Forum reports on lagoon issues The West Coast National Park Forum met on 27 March at the SANParks offices in Langebaan to deliver feedback and discuss ongoing and new park-related issues. The following is a summary of the discussions. Budget and tourism Park Manager Patricia Bopape opened proceedings with feedback on the park’s performance for the last financial year. Overall the park’s expenditure is on target and within the projected budget. However, due to a range of factors, such as a shorter flower season in 2013, there were less visitors to the park in the last fiscal year – 196 369 (2013/14) compared to 206 963 (2012/13). There was also a slight decrease in the number of overnight (paid accommodation) visitors.

Crime Theft out of boats on the lagoon is an ongoing problem. The CPF has suggested that some sort of water-borne policing or neighbourhood watch be established. Kraalbaai house boats The contract for the remaining house boats in Kraalbaai expires on 31 May 2014. The park has reached a settlement agreement with the owners to have all the boats voluntarily removed by February 2015. Langebaan Yacht Club jetties In a meeting with the Langebaan Yacht Club on 11 March, it was decided that the club should remove the controversial jetties within 30 days, therefore by 11 April. Reportedly the process started on Monday. Hobie cats and boats at Sandbaai and Kraalbaai

The park has identified the removal of hoby cats and other boats at Sandbaai and Kraalbaai as an objective for the new financial year. Some of the boats are in a derelict state. An offer was made by Langebaan Yacht Club to assist in the removal of these crafts to recycle and re-use where possible for youth training vessels rather than simply discarding them. Fireworks in Yzerfontein The unregulated and illegal use of fireworks in Yzerfontein, near the southern borders of the park, was identified as a potential fire risk. Chinese lanterns especiallycarry the risk of drifting into the park in windy conditions. The noise is also disturbing to animals. Langebaan Kiteboarding Guild Hennie Bredenkamp and John van der Vyver of the Langebaan Kiteboarding Guild delivered a presentation on the guild’s operations. There was positive feedback on the improvement in managing kiteboarding activities during the recent peak season compared to previous years. A lengthy discussion ensued, however, on persisting problems and proposals for the regulation of kiteboarding activities in the future. In

the end it was suggested that a sub-committee be formed to deal directly with kiteboarding-related issues. Recordings at meetings Bopape said it was decided at a previous meeting that no independent recordings of forum meetings are allowed. A single recording will be made by the secretary from which the minutes are compiled and then made available. Immediately two blatant mistakes in the last meeting’s minutes were pointed out to emphasise that a single recording cannot only be inaccurate but also constitute censorship. Gareth Richards, publisher of Langebaan On line and regular attendee, took particular exception to the decision and echoed the sentiment of censorship and the unconstitutionality thereof. Other items on the agenda that were briefly discussed, but have not yielded new information or progress since the last meeting included: Erf 158, the Kleinmooimaak development, the Shark Bay development, the coastal setback line programme, the Flamingo Farm land claim, the Elandsfontein mining application and the now legal matter of fishing rights in Zone B of the lagoon.

Bold and colourful is her style JOANIE BERGH Dot Dixon, one of the West Coast’s most glamorous artists, had a solo art exhibition at the Art Square/ Studio Gallery in Langebaan last week. Hanlie Theron, owner of The Art Square studio/gallery at the Pumpkin House Backpackers has a vision to support artists from the West Coast and surrounding areas by hosting a solo exhibition on a monthly basis. Through this monthly exhibition a creative and social platform is provided for the public and the artist to meet. The Art Square studio/gallery in association with Pumpkin House Backpackers also support a charity of choice on the night of the opening. Donations from the public attending as well as a certain

percentage of sales commission earned by the studio/gallery will go to the charity. The charity of the month of March was HOW Wildlife Rescue. And while show-casing Dixon’s work, the evening was a tremendous success. “The response to my art was wonderful and since it was my first solo exhibition I did not know what to expect. I was overwhelmed by the response to my very naïve art!” says Dixon. By seeing Dixon as an artist for the very first time next to her bold and colourful paintings it is quite difficult to believe that this vibrant, outgoing and passionate person is actually a chartered accountant by profession. “We are usually classified as the men in striped suits. So I have gone to the total extreme in my hobby,” she says. Dixon started painting in

November 2012 when she took art classes from Jannie Jordaan, another well-known West Coast artist. From there her love for painting took off. “My work is very bright, loud and in your face, but also naïve. I love the loud bright colours as I think in this world we need to surround ourselves with happy things. I try to bring this out in my art.”

Participate in budget and election Autumn is knocking on our door as the early rains announce the change of season in Langebaan. Yet the holiday season continues as Langebaan gears up for Easter. WelookforwardtotheLangebaan amazing “Technicoloured Dream Coat” this winter. Langebaners are truly blessed but social evils, unnecessary conflict and polarisation are unfortunately threatening our village. We can address this temporary negative situation by uniting. We can counter the threat by strengthening the family unit, working together as a team and making a voluntary contribution to community organisations. The Saldanha Bay Municipality (SBM), other government entities, community organisations and citizenry must

unite as a “high performance team” to help Langebaan reach its full potential. This can only happen with a positive attitude and the will to contribute. I addressed the positive growth in our town in my last article. The SBM is financially sound and making a difference in the region. The public participation exercise for the finalisation of the SBM Budget for the financial year 2014–’15 will be conducted on Monday 7 April at the Langebaan Community Town Hall at 18:00. It is absolutely imperative that the community attend and participate in this process. Langebaan is in the process of development. The Industrial Development Zone (IDZ) as well as other industries coming to the region will no doubt have an impact on our town.

As proved by the recent census and various Auditor General and other governmental reports, the Western Cape has, in the last five years, obtained the number one spot for governance and service delivery in the country. Team effort saves dolphins MARZAHN BOTHA A successful collaboration on Sunday afternoon 9 March between the HOW Wildlife Rescue, the National Sea Rescue Institute (NSRI) and SANParks helped save the lives of two long-beaked common dolphins that were beached at Kraal Bay. A mother and her calf had become stranded in a channel that drains water at low tide, causing shallow pools of water that only fill up again when high tide comes back in. It is not known what caused the dolphins to be so far up the lagoon. A third dolphin, that was also seen in the area, appeared to have avoided being caught in the channel and was soon

heading in the direction of open water. Kitesurfers and other beach-goers tried to turn the dolphins around and steer them towards Langebaan, but the mum and baby came back. Marilie Potgieter contacted HOW Wildlife Rescue who had dealt with similar situations before. SANParks and the NSRI were also contacted to assist with the rescue. Within minutes the teams were in Kraal Bay and the dolphins’ condition was assessed by HOW. Mum and baby were strapped to backboards and loaded onto the NSRI’s boat. “During the trip, the condition of the two dolphins was continually assessed and baby was in an extreme state of distress,” said Tanya Heald, chief executive officer and

They were taken as far as possible out of the Langebaan Lagoon to open water. “The sea conditions were extremely rough and we decided to release the dolphins

“NEW” JETTIES HAVE BEEN REMOVED: After meeting with SANParks recently, the Langebaan Yacht Club (LYC) executive committee agreed to remove the jetties in front of the club within 30 days. LYC moved some of their old jetties and built a new one in front of the club without obtaining prior permission from SANParks, the lessor of the water area in front of the club. SANParks as well as some club members and the Saldanha Bay Water Quality Forum Trust (SBWQFT) objected to this action. Both SANParks and SBWQFT welcomed the outcome of the meeting. Christo van Wyk (SBWQFT) said the SBWQFT regrets that the LYC, through their ignorance of the National Environmental Management Act, will be inconvenienced financially, but hopes this incident serves as a lesson for all users of the lagoon and Saldanha Bay that the law should be obeyed at all times and no one can do whatever they want. A special general meeting for LYC members was held on Saturday 29 March after which the jetties were removed on 31 March.

Ratepayers give progress report This month we report on the progress of: the implementation of Langebaan tourism infrastructure projects; illegal discharge of treated sewage in the Langebaan Lagoon; outstanding critical bulk service projects; 2014 – ’15 budget public participation process; and audio recordings at ward committee meetings. There are currently two tourism infrastructure projects in the pipeline: 1) The Uitsig Street project and 2) The Breë Street boardwalk. . The reconstruction of the Uitsig Street stairs and pedestrian walkway is currently in the construction phase. Westland Civils is contractually required to commence work before 8 April. The expected completion date of the almost R3 million project is 30 June.

This brings to an end an almost six-year struggle by the LRRA to bring this project under the attention of the SBM. . A Draft Basic Assessment Report is currently subject to public review until 14 April on the Breë Street boardwalk project. AECOM, an independent environmental consultant, accepted the LRRA proposal and outlay for the boardwalk as the preferred option. . The SBM recently sought refuge with the National Department of Environmental Affairs regarding the illegal discharge of treated sewage in the Langebaan Lagoon. This step was taken after the SBM received a directive on 24 December 2013 to immediately cease the illegal discharge of treated sewage in the lagoon, a Ramsar site and proclaimed Marine Protected Area. For

years the LRRA has lodged complaints on this issue. We received unconfirmed feedback that an Ultra Violet screen is now to be installed to kill E.coli and faecal coliforms. . The annual flooding of the Suikerkan, March and abutting streets remains a problem, despite promises from SBM that it would soon be something of the past (Weslander 15 August 2013). The flooding of these streets results in storm water overloading the sewage systems. This has led to raw sewage flowing through people’s homes and in the streets where children play. The SBM then illegally discharges the contaminated storm water into the Langebaan lagoon. The LRRA was told we have to brace our-

selves for yet another year of the same. . The non-spending of the 2013–’14 budget in terms of the strategic development budget implementation plan (SDBIP) is a cause for grave concern. The LRRA was told the spending to date will only be available towards the end of April. This information is of great importance to enable the general public to sensibly comment on the 2014–’15 budget on 7 April at 18:00 at the Langebaan Community Hall. . Dit verseker net dat die muf en al die goggas wat in die muur skuil, finaal ’n stille dood sterf. Voor die volgende stap moet jy seker maak dat die muur kurkdroog is. Voel met die agterkant van jou hand. Wanneer die muur deeglik droog is, kan jy met die volgende stap begin. Verf die muur met die eerste laag vogwerende verf. *Verf in dwars- en kruishale oor al die aangetaste dele. Wag tot die emaljeverf droog word tussen die lae.

Kinders leer meer van die veld Sowat 250 leerlinge van verskillende laerskole van Atlantis het ’n leersame twee dae in die Weskus Nasionale Park gehad. Die besoek het deel gevorm van SANParke se Kids in Parks-program (KiP)-program wat onlangs in die park plaasgevind het. Dié leerlinge tel onder die sowat 3 500 kinders wat reeds die voorreg gehad het om, sedert die eerste KiP in 2005 in die WKNP aangebied is, dié park se ryk, uiteenlopende habitats met elk sy unieke ekologie te kon leer ken. KiP is in 2005/2006 deur SANParke van stapel gestuur, in samewerking met die departement van omgewingsake en toerisme, Pick ’n Pay en die departement van opvoeding. Jaarliks speel 15 nasionale parke gasheer vir sowat 5 000 leerders en 300 opvoeders van nagenoeg 150 laerskole. “Die doel met die opvoedkundige vermaak vir die jonger geslag, is om van hulle verantwoordelike volwassenes te maak, wat in die toekoms keuses tot voordeel van die natuur sal maak,” sê Johannes Fortuin, inligtingsbeampte van die WKNP en een van die fasiliteerders van die program. Hy is bygestaan deur Charlene Liedeman, senior menseen bewaringsbeampte in die park, met die hulp van lede

van die plaaslike ereveldwagterskorps. Die betrokke skole is vooraf deur die SANParke-fasiliteerders besoek, waar die kinders onder meer in spanne verdeel en ’n spannaam gegee is. Die betrokke dier - wat in die park voorkom - moes nagevors en die laaste aand kortliks by ‘n “konsert” aan die res van die geselskap bekendgestel word. Sowat 42 leerders van Hermeslaan Primêre Skool het ook die geleentheid bygewoon. Ander uitstappies was na die Weskus Fossielpark, die duine naby Duinepos Chalets, Eve se voetspoor en die VOC-baken naby die Geelbekgeboue. Pam Rutledge het gepraat oor die diere en plante by die rotse by Tsaarsbank en ander diere van die 16-myl strand. Hier kon die leerlinge onder meer vir sandkrewels grawe en kyk hoeveel uitgespoelde see-skatte hulle bymekaar kon maak. Binks MacKenzie het by die Seeberg-voëlskuiling ’n inligtingsessie oor trekvoëls aangebied. Volgens die fasiliteerders hoop hulle om aanstaande jaar plaasskole van die Weskus na die program te kan nooi. As die vislus jou pak As die snoeklus jou beetkry, het die Weskusser altyd ’n antwoord. Jy ry sommer gou en koop ’n snoekkardoes of ’n vars snoek vir braai, by Saldanha se Charlie’s. Die snoekboks bly gewoonlik nie lank toe nie, en spoedig sit jy met blink lippe en ’n glinsterende stuurwiel. Daardie eerste happie is die lafenis wat die ry agter vis aan gewoonlik ’n gunstige ervaring maak. Die braai van die snoek verg egter meer aandag en liefde. En wyn, en appelkoos en knoffelbotter. Wat wil mens meer hê? Dis die kombinasie van tyd en aandag, inspanning, toewyding, ’n kuierdingetjie en braaivleisgesels, wat jy eerder onthou. Dis eerder ’n reis- as ’n eindbestemming-ervaring, en gaan eerder oor die kuier as die snoek. Wat my uitbring by die amper winter, wat beteken dis snoeklooptyd. In ’n dorpie soos St. Helena vlek die visbloed soos die snoekvlekkers dit oopsny weer die kaai. Daardie beeld waar die snoekvlekkers met hulle lang messe sny, dan die derms so vinnig soos ’n vloekwoord uitryg, bly vanoggend voor my. Dis ’n miernes van aktiwiteite hier in Houtbaai vandag. Oral is uitlanders wat

by die Marine Wharf-restaurant op die hawe kuier. Ek is lus vir wegneemsnoek en kalamari wat in ’n kardoes verpak is. Maar met die nadere kyk na die snoek hier, verlang ek skielik na die Weskus se Snoekie of Excelsior se gebraaide snoekstukke. As jy jou kardoes daar kry, verklap die gewig alles. Met die oopmaak lyk dit of die vis lewe kry soos die oliedeeg nog borrel. Hier lyk die snoek maar saai, en lê die drie stukkies baie vaal en dood in een lyn. Die hele snoekervaring is net nie dieselfde nie, want die Weskus is uit op die R27. Dis ook net aan die Weskus waar ek eenmaal engelvis wou braai. Ek en vrinne stap in ’n supermark en gaan na die visrak. Mooi en trots lê die engelvis oopgevlek vir die omstanders en loer. Een probleem: die engelvis het ’n identiteitskrisis. Op die bordjie langs die vis staan daar: “angle fish”. Bestaan daar ’n “angle fish” wonder ek. Ek weet alle vis word “ge- angle”, maar ek kon nie oombliklik dink aan ‘n “angle”-vis nie. Baie verleë vra ek die visvrou of sy “angel” vis het want ek wil haar nie in die gesig vat nie. Sy kyk toe na haar geskrif en met haar breëbek passiongapmond skree-bry sy: “hei julle, loep change daai angle’g na angel’g.”

SEESKULPIE SE GESINSDAG: Seeskulpie het onlangs ’n gesinsdag aangebied. Dit was ’n dag vol pret waaraan die kleinste Vissie, die babaklas, tot die grootste gr. R-leerders deelgeneem het. Die dag is perfek afgerond deur die ouers se entoesiasme en hul deelname. Op die foto is die wenners van die oorspronklikste kaskar van die Groen Mamba-span.

ALMAL GOOI HUL GEWIG IN: Die ouers en kinders trek jaarliks saam op Seeskulpie se familiedag.

FLINTSTONES: Die oorspronklikste tema vir die dag was die Flintstones deur die Meiring-gesin.

Verlede jaar se Gilly Swartz Memorial Race was ’n reusesukses.

Tweede Gilly Swartz op 12 April Langebaan Athletics,’n atletiekklub vir oud en jonk, vir die sosiale sowel as die ernstige atleet, bied op 12 April sy jaarlikse wedloop naamlik die Gilly Swartz Memorial Race aan. Dit vind by Langebaan Country Estate plaas – die gholf-landgoed sowat 2 km buite Langebaan. Die wedloop is nog in sy

kinderskoene en vind vanjaar vir die tweede keer plaas. Dis vernoem na wyle Gilly Swartz,’n groot vriend van Christopher Rodgers (voorsitter) om hom te eer. Hy was ook ’n kranige padwedloopatleet wat ’n groot passie vir die sport gehad het. Die wedloop is die eerste keer in 2013 aangebied en sowat 240 atlete het daaraan deelgeneem. Verskeie Wes-

kus atletiekklubs, onder meer Salkoriane, Langebaan Strandlopers, Arcelor Mittal-klub, Swartland en skole soos St. Andrews en Diazville Primêr, was ook daar. Langebaan Country Estate borg die pryse vir die wenners en daar sal hope gelukstrekkings wees. ’n Byvoeging in 2014 is dat die eerste 300 atlete wat die wedloop voltooi nie net ’n

medalje ontvang nie, maar ook ’n “goody bag” om dankie te sê vir die ondersteuning. Die wedloop bied ’n 5 km (R20) en ’n 10 km (R30) aan. Registrasie begin om 07:00 by LCE. Please claim stray pets There is a sudden increase in stray pets that haven’t been claimed. These animals are in good health and must be missing their homes and owners as they don’t seem to like to be alone. Could everyone please make a concerted effort to keep their pets safe by keeping them in a secure area with

a locked gate. We know sometimes animals do get out but please make sure yours has a collar with ID and contact details on it. If your pet goes missing please contact Charmian on 082 410 3762 or Lizette on 084 244 6414 or take a drive to the Langebaan Animal Care animal shelter behind Flamingo’s.

Also, please keep your eyes peeled for a missing cat. The owners are new in town and are desperately searching for him.

Less fish in March March is thought to be our prime angling month, however this year it did not live up to its reputation. Again it is probably weather related as we had “strange” weather for March. Some of the older folk say it is the coldest March ever, but they probably forget that their blood is getting thinner as they grow older. There are however some signs that winter may be early this year. There was that 22 mm rain that we had AND more importantly the snoek have arrived off St Helena Bay. The month started with some south-easterly winds and this resulted in a couple of large kob being caught down at Spreeuwalle, the best fish being one of 17 kg caught by Brian Raffles. However, without a doubt the catch of the month was a white steenbras of 14,7 kg caught by our junior angler Nico Coetzee. This story has a lovely turn to it. A couple of months ago we placed a photograph of him with an undersized steenbras which he caught and had to return to the water. His statement was that he did not mind returning it as he would catch it again when it was big and he sure has done that now. Nico is only seven years old but landed this magnificent fish without any help from his father. Even old salts such as Jossie Sleigh could hardly believe that such a small angler had the skills to land this fish after a 25 minute fight. Well done Nico! The other fish were very sporadic with the odd yellowtail still being taken as well as a couple of geelbek and kob. March is supposed to be our prime angling month for big elf, however they have been

very few and far between this year. A couple of nice sized fish were caught in the false Khel but not in any great numbers. The stumpies have at last made an appearance and during the last week of the month good sized fish were caught around the island. March is to them a secondary spawning season and this is why they aggregate around the island. I have now been living and fishing in Langebaan for 12

years and I have noticed how the lagoon has changed in these years. At the yacht club so much siltation has taken place that the one jetty can hardly be used except at high tide. Even the inside of the outer jetty is becoming shallow and it will not be long before it will also become too shallow. I ask the question, should there not be a scientific study done about the movement of sand in the lagoon? April can still be a good angling month and with a bit of luck the large elf can still make an appearance. Our reliable stumpnose should also still be around, depending on the weather. Two snippets of news. The first is that Langebaan has said good bye to one of its real old characters with the death of Eric Stromsoe. Eric was the medical doctor for many years, however I will remember him for his excellent angling stories. He simply loved angling as a sport and would always try to catch fish in all different ways. Rest in peace Eric, we will all miss your pipe and great angling stories. Lastly I have done more enquiries about the mermaids and sadly it is a hoax! So anglers relax, they do not exist – Vince Taylor.

PRET MET GIMNASTIEK: Langebaan Stars Gimnastiekklub het op 21 en 22 Maart ’n akrobatiese gimnastiekkursus vir afrigters en gimnaste gehou. Meer as 60 gimnaste en hul afrigters van regoor Kaapstad en die Weskus-area het die kursus bygewoon in die gemeenskapsaal in Langebaan. Die gimnaste het afgeskop met opwarming langs die strandmeer. Die kursus is aangebied deur ’n fasiliteerder van Gauteng.

Laguna-pretdraf maak die litte los

Die gewilde Laguna Mall 5 km en 10 km pretdraf het weer vanjaar vars lug en gesonde plesier aan oud en jonk verskaf.

Die 300 ywerige drawwers en stappers wat aan vanjaar se pretdraf op 29 Maart deelgeneem het, het vroegoggend by Oxigim Laguna Mall weggespring. Die roete het hulle deur Longacres geneem en weer na Oxigim, ook die eindpunt. Almal wat die pretdraf voltooi het, het ’n medalje ontvang en die wenners het pragtige trofeë en kontantpryse gewen. Die wenner van die 5 km-

pretdraf in die mansafdeling was Richard Bester van die Salkoriane-atletiekklub. Carl Boois van dieselfde klub het tweede gekom. Azel Boois van die Salkoriane was die vroulike wenner in die 5 km-pretdraf en Abigail Kleinsmith van die Langebaan-atletiekklub was kort op haar hakke. In die 10 km-pretdraf het Jeraldo Koopman van die Salkoriane met die louere weggestap en Shaun Bruyns van Langebaan-atletiekklub het tweede gekom. Helette Basson van die Langebaan Strandlopers was die eerste vrou wat in die 10 km-

Sy het hierdie afstand al elke jaar gewen sedert die wedloop se ontstaan.
