GDA: PROMOTING DENTISTRY AND EDUCATING PATIENTS

In 2016, GDA launched a campaign designed to educate consumers about the importance of regular dental visits and the difference this can make in their lives. Thousands of patients across Georgia have visited our website www. becauseisawmydentist.com to hear real-life stories and search for a GDA member dentist in their community. The Georgia Public Relations Society of America recently presented the GDA with a Phoenix Award for the "Because I Saw My Dentist" campaign. The Public Relations Committee, led by chair Dr. Robin Reich (above) continues to promote a positive image of dentistry in the state. This is only one of many ways in which the GDA creates value for members! Join us today ... we are better together.

EDITORIAL: MEETING MEMBER EXPECTATIONS

By Dr. Kumar Patel GDA Editor

“The key point is to share our personal stories with each nonmember, and share what motivates each of us to continue with the mission of this organization."

DR. KUMAR PATEL GDA Editor Phone (770) 429-1545 drkay71@gmail.com

The American Dental Association held its 157th Annual Session in October. This also happened to be the 150th anniversary of the introduction of the ADA Code of Ethics. I’ve attended ADA meetings before; however, was my first visit to an ADA meeting as a part of the Georgia Delegation. My experience was mixed—a combination of excitement, curiosity, being overwhelmed, and exhaustion might just describe it best. Prior to my departure a few of my fellow professionals politely inquired about the activities that go on at ADA meetings. Sadly, some were not so sure about the role that the ADA plays in our professional lives. There are two parallel meetings that go on at an annual session of ADA. Most people are familiar with the scientific and educational component along with the tradeshow that attracts attendees from every part of the country and world. What is unique is the hands-on educational programs. Dr. Sidney Tourial, past GDA president, was one of the individuals responsible for this scientific program as the 2016 Chair of Continuing Education, Council on ADA Sessions. Another component is the keynote speaker. The business component of the ADA meeting involves the gathering of House of Delegates members from each constituent society in the country. The truth is, the complexity of parliamentary procedures, council and task force reports, reference committee hearings, and the rapid movement of opinions and information can easily overwhelm anyone. At first it seems like a big puzzle. However, at its core the role of the ADA is very simple: to help every dentist succeed. The organization represents a collective voice of profession. Inspect this closely and one finds that dentistry has evolved into a profession as a result of this collective efforts of our peers for 157 years. A strong code of ethics over 150 years has given us a credibility, stature, and earned trust with patients and policy makers. As a body, the ADA takes an official position on every issue ranging from training to delivery of care. It is the business of House

of Delegates to approve these positions. Reaching a consensus allows for very valid input from our educators, credentialing commission, special interest groups, and of course, policy makers and legislators at the state and national level. The process of reaching a position is very democratic and in many ways scrutinized and peer reviewed as one would expect. This is why we all must get involved at the local level and voice our opinion. Fundamentally, the ADA reflects our collective views, and there is no reason why your opinion cannot be heard. This process can also be an emotional one for some, as many do find it disappointing to see a majority view at variance to their own. This remains one of the reasons many detach from our organization. Several topics dominated the ADA this year, including membership, member services, and guidelines on sedation and anesthesia. Approximately 3 out of every 5 dentists belong to the ADA. This picture is changing however. Our organization adds nearly 3,000 members every year; however, it loses nearly 4,000 every year. This net loss is a matter of concern. We must continue to focus on meeting member expectations. Nearly 25 % of our dentists are millennials. This generation sees and values membership differently, and this is a topic of discussion which I look forward to sharing. The key point is to share our personal stories with each non-member, and share what motivates each of us to continue with the mission of this organization. Perhaps the best message I learned from my week at the ADA was a quote from our ADA executive director Kathleen O’Loughlin: “We seek to serve with respect for all.”

WHAT HAS THE GDA DONE FOR ME LATELY? As you renew your GDA membership this year you may ask, “What has the GDA done for me lately? I’m happy to answer that question! This quarter two great benefits roll out that help members save big. You may have heard GDA Plus+ Supplies is projected to save you an average of 30%+ off dental supplies by leveraging the group buying power of more than 3,300 GDA members. The program begins December 16. How’s that’s for a great holiday gift and start to your new year! Below are a few details about the program: By Frank J. Capaldo GDA Executive Director

" GDA members get more, and we're excited to bring even more value to your membership!"

• GDA Plus+ Supplies only offers products from direct manufacturers or authorized distributors. No gray market, expired or counterfeit items. • GDA Plus+ Supplies vendors must sell products pursuant to manufacturer guidelines. • Vendors ship exactly what a dentist orders—no alternative brands. • ALL GDA Plus+ Supplies vendors offer FREE ground shipping on any order, regardless of size. • GDA Plus+ Supplies offers an average discount of 30%+ • Members can access a one-stop, easy to use online portal to order all of your dental supplies (fax or telephone orders are available) • Members will receive one invoice

FRANK J. CAPALDO GDA Executive Director Phone (404) 636-7553 frank@gadental.org

• Direct ship to you with free two-day delivery • Take advantage of statewide equipment servicing by independent qualified and experienced service specialists, with a 10% discount on hourly service call charges • Your frequently ordered items can be prepopulated, and the system will remember your ordering history, enabling quick "just in time" delivery to preserve your cash and storage space

If you are a member of the GDA Plus+ Supplies program, you can place orders beginning December 16. If you’re not yet a member, sign up at gadental.org/getmore. What else has the GDA done for you lately? Open enrollment for GDA group health plans opened last month and have the lowest rate increase since the inception of the Affordable Care Act! Throughout the rest of the country, premiums are increasing at an average rate of 25%. In Georgia, increases are even higher, averaging 32% and as much as 50%. However, your GDA Health insurance plan saw a minimal average increase of 6% and one plan actually costs less than last year. How is that possible? Simple! The same way that purchasing supplies as one group works to reduce prices, negotiating as one group for health insurance can accomplish better results for the group than as an individual. Remember: GDA Group Health Insurance Plans are so rich in benefits that others cannot compare benefit for benefit. GDA plans are what are called “Broad Provider” networks, so your doctor likely will be in the network. Having a broad network also means you won't be surprised with a huge bill after an emergency room visit, or have to drive hours to find a specialist in your plan. Plans for 2017 also include: • No medical enrollment questionnaire • Rate guaranteed for one year— no surprise increases • Access to personal agents for attentive, high quality customer service You can learn more about plans online by visiting www.gadental.org/health. GDA members get more, and we're excited to bring even more value to your membership!

THE

PRACTICE

Dental Practice Checkup: Three Numbers Assess Your Practice's Health By Elise Nussbaumer, MBA Most dentists recommend patients have a comprehensive exam every 3 to 5 years and a periodic exam twice per year. But how often do dentists perform a comprehensive exam on their practice? In the same way that achieving optimal oral health begins with examination and diagnosis, achieving a healthy practice begins with a thorough analytical exam. While a professional consultant may be needed to perform this comprehensively, here I describe 3 numbers that are easy and essential to calculate. These patient focused diagnostics are one of the best assessments of the health of your practice because without patients, there isn’t a practice. Active Patient Base: This is the number of patients you can confidently count on for business. It is defined as the number of patients that are due for a hygiene visit over a two-year period. This is typically an easy number to generate in the recare module of practice management systems; this value provides a more accurate number than the generic value provided by the patient statistics report. Here are some fun facts to know about your active patient base! For every 200 prophylaxis active patients, your practice needs 1 day of hygiene per week to treat them. For every 100 periodontal maintenance active patients, your practice needs 1 day of hygiene per week to treat them. A hygienist reaches saturation (meaning a fully utilized schedule) somewhere between 600‑800 active patients. A dentist reaches saturation somewhere between 1,200-1,600 active patients. This number helps you determine how many providers your practice needs to treat your patients. Retention Rate: This rate indicates how successful the practice is in creating and maintaining strong relationships with patients. It’s also an indication of how well the practice communicates the need to return routinely. It’s the most common problem for practices with a growing number of patients that have trouble keeping schedules full. Retention rate is calculated as the percentage of total active patients that are scheduled for

a hygiene visit. Here are some fun facts to know about retention rates! Practices have reached the optimal level of retention at 90%. It has a major impact on hygiene schedules—meaning if the retention rate is low, schedules will suffer and if it’s high, schedules are maximized and hygiene time can be added. In turn, it impacts the doctor’s schedule, which has a major effect on production. When retention is high, hygienists see the maximum number of patients, and doctors perform the maximum number of periodic exams, fueling their schedules. New Patient Flow: This number foretells the growth of a practice. It indicates whether or not marketing efforts are working, both in the community and in the practice. New patient flow is calculated as the number of new patients seen per month; these are patients scheduled with the codes D0150 or D0180. For a single practitioner, receiving 20 new patients per month is ideal. This translates into 216 additional active patients in one year (assuming 90% retention). This would add at least 1 hygiene day per week within a year. If your practice’s new patient flow is well above this number but you have not added hygiene time in the last year, this may indicate a problem with retention rates. When your practice is not adding hygiene time, it’s as if you’ve lost as many patients as you’ve gained. If our practice’s new patient flow is well below this number, it may be time to look into marketing efforts. Keep in mind the best form of marketing is the patient’s experience each time they are seen in your practice. Elise has 21 years of experience in dentistry. She held several positions as a business team member and was a chair side assistant. She has been working as a practice management consultant for the last 11 years. Her cumulative time working in the industry coupled with her MBA in management has given her a well-rounded education in the business of dentistry. She has analyzed hundreds of practices and is the trusted advisor and coach for numerous dentists and their teams. She is the Principal and Practice Management Consultant for Team One Dental.

Brenda Fritz, DMD has acquired the practice of Joshua Foulk, DMD in Jasper, Georgia. Dr. Foulk purchased this practice in Jasper in 2007 after graduating from MCG in 2005. After nine very successful and fulfilling years there, he and his wife decided it was time to move home to coastal Georgia where they could be closer to family. Dr. Fritz had already purchased and sold one dental practice and was ready to get back into ownership. She wanted her second practice to be in a more rural setting where the lifestyle was a little more relaxed. When she met Dr. Foulk and saw his beautiful practice, she knew she had finally found "the one".

Congratulations to both Dr. Josh Foulk and Dr. Brenda Fritz! We wish you continued success and happiness in the future!

FINDING

SUCCESS

Schedule a Meeting of One By Victoria Munro

Whether clients are calling and sales are up or you’re just getting a new business off the ground, running a business is demanding. The crucial daily tasks of running the business, wearing many different hats, and trying to catch up and keep up can consume all your time and energy. The thought of stopping to take time out to reflect, review, and plan can seem absurd. Yet it could be what you need most. If you want to grow your business and have a life, taking regular time to step away and think is key to your success.

Schedule a Meeting of One

Set an hour or more aside each week for yourself. Regularly scheduling your own private meeting of one can keep you on track, bring to light innovative solutions to problems, turn mistakes into helpful learning experiences, clarify what’s really important, help you maintain a balanced life, inspire creativity, and rekindle your passion for the business and for life. Make your Meeting of One a regular event. Put it on the calendar at the same time each week. Get out of the office, away from the phone and other distractions. Perhaps go to your favorite coffee shop or the local library. In the summer, a park bench or picnic table might offer an ideal venue. See this as an important meeting with the company’s key player—you.

There’s Value in Taking Time Alone to Think

Rags-to-riches millionaire and philanthropist Peter Daniels has created successful ventures around the world. In The Power of Focus, authors Jack Canfield, Mark Victor Hansen and Les Hewitt write, “When asked what turned his life from triple indebtedness to unprecedented success, he (Peter Daniels) replied, ‘I scheduled time to think. In fact, I reserve one day a week on my calendar just to think. All of my greatest ideas, opportunities and money-making ventures started with the days I took off to think.’ ”

Your Meeting of One Agenda

Ideas for your meeting agenda might include: • Review your long- and short-term goals. Are you on track to reach them? Are there adjustments you need to make? • Review the last week. What was your biggest success? Challenge? What can you learn from each of these? • What did you do in the business last week that was fulfilling and fun? What did you least enjoy? Could you delegate this? How? • What could make a client's experience with your organization more profitable and enjoyable for them? Can you offer additional products or services would they value? • What is the most important task, and the second most important task, you can accomplish this week? What might prevent you from accomplishing these? How will you overcome this? Close your meeting of one by making a note of new ideas and anything you’ve committed to do or do differently this week. About the Author: Victoria Munro is co-founder (along with husband Dave Block) of Make-it-Fly® LLC, a company dedicated to creating success for small-business owners through creatively designed programs and tools. SEEN&HEARD

Congress Welcomes Member Dr. Drew Ferguson as New Representative A fourth generation resident of West Point, Georgia; devoted Dawg; graduate of the Medical College of Georgia in 1992; family dentist, adjunct faculty member at MCG; and two-term mayor of his hometown—Drew Ferguson is a Georgian through and through. Now, he will represent the third district of Georgia in Congress after his election victory on November 8. Dr. Ferguson defeated Democrat Angela Pendley in the 3rd District on election day. He will replace incumbent Republican Rep. Lynn Westmoreland, who retired after six terms before the election. Georgia’s 3rd District is situated on the western side of the state, bordering Alabama. It encompasses 14 • November 2016

some of the far outlying suburbs of Atlanta and parts of Columbus. Some of the district’s major economic drivers include health care, military and service jobs, and manufacturing. Dr. Ferguson finished second in the May 24 Republican primary but won the July runoff to secure the GOP nomination. He received endorsements from many of his fellow Republicans, including Rep. Westmoreland. The dentist politician will join incumbent Reps. Mike Simpson, Idaho 2nd; Paul Gosar, Arizona 4th; and Brian Babin, Texas 36th; in the Republican majority in the House of Representatives when Congress convenes in January.

Dr. Ferguson and his wife, Buffy, have four children: Drew, Lucy, Mary Parks and Thad. In addition to his numerous political leadership roles, Dr. Ferguson is a past president of the Western District. Buffy is a past president of the Alliance of the Georgia Dental Association. After his victory, Dr. Ferguson posted this note on his campaign website: "I’m looking forward to partaking in this new journey, and I am ready to fight for your values in Washington. You can count on me to stand up against the Establishment and ensure that your voice is heard. I am honored to have earned your vote and your trust!" (from Facebook.com, Roll Call, and the ADA News)

Annual "Kingdom Care" Charitable Dental Clinic Helps 103 Patients The annual Kingdom Care Dental Clinic was held in Waycross in the Southwestern District September 29-October 1, with pre-clinic screenings performed on the evening of September 28. The Georgia Baptist Mobile Dental Unit, located in the parking lot of the Second Baptist Church, as well as several local dental offices, facilitated the clinic. Thanks to the 12 dentists, 10 dental hygienists, and 12 dental assistants who provided care to 103 patients. The services provided —78 non-surgical extractions, 20 surgical extractions, 71 surfaces of composite restorations, and 48 dental cleanings—had an approximate value of 66,000. Thank you to Drs. Keith Crummey, Grayson Griffis, Kim Hood, Allen Jones, Jason Lucas, Page Manus, Greg Morris, Sam Norris, Duane Robert, Matt Smith, George Thomas, and Celestine Varnedoe for their work. Several of these dentists also provide care to Kingdom Care patients on a weekly basis during the year in their offices. Kingdom Care is a non-profit, volunteer-based free clinic that provides health care services to working, uninsured residents of Brantley, Charlton, Clinch, Pierce, and Ware Counties who have a household income at or below 200% of the federal poverty level and are not eligible to receive Medicaid, Medicare, or other coverage. The clinic is supported with grant funding from the Georgia Baptist Health Care Ministry Foundation, the Healthcare Georgia Foundation, and the United Way of South Georgia. In 2016, Southwestern District dentists donated $700 via their GDA dues statements.

Member Dr. Luke Webster Raises Cancer Awareness (From Facebook and the Tifton Gazette) Over the last year, Dr. Luke Webster, a pediatric dentist in Tifton, and his six-year old daughter Jana have been growing out their hair. On Nov. 1, he and Jana, along with staff members from The Pediatric Dental Center of Georgia and members of the local community, hosted "the big cut" to benefit Pantene Beautiful Lengths. The organization provides real hair wigs for women who are suffering from hair loss due to cancer treatment. Dr. Webster lost his mother to breast cancer at age 13, and the life-changing event instilled in him a desire to help other families affected by cancer. Two area salons provided free cuts to those who were willing to donate their hair. At the end of the day, more than 54 people had donated hair, and financial donors gave more than $1,200 for the Jay's HOPE Foundation, which seeks to improve the quality of life of children with cancer and their families by extending social, emotional, spiritual, educational and financial support.

Dr. Brickman has a long history of involvement in the Atlanta community. He was a founding member and past president of the Georgia Society of Oral Surgeons, and was appointed by then Gov. Zell Miller to the Georgia Board of Dental Examiners, on which he served for seven years. He is a GDA Honorable Fellow. Dr. Brickman and his wife Shirley, working with graduate faculty in the Jewish Studies Program, established the Brickman/Levin Award to support doctoral students in Emory’s Laney Graduate School. In 2012 Brickman organized the production of a documentary, “From Silence to Recognition: Confronting Discrimination in Emory’s Dental School History,” which focused on discrimination faced by Jewish dental students between 1948-61. Emory Medal recipients are recognized for their service to the University, to the Emory Alumni Association, or to a constituent alumni association; service to the community; and achievement in business, the arts, the professions, government or education. Two hundred Emory alumni have been awarded the Emory Medal.

Central District Tailgate The Central District Dental Society hosted a family tailgate in September at the Mercer versus Tennessee Tech football game. The district thanks the 40 attendees who came to socialize, eat, and enjoy a Mercer victory--the team rallied late to edge Tennessee Tech 34-27. The GDA and Affinity Bank both offered support to the district for the event.

Lower: Dr. Ched Smaha, Dr. Ash Walker, Cal Walker and friend, and Ashleigh Smaha. Middle: Dr. Jim Hall. Top: A great turnout for the Central District!.

“I have enjoyed getting to know the dentists in Georgia ... Unlike the medical community, dentistry is a close-knit family that helps and supports its members. I’ve developed professional relationships and friendships that include generations, thanks to my membership, and I appreciate the convenient, affordable CE courses.” Dr. Laura Braswell

Repeal of Medicaid 30-Hour Rule: Update

As you may have seen in an E-connect email newsletter, the Georgia Department of Community Health (DCH) issued a new rule in the Georgia Medicaid manual that would have required Medicaid providers in this state to be in the office for a minimum of 30 hours per week. While well-intentioned, the rule would have had the unintended consequence of driving some providers out of Medicaid. Dentists looking to their limit their schedules as they plan for retirement or any providers working part time, would likely violate this rule and could not be a Medicaid provider. When this provision appeared in the Medicaid Policy Guide, the GDA had concerns the provision would adversely affect parttime practitioners and construct additional barriers to dental care to poor families and children. In agreement with the GDA that Georgia needs more Medicaid dentists, not fewer, GDA Senior Director of Health Policy, Stephanie Lotti, worked with State Rep. Lee Hawkins (R-Gainesville) to raise this concern to DCH. Their combined efforts were a success, as DCH repealed the rule and removed it from the policy guide. According to the policy guide, dental Medicaid providers must still post their hours of availability within their practices, and maintain the same hours of availability for all patients. An unscheduled, unannounced site visit may be conducted at any time to ensure the hours of operation are visibly posted and in effect. Any change in hours

of operation must be submitted to DCH in writing within ten (10) days of the change. The GDA thanks Rep. Hawkins, Ms. Lotti, and the GDA leadership for their attention and quick response to this vital issue that would have affected the Medicaid population of this state.

Feds Push Medicare Part D Enrollment Enforcement to 2019 (From ADA.org) The Centers for Medicare & Medicaid Services has announced it will again delay the enforcement of the Medicare Part D prescriber enrollment requirement. The new deadline for providers to make the choice to enroll is January 1, 2019. CMS published a final rule in 2014 and an interim final rule in 2015 stating that prescribers must be enrolled or validly opted out in order for their written prescriptions to be covered under Part D. Responding to concerns from the American Dental Association and other organizations, the agency said October 31 that, in postponing enforcement of the rule, it "recognizes the need to minimize the impact on the beneficiary population and ensure beneficiaries have access to the care they need." The Association continues to seek a legislative repeal of the requirement and continues to support H.R. 4062, legislation introduced in 2015 that calls for removing the mandate that certain providers, including dentists, be enrolled in Medicare in order for pharmacists to be reimbursed.

Update on MetLife EFT Notification The GDA office has received calls from members asking for clarification regarding an October notification from MetLife. This notification states that "dental providers who receive paper check payments from MetLife" will be required to enroll in Electronic Funds Transfer (EFT) by October 31, 2016, and that dentists will continue to receive notifications until they sign up for EFT. The notification goes on to indicate that EFT is the insurer's preferred payment method for provider reimbursement, and that enrolling providers in EFT helps to reduce the insurer's administrative costs. After speaking to a MetLife representative over the phone, a member of the GDA staff was informed that MetLife is aware of the issue and that enrolling in EFT with MetLife is NOT mandatory. However, it is important for every dental office that contracts with MetLife and does not wish to enroll in EFT to obtain independent confirmation because MetLife has not issued any subsequent communications to clarify the notification at this time. For more information regarding MetLife's EFT program, visit the EFT/ERA Overview section on the MetLife provider website (the "Need Help" section on that page also gives you additional contact information) at www.metdental. com/prov/execute/Content, or call the MetLife Provider Call Center for assistance at (877) 638-3379. Because I Saw My Dentist In 2016, GDA launched an award-winning multimedia campaign designed to educate consumers about the importance of regular dental visits and the difference this can make in their lives. Thousands of patients across Georgia have visited our website www. becauseisawmydentist.com to hear real-life stories and search for a local GDA member dentist in their community. As a GDA member, you are also able to use videos, sample social media posts, and other marketing materials from this campaign free of charge in your practice!

Media Coverage Statewide The media published GDA news stories at no cost to the GDA that reached millions of consumers in 2016. These stories helped to promote a positive image of dentistry in the state, as well as the importance of good oral health. To receive the same impact via paid advertising, the GDA would have had to spend $422,000! Your GDA is working hard as a good steward of your dues.

Giving Back with GDA Support GDA members facilitate philanthropic work across the state for individuals in need. In addition to celebrating Children's Dental Health Month and Give Kids a Smile Day with free oral health services and education, GDA members host programs with Special Olympics, Donated Dental Services, and the Georgia Mission of Mercy, among many others. The GDA provides volunteer recruitment, funding, promotional assistance, and other support to make this philanthropic work possible.

“I wanted to become involved to make a difference, and to be a part of what makes our profession great.” Dr. Rene Roberts

Georgia Delegation to the ADA Tackles Clinical, Political Issues by Amy Kuhn, Chief of Staff The Georgia delegation was hard at work preparing for the ADA House of Delegates meeting for many weeks prior to the meeting. Our delegation began discussions via conference call in September to review resolutions and reports produced by the ADA Reference Committees. Our chairs led these conference calls to discuss and prioritize the issues for discussion at the Fifth District Trustee Caucus in Birmingham. Thank you to our Georgia delegation chairs including Dr. Carol Wolff on dental education, Dr. Robert Carpenter on membership, Dr. Donna Thomas Moses 28 • November 2016

on dental benefits, Dr. Ed Green on legal and legislative matters and Dr. Ben Jernigan, Jr. on the budget. The Fifth District Trustee Caucus was held in Birmingham, Alabama, October 1315. At the meeting, the Georgia delegation along with the delegations from Alabama and Mississippi prepared for the upcoming ADA Annual Session by reviewing dozens of resolutions and reports. Hot topics included proposed revisions to the ADA’s Sedation and Anesthesia Guidelines, CODA revised accreditation standards (this resolution was ultimately withdrawn) and

a three-year initiative from the Council on Communications to drive utilization of dental services for ADA members (estimated to cost $6 million per year). The Fifth District also elected Dr. Jay Harrington as the next Trustee on the ADA Board of Trustees. The Fifth District reconvened in Denver, CO October 21-24 at the ADA Annual Session. At the opening general session, ADA President Dr. Carol Gomez Summerhays stated that the event was as much a celebration of their important work and their peers as it was the kickoff to the convention. Dr. Summerhays told the audience, “that’s

what we’re celebrating this morning: the positive impact we have together on our patients, our communities and our world.” The opening session also featured the awarding of two special distinctions: the Distinguished Service Award to Dr. Peter Dawson and the ADA’s Humanitarian of the Year to Dr. Frank Andolino. Throughout the ADA Annual Session, the Fifth District met in caucus several times, attended Reference Committee meetings, and actively participated in the three House of Delegates meetings. The Fifth District held discussions with multiple ADA leaders during their caucus meetings to gain more clarity into proposed resolutions including ADA Treasurer Dr. Ronald Lemmo and ADA President-Elect Dr. Gary Roberts. We had two Georgia delegation members who were part of important Reference Committees. Thank you to Dr. Donna Thomas Moses who served as chair of the Dental Benefits Reference Committee and Dr. Ben Jernigan, Jr. who served on the Budget Reference Committee. Thank you also to many of our Georgia delegates who gave comments and represented the Fifth District at the Reference Committee Hearings and on the house floor. During the first House of Delegates meeting, President Summerhays and ADA Executive Director Dr. Kathleen O’Loughlin addressed the House, and ADA Treasurer Dr. Ronald Lemmo gave a report on the financial status of the organization. We are pleased to announce that Fifth District’s Lew Mitchell (Alabama) was elected ADA Second VicePresident. Congratulations to Dr. Mitchell — he will represent the Fifth District well. During the second House of Delegates meeting, Dr. Joseph Crowley from Ohio was elected to the position of ADA PresidentElect. Many Fifth District members gave comments and introduced amendments to proposed resolutions on the house floor. At the start of the third meeting of the House, Dr. Gary Roberts of Louisiana was sworn into office as the 153rd president of the American Dental Association. Dr. Roberts addressed the House and discussed emerging trends defining the dental profession. He encouraged courageous leadership, and emphasized that ADA needs to be nimble and able to act quickly

House Key Decisions and Issues • Adopted the preliminary budget • Approved a $10 increase in ADA dues being sought by the Board of Trustees • Approved a proposed ADA statement on the use of opioids in the treatment of dental pain • Adopted an ADA policy statement on inappropriate or intrusive provisions and practices by Third Party Payers and communicating the policy to the National Association of Dental Plans (NADP) and dental benefit companies to encourage consideration of this policy in the design and revision of each carrier’s dental plan products • Approved a resolution to change the code of ethics of the ADA to permit dentists to announce as specialists recognized in their jurisdictions even if it's not one of nine dental specialties recognized by the ADA • Requested that the appropriate ADA agencies develop a resource guide for clinical chart entries to increase quality in documentation • Adopted a resolution amending the sedation and anesthesia guidelines as recommended by Council on Dental Education and Licensure (CDEL). NOTE: The Fifth District strongly opposed the capnography mandate included in the revised CDEL guidelines and proposed an amendment with language similar to American Academy of Pediatric Dentistry guidelines which allow dentists to exercise their clinical judgement. The amendment did not pass, and the House adopted the new guidelines with the original language proposed by CDEL. • Resolved that CDEL work with the Academy of Operative Dentistry to develop an official name for operative dentistry as a special interest area in general dentistry • Voted down a resolution to eliminate the offices of ADA First and Second Vice President and passing a resolution to define the roles of ADA Vice Presidents • Voted down a resolution that would have permitted student members to serve as delegates and alternate delegates in district delegations to the House of Delegates. NOTE: ASDA currently has five delegates and five alternates participating in the ADA House of Delegates. • Approved the Council on Communications’ three-year initiative to drive utilization of dental services for ADA Members (estimated to cost $6 million per year). NOTE: The Reference Committee requested annual status updates on the initiative and urged that funding for this program come from the reserves for the first year. Funding for the second and third year will be at the discretion of the Board of Trustees. • Approved the Council on Membership’s $250,000 funding request to financially assist constituent and component societies in supporting outreach to dental students, dentists in advanced education/residency programs and new dentists (1-10 years out of school)

ADA SESSION

Continued from page 31 in the best interests of our members. Dr. Roberts stated that he will be focusing on a willingness to try new things, a governance model that makes ADA more responsive and effective, and licensure portability. He also stressed that the authority for budget approval should be moved to the Board of Trustees and emphasized the need to capture new dentists as ADA members. ADPAC Chair Dr. Bruce Hutchinson reported that members raised $500,000 for ADPAC at this year’s Annual Session. Additionally, there was more than $71,000 donated to dentist candidates around the country for their campaigns. He stated that ADPAC’s goal is to be the #1 health care political action committee. During their three sessions, the House of Delegates reviewed and acted on more than 100 resolutions. Some of the key decisions made and issues debated by the House are highlighted on page 23. We are offering the POS 500 plan, a comprehensive point of service plan with a $500 deductible; the POS 2500 plan with a $2,500 deductible, and the POS HDHP, a High Deductible Health Plan compatible with a Health Savings Account.

Q: Is this a narrow network plan? A: All of our GDA group health plans feature broad networks. This means you have thousands more choices of providers over a narrow network, and are much more likely to work with providers, labs, and specialists within your network. This greatly reduces your likelihood of surprise charges. Q: Are any of the plans Health Savings Account compatible? A: Yes, our POS HDHP plan is compatible with a Health Savings Account. If you sign up for an HDHP plan, you will then work with your preferred financial institution to set up an HSA. Q: Are the premiums age banded? A: No! You are not rated based on your age, as you would be on an individual plan. Q: Are there any health questions on the enrollment form? A: No! Your enrollment form includes no questions about your health history. You are not rated on your preexisting conditions or health as you could be on an individual plan. Q: Where can I check to see if my provider is in network? A: You may visit www.bcbsga.com to search the member directory. Members not currently enrolled should select 'Search as a Guest' and answer the prompts. Under "Select a plan/network" choose Blue Open Access POS. Q: Is there a limit on my doctor visit copays per year? A: No. You may visit your doctor as many times as you need. Other plans may limit your visits to a certain number per year and require you to pay your deductible and coinsurance for visits beyond that limit. On the GDA health plan, you are only responsible for your copay for doctor office visits. Q: Does the dentist have to be a member of the GDA to enroll in the plan? A: Yes. Because our plans are group health plans, dentists are required to be a GDA member to participate.

Q: Is a GDA member required to enroll in the health plan themselves in order for dental staff to participate in the plan? A: No. A GDA dentist is not required to enroll in the plan, only offer the plan as an option that employees can consider. Q: Is there a minimum number of staff that must enroll? A: No. There is no minimum participation requirement for employees. Even if only one office employee would like to participate, an office is eligible as long as the dentist is a GDA member. Q: Is the dentist required to subsidize premiums for employees? A: As long as there are fewer than 50 employees in a dental office, the GDA member dentist is not required to subsidize employee premiums. Q: Is a GDA member required to offer health plans to his or her employees? A: No, members are not required to offer GDA group health plans to employees. However, members are encouraged to offer the plans to staff, as there is no required expense for members to do so. Q: Does every employee need to complete an enrollment form? A: No. For this year, only employees who are joining or renewing their coverage, or employees who are cancelling their coverage must complete a form. Dental staff members who have never been on a plan through the GDA, or who choose not to enroll this year, do not need to complete a form.

Q: I see a GDIS Group ID Number on the enrollment form. What is that? A: This is an internal billing number for existing clients. If you are currently enrolled, you can find this number on your monthly billing statement. A Group ID Number will be assigned to you when you do enroll. Q: Can an employee call the GDA directly to ask questions? A: Absolutely! Dental staff, family members, and dentists are welcome to call the GDA office at (404) 636-7553 or (800) 432-4357, or email christy@gadental.org to ask questions. Q: How will the GDA handle billing? A: The GDA will send out one bill to each enrolled office on or about the 15th of every month for the next month. Payment is due by the first of the month that is covered by the premium. If a practice offers employee coverage, staff premiums can be paid directly to Georgia Dental Insurance Services by either the dentist or employee(s), depending on how coverage is handled in the practice. Q: How do I enroll in a plan? A: Member dentists and employees should complete the enrollment form that may be found at www.gadental.org/health and fax the form to (404) 634-6099 or email it to christy@gadental.org. Q: Where can I find rates, plan details, and enrollment forms? A: Please visit www.gadental.org/health for comprehensive health plan information, and for information on all of the products and services offered by the GDA.

“It’s important for the health of our profession that as many dentists as possible are active in GDA. There are many issues facing dentistry, and being active gives dentists a voice. Without strong advocates for our profession, it can be prone to changes that are detrimental to its honor and integrity – as well as our core mission of caring for our patients.” Dr. Richard Raymond

Q: Can dental practice employees enroll in the health plan? A: Yes, as long as the dentist offers the plans to employees, and the dentist is a current Georgia Dental Association member. November 2016 • 35
