From the Editor: WHILE GOVERNMENT is mulling some changes to the National Gambling Act in the form of the National Gambling Amendment Bill, leaving operators uneasy with the fact that among the changes proposed are the possible centralisation of power in a single person under the new National Gambling Regulator, it appears that a softening of the government’s stance on online gaming may also be in the offing. Among other proposed changes are the transfer of the regulation of bets on the national lottery, foreign lottery, lottery results and sports pools to the National Lotteries Commission. Many of the changes will hopefully bring about a streamlined regulatory process, which often has operators exasperated by duplication of costs and effort. A regulator that has been at the forefront of streamlining procedures has been the KwaZuluNatal Gambling Board, that has recently unviled its GROP Portal, resulting in reduced lead times,increased efficiency and a radical simplification of regulator duties - the KZN Board has set the trend for future regulation in Africa. Good news for the casino industry recently has been CASA’s report which highlights a recovery of the casino industry, reflecting a 3,5% improvement in Gross Gambling Revenue. This augurs well for the local industry, following shortly on the heels of the hugely successful inaugural sold-out ICE Africa show in late October. Industry professionals from 26 Africa nations (and 91 countries worldwide) including industry leaders, top decision makers, key operators, legislators, major buyers, business owners and media, flocked to the event. The event proved immensely successful, as gaming operators from across the continent networked with manufacturers and suppliers of the latest gaming equipment - from slots and tables technology, to sportsbetting, lottery, payment technologies and bingo, to surveillance products, advanced 3D web tech and everything gaming in-between. Casino Industry Recovers Despite Challenges The Casino Association of South Africa (“CASA”) recently released its 13th annual survey of the casino industry in South Africa, providing an overview of the health of the industry based on the research findings and statistics published by gambling regulators, CASA member casinos and independent studies. Among the highlights of the report are a recovery of the casino industry, reflecting a 3,5% improvement in Gross Gambling Revenue. LAST YEAR’S Survey of Casino Entertainment in South Africa showed that the casino industry had experienced its first contraction (down 1.8%) since the industry’s inception in 1997. This year’s edition (i.e. the year ended 31 March 2018) showed it bouncing back to generate R18.5 billion in gross gambling revenue (“GGR”) - an improvement of 3.5% over last year’s figure of R17.8 billion and a testament to the industry’s resilience and sustainable business practices. CASA warns, however, that the challenges that led to the previous decline in GGR have not gone away, and are, in fact, worsening. Difficult economic conditions, the runaway growth of illegal gambling operations and the growing uncertainty regarding the gambling regulatory framework are making it harder for the casino industry to realise its full potential. Besides being valuable employers and supporting over 38 000 jobs, CASA members are an enormous contributor to the South African economy, paying R6.1 billion in various taxes and levies at national, provincial and local levels in the year ended 31 March 2019. This makes government the largest recipient of
value generated by CASA member casinos, collecting what amounted to 37% of the value generated by CASA members in the year under review 2018. As Adv. Themba Ngobese explains, “Our members are committed to contributing to a better South Africa. Casinos attract investment and tourism to the country and the money members pay in taxes and levies is used to improve everything from education and healthcare to infrastructure and housing. One of our biggest concerns is the exponential growth of illegal gambling operations. These illegal operators pay no tax or levies and contribute nothing to the South African economy, while putting players at risk of prosecution. TCSJOHNHUXLEY Supplies Mthatha’s First-Ever Licensed Casino TCSJOHNHUXLEY recently completed a prestigious turn-key project for Mthatha’s first licensed casino, Mayfair Casino. The project encompassed all live table gaming equipment for the brand new casino which is set to open to the public in early December. The R100-mil ion world-class entertainment centre forms part of developer, Billion Group’s ongoing mission to bring aspirational developments to areas that would not otherwise have access to them. COMPRISING A shopping mall, four-star luxury hotel and casino, the new development has taken just under a year to complete. TCSJOHNHUXLEY worked closely with Billion Group throughout the project to ensure all the live gaming equipment reflected their vision for the landmark casino opening in the Eastern Cape’s third largest city. Located next to the newly opened Mayfair hotel the casino consists of two gaming areas, the main floor and a luxurious Prive. TCSJOHNHUXLEY designed and installed all gaming tables and a selection of their world renowned Roulete wheels. To mirror the modern aesthetic of the main gaming floor the tables feature mahogany gaming bases with vibrant red armrests and minimalist silver ombre layouts. Creating a feeling of oppoulence, the Prive showcase TCSJOHNHUXLEY popular Burlesque tables with black glitterati upholstered
bases and black leather armrests. Each gaming area also showcases Chipper Champ 2 chipping machines, Elite winning number displays, Fournier playing cards and Matsui chips and wheelchecks. ACTING CEO of the Board Ms. Segomotso Motlhabane said the operation is part of ongoing efforts by the Board and the Department of Economic and Enterprise Development to ensure that there is compliance in relation to gambling legislation. “We are duty-bound as the Board to ensure that there is compliance. We are also mandated to ensure that we collect enough taxes and levies to help government address various matters of socio-economic concern. We are currently losing thirty million rand per annum due to illegal gambling. And we are saying that this must stop” Motlhabane maintained. KZN Gaming & Betting Board Streamlines Regulation with Innovative Gambling Regulator Online Portal (GROP) The KwaZulu-Natal Gaming and Betting Board in its strive to become a premier gaming regulator has embarked on a strategic plan to advance its highly manual administrative processes into a streamlined, auditable electronic environment. In the first of its kind in South Africa, the Board’s GROP sets the tone for future gaming regulation.
KZN GAMING & Betting Board’s management conducted a high level strategic review of the organization and identified administration and service delivery as key areas that required a business strategy review. Processes were highly manual and this had a significant impact on service delivery to industry. A complete review was conducted on the key performance areas of the organization and management embarked on a business re-engineering process with its appointed developers. Change management was key to this process. Understanding how to transform a manual process and develop an electronic process was one of the aspects that needed to be clearly understood. Notwithstanding, during the initial phase of development it was clear that in order to enhance processes the Board needed to delegate operational matters to the Executive and Senior Management. Historically the majority of manual applications were submitted by licensees and processed by the licensing, gaming and betting operational units. These applications were submitted through to the relevant Board Committee for approval. This process was time consuming and management approached the Board and requested specific operational delegations, which were approved. Business processes and on line applications, look and feel, were initially revised and developed during 2017. The focus during the first stage of development was for the registration of employees in the licensing space. Gaming and Betting focused on applications by licensees for changes to operational environments such as game changes, surveillance changes and plans, floor plans. The development resulted in a streamlined on line application process. Licensees were trained and registered on the system and in May 2017, the Board embarked on its roll out of on line applications. Naturally
there were a few bugs and fixes were required in the first few weeks of roll out. This process has however been highly successful. Applications no longer take 4 to 6 weeks to finalize. The general turnaround time of a new application had been drastically reduced from approximately 30 days to between 10 to 15 days. The gaming unit has been successful in this aspect and has dealt with over 600 approved on line applications to date. There has been positive feedback from the majority of gaming operators in the Province. The issue of service delivery was clearly seen as a positive outcome during this part of the development. One of the important features of the system was that each application was allocated a unique reference number. During the process there was a complete audit trail of all persons dealing with the application including all comments, documents related to the application and outcomes. The Auditor General in its annual audit of the organization also provided a positive response into the electronic filing and audit trail of applications. The system is also designed to include a financial accounting process. Licensees that need to pay fees for a specific application have the function to pre load a credit amount on the system. As each application that attracts a fee is applied for the system deducts the amount due and immediately issues a pro form invoice to that licensee. This has eased the internal financial processes. A reporting dashboard was also developed in order for management to monitor individual staff performance in dealing with applications. Furthermore quarterly and annual reports statistical data is also highly accurate and affords the units the ease of electronic statistic counts. Management have the ability to review performance in that specific service level agreement

time frames have been built into the system. In other words all applications are continuously monitored with nonfictions being escalated to management in the event in a delay in dealing with a specific application. Management also has the ability to reallocate tasks in the event that a staff member is away from the office for an extended period of time such as leave or unforeseen medical issues. Most recent developments include the implementation of the ability by gaming licensees to submit gaming tax returns on line. This is currently being tested in a parallel environment with manual tax submissions and it is envisaged that this roll out should happen during December 2018. Development of the betting tax on line return is well underway and should be finalized shortly. Over the last month there has been training with manufacturers, this was due to the development of the registration of gaming LOC’s process on line. Management conducted one on one training with each manufacturer, this included international conference call training with representatives from manufacturers in Austria and Amsterdam. The LOC registration application process was launched in mid-October 2018 and the processes are being monitored. Management is also in the process of linking support units such as legal, secretariat processes into the main operations processes. “The system is unique and a first of its kind in the SA regulatory environment. Ongoing development will only further enhance and improve service delivery. The future of the system looks exciting and will be a game changer in the way the Board regulates its industry. We are well on our way to becoming the premier regulator in South Africa,” says KZNGBB’s Richard Goodayle.

ICE Comes to Africa Tom Learmont strolls the aisles and discovers that the future is already here, as Clarion unveiled its inaugural African event. THEY CAME from all over Africa, and all over the world. Some wore robes, some wore suits and some wore jeans and tackies. ICE Africa 2018 served as a gaming industry gateway to a continent which promises to become a rich new market. The overall mood among exhibitors during the two-day event was optimistic and positive. Edward Rall of MP Gaming said, “We have made many contacts at the show. The calibre of the customers who drop in is excellent. The show compares well with the usual South African expo. It’s very good.” And this was the show that first publicised the blockchain breakthrough to the African casino industry. Mark Thomas is one of the Californian computer nerds who founded the outfit known as ZenSports. His colleagues are Etan Mizrahi and Adil Sher. Their plan is to offer worldwide peer-to-peer sports betting, securely based on smart contracts and a blockchain. Bets are paid in cryptocurrencies, as are winnings. This Silicon Valley concept is an idea whose time has come, at an ICE when one other exhibitor is Quanta – an online blockchain lottery. Mark told Gaming for Africa: “Our system is based on Icon, and we’re up and running already – but in a non-crypto format. We’re planning to finance development with a token sale; an initial coin offering. And we’ve generated a lot of interest at this show.” On the Quanta stand, visitors were made welcome by Kostas Farris and the charming Winnie Chan. Like ZenSports, Quanta offers a game of chance which could not exist without the foolproof software which secures and controls its processes worldwide. It runs on Ethereum cryptocurrency and a state-of-the-art random number generator. Kostas said, “We have the first fully compliant blockchain lottery in the world.” He added, “This is a very nice show. I think it will help gaming in Africa very much. I’ll see you next year!” The spectacular Gambee exhibit was put on by a highly-innovative company based in Slovenia. On display were crowd-pleasing slots and roulette set-ups based on cutting-edge technology. The belly glasses and pay tables of these slots appear on huge curved 4k screens; players may select any of four new games. One that stood out was Lucky Sigmund, with a riveting image of a big white cat. With six reels and 40 lines, this volatile game can keep a player busy for hours. Asked for her experience on the second day of ICE, Petra Remec didn’t beat about the bush.“This show has been very impressive for Gambee! We will definitely be back.” Technical support officer Nik Pangos echoed Petra’s words and said that Gambee is a big hit in South America. On the African continent, Nigeria, Kenya and Namibia are good markets, he added. Continued on page 34
ICE Africa panel member Athanasios Marinos told his audience that the South African public tends to confuse blockchain and Bitcoin. The confusion is understandable, since Bitcoin transactions were the world’s first large-scale use of a blockchain, and the two newly-coined words often appeared in the same sentence. When a speculative bubble boosted the price of Bitcoin at the end of 2017, negative commentators were quick to compare the cryptocurrency (and its blockchain) with a Ponzi or pyramid scheme. But Bitcoin is a currency, and blockchain is a record of changes: two very different things. Blockchain development has been pushed largely by cryptocurrencies, but now it is being applied to other, much wider, purposes. Blockchain is the latest form of ledger. The Assyrians made cuneiform impressions on clay tablets; the Victorians penned ink onto paper; today our ledgers consist of bits and bytes on hard drives. The next step is to spread the single ledger far and wide, all around the world, in a network open to all. Distributed in that way, the record will last for ever. This is an improvement, because clay can crumble, paper can burn, and computer files can be hacked. There is no need for a central database, because a blockchain is everywhere and nowhere. This tends to send a shiver down some bankers’ backs, because a blockchain would have prevented jiggerypokery at the infamous VBS piggy bank. Despite being open to the world, a blockchain cannot be altered by intruders. It is protected by cryptography. Here’s the shape of the thing, like a goods train: a line of boxes linked together. Inside each box are the contents, which are available for all and sundry to read. Read only! Let’s say the box contains a smart contract, plus the title deeds to a house, the identity of the owner, what he paid for the property and the identity of the former owner. A link connects to the block behind, which contains the particulars of the house and its previous owner. And this link is the only way into the previous box to make alterations. But you’ll never cook the books with a blockchain. To open it, you would have to find its cryptographic key – a task which would take a supercomputer a million years to complete. If only blockchain had been in use 15 years ago, the Guptas would still be selling shoes in Killarney Mall. Kostas Farris told his panel audience, “Trust! For the first time in history, technology provides trust.” The contents of each block are fixed for all eternity. As circumstances change, a new block is added, and the chain grows. The contents, up until now, have been largely cryptocurrency transactions. But there’s an infinity of records that the right blockchain can handle, from a chemist’s account to stock market speculations. Even the intellectual property rights to an invention, literary work or movie. Now here’s the thing that frightens all the intermediaries such as bankers and lawyers: blockchain is what they call “peer to peer”. As Mark Thomas said during the panel, “When there’s a smart contract in the block, that no one can edit, the middleman’s days are numbered.” After Mark, Kostas and Athanasios had fielded many questions, all the people present knew the score: blockchain is not Bitcoin, even though they both happen to employ cryptography. Blockchain overshadows cryptocurrencies. And it will change our future lives in more ways than we can imagine at present.

The keynote of this very successful expo was probably Blockchain in Africa: a pipedream or dream come true? That was the title of a panel discussion on the second day of the show. It was moderated by Harmen Brennikmeijer of Dynamic Partners International. His panelists were Mark Thomas of ZenSports, Kostas Farris of Quanta and Athanasios Marinos of Betmaster, which accepts bets in Bitcoin, but does not use blockchain yet. No vote was taken, but the lively panelists all sounded enthusiastic about blockchain. After making its ICE debut in 2018, this wave of the future is expected to be prevalent next year.

His advice to youngsters starting out in the industry is down to earth. “Every day is different so be prepared for anything. Remember that perceptions don’t equate to reality; manage them and don’t allow other people’s perceptions of you to determine who you are. Be different if that’s who you are.”

West Coast Community Trust Benefits Community to Tune of R35-Million The West Coast Community Trust was first founded in 2000 in conjunction with the opening of Mykonos Casino. The purpose of the Trust was to act as an independent body that served as a conduit to distribute an annual grant from the Casino to benefit the community within the greater West Coast region. THE GOALS of the Trust are to help improve education in the region and also to support socio-economic development; entrepreneurism; health care and job creation (aimed mainly at the poor and needy and previously disadvantaged). The Trustees are professional people that serve voluntarily on the Trust. The members meet officially every quarter to scrutinize proposals received and identify successful organizations and projects for grants in accordance

After an easy 4 hour drive from Johannesburg, including an effortless stop at the Border, you arrive in the “Valley” as it is affectionately known. THE MYSTIQUE of the place is still very prevalent, and I immediately began to relax and unwind, contemplating the days ahead. From the Security guards when parking to the Receptionists when checking in, it was easy to feel that you had arrived at a Resort that runs like a well-oiled machine. The Royal Swazi Spa and surrounds are kept in pristine condition, and for a property of this age, it bears testimony to the attention to detail and dedication of everyone working there. There certainly are newer and fancier properties that could learn a thing or two about standards and service excellence from this “Grand Old Master”. As to the Package itself, which included two rounds of Golf, D,B&B for 3 nights, room-drop gifts, a Spa visit and some fantastic prizes, courtesy of Aruze Gaming and Royal Swazi, everyone was made to feel like a winner. The golf was of course the Main Event and with camera in hand, I tagged along with an old friend and snapped away at the proceedings. In most cases a LOT of golf was played, with birds of any kind few far between,
but when you are out on a Course this good and having fun with friends, the winners are always the sound of laughter and camaraderie, and not that elusive eagle. To Johann, Lance, Mbongiseni and their eager and competent teams, thank you for a great couple of days and taking care of us all. Sometimes we should take a step back and question why we joined the Gaming Industry in the first place. We get so caught up in our day to day grind of managing crisis’s and trying to increase profits that we forget the fundamentals of what this business is actually about. Three words immediately come to mind – Entertainment, Hospitality and Friendship. What do these fundamentals have to do with the Swazi Golf Event. The answer is simple – Everything. UGT at Royal Swazi Golf Event After the long drive from Jo’burg to Swaziland, the local beers went down very well at the pool bar on the Sunday afternoon. We were well received by the staff at the unit. 2 days of golf ensued, and thankfully our team could do no worse than come third, as there was a very limited field of golfers. MONDAY MORNING was a scorcher, and we finished around lunch time. Johann and his team had arranged a special treat for all the golfers in the form of a full body massage. This was most welcome and helped ease the pain of a poor days golf! Tuesdays weather forecast was for rain from 11am, so we all agreed to tee off extra early to avoid the inclement weather, and fortunately we all made it back to the bar dry. Tuesdays prize giving event was held in the golf club, with

an awesome spread of braai-meat, salads and desserts. An early departure on Wednesday was greeted by “lets do a quick 9 holes”, which never materialised. We did however stop off at the Ngwenya glass factory for a tourist visit, and to purchase memorabilia. Thanks to Shando Molefe from Grand Palm for joining us, and also a special note of thanks to our host, Johann, and his team for an excellent event. We are already planning next years visit!
