NCEMS Tender for South African LPMs Awarded The South African National Gambling Board has announced the winning bid for the country’s NCEMS (National Central Electronic Monitoring System). The new 8-year NCEMS contract has been awarded to Route Monitoring (Pty ) Ltd. THE NCEMS monitors South Africa’s more than 11 500 operational LPM (Limited Payout Machine) Slots situated in pubs, clubs, shebeens and taverns across the country. LPMs (or AWPs as they are known in some markets) have a limited wager and limited prize and make up the country’s route market. Although national legislation allows for a total of 50 000 LPM slots outside of casinos, the roll-out of LPMs has been somewhat slow, but LPM GGR is projected to expand

at a 7.5% compound annual rate to R3.9 billion in 2021, from R2.7 billion in 2016. Route Monitoring (Pty) Ltd’s contract includes the supply, installation, commisioning, operation, management and maintenance of a national central monitoring system (NCEMS) for limited payout machines in the republic of South Africa and collection of related monitoring fees for eight years. It is believed that the award may be challenged by previous CEMS Operator, Zonke Monitoring Systems.

New Gaming Regulatory Body for Mpumalanga The Mpumalanga Gambling Board (MGB) and the Mpumalanga Liquor Authority (MLA) officialy merged to form a new regulatory body called the Mpumalanga Economic Regulator (MER), that will oversee all gaming and liquorrelated regulation. The new regulatory entity, its office bearers, vision and mission can be viewed on the MER website at www.mer.org.za

Glenn Joseph Focuses on Growing Gaming Glenn Joseph is embracing his role as Chief Operating Officer of Tsogo Sun Gaming, having moved up from his position as Operations Director and GM of Montecasino on 1 July, alongside new CEO Jacques Booysen and fellow COO – of Tsogo Sun hotels – and long-time friend, Ravi Nadasen. HE SAYS the new job is very different to his former position as head of Montecasino. “As the leader of a property like Montecasino, your role is both strategic as well as operational and customer-facing, with a large requirement for attending events, shows, and launches, which makes it an exciting environment to be in. The move has meant stepping away and taking a holistic view of Tsogo Sun. The pressure is different because the decisions you make affect the entire group, and on the flip side there is an opportunity to replicate successes.” He notes that Tsogo Sun is ultimately in the business of creating great experiences. “The more people we attract, the greater the experiences we can create. At Montecasino, my focus was on ensuring that we’re maintaining our relevance in our catchment area by being innovative. Now it’s about taking that experience and applying it to the wider group.” He acknowledges that the country is going through an economically tough time, “But I’m a firm believer that that’s when good leaders are born. It’s during these times that you need to be innovative and do things differently. We need to evolve and move with the times, and even though they’re tough, we have tremendous opportunities to stand out. With fantastic people, passion, innovative thinking, and the right attitude, we have a solid foundation to build on.” He says the challenge is to grow. “We’ve set milestones to grow the business that are not measured on financial growth; it’s all about growing leaders, and the bottom line will take care of itself.” In fact, he says he measures his own success by the number of leaders he has inspired and grown. Joseph himself has grown through the ranks since joining Tsogo Sun 10 years ago. He grew up in Durban, attending the same schools as Ravi Nadasen, his counterpart at the head of Tsogo Sun hotels. He completed a commerce degree at Natal University and after his articles and a few jobs in Durban, which included two years as a Group Cost Accountant with Amalgamated Hospitals where he developed costing models for the hospital group to determine the most cost-efficient hospitals for different procedures that would deliver highest return. He came to Johannesburg and joined Medscheme, working in various departments, followed by Microsoft, where he worked as Financial Manager for West East Central Africa and Indian Ocean Islands. He loved it, but when an offer came to move to Atlanta, Joseph and his new wife found that they couldn’t leave the country of their birth, so he took a job as Finance Manager at Montecasino, excited at the prospect of using his finance background to enhance the casino operation. He was soon promoted to look after both operations and finance for the property, and in 2012, he took over as GM of Montecasino. While at Tsogo Sun, he has also completed the Executive Development Programme through the University of Stellenbosch. Tsogo Sun Gaming, which incorporates 14 casino and entertainment destinations around the country, and entails 359 tables and 9 857 slot machines, restaurants, bars, events, theatres, retail conferencing, cinemas, theme parks, and entertainment, represents 69% of the group revenue. According to the group’s 2017 Integrated Report, gaming guest satisfaction is at 77%. An important part of the Tsogo Sun Gaming operating model is to ensure that the properties remain fresh, attractive, and appealing as the vast majority of customers are locally-based regular visitors. Rewards loyalty programme, as 76% of gaming revenue is contributed by active Rewards club members. Joseph explains the significant value that gaming in general adds to the country. “According to the National Gaming Board statistics for 2017, casinos make up 64% of gaming taxes.” He says that, looking at locations of the major entertainment destinations – Montecasino in Fourways, Suncoast in Durban, Silverstar in Krugersdorp, Gold Reef City in south Johannesburg, and others to a smaller extent – businesses have mushroomed in those areas in the past 15 years as a direct result of the casinos creating demand.” The gaming sector is strong and there is still growth as it widens its footprint with different types of gaming such as EBTs (electronic bingo terminals) and LPMs (limited pay-out machines). “It’s an exciting time for gaming because there’s so much change – it’s evolving in a positive way,” he says. As for Tsogo Sun Gaming, Joseph says he intends ensuring that growth will continue “by focusing on the things that move the dial – people, leadership, and doing things differently to how we’ve done them before. We’re competing for share of entertainment wallet, and it’s my job to look at how we maintain our relevance – which means being innovative. With this in mind, the focus is on everyone working for a common cause, which is entrenched in livingTSOGO.” Tsogo Sun’s leadership approach is value based and referred to as livingTSOGO. It reflects that the group’s employees are their biggest asset and are invaluable in creating great experiences for guests. This includes optimising the potential and capacity of employees to deliver distinctive and consistent guest experiences. Joseph’s business philosophy aligns clearly with this. “If you look after your people they will look after your business. It’s particularly important in a 24/7 operation because when you go home you need to know that the standard you left and the focus you set are maintained.” Both Joseph and co-COO and friend Ravi Nadasen are also working at finding ways to integrate gaming with hotels, making decisions that will benefit the company as a whole. Joseph is married with two girls, aged seven and nine. He met his wife 13 years ago while still at Microsoft – and chose Montecasino for their first date, before he had an inkling that he would run it one day, and then be appointed to one of the top three positions in the group. His sporting interests reflect his active and passionate approach to life, and include golf, frequent gym sessions, hiking, cycling, horse-riding, and quad biking – and spending as much time as possible with his family. As a spectator, he loves Formula One racing and on his bucket list is being on the stands at an F1 Grand Prix race, preferably in Singapore. PwC Releases Gambling Outlook Report Gambling revenues in South Africa show modest increase amid economic uncertainty and illegal gambling OVERALL GAMBLING revenues in South Africa for the 2016 financial year showed a modest increase in the wake of a highly challenging operating and economic environment. Overall gambling revenues improved marginally by 3.9%, down from the 11.2% increase in 2015 and the smallest gain experienced in the gambling industry during the past four years. This was mainly due to a shortfall in the casino market amid the current economic uncertainty. In addition, illegal gambling continues to be a problem in South Africa. These are some of the highlights from PwC’s sixth annual edition of the gaming industry entitled Gambling Outlook for South Africa: 2017-2021. The publication focuses on segments within the gambling industry with detailed forecasts and analysis. Each segment details the key trends observed as well as key challenges and future prospects. The National Gambling Board of South Africa (National Gambling Board) and the Casino Association of South Africa (CASA) is the source for historical data. Overall, gross gambling revenues (“GGR”) in South Africa are forecast to expand from R27 billion in 2016 to R35 billion in 2021, a 5.1% compound annual increase. Gambling taxes and levies will grow at a 5.2% compound annual rate to R3.5 billion in 2021. Bingo was the fastest-growing category, with a 36.6% increase. Bingo is expected to continue to be the fastest-growing category during the next five years with a projected 11.9% compound annual increase. Casino gambling revenues fell by 1.7% in 2016 mainly due to increased competition from illegal gambling and other forms of gambling, and a weak economy. Pietro Calicchio, Gambling Industry Leader for PwC South Africa says: “Although the gambling industry is an exciting and vibrant sector it faces a number of challenges, in particular a slowing economy. “Illegal gambling also continues to be a problem in South Africa. According to a research paper issued by the National Gambling Board, the total impact of illegal land-based and illegal online gambling resulted in R1.9 billion lost in GDP for the 2016 financial year, as well as a loss of 3 785 jobs.” According to the National Gambling Board, three-quarters of illegal online gamblers are in the 18-34 demographic group who visit the nearly 100 online sites that accept gamblers from South Africa, primarily through mobile phones. Slot machines are the most well-liked type of gambling activity but popular online gambling modes also include other games and forms of betting. There are signs that stepped-up efforts to curb illegal gambling are gaining traction. Furthermore, there has been progress with regard to illegal lotteries.

Gambling taxes and levies Gambling taxes and levies totaled R2.7 billion in 2016, up 4.9% from 2015. Casinos remain the largest contributor to gambling taxes and levies at R1.8 billion followed by the betting segment at R430 million. Gambling taxes and levies are forecast to reach R3.5 billion in 2021.

Casino gambling

0.3% decrease from 2015, followed by the Western Cape at R2.9 billion, up 4.5%, one of only two provinces that recorded an increase in 2016. For the forecast period as a whole, casino GGR is projected to increase at an estimated 3.5% compound annual rate, rising to R21.2 billion in 2021 from R17.9 billion in 2016.

Limited payout machines (LPMs) LPMs accounted for 10% of gross gambling revenues in 2016, up from 9% in 2015. LPMs gross gambling revenues rose by 14.1% in 2016, continuing the pattern of double-digit annual increases. The number of LPMs rose by 5.2% in 2016 to 11 502. For the forecast period as a whole, LPM GGR is projected to expand at a 7.5% compound annual rate to R3.9 billion in 2021, from R2.7 billion in 2016.

Bingo Bingo accounted for 5% of total gross gambling revenue in 2016, up from 4% in 2015, buoyed by a 36.6% rise in GGR – the fastest-growing category. Gauteng generated 65% of the total growth in bingo GGR, with a 37.6% increase to R813 million. For the forecast period as a whole, bingo GGR is expected to increase at an 11.9% compound annual rate, from R1.3 billion in 2016 to R2.2 billion in 2021.

Betting Betting GGR rose by 14.3% in 2016, raising its share of total GGR to 19% from 17% in 2015. Betting is the second-largest gambling category behind casinos. Sports betting rose by 21.3% in 2016 to R2.9 billion, more than three times the R847 million total in 2012. Sports betting includes betting on the outcome of lotteries and similar games which have grown in popularity and aided the growth in sports betting GGR. In addition to regularly scheduled sports events, major international tournaments such as the FIFA World Cup, the Rugby World Cup and the European Championship further boost the volume of betting. For the forecast period as a whole, sports betting GGR is projected to increase at a 12.3% compound annual rate to R5.2 billion in 2020. Horse racing GGR rose by 6.2% in 2016, but that gain was partially generated by sports betting in the Eastern Cape, which is included in horse racing totals. Horseracing GGR is forecast to increase to R2.3 billion in 2021.

National Lottery After decreasing between 2012 and 2016, lottery ticket sales increased in 2016 and lottery GGR rose by 34.7% to R2.98 billion. Although the National Lotteries Commission (NLC) did not cite a reason for the jump in ticket sales, the increase may have reflected successful efforts to curb illegal competition and the effects of the introduction of additional games. It is likely that the gain in 2016 is a one-time boost. National Lottery GGR is expected to increase, but growth will be modest, averaging less than 1% per year. National Lottery GGR is projected to increase to R3.08 billion in 2021 from R2.98 billion in 2016, a 0.7% compound annual increase. However this may be influenced by the introduction of additional games or changes to the current offering. “The gambling industry in South Africa will continue to be adversely affected in the near term by slower economic growth, but improving economic conditions over the latter part of the forecast period will aid growth. “The industry remains an important contributor to the economy through the creation of jobs, continued capital expansion and the payment of taxes to both provincial and national government,” Calicchio comments.

Casinos accounted for 66% of total gross gambling revenues in 2016, down from 70% in 2015, while LPMs and bingo rose by a collective 16.9%. Currently, the National Gambling Act permits 40 licenced casinos in South Africa but the Department of Trade and Industry (DTI) authorised an additional licence for the North West province. CASA is challenging the authorisation of an additional licence as it is concerned that this sets a precedent for the granting of future licences. There are 38 operating casinos. This is a wonderful initiative to fight against poverty and hunger in the country. • Donated funds to Girls and Boys Town, as part of the company’s continuous contribution to the less privileged. • Donated to the Jicama 89 Project. Some of these funds were used to improve the computer facilities at a school for the blind and visually impaired. • Our goal in 2018 is to partner with more up and coming companies as part of a longer term enterprise development strategy.

Clarion Announce Creation of ICE Africa for 2018 Africa to benefit from reputation and influence of world’s most successful gaming event brand FOLLOWING WHAT Managing Director Kate Chambers described as a ‘hugely positive coming together of all sectors of the industry’, Clarion Gaming has taken the strategic decision to fast track the development of Gaming Africa, transitioning the 2018 event into the first ICE Africa, which will comprise an exhibition and co-located ICE VOX style conference dedicated to the development of the domestic industry. ICE Africa will be the first occasion the ICE brand has been extended beyond its London, UK, home. Casino Industry Committed Despite Challenges The Casino Association of South Africa (CASA) has published its 12th annual survey of the South African casino industry, providing a snapshot of the state of the industry to role players, stakeholders and members of the general public. This year’s survey shows that, for the first time since the inception of the casino industry in South Africa under the new democratic dispensation, there was a decrease (1,8%) in revenue. This decrease can be attributed only in part to the general economic downturn, with illegal gambling eroding substantial revenue from the legal operators. Despite this, the licensed casino industry made a significant contribution towards employment, social responsibility and infrastructure development, and continues to be a vital economic driver.

CASA currently represents 36 of the 38 operational and legal casinos in South Africa. Besides promoting good governance within the industry, CASA also constructively contributes towards policy decisions that encourage growth and investment in both the industry and the country. To this end, CASA has been campaigning for better enforcement regarding illegal gambling operations for some time. The recent forfeiture of R1 million in illegal winnings by the Department of Trade and Industry shows that CASA’s appeals have been heard and, hopefully, marks the beginning of a deliberate and concerted effort by law enforcement authorities. In the face of such challenges, the industry remains committed to its customers and the communities in which they operate. In the year ended March 2017, CASA members supported over 64 000 quality jobs, distributing R3,5 billion to employees. This represents 21% of the R16,5 billion value generated by the industry, a share second only to the R5,9 billion received by local, provincial and national governments through various taxes and levies (36% of value generated). In addition, CASA members invested R1,96 billion in capital expenditure towards the improvement of their casino complexes during the year under review; an amount equaling 11% of gross gambling revenue. CASA members have always been incredibly committed to Corporate Social Investment (“CSI”) and have, over the past five years, contributed R712 million in focus areas such as education, health, sports, arts and culture, the environment and, of course, responsible gambling. In fact, due to the industry’s backing of the South African Responsible Gambling Foundation NPC, its flagship National Responsible Gambling Programme continues to receive international recognition for its effectiveness in helping problem gamblers. The investigation also revealed that the area has one hundred and eighty-four illegal gambling machines and one hundred ninety-five illegal computers. Mykonos Casino General Manager Marks 30 Years in Gaming Mykonos Casino’s General Manager, Clive Van Groeningen, is celebrating 30 years in the gaming industry. VAN GROENINGEN got his start as a temporary technician at one of Southern Africa’s oldest casinos, shortly after completing his electrical trade qualification. For the first 17 years of his career he supplied his infectious enthusiasm and expertise to casinos all over the country, but has settled at Mykonos Casino for the last 13. Today he counts being involved in the opening of two casinos amongst his many achievements over the past three decades. The industry has obviously evolved significantly since he first joined it, with casinos becoming more high-tech. “When I started, slot machines were mechanical and now they have become these incredible video-type games. With technology taking over, even the tables have evolved significantly.” He relishes being part of such an exciting and constantly changing industry. “Over the past 30 years, no two days have ever been the same. I don’t enjoy the mundane 9 to 5 stuff and the gaming industry isn’t like that at all.” Van Groeningen shares: “My father never really believed that I had a proper job! But It is a fantastic career and I would highly recommend it.”
