From the Editor: AS WE head into the most exciting event on the African Gambling Trade Calendar, ICE Africa, the stage is set for the Africa’s largest gambling trade event to ‘Shine a Light on the African Gaming Ecosystem’. In fact, you’re probably reading this Ed’s Note at ICE Africa, and looking forward to the bounty of expo and conference content that this burgeaoning event will bring this year. The status of ICE Africa as the ‘go to’ event for the continent’s decision-makers active in every vertical of the industry has been underlined by the latest update issued by event organisers, Clarion Gaming which confirms that a total of 27 African countries will be attending October’s two day exhibition and conference. The second edition of ICE Africa will feature key regulators and decision makers from trade associations and commissions representing Ghana, Kenya, Nigeria, Lagos, South Africa, Tanzania as well as those from Francophone Africa. The 2019 edition of ICE Africa will also feature a two stream conference comprising 60+ expert thought-leaders and an exhibition space featuring 70+ of the international industry’s leading innovators. The content-rich learning programme has been curated with the objective of driving the socially responsible advancement of gaming in Africa. Some recent exciting developments on the continent also set the scene for this year’s event, namely what appears to be a resolution of some of the issues plaguing gaming operations in Kenya, where a number of key operators have been given the go-ahead to resume operations following a shake-up by the government. This, coupled with the opening of a new casino in Nairobi, which raises the levels of luxury and gaming splendour for casinos in Central and East Africa and will bring a new wave of jobs and tourism opportunities, promises a new dawn for the industry in this region. Sun International Achieves Revenue Growth and Reduces Debt Levels • Group income for the half year increases by 7% • Group EBITDAR increases by 3% • Time Square, Sibaya and Sun Slots income up 15%, 6% and 13% respectively • Acquisition of an additional 22.4% interest in Sibaya and 30% in Sun Slots • SA debt reduced from R9.2-billion at 31 December 2018 to R8.8-billion • Growth in Latam has been subdued although solid GDP growth prospects for Chile and Peru anticipated • Business focused, resilient, cash generative Sun International released its half year results, reporting group income growth of 7% and an increase in EBITDAR of 3%. Adjusted headline earnings increased from R115-milion to R172-million, with adjusted diluted headline earnings per share up by 30% to 136c from the prior period. A focus on efficiencies and cost containment and enhancing the guest experience resulted in a 2% increase in South African income while adjusted EBITDAR was up 4% reflecting an improvement in the EBITDAR margin. This was achieved despite a challenging economic environment. In Latam, income increased by 17% and adjusted EBITDA (excluding IFRS 16) was up 1%, with the growth in income and EBITDA driven by the acquisition of Thunderbird Resorts in Peru and the Mendoza Haytt in Argentine. On a comparable basis, income in line with the prior period and adjusted EBITDA decreased by 7%. Sun International CE Anthony Leeming remarked, “The trading environment in South Africa remains extremely challenging, and disposable income remains under pressure. Despite this, management’s continued focus on improving efficiencies and cost reduction resulted in an improvement in our margins and in EBITDAR. “The ongoing reduction to our debt is most encouraging. In South Africa, our debt reduced from R9.2-billion at 31 December 2018 to R8.8-billion with the group continuing to trade well within its bank debt covenants.” In South Africa, the company finalised agreements to increase its equity interest in Sibaya and Sun Slots. The group’s interest in Sibaya will increase by 22.4% to 87.2% for a consideration of R540-million and its interest in Sun Slots will increase by 30% at a cost of R504-million. As a result, Sun Slots will become a wholly owned subsidiary of the group. Leeming reported that both Sibaya and Sun Slots had been trading well, with income increasing by 6% and 13% respectively, and with the acquisitions concluded at attractive valuations they will enhance earnings and cash flow. “I am particularly pleased with the performance of Time Square, which posted a 15% increase in income and continued to gain market share, while SunBet saw a significant improvement with income up 146% and EBITDAR at R20-million from R2-million in the prior

We are working hard to improve the performance of these operations.” The restructure of the Carousel was completed at the end of May 2018, and that of the Boardwalk will be finalised shortly. The Wild Coast land claim was finally settled and we submitted our bid for renewal of the licence. The Eastern Cape Gambling Board has extended the existing Wild Coast Casino licence for six months to 28 February 2020. Sun International’s Latam operations achieved growth in income of 17% to R2.8-billion, with adjusted EBITDAR up 1% to R638-million. However, due to the acquisition of Thunderbird Resorts in Peru and the Park Hyatt and Casino in Argentina in 2018, these results are not directly comparable. On a comparable basis, income is in line with the prior period at R2.4billion, with adjusted EBITDA decreasing by 7% to R606-million. Sun International has concluded agreements to

dispose of 15% of its equity interest in Sun Dreams in Latam for US$86-million, which will reduce the company’s interest in Sun Dreams to 50%. Looking ahead, Leeming said, “In light of the pressure that the local economy is under, combined with the uncertain international environment, we do not expect trading conditions to improve in the short term. “For our part, we will continue to focus on our key strategic objectives to optimise the business by improving operations and the experience of our guests, and taking the necessary action on our lossmaking entities. We will also focus on growing our alternate gaming business. Times Square is expected to gain further market share, income and EBITDAR. “In Latam, we anticipate an improved performance from our operations in the second half with both Chile and Peru’s GDP growing at 3%. We believe there are good growth opportunities in Latam which we will continue to explore, notably in the online space given that several countries are regulating this industry.”

Africa Gaming Regulators Convene for WeekLong Conference On 4th Industrial Revolution The 15th Gaming Regulators Africa Forum (GRAF) conference was held at the Boardwalk Hotel in Port Elizabeth Eastern Cape Province in South Africa recently. Hosted under the theme, The Fourth Industrial Revolution and its Impact on Gaming in Africa, the conference was a gathering of the gaming sector at large including regulators, gaming licence holders, gaming manufacturers and allied industries from around the African continent to discuss matters affecting the sector in their respective countries. THE FORUM itself is comprised of countries such as Angola, Botswana, Ghana, Kenya, Malawi, Mauritius, Mozambique, Namibia, South Africa, Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. The focus of the forum is the protection of communities and citizens through ensuring adherence to gaming regulatory laws applicable to each country. Emphasis is also placed on ensuring the growth and development of the gaming industry within the continent. This is ensured at a strategic level through ensuring the increase of efficiencies in gaming regulation, administration and enforcement of gaming laws within the Continent through minimum norms and standards agreed upon by member countries. GRAF members have endeavoured to establish a stable and clear regulatory framework that would not only attract significant investment but would simultaneously stamp out corruptive elements that are associated with gambling. In a quest to create an industry that is at par with world gaming

Sportspesa Cleared by Kenya Revenue Authority Top sports betting firm SportPesa has been cleared by the Kenya Revenue Authority and will have its licenses renewed, according to communication from the firm. IN A TWEET, SportPesa revealed it had made significant progress while engaging relevant stakeholders: “Sportpesa has been engaging stakeholders on the current licensing issue. Our sessions with regulators and government are targeted towards creating a better understanding of the gaming industry with the view of creating a shared perspective on related regulation, including tax administration. There has been

notable progress in these sessions and we are pleased to announce that Kenya Revenue Authority have now cleared us to have our license renewed. SportPesa is confident that these processes will be completed soon allowing the company to resume full operations.We recognize the support of our employees, customers and key stakeholders in this process and will be communicating soon on when we will be commencing op-

The software used to operate the board has been developed to the specifications of the South African National Curriculum Statement (NCS) and covers all Learning Outcomes and Assessment Standards as well as the Curriculum

Assessment Policy Statement (CAPS), which is currently being implemented by the Department of Basic Education and Training in South Africa. The installation of the Whiteboard includes one Interactive Board, one data projector, one laptop, installation of the Interactive Curriculum Software and the training of educators to be able to conduct teaching and learning using the technology. The resolutions reached during the conference are aimed at putting the gaming sector in a position to revisit their industry operations, influence policy changes, and create an environment in the sector that is at par with international standard to ensure that the African gaming industry is not negatively affected by the fourth industrial revolution, rather to ensure that it embraces the changes it brings with it in a manner that will grow the industry effectively.

Ahead of her participation in the Eastern Africa Roundtable networking session, she explores the importance of brand trust, the power of ICE Africa’s research pool and why the continent needs Champions. IN YOUR opinion what will the ICE brand bring to Africa? The ICE focus on Africa is ‘fresh’. It is bringing the newest gaming products and innovations closer to us and opening up avenues for locals to pursue job opportunities in gaming which is very important. Due to the growth of gaming activities in Africa, manufacturers will also consider having their plants here which will impact Africa’s GDP. ICE Africa will feature a huge pool of gaming experts drawn from all over the world with a diverse range of experiences. These experts need to work closely with other gaming regulators and operators from Africa. For Africa to have sustainable regulation - research, education and collaboration are essential parts of the process. We need to work together, agree achievable goals and create a working relationship that is going to be beneficial to all of us here in Africa. How are you preparing for your Champion role and what significance does this have for Kenya as one of the chosen regions? The industry in East Africa has been dogged with uncertainty, unsustainable tax laws and regulation. The public and government view does not make it easier for the industry, particularly the

misconception that increased taxes are a solution to problem gambling. What’s emerging is a need to reconcile public, government and the industry so that unregulated operators do not take advantage. Regulators in East Africa are developing their own respective gaming policies and it would be nice if they could sit round a table together with operators from the region to harmonize these efforts. I would be very happy to champion this cause. There’s a focus on strengthening the retail offering in order to cultivate more brand trust: as a Director of one of Kenya’s most prestigious casinos, do you recognise this? Land based establishments build brand trust as a result of providing auxiliary services such as dining, accommodation, transport etc. It makes a client feel appreciated, however mechanisms need to be in place to prevent such services being misused and costly. The dynamic is different for online casinos. Because they are not premise-based, issues such as security, payments, data protection and consistency of service are the key metrics. You mentioned some of the recent uncertainty experienced by the industry in East Africa and the need for government, industry and public to work together for progression. What do you see as the key challenge and where efforts should be focused? Because of the negative social impact betting has had on society it has become a primary focus of the government to stop any further program of gambling

involving the youth and the vulnerable. This area in itself is a facet that is very broad and requires a policy, framework and strategies. Research will play a major role in informing the degree to which this problem has gained root and the best approaches to stem it and monitor further activities. NWGB Visits Bethel Girls High School As Part of Responsible Gambling Campaign Illegal gambling continues to be an area of concern in the country and the North West province has not been spared. THE NORTH West Gambling Board through its responsible gambling campaigns recently visited Bethel Girls High School near Lichtenburg in the North West to educate learners about the dangers of illegal and underage gambling. The consequences of engaging on illegal gambling activities have been dire particularly on women and girls. More often than not young girls are lured into illegal gambling activities and end up being trafficked for prostitution and some fall prey to substances such as drugs and alcohol abuse. The Acting CEO of the North West Gambling Board, Mr Jacob Montshioa maintains the responsibility of the Board in the society goes beyond its regulatory mandate. The Board is duty bound to impart much needed information with different stratums of the society about illegal gambling and its ramifications. “We are currently losing over three hundred million in Gross Gambling Revenue due to illegal gambling and thirty million rand in taxes and levies per annum. This is the money which is supposed to help deal

with challenges of socio-economic concern confronting our communities including vulnerable groupings such as the young girls and women” Mr Montshioa said. Mr Montshioa insists that it is of vital importance that the young girls be cautioned against the dangers of underage and illegal gambling at an early age. But he is of the firm view that cre-

ation of socio-economic opportunities for girls and women will make them less vulnerable to various activities of crime due to illegal gambling. “We must at all material times create opportunities for girls and women. Flamingo Park to Close in December Flamingo Park Racecourse will stage its last meeting on Monday 9 December 2019. “THE DECISION is based purely on commercial factors,” explained Phumelela Racing Executive Patrick Davis on Thursday. “A financial analysis conducted on Kimberley Racing in isolation from the other racecourses, indicated it was losing around R23.5 million a year. It has the lowest TAB turnover of any of

local race meeting at around R3 million. “It is also one of the least cost-effective meetings to stage as we have to bring in people like stipes, judges etc from other centres. “The last race meeting will take place on Monday 9 December after which Flamingo Park will close as both a training facility and a racecourse.”

Davis and Racing Association CEO Larry Wainstein went to Kimberley to discuss the move with the Kimberley trainers and their staff, also assuring them they would not be left in the lurch. “Phumelela will support the trainers and all their grooms to relocate to another venue. Over the next month or so we will be in discussions as to where they wish to move. The options are the Vaal, Port Elizabeth and Cape Town,” said Davis. “The general consensus is that they will go in different directions.” As a result of the closure, the 2020 fixture list has been rejuggled to accommodate 20 of those 36 meetings. The plan is they will be held at either the Vaal or Port Elizabeth and will be programmed with Kimberley-level stakes and race programmes. “We will also include some kind of protection clause for former Kimberley-based trainers at those extra meetings,” said Davis.

From Humble Beginnings as a Waitress Mpho Madisha is achieving her Dreams After a 15 year long journey with Meropa, Mpho Madisha is seeing her dreams being realised. She had a humble start as a waitress at Meropa in 2004 but will soon be taking a new position as IT Support Technician at South Africa’s most technologically advanced casino, Sun International’s Time Square in Menlyn Maine, Pretoria. MADISHA’S IS an inspiring story for other young women to chase their dreams regardless of their circumstances. After completing high school, she didn’t have the means to study further. Her job as a waitress at Meropa was a foot in the door and the start of her journey towards shaping her career. While waitressing, she kept applying for better positions at the complex in order make more money to further her studies. In 2008 she got her lucky break. She applied for a position as Count Assistant in the casino and got the job. She had her heart set on becoming a Count Clerk and while working as a Count Assistant, she volunteered as a Count Clerk in her spare time to learn the aspects of the job. In 2012, her commitment and potential were recognised and she was promoted to the position. By 2016, Madisha was ready to take on another challenge and applied for a student loan through Sun International. While working, she studied towards a Diploma in IT with Central Technology Unit. She excelled as the top student in her class. Armed with her exceptional results, she approached Kelvin Pillay, who was the IT Manager at Meropa at the time. He assisted her with a motivation for a bursary to continue her studies. With her eye on her goal, she volunteered to work in the IT Department to learn the ropes. Granted a bursary, Madisha continued studying towards her Diploma which she completed in 2018. Once again she excelled, graduating as top student in CTU in South Africa. She started applying for positions in the IT Department at Meropa without any luck. When the position at Time Square became available, she jumped at the opportunity and applied. This time, she was lucky and got the job. She will start in her new position on 1 Sep-

tember 2019. It is indeed a bittersweet time for Madisha as she will be leaving Polokwane and the people that have become family to her at Meropa. However, she is excited about what the future holds for her. “The past three years have been hectic as I have had to juggle my job, my studies and my volunteer work in the IT Department. It has been a demanding yet very rewarding time for me. I have learned so much. It has been worth every

minute because I am passionate about IT, I have goals that I want to achieve and I know that it is only through hard work and commitment that I would be able to achieve them. I hope that my story will inspire other young people, especially women, to never give up on their dreams. Regardless of how impossible it seems or how hard it becomes, don’t give up. Never let your circumstances or financial situation dictate your future,” she says.

Nigerian Government Fury as Illegal Operators Siphon Off a Trillion Naira Annually Vows to Stamp out Illegals The Nigerian Federal Government has started moves aimed at putting an end to the activities of illegal lottery operators, which leave losses amounting to more than one tril ion Naira annually. To this end, the federal government through the National Lottery Regulatory Commission (NLRC) is to police unauthorized online games. NATIONAL LOTTERY Regulatory Commission is also considering on one hand to enlist the help of the Central Bank of Nigeria (CBN) to monitor the payment settlement services to unauthorized lottery operations; and the Nigerian Communications Commission (NCC) on another to ban illegal lottery and gambling activities on GSM networks. It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators. Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
