GUIDELINES FOR THE 17th INTERNATIONAL DOCUMENTARY FESTIVAL OF SANTIAGO, FIDOCS 2013 The International documentary festival of Santiago, FIDOCS, calls upon all documentary filmmakers to submit their films to our next edition, to be held from June 24th through June 30th, 2013. ARTICLE 1°. ABOUT COMPETITIVE SECTIONS FIDOCS has three competitive sections: a) Chilean Competition, reserved for Chilean directors submitting films predominantly shot in Chile. The film must have been finished after December 31st, 2011. b) Latin American Competition, which accepts movies that were shot in any Latin American country other than Chile, regardless of the director`s nationality. The film must have been finished after December 31st, 2011. Exceptionally, this section will accept films shot in Chile by non-Chilean director(s). c) International Short Film Competition “Monsieur Guillaume. The section makes its debut with the intention to promote and recognize an unconventional reflexive and avant-garde- use of audiovisual language. Chris Marker backed up the competition shortly before his death, and as a tribute -and with his authorization- it takes the name of his cat “Guillaume-en-Egypt”; the trophy, as well, will be a statuette of the famous cat. For this time, movies that were completed after January 1st, 2010 will be accepted for this competition. ARTICLE 2º. ABOUT THE MOVIES a) Every documentary film competing at FIDOCS must be Spanish spoken and/or have Spanish subtitles. A dialogue list will not be accepted as replacement. b) To be nominated for the Chilean competition and the Latin American Competition, films must have a length of at least 30 minutes. To be nominated


for the Short film competition “Monsieur Guillaume”, films must have a maximum duration of 30 minutes, including credits. c) All films must be available for screening in, at least, one of the following formats: movie (35mm) and video (DVCAM, norm NTSC or PAL, or BluRay). ARTICLE 3°. ABOUT THE REGISTRATION FORM The producer or director who owns copyrights of the documentary screening is the one who must submit the movie by completing the REGISTRATION FORM. By submitting the Registration Form, the producer/director DECLARES: to have read the guidelines, to own the screening rights and to grant formal consent to FIDOCS to screen the film, in the event of being selected for competition. Furthermore, s/he authorizes FIDOCS to use press materials such as pictures and trailers as promotion and broadcasting. ARTICLE 4º ABOUT THE APPLICATION The responsible must submit the registration form and a copy of the movie -in DVD or digital format- at the FIDOCS offices no later than Thursday April 5th at 17:00. If the film will be sent through post service, the responsible for the nomination shall complete the process by sending an ENVELOPE to the Corporación Cultural Documental, CULDOC office, containing THREE DVD COPIES of the movie. Each DVD disk must be labeled with: MOVIE TITLE, DIRCTOR`S NAME, COMPETITION and its DURATION IN MINUTES. The envelope with the DVDs must be delivered Monday through Friday (9:00 am to 6:00 pm) no later than Thursday April 5th, 2012, to the attention of: CORPORACION CULTURAL DOCUMENTAL, CULDOC Verónica Rosselot Carmen Fariña 6758 depto 302 Vitacura Codigo Postal 7640468 Santiago CHILE No envelopes will be accepted after that date and postage stamp dates will not be accepted as a valid reception date. Alternatively, from this year on it will be possible to apply films entirely through the web, as the application form includes a field where applicants can submit a protected link where to watch and/or download the film. ARTICLE 5°: ABOUT DEVOLUTION OF SUBMITTED DVDs


Submitted DVDs will not be sent back and will become FIDOCS patrimony, available for cultural non-profit activities. Applicants declares to understand and accept this clause. ARTICLE 6°: ABOUT THE SELECTION Regarding the film selection, the following: a) All submitted films will be evaluated by FIDOCS programming team, composed by the festival Director and three programmers. b) The festival will post on its web page (http://www.fidocs.cl) the list of the selected films no later than midnight May 7th, 2012. c) In the event of being selected, applicants pledges to send, to FIDOCS offices, the following items no later than May 15th, 2013: -

1 screening copy of the movie in 35MM or DVCAM NTSC format. MiniDV or DVD will not be accepted as screening copies. 1 data CD or DVD containing up to date versions of: o Film Technical Data. o Synopsis (10 lines of text tops). o Director’s Bio-filmography (10 lines of text tops). o Three still images of the movie (.jpg format, at least 640×480 pixeles, 300 dpi). o One image of the film director (.jpg format, at least 1200×800 pixeles, 300 dpi). o A trailer, in DVD format, for promotional purposes. o Printed posters and/or postcards of the movie, if there is any.

d) The programmers’ final decision is fallible, but not subject to appeal. ARTICLE 7º: ABOUT SCREENING RIGHTS Submittal of the registration form presumes acceptance of the guidelines and grants FIDOCS authorization to screen the nominated piece at its 2013 edition. Once selected, films cannot be withdrawn from the festival. Furthermore, the registration form includes fields where applicants are invited to -additionally- screen their films in parallel activities, such as “The best of Fidocs” and “Fidocs travels around Chile!”. These are non-profit exhibitions and no fee will be pay to copyright holders. ARTICLE 8°: ABOUT THE JURY The Festival Director will appoint three Jury Committees, one for each competition. They will be constituted by three members with no interest in the production and/or exploitation of any selected film.


Jury votes will be secret and decisions will be made based on simple majority. Members of the jury firmly pledge not to make public their opinions before the awards are announced. The Festival Director will settle any conflict not taken into consideration on these guidelines. If any of the jurors is absent or incapable to fulfill its duty, he/she will be replaced by whomever the Festival Director deemed suitable, including –eventually- the Festival Director himself. The jury decisions are fallible, but not subject to appeal.

ARTICLE 9°: ABOUT THE AWARDS The jury of the Chilean competition will grant the following recognitions: - “Embassy of France” Grand Prize. - Prize of the Jury. - Public`s Prize, bases on the public votes through the web page FIDOCS ONLINE. - Up to two Special Mentions, recognizing a movie specific achievement. There is no obligation to make such mentions and they depend entirely on the jury`s criteria. The jury of the Latin American competition will grant the following recognitions: - Best Latin American documentary. - Prize of the Jury. - Up to two Special Mentions, recognizing a movie specific achievement. There is no obligation to make such mentions and they depend entirely on the jury`s criteria. The Jury of the Short film competition “Monsieur Guillaume” will grant the following recognitions: - Pize “Monsieur Guillaume” to the best short documentary film. - Prize of the Jury. - Up to two Special Mentions, recognizing a movie specific achievement. There is no obligation to make such mentions and they depend entirely on the jury`s criteria. The winner of each competition cannot be declared NULL. The Festival will announce the winning movies in an award ceremony. Producers of the winning movies pledge to acknowledge it on every press release and trailers.


ARTICLE 10’°: GUIDELINES ACCEPTANCE Submitting a movie to any competitive section of the Festival expresses full acceptance of these regulations. The event organization has the right to make any decision it deems relevant for those situations not covered by these guidelines. ARTICLE 11°: DEVOLUTION Screening copies of the selected movies could be withdrawn from the Festival offices by the responsible of the registration up to 30 days after the end of the festival.
