EDITORIAL: CIVICS AND INCIVILITY

By Dr. David Bradberry GDA Editor

“I talked to legislators throughout the session, and they have a new view of us. They saw ... that we have a core tenet that they cannot touch. Patient safety is our number one goal.” DR. DAVID BRADBERRY GDA Editor Phone (770) 977-8644 drbradberry@bellsouth.net

Being part of the legislative advocacy process this year under the Gold Dome was an education. I have been to Legislative Awareness (LAW) Days in years past and advocated for patient-friendly legislation. I have read and shared the legislative update emails we all receive during the session. I have listened as the Georgia Dental Association president and Governmental Affairs Team members speak at our district meetings. But this year was different. This year, I learned about incivility in a way I did not expect and that was jarring, but also saw a legislature that I believe has gained a new respect for the profession and the Georgia Dental Association. Frank Capaldo talks about House Bill 684 in his commentary this month, so I won’t go too deeply into the specifics of the bill, which I feel was not a solution for the barriers to oral health care that underserved individuals face in our state. What I can talk about is what your association stands for in relationship to that bill. It is a pretty simple concept, but an important one—we did not put patient care beneath dollars. I talked to legislators throughout the session, and they have a new view of us. They saw, clearly demonstrated over each one of the 40 days of the session, that we have a core tenet that they cannot touch. Patient safety is our number one goal. The path of HB 684 was tortured; one that took a lot of twists and turns. I believe we negotiated in good faith every step of the way, but at the end of the day we were left with a bill that did not break down barriers to oral health care that we, as practitioners, see on a daily basis. Everyone who went to the Capitol for a LAW Day or to testify at a hearing, every Contact Dentist who called their legislator,

every member who received an email or fax asking them to contact a legislator and did so, everyone who talked about how much they cared about the patients of Georgia, did a tremendous job this year. Your Board of Trustees had a significant conversation about the session during our March meeting. There is a lot of work to do going forward. For one, your Government Affairs Team will hold multiple meetings in the “off season” to make an advocacy effort that succeeded in 2016 even stronger for 2017. They will need our help. Luckily, there are many ways we can make a difference. Every one of us needs to contribute to the GDA Political Action Committee. If someone asks you to “Back the PAC,” consider making a contribution. If you know a legislator, state or national, or someone in the state policy arena, consider becoming a Contact Dentist. We want to give all policy makers a dental education when it comes to bills that impact the practice of dentistry in Georgia. Contact the GDA for details. If you have ever thought about running for office, talk to the GDA about the resources that are available. We want to make your candidacy happen and get more dentists to the Gold Dome with Dr. Lee Hawkins and Dr. Lester Jackson (and hopefully to the U.S. Capitol with member Dr. Drew Ferguson, who is running for Congress). If you care about your patients and how they receive their care, this is the year to develop your swing in the “off season” and be game-ready when the 2017 session opens. We need a deep bench that is committed to making our team work.

COMMENTARY: THE REST OF THE STORY Dispelling Myths about Barriers to Dental Care and House Bill 684

By Frank J. Capaldo GDA Executive Director

“At the end of the day, our member dentists could not compromise their first order of ethical care, to do no harm—as would inevitably result from patients believing that a cleaning was the same as an exam.” FRANK J. CAPALDO Executive Director Phone (404) 636-7553 frank@gadental.org

This year, the Georgia legislature considered a bill that would purportedly allow greater access to dental care for Georgians in safety net settings by allowing dental hygienists to perform cleanings without requiring that a dentist be present or an exam be given. Initially, the Georgia Dental Association opposed the bill. Subsequently, we worked on amendments with the sponsor. After numerous negotiations the Georgia Dental Association agreed to accept the amendments and the bill passed out of the House Health and Human Services Committee. Why did the Georgia Dental Association, after making suggestions for numerous amendments, change its position of support on House Bill 684 when it reached the House Rules Committee? Simple! At the end of the day, our member dentists could not compromise their first order of ethical care, to do no harm—as would inevitably result from patients believing that a cleaning was the same as an exam. The passage of HB 684 would have benefited many dental practices financially, as dentists could have deployed unsupervised hygienists to provide cleanings to Medicaid patients. Instead, to their selfless credit dentists chose the safety of the most vulnerable citizens of Georgia over themselves. Ask yourself one question. Although the dental hygienist is no less a part of the dental team, who do you trust and believe knows more about the oral health of your child or your elderly grandparent? A dentist. If that is what we want for our loved ones, then why should the poor, underserved, and medically compromised citizens of Georgia receive a lesser standard of care? The answer is obvious. They should not receive a lesser standard of care and that is why the Georgia Dental Association reasserted its collective conscience and changed its position. Further, the Georgia Dental Association humbly thanks the super majority of legislators who also understood that a reduced standard of

care would not be in the best interests of their constituents. They realized that such a compromise cut to the very sinew of a dentist’s belief in patient safety and wholebody health, first and foremost. While we regret that this decision unsettled the leadership in other advocacy groups, as my grandfather always said, it is never too late [to change your mind] to do the right thing! HB 684 was initially promoted as a “safety net setting” bill that would provide greater access to dental care. A flawed premise from the bill’s inception, for two reasons. One, “access” is not the issue. Rather, the issue is “barriers” as a recent study by the Georgia Health Policy Center at Georgia State University clearly sets forth (Georgia Health Policy Center “A Study of Georgia’s Dental Workforce 2012”). Two, the bill contained a provision that went well beyond safety net settings by reducing the level of supervised care in the private practice office of a dentist! This second point is never mentioned by proponents because casting the bill as a safety net solution has more emotional appeal. Here are the facts about this legislation: • Is a Cleaning Equal to a Dental Exam? Well-intentioned proponents of the bill stated numerous times that a “cleaning is better than nothing”—a medically unsound premise. Such a statement misinforms the public’s perception of good oral health because the bill failed to address treating dental pain, infection, or cavities as only a dentist may diagnose and treat these conditions. • The Need for Proper Equipment in Safety Net Settings: Although the bill was amended to require suction equipment for cleanings in nursing homes—a critical safety issue

CDC Makes New Resource for Infection Prevention in Dental Settings Available The Centers for Disease Control and Prevention has a new resource designed to help dental offices follow infection prevention guidelines. The resource provides a summary of basic infection prevention principles and recommendations for dental settings; a checklist to evaluate compliance with practice infection prevention recommendations; and resources for clinical areas, including hand hygiene in dental settings. The resource emphasizes the importance of having one person in every dental practice assigned to be the infection prevention coordinator who can develop written infection prevention policies based on the evidencebased guidance noted in the new resource. The coordinator can help ensure that everyone is aware of the equipment and supplies necessary to address infection prevention issues. Obtain the new resource at www.cdc.gov.

Orthodontic Education and Research Foundation Merit Award Presented to Dr. Leon Aronson On March 12, 2016, Dr. Leon Aronson received the Merit Award from the Orthodontic Education and Research Foundation. Since it’s beginning in 1958, the Orthodontic Education and Research Foundation has evolved into a unique organization supported by orthodontists throughout the world. Its primary purpose is to foster and advance education and scientific research in the field of orthodontics, associated branches of dentistry and basic sciences; and to promote the clinical practice of orthodontics. Over the years the Foundation has sponsored numerous research projects and continuing education seminars. Its continuing goal is to help the orthodontic specialty achieve even higher standards of excellence. Every year at the annual meeting the Foundation gives its most prestigious award, the Merit Award, to an outstanding individual in the orthodontic community. The past recipients of this award read like a who’s who in orthodontic education and research around the world. This year the Board of Trustees of the Foundation awarded Dr. Leon Aronson the Merit Award at the Annual Meeting in Savannah for his outstanding dedication and leadership to the profession of dentistry and orthodontics. Dr. Tom Broderick, President of the Foundation (and presently GDA president) was honored with giving him the award. Property and Casualty Coverage: What Makes a Good Policy? By Michele Amatulli, CISR, GDIS Business Insurance Department Manager

Michele is the Business Insurance Department Manager for Georgia Dental Insurance Services, a wholly owned subsidiary of the Georgia Dental Association.

Commercial property insurance helps protect the building your business owns or leases as well as your business property, including equipment, inventory, and furniture. A commercial property insurance policy includes coverage for assets like accounts receivable, computers, and lost income for when business operations are suspended due to a covered loss. Businesses can tailor their coverage to include additional protection like valuable papers and records coverage that can help pay to reproduce important documents, provide temporary storage, and move records to avoid a loss. So, what makes good property and casualty coverage? Here are some tips on what to look for: • Sufficient general liability coverage. For instance, the property and casualty coverage that Georgia Dental Insurance Services (GDIS) offers with The Hartford offers various liability limits that best suit your needs. Included in this coverage is a $5,000 limit on employer practices liability (which would come into play if a fired employee filed a discrimination lawsuit, for instance). Higher limits are available for this coverage. • Business property/equipment coverage covering loss or damage to 1) Property you own or use in business; 2) Operative instruments and other clerical equipment; 3) Property of others in your care; 4) Improvements you’ve made to an office building you rent; and 5) Leased property you’re contractually required to insure. • Office building coverage covering loss or damage to any office building you own, including 1) Additions you’ve completed to the building; and 2) Permanently installed fixtures. • Patient records coverage covering the cost to research, replace, or restore valuable records as patient charts (including x-rays and impressions) if damaged or destroyed by a covered loss. • Dental waste disposal coverage covering reimbursement for all necessary legal expenses in the event of a claim that you improperly disposed of dental waste. • Computer systems coverage covering physical loss or damage to computer hardware as well as the loss of data or software, which includes mechanical breakdown.

Find tools and tips for managing your business in this column and on The Practice page at www.gadental.org.

• Exterior glass breakage coverage covering the cost to replace any covered exterior glass (whether you own or rent your office building). • Outdoor signs coverage covering the cost to repair or replace your practice outdoor signage. This includes signs both attached and not attached to your building as long as they are on your premises. • Equipment breakdown coverage covering loss or damage to electrical or mechanical equipment due to breakdown. • Off-premises power failure coverage covering loss of business income if an off-premises power failure keeps you from practicing. (Most policies will required a waiting period before the coverage kicks in.) • Accounts receivable records coverage covering the cost to replace or restore your accounts receivable records if damaged or destroyed by a covered loss. • Employee dishonesty coverage covering the loss of money or other business property caused by any dishonest or fraudulent acts by employees. This also includes coverage for ERISA exposures. • Medical expenses coverage if a patient injures him or herself in the dental practice. Earthquakes, floods, and sewer backups are typically not part of standard property and casualty coverage. However, these coverages are typically available as either separate policies, or endorsement only. GDIS property and casualty coverage meets all of the above criteria, offers additional earthquake, flood, and sewer backup coverage, and includes Income Interruption Protection. If a covered loss, such as a building fire or water damage, prevents you from operating your practice, this coverage would reimburse the dentist for actual loss of earnings for up to 12 months, with no specified limit. Extra expenses that may be necessary to restore operations, such as renting an office, are covered. If It Matters to You, It Matters to Us The GDIS team works for members, not insurance companies, and works hard to find the best coverage for every dentist’s particular needs. GDIS partners with The Hartford to provide property and casualty coverage to members. Contact GDIS at (800) 432-4357 or support@ gadental.org for assistance in finding the right coverage.

How to Give and Receive Feedback By Dr. Alex Lickerman

My student’s voice trembled as she answered my question: “How do you think you’ve done so far?” We’d been together on the general medicine inpatient ward for two weeks—the midpoint of the rotation—and as was my custom I was giving her feedback on her performance by first asking her to rate her performance herself. “Okay, I guess,” she replied. I waited to see if she had more to say. In fact, she hadn’t done okay. She certainly wasn’t the worst student I’d ever had, but she was easily in the bottom 10%. Her oral presentations were haphazard, often missing key details, their components often presented out of order (a traditional method exists for storytelling in medicine, one that’s designed for maximal efficiency and clarity and which, when abandoned, makes complex stories difficult to follow), her knowledge base was far below average for her level of training, and perhaps worst of all she seemed disinterested in her patients. I was concerned not just about having to give her a poor grade but about having to fail her. Her apparent lack of insight into the substandard level of her performance wasn’t only a potential obstacle to her improvement, it was a potential obstacle to her developing into an effective physician. Guiding Principles for Giving Feedback First and foremost, always be clear on your reason for giving feedback, whether you’re giving it to someone you supervise as a part of your supervisory responsibilities or to a colleague, a friend, or a child. It goes without saying feedback should never be used to benefit you but rather always to serve the person to whom you’re giving it. Identify any self-centered agendas you may have—e.g., making yourself feel big by making someone else feel small—and ruthlessly cast them aside. Giving feedback is ultimately about mentoring. A truly great mentor always seeks to make his students better than himself and utilizes feedback as a tool to do it. With that in mind: • Know your own biases. Are you more interested in being liked than you are in giving honest feedback? “Good advice grates on the ear,” the saying goes. Do you have the courage and compassion to serve their interests before yours?

• Ask the person to whom you’re giving feedback to rate their performance themselves. People will often identify areas they need to improve for you, which not only makes the feedback interaction seem less adversarial but increases the likelihood they’ll be able to respond positively to it by helping them sidestep their own ego (it’s harder to become defensive about something you’ve pointed out to yourself). Also, how they answer your request to rate their own performance often gives you insight into their degree of insight, which is a good indicator of their ability to improve. • Employ the sandwich method. This involves first saying something positive, then noting something that needs to be improved, then saying something (else) positive. People are more likely to work on correcting a deficiency if they feel good about their performance overall—that is, if their deficiency seems like a single blemish against an otherwise reasonably clean background. Your goal is to encourage them so they feel they can improve, that it’s worth it for them to make the effort to improve. If they have more than one serious deficiency, perhaps pick the most serious, give them feedback about it, and then pick another time to give them feedback about their next most serious deficiency. • Make your feedback concrete. Feedback must be actionable. Saying, “You don’t seem interested in your patients” isn’t nearly as helpful as saying, “You turned around and left the room when Mrs. Stone started crying.” Don’t pretend to be able to read anyone’s mind. We rarely get to know why anyone behaves a certain way. We should only comment on a person’s behavior, which is really what we want them to change anyway, • Make your feedback clear. No beating around the bush. No euphemisms. Don’t say, “I wonder sometimes about your command of your patients’ data.” Say, “You didn’t know Mrs. Smith’s vital signs or Mr. White’s labs.”

GDA “Because I Saw My Dentist” Consumer Education Launches Twenty-one-year-old Demetria Rhynes couldn’t have imagined that one visit to the dentist would change her life. In 2011, Demetria went in for a routine procedure, but noticed her gums were still numb several days later. Working with her dentist, who referred her to a specialist, she was diagnosed with multiple sclerosis, an autoimmune disease. At one point, Demetria lost all mobility on the right side of her body and was unable to walk, but today she is doing very well. She credits a routine dental visit for helping catch the disease early, leading to better outcomes and restored mobility. “Because I saw my

16 • April 2016

dentist, my multiple sclerosis was caught and treated early and I am able to live a normal life,” says Demetria. In Georgia, a staggering number of people who could see a dentist or have dental insurance don’t seek oral care: 20% don’t have a dental home, and 35% don’t visit a dentist until they have a serious problem. By sharing Demetria’s story and many others through a new campaign, we can change those numbers. In April, the Georgia Dental Association launched “Because I Saw My Dentist,” a campaign that uses real patient experiences to accomplish several key goals:

• Improve the oral health of all Georgians • Drive Georgians to a GDA member dentist to establish a dental home • Elevate perceptions of dentists as uniquely qualified and experienced to perform important procedures • Increase goodwill towards dentistry and communicate the value of dentistry • Educate consumers on the role of a dentist as the leader of the dental team With your help, the “Because I Saw My Dentist” campaign can make a difference for your patients—and for those consumers who

do not currently have a dental home or who need a dental home. We’re spreading this message to all corners of our state, using televised public service ads, digital ads, outreach to media in local communities, and engaging Georgians on social media and through a new website, www.BecauseISawMyDentist.com. But we need your help. It’s vital for you and your practice to get involved—and it’s easy to participate. With our combined efforts, we can reach millions of Georgia consumers who haven’t established dental homes, and we can teach them about the importance of oral care for their lifelong wellbeing. With simple to use, already created materials, you can help make “Because I Saw My Dentist” one of the most successful programs the Georgia Dental Association has ever undertaken. We have created these materials for you to use in your practice: • • • •

CAMPAIGN

Continued from page 17 Measuring Success An important part of this campaign is evaluating the impact we are making on Georgians’ oral health care choices. Patient searches for GDA member dentists is one of the short-term metrics we will measure. Long-term we will measure behavior and attitude changes, comparing results against a pre-launch consumer survey. We’re also planning to use this campaign in conversations with policymakers as we work to advance the Georgia Action for Dental Health Plan. But we also want to hear from you. If a new patient comes to your practice because he or she was inspired by a “Because I Saw My Dentist” video, your Facebook post, or a local news story—let us know! Moving Forward This campaign will continue to evolve. We know that your practices have stories to share that are just as moving as Demetria’s, and the nine others currently available at www. BecauseISawMyDentist.com. We want to tell them, too, and we want to highlight the incredible, important work GDA member dentists perform every day. Together, we can encourage Georgians to make the connection between their mouth and their quality of life. We can show that dentists are a patient’s first line of defense and offense to total and lifelong well-being. And most importantly, we can change lives.

Update Your Profile on www.MouthHealthy.org

The campaign website, www.BecauseISawMyDentist.com, will link to your profile on the American Dental Association’s consumer website mouthhealthy.org. If you haven’t updated your profile recently, visit mouthhealthy.org to ensure it’s still current. As prospective patients search for their dental homes, they’ll respond best to fully completed dentist profiles—especially those with photos. Make sure to include your address, phone number, website, years in practice, and a photo.

His winning streak began in 1986, when he managed the gubernatorial victory of Robert Casey in Pennsylvania. In 1987, Carville helped guide Wallace Wilkinson to the governor’s seat in Kentucky. Carville continued his winning streak with wins in New Jersey, when Frank Lautenberg was elected to the U.S. Senate. He next managed the successful 1990 gubernatorial campaign of Georgia's Lieutenant Governor Zell Miller, including a tough primary victory over Atlanta mayor Andrew Young. But his most prominent victory was in 1992 when he helped William Jefferson Clinton win the Presidency. In recent years, Carville has not been a paid political consultant for any domestic politicians or candidates for office, instead focusing on campaigns in more than 20 countries around the globe, including leading Ehud Barak to victory in his campaign to become the Prime Minister of Israel in 1999. FRIDAY, JULY 15 1-5 p.m. “Part 1: Shaping Peri-Implant Soft Tissue for Long Term Esthetics and Health” (4 CEUs). Dr. George Priest. Esthetic implant restorations require a sound understanding of peri-implant profiles and a technical foundation of appropriate implant components. As a critical member of the implant team, the restorative dentist or prosthodontist is primarily seen as the clinician providing the definitive implant restoration. That role, however, extends far beyond hard tissue esthetics and includes a significant responsibility in soft tissue development which is necessary for optimal esthetic outcomes. This session will include a discussion on immediate placement and aesthetic restoration of implants in appropriate situations. Dr. Priest will examine restorative dentist/oral surgeon collaboration to achieve optimal peri-implant profiles primarily with anatomically contoured provisional restorations and definitive abutment and crown contours that maintain long-term soft tissue stability. The use of digital dentistry to facilitate procedures will be explored. Stepby-step clinical examples and videos demonstrate provisional restoration techniques. Results are examined from initial treatment to long-term follow-up for periods of over 20 years. Learning objectives: attendees of this course will learn how to adopt surgical and restorative protocols that maximize soft tissue potential of single and multiple implants; create esthetic chairside

8:30 a.m.-12:30 p.m. “Part 2: Contemporary Treatment for Edentulous Patients” (4 CEUs). Dr. George Priest. Technological innovations in materials and techniques offer superior esthetics and long-term durability to prostheses for edentulous patients. Beginning with conventional dentures and progressing to removable and fixed implant prostheses, Dr. Priest will feature treatment options that demonstrate proven longevity for edentulous mandibles and maxillae. Clinical examples and video segments will demonstrate expedited and accurate prosthetically driven implant placement; CAD/CAM designed and manufactured frameworks that are precise and long-lasting; and improved resins and ceramics for stronger, more lifelike tooth replacements. The impact of these advancements on clinical practice represents a significant development in enhancing implant treatment outcomes for edentulous patients. Learning objectives: Attendees will learn contemporary treatment protocols for edentulous patients; select appropriate implant options for edentulous maxillae and mandibles; learn how to position and distribute implants optimally for overdentures and fixed complete dentures; learn impression and scanning techniques for absolute cast accuracy; learn to direct the laboratory for ideal framework fabrication and tooth arrangement; learn to place implant attachments using an accurate and expedited chairside protocol; and learn how to use CAD/CAM technology for superior framework fabrication.

1:30-3:30 p.m. “Dental Implants and the Periodontium, PeriImplantitis, and the Maintenance of Dental Implants” (2 CEUs). Dr. Samuel Norris. The tissues of the periodontium combine to form an active, dynamic group of tissues. One of the long-term risks associated with dental implants is a condition called Peri-Implantitis, an infectious disease that causes inflammation of the surrounding gum and bone of an already integrated dental implant, leading to the loss of supporting bone. Learning objectives: Attendees will learn more about the tissues that support the natural tooth and supporting implants, the etiology and diagnosis of peri-implantitis, the mucogingival aspects of dental implants, periodontal and dental implant maintenance, and how to treat an ailing or failing implant. Samuel Norris, DMD, graduated from the University of Mississippi Medical Center with his DMD degree and received his certificate in Periodontics from the Medical College of Georgia. He is a diplomate to the American Board of Periodontology, has been published in several prominent dental journals, and practices Periodontics in Brunswick, Georgia.

4-5 p.m. “The Quality of Life” (1 CEU). Mr. Harris Gignilliat and Mr. Patrick Carroll. MIT AgeLab has identified three simple questions dental professionals should ask themselves to assess how prepared they are to live well in retirement. What do these questions have to do with retirement planning? A lot more than you may think. They actually uncover important factors that will determine your future quality of life or quality of life for your loved ones and serve as a starting point for planning a satisfying retirement from practicing dentistry. The questions will also shed light on issues your patients in retirement may be facing and things to consider for those who may become caretakers. When it comes to retirement planning, we’re inclined to focus on accumulating assets and making sure we spend our money wisely. But while our biggest fear may be outliving our wealth, there’s an even greater risk of: • Losing our independence due to ailing health; • Being unable to access the big and small things that make us happy, and • Facing a decline in the number of friends in our social network. Learning objectives: Attendees will leave this course having learned how to live longer and better; identify ways to assess how prepared they are to live well in retirement; discover important factors that will determine future quality of life in retirement beyond financial limitations; and with a market update and 2016 financial outlook. Harris Gignilliat, CIMA, CRPS, is Senior Vice President, Wealth Management at UBS. Harris earned his Certified Investment Management Analyst designation from the Wharton School of Business, and attained the Chartered Retirement Plans Specialist designation from the College for Financial Planning. Harris is a member of the UBS Institutional Consulting Group and works with organizations such as the GDA, Georgia Pharmacy Association, and Alabama Dental Association to provide financial benefits to members. Patrick Carroll, CIMA®, is an advisor consultant for Hartford Funds and is responsible for marketing Hartford Funds and The Hartford SMART529 in Georgia and South Carolina. Patrick supports financial advisors and their clients with educational material, client seminars, product expertise, and practice-management strategies. Patrick has earned his Certified Investment Management Analyst designation. He attended The Pennsylvania State University and lives in Atlanta, Georgia.

TMJ DISORDERS

Temporomandibular disorders, facial pain, and headaches. Headaches and facial pain are common in the general population. In many cases, facial pain can be resultant from temporomandibular joint disorders. Studies have identiÞed an association between headaches and temporomandibular joint disorders suggesting the possibility of shared pathophysiologic mechanisms of these 2 maladies. EXECUTIVE DIRECTOR Continued from page 9

for patients who cannot swallow—there is no corresponding requirement for nursing homes to provide the equipment. In fact, a representative of a nursing homes association testified that nursing homes could not afford the equipment! So who will? • Public Health Clinics Are Underutilized: The same report from the Georgia Health Policy Center also found that 43% of public health clinics reported that they have excess capacity because patients failed to show up for treatment. This data was supported by testimony given in committee by Dr. Kara Moore, a Georgia Dental Association member who partners with a Federally Qualified Health Center located in a rural area of the state. She stated that despite offering free dental services in her community and accepting Medicaid patients, roughly 75% of her patients do not show up for their appointments, and most have infection and decay that must be treated by a dentist before a cleaning can be considered. • Known Barriers Were Not Addressed: The bill provided no solutions to the “barriers” issues raised by the report of the Georgia Health Policy Center, such as transportation, language barriers, cost, fear, time off from work, or securing parental permission in school settings that keep Georgians from accessing proper oral health care. • Dental Offices Are Nearby: Residents in the 16 counties without a dentist are within a 30-minute drive to the closest dentist in a neighboring county according to the Georgia Health Policy Center report. • Public Health: The proponents of HB 684 continually attempted to compare the practices in Public Health settings to safety net settings. HB 684 as written compared to Public Health protocols is light years apart. Like 45 other states, Georgia allows licensed dental hygienists to perform certain duties in specific settings without a dentist physically present. However, the protocols in place provide the highest quality care for the patient. In the correctional system, a dentist must examine the patient before a cleaning can take place. The patientprotective protocols submitted by the 32 • April 2016

Gwinnett/Rockdale/Newton Public Health Clinic state that a dentist MUST be onsite for the cleaning if the patient has specific health conditions (e.g., diabetes, heart issues, tuberculosis, prolonged bleeding, HIV infection), and a patient with signs of oral health disease, such as cavities, must be referred to a dentist. Moreover, under current rules promulgated by the Department of Community Health, Georgia’s nursing homes must include a physician, a dentist, and a nurse as members of the professional staff. Our senior population has high incidences of diabetes and heart conditions and, as noted above, these patients require medical considerations and safeguards prior to the performance of a cleaning. One of the most important amendments we proposed would have required that the dentist conduct an initial examination of the patient before authorizing the dental hygienist to perform the unsupervised cleaning. Our members felt that this was a reasonable requirement that would balance our concerns for patient safety while still adhering to the intent of the bill. This amendment was expressly rejected by the bill’s proponents. • The Georgia Dental Association Action for Dental Health Plan Offers Sustainable Solutions: Through a comprehensive multiyear plan, the Georgia Dental Association is establishing public-private partnerships to advance real solutions. We are also forming emergency room diversion partnerships between local dentists, hospitals, and community leaders to reduce health care costs and improve patient care by treating dental disease in the dental practice instead of the emergency room. There are other real solutions, like bringing more dentists to rural communities via the Rural Student Loan Forgiveness Program funded by the legislature. Funding for that program, which was a Georgia Dental Association legislative goal to obtain in 2015, did not initially appear in the proposed budget this year, and we fought hard to have it placed back into the budget. One of our 2017 legislative initiatives will be a tax credit for rural dentists. Moreover, Georgia Dental Association

dentists are offering to fund a program that will help pay a portion of the salary for a dentist to fill the state’s vacant Dental Public Health Director position to prioritize improving oral health and education in Georgia. In addition, we are working on a partnership with The Dental College of Georgia at Augusta University and the Georgia Department of Public Health to provide a volunteer network of adjunct dentists to oversee dental student internships in public health settings, thereby providing free dental resources to the state. The Georgia Dental Association is selffunding a Donated Dental Services social work coordinator to match at-risk patients with dentists who are volunteering their services to help those in need. We already have more than 150 dentists on board to volunteer their services. Other efforts to remove barriers to care include working with state officials to enhance the existing Medicaid program to include preventive and restorative dental treatments for adults; supporting legislation that will establish a single dental administrator for the dental Medicaid program; supporting the presence of a dentist in school-based clinics; establishing partnerships with dental clinics that serve children and adults in need; developing and implementing an oral health caregiver education program in nursing homes; and promoting oral health education and several other long-term initiatives. Every member of the dental team has a valuable role to play in maintaining and restoring Georgians’ oral health. It is a relationship that is both symbiotic and interdependent. Therefore, it is imperative that all of us work in concert to maximize the patient’s investment of time and resources in the dental visit and deliver the care they need. The Georgia Dental Association encourages the Georgia Dental Hygienists’ Association, the Georgia Council on Aging, and other stakeholders to join us in the above efforts via meetings between the 2016 and 2017 legislative sessions to formulate and advance real, sustainable solutions to address barriers to oral health care in our state.

GDAPROMOTIONS Use Materials from the “Because I Saw My Dentist” Consumer Campaign The “Because I Saw My Dentist” campaign was created to help raise the quality of oral health among all Georgians and encourage them to seek a dental home. “Because I Saw My Dentist” showcases powerful stories of real people from all corners of the state whose lives have been changed because they regularly see their GDA member dentist. We know that dentists have the expertise and experience to diagnose and prevent disease, build confidence, and help people live richer, fuller lives. This campaign shares that message in ways that are both expected and unexpected. This campaign includes social media, local television and radio, print materials, and a new website, www. BecauseISawMyDentist.com. In order to drive more patients to your office and to encourage them to come more frequently, we’ve put together a toolkit with materials you can use in your practices—from waiting room signage to content for your website and Facebook pages. Please take a few minutes to learn more about “Because I Saw My Dentist” and all the great resources available to you. In fact, if you or your practice administrator will contact us, we’ll walk you through how you can help make this campaign among the most successful programs ever undertaken by the Georgia Dental Association. Email laura@gadental.org for additional details. The toolkit and printable materials can be downloaded at www.gadental. org/campaign-toolkit.html for your convenience. SUCCESS

Continued from page 15 • Allow enough time for a response to your feedback. The whole point of giving feedback is to provide a perspective which the person receiving it doesn’t have. Though their deficiency may seem obvious to you and you may have a hard time imagining they aren’t already aware of it, often they’re not. Everyone deserves a chance to improve—and how can they do so if they don’t first know what improvement they need to make? RECEIVING FEEDBACK Of course, we all want to hear we’re wonderful and without flaw. Hearing that we’re not, or that our work product is not, always stings, even when we’re genuinely interested in improving. (we all secretly hope we have no room to do so.) Here are some guidelines I try to remember myself when someone’s giving feedback to me: • Don’t react to the initial sting of negative feedback. It will fade. And until it does, it’s hard to make good use of what you’ve heard. Sometimes the best initial response upon hearing negative feedback is silence.

• Consider the feedback you’ve been given as if you’d discovered it yourself. This is hard to do but helps prevent your ego from drowning out good advice. You may decide, after careful deliberation, that the feedback you received was inaccurate or no good. Fair enough. Just make sure you’ve done your best to silence the clamoring of your ego long enough to seriously consider what you’ve heard. Sometimes the feedback you receive isn’t helpful itself but leads you in a direction that becomes so. • Be open to feedback, but not too open. Don’t take negative feedback personally. Don’t blow specific negative feedback out of proportion and allow yourself to believe everything you do is bad. Always consider the credentials of the person giving you feedback and give extra weight to the feedback from people whose backgrounds make them especially knowledgeable (and less weight to feedback of those who aren’t). On the other hand, embrace the notion that you can learn something from everyone.

My student’s apathy, it turned out, wasn’t apathy at all. It was distraction. After I finished giving her detailed feedback, she surprised me by confessing that her mom was seriously ill. I suggested she consider taking a leave of absence, which two days later she agreed to do with some relief. That way she could both be with and help care for her mom, she said. I told her that medical school would still be waiting for her when she was ready to come back. Her mom eventually made a full recovery, and she returned to school to repeat her medicine rotation. I learned later from a colleague who supervised her the second time around that she did great, earning a grade of honors.
