From the Editor: A Heartfelt Note to the African Gambling Industry This is probably the most difficult Editor’s Note I have ever had to write for Gaming for Africa magazine - a reflection on what has transpired in a very short space of time, not only for the African gambling industry, but for the continent as a whole. A cataclysmic turn of events that has brought one of Africa’s most vibrant industries to a virtual standstill. The covid-pandemic has virtually overnight ceased the engines that drive the gambling industry, an industry that in South Africa not only employs around 65 000 people in the casino industry alone, countless more in the other gaming sectors like horseracing, sportsbetting, bingo and LPM industries and through it’s allied industries like suppliers and manufacturers of gambling equipment, like slots and tables, parts, surveillance equipment, security jobs, technical and other suppliers, regulators and marketers and so many more cogs of a machine that is an integral part of our Hospitality & Tourism Industry, but employs and creates financial stimulus to say many more. My heart goes out to those in the gambling industry, the captains of industry at the helm of large gambling operations as well as small ones; the burden of being tasked with re-starting these engines without disrupting the lives of so many, must be an onerous one indeed. My heart goes out to every single employee of the industry - from the humble cleaner to the GM of a casino, every single person that is vital to making this industry what it is… a phenomenally exciting one to work in. But there is hope, a new hope that while things may be difficult in the short term for us to bring an industry that relies heavily on discretionary spend (of which there may be a short supply in months to come), the industry will rise up and overcome this crisis. As we look forward to implementing those measures that will ensure the safety of all in the industry and their wellbeing, we also need to urge regulators to re-look the industry in a manner imbued with wisdom and tolerance that will allow us to unburden it in the short-term with a view to getting our industry back on its feet. Yes - New ways of doing business will have to be found. Possibly in the short-term we need to revisit the discussions around online gambling for South Africa, in a measured approach that will not cost physical jobs for brick-and-mortar operations, but allow revenue generation in the immediate future to ensure the survival of the industry. Many other ideas and plans for allowing a re-opening of casinos and gambling establishments, as well as their supply base needs to be explored. While this new landscape of gambling may look different to the one we have known, one thing is sure, the industry will rise again… stay strong and healthy for the climb ahead!. Roy Bannister

Sun International Closes Carousel & Naledi Casinos The Covid-19 pandemic, coupled with escalating costs and declining revenue have claimed the iconic Carousel Casino and Naledi Casino, both of which have permanently been closed, and will not reopen after the national lockdown. SUN INTERNATIONAL confirmed that both the Naledi Casino, situated in Thaba Nchu in the Free State and the Carousel Casino in the North West, have run at a loss for several years. In a statement, the hospitality company addressed inevitable looming job losses, saying they have ‘started the process of engaging gaming boards, relevant unions and employees’. Sun International CEO Anthony Leeming said: ‘Given the unprecedented crisis that South Africa is facing, we accept that the authorities have no option but to implement a country-wide lockdown to protect lives. However, the inevitable financial burden it placed on us has impacted our ability to continue subsidising under-performing properties”. Leeming also said Naledi, a slots-only casino had

run at a loss for years, while the Carousel had also incurred losses ‘for some time’. “We previously made every effort to turn both businesses around, but these efforts have not achieved the desired results,” he said. Sun International to cut staff salaries, ‘temporarily’ lay off some workers post lockdown In related news Sun International has also proposed reducing working hours and salaries for its staff after the nationwide lockdown to curb the spread of the coronavirus ends, in order to avoid mass retrenchments. The company has informed its employees and representatives of the SA Commercial, Catering and Allied Workers Union (Saccawu) that on May 1, when trading is expected to recommence, it will have

a shift system with reduced working hours in place. In a statement the group said that once the lockdown ends, some employees will be told to resume work, while those who are not called back will be “laid off temporarily” as the group ramps up to full operation. Venues like Sun City will at first only open a limited number of hotels and increase openings depending on customer activity. As employees return lockdown shift systems with a minimum of four hours per day will be put in place. Permanent full-time employees who work 150 hours per month can expect a 20% salary reduction, while employees earning over R1 million will also see a 30% reduction in salaries. Non-shift employees required to report to work will see a 20-29% salary drop, while those who are not called in for work will have to apply for the UIF. “While we understand that these changes will have a substantial impact on the people of Sun International, we need to ensure the long term sustainability of the company so that we can protect as many jobs as possible. “If these changes are not made, we run the risk that our funders will no longer provide the capital we need to continue to operate,” said the group in a statement. Saccawu, in respo statement, said the union is declaring a dispute over the company’s unilateral decision to reduce remuneration and working hours, and to lay off staff.

TCSJOHNHUXLEY Produces Face Shields for Fight Against Coronavirus Pandemic Gaming equipment supplier TCSJOHNHUXLEY announced it has begun producing disposable face shields for NHS healthcare workers. IN A bid to meet the increasing demand for personal protection equipment (PPE) amid the coronavirus pandemic, TCSJOHNHUXLEY’s Development Division based in York, England has been able to switch from the production of gaming equipment and re-align its 3-D printer to produce much needed plastic face shields for the NHS. It is anticipated the company will produce hundreds of shields in the next few weeks, which will fill the gap until larger manufacturers have injection moulded versions ready and will be able to provide many thousands to help meet demand. National Gambling Board Urges Public to Avoid Illegal Gambling during Lockdown Following the declaration of a national state of disaster and subsequent lockdown, the National Gambling Board (NGB) has cautioned the public to avoid the temptation to access unlicensed gambling operators. AMONG THE interventions announced by President Cyril Ramaphosa in his address to the nation as part of government’s effort to contain the spread of the Coronavirus, was the prohibition of gatherings of more than 100 people. The NGB said it is confident that licensed gambling establishments will take the necessary steps to implement the proactive measures called for by the President. “The NGB cautions the public to avoid the temptation to access unlicensed gambling operators, which may still be operational despite the preventive measures in place, whether physically or on online

platforms,” said the board. The board said unlicensed gambling operators have been, and continue to be unlawful. “Consequently, members of the public accessing their services will have no certainty of protection in terms of hygiene / health, and no legal recourse in terms of ‘punter protection’ as provincial licensing authorities and the NGB will not be able to intervene in solving winnings-related disputes.” The NGB, which is an agency of the Department of Trade and Industry (dti) urged the public to abide by the President’s announcement,

as these measures have been put in place for their benefit. It encouraged the public to refrain from gambling where the usual gambling destinations are unavailable. “The NGB encourages the public to instead exercise patience and wait until the situation improves. The NGB encourages the public to be vigilant against unlawful gambling activities, and to contact the NGB for any further information.” The National Gambling Board has also potsponed its 2nd National Conference originally slated for 25 & 26 June 2020. Lottery goes Digital during COVID-19 Lockdown In response to the COVID-19 lockdown, the South African National Lottery is urging South Africans to use its digital its platforms to play their favourite lottery games. LOTTERY OPERATOR Ithuba says players can make use of its website, and online platforms of banking channel partners Absa, FNB, Standard Bank and Nedbank.“We have a dedicated e-commerce team working remotely and fully-equipped to assist players with digital gaming,” it says. Ithuba is also encouraging all players to use its mobile app, which is downloadable on all smartphones. In light of president Cyril Ramaphosa’s announcement of the 21day national lockdown and its subsequent extension, Ithuba says it has also implemented effective measures in compliance with government’s interventions to curb the spread of the coronavirus. In a statement, it says: “As a technologydriven company operating in a highly regulated industry, Ithuba has always ensured our systems

are solid, secure and crisis-management-ready. This means that during this critical time, we are able to implement business continuity plans in an orderly and effective manner. “Whilst the lockdown means we are compelled to shut down our offices, we have prepared our staff to work remotely in order to ensure minimum business interruptions. The health and safety of our staff, our players and South Africans at large is paramount to us.” Ithuba says during the lockdown period, its head office and all regional offices will be closed. The company says this means no winners will be able to claim their winnings at any of its offices. “Players should not be anxious about this. All winning tickets have a life-span of 365 days before they expire. It is, therefore, imperative that players keep their tickets safe

until they can claim. “Winnings below the prize value of R2 000 can be claimed at National Lottery participating retailers, whilst retailers such as Checkers can pay up to R10 000 and approved prize payout centres up to just under R50 000.” Additionally, Ithuba says Lotto and Powerball draws will continue to be televised as per norm – Lotto on Wednesdays and Saturdays on SABC 2 at 20:57; and Powerball on Tuesdays and Fridays on eTV at 21:00. “Draw results will also be available on digital platforms such as the National Lottery webite, National Lottery Mobile App and our social media pages. The integrity of our draw is of outmost importance; therefore, all draws will continue to be independently audited.”

The Trade & Industry Minister has issued an order halting all retail sales of Lottery Tickets without explicitly mentioning online sales, sowing confusion around the sales of National Lottery tickets. Ithuba has reported a spike in online players since lockdown, with almost 900 000 registered online.

More than 40 000 Horseracing Jobs on the Line says Phumelela Phumelela Gaming and Leisure, the country’s largest horse-racing operator has warned that the lockdown was a threat to its business, with more than 40000 jobs on the line. THE GROUP said it planned to resume its operations next month, as it had not been able to stage races since the beginning of the lockdown last month. Phumelela said its revenue had remained stagnant as a result. It said independent studies calculated that some 40000 jobs were dependent on the horse-racing industry and could be affected if the lockdown continued beyond April. “If racing is not given authority to resume in early May, together with the opening of betting shops, it is likely that a rationalisation of the entire horse-racing industry and associated value chain in South Africa will occur with consequent significant loss of jobs and reduced tax collections,” Phumelela said. Phumelela said the industry could still survive the impact of the Covid-19 pandemic if

the lockdown was lifted at the end of April and racing was permitted to resume. “Racing fixtures have been rescheduled accordingly. The national horse-racing authority is co-ordinating representations on behalf of all the key players in horse racing to the national coronavirus command council,” the group said. Phumelela said it was faced by circumstances beyond its control that would have a material adverse effect on revenue. “Measures have been implemented to reduce costs where possible. However, many costs remain fixed. Phumelela’s share of betting levies, worth R75million a year, that were withdrawn in April 2019 have not yet been reinstated and urgent negotiations continue with representatives of the Gauteng government to do so,” the group said. Last year, Public Protector Busisiwe

Mkhwebane ordered the Gauteng Gambling Board to stop the 3percent levy paid to Phumelela. Its sports betting division had also been affected by sporting fixtures such as soccer being cancelled. “Online betting is open, but revenue is insufficient to compensate for this large void and betting opportunities have in any event been sharply curtailed,” the group said. There may be some light at the end of the tunnel, as some European countries like Frande and Germany may resume racing behind closed doors if their representations to authorities about it being safe are successful - this will mean local SA punters can begin betting on those races. Phumelela is also hoping to start racing again in May if its missive to government is heard.

be difficult, we also share our thoughts on questions operators should be asking today in order to best prepare. In March 2020, DR Gaming Technology™ (DRGT™) proudly celebrates a decade of operation in Africa. Adjusted headline earnings increased 109% to R763 million. Diluted adjusted headline earnings per share was up 91% to 605 cents per share. Sun International CE Anthony Leeming remarked: “Our goal for the year was to drive sustainable growth and profitability, unlock value in the business and reduce debt. We are pleased with the progress we have made against these goals that have assisted us in achieving extremely pleasing results against the backdrop of an increasingly challenging environment.” “We were particularly pleased with our Latam operations which showed resilience in the face of unexpected and widespread social unrest in Chile during the last quarter. Sun Dreams also demonstrated pleasing de-gearing and balance sheet strength.” “Importantly, we’ve made considerable progress in reducing our debt, which was down from R9.2-billion to R8.8-billion, which includes R593 million paid for our increased interest in Sibaya. We refinanced our debt in South Africa during the year and this was successfully completed with a 50% oversubscription, with existing lenders renewing their commitment to the Group.” Total income in South Africa increased by 2% to R11.5 billion with EBITDAR increasing by 5% to R3.3 billion, reflecting an improvement in the EBITDAR margin to 29% from 28.0% in 2018. This improvement was driven by the continued improvement of our flagship Time Square property, above-market growth at Sibaya, SunSlots and SunBet, and margin improvement. This was partially offset by weaker performances at GrandWest and Sun City, with the latter in the early stages of a full operational turnaround plan. With both Sibaya and Sun Slots having traded above expectations we are particularly pleased to have increased our interests in these operations. The popularity of online sports betting continued to benefit SunBet, which achieved a 82% increase in income and an EBITDAR of R44 million, up from R8 million in the prior year. Sun Slots has delivered consistent double digit EBITDA growth over the last three years and has now reached critical scale. It delivered income growth of 13% and an increase in EBITDAR of 14%. Leeming said, “We are excited by the growth we have achieved with both Sun Slots and SunBet and are confident we will see further growth from these two important assets” Latam comparable operations grew income 1% while adjusted EBITDAR decreased by 11%, following widespread civil protest in Chile which impacted all operations. Monticello increased income by 4%, but the losses due to civil unrest, and increased marketing and promotional costs, affected adjusted EBITDAR. Despite poor economic conditions in Argentina, The Park Hyatt Hotel, Casino & Spa in Mendoza reported R465-million in income and R77-million in adjusted EBITDAR, with the hotel operation benefiting from dollar-based income. Leeming commented: “We are delighted at

the progress we have made in reducing our debt in this difficult economic environment. We are not seeing a short term improvement in trading conditions in South Africa, which means we have to become even more efficient, and take advantage of all business opportunities that come our way. We will continue to improve our operations for our guests, and take action on loss-making operations. “We are expecting Time Square to gain further market share, and grow both income and adjusted EBITDAR, while our alternative gaming business provides good upside earning opportunities for the Group. “Chile and Peru are forecasting positive GDP growth, which augurs well for our operations. Sibaya Community Trust invests R4,5-million in fight against COVID-19 At a small, ceremonial handover on Friday, 24 April attended by Premier Sihle Zikalala and the MEC for health Nomagugu Simelane-Zulu, the Sibaya Community Trust donated 300 000 masks valued at R4,5-million to the KwaZulu-Natal Government. CHAIRMAN OF the Sibaya Community Trust, Vivian Reddy said the donation will help to address the need for masks, particularly in impoverished areas. “Research has shown that wearing masks could help to curb the transmission of Coronavirus. When we heard there was a shortage, we felt that we needed to step in,” he said. Reddy confirmed that the Trust has provided the masks to the Provincial Government which would distribute them amongst residents of informal communities and frontline workers, including nurses, doctors, clinic and community workers. He also had messages for members of the public as well as

frontline workers. “I must say a big thank you to essential and frontline workers. You have been doing a sterling job and I hope the gear we are providing will bring you some peace of mind. “Secondly, I would like to remind members of the public that each of us only has one life and we should look after it. Please practice social distancing and only leave home for essential purposes,” he said. This initiative follows shortly on the Vivian Reddy Foundation’s donation of R700 000 worth of disposal nappies and R2,5m worth of sanitary pads to the Provincial Government, at the commencement of the Covid-19 lockdown.

KERZNER WAS a titan of the hotel and casino industry who redefined the scale and scope of integrated destination resorts worldwide. The son of Russian immigrants, Kerzner was born in Johannesburg, South Africa, in 1935. The youngest of four and the only son, he was a working class boy from a rough neighbourhood but he would grow up to become one of the most influential entrepreneurs in South Africa. Having founded the country’s two largest hotel groups - Southern Sun and Sun International - Kerzner would go on to achieve international prominence with groundbreaking resorts that helped transform the tourism industries not only of his home

country but of Mauritius, the Maldives, the Bahamas, Dubai and other important international destinations. Kerzner set up the first casino across the border from South Africa in the former Bophutatswana, when gambling was still

illegal in neighbouring South Africa. Businesses in Seychelles Help Covid-19 Fight Hotel As Quarantine Centre, Casino Donates Funds Businesses and private individuals are joining Seychelles’ government in the fight against the COVID-19 pandemic affecting countries worldwide. WHILE SOME businesses are donating cash and providing water supplies, one establishment - Berjaya Beau Vallon Bay resort in the north of the main island - is providing its entire hotel for quarantine purposes. The Public Health Commissioner, Jude Gedeon, told Seychelles News Agency that the facility is very useful as it can accommodate a large number of people. “It has 108 rooms mostly all attached with bathroom facilities. This will allow us on a daily basis to administer people that might have gotten into contact with those infected with the virus. The location is ideal as it allows us to react quickly and transport patients easier than the isolation centre,” he said. Gedeon added that the hotel will also help the ministry of health in terms of quick

coordination and staffing. “It will allow us to better monitor the people in view that they could all be located in one place. Currently, we have two places that we are using as quarantine, now the objective is to move them all to the resort,” Gedeon told SNA. A quarantine centre is a place designated to restrict the movement of people that might have been exposed to any communicable diseases. Under the Seychelles Public Health Act, provision is made for the health authority to request any facilities or buildings for public health purposes in times of crisis. Another local business - Gran Kaz Casino - has donated over SCR600,000 ($43,000) to the health authority to purchase testing kits

and a ventilator. The casino’ s marketing and communication manager, Shama Amesbury, said they are assisting in any way they can to curb the spread of the virus. “We are all living in this country. Grand Kaz has always been a socially responsible company and we realized that everybody has a role to play in this society. People that are sick cannot go to work, thus, they will not be able to assist themselves and their children,” she said. Amesbury added that “our country survives on tourism and due to the fact that we are being affected by the virus, it is affecting our economy and livelihood entirely. The health of the population is also at risk. So it is along that line that we are assisting the ministry of health to stop the spread of this virus.”

Hollywoodbets Grants R500 000’s Bursaries to SA Jockey Academy April started off in a wonderful way for a group of seven students from the South African Jockey Academy (SAJA) when Hollywoodbets visited their premises in Hillcrest. The leading bookmaker handed over bursaries to the value of R565 205 to the seven apprentices. These funds will cover their training and accommodation fees, enabling them to continue pursuing their dream of becoming top jockeys in the future. Graham Bailey, Headmaster of SAJA, expressed his pleasure at the company’s commitment to growing the sport of horse racing. “HOLLYWOODBETS has come on board this year, assisting us by awarding a number of bursaries to seven apprentices who are unable to meet the required training fee. If we don’t receive these fees it impacts our ability to provide the type of service we need to provide to the apprentices. Having this support just enables us to continue doing what we know we need to do in order to develop professional jockeys into the future,” said Bailey.Apprentices receive quality academic and vocational training from an operation like SAJA. From the age of 15 they work hard to achieve the goal of having 60 winners. In order to pursue this the apprentices live on site where they receive three nutritional meals a day as well as support from a multi-disciplinary team including a dietician, sports psychologist, sports scientist, biokineticist and medical sister.
