HOTELS APPROVED FOR GRAN ALACANT

The Town Planning dept of Santa Pola Town Council, headed by councilor Alejandro Escalada, is currently processing the paperwork for the construction of three new hotels in the area. One of these hotels will be located in the Gran Playa area, which is currently being built and a second hotel will be located next to the Gran Alacant Commercial Centre, its planned project has already been presented. And the third hotel, which will be located the near to the paragliding area in Gran Alacant, has yet to present the project and ask for the appropriate licences. The Town Planning Councilor, Alejandro Escalada, points out that the incorporation of these three new hotels “responds to the need of the municipality to increase its hotel capacity and make a change towards a more dynamic and seasonally adjusted tourism model, therefore expanding the tourism offer that is limited exclusively to second-home holiday stays in the summer months.” Modification of the IBI Ordinance In the next plenary session a change in the bonus of the IBI (Real Estate Tax) will be approved. The Town Council will establish a bonus of a maximum of 95% of the full installment of the real estate tax, with a maximum application of 5 years, to new buildings in which newly created economic activities are developed that are declared special. municipal interest or utility for attending social, cultural, historical-artistic

or employment promotion circumstances. The bonus obtained by modifying the IBI ordinance aims to attract more investment to the fishing town, as is the case with the three hotels.

is not proof of residence in Spain,’ there seems to be some confusion as to whether it does or it doesn’t. Even more confusingly the law states that all foreigners must sign on the padron if they ‘habitually’ live in Spain. Now, that could mean ‘regularly’ or ‘usually’, if someone goes to the gym once a week then they go regularly but it doesn’t necessarily mean they are there all the time or indeed the majority of the week. Driver’s using a foreign driving licence in Just last week I was translating at the police Spain are now being fined by the Local Po- station in Santa Pola for a person who had lice if they are signed on the Padron. been fined for using a UK licence while Even though on the Spanish governments driving in Spain, because they are signed website it clearly states that, ‘the Padron

on the padron. The local policeman argued that it showed ‘proof of residence in Spain’ and fined the gentleman €200. Now, we have been encouraged by the town hall for years to sign on to the Padron, no matter whether we live here all year or not, as that way the central government will allocate more funds to the area in the annual budget, which means better services for the area. However, now there is a problem, a big one, because anyone spending three months here over the winter, who has dutifully followed the town hall’s request to ‘sign on the padron’, will now run the risk of being fined because they have, according to the local police, stated that they are resident in Spain by signing the Padron. So what can we do? I’ve emailed the Guardia Civil Trafico and also the town hall asking for clarification on this as surely they can see the problem here; those people who come over for any stay of less than six months and are on the Padron will now take themselves off of it rather than run the risk of a fine. There is no way people who live mainly in another country but wish to spend time in Spain are going to change their licence for a Spanish one, why would they? The town hall need to clarify their message to protect locals and offer the best advice, whether that means they can clarify the wording of the law and the meaning of signing on the Padron or we should get our names off of it, which will hurt town halls up and down the coast immensely.

UK GOVERNMENTS PREPARATIONS FOR A NO DEAL SCENARIO

WILL I STILL RECEIVE MY PENSION AFTER BREXIT

Updated 24 August 2018

As announced by the Prime Minister and Secretary of State for Exiting the European Union on 18 July 2018, the government will be publishing a series of technical notices during August and September. Today we are publishing the first 25 of these notices and will publish more during September. These notices will set out information to allow businesses and citizens to understand what they would need to do in a ‘no deal’ scenario, so they can make informed plans and preparations. A scenario in which the UK leaves the EU without agreement (a ‘no deal’ scenario) remains unlikely given the mutual interests of the UK and the EU in securing a negotiated outcome. Following the publication of the UK government’s white paper for the future relationship on 12 July 2018, we are working with the EU’s negotiating team at pace to agree the terms of our future relationship alongside the Withdrawal Agreement later this year. However, it is our duty as a responsible government to prepare for all eventualities, including ‘no deal’, until we can be certain of the outcome of those negotiations. For two years, the government has been implementing a significant programme of work to ensure the UK will be ready from day 1 in all scenarios, including a potential ‘no deal’ outcome in March 2019. It has always been the case that as we get nearer to March 2019, preparations for a ‘no deal’ scenario would have to be accelerated. Such an acceleration does not reflect an increased likelihood of a ‘no deal’ outcome. Rather it is about ensuring our plans are in place in the unlikely scenario that they need to be relied upon. This is consistent with the statement published on 6 July 2018 following the Cabinet’s away day at Chequers:

“It remains our firm view that it is in the best interests of both sides to reach agreement on a good and sustainable future relationship. But we also concluded that it was responsible to continue preparations for a range of potential outcomes, including the possibility of ‘no deal’. Given the short period remaining before the necessary conclusion of negotiations this autumn, we agreed preparations should be stepped up.” Context - progress in negotiations The government has been clear from the outset of this process that the UK would prepare for all scenarios. The Prime Minister set out in her Lancaster House speech on 17 January 2017 that: “It is right that the government should prepare for every eventuality – but to do so in the knowledge that a constructive and optimistic approach to the negotiations to come is in the best interests of Europe and the best interests of Britain.” The government continues to believe that an orderly, negotiated exit is the best outcome for all parties. The EU has also been clear that reaching a negotiated agreement with the UK continues to be its goal; the guidelines adopted by the European Council on 23 March 2018 set out “the Union’s determination to have as close as possible a partnership with the UK in the future.” and the Commission reiterated on 19 July 2018 that they are “devoting very significant resources and committing great efforts to achieve an agreement.” Substantial progress has already been made, with agreement reached on the majority of the draft Withdrawal Agreement. A version of the text was published on 19 March 2018, which highlighted those areas in which agreement had been reached including citizens’ rights, the financial settlement and a time-limited implementation period.

British pensioners who live in Spain will continue to see their state pension payments paid after Brexit There had been fears that millions of expats who live in Europe would see their pensions “frozen”, or not be able to receive them at all, meaning their value would be steadily eroded over time. This is the situation in countries such as Canada, Australia and New Zealand, where British state pension payments to expats are not increased each year in line with inflation. But an official update, published quietly last month, confirms that the British government intends to continue increasing state pensions to expats in the EU after the UK leaves the EU in 2019. The update showed that Britain and the EU had the same position on annual increases: that they would continue to be made as now after Brexit. In addition, National Insurance contributions made while abroad will also continue to count towards the state pension. You get the full state pension, worth £159.55 a week, if you have 35 or more “qualifying” NI years on your record. James Walsh, of the Pensions & Lifetime Savings Association, a trade body, said: “The UK and EU have agreed that the UK will continue paying and uprating state pensions to UK citizens living in EU countries after Brexit – and vice versa. “This means, for example, that British pensioners living in Spain will continue to get the same annual inflation increases they would have got in the UK. The same will apply to Spanish pensioners resident in Britain.” The agreement also covers people in countries that are part of the European Economic Area – Norway, Iceland and Lichtenstein – as well as Switzerland.

Gran GranAlacant AlacantNews NewsIssue Issueno. no.195 -- Friday Friday September February 16th 7th 2018 2018

First of all, a massive thank you to all our volunteers covering the summer period. It is not easy in the heat so PLEASE PLEASE PLEASE take it easy and rest often, stay hydrated and keep cool. As always, we need to look after ourselves first before we can help others. “You cannot pour from an empty cup” is so true! That said, there has been an incredible amount going on in recent weeks: New volunteer positions We are pleased to announce that our longest serving volunteer Belinda Bradley has been co-opted onto the Board of Trustees with special responsibility for the Listener Service Delivery. The next Board meeting is scheduled for 18th September. A volunteer interpreter Rosa Ledger has been appointed to as an assistant to the Board Secretary (Jan Knight) and Rosa will also be available to work from home on tasks requiring Spanish language such as making quick phone calls or translating notices. If any volunteer needs to request help from Rosa please send requests via email to her at rosaled06@ hotmail.com and copy them to Jan on jan.spainsams@gmail.com so that she may monitor hours / expenses involved. We are also pleased to announce that the first volunteers to join the new Centre Facilities Managers job-share from September will be Wende Taylor Garwood and Hazel Graham with Heather Pearson as their leave relief. Due to frequent absences of volunteers and other pressures we also plan to add others to the team in due

The Samaritans in Spain

course to ensure adequate cover and a succession plan for future vacancies. Information about the very different roles of the Centre Managers, HQ Branch Manager/Satellite Co-ordinator (Linda Bentley) and Shop Supervisors (Lesley Critchley, Sheila Jackson) will be circulated shortly. Headquarters at Punta Prima Our Drop-In centre will be three years old this autumn and it is opportune to make some improvements to the layout to accommodate the new Managers´ office and relaunch the facility with enhancements to the service we provide. More discussion will take place at the next All Listeners´ meeting on 16 August as to the plans and timetable for taking forward a number of new initiatives and publicising the “relaunch” in the press and on social media etc in due course. A possible solution for the cover of our overnight Listener shift and idea of “twinning” SiS with another overseas listening team is being tabled at the next Board meeting of Befrienders Worldwide (BW) later this month. SiS also have an invitation to visit Samaritans in London for familiarisation later this year. One exciting addition to our service is the new option for callers to contact us via WhatsApp and organise a face to face via video call (at this early stage by prior appointment only). There has been some activity already and it looks very promising. Satellites Many thanks to the team in Madrid for helping us out by covering an extra shift for August that is much appreciated. will be travelling to Sotogrande at the end of this week to meet with a group of ex Gibraltar Samaritans volunteers who are now joining SiS to establish our new Costa del Sol satellite. There are around 10 team members in that area who have already had Samaritans Listener training. Good luck to everyone there! We are also working towards a collaboration with another new charity to be based in the El Campello / Benidorm area, and also currently recruiting for Listener teams to be based in or around Quesada/Rojales and Urb La Marina. At Punta Prima the next Listener training is scheduled for mid-September and once everyone starts to return from the summer break. We are pleased to welcome a new member to the Listener Training Team, David Standring. Charity Shop The shop is now on summer hours 10am to 2pm and we are taking advantage of the quiet period to prepare a recruitment campaign for extra shop volunteers. The naughty mannequins in the shop have started to come alive after hours and seem to have commandeered some of the new team T shirts and hats etc for their own Samaritans volunteer themed recruitment window display! So many thanks to everybody in the shop and all the team for their good humour and efforts in keeping everything going during what is always a difficult season. Other Fundraising We continue our search for a new member of the Board to take on the Trustee role for Income Generation, and also Fundraisers / Friends of Samaritans event organisers and others with ability to make a “good sales pitch” to potential sponsors etc. Martin (Marketing and Development) and I will be meeting with our local Patron Dave Bull this week to discuss some other awareness ideas. Here is Dave on the left with his son Mitch raising awareness for us on their Long Ride Home cycling trip

from Gibraltar back to C o s t a Blanca last year. If any volunt e e r s would like to organise a oneoff fundraising event (without the commitment of a longer term “income generation” role) please do get in touch with myself or Martin. It does not have to be as challenging as Dave´s bike rides! – and we can certainly help you with say a sponsored walk, coffee mornings, talks to your social club and a raffle etc! Let us know! Volunteer Support Please remember if anyone would like to offload about anything at all that is troubling them Jools George is our Support/Care Team leader and always there for you. Meanwhile Jools and others have been organising some fun and games with volunteers getting together to go on trips as far afield as Aguilas, Granada, Cordoba and Nerja which is great for connecting and also getting to see Spain! Mutual support and fulfilment are what joining a volunteer group is all about and we are looking forward to the popular Union Gap music night in Villamartin on 30th August – to sign up for any spare seats please just contact Jools or one of the shop team. And for those of you who are away we look forward to having you back with us soon!

matic language used, which is unhelpful and not needed at this time. When large organisations like Amazon, talk about ‘civil unrest’ in the streets after our departure, you can understand just had ridiculous the speculation and gossip surrounding Brexit has become. As a nation, we need to move away from conjecture and hearsay and get behind our Government at this crucial time. If we want the best outcome for our country, we have a duty to support the strategy currently underway.

No Deal Switching on the television set at the moment, there is one subject that keeps cropping up again and again: What will happen in the event of a no deal Brexit with Europe, when we finally leave the EU in March 2019? As a spectator looking in at this process, firstly living in Spain at the time of the vote and now residing in the UK, during the final months of negotiation, I am struck by the sheer lunacy of the situation we are in. I am not talking about the vote to leave, that is set in stone and should be honoured; the public spoke and voted accordingly; no I am talking about the squabbling, infighting, one-upmanship and point scoring. On top of this, people are now discussing

the real possibility, that there could be ‘no deal’ with Europe when we leave. Are the powers that be preparing us for a worst case scenario, I ask myself? The controversial Mayor of London is one person who is preparing for a catastrophic failure in talks with the EU. His team are said to be consulting disaster planners, demanding city officials begin making plans for a no deal synopsis; Mr Khan insisted he will ‘not be held hostage by Brexit zealots.’ The NHS has warned of ‘serious medical supply shortages,’ if the UK walks away from negotiations and health chiefs have reportedly started to stockpile medicines in the event of a calamity. To add insult to injury, aviation employer Airbus,

who employs 14,000 people at 25 sites throughout the UK, has warned it will leave the UK, if it exits the European Union single market and customs union without a transition deal. These are just a few of the comments and difficulties facing UK PLC as we move away from our European partners. British PM, Theresa May believes we will leave the EU with a deal, claiming it is ‘in everyone’s interest’ that we do. However with Brexiteers pushing for Britain to walk away and many businesses threatening the same, is a ‘no deal’ a done deal? The Prime minister seems to be in a difficult position, whatever direction she finally steers Britain in. There is a lot of talk, misinformation and over dra-

Despite all the chaos surrounding Brexit at this stage, it is clear the EU and the United Kingdom can not afford the spectre of a ‘no deal’ Brexit. It is in both parties interests to find a solution that works for everyone. Britain will always be tied to the continent in some form, geographically or otherwise; it would be foolish to stop talking and go it alone completely; that is not the will of the people. All of those who voted for Britain to leave, did so believing we have a better future away from the regulation Europe perpetuates. None of us who voted out, wants an inferior, more restricted destiny. Everyone involved should take a step back, stop fighting their own agenda and come together for the sake of Britain, not for the sake of themselves!

Cobras on the up

Costa Cobras Club de Rugby was founded in July 2017 by a bunch of enthusiastic Brits, who if the truth be known had played their best rugby years ago but still wanted to be involved and educate this part of Alicante with rugby culture. At the moment we are currently training and playing at San Fulgencio sports ground. Last summer we entered a beach 5s tournament in Murcia which certainly was a learning curve for all our young players. We would like to think that in that 12 months we have come on in leaps and bounds which is purely through hard work from all our players, coaching staff and committee. Our coaching staff have a pedigree second to none. Our senior coaches are Norman Jones (Scouse) and Ken Corcoran (Corky) with junior coaches Corky and Nick Lewis. Scouse has played rugby all over the world; RAF Coningsby,RAF Germany,Bruggen, was captain of Anglesey and retired captain and then coach at Bracknell RFC,but as Scouse will tell you,you never retire you just hang your boots up. Corky is well known around the rugby circles in the south of Alicante and is another one with a huge history. He played all his rugby for the navy from 1974-1992,Elche 2002-2005 he was also part of the famous Elche side that went unbeaten for the whole season and is still playing now for the Costa Cobras. Nick Lewis played all his rugby in West Wales for Fishguard and Goodwick RFC and is a fully qualified coach with courses run by the WRU. Our senior players are a mixture of youngsters and old heads,a mix of English,Irish,Scottish,Welsh,Norwegian,Belgium. Our juniors another mix of Brits ,Spanish and now the enthusiastic Norwegians. There is so much talent with the juniors which can only mean good things for the game and excellent things for the Costa Cobra seniors. Our club captain is the well known Nick Mills(Milzo).

The beginning of the year we played in a competition at Elche against a very well organised and physical Argentinian side Tango CDR. We were given a rugby lesson by a very experienced side! We came back to our ground humbled and determined to move onto our next game, which would be our first home game against Bettas CDR an experienced team from Torrevieja. We played on a Sunday afternoon where we thought that only a handful of supporters would turn up. Over 250 people turned up for a fantastic afternoon, the burgers and beer tent was an exceptional bonus for all. Our team that day was another mixture of old heads and talented youth we ran out winners at 35-0 a great day. We also did a half time exhibition by our juniors and that just capped a fantastic weekend. Since that day the club has come on in leaps and bounds and we are still unbeaten at home. The future for the Cobras looks so bright we are now an affiliated club with Valencian rugby,we have so many talented juniors coming through the ranks, Our senior team is growing all the time, we are always up for a challenge and this summer have done numerous charity events as a club. Ryan from The Hogs Head has signed up and starts training and playing for us at the beginning of the season, there is always somebody there if you need to asked about us. If you are interested in getting involved in anyway whether it be playing for the seniors or juniors, if you are male or female and just wanting to get fit or just joining in as a club member and helping out in anyway. We start training on September 3, Juniors 6pm-7pm Seniors 8pm-9.30pm We are a huge family club, with all the old fashioned rugby club loyalties. Phone Boz on-693940661 or Corky on 664013129 or just get in touch with us on our Facebook page Costa Cobras Club de Rugby. Hope to see some new faces there!

SPORTS REPORT

PREDICTIONS

At this (very) early stage in the football season, how about a look at what the season may bring? In England, it is quite hard to see a challenge to Manchester City’s supremacy, with Klopp’s Liverpool – and, just possibly, Spurs or Chelsea, perhaps the only possible rivals. Pep’s local rivals, United, look certain to part company with the increasingly sulky Mourin-

ho, and it is very hard to see a new ‘Leicester’ coming from nowhere. But then, as somebody once said, ‘It’s a funny old game.’ Here in Spain, if spending can get you there, surely Barcelona will do it again, but they will miss the subtle touch of Iniesta as other key players age. Atletico, in their brand new stadium, will continue to be hard to beat, but eyes turn to Real Madrid, in the post-Ronaldo, post-Zidane era. Julen Lopetegui has made a promising start, showing loyalty to young players and emphasis on teamwork – we shall see! Elsewhere, Juventus are expecting to achieve miracles after spending a fortune on 33-year-old Ronaldo. Said Portuguese will find he misses the service of Luka Modric and Toni Kroos in Turin. On paper, (where football ISN’T PLAYED) Paris Saint Germaine should sweep the board,

with the three musketeers of Neymar, Mbappe and Cavani, supported by Di Maria. Again, we shall see! When all is said and done, the margin between a great goal and a shot that rattles the post is a couple of centimetres, and that’s why all the above is nonsense, really.

Santa Pola rises early to run for 22q11 Syndrome A thousand people participated from 7.30 am in the II Carrera de la Festa, a popular test of six kilometres with departure and arrival in the square Félix Rodríguez de la Fuente. Sunday 26th of August saw participants running along the Santa Pola coast with the first rays of sun breaking over the horizon to support the cause with solidarity, as is the aim of the II Carrera de la Festa. Runners of all ages pulled on their trainers to en-

joy the dawn in the fishing town with family and friends and to show the kinder side of sport, in particular, and society in general. An early start, a good breakfast to regain strength ... and water. Santa Pola woke up to more than a thousand runners devouring the 6-kilometre circuit of the II Popular Race of the Festa 2018 in solidarity, one of the most unique sporting events in the calendar of competitions held in area.
