The A2047 is a 5km/3mi northsouth corridor which has community as well as transport importance: + Community assets (shops, cafes, bus stops) + Proximity to local residential areas and city centre + Existing public transport routes + Interesting architecture - Congestion - High air pollution - Traffic safety issues - Inconsistent footway quality

A main high street section runs for 450m from Stubbington Avenue to Kingston Crescent, however the high street/community character extends beyond this to the north and south.

High Level Capacity Analysis – Key Assumptions Overall Mode Share - Modal share taken from Census 2011, QS701EW Method of travel to work, as a proxy for total transport modal share. Therefore of total respondents (153,705), unemployed and working from home were excluded, resulting in a sample of 93,339. Under- ground, metro, light rail, tram, train, bus, minibus or coach are combined as public transport. - Future proofing is based on 1% modal share increase per year respectively for walking, cycling and public transport over 1 decade, with a resultant net reduction in car modal share. Street Level - Street level transport data was derived from a CCTV traffic count survey conducted on London Road in August 2018. - This survey data corrected with 8.5% August bias, derived from National Travel Survey NTS0506 (DfT, 2018). - Walking modal share derived from Census data for Portsmouth (17%) but corrected for overall transport bias that Census data underrepresent overall walking levels; this still may be a risk of underestimate in a high street setting where there may be higher levels of walking. - Buses and coaches occupancy estimated as 40 seats per vehicle operating at 25% capacity. - 5% growth is presumed to 2028 (ONS, 2018). Scenario A - Healthy High Street In this scenario, no private motorised vehicles would access the high street meaning a daily reduction of 11,469 car journeys through the high street. Through-journeys would covered in part by a modal shift onto a parallel cycle street, and in part by journey displacement to other existing arterial roads (M275, A2030, A288). Local journeys are converted into 50% more bus journeys, 50% more walking, and 50% more cycling. HGVs remain the same, but 50% of light freight (OGVs) is displaced onto e-cargo cycles. Overall, there is an increase in healthy transport from 46% to 84%. Scenario B - Transition Healthy High Street This scenario explores a transitional phase to the full Healthy High Street where initially 4,014 private vehicles are permitted, for example by allowing access during off peak times only. In this phase, theoretically no car displacement is needed to the other existing arterial roads (M275, A2030, A288), as the other 65% of vehicle journeys are covered through a modal shift to the parallel cycle street, and increases in pubic transport and walking journeys. This still represents a substantial increase in healthy transport to 81% Scenario C – Max In this ultimate sovereignty scenario, there are larger modal shifts to buses and walking, which together with the parallel cycle street achieve a total of >90% healthy transport.
