his dad’s Sweet Sweetback’s Baadasssss Song (1971). At the time, Van Peebles had no burning desire to become a performer, choosing instead to study economics at Columbia University. He wavered between a financial and an acting career before becoming a full-time actor with the 1984 film Cotton Club. In 1988, Van Peebles starred in a conformist TV comedy adventure series, Sonny Spoon, playing a glib private eye with a predilection for elaborate disguises; this brief series afforded him his first opportunity to direct. Three years later he made his film directing debut with New Jack City, a film widely praised by some as being a truthful, no-nonsense dissection of inner-city life, and widely derided by others as merely a slick outgrowth of the “blaxploitation” flicks of the 1970s. Van Peebles played a major role in New Jack City, as he would in his subsequent Posse (1993), a revisionist western about a Utopian all-black community. In addition to making and starring in his own films, Van Peebles occasionally appears in the films of others. He had a starring role in Clint Eastwood’s Heartbreak Ridge (1986) and for his performance earned an NAACP Image Award. On television, Van Peebles has starred in a number of prestigious productions, including The Emperor Jones for PBS and The Pool Hall opposite James Earl Jones. For this latter role, Van Peebles was nominated for a Cable ACE award. For his work in Children of the Night he received a Bronze Halo Award. He has also directed episodes of television series, notably those of producer Steven J. Cannell. For directing the ABC After School Special: Malcolm Takes a Shot, he received a nomination for a Directors Guild Award. In the late ‘90s, Van Peebles joined a growing trend and starred in an elaborate CD-Rom game for Sony called Solo in which he played an android superhero with a human learning capacity. Michael Jai ( pronounced Jye )White was born in Brooklyn NY and as a pre-teen moved to Bridgeport, CT. (an impoverished city that boasted some of the highest crime rates per-capita, in the country.) Living so close to such drastically opposing worlds Michael grew up having friends from the worst housing projects, as well as the richest mansions and felt much at home in either setting. At age 14 Michael was partially on his own to fend for himself in the world. Already 6 ft, 190 lbs., with a deep voice and facial hair, he was easily mistaken for an adult. The former troubled youth graduated high school with honors and went on to college without a clue as to what he want to become. Michael jumped from university to university, and major to major, all the while finding room to squeeze in an acting class or two. In college Mike never gave acting a consideration as a possible career choice. Mike eventually became a junior high school teacher. He found he had a gift for reaching troubled children. For three years he taught 5th, 6th, and 7th grade, emotionally disturbed children. This endeavor is what Mike says has been his proudest achievement. Along with his growth as an educator, came the growth of the desire to act. Though reluctant to follow acting, he felt he had to get it out of his system; so he began to audition for roles in nearby Manhattan, in his time off. He eventually landed commercials, theatre roles, and bit parts in soaps. Faced with the difficult decision to leave teaching, he finally did so with the blessing of his young students. In 1992 Michael moved to LA to pursue acting. Incidentally Michael’s motivation to act is from the standpoint of a teacher; “The actor has a responsibility to teach his audience the truth while standing in the shoes of the character he is playing at the time. Done correctly, acting can teach people about themselves as well as others. It has the power to touch and change the lives of millions at a time. Now it’s time to study their work at leading business schools. Great black comedians are among the most astute business people in the nation. They have amassed some of the largest fortunes in entertainment, and have done so for more than a century. Their secret: wise brand management. Like many successful CEOs, they know just how to broaden their base, widen their appeal, and extend their “product line” to become hot commodities in an otherwise cold market. “A-list comics … are the commodity that people are buying into,” said Dionna Griffin-Irons, director of outreach and diversity for The Second City, the legendary improvisational comedy company that served as a training ground for Tina Fey, Stephen Colbert and many “Saturday Night Live” cast members. “You want that revenue success — sold-out houses. What you see comics doing is recognizing that their name is a brand. It brings people to the audiences. It fills seats, and so that brand translates into other areas — film, TV, CDs.” Eddie Murphy, a great comic-dealmaker, joined Hollywood’s exclusive billion dollar club years ago, having starred in films that earned at least a billion dollars at the box office. Murphy earned $40 million in 2009. Billion dollar club member Will Smith, who starred in the sitcom “The Fresh Prince of Bel-Air,“ had a net worth of $188 million back in 2004, according to Fortune magazine. And then there’s mini-mogul Chris Rock, who in a recent year raked in $42 million for being funny in all sorts of venues, including as host of the Academy Awards. But the dean of black entertainers is Bill Cosby. Several years ago, Forbes estimated his net worth at $450 million. He was so rich back in the 90s that he informed NBC-TV that he might buy the troubled network, worth $4 billion at the time. No doubt the Twitter generation considers Cosby old school. After all, he rose to prominence a half-century ago. But no other black comic has matched his bankability. Cosby is the wealthiest black comic on the planet. Except for Oprah Winfrey, who’s also a communications empress, Cosby is the wealthiest black entertainer who ever lived. Cosby took lessons from Fortune 500 CEOs, spreading his risk and building his brand across multiple venues. He honed his stand-up routine in New York, and rose to stardom after TV appearances. Then he diversified, creating “line extensions” of his product – or his talent. He ventured into comedy albums, winning multiple Grammys in the 1960s. He also launched cartoon series in the 70s, became the first black star on a prime-time TV series, wrote national best-sellers, appeared in numerous hit films, dominated television from 1984 to 1992 with “The Cosby Show.” He even expanded his comic repertoire by endorsing numerous products, including Jell-O, which he continued to pitch for three decades, providing a steady source of income. The fundamental concepts used to build his empire haven’t changed, so comics can still take business lessons from Cosby. “Sometimes you are able to tap into a different market with different approaches, so the people who go to a live show may not be the same people who watch a DVD, and the people who watch Comedy Central may not be the same people who go to a live show or who buy a live recording,” said Adam Alter, marketing professor at New York University’s Stern School of Business. “So by extending your reach and by diversifying in that way, you may be tapping into different segments in different markets. Another black comic who crossed over to mainstream audiences during this era was Whoopi Goldberg. She did standup, starred in a hit one-woman Broadway show, had a late-night talk show, was nominated for 13 Emmy Awards and appeared in many films, becoming the first black comic and only the second black woman to win an Academy Award, for her role in the 1990 blockbuster “Ghost.” Today, she’s a co-host of the popular daytime talk show “The View.” No matter how much money is thrown their way, some black comics refuse to change their act for the sake of business. Dave Chappelle, ranked among the greatest standup comics by Comedy Central, has disappeared from TV for the most part, walking away from a $50 million deal with the network in 2006. His fans report rare sightings of him in comedy clubs performing for free. Chances are the next great black mogul-comic is honing his or her material in some comedy club for little or no pay. “You just go up there and tell your jokes,” said up-andcoming Chicago comic Edgar Blackmon, a cast member at The Second City. “They’re giving you the opportunity to work in front of an audience.”

Money is so intricately interwoven with every other aspect of our lives than when we take a stand to make a difference with our life, it has an organizing effect on our relationship with money, and when we take a stand to make a difference with our money, it has an organizing effect on every other part of our life. In an aggressive consumer culture like ours, where the financial worth of everyone and everything is the dominant theme, it takes some courage to stand for something different. There are many ways to break the silence and take action, but direct action with our money is one that is instantly available, personal, and powerful for each of us. Some of us may turn our attention to being more financially generous with organizations doing work that we want to support. Some of us may make a conscious effort to use our money more ethically, so we stop the flow of money toward those people and products that demean life. Some of us may devote ourselves to public service, or with our vote become advocates for socially responsible public spending by government on health, education, and safety. However we choose, we express ourselves in the way we send our money into the world, and with every dollar goes the energy, the imprimatur, of our intention. The mind-set of scarcity and the longing for "more" lose their grip, and we begin to make different choices. Money becomes a conduit, a way to express our highest ideals. Money becomes the currency of love and commitment, expressing the best of who you are, rather than a currency of consumption driven by emptiness and lack and the allure of external messages. One of the great dynamics of money is that it grounds us, and when we put money behind our commitments it grounds them, too, making them real in the world. We can wish for better schools, a clean environment, and world peace; we can even volunteer, but when we also put our money behind those intentions, we become really serious about them. Money is a great translator of intention to reality, vision to fulfillment. When you live from a context of sufficiency and you take a stand for something, you open up your heart and the hearts of people in the world around you. Nobody thinks of Martin Luther King as a fund-raiser, but his stand for the rights of all people raised millions of dollars for civil rights work in this country. Mother Teresa raised tens of millions of dollars from people around the world who were moved by her to connect with their own longing to make a difference, and to make that statement with their money. This power is available to all of us; all people at all times in all sectors of society in all chapters of history.

We couldn't help hearing it! This woman had a voice that could be heard at considerable distance and we distinctly heard her say: "I doped it all out from the Bible." "Well, at least somebody's interested in the Bible," we said to each other. But as she prattled on it turned out that she had used the records in an old family Bible to establish her claim to part of an estate. These records, introduced in court, had won the case for her. There was, after all, no indication that she was interested in the Bible -- only in those pages between the Old and New Testaments which, in some editions of the Bible, are kept for family records. Actually she was no different from the masses about us who go about from day to day interested only in the things of this life and ignoring almost completely the things that really matter: God, heaven, hell and their own eternal des- tiny. If these people only knew what treasures are to be found in the Bible! Among these are "riches of mercy" (Eph. 2:4), "riches of grace" (Eph. 1:7), "riches of glory" (Phil. 4:19), "riches of wisdom and knowledge" (Rom. 11:33), "the riches of the full assurance of understanding" (Col. 2:2), "the unsearchable riches of Christ" (Eph. 3:8). And the best part of it is that anyone may have these riches simply for the asking: "For there is no difference... for the same Lord over all is rich unto all that call upon Him, "For whosoever shall call upon the name of the Lord shall be saved" (Rom. 10:12,13).

The Pious Man and the Atheist

A very religious man lived right next door to an atheist. While the religious one prayed day in, day out, and was constantly on his knees in communion with his Lord, the atheist never even looked twice at a church. However, the atheist's life was good, he had a well-paying job and a beautiful wife, and his children were healthy and good-natured, whereas the pious man's job was strenuous and his wages were low, his wife was getting fatter every day and his kids wouldn't give him the time of the day.So one day, deep in prayer as usual, the pious man raised his eyes towards heaven and asked: "Oh God, I honor you every day, I ask your advice for every problem and confess to you my every sin. Yet my neighbor, who doesn't even believe in you and certainly never prays, seems blessed with every happiness, while I go poor and suffer many an indignity. Why is this?" Murder in Long Beach

FROM STAFF REPORTS On Thursday, March 24, 2011, at approximately 10:26 p.m., officers from the Long Beach Police Department were dispatched to assist Long Beach Fire Department personnel with a subject found lying in an alley in the 1500 block of Pine Avenue. The subject, a male adult, had sustained a single gunshot wound to the upper body and was transported by paramedics to a local hospital in critical condition. On Friday, March 25, 2011, at 10:44 p.m. the victim was pronounced deceased at the hospital. He has been identified as Philip Victor Williamson, a 29-year-old resident of Los Angeles, who was born and raised in Chico, California, and known to frequent the West Los Angeles area. The preliminary investigation revealed that Victim Williamson, who was not known to frequent Long Beach, was shot a short time before being found by a passerby in the alley. Long Beach Police are asking for the public’s help in determining his last known whereabouts that evening, and any other information one may have pertaining to this case. BET DJ Megatron Killed: When Will the Violence Be Put to an End? BY BOYCE WATKINS DJ Megatron (aka Corey McGriff), known for his roles on Hot 97 and BET's '106 and Park,' was killed on Sunday, after police say he was shot in the chest in Stapleton, Staten Island. There have been no arrests made in the murder. According to those who knew him, McGriff didn't have any enemies, and the shooting appears to have been a random homicide. McGriff regularly conducted "Man on DJ Megatron (aka Corey McGriff) the Street" interviews for BET and was considered to be a rising star in his industry. He was also engaged and had two children. The death of Corey McGriff is a sad reality of urban America. While we don't know what circumstances led to McGriff's shooting, death has become an abundantly consistent reality for many young black men. According to the FBI, the black male homicide rate rose by 52 percent between 2002 and 2006 and continues to remain a major conundrum. If you are one of the black males lucky enough to escape a trip to the morgue, you likely have friends who've been killed and associates who have committed homicide themselves. Unfortunately, for many young black men across America, early death is simply a part of life. As we watch our sons, brothers, fathers and siblings die in the streets every single day, we must ask ourselves: Where do these guns come from? Do black people manufacture guns and sell them in their own neighborhoods? Why are there not nearly as many guns in the suburbs as we find in the hood? Asking these difficult questions and forcing the gun industry to give us answers may be the action that starts saving lives. To date, gun manufacturers are protected by both the Second Amendment and a powerful National Rifle Association lobby. Seeing black men die in the street is not only of little interest to the rest of America, it also has the incentive of sending another black man to prison -- giving the system two for the price of one. The devastation of our communities leads to the profitability of both gun manufacturers and the prison industrial complex, which has learned to enjoy the use of cheap prison labor, and until our politicians get serious about stopping the flow of guns into urban communities, we will continue to put funerals on our calendars. The death of Corey McGriff didn't have to happen, but the same can be said about thousands of black male homicides every single year. Our society is what killed Mr. McGriff, and the death won't stop coming until we change how we do business.

they could utilize the diversity they already have to gain new perspective on problems and in doing so would better fulfill their missions: to save lives. My point is that it is not skin color, gender or orientation that makes one "good at" managing diversity but mindset. This mindset for majority-culture people requires an epiphany or an evolution in thinking that brings one to understand the extent of the discrimination around all of us that is perpetrated mostly by the majority culture. Anyone can become "authoritative" about diversity. Nobody comes to the table that way. How you get there, in my opinion, starts with understanding history. I've gained a lot of perspective by reading books like Beverly Tatum's "Why Are All the Black Kids Sitting Together in the Cafeteria," Iris Chang's "The Chinese in America," Isabel Wilkerson's "The Warmth of Other Suns," Douglas Blackmon's "Slavery By Another Name," Ira Katznelson's

Integration is Killing Us Five hundred years after slavery days and we still trust our exploiters and oppressors more than we trust each other. We still have an inferior perspective when we analyze the things that we can do for ourselves and for each other. We don’t believe a Black person can be a “leader” unless the white media designates a certain Black person as a leader.

At one time in African American history we could do everything we wanted to in our THE GANTT REPORT communities. We could farm, we could fish, we could build. We owned all of the grocery stores in our communities. We owned the restaurants, the hotels, the dry cleaners, the shoe shops, the cab stands and the neighborhood bars too. Today African Americans will drive ten miles past a Black-owned store just to get to the mall and buy from the white man or other non-Black merchant. Madam C. J. Walker made millions of dollars selling hair products to Black women, and men, but if she was living today she wouldn’t make a dime because we buy weaves and other hair products from Koreans. If we don’t start trusting each other and patronizing each other’s businesses there is no government stimulus bill that will get us out of the economic trap we face every day! If we don’t start to spend more of our money with our own kind we will continue to make other ethnic groups richer and make Black people poorer than many of us already are.

Poverty begets poverty

A poor neighborhood has poor schools. A poor education will only get you a poor job. A poor job will only generate enough income to live in that same poor neighborhood. What a vicious cycle. But we can rise! We hear everybody talking about “buy American” but we should tell all of our friends, family and neighbors to buy Black! Buying American will result in more American jobs and buying Black will result in more Black people getting work because no one will hire more of us than we will if we have the capital, the opportunity and the customers to make a business work. So this week after you leave the barber and beauty shops, stop by a Black-owned restaurant and have some chicken, purchase a Black newspaper or get your taxes done by a Black accountant. Economically speaking, integration is killing us if we’re not already walking dead. We should love, respect and get along with everybody but we must begin to look out for each other. We have to keep money in our community by spending more money with each other!

Mother of Matrice Richardson Wants Daughter's Remains Examined FROM LBT’S CRIME REPORTS LOS ANGELES, CA - The mother of Mitrice Richardson, whose remains were found in remote area of Malibu Canyon after she went missing for several months, has asked officials to exhume her daughter’s body for further testing. Latice Sutton believes her daughter may have been a victim of foul play. Sutton made the announcement Monday at a news conference in South Los Angeles, along with forensic anthropologist Clea Koff, from the non-profit group Missing Person’s Identification Resource Center. Koff, who is working with Richardson’s family, alleges the Los Angeles County Sheriff’s Department removed the remains improperly and Mitrice Richardson quote “may have compromised” the investigation into her death. "There’s a question. Was the original scene disturbed by others? The response that was taped by the investigator who filled out this form is yes. What did that mean for the coroner’s office? It meant they did not have a single description of the scene. They had no description of the area and therefore they had no understanding of the body in relationship to the place. They only had the body which was brought to them even though they were on stand by to go collect the remains," said Koff at Monday’s press conference. The Sheriff’s department publicly admitted that it had moved the 24-year-old’s remains before receiving permission in an effort to prevent wild animals from destroying the evidence. The forensic anthropologist also asserted the Los Angeles Coroner’s office did not do a thorough examination of the remains. Koff recommended that the coroner compare Richardson’s hair with hair found near her remains. Richardson’s body was found naked in August, her unzipped jeans and bra were found several hundred feet away. The forensic expert contends the clothes were never sent to a crime lab for testing and that the FBI should conduct a test. Additionally, the anthropologist claims officials did not pick up all of Richardson’s remains, "when Mitrice’s body was picked up…they did not pick up all her body." In fact, Richardson’s family found a finger bone in early November during a memorial service at the site where the remains were found, said Koff. Sheriff Lee Baca has agreed to meet with Sutton on December 29. The sheriff’s department has to request the FBI’s involvement. Richardson, who was arrested by deputies for not paying her dinner bill, was last seen alive in September 2009 when she was released from the Lost Hills/Malibu Sheriff’s

The Grammy-winning singer and her father have parted ways "on a business level," publicist Yvette Noel-Schure told The Associated Press in a statement. "I am grateful for everything he has taught me," Beyonce said in the statement. "I grew up watching both he and my mother manage and own their own businesses. They were hardworking entrepreneurs and I will continue to follow in their footsteps." El Monte Police Department secures felony charges against officer who sued department for sexual harassment

FROM STAFF REPORTS EL MONTE - The Police Department sought criminal charges against one of its own officers and her officer husband several days before jurors heard opening statements in a sexual harassment lawsuit she filed against the department. Upon reviewing the department's allegations, prosecutors filed felony perjury charges against the officers March 24, two days after jurors heard opening arguments in the sexual harassment lawsuit. Starting three years ago, Officer Mechelle Marin and her husband, Officer Daniel Marin, allegedly lied about carpooling to work together in order to collect a combined $200 a month ride-sharing incentive, according to the criminal complaint. Earlier this month, El Monte police officers brought evidence to prosecutors alleging the officers didn't actually carpool together and lied on the forms. While El Monte Police Chief Tom Armstrong said the criminal charges and the sexual harassment case are unrelated, Mechelle Marin's civil attorney Solomon Gresen called the charges "the ultimate retaliation." "We think that it is preposterous that the criminal filing only arose after Michelle Marin chose to go forward with the jury trial," he said. Armstrong disagreed. "The criminal filings and the lawsuit filed by Mrs. Marin are two separate and distinct issues and neither has any bearing on the other," Armstrong said. Armstrong declined to comment on the impetus for the investigation or any evidence investigators obtained. "I don't want to get into the details ..," Armstrong said. "That's why the case was given to an independent authority like the Los Angeles County D.A.'s office to review." But Gresen said he questions how independent the investigation was since it was not handed over to the Sheriff's Department, but rather was conducted by El Monte police investigators. Armstrong said no other officers were investigated for alleged carpool fraud. City Manager Rene Bobadilla said he is not aware of any other city employees ever facing perjury charges involving the rideshare incentive. Daniel Marin referred questions to his lawyer. Mechelle Marin could not be reached for comment. According to the allegations, the Marins committed felony perjury by declaration on Aug. 28, 2008, June 3, 2009 and July, 7, 2009. It is also alleged that Mechelle Marin committed felony forgery on Oct. 29, 2009 and Feb. 2, 2010, according to the felony complaint that prosecutors filed on March 24. Jurors heard opening statements March 22 in the sexual harassment lawsuit Mechelle Marin brought against the police department. In the lawsuit, Mechelle Marin alleged that El Monte Police Sgt. Al Tromp offered her time off in exchange for sexual favors and made other sexual advances, according to Gresen's spokesman. El Monte police supervisors also failed to act when Mechelle Marin reported Tromp's behavior to them, Gresen's spokesman said. Gresen said he anticipates jurors will begin deliberations in the civil trial on Friday. He said he will weigh whether the criminal charges merit another civil lawsuit. Tromp had previously been convicted of soliciting a prostitute in 1997. He was sentenced to one year of probation. Tromp continues to work as a supervisor for the El Monte police department, city officials said.

He was taken into custody for the earlier incident and charged with assault and interference with an emergency phone call, police said. Though there is currently no collective bargaining agreement between the NFL and its players, Talib could face another suspension as a result of this incident, according to NFL spokesman Greg Aiello. "The conduct and drug policies are currently suspended," Aiello said Monday in an email to The Tampa Tribune on Monday. "However, any violations of law that occur during the work stoppage will be reviewed for potential discipline." The Buccaneers cannot make any personnel moves, including releasing or suspending Talib, during the current NFL work stoppage. Talib, 25, was a first-round pick by Tampa Bay in 2008. Talib has been involved in several violent acts since joining the Bucs, including an August 2009 incident in Pinellas Okolo Talib County in which he was charged with simple battery and resisting arrest in connection with an assault on a taxi driver. FAMU to lay off 200 employees Black Man’s Burden FROM STAFF EDUCATION REPORTS The painful reality of restructuring — or downsizing — at Florida A&M University is beginning to come into focus. About 200 FAMU employees will be losing their jobs on June 30, when the fiscal year ends. President James H. Ammons, addressing some 400 members of the university community during a Monday afternoon forum at the Lawson Center, said 86 filled positions will be eliminated in addition to the about 110 employees being paid by short-term stimulus funds. "Over the past four years we have protected people, but we no longer have that option," Ammons said. "We have placed the teaching of our students as the highest priority at the university." Stressing that FAMU's restructuring plan must be approved by the university's Board of Trustees, which meets next week, Ammons touched on some of the plan's highlights. He is recommending closing 21 academic programs and terminating or merging three others. The majority of those programs are housed in the College of Education (nine programs) and College of Arts & Sciences (seven), and Ammons noted that many have no faculty and no staff. James H. Ammons The majority of the people being let go — there are actually 113 positions being eliminated, but 47 are vacant — are support personnel. Only 10 faculty are among the 86 targeted for termination. The FAMU president's plan, for example, would close the French and Spanish programs, saying there have been few majors or degrees produced in either major but that the university would continue to offer courses in both languages. But his rationale baffles Barbara Johnson, who is pursuing a major in Spanish and already has a master's in guidance and counseling from FAMU. "It's just amazing. Phasing out a person being able to get a degree in Spanish is a huge mistake," Johnson said. "Everybody should know Spanish. I think I can make more money being bilingual." Monday's President's Forum was the third such event Ammons has held since December. For more than two years his administration has been gathering data and determining a methodology for evaluating every one of the university's 59 degree-granting programs. Ammons noted that the Legislature, grappling with a $3.75 billion deficit, is a long way from passing a budget. Additional reductions in state appropriations are coming, he said. "This has been a very stressful process. It's not going on just at FAMU," Ammons said. "It's going on all across America." FAMU Provost Cynthia Hughes Harris, vice president for academic affairs, said it's hard to put into words how difficult the restructuring process has been. "It's the toughest of tough. It's nothing we can minimize in any way," Hughes Harris said. "It's painfully tough."

(WASHINGTON) – The NAACP issues a call to action to the faith community to champion the importance of HIV testing and prevention in their respective congregations and communities. “We need to acknowledge that, in America, health is a true civil right. Colin Powell nearly a generation ago. Obama spoke Monday night at the National Defense University and detailed, in a fairly nuanced way, how and why the U.S. is wielding its military might in Libya. Powell was chairman of the Joint Chiefs of Staff when spelled out what came to be known as the “Powell doctrine.” He referred in his article to the then-ongoing U.S. operation in Somalia.

Two powerful African-Americans -- one elected, one appointed -- referring to U.S. military operations in Africa nearly 20 years apart, justifying their views on brandishing U.S. military power. Unlike us Swamplanders, their views count. If you need any measure how far we have come as a nation, there are few examples as profound as that. Powell, a lifelong military man who would go on to serve as secretary of state, argued in the 1992-93 winter issue of Foreign Affairs that ordering the U.S. military into combat required a clear objective, the dedication of overwhelming force to achieve it, and the support of the U.S. public. Obama explained Monday night why he has a more flexible view -- and why he feels Libya is worth U.S. military intervention (to halt a potential slaughter), but not making the toppling Libyan leader Muammar Gaddafi an American military goal (he said that would splinter the coalition now arrayed against Gaddafi, and said the U.S. and some of its allies will try to oust the Libyan leader through economic and other non-military means). “To be blunt, we went down that road in Iraq,” Obama said. “But regime change there took eight years, thousands of American and Iraqi lives, and nearly a trillion dollars. That is not something we can afford to repeat in Libya.” (Interestingly, Powell was the top officer in the U.S. military the first time the U.S. attacked Iraq in 1991; he championed the second war with Baghdad in 2003 as the nation’s top diplomat.) In his 30-minute address, Obama called what the U.S. military launched in Libya two Saturdays ago an “international effort,” a “military action” that “struck regime forces” and “hit Gaddafi’s troops” and “hit Gaddafi’s air defenses” and “targeted tanks and military assets.” But he didn’t call it “war.” Obama pledged to order the U.S. military into combat “swiftly, decisively, and unilaterally” when key U.S. interests are at stake. But for every campaign that falls into that grave category, there are dozens that don’t, ranging from peacekeeping, to genocide prevention, to humanitarian disasters. “In such cases, we should not be afraid to act, but the burden of action should not be America’s alone,” Obama said. “As we have in Libya, our task is instead to mobilize the international community for collective action, because, contrary to the claims of some, American leadership is not simply a matter of going it alone and bearing all of the burden ourselves.” This is less a repudiation of Powell than a shift in emphasis, a push toward multilateralism and a willingness to hand off command (and responsibility) to others. Obama, he made clear Monday night, is willing to invest less in world hot spots in exchange for assuming a lesser risk. Is this an abdication of America’s proper place in the world? Or a recognition that national will is sometimes best served by not doing it all? After nearly a decade of nonstop war, it’s a smart place for Obama to be, politically. Whether it will last as long as Powell’s doctrine will, in large part, depend on how well, or poorly, things unfold in Libya in the coming months.

I was about 11 years old when one day I asked my mother ”why was there always someone living with us even though she had seven children?” My mother responded, “son, your father and I see it as our duty to help others. You have two hands, one to ‘give’ and the other to ‘receive’.” To date, I have lived my life with my mother’s principle indelibly memorized in my brain; I cherish helping others. Then, why am I having angst about giving money to individuals begging on street corners and outside business establishments? I believe that 95% of the individuals with signs on streets corners begging for money are panhandlers. I also surmise that there is a difference between panhandlers and homeless individuals. The panhandlers seemed to stake out their turf where everyday at certain times they can engage their marks for money. I have heard of stories where some of these individuals (panhandlers) have cars parked blocks away where they change clothes after a day “at work begging.” Most homeless individuals seemed to be very proud and rarely approach anyone asking for money. They know that there are several charitable organizations and homeless shelters available where they can get help. Panhandlers on the other hand – no pun intended – are all about obtaining money. In some areas, panhandlers can be seen on all four corners of busy intersections displaying their signs begging for money. In my opinion, it seems they have coordinated a plan to sponge off of us. I am not a scrooge, but I am one who has little tolerance for bad behavior. I believe that those of us who are compelled to give panhandlers money, should pause and consider giving those funds to a reputable charitable organization or homeless shelter. These organizations - they are many – will accept your donation; no amount is too small.

History is important, but what I've found transformative is personal involvement in organizations that do not serve you directly (by "you," I mean loosely you as defined by gender, race, orientation, etc.). For example, I'm a trustee of Bennett College for Women, a historically Black college, and on the foundation board of NJCU, a Hispanic-serving institution. At Rutgers University (where I am also a trustee), I co-chair the fundraising committee for Rutgers Future Scholars. We have raised $2 million in the past three years. I donate all of my speaking fees through the DiversityInc Foundation, which has distributed more than $500,000 since 2006. The life experience I've gained by serving these institutions has been invaluable.

"Every field goal is about $330," explains Gordon Leib, James Madison's head coach. The James Madison senior Tommy Kennedy isn't padding his pockets, he's helping those who are short-changed. "I visited Africa two summers ago and it was not a good thing to see, and it was shocking and I wanted to help out," says Kennedy. With donations from the community, Tommy has turned points scored into money made for Global Camps Africa; an organization aiding children with AIDS. "We'll bring more kids to camp to learn about AIDS and nutrition and play games and learn sports," explains Kennedy. "Anyone that tries to help others like that is doing a great thing today. You don't see a lot of that today even in adults, much less teenagers that are usually focused on themselves," says Leib. When his kicking campaign began, Tommy had no idea the kind of attention it would draw. Just this week he received a package from Redskins Park. Inside was an autograph kicking tee from Skins kicker Sean Suisham, accompanied by a note saying to keep up the good work and it's kids like Tommy that would make a difference. "It's amazing and a good feeling. I didn't think it'd get this wide reaching. When I got called to the office and they gave me the package it was a great feeling," says Kennedy.

Boston College bound Ryan Anderson, USC bound Alexis Moore and Alex Carmon will represent the Southern Section team and be coached by their coach Sheriff Metoyer at Collision XIII. Anderson, the 2011 Gatorade California Boys Player of the Year is the second consecutive player to year the award and make Collision their prep finale. In 2010 Price Christian star Allan Crabbe (Cal Berkley) also participated. The terrific Poly trio will be challenged by a City team led by Taft standouts Spencer Dinwiddie and CJ Blackwell who shared West Valley League MVP honors, and the versatile Stephen Maxwell. They will also be coach by their high school pilot Derrick Taylor who will be making his third Collision coaching appearance. Other standouts confirmed for the boys game are Etiwanda’s Jordan Daniels who will team with Anderson for the first time before joining him at Boston College and his USC bound teammate Byron Wesley, Corona Centennial’s Gelaun Wheelwright (Weber State signee) and Michael Caffey (Long Beach State recruit), St. Johns recruit Norvel Pelle on the Southern boys team. Moore League Hoopsters Get Honors Five boys and girls basketball players and a head coach made it to the All CIF Southern Section /SCIBCA 2010-2011 basketball Team. For the Div: 11AA boys it was Allan Guei of Compton High. Allan plays every game with high intensity. Look for him Wilfred Phillips, Jr to be a future prospect in the NBA. USC bound Poly point guard Alexis Moore, Alexis three point shooting helped Poly go deep in the play-offs. Boston College bound Poly center Ryan Anderson, was named Player of the Year. It was Ryan’s defensive style that made the Jackrabbits tops in the state rankings. LB Poly Head Coach Sharrief Metoyer, was deservingly selected as coach of the year. SWAT takes barricaded parolee into custody FROM LBT’S WIRE SERVICE REPORTS A suspected parole violator was in custody today after a standoff of more than three hours that ended when Long Beach police SWAT officers burst into the home where he had barricaded himself, police said. The 23-year-old Long Beach man holed up in a home near 6th Street and Rose Avenue starting around 6 p.m. Monday, said Lisa Massacani of the Long Beach Police Department. The SWAT team made a forced entry and took the man into custody about 10:45 p.m., she said, adding that no one was injured. The man was arrested on suspicion of parole violation, she said. Police would not immediately provide details on the arrest or the suspect's criminal history, and his name was not immediately reported.

Any executive can take the same steps to broaden their experience and cultural competence. We see how people work so hard to complete advanced degrees—and they are important—but life experience is how an executive does not become a Hosni Mubarak as our country and world change dramatically. This change is not just visual; it is about the rising power of liberated people to destroy the concept of "melting pot" as they gain the economic ability to command respect—as they are. I will note that people who are not in the majority culture must deal with the majority culture as they try to retain their own identity, but those in the majority culture do not really have to deal with anything BUT the majority culture (doesn't make it right, but this is the reality). In this country, the majority culture is defined as white, male, heterosexual, Christian and not having an ADA-defined disability. But just because a person in the majority culture starts out with a much wider "blind spot" than people not in the majority culture doesn't mean it's impossible for white men to become open advocates for diversity and inclusion. It also doesn't mean that a Black woman (for example) comes with an automatic Ph.D. in diversity management (it's just a lot easier for the Black woman to see the problem in the first place). We must all come to the realization that, as a reader put it nicely, "I am not different than you, I am different like you."

All bids must be submitted before 10:00 a.m., Tuesday, May 3, 2011. Any Bids received at or after 10:00 a.m., Tuesday May 3rd will be deemed nonresponsive and will not be opened. Bids will be publicly opened in the 1st Floor CM Central Conference Room of the Harbor Department Administration Building, 925 Harbor Plaza, Long Beach, California, 90802 at 10:00 a.m. on Tuesday, May 3, 2011. It is anticipated that the Board of Harbor Commissioners will consider a conditional award on May 16, 2011 with Port Staff given the authority to execute a Contract provided the lowest responsive bidder submits the required completed insurance forms, bonds and signed Contract within thirty (30) days after conditional award by the Board. Copies of said specifications and drawings in CD format may be obtained, at no cost, in the Plans and Specifications office, 4th floor, Harbor Department Administration Building beginning Thursday, March 31, 2011 during the hours of 7:30 a.m. to 4:30 p.m. Monday through Friday. Contractor shall not perform any work for this project unless authorized in writing by a Contract Task Order (CTO), which is a form issued by the Engineer describing the work to be done. Bidders shall, at the time of submitting their bids, in compliance with Section 7028.15 of the California Business and Professions Code, be licensed by the State Contractor’s License Board as a General Engineering Contractor with a "Class A" license. Whenever any material, product, thing, or service identified in the specifications is described by one or more brand or trade names and is followed by the words “or equal”, the apparent low bidder shall submit data substantiating a request for the substitution of equivalent item(s) within forty-eight (48) hours following bid opening. All bids and bonds shall be submitted upon forms provided by the City accompanied by a satisfactory "Bidder’s Bond" or other acceptable security deposit in an amount not less than ten percent (10%) of such bid as a guarantee that the Bidder will, if conditionally awarded a Contract by the Board, within thirty (30) days thereafter, execute and deliver such Contract to the office of the Chief Harbor Engineer along with all required insurance forms and a “Payment Bond” for not less than one hundred percent (100%) of the Contract price, and a “Performance Bond” for not less than one hundred percent (100%) of the Contract price. The “Bidder’s Bond” shall be submitted on forms provided by the City, signed by the bidder and the surety and both signatures shall be notarized. Work shall be completed within the time frame specified in one or more written Contract Task Orders (CTOs) issued by the City. Failure of the Contractor to commence, continue, or complete the work within the time frame specified in each CTO issued by the City will result in liquidated damages (LDs) in the amount of Five Hundred Dollars ($500) per calendar day of delay in commencing, continuing, or completing the work that is in excess of the time specified in the CTO, plus any authorized time extensions. Concurrent LDs may be assessed for each CTO work that is being performed at the same time. The Board of Harbor Commissioners, acting through the Executive Director, reserves the right at any time prior to the execution of the Contract by the City, to reject all bids and to return all deposits accompanying said bids. If the lowest responsive bidder fails to submit the required insurance forms, bonds and signed Contract within thirty (30) days after conditional award, the Board reserves the right to rescind the conditional award and conditionally award the Contract to the next lowest responsive bidder. All bids and bid bonds shall be guaranteed for a period of ninety (90) days following the bid opening or until the Executive Director executes a Contract, whichever occurs first.
