‫) َﻭ َﻣﺎ َﻛﺎﻥَ ْﺍﻟ ُﻤﺆْ ِﻣﻨُﻮﻥَ ِﻟﻴَ ْﻨ ِﻔ ُﺮﻭﺍ َﻛﺎﻓﱠﺔً ۚ ﻓَﻠَ ْﻮ َﻻ ﻧَﻔَ َﺮ ِﻣ ْﻦ ُﻛ ِّﻞ ﻓِ ْﺮﻗَ ٍﺔ ِﻣ ْﻨ ُﻬ ْﻢ‬ ‫َ‬ ‫ِﻳﻦ َﻭ ِﻟﻴُ ْﻨﺬ ُِﺭﻭﺍ ﻗَ ْﻮ َﻣ ُﻬ ْﻢ ِﺇﺫَﺍ َﺭ َﺟﻌُﻮﺍ ِﺇﻟَ ْﻴ ِﻬ ْﻢ ﻟَﻌَﻠﱠ ُﻬ ْﻢ‬ ‫ﻁﺎﺋِﻔَﺔٌ ِﻟﻴَﺘَﻔَﻘﱠ ُﻬﻮﺍ ﻓِﻲ ﺍﻟﺪّ ِ‬ ‫ﻳَ ْﺤﺬَ ُﺭﻭﻥَ (ﺍﻟﺘﻮﺑﺔ‪122:‬‬ ‫ﻋﻦ ﺗﻤﻴﻢ ﺑﻦ ﺃﻭﺱ ﺭﺿﻲ ﷲ ﻋﻨﻪ ‪ ،‬ﺃﻥ ﺍﻟﻨﺒﻲ ﷺ ﻗﺎﻝ ‪) :‬ﺍﻟﺪﻳﻦ ﺍﻟﻨﺼﻴﺤﺔ ‪ ،‬ﻗﻠﻨﺎ‬ ‫‪ :‬ﻟﻤﻦ ﻳﺎ ﺭﺳﻮﻝ ﷲ ؟ ﻗﺎﻝ ‪ ، 6 :‬ﻭﻟﻜﺘﺎﺑﻪ ‪ ،‬ﻭﻟﺮﺳﻮﻟﻪ ‪ ،‬ﻭﻷﺋﻤﺔ ﺍﻟﻤﺴﻠﻤﻴﻦ‬ ‫ﻭﻋﺎﻣﺘﻬﻢ ( ﺭﻭﺍﻩ ﺍﻟﺒﺨﺎﺭﻱ ﻭﻣﺴﻠﻢ‬

‫ﺛﺎﻧﻴﺎ‪ :‬ﺍﺳﺘﺜﻤﺎﺭ ﺍﻟﻄﺎﻗﺎﺕ ﺍﻟﻌﻠﻤﻴﺔ‬ ‫ﻭﺍﻻﺳﺘﺸﺎﺭﻳﺔ ﻭﺍﻟﺘﺨﺼﺼﻴﺔ ﻓﻲ ﺟﻤﻴﻊ ﺍﻟﻤﺠﺎﻻﺕ‬ ‫ﺍﻟﻌﻠﻤﻴﺔ ﻭﺍﻟﻌﻤﻠﻴﺔ ﻭﻓﺘﺢ ﻗﻨﻮﺍﺕ ﺍﻟﺘﻮﺍﺻﻞ ﺑﻴﻨﻬﺎ‬ ‫ﺗﻤﻬﻴﺪﺍ ﻻﻧﺘﻔﺎﻉ ﺍﻷﻣﺔ ﻣﻦ ﻧﺎﺗﺞ ﺍﺟﺘﻬﺎﺩﻫﺎ ﻭﺃﺩﺍﺋﻬﺎ‪.‬‬ ‫ﺛﺎﻟﺜﺎ‪ :‬ﺇﻳﺠﺎﺩ ﺑﻴﺌﺔ ﻭﻧﻈﺎﻡ ﻳﺴﻤﺢ ﺑﺘﻨﺴﻴﻖ‬ ‫ﻭﺗﻜﺎﻣﻞ ﺭﺅﻯ ﻭﺟﻬﻮﺩ ﺍﻟﺠﻤﺎﻋﺎﺕ ﻭﺍﻷﺣﺰﺍﺏ‬ ‫ﻭﺍﻟﻤﺆﺳﺴﺎﺕ ﻭﺍﻷﻓﺮﺍﺩ ﺍﻟﻤﺴﺘﻘﻠﻴﻦ ﻓﻲ ﺇﺩﺍﺭﺓ‬ ‫ﺍﻷﺯﻣﺎﺕ ﺍﻟﻜﺒﺮﻯ ﺍﻟﺘﻲ ﺗﺤﺪﺙ ﻟﻸﻣﺔ ﻭﺍﻟﺘﺨﻔﻴﻒ ﻣﻦ‬ ‫ﺍﻟﻔﻮﺿﻰ ﻭﺍﻹﺭﺑﺎﻙ ﺍﻟﻨﺎﺗﺞ ﻋﻦ ﺗﻘﺎﻁﻊ ﺗﻠﻚ ﺍﻟﺮﺅﻯ‬ ‫ﻭﺍﻟﺠﻬﻮﺩ‪.‬‬ ‫ﺭﺍﺑﻌﺎ‪ :‬ﺗﺄﺳﻴﺲ ﺁﻟﻴﺎﺕ ﻭﻣﺮﺟﻌﻴﺎﺕ ﻣﺴﺘﻘﻠﺔ‬ ‫ﻟﻠﻤﺼﺎﻟﺤﺔ ﻭﺍﻟﺘﺤﻜﻴﻢ ﻭﻓﺾ ﺍﻟﻤﻨﺎﺯﻋﺎﺕ‪.‬‬ ‫‪7‬‬


‫ﺍﻟﺮﺳﺎﻟﺔ ﻭﺍﻟﻤﻬﻤﺔ‬

‫ﺇﺻﻼﺡ ﺫﺍﺕ ﺍﻟﺒﻴﻦ ﻭﺇﻧﻬﺎء ﺍﻟﺘﻨﺎﺯﻉ ﻭﻓﺘﺢ ﺍﻟﺒﺎﺏ‬ ‫ﻟﻼﻋﺘﺼﺎﻡ ﺑﺤﺒﻞ ﷲ ﺟﻤﻴﻌﺎ ﻭﺍﻟﺘﻌﺎﻭﻥ ﻋﻠﻰ ﺍﻷﻫﺪﺍﻑ‬ ‫ﺍﻟﻜﺒﺮﻯ ﺍﻟﻤﺸﺘﺮﻛﺔ ﻓﻲ ﺍﻷﻣﺔ‬ ‫ﻭﺗﺘﻌﻠﻖ ﻫﺬﻩ ﺍﻟﺮﺳﺎﻟﺔ ﺑﺄﻫﻢ ﺍﻻﻁﺮﻭﺣﺎﺕ ﺍﻟﺘﺠﺪﻳﺪﻳﺔ ﻓﻲ‬ ‫ﺭﺅﻳﺔ ﺍﻟﻤﺸﺮﻭﻉ ﺍﻹﺳﻼﻣﻲ ﻭﺍﻟﺘﻲ ﺗﺒﺸﺮ ﺑﺎﻟﺨﻼﻓﺔ ﻭﺇﺣﻴﺎء‬ ‫ﻧﻈﺎﻡ ﺍﻟﺤﻜﻢ ﺍﻟﺮﺍﺷﺪﻱ ﻓﻼ ﻣﻜﺎﻥ ﻟﺘﺠﺪﻳﺪ ﺍﻟﻌﻀﻮﺿﻴﺔ‬ ‫ﻭﺍﻟﻤﻠﻚ‪ ،‬ﻓﻀﻼ ﻋﻦ ﺇﻁﺎﻟﺔ ﻋﻤﺮ ﺍﻟﻨﻈﺎﻡ ﺍﻟﺠﺒﺮﻱ ﺍﻟﺬﻱ‬ ‫ﺃﻫﻠﻚ ﺍﻟﺤﺮﺙ ﻭﺍﻟﻨﺴﻞ‪.‬‬

‫ﻭﻋﻠﻴﻪ ﻓﺈﻥ ﺭﺳﺎﻟﺔ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ‬ ‫ﺗﺄﺗﻲ ﺧﺎﺩﻣﺔ ﻟﻤﺮﺗﻜﺰﺍﺕ ﺍﻟﻤﺸﺮﻭﻉ‬ ‫ﺍﻹﺳﻼﻣﻲ ﺍﻟﺘﺎﻟﻴﺔ‪:‬‬

‫ﺃﺳﺒﺎﺏ ﻭﺩﻭﺍﻋﻲ ﻗﻴﺎﻡ ﻣﺸﺮﻭﻉ‬ ‫)ﻭﺃﺻﻠﺤﻮﺍ ﺫﺍﺕ ﺑﻴﻨﻜﻢ(‬ ‫ﺃﻭﻻ‪ :‬ﺍﻟﺴﺒﺐ ﻭﺍﻟﺪﺍﻋﻲ ﺍﻟﺸﺮﻋﻲ ﻭﺍﻟﻔﺮﺽ‬ ‫ﺍﻟﻜﻔﺎﺋﻲ ﺍﻟﻤﺘﻤﺜﻞ ﺑﻀﺮﻭﺭﺓ ﺳﻌﻲ ﺟﻬﺔ ﻣﺎ ﻓﻲ ﺍﻷﻣﺔ‬ ‫ﻟﺠﻤﻊ ﺍﻟﻜﻠﻤﺔ ﻭﺇﺻﻼﺡ ﺫﺍﺕ ﺑﻴﻦ ﺍﻟﻤﺘﻨﺎﻓﺮﻳﻦ ﻣﻦ‬ ‫ﺍﻟﺠﻤﺎﻋﺎﺕ ﻭﺍﻟﺘﻜﺘﻼﺕ ﻭﺭﻓﻊ ﺍﻟﺤﺮﺝ ﺍﻟﻤﺘﺤﻘﻖ ﺑﺴﺒﺐ‬ ‫ﺫﻟﻚ ﺍﻟﺘﻨﺎﻓﺮ‪ ،‬ﻭﺃﻥ ﻳﺘﺤﻮﻝ ﻫﺬﺍ ﺍﻟﺴﻌﻲ ﺇﻟﻰ ﻣﺸﺮﻭﻉ‬ ‫ﻣﺘﻜﺎﻣﻞ ﻳﺆﺗﻲ ﺃﻛﻠﻪ ﻭﺁﺛﺎﺭﻩ ﺍﻟﻄﻴﺒﺔ ﻋﻠﻰ ﺍﻷﺭﺽ‬ ‫ﺎﻥ‬ ‫)ﻭ َﻣﺎ َﻛ َ‬ ‫ﻭﺫﻟﻚ ﺍﻣﺘﺜﺎﻻ ﻟﻤﺎ ﺃﻣﺮ ﷲ ﺑﻪ ﻋﺰ ﻭﺟﻞ ‪َ :‬‬ ‫ﻮﻥ ِﻟﻴَ ْﻨ ِﻔ ُﺮﻭﺍ َﻛﺎﻓﱠﺔً ۚ ﻓَﻠَ ْﻮ َﻻ ﻧَﻔَ َﺮ ِﻣ ْﻦ ُﻛ ِّﻞ ﻓِ ْﺮﻗَ ٍﺔ‬ ‫ْﺍﻟ ُﻤﺆْ ِﻣﻨُ َ‬ ‫ِﻣ ْﻨ ُﻬ ْﻢ َ‬ ‫ﻳﻦ َﻭ ِﻟﻴُ ْﻨ ِﺬ ُﺭﻭﺍ ﻗَ ْﻮ َﻣ ُﻬ ْﻢ ِﺇﺫَﺍ‬ ‫ﻁﺎ ِﺋﻔَﺔٌ ِﻟﻴَﺘَﻔَﻘﱠ ُﻬﻮﺍ ﻓِﻲ ﺍﻟ ِﺪّ ِ‬ ‫ﻭﻥ(ﺍﻟﺘﻮﺑﺔ‪122:‬‬ ‫َﺭ َﺟﻌُﻮﺍ ِﺇﻟَ ْﻴ ِﻬ ْﻢ ﻟَﻌَﻠﱠ ُﻬ ْﻢ ﻳَ ْﺤﺬَ ُﺭ َ‬

‫ﻓﻘﺪ ﺃﻭﺭﺩ ﺍﻟﻘﺮﻁﺒﻲ ﻓﻲ ﺷﺮﺡ ﻣﻌﻨﻰ‬ ‫ﺍﻟﻄﺎﺋﻔﺔ‪ :‬ﻗﺎﻝ ﺍﻷﺧﻔﺶ‪ :‬ﺃﻱ ﻓﻬﻼ ﻧﻔﺮ ﻣﻦ ﻛﻞ ﻓﺮﻗﺔ ﻣﻨﻬﻢ‬ ‫ﻁﺎﺋﻔﺔ ﺍﻟﻄﺎﺋﻔﺔ ﻓﻲ ﺍﻟﻠﻐﺔ ﺍﻟﺠﻤﺎﻋﺔ ‪ ،‬ﻭﻗﺪ ﺗﻘﻊ ﻋﻠﻰ ﺃﻗﻞ ﻣﻦ‬ ‫ﺫﻟﻚ ﺣﺘﻰ ﺗﺒﻠﻎ ﺍﻟﺮﺟﻠﻴﻦ ‪.‬ﺍﻧﺘﻬﻰ‬ ‫ﻛﻤﺎ ﺃﻭﺭﺩ ﺻﺎﺣﺐ ﺗﻔﺴﻴﺮ ﺍﻟﻤﻨﺎﺭ ﻣﺎ ﻳﻠﻲ‪ :‬ﻫﺬﻩ ﺍﻵﻳﺔ ﻣﻦ‬ ‫ﺗﺘﻤﺔ ﺃﺣﻜﺎﻡ ﺍﻟﺠﻬﺎﺩ ﺑﺎﻟﻘﺘﺎﻝ ‪ ،‬ﻣﻊ ﺯﻳﺎﺩﺓ ﺣﻜﻢ ﻁﻠﺐ ﺍﻟﻌﻠﻢ‬ ‫ﻭﺍﻟﺘﻔﻘﺔ ﻓﻲ ﺍﻟﺪﻳﻦ ﻭﻫﻮ ﺁﻟﺔ ﺍﻟﺠﻬﺎﺩ ﺑﺎﻟﺤﺠﺔ ﻭﺍﻟﺒﺮﻫﺎﻥ ‪،‬‬ ‫ﺍﻟﺬﻱ ﻋﻠﻴﻪ ﻣﺪﺍﺭ ﺍﻟﺪﻋﻮﺓ ﺇﻟﻰ ﺍﻹﻳﻤﺎﻥ ﻭﺇﻗﺎﻣﺔ ﺩﻋﺎﺋﻢ‬ ‫ﺍﻹﺳﻼﻡ‪.‬ﺍﻧﺘﻬﻰ‬ ‫ﻣﻊ ﻣﻼﺣﻈﺔ ﻣﺎ ﻳﻨﺘﺞ ﻋﻦ ﻫﺬﻩ ﺍﻟﻨﱡﻔﺮﺓ ﺍﻟﺘﺨﺼﺼﻴﺔ ﻭﻫﻮ‬ ‫ﺍﻟﻨﺬﺍﺭﺓ ﻭﺍﻟﺤﺬﺭ )ﻟﻌﻠﻬﻢ ﻳﺤﺬﺭﻭﻥ( ﺃﻱ ﺗﺤﺬﻳﺮ ﺍﻷﻣﺔ ﻣﻦ‬

‫ﺃﺧﻄﺮ ﻣﺎ ﻳُﺮﺍﺩ ﺑﻬﺎ ﻭﺩﻻﻟﺘﻬﺎ ﻋﻠﻰ‬ ‫ﺍﻟﺮﺷﺪ‪ ،‬ﻭﻟﻌﻞ ﺍﻷﻣﺔ ﺃﺣﻮﺝ ﻣﺎ‬ ‫ﺧﻄﻂ ّ‬ ‫ﺗﻜﻮﻥ ﺍﻵﻥ ﺇﻟﻰ ﺟﻤﻊ ﺧﻼﺻﺎﺕ ﻫﺬﺍ‬ ‫ﺍﻟﻘﺮﻥ ﻣﻦ ﺗﺪﺍﻋﻲ ﺍﻷﻣﻢ ﻋﻠﻴﻬﺎ‬ ‫ﻭﺍﻟﻤﻌﺎﺭﻙ ﺍﻟﺘﻲ ﺧﺎﺿﺘﻬﺎ ﻣﻌﻬﻢ ﻟﻮﺿﻊ‬ ‫ﺍﻓﻀﻞ ﺍﻟﺨﻄﻂ ﻭﺍﻟﺘﺼﻮﺭﺍﺕ ﻓﻲ ﺇﺩﺍﺭﺓ ﺍﻟﻤﺮﺣﻠﺔ ﺍﻟﺤﺎﻟﻴﺔ‬ ‫ﻭﺍﻟﻘﺎﺩﻣﺔ ﻭﻋﺒﺮ ﺁﻟﻴﺎﺕ ﺟﻤﺎﻋﻴﺔ ﻭﺗﻜﺎﻣﻞ ﻓﻲ ﺍﻷﺩﺍء ﺑﻴﻦ‬ ‫ﻓﺌﺎﺕ ﺍﻷﻣﺔ ﻛﻠﻬﺎ‪.‬‬ ‫ﺛﺎﻧﻴﺎ ‪ :‬ﺍﻟﻔﺮﺍﻍ ﺍﻟﻤﺮﺟﻌﻲ ﺍﻟﺬﻱ ﺗﻌﺎﻧﻲ ﻣﻨﻪ ﻗﻀﺎﻳﺎ‬ ‫ﺍﻷﻣﺔ ﻭﺍﺿﻄﺮﺍﺭﻫﺎ ﻟﻠﺮﺟﻮﻉ ﺇﻟﻰ ﺍﻟﺤﻜﻮﻣﺎﺕ‬ ‫ﺍﻟﻘﻄﺮﻳﺔ ﻭﺍﻟﻤﺮﺟﻌﻴﺎﺕ ﺍﻹﻗﻠﻴﻤﻴﺔ ﻭﺍﻟﺪﻭﻟﻴﺔ ﻭﻣﺎ ﻧﺘﺞ‬ ‫ﻋﻦ ﺫﻟﻚ ﻣﻦ ﺿﻴﺎﻉ ﺣﻘﻮﻗﻬﺎ ﻭ ُﺣ ُﺮﻣﺎﺗﻬﺎ‪ ،‬ﻣﻊ ﺍﻟﻌﻠﻢ‬ ‫ﺑﺄﻥ ﻛﻞ ﺗﻠﻚ ﺍﻟﻤﺮﺟﻌﻴﺎﺕ ﻗﺪ ﻫﻴﻤﻨﺖ ﻋﻠﻴﻬﺎ ﺍﻟﻤﻨﻈﻮﻣﺔ‬ ‫ﺍﻟﺪﻭﻟﻴﺔ ﻭﺍﻟﺘﻲ ﻣﻨﺘﻬﻰ ﺃﻣﺮﻫﺎ ﺇﻟﻰ ﺍﻟﻴﻬﻮﺩ‬

‫ﻭﺍﻟﻨﺼﺎﺭﻯ ﻭﺍﻟﻤﺸﺮﻛﻴﻦ‪ ،‬ﻓﻤﺎ ﻟﻢ‬ ‫ﺗﺘﻤﻜﻦ ﺍﻷﻣﺔ ﻣﻦ ﺗﺄﺳﻴﺲ ﻧﻮﺍﺓ ﺃﻭﻟﻰ‬ ‫ﻟﻤﺮﺟﻌﻴﺔ ﺗﻤﺜﻞ ﻋﻤﻖ ﺍﻷﻣﺔ‬ ‫ﻭﺗﺮﺍﺑﻄﻬﺎ ﻓﺈﻥ ﺍﺿﻄﺮﺍﺭﻫﺎ ﻟﻠﺮﺟﻮﻉ‬ ‫ﺇﻟﻰ ﺍﻟﻤﺮﺟﻌﻴﺎﺕ ﺍﻟﺪﻭﻟﻴﺔ ﺳﻴﻮﻗﻌﻬﺎ ﺣﺘﻤﺎ ﻓﻴﻤﺎ ﺣﺬﺭ ﷲ‬ ‫ﻳﻦ‬ ‫ﻳﻦ ﺁ َﻣﻨُﻮﺍ ﻻ ﺗَﺘ ﱠ ِﺨﺬُﻭﺍ ﺍﻟﱠ ِﺬ َ‬ ‫ﻋﺰ ﻭﺟﻞ ﻣﻨﻪ‪):‬ﻳَﺎ ﺃَﻳﱡ َﻬﺎ ﺍﻟﱠ ِﺬ َ‬ ‫ﺎﺏ‬ ‫ﺍﺗ ﱠ َﺨﺬُﻭﺍ ِﺩﻳﻨَ ُﻜ ْﻢ ُﻫ ُﺰﻭﺍ ً َﻭﻟَ ِﻌﺒﺎ ً ِﻣ َﻦ ﺍﻟﱠ ِﺬ َ‬ ‫ﻳﻦ ﺃُﻭﺗُﻮﺍ ْﺍﻟ ِﻜﺘ َ َ‬ ‫ﺎﺭ ﺃ َ ْﻭ ِﻟﻴَﺎ َء َﻭﺍﺗﱠﻘُﻮﺍ ﱠ‬ ‫ﺍ َ ِﺇ ْﻥ ُﻛ ْﻨﺘ ُ ْﻢ‬ ‫ِﻣ ْﻦ ﻗَ ْﺒ ِﻠ ُﻜ ْﻢ َﻭ ْﺍﻟ ُﻜﻔﱠ َ‬ ‫ﻴﻦ( )ﺍﻟﻤﺎﺋﺪﺓ‪(57:‬‬ ‫ُﻣﺆْ ِﻣﻨِ َ‬ ‫ﺛﺎﻟﺜﺎ‪ :‬ﺍﻟﺘﻨﺎﺯﻉ ﻭﺍﻟﻔﺸﻞ ﻭﺍﺧﺘﻼﻑ ﺍﻟﻔﺮﻗﺎء ﻭﻣﻌﺎﻧﺎﺓ‬ ‫ﺍﻷﻣﺔ ﺍﻟﻬﺎﺋﻠﺔ ﻭﺧﺴﺎﺭﺓ ﻗﻀﺎﻳﺎﻫﺎ ﺍﻟﻤﺼﻴﺮﻳﺔ ﺑﺴﺒﺐ‬ ‫ﺐ ِﺭﻳ ُﺤ ُﻜ ْﻢ﴾ﺍﻵﻳﺔ‬ ‫ﻋﻮﺍ ﻓَﺘ َ ْﻔ َ‬ ‫﴿ﻭﻻ ﺗَﻨَﺎﺯَ ُ‬ ‫ﺸﻠُﻮﺍ َﻭﺗ َ ْﺬ َﻫ َ‬ ‫ﺫﻟﻚ‪َ :‬‬ ‫ﺣﻴﺚ ﻟﻢ ﻳﻜﺘﻒ ﺍﻟﻔﺮﻗﺎء ﻓﻲ ﺍﻷﻣﺔ ﺑﺎﻟﺘﻨﺎﺯﻉ ﺍﻟﻌﻠﻤﻲ‬ ‫ﻭﺍﻟﻔﻘﻬﻲ ﻭﺍﻟﺴﻴﺎﺳﻲ ﻭﺍﻟﻔﻜﺮﻱ ﺑﻞ ﻭﺻﻞ ﺍﻟﺤﺎﻝ ﺇﻟﻰ ﺣﺪ‬ ‫ﺍﺳﺘﺨﺪﺍﻡ ﺍﻟﺴﻼﺡ ﻭﺍﺳﺘﺤﻼﻝ ﺍﻟﺪﻣﺎء ﺍﻟﻤﺤﺮﻣﺔ ﻟﻔﻚ ﺍﺷﺘﺒﺎﻙ‬ ‫ﺍﻟﺨﻼﻑ ﺍﻟﻨﻈﺮﻱ! ﻭﺣﺪﺙ ﻫﺬﺍ ﻓﻲ ﺍﻟﻤﺪﺭﺳﺔ ﺍﻟﻮﺍﺣﺪﺓ ﺫﺍﺕ‬ ‫ﺍﻟﻤﺮﺟﻌﻴﺔ ﺍﻟﻔﻜﺮﻳﺔ ﺍﻟﻮﺍﺣﺪﺓ‪.‬‬ ‫‪13‬‬


‫ﻭﻟﻌﻞ ﻣﻦ ﺃﻫﻢ ﺳﺒﺐ ﻋﺪﻡ ﺗﻮﺍﻓﻖ ﺍﻷﻣﺔ‬ ‫ﻋﻠﻰ ﺗﻘﺪﻳﻢ ﺃﺣﺪ ﻣﻦ ﺍﻟﻔﺮﻗﺎء ﺃﻭ‬ ‫ﻣﺠﻤﻮﻋﺔ ﻣﻨﻬﻢ ﻟﻘﻴﺎﺩﺓ ﺍﻟﺘﻌﺎﻭﻥ‬ ‫ﻭﺍﻻﻋﺘﺼﺎﻡ ﻭﺍﻻﻟﺘﻘﺎء ﻋﻠﻰ ﻛﻠﻤﺔ‬ ‫ﺳﻮﺍء ﺃﻧﻪ ﻗﺪ ﻭﻗﻊ ﺑﻴﻦ ﺃﻭﻟﺌﻚ ﺍﻟﻔﺮﻗﺎء‬ ‫ﻣﺎ ﺣﺬﺭ ﻣﻨﻪ ﺭﺏ ﺍﻟﻌﺰﺓ ﺗﺒﺎﺭﻛﺖ ﺃﺳﻤﺎﺅﻩ ‪) :‬ﻭﻻ‬ ‫ﻀ ْ‬ ‫ﺖ ﻏ َْﺰﻟَ َﻬﺎ ِﻣ ْﻦ ﺑَ ْﻌ ِﺪ ﻗُ ﱠﻮﺓٍ ﺃ َ ْﻧ َﻜﺎﺛًﺎ‬ ‫ﺗ َ ُﻜﻮﻧُﻮﺍ َﻛﺎﻟﱠﺘِﻲ ﻧَﻘَ َ‬ ‫ﻮﻥ ﺃ ُ‬ ‫ٌ‬ ‫َ‬ ‫َ‬ ‫ُ‬ ‫ُ‬ ‫ُ‬ ‫ْ‬ ‫َ‬ ‫ﻲ ﺃ َ ْﺭﺑَ ٰﻰ‬ ‫ﻫ‬ ‫ﺔ‬ ‫ﻣ‬ ‫ﻜ‬ ‫ﺗ‬ ‫ﻥ‬ ‫ﺃ‬ ‫ﻢ‬ ‫ﻜ‬ ‫َ‬ ‫ﻨ‬ ‫ﻴ‬ ‫ﺑ‬ ‫َﻼ‬ ‫ﺧ‬ ‫ﺩ‬ ‫ﻢ‬ ‫ﻜ‬ ‫َ‬ ‫ﻧ‬ ‫ﺎ‬ ‫ﻤ‬ ‫ﻳ‬ ‫ﻭﻥ ﺃ‬ ‫ْ‬ ‫ْ‬ ‫َ‬ ‫ﺗَﺘ ﱠ ِﺨﺬ ُ َ‬ ‫ِ‬ ‫َ‬ ‫ﱠ‬ ‫َ‬ ‫ْ‬ ‫ْ‬ ‫َ‬ ‫َ‬ ‫ِﻣ ْﻦ ﺃ ُ ﱠﻣ ٍﺔ ۚ ِﺇﻧﱠ َﻤﺎ ﻳَ ْﺒﻠُﻮ ُﻛ ُﻢ ﱠ‬ ‫ﺍ ُ ِﺑ ِﻪ ۚ َﻭﻟَﻴُﺒَﻴِّﻨ ﱠَﻦ ﻟَ ُﻜ ْﻢ ﻳَ ْﻮ َﻡ ْﺍﻟ ِﻘﻴَﺎ َﻣ ِﺔ‬ ‫ﻮﻥ (ﺍﻟﻨﺤﻞ‪92:‬‬ ‫َﻣﺎ ُﻛ ْﻨﺘ ُ ْﻢ ﻓِﻴ ِﻪ ﺗ َ ْﺨﺘ َ ِﻠﻔُ َ‬ ‫ﻓﻘﺪ ﺃﻭﺭﺩ ﺍﻟﻄﺒﺮﻱ ﻋﻦ ﻗﺘﺎﺩﺓ ﻓﻲ ﺗﻔﺴﻴﺮ ﻗﻮﻝ ﷲ ﻋﺰ‬ ‫ﻭﺟﻞ )ﺃﻥ ﺗﻜﻮﻥ ﺃﻣﺔ ﻫﻲ ﺃﺭﺑﻰ ﻣﻦ ﺃﻣﺔ( ﻗﺎﻝ‪ :‬ﺃﻥ‬ ‫ﻳﻜﻮﻥ ﻗﻮﻡ ﺃﻋﺰ ﻭﺃﻛﺜﺮ ﻣﻦ ﻗﻮﻡ‪.‬ﺍﻧﺘﻬﻰ‬ ‫ﻭﻓﻲ ﻅﻞ ﻫﺬﺍ ﺍﻟﺘﻨﺎﻓﺲ ﻓﺈﻧﻪ ﻟﻴﺲ ﻣﻦ ﺣﻞ ﻟﺪﻓﻊ‬ ‫ﺍﻷﻣﻮﺭ ﻧﺤﻮ ﺑﻨﺎء ﺍﻟﺘﻮﺍﺻﻞ ﻋﻠﻰ ﻣﺴﺘﻮﻯ ﺍﻷﻣﺔ ﺇﻻ‬ ‫ﺃﻥ ﻳُﻌﻬﺪ ﺑﻬﺬﺍ ﺍﻟﻮﺍﺟﺐ ﺇﻟﻰ ﻣﺴﺘﻘﻠﻴﻦ ﻻ ﻳﺘﻄﻠﻌﻮﻥ‬ ‫ﻟﻘﻴﺎﺩﺓ ﻭﻻ ﻳُﻨﺎﻓﺴﻮﻥ ﻋﻠﻰ ﺭﻳﺎﺩﺓ‪.‬‬ ‫‪14‬‬


‫ﺭﺍﺑﻌﺎ‪ :‬ﺣﺎﺟﺔ ﺍﻷﻣﺔ ﺇﻟﻰ‬ ‫ﺭﺅﻳﺔ ﻭﺍﺟﺘﻬﺎﺩ ﺟﺎﻣﻊ ﻳﻮﻗﻒ ﻋﻤﻠﻴﺔ‬ ‫ﺍﻻﺳﺘﻘﻄﺎﺏ ﺍﻟﺤﺎﺩﺓ ﺑﻴﻦ ﺍﺟﺘﻬﺎﺩﺍﺕ‬ ‫ﺍﻟﺠﻤﺎﻋﺎﺕ ﺍﻹﺳﻼﻣﻴﺔ ﻭﺣﺎﺟﺔ ﺍﻷﻣﺔ‬ ‫ﺇﻟﻰ ﺁﻟﻴﺔ ﺗﻤﺜﻞ ﻧﻮﺍﺓ ﻟﻠﻤﺮﺟﻌﻴﺔ ﺍﻟﺸﻮﺭﻭﻳﺔ‪ ،‬ﻭﻋﻠﻴﻪ ﻓﻘﺪ‬ ‫ﻭﺟﺐ ﺃﻥ ﺗﻨﻬﺾ ﻣﺠﻤﻮﻋﺔ ﻣﻦ ﺍﻟﻌﻠﻤﺎء ﻟﺠﻤﻊ ﻭﺗﻘﻴﻴﻢ‬ ‫ﻛﺎﻓﺔ ﺍﻻﻁﺮﻭﺣﺎﺕ ﺍﻟﺘﻲ ﺗُﻌﻨﻰ ﺑﺎﻟﻮﺿﻊ ﺍﻟﻜﻠﻲ ﻓﻲ‬ ‫ﺍﻷﻣﺔ ﺛﻢ ﺗُﻌﻴﺪ ﻋﺮﺽ ﻣﺎ ﺍﺳﺘﻮﻓﻰ ﻣﻦ ﺗﻠﻚ‬ ‫ﺍﻷﻁﺮﻭﺣﺎﺕ ﻣﻦ ﻣﺘﻄﻠﺒﺎﺕ ﺍﻻﺟﺘﻬﺎﺩ ﺷﺮﻋﺎ‬ ‫ﻭﻣﻌﺎﺻﺮﺓ‪ ،‬ﻓﺘـُﺤﻘﻖ ﺑﺬﻟﻚ ﻣﺎ ﺃﻣﺮ ﷲ ﺑﻪ ﻋﺒﺎﺩﻩ‬ ‫ﺼ ُﻤﻮﺍ ِﺑ َﺤ ْﺒ ِﻞ ﱠ‬ ‫ﺍ ِ‬ ‫ﺍﻟﻤﺆﻣﻨﻴﻦ ﻓﻲ ﻗﻮﻟﻪ ﻋﺰ ﻭﺟﻞ‪َ ) :‬ﻭﺍ ْﻋﺘ َ ِ‬ ‫َﺟ ِﻤﻴﻌًﺎ َﻭ َﻻ ﺗَﻔَ ﱠﺮﻗُﻮﺍ( ﺍﻵﻳﺔ‬ ‫ﻭﻟﻦ ﻳﺘﺤﻘﻖ ﺫﻟﻚ ﺑﺪﻭﺭﻩ ﺇﻻ ﺑﺈﻳﺠﺎﺩ ﺁﻟﻴﺔ ﻹﺩﺍﺭﺓ ﺍﻟﺨﻼﻑ‬ ‫ﻭﻣﻦ ﺛﻢ ﺗﺄﺳﻴﺲ ﻧﻮﺍﺓ ﻗﺎﺩﺭﺓ ﻋﻠﻰ ﺟﻤﻊ ﺍﻟﻤﻌﻨﻴﻴﻦ ﻓﻲ‬ ‫ﺍﻷﻣﺔ ﻟﻠﻨﻈﺮ ﻓﻲ ﻣﺼﺎﻟﺤﻬﺎ ﻭﻗﻀﺎﻳﺎﻫﺎ ﺍﻟﻌﻠﻴﺎ‪.‬‬ ‫‪15‬‬

‫ﻳُﻘﺮ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﺑﺤﻖ ﺍﻷﻣﺔ ﺃﻥ ﺗﺘﻌﺪﺩ‬ ‫ﺍﺟﺘﻬﺎﺩﺍﺗﻬﺎ‪ ،‬ﻭﻳﺘﺮﺗﺐ ﻋﻠﻰ ﺗﻌﺪﺩ ﺍﻻﺟﺘﻬﺎﺩ ﺗﻌﺪﺩ‬ ‫ﺍﻟﻤﺪﺍﺭﺱ ﻭﺍﻟﺠﻤﺎﻋﺎﺕ ﻭﺍﻷﺣﺰﺍﺏ ﻭﺍﻟﺘﻜﺘﻼﺕ‬ ‫ﻓﻲ ﻅﻞ ﻗﻮﺍﻋﺪ ﺍﻟﺪﻳﻦ ﺍﻟﻜﻠﻴﺔ ﻭﺍﻟﺘﻲ ﺗﻔﺮﺽ‬ ‫ﺑﺮﺷﺪ ﻭﺍﻋﺘﺼﺎﻡ‬ ‫ﺑﺪﻭﺭﻫﺎ ﺇﺩﺍﺭﺓ ﺗﻠﻚ ﺍﻟﺘﻌﺪﺩﻳﺔ ُ‬ ‫ﺑﺤﺒﻞ ﷲ ﺟﻤﻴﻌﺎ‪.‬‬ ‫ﻳُﻘﺮ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﺑﺤﻖ ﺍﻷﻣﺔ ﺍﻟﻌﺎﻡ ﻓﻲ ﻣﺮﺍﻗﺒﺔ‬ ‫ﻭﻣﺤﺎﺳﺒﺔ ﺍﻟﺠﻤﺎﻋﺎﺕ ﻭﺍﻷﺣﺰﺍﺏ ﻭﺗﺼﺮﻓﻬﺎ ﻓﻲ‬ ‫ﺍﻟﺸﺄﻥ ﺍﻟﻌﺎﻡ ﻭﺗﻌﺮﺿﻬﺎ ﻟﻠﻤﺼﺎﻟﺢ ﺍﻟﻌﻠﻴﺎ ﻟﻸﻣﺔ‪،‬‬ ‫ﻭﻻ ﺑُﺪ ﻟﻮﺿﻊ ﻫﺬﺍ ﺍﻟﺤﻖ ﻣﻮﺿﻊ ﺍﻟﺘﻨﻔﻴﺬ ﺃﻥ‬ ‫ﺗﺴﻌﻰ ﺍﻷﻣﺔ ﻻﻋﺘﻤﺎﺩ ﻭﺇﻗﺮﺍﺭ ﺁﻟﻴﺎﺕ ﻭﻣﺆﺳﺴﺎﺕ‬ ‫ﺗﺄﺧﺬ ﻫﺬﺍ ﺍﻟﻮﺍﺟﺐ ﻋﻠﻰ ﻋﺎﺗﻘﻬﺎ‪.‬‬

‫‪ -5‬ﻻ ﻳﺠﻮﺯ ﻟﻬﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﺃﻥ‬ ‫ﻳﻤﺎﺭﺱ ﺃﻱ ﻧﻮﻉ ﻣﻦ ﺍﻹﻗﺼﺎء ﻷﻱ‬ ‫ﻣﻜﻮﻥ ﻣﻦ ﻣﻜﻮﻧﺎﺕ ﺍﻷﻣﺔ ﺍﻟﻌﻠﻤﻴﺔ ﺃﻭ‬ ‫ّ‬ ‫ﺍﻟﻔﻜﺮﻳﺔ ﺃﻭ ﺍﻟﻌﺮﻗﻴﺔ ﺃﻭ ﺍﻟﺴﻴﺎﺳﻴﺔ ﻣﻬﻤﺎ ﻛﺎﻥ‬ ‫ﺍﻻﺧﺘﻼﻑ ﻣﻌﻪ‪.‬‬ ‫ﻳﺘﻌﻬﺪ ﻛﻞ ﻣﻦ ﻳﻠﺘﺤﻖ ﺑﺨﺪﻣﺔ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﻣﻦ‬ ‫ﺍﻟﻌﻠﻤﺎء ﻭﺍﻟﻤﺘﺨﺼﺼﻴﻦ ﺑﺄﻥ ﻳﺤﺎﻓﻈﻮﺍ ﻋﻠﻰ‬ ‫ﺍﺳﺘﻘﻼﻟﻪ ﻋﻦ ﺃﻱ ﺍﺳﺘﻘﻄﺎﺏ ﻟﺼﺎﻟﺢ ﺍﻟﺠﻤﺎﻋﺎﺕ‬ ‫ﻭﺍﻟﺘﻜﺘﻼﺕ ﺩﺍﺧﻞ ﺍﻷﻣﺔ ﻓﻀﻼ ﻋﻦ ﺻﻴﺎﻧﺘﻪ‬ ‫ﻋﻦ ﺗﺄﺛﻴﺮ ﺍﻷﻋﺪﺍء ﻋﻠﻰ ﺃﺩﺍﺋﻪ ﺩﺍﺧﻞ ﻭﺧﺎﺭﺝ‬ ‫ﺍﻷﻣﺔ‪.‬‬ ‫ﻻ ﻳﺴﻌﻰ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﻟﺘﺄﺳﻴﺲ ﺃﻱ ﻧﻮﻉ ﻣﻦ‬ ‫ﺃﻧﻮﺍﻉ ﺍﻟﻘﻴﺎﺩﺓ ﺍﻟﻤﺮﻛﺰﻳﺔ ﻓﻲ ﺍﻷﻣﺔ ﻭﺇﻧﻤﺎ ﻳﺴﻌﻰ‬ ‫ﻹﻋﺎﻧﺔ ﻛﻞ ﻣﻜﻮﻧﺎﺕ ﺍﻷﻣﺔ ﻋﻠﻰ ﺍﺳﺘﺸﺮﺍﻑ‬ ‫ﺍﻟﻤﺴﺘﻘﺒﻞ ﻭﻓﻖ ﺍﻟﻨﻈﺮﻳﺎﺕ ﺍﻻﺟﺘﻬﺎﺩﻳﺔ ﺍﻟﻤﻄﺮﻭﺣﺔ‬ ‫ﻭﺁﻟﻴﺎﺕ ﺍﻷﺩﺍء ﺍﻟﻜﻠﻲ‪.‬‬ ‫‪20‬‬

‫‪ -8‬ﻻ ﻳُﻌﺘﺒَﺮ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ‬ ‫ﺇﺿﺎﻓﺔ ﻟﺠﻤﺎﻋﺔ ﺃﻭ ﺣﺰﺏ ﺟﺪﻳﺪ ﻓﻲ‬ ‫ﺳﺎﺣﺔ ﺍﻷﻣﺔ ﻭ ﻫﻮ ﻟﻴﺲ ﺑﺪﻳﻼ ﻋﻦ‬ ‫ﺍﻟﺠﻤﺎﻋﺎﺕ ﺍﻟﻌﺎﻣﻠﺔ ﻋﻠﻰ ﺍﻟﺴﺎﺣﺔ ﻭﺇﻧﻤﺎ ﺗﺘﺮﻛﺰ‬ ‫ﻣﻬﻤﺘﻪ ﻓﻲ ﺗﻮﻓﻴﺮ ﺑﻴﺌﺔ ﻣﺤﺎﻳﺪﺓ ﻟﺘﻮﺍﺻﻞ ﺍﻟﺠﻬﻮﺩ‬ ‫ﻭﺗﻨﺴﻴﻖ ﺍﻟﻤﻮﺍﻗﻒ ﻭﺍﻟﺮﺅﻯ ﻓﻲ ﻗﻀﺎﻳﺎ ﺍﻷﻣﺔ‬ ‫ﺍﻟﻜﺒﺮﻯ ﻭﻹﺻﻼﺡ ﺫﺍﺕ ﺑﻴﻦ ﺍﻟﻤﺆﻣﻨﻴﻦ‪.‬‬ ‫ﻓﻜﺮﺓ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﻭﺑﻨﺎﺋﻪ ﺍﻟﻨﻈﺮﻱ ﻭﻛﺬﺍ ﺁﻟﻴﺎﺕ‬ ‫ﺍﻟﻌﻤﻞ ﻓﻴﻪ ﻭﻣﺴﺘﻘﺒﻠﻪ ﻟﻴﺴﺖ ﻣﺮﺗﻬﻨﺔ ﻷﻱ ﺟﻤﺎﻋﺔ‬ ‫ﻭﻻ ﺩﻭﻟﺔ ﻭﻻ ﺃﻓﺮﺍﺩ ﺑﺄﻋﻴﺎﻧﻬﻢ ﻭﺇﻧﻤﺎ ﻫﻲ ﻣﺒﺎﺩﺭﺓ‬ ‫ﻓﺮﺩﻳﺔ ﻳُﺮﺟﻰ ﺃﻥ ﺗﺘﻘﺒﻠﻬﺎ ﺍﻷﻣﺔ ﺑﻘﺒﻮﻝ ﺣﺴﻦ‬ ‫ﻭﺗﺘﺒﻨﺎﻫﺎ ﻋﺒﺮ ﻋﻠﻤﺎﺋﻬﺎ ﺍﻟﺜﻘﺎﺓ ﻭﺭﻣﻮﺯﻫﺎ‬ ‫ﺍﻟﻤﻌﺘﺒﺮﻳﻦ‪.‬‬

‫‪ -10‬ﻻ ﻳ ُﺠﻮﺯ ﻓﻲ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ ﺃﻥ ﺗﺘﻮﻟﻰ ﻗﻴﺎﺩﺍﺕ‬ ‫ﺍﻟﺠﻤﺎﻋﺎﺕ ﻭﺍﻷﺣﺰﺍﺏ ﻣﺴﺆﻭﻟﻴﺔ ﻣﺘﻘﺪﻣﺔ ﻓﻲ‬ ‫ﻧﻈﺎﻣﻪ ﻛﺄﻣﻴﻦ ﻋﺎﻡ ﺍﻟﻤﺸﺮﻭﻉ ﻭﺭﺋﻴﺲ ﻣﺠﻠﺲ‬ ‫ﺍﻟﺸﻮﺭﻯ ﻭﺭﺅﺳﺎء ﺍﻟﻤﻜﺎﺗﺐ ﺍﻟﻤﺘﺨﺼﺼﺔ‪.‬‬ ‫‪ -11‬ﺍﻟﺨﻴﺮﻳﺔ ﺍﻟﻤﺴﺘﻤﺮﺓ ﻓﻲ ﻫﺬﻩ ﺍﻷﻣﺔ ﻭﺍﻟﺜﻘﺔ ﺑﻨﺼﺮ‬ ‫ﷲ ﻭﻭﻋﺪﻩ ﺍﻟﻨﺎﺟﺰ ﻭﻣﺎ ﺃﻣﺮ ﺑﻪ ﻣﻦ ﺍﻋﺘﺼﺎﻡ‬ ‫ﺑﺤﺒﻠﻪ ﻭﻋﺪﻡ ﺍﻟﺘﻔﺮﻕ ﻳﺠﻌﻞ ﺗﻨﻔﻴﺬ ﻫﺬﺍ ﺍﻟﻤﺸﺮﻭﻉ‬ ‫ﻣﻤﻜﻨﺎ ﻭﻓﻲ ﻣﺘﻨﺎﻭﻝ ﺃﻳﺪﻱ ﺍﻟﺼﺎﺩﻗﻴﻦ‪.‬‬

‫ﺃﻥ ﻳﺸﻬﺪ ﻟﻪ ﺃﻫﻞ ﺍﻟﺘﺨﺼﺺ ﺃﻭ ﺃﻫﻞ ﻗﻄﺮﻩ‬ ‫ﺑﺘﺤﻘﻖ ﺷﺮﻁﻲ ﺍﻟﻌﺪﺍﻟﺔ ﻭﺍﻟﻜﻔﺎءﺓ ﻓﻴﻪ ﻭﻻ ﻳُﻘﺒﻞ ﺇﻻ ﻣﻦ‬ ‫ﻛﺎﻥ ﻣﻌﺮﻭﻓﺎ ﺑﺘﺎﺭﻳﺨﻪ ﻭﺃﺩﺍﺋﻪ ﻭﺷﺨﺼﻪ‪.‬‬ ‫ﺃﻥ ﻻ ﻳﻜﻮﻥ ﻓﻲ ﺳﻴﺮﺗﻪ ﻭﺗﺎﺭﻳﺨﻪ ﺃﻱ ﻧﻮﻉ ﻣﻦ‬ ‫ﺍﻻﺭﺗﻬﺎﻥ ﻭﺍﻟﺘﻮﻅﻴﻒ ﺿﺪ ﻣﺼﺎﻟﺢ ﺍﻷﻣﺔ ﻭﻗﻀﺎﻳﺎﻫﺎ‬ ‫ﻣﻦ ﺃﻱ ﺃﻁﺮﺍﻑ ﺩﺍﺧﻠﻴﺔ ﺃﻭ ﺧﺎﺭﺟﻴﺔ‪.‬‬ ‫ﺃﻥ ﻳﻜﻮﻥ ﺣﺮﺍ ﻁﻠﻴﻘﺎ ﻟﻪ ﻛﺎﻣﻞ ﺍﻟﺘﺤﻜﻢ ﻓﻲ‬ ‫ﻗﺮﺍﺭﺍﺗﻪ ﻭﺗﺼﺮﻓﺎﺗﻪ ﻭﻋﻠﻴﻪ ﻓﺈﻥ ﺍﻟﺴﺠﻨﺎء‬ ‫ﻭﺍﻟﻤﺤﺘﺠﺰﻳﻦ ﻭﺍﻟﺨﺎﺿﻌﻴﻦ ﻟﻺﻗﺎﻣﺔ ﺍﻟﺠﺒﺮﻳﺔ ﺍﻟﺘﻲ‬ ‫ﺗﺘﺤﻜﻢ ﻓﻲ ﻗﺮﺍﺭﺍﺗﻬﻢ ﻓﻼ ﻳﻤﻜﻦ ﺍﻟﺘﺤﺎﻗﻬﻢ ﺑﻬﺬﺍ ﺍﻟﻮﺍﺟﺐ‬ ‫ﺣﺘﻰ ﻳﺘﺤﺮﺭﻭﺍ‪.‬‬

‫ﺃﻥ ﻻ ﻳﻜﻮﻥ ﻓﻲ ﺳﻴﺮﺗﻪ ﺃﻱ ﻧﻮﻉ ﻣﻦ ﺃﻧﻮﺍﻉ‬ ‫ﺍﻟﺘﺠﺎﻭﺯ ﻋﻠﻰ ُﺣ ُﺮﻣﺎﺕ ﺍﻷﻣﺔ ﻻ ﻗﻮﻻ ﻭﻻ ﻓﻌﻼ‪.‬‬ ‫ﺃﻥ ﻳﺆﻣﻦ ﺑﺎﻟﻤﺼﺎﻟﺢ ﺍﻟﻌﻠﻴﺎ ﻟﻸﻣﺔ ﻭﺃﻥ ﻳﻘﺪﻣﻬﺎ‬ ‫ﻋﻠﻰ ﻛﻞ ﺍﻟﻤﺼﺎﻟﺢ ﺍﻷﺧﺮﻯ‪.‬‬ ‫ﺃﻥ ﻳﻘﺒﻞ ﺑﺎﻟﺘﻄﻮﻉ ﻓﻲ ﺧﺪﻣﺔ ﺍﻟﻤﺸﺮﻭﻉ‪.‬‬ ‫ﺃﻥ ﺗﺮﺷﺤﻪ ﺟﻤﺎﻋﺘﻪ ﺃﻭ ﺣﺰﺑﻪ ﺃﻭ ﺗﺠﻤﻌﻪ‬ ‫ﻟﻌﻀﻮﻳﺔ ﺍﻷﻣﺎﻧﺔ ﺃﻭ ﺍﻟﺠﻤﻌﻴﺔ ﺍﻟﻌﻤﻮﻣﻴﺔ ﻣﻊ ﺗﺤﻘﻖ‬ ‫ﺍﻟﺸﺮﻭﻁ ﺍﻟﺴﺎﺑﻘﺔ ﻓﻴﻪ‪.‬‬
