Dear Mr. Westover: Thank you for your letter regarding your driver's licence and vehicle registration. I appreciate your views and would like to point out that the Ministry of Transportation is responsible for regulating driver and vehicle licensing as well as road safety. If you choose to continue to drive, I would like you to be aware that under Section 32(1) of the Highway Traffic Act (HTA), all drivers must hold a valid driver's licence issued by this ministry when operating motor vehicles on the roads. Also, vehicles driven on Ontario's roads must be registered, insured, have licence plates with current validation issued by this ministry attached to the vehicle, and be maintained to meet certain basic " standards. This is in keeping with Section 7 (1) of the HTA. Without a valid driver's licence, vehicle registration, licence plates and insurance, no person is permitted to operate a motor vehicle on Ontario roads for whatever reason. I trust this information explains the ministry's position and the requirements of the HTA. Yours sincerely,

Dear Mr. Brown, I am pleased to receive your correspondence of December 16, 2009. I, too, appreciate your views on the jurisdiction of the MTO and the HT A. I do not contest that both the Act and the ministry have specific duties. I have pointed out in my documents, which may be discovered in the public at www.issuu.com/golden.don ,that where I am concerned, those responsibilities and duties are not applicable and have informed with a Notice all that may be in a state of ignorance or misunderstanding. Appropriate time for response was noticed and supplied for this self-executing agreement. Please allow me to further explain as it would appear that you have not been noticed by your superiors of this arrangement. If we are not free men, we are slaves. If we are slaves and you or your organization are our masters, say as much and show how this came to be so that I may serve in peace. If we are free men, then you must derive your power from us. This power is borrowed under agreement and so free men yield some of their liberties so that you may operate. In this fashion, free men subordinate themselves by contract to legal fictions. Thus, all law is contract law. Even in the Old Testament when the Almighty became a God to Israel, it was under contract. Israel agreed to God's terms. So if any would argue that I have entered into contract with a lifeless corporation which provided no consideration and am so responsible to fulfill the contract, I would point out that with malice aforethought, the other party did deceive and did not give full disclosure to me. Under contract law, this act of omission does void the contract. I have revoked consent to be represented or governed and have revoked all signatures. I am not singling ~ut your ministry only. I have revoked power of attorney with the corporation of Canada as a whole. I am a Man and not a beast to be controlled and farmed by those who would fashion themselves as self-appointed global caretakers. The function oflaw in a free society is to protect each other's rights, freedoms, liberties and properties from those who would not love their brothers as themselves. While I don't require your agreement I am certain you would freely admit that corporations, officials and other bloodless entities have left their proper station of protecting the people for abuse, power and plunder. This is far from what our forefathers had intended for us. Institutions, such as the one you represent, are rebellious servants forcing the people they serve to remedy through violence this growing Macbethian nightmare. These fictional inventions should remember their function of service to their rightful masters; the people they derive their power from. There is no new land to which peaceful men may escape. Any man who loves freedom must turn and fight and restore the fragile system of mutual protection saving Mankind from an Orwellian existence in which corporate creations subdue their creators and redesign Man in their image. It is for this purpose that our American neighbors were given the right to bear arms; to fight and subdue tyrannical government, even one born in a free land. Even in its inception the American fathers knew that there would come a time when the servant, once again, would revolt against its sovereign masters. So if it is easy to laugh my views aside as that ofa single voice, rebellious and fearful or to label me with titles of "tax protester", "patriot", "right-wing", "traitor" or "terrorist"(as anything constitutes terrorism these days), it might help for you to remember that the mighty American nation hosted the Boston Tea Party, while we enjoyed the Rebellion of Upper Canada. These events brought change and self-governance. I am being true to our heritage and legacy as a people. Under the self-governing system the people have the power; not the government. Government derives its power from the people to serve the people and not to their detriment. This makes me the monarch and your rogue, belligerent corporation is the rebel. This differs from the old system in that Man was not designed to serve an earthly king; corporations
were, however, designed to serve Man. This makes me the damaged party. It is my freedom that has been injured and restricted. The MTO, Ontario nor Canada have sustained any damage. Certainly the HT A couldn't care less whether it was burned and so hardly qualifies as a party at all. Your letter, while kind enough, insinuates that I must give up my inalienable and God-given right to travel and kneel to your ministry. No man would have ever allowed your ministry to be conceived had they known the fmish. The Constitution Acts (Schedule B, Part 1) declares that it recognizes the Supremacy of God and the rule of law and that Canada was founded on this. As God created Man first and Law second it follows that the order of authority is as such: l.God 2.Man 3.Family 4.Rule of Law 5.Community 6. Corporations The corporation of Canada and all its subsidiaries are pulling up the rear. If you can illustrate how God wrote the HTA in stone tablets with His fmger I will not contest your jurisdiction. Further, you will also show me how if as you say God created all men equal that another man gained jurisdiction and power over me. As I refuse to contract with any party which would remove my liberty from my power I must assume that your ministry has received some form of written permission from the Almighty Himself. I should like to see that. Please. Until then, any Act of Parliament which violates my freedoms and liberties is of no effect and void. The HTA is one of these Acts. How then is the HTA applicable? The Constitution Acts Section 32 (l)(a-b) limits the Acts to Parliament and government of Canada. Feel free to pull over Stephen Harper or another government official. I have denied/revoked consent to be governed. The rights of the individual are protected from majority rule. I am sure the banks will stand behind me on that. Let me illustrate with an example. . Coca Cola is a corporation with rules and regulations. All people who are employed by Coca Cola are bound to its rules and codes by contract. Yet the rules are only binding to those in contract with Coca Cola. Anyone outside of contract is free to govern themselves as they see fit. Even other corporations are free to do as they decide. Pepsi, for example, is not bound by Coke's codes. Coke has no right to impose its rules on ill!Y other party who does not wish to enter into contract with it. Coca Cola is like the Corporation of Canada, Ontario, all incorporated towns and cities and organizations such as the MTO. I am not a driver. I am without contract. I use my machines to travel privately and as such am beyond the reach of the HTA already in that the HTA pertains to commerce. I am non-commercial. I am not for hire. I exercise my inalienable right to travel unrestricted. These Acts and regulations are not applicable to me. I do not belong to any organization that would exert force or power over its constituents or members. Your organization was designed to limit and regulate professional use of the highways to protect me. I expect your cooperation and aid to this end. I expect the same from police on federal, provincial and municipal levels. I have noticed everyone who would be affected with misunderstanding. If there is anyone who needs to be apprised of this situation, the onus lies with you and your organization. Notice to Agent is Notice to Principal and vise versa. Pass it on. Once again I would direct you to my online documents mentioned earlier. I will be posting our correspondence as well. To be clear: I am not wanting conflict with any organization and do desire peace. Please observe this by not interfering with my affairs. I am content to live quietly and allow others to discover their own freedoms and liberties at their own pace. If you do not observe the peace and protect my freedoms and liberties I will take my issue to the highest court in the land with as much attention as possible. I will use international courts if needed. I will broadcast this case far and wide. I prefer to live in peace, however. You govern those who would be governed while I will govern my own affairs. With respect to me the MTO will fulfill its obligations to me. This means your organization must keep the roads safe for my use and the use of other free men. I heartily welcome the presence of your organization on the highways with its renewed conviction to serve and not rule. In no wise do I yield authority or power to anyone or thing except the Most High God. I have a fee schedule in effect for those who do wish to engage in contract with me.
