EDITORIAL: INVITING PORTS OF CALL

One year ago, Dr. Tom Broderick of Savannah was sworn in as president of our association. He took over in July 2015 from Dr. Doug Torbush, who was taken from us far too soon last December. Both presidents were among the first to serve with our new executive director, Frank Capaldo, and both were called on to help captain the GDA ship through transitional waters. Our leaders were faced with an array of challenges, including dealing with changes in the way health insurance operates which impacted our Georgia Dental Insurance Services agency. But as we sailed our GDA ship through the waves, we saw promise on the horizon. We have made outstanding progress in our Four Cornerstones. These are Legislation and Policy, Public Relations and Communications, Member Practice Services and Education, and Business and Non-Dues Services. Our strategic plan was developed along these cornerstones. Doug, and now Tom, have worked diligently to ensure that we build up our association in all of these areas, in alignment with the strategic plan, so we can survive and thrive in the future. The 2016 legislative session was tough, but productive. Throughout the session, your governmental affairs team met regularly to discuss legislation and ideas. The process was orderly and transparent. Our work for 2017 started the day after the session ended, and we have plans in store that will help us continue to strengthen the GDA "Action for Dental Health" plan. The goals of this plan are to promote quality attainable dental care for the uninsured and underserved; promote oral health education and literacy; and to optimize the use and availability of publicly supported dental facilities. These are huge goals, but with the orderly, open way we are moving, we can accomplish them, all of us. Do you know the acronym BISMD? It stands for "Because I Saw My Dentist," and I hope you all have seen the social media posts and stories generated by our public relations activities led by Dr. Robin Reich. Our national organization and other states have reached out to us for information on how

they can use parts of this campaign, which is moving Georgians to find dental homes with GDA members. This campaign uses our stories, and was led by GDA members. And we are only in phase one of this campaign. Promise on the horizon. We now have a fully operating education and training department, and that is another bright spot on our horizon in a many ways. You may say, we already have a lot of continuing education available to us. I would say, growing this department from the ground up is going to make the difference. Growing our education department is going to be an open and orderly process too and will identify not just CE, but the knowledge that we need. I believe that this department is going to be a huge reason for dentists to join the GDA and remain not just members, but devoted members. The value is going to be that high. But we will need your help. When you receive GDA surveys asking what you want in terms of knowledge, answer them. Help us create the value you want. I could mention a lot about business services. I could talk about the value of GDIS, where every staff member who works in the medical and property and malpractice departments spends every minute helping members succeed. I think I will primarily encourage everyone though to read Frank's column in this issue about our buyers group. I have watched the GDA start this initiative from the ground up and I see the value that is there for us as practitioners and us as an association when this group starts up. I wrote a check the day after I found out about this initiative and I believe that I will see benefits from my investment. I encourage everyone who has invested to stay the course. There is sunshine on the horizon there, too. Our Georgia Dental Association is sailing into some inviting ports of call. I hope you get and stay on board.

COMMENTARY: STAYING THE COURSE

Remember when our parents told us that if becoming a dentist was easy, everyone would do it? Or maybe when we made the same statement to one of our aspiring children? I know I received that speech and gave it as well, along with hearing and saying that hard work and never giving up results in success! Well folks, no one said that building a dental buying group company with all of its parts would be easy! In fact, most of our correspondence informed everyone there would be and have been bumps and obstacles along that road to success. We all have worked diligently over the past year to bring together a group buying program that is properly set up and built to last into the future. None of us wants to begin a business before all the pieces are correctly and firmly in place for you and to that end we must delay the launch. We know you are saying "delay," but when you read the following you will understand and agree. The road that we went down has been methodical, step by step, via Request for Proposals to obtain a Group Purchasing Organization partner to handle the negotiations with the suppliers. Premier, with $44 billion dollars in supply chain spending, was selected for their expertise, their size, and because they already had large group purchasing contracts with many of the same suppliers and manufacturers we utilize, but on the medical side. You, the members, through many in-person meetings, told us you wanted all suppliers to have a chance to participate. We could have gone directly to the manufacturers and bypassed the suppliers, but you felt it was important to include your long-time suppliers who provided servicing and local distribution. You also told us that it was important to make sure your local sales representative was not cut out of the program, because they have families as well. We/you/ us are loyal people who hold the belief that all parties could participate and benefit mutually! And so all were included, but some

had no interest, some feigned interest, and others did not make the cut. For numerous reasons, it came down to one supplier. Premier's team, who are experienced negotiators in the business, worked with the final supplier for months. They believed in good faith, as we all believed, that there would be a final signed contract by the end of May. Instead at the end of May we learned that "the supplier in question" who would have had an exclusive deal with IDBG and an incredible opportunity to increase market share would not complete the deal. Therefore, as a result, we did not have a June purchasing launch for you as originally planned. However, we and your colleagues on the IDBG board of directors, along with Premier and the members of the GDA staff, see this delay as just another bump in the road to success. While it will delay success, it will not deter us from our commitment to bring you a dental supply group purchasing program. We have other options, but they will take time to activate and complete. The members of the IDBG board have decided that because of the delay that the following actions are appropriate for your patience and continued support: 1.) Everyone who has a signed commitment at the time of the launch will receive free membership for six (6) months of the first eighteen (18) months from the date of the launch. 2.) We will stop invoicing immediately until the launch date is set in stone. 3.) As was always the case, if you want to be released from your commitment at any time up to the launch you may pull out and obtain a total refund.

PRACTICE Staff Discussions of Salaries and Benefits By Stuart Oberman, JD Many dentists unknowingly violate federal law by attempting to prevent employees from discussing salary and company benefits with other employees. The law surrounding this issue is often misunderstood. However, the lack of knowledge surrounding these laws can be costly and can lead dental employers straight into disputes with labor boards. Many dental practices have a corporate policy similar to this: "Confidentiality of Salary and Benefit Information: Employees are prohibited from discussing their salary or wage levels and company benefits with other employees. Such information is confidential and may not be discussed in the workplace. Any employee violating this policy will be considered to have committed a breach of confidentiality and will be subject to disciplinary action, up to and possibly including termination of employment." A 2011 survey from the Institute for Women's Policy Research found that about half of workers "report that the discussion of wage and salary information is either discouraged or prohibited and/or could lead to punishment." Those same companies would likely be surprised to learn that such policies violate federal labor law. The National Labor Relations Act, which applies to most private sector employers (including health care facilities), contains a provision, Section 7 (29 U.S.C. § 157), that gives all employees the right to "engage in concerted activities," including the right to discuss their terms and conditions of employment with each other. Section 8(a)(1) of the NLRA (29 U.S.C. § 158(a)(1)) makes it an unfair labor practice for an employer to deny or limit the Section 7 rights of employees. Based upon those two provisions, the National Labor Relations Board has taken the position for decades now that employers may not prohibit employees from discussing their pay and benefits, and that any attempts to do so violate the NLRA. Over the years, the National Labor Relations Board has resoundingly sided on behalf of employees’ rights to discuss salary and wages, and courts have uniformly supported that position. Even if an employee signs a nondisclosure agreement, the employee would still be protected when talking about salary.

An employer cannot declare information about employees’ pay to be confidential information that cannot be discussed. However, an employee whose job function involves access to company wage and payroll information may not disclose employee pay information to other employees unless directed by the employer or an investigating agency. The National Labor Relations Board has routinely heard cases regarding an employee’s right to discuss wages. In one case, an employee noticed a document containing wage increase information in a supervisor’s office, copied the wage information concerning each employee and then shared the information with several employees. The National Labor Relations Board found that the employee did not commit trespass to access the payroll information, and that the employee was even within his rights to distribute the information. __________________________________________

A 2011 survey from the Institute for Women's Policy Research found that about half of workers "report that the discussion of wage and salary information is either discouraged or prohibited and/or could lead to punishment." Those same companies would likely be surprised to learn that such policies violate federal labor law. ______________________________________________ Finally, it makes a difference under the law as to how employees obtain the salary and benefit information they are discussing. Employees discussing their own information are protected, as are employees discussing the pay and benefits of others if they obtained that information through ordinary conversations with others.

Leadership that Empowers Your Team By Jeff Lovejoy I had the pleasure of working with a business owner for 18 months on a variety of issues that were holding his business back from the results he desired. These included; 1) Marketing was only achieving marginal results, 2) Planning both strategically and tactically didn’t exist, 3) Awareness of their financials was marginal, and 4) His team was talented, but not empowered. The team lacked empowerment, because the owner was focused on the day-to-day tactical aspects of the business and only noted the results but not the causes of the team's problems. His employees were not interested in helping the business grow, wasted time, and lacked motivation. This situation repeats itself in many businesses, and the cause is almost always the same … the owners. I teach business owners that their team is one of their most important assets, and that they need to devote more time leading and coaching this valuable asset. A highly motivated, appreciated, and empowered team makes life much easier for any business owner. All that’s required is to recognize their importance and to devote attention to them. Empowerment One of the first things my customer did to begin motivating his team was to start holding short weekly team meetings to share and discuss issues he considered important and to solicit suggestions from the team. Staff members were hesitant at first after so many years of feeling disempowered but they eventually began to appreciate the owner’s efforts. I had the owner share his financial goals and team goals and to ask for ideas that could contribute to achieving those goals. We also:

None of these strategies were “leading edge” or were wildly creative, but each one combined to completely turn team performance around. At the time we discontinued working together, the owner’s focus on his team had resulted in a motivated group that was actively engaged and offering suggestions and ideas towards achieving established annual financial goals. Amazing what can be done when the focus is in the right place! So What Can You Do? If any of these team conditions hold true for your business then look at your focus. Is a significant portion of your time devoted to your team? If not, it’s probably because your focus is IN instead of ON your business. That dayto-day focus often creates a work environment that’s low on employee morale, high on error rates, and high on employee turnover. As a result these owners often find themselves: • Working longer hours, because their earlier attempts at delegating failed • Working longer hours, because they have to perform the work of missing employees • Losing excitement in running their business • Blaming the problem as due to the absence of quality employees Spend less time working on the day-to-day and more time leading your team with vision, and you’ll notice the results. Dr. Melvin Baker Appointed to Oxford City Council GDA member Dr. Melvin Baker was recently sworn in as a member of the Oxford City Council, replacing a council member who moved out of the area. Dr. Baker's appointment to the council received unanimous and enthusiastic support. The Oxford resident and Medical College of Georgia graduate owned a dental practice in Covington, Georgia, until selling his practice in 2012. He is a member of the American Dental Association, Georgia Dental Association, Academy of General Dentistry, Newton Medical Center Board of Directors, Washington Street Community Center Board of Directors, and St. Paul AME Church. He was also a Lt. Commander in the U.S. Navy Dental Corps. Dr. Baker earned a degree in biology from Clark Atlanta University before attending MCG. SEEN&HEARD Study Shows that Tobacco Smoke Makes Germs More Resilient The mouth is one of the dirtiest parts of the body, home to millions of germs. But puffing cigarettes can increase the likelihood that certain bacteria like Porphyromonas gingivalis will not only set up camp but will build a fortified city in the mouth and fight against the immune system. University of Louisville School of Dentistry researcher David A. Scott, Ph.D., and his research team have identified how tobacco smoke, composed of thousands of chemical components, is an environmental stressor and promotes bacteria colonization and immune invasion. Scott says since this initial finding several years ago, a recent literature review published in Tobacco Induced Diseases revealed that cigarette smoke and its components also promote biofilm formation by several other pathogens. “Once a pathogen establishes itself within a biofilm, it can be difficult to eradicate as biofilms provide a physical barrier against the host immune response, can be impermeable to antibiotics and act as a reservoir for persistent infection,” Scott said. “Furthermore, biofilms allow for the transfer of genetic material among the bacterial community and this can lead to antibiotic resistance and the propagation of other virulence factors that promote infection.” One of the most prevalent biofilms is dental plaque, which can lead to gingivitis and to more severe oral diseases, such as chronic periodontitis. Bacterial biofilms also can form on heart valves resulting in heart-related infections, and they also can cause a host of other problems. In Georgia, 19.5% of the adult population (aged 18+ years)—over 1,393,000 individuals—are current cigarette smokers, according to a 2010 CDC report. Across all states, the prevalence of cigarette smoking among adults ranges from 9.3% to 26.5%. Georgia ranks 32nd among the states. Among youth aged 12–17 years, 10.0% smoke in Georgia. The range across all states is 6.5% to 15.9%. Georgia ranks 19th among the states.

Dr. Richard Mixon Honored as Volunteer The Macon Volunteer Clinic provides free health care to working, uninsured individuals in Bibb County. The clinic relies on volunteers to gift their time and professional skills to keep the clinic doors open every week. Each quarter, the clinic honors a volunteer. The clinic selected GDA dentist Dr. Richard Mixon to highlight this quarter. When he is not volunteering, Dr. Mixon operates Mixon Family Dentistry in Macon, where he has practiced for 35 years. When asked why he volunteers, Dr. Mixon said, "This is a way I can give back through a profession that has blessed me through the years. I am honored to serve a community of patients that typically falls through the cracks ... and I am thankful for this vehicle in which I am able to serve them." Other GDA members who volunteer at the clinic include Drs. The Georgia Dental Association honored William R. Bachand, DDS, and Jordan Blankenship, DMD, during The Dental College of Georgia’s annual senior awards ceremony at Augusta University on May 12. The GDA in partnership with the American Student Dental Association (ASDA) chapter at Augusta University annually recognizes a student and faculty member for active participation in, and outstanding service to, organized dentistry within the university. The association presented the Outstanding Senior Dental Student Award to Jordan Blankenship, DMD, who served as president of the ASDA chapter at Augusta University during the 2015-2016 term. For the second year in a row, Augusta University faculty member William R. Bachand, DDS, received the Outstanding Dental Faculty Contribution Award for his support of ASDA activities and of organized dentistry. “The dental students of today and the faculty that teach them are instrumental in forwarding our mission to improve oral health in Georgia,” said GDA Executive Director Frank J. Capaldo. “Together with our partners, we are working to remove barriers to dental care in the state, ensuring all Georgians have access to the highest quality of care provided by a dentist.” In addition to an award recognizing them for their accomplishments, awardees received complimentary registration to the GDA Annual Convention & Expo this summer in Amelia Island, Fla., along with a cash stipend. Appropriate Use of Dental Quality Measurement in Dentistry by Marie Schweinebraten, DMD “Our dilemma is that we hate change and love it at the same time. What we really want is for things to remain the same but get better.” Sydney J. Harris (1917-1986), journalist, Chicago Daily News/Chicago Sun Times. Many of us have asked ourselves in the practice environment, “How many of my new patients really accept treatment?” or “What percentage of my patients return for recall after completion of treatment?” These are questions we ask in order for our 18 • June 2016

practices to run effectively and efficiently, and allow us to provide optimal care for our patients. In our practices, and in dentistry in general, “quality measurement” may seem like a foreign term, but our profession has used quality measurement for decades. Practice management consultants encourage practices to utilize quality measurement and it is utilized within Medicaid patient care systems, health care exchanges, and insurance plans. The idea of quality management as a foreign concept to dentists may be changing.1 As technology advances, so too does the criteria for evaluating patient care. Historically the dental profession has

enjoyed respect and trust from patients, and provided a comfortable standard of living for practitioners. The challenge facing dentists is to maintain these characteristics in an everchanging practice environment. The days of the isolated practitioner who provides care one-on-one for patients with no outside influences are largely gone. Modern dentistry not only involves the dentist providing care in a practice location but extends into a much more complex world of patients who have access to reams of health care information, employers, insurance carriers, the influence of print and social media, and government regulations. To help us understand the increasing role of quality


measurement in this new world of dentistry, let’s review the work of the Dental Quality Alliance. Formation of the Dental Quality Alliance The Dental Quality Alliance (DQA) was formed by the American Dental Association (ADA) Board of Trustees in 2008 at the request of the Center for Medicare & Medicaid Services (CMS).2 The DQA was created to bring together numerous stakeholders to develop oral health measures that would improve the delivery of health care services and increase desired health outcomes, while ultimately enhancing the reporting capabilities of Medicaid and Children’s Health Insurance Programs (CHIPs). At the time, there was no standardized measure to evaluate the effectiveness of different states’ Medicaid programs. A reliable method of measuring quality was needed to compare a Medicaid program in Texas with one in Florida, for example. The DQA held its first meeting in 2010. There were members from key ADA councils, all of the dental specialty organizations, the Academy of General Dentistry, the American Dental Education Association, the American Dental Hygienists’ Association, CMS, the Medicaid-CHIP State Dental Association, and payer groups such as America's Health Insurance Plans (an association representing nearly 1,300 health insurance companies), Delta Dental, and the National Association of Dental Plans. The group established a mission “to advance the field of performance measures through a consensus building process with the goal of improving oral health, patient care, and safety.” Initially, the DQA sought to establish pediatric measures in three areas: · Evaluating utilization of dental services, · Quality of care, and · Cost of care. Evaluating utilization simply means, “Are the services being used?” For example, what percentage of children eligible for Medicaid in Georgia are actually seen for a dental examination? Cost effectiveness might include how much a plan costs per member per month. How Dental Measures Are Developed At first glance, the process of determining which dental measures will provide the

information that providers, plans, or government agencies need may seem very straight-forward. The first discussion step is the easiest, but a multi-stage process is necessary to validate a quality measure. Let’s use an example of a quality measure the DQA has taken through the validation process. The profession knows through evidencebased dentistry that sealants reduce caries risk, but how many children receive sealants on their first molars? That question is the beginning of your first quality measurement. Quality measures are typically expressed as percentages and defined using a numerator and a denominator. Our example would look like this: How many children received sealants on first molars? ___________________________ How many children of record are in the practice? Once we determine that this measure provides information valuable to the practice, plan, or government agency, then the measure must be validated. The validation process establishes the measure’s validity, importance, usability, and feasibility. The general concept is then refined with input from the dental community and environmental scans, and we determine proposed measure specifications. In this instance, we add that the children studied should be limited to those between the ages of six and nine. A time frame is also added: over the course of a year. Finally, we focused on those children at high risk for caries, as defined by the ADA’s caries risk assessment parameters. A fully specified measure now focuses on a more specific population: How many received sealants on their first molars during the year? ___________________________ How many children 6-9 years of age who are of record in the practice in the measurement year were at elevated risk (needed sealants on their first molars)? The quality measure then goes through a process of validation testing to verify that the resulting data is clear and concise. Additionally, the method is assessed for its replicability—the ability to uniformly generate meaningful data with various data sets. At each step in the process, comment

from the dental community plays a vital role in moving the measure forward. After testing, the final measure is brought to the DQA for approval. This specific measure, one of the first approved by the DQA, is currently being used by 14 state Medicaid programs and in California’s plan exchange. The measure can be applied to the plan level or practice level, meaning, for example, that payers that participate in an exchange must have this data available to meet criteria set by the exchange in California. Medicaid uses the quality measure at the practice level, meaning that a Federally Qualified Health Center, for example, would use the measure to ensure that the number of children receiving care is consistent with established goals and metrics. DQA-Approved Measures The DQA has approved 12 pediatric measures to this point. These measures include sealant use in 6-9 year olds, and also in 10-14 year olds. Care continuity, fluoride use, emergency room visits for caries-related problems for children, and follow-up care after emergency room visits have been addressed. Over the next few years, the DQA will look into adult quality measures, beginning with periodontal care. For example, the number of patients with a history of chronic periodontitis who have had an oral evaluation in the last year, or those who have had active periodontal therapy and return for periodontal maintenance would be determined through a validated measure. Eventually, metrics could be developed based on the perio-systemic link. For example, how many patients with diabetes have had a periodontal evaluation? Measure Implementation and Maintenance There are many facets of maintenance to consider once quality measures are validated. The DQA’s work is not completed once its measures are available to the profession. Implementation is important because how a measure is used is driven by a group’s needs and the information the group wants. As

Washington Leadership Conference Brings Dentists to Capitol Hill by Scott Lofranco, GDA Director of Government Affairs and General Counsel The American Dental Association (ADA) held its annual Washington Leadership Conference (WLC) in May in our nation’s capital, Washington, D.C. Members from the Georgia Delegation who attended this year’s WLC included Dr. David Bradberry, Dr. Bruce Camp, Dr. Jonathan Dubin, Dr. Jay Harrington, Dr. Amy Loden, Dr. Mike Loden, Dr. Marshall Mann, Dr. Darryal McCullough, and Dr. Michael Wright. On the first day, members of the Georgia Delegation attended educational “Breakout Sessions” featuring topics such as “How to 20 • June 2016

Effectively Meet with Your Legislator and His/Her Staff ” and “The 2016 Election Cycle — Congressional Elections.” The afternoon also included a open forum in which the ADA Government Affairs Team fielded questions about the association's current legislative agenda and discussed pending legislation with conference attendees. One of the highlights of the conference was an hour-long talk and Q&A given by this year's featured speaker and political analyst Tucker Carlson, a correspondent and pundit for Fox News. He provided his insights on the current political climate and the upcoming presidential election.

The day concluded with a cocktail reception and fundraiser for GDA member Dr. Drew Ferguson, a Republican candidate running in Georgia’s 3rd Congressional District race, and Dr. Fred Costello, a Republican candidate running in Florida’s 6th Congressional District race. On the second day, the ADA held another fundraiser breakfast that allowed both Congressional candidates to present their platforms to a broader audience. Georgia's Dr. Mann provided a great introduction for Dr. Ferguson. After breakfast, members of the Georgia Delegation headed to Capitol Hill to meet with staff members of U.S. Senators and


Congressmen from Georgia to discuss the ADA’s pending legislation: (1.) The Dental and Optometric Care Access Act of 2015 ("DOC Access Act") / HR 3323 sponsored by Rep. Buddy Carter of Georgia. This bill would prohibit "noncovered services" provisions in dental and vision plans regulated by the federal government and is supported by both the American Dental Association and American Optometric Association. As they relate to insurance benefits plans, non-covered services provisions typically dictate what a health care provider can charge a patient enrolled in a particular plan for services that are not covered by that plan. Already 39 states, including Georgia, have enacted legislation limiting these types of provisions in dental or vision plans.

their patients' prescriptions to continue to be covered by Medicare Part D Plans. The Centers for Medicare and Medicaid Services (CMS) issued this mandate (although the enforcement date has been delayed four times) in response to an Office of the Inspector General report that identified more than $1 billion in Part D payments for prescriptions written by providers without prescribing authority or a valid prescriber ID number. However, dentists were not part of the group of providers identified with the fraudulent prescriptions and should be excluded from the CMS rule. For those dentists who have never attended a WLC Conference, taking part is a great way to meet with ADA leadership

and the ADA Government Affairs Team, as well as network with colleagues from other state associations. The WLC provides an excellent educational forum for members to discuss legislative issues that impact organized dentistry at a national level and to learn how to communicate with legislators and their staff. This event is an invaluable asset for engaging ADA member dentists from a grassroots perspective and provides attendees with information they can bring back to their home states and incorporate at the local level. (2.) The Student Loan Refinancing Act / HR 649 sponsored by Rep. Mark Pocan of Wisconsin. This bill would allow individuals, particularly new dentists, to refinance their federal student loans more than one time. Specifically, it would allow them to refinance their federal Direct Loans, Direct PLUS Loans, and Direct Consolidation Loans at any time during the life of the loans, which enables them to take advantage of lower interest rates during more favorable economic conditions. (3.) The Protecting Our Students By Terminating Graduate Rates that Add to Debt Act / HR 4223 sponsored Rep. Judy Chu of California. This bill would allow graduate and professional degree students to take advantage of the interest rate subsidy that is currently only available to undergraduate students with federal Direct Subsidized Loans. The U.S. Department of Education offers Direct Subsidized Loans to assist eligible undergraduate students in paying for all or part of their undergraduate education by having a portion of the student loan interest subsidized. This would be a significant benefit for our dental students, who on average, graduate with over $200,000 in student loan debt. (4.) GDA, Alliance Members Care for and Educate Hundreds of Kids by Courtney Layfield, Director of Foundation Development & Outreach, GDA Foundation for Oral Health February was Children’s Dental Health Month (CDHM). Members from across the state turned out in droves at their local elementary schools, daycares, Boys and Girls Clubs, special needs centers, and faith centers, reaching almost 12,000 children throughout the month. The signature event of the month was the 14th annual Give Kids A Smile (GKAS) Day on February 5. Nearly every GDA district held a GKAS event, where volunteers provided free dental care and oral health education to approximately 22 • June 2016

400 children with care valued at almost $100,000! In addition, the GDA Council on Dental Health distributed more than 10,000 toothbrushes, toothpaste tubes, and goody bags across all seven of the GDA districts for volunteers to use at GDA events. Thank you all of the GDA members, dental staff members, Alliance members, dental hygiene school faculty members and students, and community volunteers who helped to make CDHM and GKAS Day a tremendous success in Georgia. The following events are the ones that were reported in writing to the GDA office. Watch for information on how to plan for 2017 events to come later this year.

• Students and faculty from The Dental College of Georgia and College of Allied Health Sciences provided free dental care for nearly 125 local kids. Children participated from several elementary schools and the Healthy Grandparents Program. Restorative treatment, including extractions, composite restorations, and stainless steel crowns, was provided by pediatric dentistry faculty and residents along with senior dental students. Junior dental students pitched in as runners to help with patient flow. The event was coordinated by Jennifer VanCise, Kandyce A'See, Dr. Bruce Riggs, and Dr. Tara Schafer.


• The Northwestern District hosted an event at the Fortis College Department of Dental Hygiene where 35 children and adolescents received exams, cleanings, sealants, x-rays, and oral health education. The care was valued at approximately $8,000. Special thanks to GDA members Drs. Aaron Schwartz, Kay Kalantari, Robin Reich, Freddie Padilla, Kumar Patel, David and Monicha Drew, Chris Shim, and Alex Patrick for volunteering their time and services.

systems, the event treated more than 160 children. The roughly $50,000 of donated treatment included exams, radiographs, prophys, fluoride, sealants, extractions, and fillings. The children were educated on proper oral care and given prevention tips to help avoid them avoid cavities in the future. The district thanks the 125+ volunteers who worked to make sure the patients received the highest level of care,

including GDA members Drs. Lindsey Anderson, Alla Brown, Denise Brown, Sean Cochran, Ben Hawkins, James Hicks, John Martin, Heather McGee, Bhavik Patel, Shilpa Singh, John Uetsuki, Matthew Vaughn, and Tom Weyrich. The district also thanks event sponsors, including the ADA, GDA, Alliance of the GDA, Patterson Dental, Dexis, and Affinity Bank, as well as the Lanier Technical College dental hygiene program.

• Southeastern District members gathered at Savannah Technical College to provide exams, cleanings, fluoride, sealants, restorative care, and oral health education to 56 children. The care was valued at $22,000. Kudos to Drs. Christopher Comer, Tom Broderick, Donihue Waters, Mark Dusek, Ben Duval, Kamiti Harden, Felix Maher, Byron Colley, Alex Schnabel, Shana Herring, Angie Willox, Chris Fall, Matt Rosenthal, and Christopher DeLeon for volunteering to help the children who were seen. • Southwestern District members Drs. Charles Stuart and Bonita Richter White worked with Gail Blitch at Wiregrass Technical College to arrange free treatment for 15 children, including exams, x-rays, cleanings, sealants, fluoride, and oral health education. The care was valued at $6,300. • Childress Dental Center and Dr. Meredith Gardner provided free services to three children. Each child received an exam, cleaning, fluoride, sealants, oral health education, and a take-home goody bag. This donated care was valued at approximately $550. Thanks to Dr. Gardner and her staff for making these children feel welcome and taking care of their dental needs. • Dr. Janice Wilmot visited Arcado Elementary, Camp Creek Elementary, and Good Shepherd Preschool in February to talk to the children about the importance of good oral hygiene. She also handed out goody bags. She reached 405 students. • Dr. Matt Mazzawi visited Grayson Elementary and Partee Elementary during CDHM, providing dental health education to 265 students. • Dr. Ryan Vaughn reports that the Northern District celebrated Give Kids A Smile Day at Lanier Technical College. Continued from page 11 However, if in order to get the pay and benefit information they discuss with others, they access offices or files known to be off-limits to them, or cause others to break access restrictions and give them confidential information, and the company has clearly taken steps to restrict the information and uphold its confidentiality, then they may well find themselves unprotected by the National Labor Relations Act if they are disciplined, or even discharged, for participating in the access violation. Many employers use sample policies that they have found on the Internet or in collections of policies in popular office software, and some employers simply draft their own policies. With some areas of employee relations, that can work. However, when the policies concern pay and benefit discussion, it may not be a good idea. This area of the law is so little-known by most employers and employees and so fraught with potential problems that any employer considering writing or enforcing a policy

restricting discussion of pay and benefits should consider consulting an employment law specialist who is knowledgeable about National Labor Relations Act issues before taking any actions. The clear message for employers: do not prohibit workers from discussing pay and compensation. The law errs on the side of protecting employees’ right to concerted activity. Stuart J. The large group, corporate, and big box practices all use group buying because it makes good business sense to lower your overhead so you can continue to practice your profession your way! In some cases, the DQA oversees implementation so that the correct data required for the measure is obtained and the information received is valid. This oversight is important to ensure the validity of the quality measure. The DQA is also responsible for maintaining the measure. As needs, data collection, and other changes occur, a measure must be reviewed to ensure its continued validity and relevance, similar to maintenance of the dental treatment procedure codes. Currently the DQA has a committee dedicated to educating the profession and the public regarding measures and their appropriate use. A DQA User’s Guide is available, along with webinars for member groups of the DQA to use to educate their constituents and answer questions about quality measurement. Conclusion Quality measurement is here to stay, but the process and maintenance of measures must be controlled by the profession and not outside organizations. Dental Quality Alliance goals include assisting and protecting the dentist at all levels of practice so that dentists may continue to provide quality care and maintain a high level of respect and trust of patients through quality measurement. The DQA is an organization of major stakeholders in oral health care delivery that uses a collaborative approach to develop oral health care measures. The mission of the Dental Quality Alliance is to advance performance measurement as a means to improve oral health, patient care, and safety

through a consensus-building process. The objectives of the DQA are to identify and develop evidence-based oral health care performance measures and measurement resources; advance the effectiveness and scientific basis of clinical performance measurement and improvement; and foster and support professional accountability, transparency, and value in oral health care through the development, implementation, and evaluation of performance measurement.
