How to help your children chase their dreams Who would have thought Olympic glory was possible? Here are three steps to give your kids their own extra-curricular springboard. Text by Ryan Ong

What a moment it was on August 13. All across the country, Singaporeans watched as one of our own achieved something we were beginning to think was impossible: Olympic gold. We celebrated on Facebook. We watched that amazing race footage over and over again online. And you just know more than a few parents signed their kids up for swimming lessons the next day. It is always amazing to see your child excel in extra-curricular activities. This isn’t just about swimming, or even specifically sports. It could be that your child shows a preternatural aptitude for fine arts. Or perhaps your children are born performers. You want to nurture that potential and give your children the best springboard possible to chase their passions. Then you start to wonder if you’re really going to be able to give them enough support in these pursuits. It’s a valid concern — we all know education and enrichment can be expensive. But before you give up, citing the hassle of National Service deferment (let’s not get ahead of ourselves, shall we?), here are some steps you can take to ensure

both you and your child are in the best position to take on the world. Build up the Child Development Account The government puts S$3,000 in every Child Development Account (CDA) the moment it’s opened. After that, you’ll be matched dollar-for-dollar for contributions to the CDA. You can get up to an extra S$18,000 from the government to build the CDA, which also grows at an interest rate of two per cent per annum. Funds from the CDA can also be placed in the Post-Secondary Education Account (PSEA), which helps to cover university tuition fees. Get an endowment plan There are a wide range of endowment plans. These are insurance policies that double as savings you receive in a lump sum payout once it reaches maturity (typically after 10 to 15 years with an interest rate range of about 3.75 to 5.25 per cent). If you pay a premium of S$250 a month

over 10 years (taking an interest rate of five percent), you could receive a lump sum payout of around S$39,300. This can be used to fund your child’s tertiary studies, which as of 2016, costs about S$35,000 for afour year degree at a local university. Don’t get caught up in tuition fever Singaporeans have a long history of overspending on tuition. According to the Department of Statistics, we spent a highscoring S$1 billion on tuition between 2012 and 2013. The average household spending on tuition is now S$79.90 per month, with many tuition centers charging rates as high as S$150 per month or more if they have “star tutors”. Before spending so much on tuition, evaluate if your child truly needs it. It is just as important to develop soft skills such as leadership, eloquence, and sportsmanship to be a rounded individual.

Father-and-son SCDF career officers SWO Mohd Azlan Slamat and CPL Tajul Isfahan Mohd Azlan talk about the tradition of life saving

SWO AZLAN: I served as a Private in the SCDF. During my NS days, the uniform we wore looked rather vintage by today’s standards, consisting of a combination of a light brown bush jacket and dark brown pants. CPL TAJUL: I served as a Corporal marine firefighter during my NS. It was a great experience, different from what the land firefighters go through. For example, unlike land-based firefighting, we cannot use too much water as the ship might sink, and we have to work within confined spaces and under low visibility. We also have to learn nautical terms and methods.

We are aware that Pioneer Mr Slamat (Azlan’s father and Tajul’s grandfather) used to serve in the Singapore Fire Brigade. What are your thoughts on seeing three consecutive generations from your family serve in Home Team? SWO AZLAN: I think it runs in the blood! While we did not foresee or plan a ‘succession’ of this nature, we all do enjoy the challenges involved in our job. It is a noble calling. CPL TAJUL: I feel proud to be continuing my family’s legacy of saving lives! I agree with my father that it is indeed a noble challenge. 4

Looking back on your experience, Azlan, how has NS changed over the years? SWO AZLAN: NS has changed so much in many aspects over the years, such as the stipulated full-time NS duration (now two years for all NSFs) and the Individual Physical Proficiency Test (IPPT) requirements.

How about you, Tajul? Do you think NS is important in today’s day and age? CPL TAJUL: Yes, NS is actually more important today as we have lower enlistment numbers, so every single recruit counts.

Do you visit the HomeTeamNS clubhouses? SWO AZLAN: I live in the East and the current clubhouses are located far from

my home. However, the recent opening of the HomeTeamNS Tampines at Our Tampines Hub is delightful as it means that I may visit it more regularly from now on! CPL TAJUL: Yes, I do. My favourite activity at the moment is Laser Quest at the clubhouse.

We celebrate 50 years of National Service this year. What do you think NS will look like in another 50 years? SWO AZLAN: I believe NS will be even more meaningful and engaging, as enlistees now have a say in their preferred NS vocation. CPL TAJUL: I think NS in the future will see leaner units taking up bigger roles and responsibilities, with superior technology as the enabler.

HomeTeamNS members and their families were treated to a buffet lunch and a lineup of programmes that included balloon sculpting, caricature drawing, photo booth fun, and – best of all – a choice between two movies at Golden Village Suntec City: either Trolls for families with young children, or Fantastic Beasts and Where to Find Them for the older members.

n Saturday 19 November, over 1,000 Home Team NSmen and their families gathered for HomeTeamNS Members’ Appreciation Day at Suntec City’s North Atrium. Guest-of-honour Mr Desmond Lee, President of HomeTeamNS and Senior Minister of State for Ministry of Home Affairs and National Development, announced that HomeTeamNS would roll out $500,000 worth of members’ initiatives in recognition of SPF and SCDF NSmen’s contributions, which include pre-NS50 giveaways and a ‘Free Car Weekend’ programme. Mr Lee said, “We want our members and NSmen to know that their contributions to keep Singapore safe and secure will not go unnoticed.” He also presented a total of $50,000 worth of bursary funds to 71 members’

elta Division’s PNS Contingent held their Leadership Development Programme on 11 November 2016. Held at the new HomeTeamNS Tampines clubhouse, the programme aims to equip Delta’s NS leaders with operational command knowledge and leadership skills. The programme began with a team bonding segment in which the officers were given the opportunity to try out the brand new facilities – Clip ’n Climb and Laser Quest. Delta NS Commander SUPT (NS) Lim Kok Hwa kicked off the afternoon session with a welcome address. Next, Second Deputy Director (Ops) AC Daniel Tan shared

his operational experiences as former Commander of Alpha Division, where he witnessed, firsthand, the commitment and dedication shown by the NS officers. AC Tan, as well as Director PNS AC Lee Chin Ek, Deputy Director SUPT Tan Kiat Hee and other distinguished guests from the Police National Service Department, also engaged the NS officers in a discussion about how they can continue to excel in their duties despite an increasingly challenging police operational environment. Next, Delta NS Head Ops DSP (NS) Muhamad Azfar and DSTF CO DSP (NS) Adrian Aw gave a joint presentation on the lessons learnt from previous shopping mall patrol

deployments, which Delta PNS Contingent piloted. They highlighted that, based on statistics, the shopping malls reported lower crime rates during the period of the deployments. They also reminded the officers to be mindful of the well-being of the officers under their charge, who may be required to cover long distances in the course of their 12-hour shifts. Finally, Director PNS AC Lee thanked the officers for their continued dedication and commitment. He acknowledged Delta PNS Contingent’s success in conducting the shopping mall patrol deployments, and indicated that PNS Department would look into sharing Delta PNS Contingent’s best practices with other Divisions.

POLICE ROADSHOW DRAWS A BIG CROWD Residents introduced to ‘Shoppers-On-Watch’ initiative

T

he Singapore Police Force organised a series of five Police Community Roadshows recently, aimed at improving public understanding of policing work in the country. Its third segment, held on 3 and 4 December at Toa Payoh HDB Hub Atrium, had a special focus: the launch of ‘ShoppersOn-Watch’ by Tanglin Division. Complementing the ongoing SGSecure movement, the initiative hopes to educate residents in spotting suspicious behaviour and alerting the retailers or police at the first opportunity. Said SGT (NS) Wilson Choo, who briefed visitors about ‘Shoppers-On-Watch’: “This initiative is a timely reminder of how the community can help to prevent, deter and detect criminal and terror-related activities in the spirit of togetherness.” Visitors were also acquainted with the roles performed by the various SPF frontline units, as well as the equipment, vehicles and investigative methods employed by the officers. In her opening address to the audience, Mrs Josephine Teo, Senior Minister of State at the Prime Minister’s Office, took the opportunity to thank all police officers who “work tirelessly to safeguard Singapore every day”.

Complementing the event, the HomeTeamNS Darts Challenge 2016 received a total of 120 competitors from SPF and SCDF, who competed in team games comprising the Count Up Practice stage, Count Up Elimination stage, and Tournaments 501 and 701. ‘Juliet’ Division emerged as the

Champions after more than four hours of heated battle. DAC (NS) Lionel Chai, who was also Guest-of-Honour at the Darts Challenge, said, “It was good to see our NSmen, their families and friends enjoying themselves this afternoon. HomeTeamNS will continue to bring popular games and events to our NSmen so that they can have fun and build stronger bonds with their families and NS buddies.”

Certainly not when Christmas came early to HomeTeamNS Balestier, where on 3 December 2016, more than 1,500 NSmen, their families and members of the public were treated to a Members’ Carnival with Christmas Lightup. The visitors were delighted to engage in the activities, which included a flea market, SCDF K9 show and Christmas gifts giveaway for children. There was also a Build-ABear workshop, where children made personalised bears for their NSmen fathers! FUR-GET ME NOT Fur Friends Fiesta 2016 put responsible pet ownership at the forefront

GYMPROVISATION Improvise your way to a full-body workout anytime, anywhere

Stand with feet midway under the bar and hip-width apart. Bend at hips and grip bar with both hands, shoulder-width apart. Lower hips and flex knees until shins touch the bar. Keep chest up and pull. Take a deep breath, hold it and stand up with the bar against your legs. Lock knees and hips. Lower bar by bending at hips and guiding it to the floor. Work up to 8 reps. No barbell? Stuff a duffel bag with litre-sized bottles of water, hold bag by handles and lift.

Stand in front of a stable platform, hands by your sides and feet pointed straight and hip-width apart. Step up with right foot. Keep right heel firmly on platform. Lift body up onto platform, placing left foot next to the right. Step down with right foot and follow with left back to starting position. Do 15 reps stepping up with right foot, then alternate with left. Work up to 3 sets of 30 reps (15 per side). No platform? Step up on a stair or park bench.

OVERHEAD TRICEP EXTENSION

Stand holding dumbbell with both hands and feet shoulder-width apart. Lift dumbbell over the head until arms are fully extended, palms facing ceiling. Keeping upper arms close to your head and perpendicular to floor, lower dumbbell behind your head until forearms touch biceps. Raise dumbbell again until arms are fully extended, at starting position. Work up to 20 reps. No dumbbell? Use a 2–5 kg bottle of cooking oil.

WEIGHTED PUSH-UP

Hold a weight plate with both hands at chest level. Get into kneeling position and bring plate behind head. Take one hand off plate and bring it to the floor to support your body while you place weight on your back. Extend legs back and get into plank position. Once stable, bring other arm down and place hands slightly more than shoulder-width apart. Lower body until chest almost touches the floor. Pause, then raise body back to starting position. Work up to 20 reps. No weight plate? Try a 2.5–5 kg bag of rice.

Lie on back with arms straight out at the sides and palms down. Extend legs fully toward ceiling with the ball between your feet. Slowly lower legs together toward one side as far as you can while pressing your shoulders and back into the floor. Raise legs back to centre, then lower them to the other side. Work up to 4 sets of 20 reps (10 per side). No medicine ball? Use a basketball.

T

ransCom NSFs from the 158th intake have made more than 300 good arrests to date in their roles of ensuring the safety and security of passengers on Singapore’s public transport system. Two outstanding officers, SC/SGT Fayas Khan S/O Mohamed Iliyas and SC/CPL Tan Yi Xiang, each made 27 arrests during their stint and were awarded the gold award for Proactive Arrests. In recognition of their good performance, both officers were also appointed Group Leaders (GL) and given the responsibility of commanding a group of four officers while patrolling the public transport network. In one incident, SC/SGT Fayas Khan spotted a male subject while his team was performing foot-patrol in the vicinity of Paya Lebar MRT station. The subject appeared nervous and was clutching his right pocket tightly. Suspecting that he might have incriminating items in his possession, the team conducted a check and found three knives on him. The knives were seized as case exhibits and the subject was subsequently arrested for “carrying offensive weapons in public places”. In a separate incident, SC/CPL Tan Yi Xiang and his team were conducting foot-patrol around the bicycle bay at Tampines MRT Station when they spotted a male subject with bloodshot eyes, who suddenly changed his pace and direction of movement when he noticed their presence. The team decided to conduct a check on the subject, but the latter turned and fled after handing over his bag for screening. SC/CPL Tan and his team gave chase and managed to detain him. A sachet of substance believed to be heroin

was found in his possession. The subject was arrested under Sec. 8(a), 8(b) and Sec. 9 Cap.185 for drug-related offences. SC/CPL Tan attributes his success to the rigorous training by and guidance of seniors and regular counterparts: “I look up to my seniors, who taught me

what I can achieve in TransCom. I gained different experiences and knowledge throughout all the arrests I made.” SC/SGT Fayas Khan said, “It’s an honour to be receiving the gold award for Proactive Arrests and I would like to thank everyone for their support and motivation.” FRONTLINE 23

SCDF Service Awards Ceremony 2016 An NSman’s perspective was echoed by other officers who also received the SCDF Good Service Medal, who felt that this indicated they were a valued and integral part of the SCDF. Another recipient from our RBn, LTA (NS) Amirul Hairi Bin Mohamed Rawi, who attended the ceremony with his wife, said that the award was made possible by the support from his men and guidance from his superiors. The Certificate of Appreciation for ORNSmen who have completed their ICT Cycle, SCDF Long Service and Good Conduct Medals and Civil Service Long Service Awards were presented on 6 September. As I am myself a recipient of the SCDF Long Service and Good Conduct medals, I recognise that it is indeed an honour to be acknowledged and a privilege to receive the award alongside numerous SCDF officers, both regulars and ORNSmen, who have

served with distinction and dedication. The performance by the SCDF Music and Performance Arts Club during the dinner reception created the perfect ambience for the evening, evoking a sense of camaraderie and belonging to the Life Saving Force.

he SCDF Service Awards Ceremony is an annual event that recognises its officers for exemplary service. Held at Nanyang Polytechnic’s auditorium on 1 and 6 September, this year’s event was of special significance to the ORNSmen from the 21B Rescue Battalion (RBn). Not only were there more than 40 recipients from the Battalion, our very own CPT (NS) Shahrudin Salleh was also the Master of Ceremony for the event. At the first session on 1 September 2016, ORNSmen from 21B RBn who have completed five years of service received the SCDF Good Service Medal from 2nd SCDF Division Commander COL Alan Toh. One of the recipients, SGT (NS) Charles Fakhri Baz, said, “It is nice to be appreciated and recognised for my service to the nation. I’m proud to be receiving this award.” His sentiment

n an event of a terror attack, the first thing you do is not to call the police,” SSGT (V) Kang Wei Rong tells residents. When they hear this message, most residents look puzzled. SSGT (V) Kang explains further, “We want people to save themselves first before they help others. You should run as far away as you can from the site of attack. If you cannot run away, then try to find a place to hide and be quiet. When it is safe, call or text the police to report the incident. In short, remember to Run, Hide, Tell.” SSGT (V) Kang served his National Service (NS) with the Singapore Police Force (SPF) from 2008 to 2010 at Kampong Java Neighbourhood Police Centre. During his NS, SSGT (V) Kang met people from all walks of life and responded to a wide variety of issues, from noise pollution complaints to theft cases. “I found interest in policing work when serving my NS. It is a meaningful calling to be a law enforcer. When people turn to us in times of trouble, I am glad that we are able to restore order for them. After completing NS, I decided to pursue a career in engineering, but as I still wanted to contribute to society, I joined the Volunteer Special Constabulary (VSC).” VSC officers have the same powers as regular police officers to enforce law and order in Singapore. After a basic six-month training course at the Home Team Academy, VSC graduates may choose to patrol the streets, participate in anti-drug operations
