Summary Notes: Welcome & Introductions Joseph Moon, Town of Apple Valley opened the meeting and welcomed the group. Holly Merrihew, SCE, introduced Courtney Kalashian and the SJV Clean Energy Organization (SJVCEO) as the official implementer of the High Desert Regional Partnership (HDR). CK thanked the group for the opportunity and shared she looked forward to a successful working relationship. Group introductions followed. Project Roundtable City of Victorville Arnold Villarreal, City of Victorville, shared that wells # 206 and #207 are complete. Well #203 is “almost there” and the City is working to complete work prior to November 13, 2015. Maya Aubrey, SCE, reminded the group that projects must be completed prior to November 13, 2015 for incentives to count for 2015. MA shared she spoke with Eddie (COV) and the City Hall LED Lighting Project is looking strong for 206. Belen Cordero, City of Adelanto, asked about the Materials Recovery Facility (MRF). HM stated movement on that is still some time out as it will require SCE to file a program change with the California Public Utilities Commission; sometimes another entitity can come in under the Partnership, but it must be approved. BC reported that the City is moving forward with a SCADA system and metering. BC mentioned that the City’s servers are being updated for new phones and asked about the Server Virtualization Program, which MA informed is no longer offered. HM asked BC about the city audits awarded to Alliance Building Solutions (ABS), specifically HM wanted to know when they will begin. BC stated the contract has been approved by council, but the timeline for completion is unknown at this time. HM shared that from the SCE Partnership perspective, so long as the project goes through the SCE incentive application the HDR Partnership will get credit for the energy savings—but the contractor must file for the incentive. CK said that its important to make sure the contract states the contractor will file the incentive on behalf of the municipality, otherwise the municipality/partnership will need to file the application. CK agreed to ask her Project Analyst, Jarred Olsen, to review the ABS contract and determine how incentive filing will be handled. MA informed BS that this is also an area where SCE can assist the City in education and understanding. She said that SCE can present to the City on how the application and incentive process works and directly benefits the City. HM asked if Adelanto ever adopted an EE policy, CK suggested she and HM review the Energy Action Plan (EAP) adopted by council in 2013. CK asked Sarah Farell, SJVCEO, to reset the Portfolio Manager credentials for BC. City of Hesperia Dan Sousa, City of Hesperia, shared that he and MA had met and looked at lighting opportunities across the City. Direct Installed has just wrapped up for City facilities for a total of 47,000 kWh saved. There are other savings opportunities, but the named account holders need to be changed back to the City before moving forward. The Facilities Supervisor is getting quotes on a future City Hall Project. City of Barstow MA reported that the Barstow pump projects did count of savings toward the Partnership for 2015. The Customized Incentive Application was submitted about 2.5 weeks ago. The City also has two OBF projects through Eco Green for lighting. Program Updates HM stated there are no major updates. She mentioned that Energy Efficiency programs overseen by the CPUC are moving to a 10 year rolling portfolio and the details of the design are still being working out. Currently, Adelanto has an agreement to serve as a lead city for the HDR and that needs to change to a resolution to be a partner—just as the other four partners have. The current agreement expires on 12/31/2015. HM is working with an SCE attorney on this issue. Nancy Jackson, Local Public Affairs, has left SCE. There are changes taking place within SCE, the most recent impacting LPA. The reps are now called Government Affairs reps and some jurisdictions will have an assigned rep and some will not. Right now, for this region, Jennifer Cusack is an assigned rep. Bob Steins is an inside rep for Adelanto and Apple Valley. SCE is sending out letters to City Managers to explain the new structure. Partnership Operations CK shared what the group can expect from the SJVCEO staff on a monthly schedule: action items from meeting will come out the week following the meeting; summary notes will come out within two weeks of the meeting. Agenda’s will be sent out with at least one weeks’ notice, preferred two weeks. All business documents for HDR will eventually be housed on a backside webpage for the HDR website. CK reviewed her staff, what they specialize in, and what their roles are in the HDR. The SJVCEO will develop a Partnership website for HDR as soon as SCE approves the request to start work. CK explained the use of benchmarking energy accounts and how that information is used to develop EAPs and project pipelines. The group reviewed individual EAP statuses: Apple Valley Needs to ‘initiate’. Town, SCE and SJVCEO are meeting following this meeting to set out a path forward. Adelanto. Adopted in 2013. Barstow: Needs to ‘initiate’. SF to contact City. Hesperia Needs to ‘initiate’ Victorville Christian Guntert, City f Victorville, shared that Michael Szarzinsky, a planner for Victorville, is working on a regional Climate Action Plan with the San Bernardino Association of Governments (SANBAG). HM will send the Victorville CAP to CK and SF to review and determine movement on. HM shared her goal is to have Apple Valley, Barstow, Hesperia and Victorville move up a tier by the end of 2015. Marketing & Outreach There is a Home Show coming up on the 13-15 of November at the Victorville Fair Grounds. Samantha Dodero, SJVCEO, will get approval from HM and contract for a booth for the Partnership. CK shared that SD will contact the group via email to gather dates and information for local events and to share the “Self-Staffed Event Form” Roundtable HM asked for an update on the First Fuel audit for Victorville. MA sent the audit to CG and Dennis, she will make herself available to meet with the city when they are ready. CG asked to meet in December and will send dates to MA and HM. JM shared that Apple Valley is hiring a new Public Works Director, and he will bring the person to meetings. Julie Ryan, City of Hesperia, shared her role with the City is changing and that DS will be the primary contact going forward. The group had a short discussion on best practices for engaging the community. Other Business CK shared that the SCE All Partners Meeting is coming up on 11/17/2015 in Moreno Valley. HM shared the agenda and encouraged Partners to attend. CK asked if HDR could cover the costs of partner travel to attend; HM did not know, but will look into it and CK will share out with the group if it is an option. The group reviewed the calendar for meetings for the remainder of 2015 and into 2016. Locations were set. The group agreed that 1.5-2 hours is an adequate time for the business at hand. SJVCEO will send out meeting requests moving forward. Conclude With no further business the meeting concluded at 12:00 p.m.
