EDITORIAL: LONG-TERM LANDMARKS

I have discussed before the idea of dentistry and landmarks. We have many to mention. Volunteers have provided charitable dental care to thousands of Georgians, tens of thousands, through endeavors like the Georgia Mission of Mercy and volunteer-run clinics around the state. The first GMOM event made the national news, and became a landmark of volunteer outreach. At the same time, the Georgia Dental Association has fought over the years mostly outside of the media spotlight to strengthen publicprivate partnerships and adequately fund public health programs that are designed to meet Georgians’ needs. We see need, and address it immediately at chairside, and we address it for the long-term with planning and foresight. The oft-debated Journal of the American Dental Association turned 100 in 2013. The Journal of the Georgia Dental Association will be 85 next year. (There were society publications before that time but the one with that name was born in 1932.) That is decades of dental knowledge captured in the printed word. Today, we capture shorter attention spans with Facebook posts and tweets. We share information in the short-term in the medium of the moment, but we preserve our accomplishments to provide context for leaders to come in more permanent form. I have seen these archives and they provide valuable information. In 1953, our GDA journal printed a report from a committee charged with studying the need for a full time central office. The report stated that “The GDA has passed through its adolescence ... It is now full grown and time for its members to accept the facts of life. Those facts loudly and clearly demand a full-time central office.” That central office was created, and our volunteer leaders began to appreciate the fact that there were trained staff available to carry out and manage their leadership vision. I would say that in some ways we are still in the short-term phase of leadership and management learning the best way

to work together to move the association forward, or at least in a second adolescence (maybe we just moved back into our parents’ house after college graduation.) We are still in the beginning stages of realizing all that we can be for our members. That’s not to say that we have not reached landmarks since 1953. We have a legislative advocacy reputation that is remarkable and has created multiple tangible benefits for our patients and profession. We have done well with educating dental students about the value of advocacy, and it continues to be one of the most-valued membership benefits. We would not be the effective profession we are today without the work of our staff and volunteers who served tirelessly at the Gold Dome. But we have challenges mounting daily, from the advocacy side but also from many others. We must adapt and offer even more value in areas like media relations and member services. We need to elevate all of the benefits we offer to the level of our advocacy. If you are coming to the GDA Convention & Expo July 14-17 (and I hope you are as there is not a better value available), you are going to see the results of our immediate attention to offering increased member value. You will see the dental buyers group in action. You will see new attention to education and training. You will learn how effective our media relations are. You will read about governance activities that impact how the association itself operates. We are building up to create some big landmarks on the horizon. Join in and benefit from the short-term and long-term value being created.

COMMENTARY: LOOKING FORWARD

From the first Board of Trustees meeting I attended, a little over two years ago, I discussed the need to have us as a group focus on the future as opposed to revisiting the past. What I mean by that is our governance meetings should always be primarily about moving the organization forward. That is not to say that reviewing reports is not valuable. Reports are important and should provide us insight into the future course the association takes. However, focusing our volunteers’ valuable time going over reports is not, I believe, the full purpose of the Board. Formulating a strategic plan was a big step toward focusing us on the future. We needed an agreed-upon framework in place before we could move forward. We have that now. Over the course of many months, our Strategic Plan Task Force formulated a series of goals and objectives, and created a new mission statement: “Helping Georgia Member Dentists Succeed.” The previous mission statement, “Georgia: A State with Optimal Oral Health,” was laudable, but we as an association must focus on providing you with the tools and practice environment you need to create optimal oral health for your patients. We now have a finance goal with two objectives intended to ensure stability. We have a membership goal with two objectives intended to increase loyalty and investment. And we have an organizational goal with three objectives intended to ensure that the GDA’s capacity will be sufficient to meet the needs of our members. Going forward, staff and leadership will develop strategies to determine what products, services, and operational structures are the ones that move your association forward in a meaningful way toward those goals and objectives. Dr. Marshall Mann and the Governance Task Force are already well underway in reviewing our governance structure. The group has met three times so far, with another meeting scheduled in June. They are determining where “gaps” may exist in our governance structure, and if a gap exists, what solutions can address and correct them.

I will not disagree that change of this nature is not easy! This work represents an enormous change in our governance thinking and, more profoundly, in our internal wiring based on decades of reviewing reports. But the implications if we do not change are significant. An article called “The Duty of Foresight” by Jeff de Cagna succinctly describes this future-oriented strategy. In it, de Cagna states: “Association boards also must nurture a shared responsibility for future-focused stewardship. Instead of adopting a shortterm ownership perspective that may resist the realities of transformation, reject the risks of innovation, and reinforce a preference for the status quo, boards should operate as forward-looking investors who work collaboratively over time to grow the tangible and intangible value of the association as an asset that belongs to and exists for stakeholders’ benefit.” That is the key, folks. You value what the association does for you, and we are providing and will provide more value for you in our Four Cornerstones: legislation and advocacy, communications and public relations, member practice services and education, and business and non-dues services. We are building an education and training department. The “Because I Saw My Dentist” consumer education campaign is moving Georgians to find a dental home with GDA dentists. The group buying program will save you money on the products and services you use every day in your practices. We need our governance structure to be flexible enough to transform, innovate, and work collaboratively to provide value as well. We are on our way.

PRACTICE Ten Steps to Successful Retirement Savings By UBS Financial You work hard for your money, so why not make your money go to work for you? A 401(k) retirement savings plan softens your tax bite and builds up your financial future. Check out these tips for starting and maintaining your 401(k):

Step 1: Start early

You’re never too young to save, whether through the 401(k) plan or some other means of saving. The sooner you start, the longer your money will work for you and the larger your nest egg can grow.

Step 2: Max out your savings

How much you contribute is completely up to you. Some people save the maximum to build their future financial security and to take advantage of tax savings. When plans feature company-matching contributions, many people contribute at least the amount required to receive the maximum match.

Step 3: Pick the right investments

Many 401(k) plans offer a choice of professionally managed investment funds with varying levels of risk and potential return for return. You may invest your plan money in one or more of the available funds. You choose the investment mix that’s right for you. Of course, the value of your investments may fluctuate in response to changing market conditions. Historically, funds that have fluctuated more in value have also provided returns that did a better job over the long run of outpacing inflation. You need to weigh your investment objectives against those of each fund, and factor in your tolerance for weathering potential ups and downs. Past performance is not a guarantee of future results.

Step 4: Keep track of your account

Now that your money is working for you, keep an eye on how it’s doing. At least once a year, you will receive a statement of your account that shows the amount you contributed, the funds you’re investing in, how each is performing, and your vesting status. Look over this statement carefully to be sure you’re making the most of your 401(k).

Step 5: Re-evaluate your investments over time

Once a year, it’s a good idea to cast a critical eye on the mix of funds you’ve chosen to determine if they continue to be the best choices for you. When you plan to leave your money in the plan for several years, higher-risk investments may make sense because you will have time to ride out market fluctuations. However, the closer you get to the time you plan to use that money, the more important it is to re-evaluate the risk of short-term loss. You may want to begin moving your money to lower risk investments.

Step 6: Leave your money in the plan

Your plan may allow you to take money out before retirement. If you are considering this option, carefully weigh the tax consequences. When you withdraw money before age 59-1/2, you not only lose out on tax-deferred savings, you may also have to pay ordinary income tax and a 10% penalty tax. Some plans allow you to take out a loan, in which case you continue to postpone tax on the amount you borrow.

Step 7: Defer taxes

With a 401(k) plan, your contributions, any companymatching contributions, and your investment earnings are not taxed as current income. You defer, or postpone, federal income tax on these amounts until later when you take them out of the plan. Depending on where you live, you also may owe state and local taxes on your withdrawals.

Step 8: Name a beneficiary

Customer Service with a Wrench By Charles Marshall

Question: How do you know for certain that you have provided your customer the very best in customer service? Answer: When they are thanking you as they hand you the check. Not long ago the heating element gave up the ghost in our dryer at home. It’s been a great dryer but it is old and probably is in need of replacing. Being as cheap as I am (I like to think of myself as uber-thrifty), I’m going to try to squeeze another thirty or forty years out of it. I called the appliance repair center and was told by a bored-sounding customer service rep that a house call by their technician would run me just under $100 for his “diagnostic visit.” Now, not liking to trounce a company by name, I want you to know that I’m going to avoid naming the appliance repair company and will just will refer to it as Sneers. Since my Sneers dryer was old and I didn’t want to pay a repairman—um, excuse me, I mean “diagnostician”—$100 bucks to come to my house to tell me I need to buy a new dryer, I asked the customer rep if she could tell me if they still make the heating element for my dryer. At this, she sounded irritated that: A] I‘m using up valuable oxygen on the planet B] she was still on the phone with me, and C] I was making her look up stuff on her computer. But I persisted and finally she sighed and I heard the angry tapping of a keyboard in the background. Then she told me that yes, they still make the desired part but that it was on back order and would take three or four weeks to get in … maybe. I couldn’t help but notice how happy she sounded delivering this news. I got off the phone with her and found another repairman in my area that would only charge $10 bucks to come out and take a look at my dryer. After talking with the good folks at Sneers, $10 sounded like a pretty good

deal, so I had the guy come take a look at my dryer. When he got to my house it took him about three minutes to take my dryer apart and confirm the heating element was shot. “Can you get the replacement part?” I asked, fearing the worse. “Sure, I have one in my van right now,” he answered. Hmmm. This rare, antique dryer part that Sneers had on back order happened to be out in his van. He brought the part in and I compared it to the old part and sure enough, it was the exact same part. He installed it inside of about five minutes and the dryer worked perfectly. Since his trip to my house, I’ve probably recommended his business a half dozen times. What did he do to make me such a big fan of his? 1] He was willing to prove himself and his services for a chance to earn my business. 2] He responded to my needs in a timely manner. 3] He offered me a valuable service for what I felt was a fair price. 4] He evinced ownership in the quality of his work and backed it up with his personal guarantee. All of these things are evidence of quality customer service and in a tough economy, it’s a good idea to remember that good customer service = happy customers = job security. And, by the way, when the repairman left my house that day, I was thanking him as I handed him the check. Sounds like good customer service, doesn’t it? © 2016 Charles Marshall. New Dental Component of Good Samaritan Health Center in Gwinnett Needs Volunteers by Dr. Clayton Davis

The GDA “Because I Saw My Dentist” campaign was created to help raise the quality of oral health among all Georgians and encourage them to seek a dental home. The campaign rolled out April 1 and has received significant media coverage. Thanks to the members who have taken part in media interviews, like Dr. Cassandra Lichkay, shown with Atlanta CW69 Focus Atlanta program director Keisha Lancelin and Dr. Shannon Thorsteinson. Media coverage will continue all over the state in the months to come; watch your local stations for your colleagues!

In 2013, the GDA held a successful GMOM in Norcross. Dr. Greg Lang, director of Good Samaritan Health Center of Gwinnett (GSHCG) was invited to come and observe the event. The clinic helped convince Dr. Lang it was time to bring a full-time dental clinic for the uninsured and working poor to the area. Since that time, Dr. Lang and the GSHCG board of directors have worked diligently to find a location where they could expand the medical clinic and add a six-chair, modern dental clinic. Finding funding for this project has been nothing short of miraculous, with generous donations coming from many sources including the Northern District Greater Atlanta Dental Foundation. The dream is now becoming a reality as GSHCG has purchased an abandoned office building south of downtown Norcross. Remodeling is underway and the clinic is scheduled to open by mid-July. The key to the success of the dental clinic will lie in how well it is supported by volunteer dental professionals. Without the help of area dentists and their clinical staff, this new facility with all its new equipment will have little impact on the community. We need the dental community to step up and support GSHCG. New Healthcare Provider Directory Law: How This Impacts Your Dental Practice by GDA Director of Governmental Affairs Scott Lofranco On April 26, 2016, Gov. Nathan Deal signed Senate Bill 302 into law. Sponsored by Sen. P.K. Martin (R-Lawrenceville), this consumer based legislation will require insurers to provide both print and online directories listing the healthcare providers in each of its network plans, which will be available to covered persons and the general public. Starting January 1, 2017, this new law will require insurers to review and update their entire provider directory for each network plan. After that date, they shall be required, at least annually, to audit “at least a reasonable sample size of its provider directories for accuracy ... and based on the results of such an audit, verify the accuracy of the information or update the information, if applicable.”

HOW THIS LEGISLATION AFFECTS YOUR PRACTICE: If your office has not submitted a claim to an insurer or communicated your intent to continue participating in that insurer’s network within a 12-month period, the insurer will be required to send you a notice asking you to confirm the accuracy of your contact and practice information. If the insurer does not receive a response from you within 30 days, the law requires the insurer to remove you from the network. However, the insurer will also be allowed to use “any other available information or means” to verify whether your office is still participating in the network before removing you, so there is a minor fail safe provision built into the new law. Moreover, in situations where the Insurance Commissioner finds that a covered person reasonably relied on materially incorrect information contained in an insurer’s provider directory, the Commissioner may require that the insurer provide coverage and reimburse the covered person any amounts he or she would have paid had the services been performed by an in-network provider. However, the Commissioner will also review whether the healthcare provider reported any changes in his or her contact and practice information prior to requiring reimbursement. The passage of the Healthcare Provider Directory Bill is a step forward in creating more transparency for consumers and healthcare providers. However, it is important for dentists to remember to update network provider(s) with any changes in your practice information and respond in a timely manner to their requests for this information. In Memoriam: Remembering Two Dentists Donald Felker, DDS, died February 25. He had been in declining health for some time; nevertheless, his death was unexpected. We believe he had a sudden, severe heart attack. Donnie was an honor graduate of North Georgia University and received his dental degree from Emory. He served his country faithfully in Germany and elsewhere before coming to Dalton in 1971 and establishing a successful dental practice. It is not an exaggeration to say that Don Felker became “ The Godfather” of the dental community in our corner of the state. He was highly respected as a skilled and conscientious clinician, popular with his patients, and a loyal friend. To say that Donnie was gregarious and entertaining is akin to musing that the oceans are salty. He had an infectious sense of humor and a wit that left people with a perpetual smile on their face and laughter in their souls. We often say that someone lived life to its’ fullest; but Don Felker was the epitome of that philosophy. No one was ever around him for long who didn’t feel buoyed and happy. He worked diligently for his profession and the GDA and received numerous awards. Along with his wonderful wife, Gelaine, he provided service and inspiration to our district and state associations. No one who knew him will ever forget him. I can think of no more fitting an epithet than that which the poet Browning said of his friend: “If there is another life, he lives in bliss; If not, he made the best of this.”

From the Atlanta Journal Constitution: Dr. Marian Cleo Sprinkle Graves was born March 21, 1918, and passed away February 12. When as a child she declared that she wanted to become a dentist her father responded, “That is not a bad idea.” Years later, after she graduated from college in North Carolina, he put her on a bus to Atlanta and the dental school associated with Emory with the admonition “I will support you, but if you begin this I expect you to finish it.” And she did. Marian graduated from Emory in 1942 just as men of military age were drafted into service. An older dentist struggling to keep his Atlanta practice afloat while losing his younger associates to the military visited the dean to inquire: “I understand you have a woman in your graduating class. Is she any good?” Thus Marian, who graduated second in her class, received the job offer that began her career as the first woman to practice dentistry in Atlanta primarily on the merit of her immunity to the draft. After the war ended and male dentists returned to civilian life, Marian accepted an invitation from Buck Chandler, a former instructor at the dental college, to partner with him in a two-person practice. That partnership continued until Buck retired and beyond, as Marian shared her practice with his stepson. Over the years she developed a loyal cadre of patients, some of whom were the fourth generation of family in her practice by the time she retired in 1992. In 2012 Marion discussed her life and career during an interview with StoryCorps, America’s largest oral history project. Marion was a longtime supporter of her churches and of Operation Smile, an international medical charity committed to provision of safe surgical care to children born with facial deformities.


Did You Know: Nutrition Label Changes and Sugar

The Food and Drug Administration (FDA) is making changes to nutrition labeling. These changes include increasing the type size for “Calories,” “servings per container,” and “Serving size,” and bolding the number of calories and the “Serving size” declaration. “Added sugars” will now be included on the label. Data shows that it is difficult to meet nutrient needs while staying within calorie limits if you consume more than 10 percent of your total daily calories from added sugar, which is easy to do as you can see at left (courtesy of the Center for Science in the Public Interest). While continuing to require “Total Fat,” “Saturated Fat,” and “Trans Fat” on the label, “Calories from Fat” is being removed because research shows the type of fat is more important than the amount. The label also updates serving and packaging sizes. By law, serving sizes must be based on amounts of foods and beverages that people are actually eating, not what they should be eating. How much people eat and drink has changed since the previous serving size requirements were published in 1993. For example, the reference amount used to set a serving of ice cream was previously 1/2 cup but is changing to 2/3 cup. The reference amount used to set a serving of soda is changing from 8 ounces to 12 ounces. Package size affects what people eat. For packages that are between one and two servings, such as a 20-ounce soda or a 15-ounce can of soup, calories and other nutrients will be required to be labeled as one serving because people typically consume it in one sitting. Manufacturers will need to use the new label by July 26, 2018. Manufacturers with less than $10 million in annual food sales will have an additional year to comply. The American Dental Association has long advocated for greater scrutiny of added sugar’s effect on oral health. In 2015, the Association filed comments on the Scientific Report of the 2015 Dietary Guidelines Advisory Committee, which served as the basis for developing the new guidelines. May 2016 • 17

Association Activities During Legislative Session See Success With the final day of the 2016 legislative session on March 24 extending beyond the typical midnight cut-off time, the 153rd Georgia General Assembly has completed the second year of its biennial legislative term. Accordingly, any bills that failed to receive a favorable passage in both chambers by the time the gavel fell are dead. Any bills that passed both chambers now move to Governor Deal’s desk for his signature or veto. This year’s session was an expedited affair because of the May primary elections but still managed to provide some heated debates on issues ranging from the Religious Freedom Restoration Act, the ability to carry 18 • May 2016

a firearm on a college campus, and advancing the processing of sexual assault evidence by state forensic crime labs, just to name a few. However, the primary focus for the Georgia General Assembly during its 40-day session at the Gold Dome was the passage of the state’s operating budget for the upcoming fiscal year. The $23.7 billion Fiscal Year 2017 budget is the largest in state history, with a large part of that funding going toward salary increases for educators, state employees, and state retirees. In continuation of last year’s massive transportation funding legislation, significant expenditures for the construction and repair of roads and bridges across

the state were also included in next year’s operating budget.

Dental Hygiene Legislation

As you may recall from our weekly legislative reports, one of the main pieces of legislation that concerned our membership was House Bill 684. This bill would have allowed for the reduced supervision of dental hygienists performing their duties in “approved safety net settings” and in settings involving Medicaid and Medicare patients of the supervising dentist. Although this legislation originated last year in the House, a Senate bill containing language originally intended to establish the Dental Hygiene Therapist


profession in Georgia, Senate Bill 248, was amended this year and replaced with the language of HB 684. Consequently, we found ourselves facing the same piece of legislation in both chambers at the same time. However, neither bill advanced out of the House or Senate Rules committees this year. Executive Director Frank Capaldo wrote a commentary entitled “Dispelling the Myths about Dentists and HB 684” that appeared in the Georgia Health News among other outlets. We would like to thank the legislators who heard and supported our concerns that this legislation would create a reduced standard of care for underserved and elderly individuals of our state. We look forward to working with all interested stakeholders this summer and fall to discuss and formulate sustainable solutions to address oral health care barriers in Georgia.

Rural Dental Student Loan Repayment Program

In 2015, your Government Affairs Team successfully lobbied for a $200,000 appropriation in the FY 2016 budget to re-establish the very successful Rural Dental Student Loan Repayment Program. The eight dentists who qualified for the program are eligible for up to $25,000 per year (with a maximum renewable period of four years) in student loan repayment by the state as long as they commit to practicing in areas with populations of 35,000 people or less and accept Medicaid. This appropriation was removed from the proposed FY 2017 budget, but your Government Affairs Team successfully lobbied to have the funding restored to the final version of the FY 2017 budget that was signed by the Governor.

Dental Therapist Bill

Senate Bill 248, sponsored by Sen. Valencia Seay (D-Riverdale), was introduced at the end of the 2015 legislative session. Sen. Seay’s bill originally sought to create a new position in Georgia dental offices: the Dental Hygiene Therapist. Prior to the bill receiving its first committee hearing in Senate Health and Human Services this year, Sen. Seay removed the original language of the bill and substituted it with an earlier version of House Bill 684. The substitute bill was voted out of the Senate Health and Human Services Committee, but was not voted out of the Senate Rules Committee.

Regulation of Professional Licensing Boards

The introduction of House Bill 952, sponsored by Rep. Chad Nimmer (R-Blackshear), stemmed from the U.S. Supreme Court’s decision involving the North Carolina Board of Dentistry and the Federal Trade Commission. The U.S. Supreme Court held that in order for a state professional licensing board to claim immunity from federal anti-trust lawsuits, the board’s conduct must be consistent with clearly articulated state policy AND board conduct must be actively supervised by the state. As such, House Bill 952 gives the Governor or his or her designee the authority to approve or veto any rule or action of a professional licensing board in this state. The version of the bill that passed the House gave this supervisory authority to the Secretary of State but the bill was amended in the Senate to vest this authority in the Governor. This bill was signed by the Governor in April and becomes effective July 1, 2016.

Administration of Local Anesthesia by Dental Hygienists

House Bill 350, sponsored by Rep. Tom Taylor (R-Dunwoody), sought to expand the scope of practice of dental hygienists by allowing them to administer local anesthesia by infiltration and block. This bill did not receive a committee hearing this year.

Water Fluoridation Bill

House Bill 129, sponsored by Rep. David Stover (R-Newnan), was a carryover from last year’s session that would allow local governments to opt in or out of state water fluoridation requirements by a referendum called by a resolution of the governing authority of a municipality or county. The current law only allows local governments to opt out of water fluoridation requirements by a petition by 10% of registered voters in that political subdivision that voted in the most recent general election. This bill did not receive a committee hearing this year.

Single Dental Administrator for Medicaid Billing

House Bill 537, sponsored by Rep. Carl Rogers (R-Gainesville), was aimed at creating a single dental administrator under the state Medicaid system, which currently has three dental administrators. Although the bill passed the House last year, it stalled in the

Senate this year, where it was assigned to the committee on Insurance and Labor. Your Government Affairs Team voiced support for this legislation when the bill was heard before the Senate committee, but the bill never received a vote.

Insurer Transparency Bill

Senate Bill 158, sponsored by Sen. Dean Burke (R-Bainbridge), was introduced in 2015 to create more transparency between insurers and primary care providers. As a result of the findings of a study committee commissioned by the Senate last year via Senate Resolution 561, the bill was amended at the beginning of the 2016 session to only pertain to third party PPOs/rental networks. The final version that passed both the House and Senate requires rental provider networks to register with the Insurance Commissioner. Moreover, rental provider networks are prohibited from knowingly accessing or utilizing the primary care provider’s discount without a contractual relationship with that provider or third party. Finally, and subject to other limitations defined in the bill, if a third party is given access to the rental provider network contract, that third party cannot increase the contractual discounts agreed upon by the network and the primary care provider. This GDA-supported legislation was signed into law by the Governor in April. We want to thank member dentist Dr. Richard A. Smith of the Northern District Dental Society and Angela Waller, practice administrator at Tift Regional Dental Group in Tifton, Georgia, for serving on the study committee commissioned by the Senate last year via Senate Resolution 561. Their hard work is very much appreciated.

Drug Repository Program

House Bill 897, sponsored by Rep. Betty Price (R-Roswell), requires the Department of Public Health to establish a drug repository program to accept and dispense over-the-counter and prescription drugs to patients who are indigent, uninsured, underinsured, or enrolled in a public assistance health benefits program. This legislation was signed into law by the Governor in April and becomes effective July 1, 2016.

Health Care Clerical Errors

House Bill 916, sponsored by Rep. Dustin Hightower (R-Carrollton), prevents the denial of the reimbursement for any medical assistance on the basis of a clerical or record keeping error made by the health care provider. The provider of medical assistance shall be allowed 30 days to correct the error or omission. The bill passed both chambers, but was vetoed by the Governor. The Governor’s office issued this statement: “I support efforts to focus Medicaid provider audits on incorrect payment amounts, fraud, and abuse rather than identifying routine clerical errors. This bill, however, would modify the reimbursement policies of every department, agency, board, commission, or authority of state government. This is unnecessary and may interfere with the efficient processing of payments and sound fiscal management practices. For these reasons, I veto HB 916.”

This course will give dentists and staff an opportunity to receive an overview of the drinking water treatment process in Georgia, and learn about the Georgia Rural Water Association’s role in training and providing technical assistance to water systems in the state of Georgia and its relationship with the Georgia Department of Public health. We will discuss the treatment process and the additives required to make water safe to drink, the operation of the water distribution system, the importance of the addition of fluoride, and the importance of record keeping. The presentation will stress the role of knowledgeable certified operators, and will provide attendees with insight into the requirements of water professionals in Georgia. In addition, attendees will learn about cross connections between water-using devices and potable water in the dental office, and how to take preventative measures to avoid back-siphonage that can lead to water-changing quality in the plumbing. The course will also touch on the GRWA’s efforts to educate elected officials on the benefits of fluoride and correct misinformation from anti-fluoridation groups. Learning objectives: Attendees will take away information on the importance of backflow prevention, as well as information on installing and inspecting back flow devices, and inspecting plumbing systems. They will also obtain information on the current status of the water fluoridation program in Georgia.

1-5 p.m. “Part 1: Shaping Peri-Implant Soft Tissue for Long Term Esthetics and Health” (4 CEUs). Dr. George Priest. Esthetic implant restorations require a sound understanding of peri-implant profiles and a technical foundation of appropriate implant components. As a critical member of the implant team, the restorative dentist or prosthodontist is primarily seen as the clinician providing the definitive implant restoration. That role, however, extends far beyond hard tissue esthetics and includes a significant responsibility in soft tissue development which is necessary for optimal esthetic outcomes. This session will include a discussion on immediate placement and aesthetic restoration of implants in appropriate situations. Dr. Priest will examine restorative dentist/oral surgeon collaboration to achieve optimal peri-implant profiles primarily with anatomically contoured provisional restorations and definitive abutment and crown contours that maintain long-term soft tissue stability. The use of digital dentistry to facilitate procedures will be explored. Stepby-step clinical examples and videos demonstrate provisional restoration techniques. Results are examined from initial treatment to long-term follow-up for periods of over 20 years. Learning objectives: attendees of this course will learn how to adopt surgical and restorative protocols that maximize soft tissue potential of single and multiple implants; create esthetic chairside implant provisional restorations; optimize implant sulcular profiles in the esthetic zone; develop anatomical peri-implant esthetics for single and multiple edentulous spaces and completely edentulous patients; and communicate tissue contours to the laboratory via accurate impression and scanning techniques.

5-6 p.m. “The Biggest Medical Breakthroughs in Heart Disease and Cancer Prevention, Detection, and Cures” (1 CEU). Ana Casas, MD. Attendees will learn about a non-invasive, highly accurate test that can detect heart disease and predict heart attack and/or stroke risk. A non-toxic, oral, scientifically proven method based on 20 years of research at the Cleveland Clinic to prevent AND reverse heart disease will also be discussed. Attendees will learn about a new blood test that has been developed at Purdue University Center for Cancer Research that can accurately detect any cancer and the origin of the cancer with 99.9% accuracy when it is the size of the head of a pin (2 million cells) which is 4-10 years before any other diagnostic test can detect it. In addition, Dr. Casas will discuss a non-toxic, oral, highly effective targeted treatment for cancer when it is detected early. Learning objectives: Attendees will leave with life changing and life saving information that is based on 20 and 50 years of clinical research, respectively.


SATURDAY, JULY 16 8:30 a.m.-12:30 p.m. “Part 2: Contemporary Treatment for Edentulous Patients” (4 CEUs). Dr. George Priest. Technological innovations in materials and techniques offer superior esthetics and long-term durability to prostheses for edentulous patients. Beginning with conventional dentures and progressing to removable and fixed implant prostheses, Dr. Priest will feature treatment options that demonstrate proven longevity for edentulous mandibles and maxillae. Clinical examples and video segments will demonstrate expedited and accurate prosthetically driven implant placement; CAD/CAM designed and manufactured frameworks that are precise and long-lasting; and improved resins and ceramics for stronger, more lifelike tooth replacements. The impact of these advancements on clinical practice represents a significant development in enhancing implant treatment outcomes for edentulous patients. Learning objectives: Attendees will learn contemporary treatment protocols for edentulous patients; select appropriate implant options for edentulous maxillae and mandibles; learn how to position and distribute implants optimally for overdentures and fixed complete dentures; learn impression and scanning techniques for absolute cast accuracy; learn to direct the laboratory for ideal framework fabrication and tooth arrangement; learn to place implant attachments using an accurate and expedited chairside protocol; and learn how to use CAD/CAM technology for superior framework fabrication.

1:30-3:30 p.m. “Dental Implants and the Periodontium, Peri-Implantitis, and the Maintenance of Dental Implants” (2 CEUs). Dr. Samuel Norris. The tissues of the periodontium combine to form an active, dynamic group of tissues. One of the long-term risks associated with dental implants is a condition called Peri-Implantitis, an infectious disease that causes inflammation of the surrounding gum and bone of an already integrated dental implant, leading to the loss of supporting bone. Learning objectives: Attendees will learn more about the tissues that support the natural tooth and supporting implants, the etiology and diagnosis of peri-implantitis, the mucogingival aspects of dental implants, periodontal and dental implant maintenance, and how to treat an ailing or failing implant.

4-5 p.m. “The Quality of Life” (1 CEU). Mr. Harris Gignilliat and Mr. Patrick Carroll. MIT AgeLab has identified three simple questions dentists should ask themselves to assess how prepared they are to live well in retirement. What do these questions have to do with retirement planning? More than you may think. They uncover important factors that will determine your future quality of life or quality

of life for your loved ones and serve as a starting point for planning a satisfying retirement. The questions also shed light on issues your patients in retirement may be facing and things to consider for those who may become caretakers. When it comes to retirement planning, we’re inclined to focus on accumulating assets and making sure we spend our money wisely. But while our biggest fear may be outliving our wealth, there’s an even greater risk of losing our independence due to ailing health; being unable to access the big and small things that make us happy, and facing a decline in the number of friends in our social network. Learning objectives: Attendees will learn how to live longer and better; identify ways to assess how prepared they are to live well in retirement; discover important factors that will determine future quality of life in retirement beyond financial limitations; and with a market update and 2016 financial outlook.

Step 9: Choose a payout option

When you stop working for a company, you may receive the part of your account balance in which you are vested (have full ownership). If the value of your vested account is below a certain amount (generally $5,000 or less) it will automatically be paid to you in a lump sum. Healthy Smiles from the Start: Getting the Word Out to Moms

The Alliance created an oral health education program for moms-to-be, new moms, and the caregivers who support them. GDA dentists are asked to tell organizations that can reach those groups about this health education program. The Alliance of the American Dental Association (AADA) is the proud parent of Healthy Smiles from the Start, a dental health care education program for mothers and caregivers of newborns. “We are very excited to offer this new toolkit,” said Molly Bickford, a Georgia dental spouse who, along with Alliance member Sue Gardner of Ohio, helped create the program. “Healthy Smiles from the Start is all about making mouth-healthy habits a priority for everyone in the family.” The Idea Behind Healthy Smiles Mrs. Bickford, a long-time Georgia Alliance member and dental health education volunteer, is a proud grandmother. As she waited for the appearance of her grandchildren, said she was amazed by how the oral health of expectant mothers and newborns was often overlooked by otherwise informed and educated caregivers. She saw a significant need that the Alliance could address. “There is an urgent need for dental health education to be included in preand post-natal classes offered by hospitals and birthing centers,” Mrs. Bickford said. “By collaborating with these educational

programs and providing the Healthy Smiles from the Start toolkit, we can help to prevent and decrease baby bottle tooth decay, as well increase awareness that it’s not only safe, but very important, that women visit a dentist during pregnancy.” What Healthy Smiles Involves The Healthy Smiles from the Start program toolkit includes a four-minute video an instructor can use to present information to patients and facility staff, as well as easy-toprint handouts and educational brochures. The American Dental Association assisted the Alliance by creating all of the program materials, and making them available in both English and Spanish. “The materials are professionallyproduced, scientifically-based, and ready to deliver to hospitals and birthing centers with existing pre-natal classes,” Mrs. Bickford said. “The video is also available on YouTube. All volunteers need to do is request that these materials be added to facilities’ expectant and new mother educational efforts.” The Georgia Dental Association is proud to announce that Healthy Smiles from the Start is now part of Georgia’s Action for Dental Health as part of Objective 2.,

“Promote oral health education and literacy to mitigate potential barriers to a dental home.” This action plan’s overall goal is to advance comprehensive solutions to prevent dental disease before it starts and ensure that all Georgians can obtain treatment by a dentist. The Alliance initially created 500 toolkits for dental spouses to utilize in their states for dental health education projects. Thanks to sponsors like Henry Schein, Colgate, the Alliance of the Georgia Dental Association, the Alliance of the Ohio Dental Association, and ADA, the Alliance is continuing to produce additional kits and make them available free of charge to health care organizations. You Can Be Part of Healthy Smiles Volunteers, both dental spouses and dentists, are encouraged to reach out to their local hospitals, community health centers, and other organizations with pre- and post-natal education classes to ask about their interest in adding oral health education to their curriculum. “Dental spouses, and GDA dentists, should approach any facility where they believe oral health education is needed,” Mrs. Bickford said. “We want to reach out to families everywhere with this program. This program is not targeted at lower-income families, or organizations that serve only certain groups. June 1: Deadline for OSHA’s Revised Hazard Communication Standard In 2012, a revised OSHA Hazard Communication Standard was published in the Federal Register. The goal of the revision is to further reduce the likelihood of injury by making sure that employees can easily determine existing hazards posed by a specific chemical. The new standard includes portions of the old standard, specifically sections dealing with employee training and workplace documentation, but it also incorporates sections of the “Globally Harmonized System of Classification and Labeling of Chemicals” (GHS), which standardizes the way that hazards are communicated in the workplace. Since the revision requires a totally new approach to hazard communication, OSHA staggered the deadlines for training and notification. OSHA required employers to provide employees initial training by December 31, 2013. Manufacturers and distributors were given until June 1, 2015, to provide new labels and SDS forms, and until December 1, 2015, to emblazon shipping containers containing known hazards with new HCS-compliant labels. OSHA set a deadline of June 1, 2016, for employers, including dentists, to complete updates to workplace labeling and hazard communication programs, and provide employee training for newly-identified physical or health hazards. Material Safety Data Sheets Become Safety Data Sheets In the past, the most difficult part of dealing with hazardous chemicals was dealing with MSDS forms. Chemical manufacturers have always had to disclose any hazards and health risks posed by their products, but in the past, there was no requirement for how the information was to be conveyed. As a result, product labels and Material Safety Data Sheets (MSDS) were often difficult to 36 • May 2016

understand, so making labels and organizing the forms was a nightmare. Under the new GHS, Material Safety Data Sheets are now known as Safety Data Sheets (SDS). They must be in a standardized format and use specific words and symbols to convey hazards and dangers. SDS must be written in a format that is divided into 16 sections with uniform headings such as “first aid measures,” “fire-fighting measures,” “accidental release measures,” “handling and storage,” “exposure controls / personal protection,” “toxicological information,” and onward. Manufacturers must provide labels that use standard pictograms and specific “signal words" such as “DANGER” to easily convey chemical hazards to the user. The standard pictograms are symbols that convey a hazard, such as a flame to show flammability and an exploding bomb to show that a chemical is an explosive or is very reactive. Written Hazard Communication Plan Requirements Remain the Same Most of the other requirements remain the same within the revised standard. The written hazard communication plan must be current and available to all employees upon request. All employees must be trained on existing hazards in the dental workplace at the time of initial employment and any time additional hazards are added to the workplace. Dentists must maintain a current chemical inventory and the corresponding SDS for all chemicals, and the materials must be organized in a usable form. Any chemicals that are used out of their original container must be labeled using the new label format. As new SDS have come in, dentists should have been replacing old forms with new ones so that practice information stays as current as possible. By June 1, 2016, all labels made in the workplace and the written hazard communication plan must be updated and provisions made for future employee training when the standard is updated and/or when new hazards are identified.

Just make sure you have a current chemical inventory, and make sure that all employees know how to get on the website you choose and access the forms in case of a problem or if someone needs to make a label.
