Lower house prices and the desire for a less stressful life are just two of the reasons that Londoners are quitting the Capital for pastures new, says Jenny Knight

A

ccording to the most official figures, nearly 300,000 Londoners move out to a provincial city or to the countryside every year. It seems people leave London for nearly every part of England and Wales with popular escape routes being Brighton and Birmingham and Bristol. Most people leaving London went to nearby areas in the home counties, with Essex, Surrey, Suffolk and Hampshire amongst the most popular. Figures from Barratt Homes showed that two years ago Dartford became hugely popular with nearly 5,000 Londoners moving out there. The counties around London are attractive because people can often find a much bigger house than they could afford in London within commuting distance, so they don’t have to give up their jobs. Another group take the full plunge, giving up their jobs and finding a totally new lifestyle. Some buy smallholdings, others find a property that comes with a business, like a rental cottage or bed and breakfast. Others decide to retrain for another career and live the good life, giving up expensive restaurants and theatre trips in exchange for breathing the good country air on walks with the children and the dogs. A good number of leavers are thought to be people who graduated from university in the 1990s, moved to London and bought homes when they were cheaper and are now in their 40s with families and enough equity to offer some options decide to bring up the children somewhere where they can run free. The bad news is that the exodus is leading to gentrification and rising housing prices in the most sought after country spots, meaning that house hunters may have to look harder and longer for their rural idyll. Interestingly leavers tend to follow well established migration routes with people leaving east London heading east even as far as Norfolk and people leaving Kensington and Chelsea heading for Oxford while south Londoners moved south west, while Lambeth folk were likely to walk to Brighton. A survey by Knight Frank found that people in their 30s are most likely to leave the capital. With popular destinations among the commuter belt with places like Elmbridge, Dartford, Reigate and Slough in the top ten. There is also evidence that buy-to-let landlords are also leaving London. Recent data suggests fewer investors are buying investment properties in London and the south east. Poorer rental yields have them looking to cheaper parts of the country.

ir Michael Caine is selling his stunning, seven - bedroom mansion on the outskirts of Leatherhead in Surrey which comes with its own cinema that cost the actor £120,000 to build. Oscar-winning actor Caine, 85, and his wife Shakira, 71, bought the Keston Lodge estate for £1 million in 1999. I

was recently accused by my wife of being uncharacteristically “emotional” and, as is often the case with Mrs O, she was right! It was not because one of the our children had done something which pulled at the heart strings it was because I had just watched Andy Murray’s interview saying that he might not be able to continue playing tennis and then followed a montage of his greatest hits (pun intended). It is always very sad to see an elite sportsman or woman bow out before their time and especially when not on their own terms. Life is all about timing which can be good or bad! Buying and selling a property is also, to a lesser or greater degree, all about timing. For example what is available to buy at the time, equally what is not available, as well as market conditions in the area of interest. But what about timing in today’s market? It will not surprise many of this readership that Brexit comes up rather a lot in our day to day conversations and while our elected representatives continue to debate this topic, for a great many of us life continues. We all have to make important decisions which cannot be delayed indefinitely, often these are for practical and personal reasons with a property transaction central to these plans.

OUTOF TOWNBUY...

On one of East Molesey’s most soughtafter roads, this large, detached, six bedroom house makes an ideal family home. The driveway offers plenty of offstreet parking. Good quality French fare at a very reasonable price. And the food? Probably the best rib-eye steak and frites – cooked to perfection! Only problem is I always have the same!

HEADS-UP KNOWYOUR RIGHTS

It seems few tenants know their rights, according to a survey from TotallyMoney. Key findings show: • Only a third of UK tenants know that landlords are permitted to change the locks – provided they have been allowed into the property by permission or to deal with an emergency. However, they must immediately give tenants the new keys. Some 16% of tenants thought the landlord needed a court order to change the locks. • Landlords can check the credit score of potential tenants, but must have express permission before doing so – yet 19% of tenants believe that this permission isn’t required, and 11% don’t think they can do it at all. • More than half of the tenants thought that landlords have to fix any and all problems with the property. In fact landlords are required by law to fix major issues which affect the tenants’ ability to live in the property, but don’t have to fix small issues, particularly if the tenant caused the problem. • Half of the tenants questioned didn’t know that a landlord can change the rent without notifying them. With 4.7 million households currently renting, TotallyMoney has created a guide to the most common questions. Landlords for example often don’t know how quickly they must return a deposit and what landlord insurance covers.

150NOTOUT Hamptons International celebrates its 150th birthday this year with a series of events and campaigns. Hamptons started life in 1869 with an office in Pall Mall, eight members of staff, and with George Hampton as the Managing Director. It is also represented in over 30 countries around the world giving buyers access to over 100,000 international properties. As part of the celebrations each member of staff will get their birthday as a holiday this year. A fleet of 15 Hamptons International branded taxis, will take to the streets and the 150th property of the year to be sold of let will be done without a fee. Hamptons will also fund raise in for its charity partner Cancer Research UK. Each member of the business has pledged to raise £150 each with a target of more than £150,000 by the end of the year. To date, Hamptons has raised almost a quarter of a million pounds for Cancer Research.

HOMESFORFAMILIES A ceremony was held when 70 completed new homes at Lollard Street were handed over by Sir George Iacobescu, CEO, Canary Wharf Group, to Homes for Lambeth. The affordable homes are thanks to an innovative method of funding. Lambeth Council leader, Cllr Lib Peck, said: “The Lollard Street development is a fantastic example of us working with developers, through the planning system, to provide the council-level rent homes we need to help tackle our housing crisis. By agreeing to allow the developer to

build off-site from the Shell development in Waterloo, we managed to revive this neglected site and secure many more family-sized social rented homes than the 17 proposed on-site units which would not have met local family needs. “The result is the fantastic, modern development of high-quality new homes that we see today; these properties, which will soon provide homes for scores of families, will be the new benchmark for affordable homes in our borough.” See page 45.

NEWPLAGUE Noise from an expanded Heathrow is likely to affect communities in all parts of the Wandsworth, with many set to experience significant annoyance from aircraft for the first time. The impact from additional flights would be felt most keenly in West Hill, Southfields, Earlsfield and Tooting. Currently most aircraft noise from approaching aircraft is concentrated over the north of the borough including Putney, Wandsworth and Battersea. Now, as part of the airport’s plans for an additional 25,000 flights a year in advance of a third runway opening, new flight paths would be needed. The potential routes depend on the introduction of new ‘curved’ approaches which would allow aircraft to join the final approach at a point closer to the airport than is currently possible. A consultation document is available online, until March 4, at www. heathrowconsultation.com. It includes a post-code checker to enable residents to see whether their home is likely to experience extra noise from an expanded airport. Wandsworth Council leader Ravi Govindia is urging anyone concerned by noise from additional flights to respond to the consultation. He said: “The council repeatedly called for information on noise impacts to be made available before Parliament voted on whether to give policy support for a third runway. “This 25,000 per year is just the start. A third runway will mean an extra 260,000

flights a year yet the people most likely to be affected were kept in the dark while the decision was going through Parliament. Now people on all sides of the airport will be able to see what could be in store for them from the proposed new airspace principles “It looks like there will be no escape for residents from aircraft noise – wherever they live. I would urge any resident who is concerned about the impact from an expanded Heathrow to check their own postcode and then let Heathrow know just how unacceptable it is that they should face the risk of additional noise.” “The extra 25,000 flights will be a taste of things to come – with more early morning arrivals and more people affected. The council will oppose this quick fix and continue to challenge the false prospectus on which the third runway is based.” The airport’s current annual capacity limit is set at 480,000 movements. Most of the extra flights are expected to occur before 6am and 7am with up to 25 extra arrivals in this period. Wandsworth and Richmond are part of a coalition of councils seeking a judicial review in the High Court on March 11, of the Government’s decision to give support for a third Heathrow runway, on grounds of air pollution, climate change and noise.

ALLLITUP One of Wandsworth’s historical landmarks – which some say was the cradle of English Parliamentary democracy – is now bathed in light after dark. The new lighting means the bell tower’s famous clock and the west chapel which dates back to the 16th century, can now be seen at day and night. Council leader Ravi Govindia said: “This means that this famous old church is even more prominent. It is a great addition to the night time landscape.” In 1647, as the English civil war was raging, St Mary’s was the forum for the first debates about the nature of democracy in England. Members of Oliver Cromwell’s New Model Army, waiting near London to maintain pressure on Parliament, sat in St Mary’s discussing what sort of society that they wanted to see emerge from the civil war and came up with the first known account of male suffrage in Britain.

he Royal Horticultural Society is helping to keep our gardens rosy by helping to research those nasty rose viruses that destroy or mar one of our favourite garden plants. Noted for their colour and scent, roses are one of the most important ornamental flowering plants grown worldwide, with a yearly estimated production of 18 billion cut stems and up to 80 million potted roses. Yet rose viruses have not been studied in detail in the UK since the 1980s. But recent advances in scientific techniques, such as high-throughput DNA sequencing, provide new opportunities to improve our understanding of the viruses. The latest research will help to future proof against new and emerging threats such as Rose rosette virus, which causes reddening on newly emerging shoots, excessive thorn production, abnormalities and eventually plant death. This virus has not yet hit the UK but it is one of the plant’s greatest threats and has caused the destruction of entire collections in the USA and Canada. Recently reported in India, the virus is spread by a four-legged microscopic mite transported on plants, insects, wind or contaminated clothing. The research is being conducted in a joint venture between Newcastle University and Fera Science Limited and with the support of David Austin Roses. PhD researcher, Ines Vazquez Iglesias, will analyse hundreds of samples from RHS collections, gardens and nurseries across

the UK at Fera’s Sand Hutton research facility with the findings published in 2019. Ines Vazquez Iglesias, the PHD researcher, said: “The RHS bursary provided an opportunity to see first hand the devastation that rose rosette virus has had in the US. What was once a blooming garden of roses had been reduced to hundreds of dead or dying plants. My research is intended to educate industry and gardeners as to the risk posed to the rose by new and emerging viruses and protect the UK’s gardens for the future”. Other common problems afflicting UK garden roses include: • Mottled leaves and weakened plants caused by rose viruses such as Strawberry latent ringspot virus and Arabis mosaic virus. • Fungal problems on the leaves including rose blackspot, powdery mildew and rose rust, causing disfigured growth and lack of vigour. • Root problems caused by Phytophthora root rot and honey fungus, leading to plant die-back and eventual plant death. Gerard Clover, Head of Plant Health at the RHS, said: “Roses are favoured by gardeners for their range of colours, scented blooms and versatility. With new pest and disease threats waiting in the wings it’s important we apply the latest tools and techniques to protect gardens and support the UK’s horticultural industry.” Nicola Spence, Defra Chief Plant Health Officer, said: “We want to be the first

MIXANDMATCH All too often south London gardens are too small for much of a vegetable patch. However, there are advantages to slotting a few vegetables in amongst the flower beds. Flowers can bring in pollinators to your vegetables and also beneficial insects to target and organically control pests. What’s more some vegetables are attractive in their own right – for example the runner bean with its pretty red flowers looks lovely climbing up a trellis or apple tree. As most gardeners already know planting a batch of the same plants together seems to attract more pests, while dotting things about helps protect them. One theory is that different smells counteract each other so fewer pests are able to single out their most desirable dinner. While slotting the veg into gaps ensure that they are planted where they will enjoy the best environment. It’s no good planting something that needs strong sun and good soil behind a shrub that puts them it in the shade. Another consideration is taking care not to lose your plantings in the general riot. Stick in canes that are marked up so that you know where your vegetables are growing and make sure that they are not crowded out.

CLEANUP THEHOME House plants like peace lilies and spider plants are making a come-back as millennials realise their health benefits. They are embracing gardening as part of a push for physical and mental well-being. Low maintenance house plants have seen huge increases in sales recently. For example, sales of swiss cheese plants are up 150% since last year. The Royal Horticultural Society says that urban dwellers are opting for the peace lily because it is so efficient at removing pollutants from the air – with sales up by 23%. Spider plants are also great for purifying the air with the added plus that they multiply easily via their dangling babies and are very hard for even the most inept indoor gardener to kill. Plants are also growing in the social media, with green-fingered techno wizards adding more than 2.2 million posts to the hashtag “plantsofinstagram”.

019 looks set to be an intriguing year. We expect interest rates to be pretty flat, ending the year unchanged at 0.75 per cent or perhaps edging slightly higher to 1 per cent. It all depends on what happens with Brexit, which is something nobody can forecast. If it all falls apart, the Bank of England might even reduce interest rates in order to kick-start the economy. If we get a reasonably balanced outcome, we don’t see rates going higher than 1 per cent as the economy is still fairly fragile. Mortgage pricing will reflect what happens to interest rates to an extent but we still expect them to be competitive. Fixed-rate mortgages will remain popular as uncertainty about the economy and future direction of interest rates continues. Remortgaging was the big success story for the industry in 2018 and this looks set to continue into 2019 as borrowers come off fixed rates and look to lock into competitive deals.

T

he number of people taking out a mortgage has fallen year-on-year but shoppers are piling debt on their credit cards, personal loans and overdrafts, according to UK Finance, which represents all aspects of lending. It says that gross mortgage lending across the residential market in November last year was £23.1 billion, 2.0 per cent lower than November 2017. The number of mortgages approved by the main high street banks in November was 10.6 per cent lower; approvals for house purchase were 1.2 per cent lower, remortgage approvals were 20.3 per cent lower, and approvals for other secured borrowing were 12.2 per cent lower. The £11.3 billion of credit card spending in November was 7.5 per cent higher than November 2017. Over the past twelve months, the outstanding level of credit card borrowing grew by 5.3 per cent. Personal borrowing through loans and overdrafts grew by 2.5 per cent in the year to November.

The number of new prospective buyers has increased by a notable 8 per cent between January 2017 and November last year, in despite of a sales volume decline over the course of 2018. “Such findings suggest pent-up demand is forming,” it says. “There has been a rise in activity in the £20millionplus London market in the second half of 2018, driven by the recent weakness of sterling and asking prices for this market adjusting more quickly to higher transaction costs.”

FULLON? 100 per cent mortgages could be making a comeback, suggests Duncan Farmer

T

now average 3.33 per cent for a two-year fixed-rate deal or 3.89 per cent for a fiveyear fix, says Which? There is popular support for the return of 100 per cent loans: according to a YouGov poll 48 per cent thought they were a good idea, compared with 32 per cent who did not and 20 per cent who had no opinion. Memories of the financial crash may be fading but the big problem with such loans is that if house prices fall and the borrower can no longer meet repayments, the lender will be left with an asset worth less than the outstanding loan. That way trouble lies, and you can be certain that lenders entering this sector of the market will go through an applicant’s finances with a fine-tooth comb. The plan would also stretch the amount people could borrow compared with their income. At present the Bank of England limits the number of loans that can be granted at more than 4.5 times’ gross earnings. It will be interesting to see, if such loans do make a comeback, how many applications are in fact approved. One thing is certain, it won’t be 100 per cent.

he consumer organisation Which? is predicting the return of 100 per cent mortgages – for borrowers who have no deposit – at some point the point this year. It cites calls from lenders, predominantly building societies, to allow people in certain stable professions or industries and anyone in line for a big inheritance to borrow the entire purchase price. In London this is likely to benefit people working the financial services and legal professions. Such loans have all but vanished in the 11 years since the financial crash although some lenders are granting them, although they do come with ties. Either a borrower must team up with a guarantor, usually a parent, who agrees to step in and pay the mortgage if the borrower defaults, or a parent lodges a hefty sum, which earns interest, as collateral or a parent simply adds their name to the mortgage. The interest rate on those 100 per cent loans is usually higher than for smaller loans. In fact, the rates on 95 per cent mortgages have hit record low levels and

alifax, Britain’s biggest mortgage lender, says that it is difficult to predict whether people will be able to keep up with their mortgage repayments this year. Russell Galley, its managing director, says: “There are competing pressures with signs of positive annual pay growth supporting affordability, but risks associated with the potential for higher interest rates are pulling in the other direction.” ‘Across the country, it said that in December the average cost of a home was £229,729 and annual house price growth stood at 1.3 per cent. “Overall, house price growth in 2018 was very much within the range of 0-3 per cent as we forecast at the start of the year,” Mr Galley said. “This year we’re expecting continued stability in house prices with between 2 per cent and 4 per cent price inflation. However, this expectation will clearly be dependent on the Brexit outcome, with risks to both sides of our forecast”.

Diary of an estate agent... From Pimlico to Peckham – the weird and wonderful happenings in the world of estate agency by Jane Robathan

W

e have, what appears, a lovely looking flat that in reality, once you’re up close and personal, grime and squalor leap from every kitchen cabinet. Merit lies in the size of the place and its very sweet rear garden. In fairness, a good scrub and lick of paint would, if nothing else, sterilise it into a sufferable state. The owner was, until recently, a fashion designer. He’s a flamboyant character and immediately likeable. This chap appears to be taking stock of his life. He tells us his sale will fund world-wide travel before he winds up on a Greek island and perhaps becomes a teacher. In the meantime, to free himself from what seems to be overbearing responsibility, he’s been working in a local bar. And we imagine he’s enjoying it, judging by the cans and bottles that line every surface and fill every corner of his flat. We’ve had two (confirmed) Saturday viewings where we have walked in with applicants to find the previous evening’s party sleeping, hungover and strewn about the place. I suppose, if nothing else, it could infer he has tolerant neighbours. On a particularly busy day last week, our (very

competent) secretary kindly offered to conduct a viewing on the Sales Team’s behalf. The poor girl waited outside for the applicants to show up. Our vendor (a truly lovely lady) called down from an upstairs window to say as the weather was being tricky, they weren’t taking the children out as planned. Our viewers pulled up at least 10 minutes late, with no apology and barely acknowledging (a now freezing) estate agent/secretary. They ignored every attempt at communication, refusing to respond to dialogue or eye contact throughout the viewing, making our poor colleague utterly forlorn. It was only when they scooped up their toddler and left (without saying ‘thank you’ or even ‘goodbye’), that our client came downstairs to explain. She had seen them drive towards the house, screaming at each other. They’d had an almighty ruck in the car. LAST WORD Paul Westwood, Associate Director at Rampton Baseley Describe your property career to date. I started in agency in 2009, down in sleepy Hampshire. In 2013 after four years of battling for deals in a pretty terrible market place I made my way up to the bright lights of London to work with Joel and Patrick at Rampton Baseley. Haven’t looked back since! What do you enjoy most about your job and what have been the highlights? It’s all about the people. I can’t think of any other job where you get to help and advise your clients on such a personal experience as a home move. From a point of professional pride I think the highlight was 2018 as a whole. Despite the political climate and general sense of malaise in the market we really grabbed it by the reins and increased our turnover by 30%. For me this just goes to show the quality of our team (in Agency your team really is your most important asset) and in a difficult market, homeowners really want to use experienced professionals that they can trust. Describe the biggest challenges. Starting in 2009 was pretty atrocious. While things in London were recovering and heading back towards pre-crash values it was a totally different story in the sticks. Everyone was in negative equity, instructions were scarce and buyers were still bearish on the market. I think

at one point our average time to achieve a sale per house was about 25 weeks. (At Rampton Baseley its about 4 weeks.) We hung on, though, and came out all the stronger for it. What advice would you give to anyone considering a career in estate agency? Do some work experience at different agencies to work out what would be the best fit for you. You’d be surprised how different each agent is behind the scenes and what works for one person doesn’t always work for others! What advice do you have for homebuyers in the current market? Stay positive. Despite everything that is going on, we have been unbelievably busy for the last 18 months. If you get the price right, use a good agent (us, obviously) and present your house well it will sell. People want to live here. Brexit doesn’t change that. What sets south London apart? The sense of community. I was drawn to Northcote Road because it reminds me so much of the Surrey market towns I spent my childhood in. You have good local schools, a high street, commons, parks and some excellent bars and restaurants ... You have all the benefits of a small town, within touching distance of Central London.

What do you think lies ahead for the south London market? Has there ever been a time this question is more difficult to answer? Obviously Brexit comes up a lot, so many people are just fed up with it now, though, and want to get on with life. All we can say is that for now things are good. Prices have been stable for some time and we are back to back with viewings every weekend. As for the future... Ask me again on the 30th of March. Recent highs, recent lows? High: Our offices exchanging quite a long chain that was entirely internal, the day before everyone closed for Christmas. Low: Does Dry January count as a low? It feels like it should. What is your top location south of the river? So difficult to choose one really, but I spend far too much time (and money) in Borough Market. Can’t beat it early on a Saturday morning. If you were not an estate agent, what career would you choose and why? Definitely I’d like to be a pilot. I love flying and exploring new cities.
