Nigeria, Africa’s Largest iGaming Market is about to get even bigger if rumours from Nigerian Gaming regulators are to believed...

We may soon see the resolution of an issue that has been plaguing Nigerian gambling regulators at Federal and State level in the ongoing bunfight over who holds ultimate authority over certain gaming licences.

The dispute has plagued the country’s regulated industry for a number of years and has ultimately sowed confusion and uncertainty with international operators.

South Africa faced similar issues in its gaming infancy when a National Gambling Board, intented to oversee gaming across the country’s nine provinces, was established AFTER the provincial gaming boards, unleashing a storm of jurisdictional battles. Years of expensive litigation at taxpayers’ expense has solved that for the most part. But, during those confusing times, the industry suffered.

The resolution of the Nigerian Condundrum will likewise establish confidence and clarity and the country should see a surge of new investors looking to get in on the action of Nigeria’s lucrative opportunities.

In South Africa too, rumours have it that a new Lottery Boss is to be appointed to sort out the mess the ‘unscrupulous pigs at the trough’ have created as they plundered South Africa’s National Lottery for personal gain and robbed the poor and vulnerable citizens of this country of any opportunity of a better life.

We may yet see jail time for the guilty, but that remains to be seen.

New South African Lotteries Boss to be Appointed

• GroundUp has learnt that Jodi Scholtz will take over as Commissioner of the National Lotteries Commission in early 2023.

• Her current title is chief operating officer of the Department of Trade, Industry and Commerce.

• She has been lead administrator since February 2020 of the South African Bureau of Standards after it was placed under administration.

Chief Operating Officer Jodi Scholtz of the Department of Trade, Industry and Commerce (DTIC) will take over as Commissioner of the National Lotteries Commission early this year.

Her appointment is yet to be officially announced, but media outlet GroundUp has confirmed it with three different sources with knowledge of the appointment.

Scholz was deployed to the South African Bureau of Standards (SABS) as co-administrator in 2018, after it was placed under administration. She was promoted to lead administrator in 2020 but has retained her DTIC COO title throughout her deployment.

Lionel October, a former DTIC directorgeneral, ended a three-month contract as acting commissioner at the end of last month. Mary-Anne Nkuna Tintswalo, NLC executive manager for regulatory compliance, will act as Commissioner until Scholtz takes over.

Scholtz takes over as NLC Commissioner at a time when the NLC is facing a credibility crisis and is under investigation by the Hawks and the Special Investigating Unit (SIU), which recently told Parliament it is probing dodgy Lottery grants worth

over R14-billion.

The entire NLC board has been replaced and the former Commissioner, Thabang Mampane, resigned with immediate effect in August, just weeks before her term ended. Her resignation came shortly after GroundUp revealed that money from a grant to build a school in Limpopo had been used to buy a home for her in a luxury North West golf estate.

Former NLC COO Phillemon Letwaba resigned with immediate effect just over a week after Mampane quit, and shortly before he was due to appear before a disciplinary hearing to answer charges of abusing his position to enrich himself and his family. Several senior staff members have also been suspended and will face disciplinary hearings early in 2023.

Scholtz, who has worked for DTIC since 2002, is well-qualified for the task of repairing the damage caused to the NLC by years of rampant corruption.

SABS was placed into administration in July 2018 by then-minister Rob Davies after he lost confidence in its directors. Davies axed the entire board for “underperformance”, saying they had “failed effectively to exercise the fiduciary duties imposed upon them”. Local industry had also suffered because of poor performance by SABS, Davies said in a statement at the time.

In a CV published on LinkedIn, Scholtz said that since her appointment as SABS Lead Administrator in February 2020, she had taken over the leadership and operations of SABS as the accounting authority.

Limpopo Authorities Destroy Illegal Gambling Machines

Limpopo province MEC Rodgers Monama oversaw the recent destruction of 214 illegal gambling machines confiscated over the past five months. According to Monama the availability trend of illegal gambling machines is alarming as this is the highest number of confiscated machines to be crushed since 2019.

57 illegal gambling machines were crushed last year with an additional 183 illegal gambling machines crushed in July this year. Vhembe District is currently the highest hit area with 38% of the illegal machines to be destroyed followed by Capricorn at 27% confiscated illegal gambling machines. Monama applauds Waterberg District for its firmness on refusing to

supporting such criminal operations. Waterberg District is only responsible for 4% of the illegal gambling machines awaiting to be crushed tomorrow.

Limpopo Gambling Board has noticed that all illegal gambling machines are found and confiscated from spaza shops owned by foreign nationals with a huge number of them in possession of expired documentation.

Monama called on all Limpopans to engage in only registered or documented gaming and gambling facilities as their monies utilized on illegal gaming and gambling machines are utilized to fund criminal activities, illegal cigarettes market, and such funds are also transferred outside the borders of South Africa illegally and as such impacts negatively on our economy.

SIS Signs Agreement with South Africa’s 4Racing

Kenya’s Sportpesa Planning Major Layoffs to Streamline Business

Sun City Leads the Way in Hospitality Transformation

Sun City first opened its doors in 1979 with a primarily male staff contingent but fast forward four decades and the gender revolution has marched on - today, more women work at the resort than men.

Sun City, a R2-billion business, is leading the way in women transformation within hospitality and setting the pace for other corporates within the industry. “Today 58% of our staff are women, 95% of which are African, with many firsts with its leadership among these including the first female gaming manager and the first female IT manager,” said Brett Hoppé, Sun City Resort General Manager.

Traditional glass ceilings have long been broken and today, 53% of these women are in leadership and senior management roles.

“With a focus on supporting the development of our female staff, there has been rapid transformation of the executive team over the past two years,” said Brett Hoppé, Sun City Resort General Manager. “This began after we analysed the employment equity gender split and saw that women were underrepresented in senior, middle and junior management across the resort compared with their male counterparts. The Women Leadership Development Programme (WLDP) aims to address this and we are making great strides over a short period of time.”

Of the Resort’s 13-strong executive

committee, six are now women, namely Thapelo Modise – Resort Marketing Manager, Nombuso Buthelezi – Convention Centre Manager, Kegomoditswe Monegi – IT Manager, Kagiso Motsisi – VIP Manager, Maleago Mahlatjie – Executive Secretary, and Khensani Mailula –Gaming Manager.

The WLDP has enabled career progression for Sun City women, developing suitably qualified and potential leaders, to build sustainable capabilities which will provide a platform to successfully compete for future leadership positions within Sun International.  Eleven women are currently completing the programme’s basic level, while 12 are on the advanced level which results in them holding an Advanced Diploma in Management Practices NQF Level 7 from the Henley Business School

programme.

“The programme focuses on equipping generalist business leaders with management skills to discover and retain raw talent, providing overall rigorous development to promote the readiness for the next leadership level, and building our women in leadership pipeline,” Hoppé said.

Some of the many success stories include, Kegomoditswe Monegi who started in 2019 as the IT Service Desk Manager at Sun City and was promoted to IT Manager and currently sits on the executive board, in a male dominated industry.

“We are happy to have more women around our table as they have strengths which men can lack, including empathy and attention to detail,” Hoppé said.

Why Ghana is Attracting the Biggest Betting Operators in the World

Ghana may not be the biggest nation in Africa, but the country is definitely flexing its muscles in the online gambling world.

Not only is Ghana considered amongst the top gambling markets on the continent, the west African nation has also been getting plenty of love from international observers.

The top order of online betting in subSaharan Africa is pretty much set, with South Africa, Nigeria and Kenya leading the way, but Ghana has arguably become the best of the rest and is knocking furiously at the doors of the bigger boys.

With a population of just over 30 million and an area of under 250,000 square kilometres, that is quite the achievement!

By comparison, the South African and Kenyan population figures are hovering around the 60 million mark, while Nigeria towers above everyone else with their 200 million plus people.

The Big 3 may hold the bragging rights for now, in terms of positions, but Ghana is constantly chipping away. Ghana sent a strong message of intent in November 2022, when it managed to lure global giants, bet365 into the country.

Bet365 is the biggest betting site in the

world. They are present in many nations and continents, across Europe and the Americas, but their entry into Ghana was their first official foray into Africa.

“It was our preferred location for our first launch into Africa, as one of the most highly regulated, and highly regarded betting markets on the continent”, a bet365 official said in a glowing endorsement of Ghana’s gambling chiefs.

The Gaming Commission has endured plenty of criticism during its nearly two-decades of existence, but this is surely a major feather in its cap.

Bet365 follows in the footsteps of many top betting sites to launch in Ghana, with betway, 1xBet, 22Bet, Betking, Betika, Mozzartbet and more all registered and licensed in the country.

As pointed out in the bet365 statement, Ghana’s regulated gambling space has been a major attraction for these big betting players, but that is not the only thing that has been pulling them into the country.

Ghana has a strong sporting tradition. It is

one of the top football nations in Africa, with multiple AFCON successes and appearances at the World Cup. This sets a natural foundation for sports betting.

Over the last few years, that foundation has been built upon to become the big structure it is today. The rate of sports betting has been boosted by several factors. Technology has played a major role, with mobile penetration and internet accessibility constantly on the rise.

Perhaps, the most important catalyst has been the advent of mobile money, which has significantly improved the financial inclusion in Ghana, making it super easy for Ghanaians in all spheres of life to pay for goods and services over their mobile phones. Ghana is a mobile money force not only in Africa, but also in the world.

All of these have combined to make Ghana a truly attractive prospect for the biggest bookmakers in the world.

What Is Data Analytics?

Most companies collect loads of data all the time, but in its raw form, the data cannot be considered useful. This is where Data Analytics comes to the fore. Data analytics is the process of analysing raw data to draw out meaningful, actionable insights. These insights then become pivotal to drive smart business decisions.

Consider data analytics as a form of business intelligence, used to solve specific problems and challenges within an organization. Essentially it is about finding patterns in a dataset which may provide indications of what has worked and what should be done next. Data analytics helps to make sense of the past and to predict future trends and behaviours. Rather than basing decisions and strategies on guesswork, companies and organisations can make informed choices based on what the data presents. Armed with the insights drawn from the data, businesses and organizations can develop a much deeper understanding of their target audience, their industry, and their company as a whole—and are consequently equipped to make informed decisions and plan ahead.

An example of this, during World War II, the Allies’ fighter planes would return from battle with bullet holes. The Allies analysed the returning planes to determine the areas of the planes that were frequently hit by enemy fire and sought to strengthen the most commonly damaged parts of the planes to reduce the number of planes being shot down.

A mathematician, Abraham Wald, pointed out that perhaps there was another way to look at this. Perhaps, certain areas of the returning planes that were not covered in bullet holes were the targeted areas of the planes that were shot down.. This insight led to the armour being reinforced on the parts of the planes where there were no bullet holes.

Descriptive analytics

This is the most simple form of data analysis. This form requires patterns to be drawn from the raw data, for instance car sales increased this month compare to prior month?

This is data analytics at it is best, the transformation of raw data to intelligible information. Additionally, the example above proves that there is no black and white when it comes to data, the analysis of the data correlates directly with the objectives of the analyst.

What type of Data can be analysed?

Any type of information can be brought within the purview of data analytic techniques to obtain insight. These techniques can reveal trends and metrics that would otherwise be lost in the mass of information. This information can then be used to optimize processes to increase the overall efficiency of a business or system.

For example, Gaming companies use data analytics to set reward schedules that keep most players active in the game. Content companies use many of the same data analytic techniques to keep the users clicking, watching, or re-organizing content to get another view or another click. This is only possible because of meticulous analysis of thousands of historic datasets to understand what the user or players behavioural patterns represent.

Similarly, manufacturers use analytics to monitor the condition and performance of equipment and predict failures before they happen. The Data used may include maintenance data logs maintained by the technicians or data coming in from different sensors of the machine, including temperature, running time, power level durations, and error messages.

Nigerian Gambling Regulators Look to Resolve Territorial Dispute

As Nigerian Regulators look forward to a Supreme Court ruling later this year that will resolve jurisdictional disputes between the Federal Government and State Regulatory authorities, the ruling is expected to add impetus to the the rapid growth of the Nigerian gaming industry that will see an unprecedented influx of investors, especially among sportsbetting, lottery and casino game providers.

The overlap in the regulatory function between the Federal and State levels, where Nigeria’s patchwork of State regulators among its 36 states, is a major challenge facing the industry in Nigeria.

Most notably, the ongoing dispute between LSLB (Lagos State Lotteries Board) and NLRC (National Lottery Regulatory Commission) over who has the authority to issue and regulate gaming licenses has highlighted the need for clarity. An overhaul of the regulatory environment is required to enhance oversight and improve inconsistency in enforcement of license generations and payment of levies, development and revenue generation. At the state level, the necessary regulatory framework will need to be set up to properly regulate and govern the gaming industry for effective transparency of betting operations. Land-based and remote gambling are regulated at both the national and state levels. The NLRC regulates gambling at the national level. While at the state level, some states are regulated by a specific gaming board, authority or commission (eg, in Lagos it is the Lagos State Lotteries Board; in Anambra it is the Anambra State Gaming Board), while in less regulated states, gambling is overseen by the state’s internal revenue board.

Speaking at a recent gaming event, Olajide Boladuro, Director-General of Oyo State Gaming and Lottery Board said that he foresees an increase in interest from gaming investors and operators as the lingering tussle between the federal and state governments will be laid to rest.

“I am positive that the states’ gaming regulators will come up with a robust framework to unify and solidify regulations. I also look forward to the Supreme Court decision this year on who has the constitutional mandate to regulate and licence gaming businesses in Nigeria,” he is quoted as saying.

Against the backdrop of the popularity and size of the gaming market in Nigeria, any outcome from the courts that will remove doubt around new

operators looking to invest in Nigeria, will prove to be a positive one. The country, like so many African nations, remains as sport obsessed as ever, with huge matches and fixtures continuing to dominate the social calendar within the country. In addition, the popularity of sports betting the world over has forced its way into Nigerian culture too, with a 2020 survey ascertaining that an estimated 60 million Nigerians actively place bets on sporting events every year. Liberia Builds US$47m Mall with Casino

Liberia’s capital city of Monrovia will have a new casino opertation as part of a mixed used shoppingmall. Vice President Chief Jewel Howard Taylor, leading an array of government officials, dignitaries, international guests, business and diaspora communities, investors and members of the Diplomatic Corps broke ground on the US$47m project late last year for a multi-million-dollar investment.

Lead facilitator, the West African Development Company (WADCO) under the supervision of Loita Capital Partners International and Era Trade Corporation, said construction works for the US$47.4 million mall project commenced immediately after the groundbreaking ceremony.

Vice President Taylor stressed a need to make Liberia a world-class reputable avenue for investment and praised Loita Capital Partners and ERA Corporation for what she describes as a laudable initiative.

She encouraged Liberians, especially women, to venture into entrepreneurship to improve their economic well-being, noting that when women are empowered economically, peace is guaranteed at the home front.

Also Speaking, the Vice President of ERA Trade Corporation, Elie Abou Jaoude, said the

mall initiative was also driven by a need to improve sustainable quality enterprise by the corporation while contributing to national development. He commended Loita Capital Partners and the Government of Liberia for their support toward the project saying, “Today’s event marks an important landmark in the history of ERA family, our partners and the good people of Liberia.”

Mr. Jaoude revealed how the organization has transformed over decades from a small group to an internationally-recognized humanitarian organization, impacting so many lives.

The Monrovia Mall is expected to be finished within eighteen months.

Ghana’s NLA Hosts African Lottery Association Seminar in December

Ghana’s National Lottery Authority (NLA) has for the first time since its establishment, won the bid to host the Seminar on Responsible Gaming by the African Lottery Association (ALA) in December.

The event, which brings together heads of lottery bodies to deliberate on issues confronting the industry to promote best practices, coincides with NLA’s 60th Anniversary Celebration.

The Director-General of the NLA, Mr. Samuel Awuku made the disclosure after an official trip from Morocco where the Authority was the only Anglophone country among the Association of African Lottery (ALA) bodies to participate in the Finale of the African Grand Prix of horse racing.

The African Grand Prix is an annual event that celebrates and highlights the importance of horse racing in sports lottery on the African Continent. Morocco hosted the 10th edition of the African Grand Prix, the first time the event has moved out to Africa since France started hosting in 2012.

This year’s Grand Prix was organized by the Societe Royale d’ Encouragement du Cheval, SOREC (Royal Society for the Encouragement of Horses) in conjunction with ALA. Managing Director of SOREC, Mr. Omar Skalli who underscored the success of the event believes

hosting the event in Morocco “makes it possible to participate in the international influence of the African horse racing sector”.

President of ALA and Director-General of the Loterie Nationale de Cote d’Ivoire LONACI, Mr. Dramane Coulibaly, on his part says the event will promote attractive and responsible games on the continent while fostering solidarity and cooperation among member countries.

Prior to the Grand Prix, a Seminar was held under the theme “Digitalization in Africa and the lottery sector in a ‘post-COVID era’. Presentations covered Digital Lottery, Cyber Security, Reforms within the African Lottery Authority, Looking into the future with e-Commerce amongst others.

The Director-General of NLA, Mr. Samuel Awuku stated that the Authority is seeking to collaborate with its African counterparts in areas of mutual interest, to shore up its revenue base.

“The NLA team took the opportunity to engage stakeholders from the Morocco Lottery Industry and other lottery heads present at the Seminar on possible areas of collaboration, particularly how

NLA can export the 5-90 Game to other countries, for us to increase our revenue base”.

Mr. Samuel Awuku also emphasized the need for the Authority to explore sports lottery to complement its 5-90 Game. He is therefore in talks with the Director General of SOREC, Mr. Driss Belghazi as well as the Secretary General for ALA and CEO of La Marocaine des Jeux et des Sports, (MDJS) Mr. Younes El Mechrafi, who has great expertise in this area to assist NLA.

Mr. Awuku also disclosed that while NLA is looking forward to these discussions as well as hosting the ALA Seminar in December, the Authority would begin the process to improve its certification from Level 1 to Level 3 by the end of the year.

As a follow up to the discussions in Morocco, Madame Habsou Ali and Madame Aminata Sylla, Lottery CEOs of Niger and Guinea Conakry respectively, would in the coming weeks pay a working visit to NLA, to acquaint themselves with the Authority’s operations and have further discussions on how the Authority can help them operate the 5-90 Game both manually and digitally.
