FOREIGN LICENCE & ON THE PADRON? BEWARE!

Driver’s using a foreign driving licence in Spain are now being fined by the Local Police if they are signed on the Padron. Even though on the Spanish governments website it clearly states that, ‘the Padron is not proof of residence in Spain,’ there seems to be some confusion as to whether it does or it doesn’t. Even more confusingly the law states that all foreigners must sign on the padron if they ‘habitually’ live in Spain. Now, that could mean ‘regularly’ or ‘usually’, if someone goes to the gym once a week then they go regularky but it doesn’t necessarily mean they are there all the time or indeed the majority of the week. Just last week I was translating at the police station in Santa Pola for a person who had been fined for using a UK licence while driving in Spain, because they are signed on the padron. The local policeman argued that it showed ‘proof of residence in Spain’ and fined the gentleman €200. Now, we have been encouraged by the town hall for years to sign on to the Padron, no matter whether we live here all year or not, as that way the central government will allocate more funds to the area in the annual budget, which means better services for the area. However, now there is a problem, a big one, because anyone spending three months here over the winter, who has dutifully followed the town hall’s request to ‘sign on the padron’, will now run the risk of beinf fined because they have, according to the local police, stated that they are resident in Spain by signing the Padron. So what can we do? I’ve emailed the Guardia Civil Trafico and also the town hall asking for clarification on this as surely they can see the problem here; those people who come over for any stay of less than six months and are on the Padron will now take themseleves off of it rather than run the risk of a fine. There is no way people who live mainly in another country but wish to spend time in Spain are going to change their licence for a Spansih one, why would they? The town hall need to clarify their message to protect locals and offer the best advice, whether that means they can clarify the wording of the lw and the meaning of signing on the Padron or we should get our names off of it, which will hurt town halls up and down the coast immensly.

A SECOND CHANCE FOR LEO THE MASTIFF AFTER SPENDING SEVEN MONTHS IN A CAGE A dog spends seven months locked in a tiny cage, where it has lost 23 kilos before being released Leo is a crossbreed dog mastiff for which life has smiled rather little. The animal has spent the last seven months imprisoned in a small cage in a Crevillente kennel where it has lost almost 23 kilos. He arrived there after supposedly attacking a woman on a farm in Dolores. Only she knows what exactly happened that day in a place where there were 26 dogs that were rescued in terrible conditions . Apparently it worked as a shelter outside of the law and now a group of animal lovers has gained custody of him and he is being treated by a carer. They claim that, surprisingly, they have not found any signs of aggressive behavior. “The dog was in conditions that were shameful in the Cereco facilities. It was a tiny cage of 70 centimetres by 1.20 and everything indicates that it never left there. When it went in it weighed almost 40 kilos and when we found it he was down to 17 . He barely had the strength to stay on his feet, drooling and could not even get himself into the van. He only moved when we put sausages inside to entice him, “explains Sandra Arribas, of the animal association” Huellas Salvadas. “ She was one of those who participated in the operation to rescue the 25 dogs that lived with Leo on the farm in Dolores. It happened on January 16, when the alleged ‘owner’ was attacked and transferred to the General Hospital of Alicante , where she had to be treated for serious injuries. According to Arribas, various animal associations were investigating the existence of this facility, which was not regulated and was promoted by an association that, he emphasises, carried out “irregular practices and collections of money” while the dogs were not in good conditions. After the event, the ‘shelter’ closed their social networks and have been silent since.

ANOTHER ROBBERY IN LIDL CAR PARK Supermarket deny the need for cctv in car park

Here is the experience of one local who posted on Facebook, the response from LIDL security was to state that the car park is not their territory or responsibility! “I Went shopping in Lidl the other day, backed out of parking space and noticed a noise from the driver’s side front wheel. Checked and found l had a puncture. I got the shopping out of the boot and changed the wheel having put my man bag in the driver’s side footwell .. “BIG MISTAKE” , while I was changing the wheel someone crept up on the passenger side and stole the bag ... Now l have lost drivers licence, sip card, visa card, 100 euros cash, mobile phone, glasses, residencia card! Spent 2 hours 30 in Garcia civil, then to the health centre to replace sip card. To bank to cancel visa card, got to get a new phone and splashed out on a new tyre ... Tyre was slashed to make me get out and change wheel. Police said NEVER put any bag in passenger footwell or where it can be seen. Only take visa card if you are going to use it, and minimum cash in a wallet. Lived here 14 years... Never a problem but it’s so easy to be distracted. The Guardia also said to me,,, “LIDL” at San Fulgencio is a well-known hotspot for these thieves, I did speak with the manager of Lidl and asked why they have no CCTV outside, his reply, Lidl management don’t want to spend the money on it. Three quarters of a million Brits now live in EU countries outside of the UK and Ireland, and more than a third of these have chosen Spain as their home away from home. The latest figures from the Office for National Statistics (ONS) have found that Spain is still the main destination for British citizens living abroad, particularly among the retiring generation, with 37% of Brits abroad living there – 41% of which are aged 65 and above. There are a total of 293,500 of us now living in Spain, attracted by the weather, leisure opportunities and Mediterranean lifestyle that many see as the ultimate goal after retirement, although two-thirds of Brits living in the EU outside Britain are of working age between 15-64. UK GOVERNMENTS PREPARATIONS FOR A NO DEAL SCENARIO Updated 24 August 2018

As announced by the Prime Minister and Secretary of State for Exiting the European Union on 18 July 2018, the government will be publishing a series of technical notices during August and September. Today we are publishing the first 25 of these notices and will publish more during September. These notices will set out information to allow businesses and citizens to understand what they would need to do in a ‘no deal’ scenario, so they can make informed plans and preparations. A scenario in which the UK leaves the EU without agreement (a ‘no deal’ scenario) remains unlikely given the mutual interests of the UK and the EU in securing a negotiated outcome. Following the publication of the UK government’s white paper for the future relationship on 12 July 2018, we are working with the EU’s negotiating team at pace to agree the terms of our future relationship alongside the Withdrawal Agreement later this year. However, it is our duty as a responsible government to prepare for all eventualities, including ‘no deal’, until we can be certain of the outcome of those negotiations. For two years, the government has been implementing a significant programme of work to ensure the UK will be ready from day 1 in all scenarios, including a potential ‘no deal’ outcome in March 2019. It has always been the case that as we get nearer to March 2019, preparations for a ‘no deal’ scenario would have to be accelerated. Such an acceleration does not reflect an increased likelihood of a ‘no deal’ outcome. Rather it is about ensuring our plans are in place in the unlikely scenario that they need to be relied upon. This is consistent with the statement published on 6 July 2018 following the Cabinet’s away day at Chequers:

“It remains our firm view that it is in the best interests of both sides to reach agreement on a good and sustainable future relationship. But we also concluded that it was responsible to continue preparations for a range of potential outcomes, including the possibility of ‘no deal’. Given the short period remaining before the necessary conclusion of negotiations this autumn, we agreed preparations should be stepped up.” Context - progress in negotiations The government has been clear from the outset of this process that the UK would prepare for all scenarios. The Prime Minister set out in her Lancaster House speech on 17 January 2017 that: “It is right that the government should prepare for every eventuality – but to do so in the knowledge that a constructive and optimistic approach to the negotiations to come is in the best interests of Europe and the best interests of Britain.” The government continues to believe that an orderly, negotiated exit is the best outcome for all parties. The EU has also been clear that reaching a negotiated agreement with the UK continues to be its goal; the guidelines adopted by the European Council on 23 March 2018 set out “the Union’s determination to have as close as possible a partnership with the UK in the future.” and the Commission reiterated on 19 July 2018 that they are “devoting very significant resources and committing great efforts to achieve an agreement.” Substantial progress has already been made, with agreement reached on the majority of the draft Withdrawal Agreement. A version of the text was published on 19 March 2018, which highlighted those areas in which agreement had been reached including citizens’ rights, the financial settlement and a time-limited implementation period.

The property market in Spain has been performing strongly since the beginning of this year, with prices increasing by 3.8% between the first quarter of 2017 and the first quarter of 2018, according to a house price index from Tinsa. The growth was fairly mixed across the country, with the capital Madrid seeing prices soar by 17% over the year, while they rose by 14.7% in the popular tourist destination of Palma de Mallorca. Barcelona, situated on the east coast which is a top destination for British expats, saw price growth of 11%. However, three areas recorded slight house price falls, with prices in Castilla-La Mancha down by 1.3%, Extremadura down by 0.6% and Galicia down by 0.1%. Strong market for international buyers One estate agent, Lucas Fox, said that 66% of all its house sales in 2017 were to international buyers, 10% of which were from the UK – which was very similar to the level seen in 2016 and proof that issues such as Brexit are not a deterrent to most.

WILL I STILL RECEIVE MY PENSION AFTER BREXIT British pensioners who live in Spain will continue to see their state pension payments paid after Brexit There had been fears that millions of expats who live in Europe would see their pensions “frozen”, or not be able to receive them at all, meaning their value would be steadily eroded over time. This is the situation in countries such as Canada, Australia and New Zealand, where British state pension payments to expats are not increased each year in line with inflation. But an official update, published quietly last month, confirms that the British government intends to continue increasing state pensions to expats in the EU after the UK leaves the EU in 2019. The update showed that Britain and the EU had the same position on annual increases: that they would continue to be made as now after Brexit. In addition, National Insurance contributions made while abroad will also continue to count towards the state pension. You get the full state pension, worth £159.55 a week, if you have 35 or more “qualifying” NI years on your record. James Walsh, of the Pensions & Lifetime Savings Association, a trade body, said: “The UK and EU have agreed that the UK will continue paying and uprating state pensions to UK citizens living in EU countries after Brexit – and vice versa. “This means, for example, that British pensioners living in Spain will continue to get the same annual inflation increases they would have got in the UK. The same will apply to Spanish pensioners resident in Britain.” The agreement also covers people in countries that are part of the European Economic Area – Norway, Iceland and Lichtenstein – as well as Switzerland.

As a spectator looking in at this process, firstly living in Spain at the time of the vote and now residing in the UK, during the final months of negotiation, I am struck by the sheer lunacy of the situation we are in. I am not talking about the vote to leave, that is set in stone and should be honoured; the public spoke and voted accordingly; no I am talking about the squabbling, infighting, one-upmanship and point scoring. On top of this, people are now discussing

the real possibility, that there could be ‘no deal’ with Europe when we leave. Are the powers that be preparing us for a worst case scenario, I ask myself? The controversial Mayor of London is one person who is preparing for a catastrophic failure in talks with the EU. His team are said to be consulting disaster planners, demanding city officials begin making plans for a no deal synopsis; Mr Khan insisted he will ‘not be held hostage by Brexit zealots.’ The NHS has warned of ‘serious medical supply shortages,’ if the UK walks away from negotiations and health chiefs have reportedly started to stockpile medicines in the event of a calamity. To add insult to injury, aviation employer Airbus,

who employs 14,000 people at 25 sites throughout the UK, has warned it will leave the UK, if it exits the European Union single market and customs union without a transition deal. These are just a few of the comments and difficulties facing UK PLC as we move away from our European partners. British PM, Theresa May believes we will leave the EU with a deal, claiming it is ‘in everyone’s interest’ that we do. However with Brexiteers pushing for Britain to walk away and many businesses threatening the same, is a ‘no deal’ a done deal? The Prime minister seems to be in a difficult position, whatever direction she finally steers Britain in. There is a lot of talk, misinformation and over dra-

It is in both parties interests to find a solution that works for everyone. All of those who voted for Britain to leave, did so believing we have a better future away from the regulation Europe perpetuates. None of us who voted out, wants an inferior, more restricted destiny. Everyone involved should take a step back, stop fighting their own agenda and come together for the sake of Britain, not for the sake of themselves!

Cobras on the up

Costa Cobras Club de Rugby was founded in July 2017 by a bunch of enthusiastic Brits,who if the truth be known had played their best rugby years ago but still wanted to be involved and educate this part of Alicante with rugby culture. At the moment we are currently training and playing at San Fulgencio sports ground. Last summer we entered a beach 5s tournament in Murcia which certainly was a learning curve for all our young players.We would like to think that in that 12 months we have come on in leaps and bounds which is purely through hard work from all our players,coaching staff and committee. Our coaching staff have a pedigree second to none. Our senior coaches are Norman Jones (Scouse) and Ken Corcoran (Corky) with junior coaches Corky and Nick Lewis. Scouse has played rugby all over the world; RAF Coningsby,RAF Germany,Bruggen,was captain of Anglesey and retired captain and then coach at Bracknell RFC,but as Scouse will tell you,you never retire you just hang your boots up. Corky is well known around the rugby circles in the south of Alicante and is another one with a huge history. He played all his rugby for the navy from 1974-1992,Elche 2002-2005 he was also part of the famous Elche side that went unbeaten for the whole season and is still playing now for the Costa Cobras. Nick Lewis played all his rugby in West Wales for Fishguard and Goodwick RFC and is a fully qualified coach with courses run by the WRU. Our senior players are a mixture of youngsters and old heads,a mix of English,Irish,Scottish,Welsh,Norwegian,Belgium. Our juniors another mix of Brits ,Spanish and now the enthusiastic Norwegians. There is so much talent with the juniors which can only mean good things for the game and excellent things for the Costa Cobra seniors. Our club captain is the well known Nick Mills(Milzo).

Milzo is also another well educated player who’s played for Newry RFC,Ulster under 18s then played for Fujairah East Coast Bulls in Dubai in 15s,10s and 7s. The beginning of the year we played in a competition at Elche against a very well organised and physical Argentinian side Tango CDR. We were given a rugby lesson by a very experienced side! We came back to our ground humbled and determined to move onto our next game,which would be our first home game against Bettas CDR an experienced team from Torrevieja. We played on a Sunday afternoon where we thought that only a handful of supporters would turn up. Over 250 people turned up for a fantastic afternoon, the burgers and beer tent was an exceptional bonus for all. Our team that day was another mixture of old heads and talented youth we ran out winners at 35-0 a great day. We also did a half time exhibition by our juniors and that just capped a fantastic weekend. Since that day the club has come on in leaps and bounds and we are still unbeaten at home. The future for the Cobras looks so bright we are now an affiliated club with Valencian rugby,we have so many talented juniors coming through the ranks, Our senior team is growing all the time, we are always up for a challenge and this summer have done numerous charity events as a club. Ryan from The Hogs Head has signed up and starts training and playing for us at the beginning of the season, there is always somebody there if you need to asked about us. If you are interested in getting involved in anyway whether it be playing for the seniors or juniors, if you are male or female and just wanting to get fit or just joining in as a club member and helping out in anyway. We start training on September 3, Juniors 6pm-7pm Seniors 8pm-9.30pm We are a huge family club,with all the old fashioned rugby club loyalties.
