Summary Notes: Welcome & Introductions Domingo Gonzales, City of Barstow, welcomed the group and commenced the meeting. In-person and phone introductions followed. Project Roundtable CK asked Maya Aubrey and John Rensch, SCE, to lead the review of projects that are on the project listing or other items that are in the pipeline with partners. City of Barstow Three water projects are done. One in payment, signatures for other two are in. Total approx. $6,000 and 42 kWh, 6 kW. New projects submitted five calculated lighting incentives. 224,000 kwh 179 kw 08/11/17 $58,000 Potential Projects: Replace emergency generator at City Hall. Park lights for the skateboard park. Could be somewhat controversial. Town of Apple Valley 50 hp. pump IR is under review. Project is worth 13,000 kWh and 2 Kw with a $4,000 incentive. Mini gym had some issued since resolved. In pre-commitment waiting approval. Should be approved any day now. Could be 5/2017. City of Hesperia September 7th or 8th to do the First Fuel webinar. Courtney Kalashian, SJVCEO, to ask about joining First Fuel webinar. Julie Ryan, City of Hesperia, to add Holly Merrihew, SCE, to list as well. City of Adelanto First Fuel three of five submitted sites are selected (City Hall, Police Station and Senior Center). MA to work with Belen Cordero, City of Adelanto, on scheduling webinar with First Fuel. Evaporative Cooler specs are in, it’s an Express program. MA will submit to reviewers today. MA talked with Perk Water, not a lot of opportunities for water projects, but most are maintenance, not above and beyond in terms of efficiency and energy savings. SCADA info coming out this afternoon. City of Victorville Wells 203 and 207 are paid! The lighting project—MA to talk to Eddie and change approach. City wants to go through OBF, but lack of movement makes MA think we should move forward with the calculations as is. The project cost might not be as accurate. OBF app is a two-month process on average. Project must be wrapped up in 2016.

Amethyst and Sycamore Pump Station, MA reaching out to Arnold V., City of Victorville, with reminders that this is a potential SBD and need the letter of intent to get the project in the queue. Pipelining CK made a pitch for project pipelining, as well as explained the process for CEO to push ELP requirements to make sure that incentives are taken advantage of. Maya Aubrey, SCE, agreed, and incentives are always changing and sometimes there is a short timeline from CPUC. Better at securing incentive. SCE announced yesterday that they are getting a two-year project approval for LGPs in the Energy Leader system. Likely to push for all Public Sector. Pump Incentive Update (Maya): No pump incentive restored just yet. But there is a lot of testing and develop that SCE is working on the prove to commission. No more tomorrow. Program Updates SCE announced additional changes to ELP model that will streamline transition through tier levels. Have combined EE and DR would be IDSM menu. Incentive tier will be regular and no bonus. Requirements of menu, do 3 out of the 5 instead of hitting all the points. Model is challenging to RHTR LGP partners at current levels. Strategic Plan will be part of ELM and will be staged approach. LGC/LGSEC Update An update on EE programs and where things stand. The LGC currently holds the EE Best Practices Coordinator and SEEC contract. But now they are putting together a business plan that would house all LGP programs within the LGC. LGC is stating that this idea would streamline administrative costs, but LGP’s would be removed from IOU’s. The LGSEC and its board are working on shaping this idea. Background for the group, LGSEC is comprised of LA county, both REN’s and larger cities in the state. Smallest member is SLO County. CK informed the group that when SJVCEO is making/submitting comment we will be clarifying who we are representing in the comments. If the HDR group is not comfortable with the stance of SJVCEO, please let CK know and she will clarify. SJVCEO BOD has taken a stance that this idea of LGP program models is not the right fit for the central valley that it represents. SJVCEO has submitted comments to the CPUC. RHTR has submitted comment to the CPUC as well. The HDR Partners agreed to take the stance that SJVCEO has taken and approves to have thoughts be reflected in comments to CPUC. CPUC decision that was issued was very foggy. The 4 IOU’s will work to streamline all program offerings. CPUC has asked CAEECC to put forward a proposal. Working group to meet with CPUC ED and staff. For questions or concerns reach out to CK. Other Business Logo Update It is complete and all marketing and website materials have been updated. SD send logo files to Joyce Lueng at SCE.

Adelanto Conservation Fair Event Report BC invited HDR to event. Water, Air, Energy. First time being out in the community, great opportunity to connect with residents. Roughly 1,000 in attendance. In Adelanto, Monday morning are bill pay days. They are in the lobby and bill pay area. In Barstow, the public like to go to the office. They don’t like to use computer; they don’t want to do to convenience stores. Same in Victorville. CARE, Medical Baseline, FERA, ESA MIDI brochures in English and Spanish (Korean for Victorville and Adelanto)

October Energy Awareness Month CK informed the group of some of the activities that the VIEW Partnership does for Energy Awareness. She wanted to give the group ideas of what is possible for next year’s outreach efforts. She asked the partners for events they are aware of that the partnership can tack onto. Christian Guntert, Victorville, stated the city has a Fall Festival on October 1st. CK proposed rural outreach/pocket neighborhood outreach event idea to the partners. Some proposed reaching out to Supervisor Robert Lovingood as he is the regional supervisor. HM to reach out to Jennifer Cusack, SCE, to see how to approach the local governments. The partners brainstormed a few associations that the partnership can work with for next year’s event promotion. Victorville has the Downtown Association and the Rescue Mission. Reach out to Korean church if we want to connect. Awards Luncheon CK stated that SJVCEO likes to highlight achievements made my partners. The group would like to hold a luncheon the beginning of 2017. But 1/5 is too soon after the holidays. The partners threw out a few ideas for location that would work well. El Pescador (has a separate room) in Victorville and Mama Carpinos in Apple Valley. Reminded the partners of the upcoming Water Conference September 13-14 in Irwindale. Next meeting at EOS in Adelanto with an EE tour following the meeting. MA to let Chris Tran know. Conclude Meeting ended at 12:01 p.m.
