BC Sikh Gurdwara Council asks Public Safety Minister to investigate foreign interference in Malik’s murder

THE BC Sikh Gurdwara Council has written to Canada’s Public Safety Minister Marco Mendicino “to investigate foreign interference” in the murder of prominent businessman Ripudaman Singh Malik who was shot dead outside his business establishment in Surrey on July 14. Malik, 75, who had been acquitted in the 1985 Air India bombing case in 2005, was a founder of the Khalsa Credit Union and Khalsa School. The Council told Mendicino: “Our purpose in writing to you is to urge you to ensure that the investigation into the murder of Mr. Malik is conducted thoroughly and transparently, including an investigation into the potential involvement of Indian intelligence agencies.” Surrey’s Guru Nanak Sikh Gurdwara President Hardeep Singh Nijjar has denounced reports in the Indian media that linked him to Malik’s murder. The following is the Council’s letter to Mendicino that was released on Tuesday: July 17, 2022 Re: Investigation of foreign interference

THE City of Surrey is hosting the 15th annual Surrey Fusion Festival on Saturday, July 23 and Sunday July 24, from 11 a.m. to 10 p.m. at Holland Park, 13428 Old Yale Road. The festival will feature eight stages, a cooking arena, an Indigenous Village, yoga and meditation classes, a kid’s zone, and amusement rides. Forty cultural pavilions will sell authentic cuisine, textiles, art, and other goods, and will also educate the public on their history and traditions relating to the 2022 theme of “CommUNITY.”

students) and Khalsa Credit Union and its many branches as a community focused bank. These endeavours within the Sikh community and beyond had Mr. Malik placed as a well known and respected member within many circles in which he engaged. Our purpose in writing to you is to urge you to ensure that the investigation into the murder of Mr. Malik is conducted thoroughly and transparently, including an investigation into the potential involvement of Indian intelligence agencies. Aside from the immediate criminal investigation, Canadian intelligence and security agencies must also assess whether Indian intelligence operatives had any prior knowledge of the crime, and whether such agencies or foreign actors have been involved in influencing the media portrayal of the shooting or the subsequent political discourse that is emerging across the country.

Analyzing sources in the public domain, there is significant evidence on the record establishing that Indian officials and intelligence operatives have manufactured news coverage, offered bribes to media outlets to influence their reporting, and amplified targeted messages for several decades. This has been done to further Indian interests and comes at the cost of vilifying the Sikh community in Canada. A 1988 Globe & Mail investigation revealed that Indian intelligence agents had established a network of paid informers and agent provocateurs to penetrate Canada’s Sikh community to further this purpose since the 1980s. More recently, the National Security and Intelligence Committee of Parliamentarians (NSICOP) has published multiple reports pertaining to foreign interference. Despite being heavily redacted with regards to the findings of foreign interference by India, a 2018 report made it clear that Indian op-

eratives orchestrated an ongoing campaign to amplify a single narrative, emphasizing Indian national security while delegitimizing Canada’s Sikh community as extremists. National Security & Intelligence Advisor, David Jean, also went on the record to state clearly that Indian intelligence operatives were actively fabricating and promoting a false narrative through Canadian media outlets. This is further corroborated by the findings of the Federal Court of Canada in AB v Canada (Citizenship and Immigration), 2020 FC 461 which established that Indian intelligence operatives directly interfered in Canadian electoral processes, government policy, and media independence by explicitly tasking an individual to “covertly influence Canadian government representatives and agencies on behalf of the Indian government.” These nefarious activities not only undermine Canadian institutions and impact Sikhs as a racialized

group by convincing governments to repress vulnerable communities, but the lack of public acknowledgement also emboldens Indian officials to continue violating human rights in Punjab and abroad in the absence of any condemnation from the global community. The ongoing criminalization of Sikh activists in foreign countries as a result, is an extension of India’s criminalization of dissent domestically and its foreign interference and espionage. As the Minister of Public Safety, it is imperative that you thoroughly investigate these activities in a transparent manner in relation to the murder of Ripudaman Singh Malik and beyond. The results of such an investigation must further be made public in order to ensure that all communities in Canada are protected from these illegal attempts to undermine Canada’s political institutions and journalistic freedoms. We appreciate your attention to this matter and look forward to hearing from you in the near future.

Deployments, hiring and financials on track for Surrey Police Service “SPS has received over 900 applications for our 2022 new recruit positions” BY CHIEF CONSTABLE NORM LIPINSKI Surrey Police Service AT the end of July, Surrey Police Service (SPS) will reach another important milestone as we surpass more than 100 SPS oficers deployed into policing operations. Our deployed oficers are responding to calls for service and working in a number of specialized units to support public safety in Surrey. In August, we will welcome approximately 25 more experienced oficers who will start their onboarding training with SPS in preparation for future deployments. As per the joint SPS-RCMP Human Resources Strategy and Plan, more SPS oficers are being deployed every two months as the policing transition from the RCMP to SPS continues to advance. Our irst class of new recruits are currently training at the Justice Institute of BC Police Academy, and in September we will welcome our second class of new recruits. In total, SPS has received over 900 applications for our 2022 new recruit positions. With such a great response, we have been able to select outstanding, community-minded individuals from diverse backgrounds. In order to further improve our recruiting strategies, we have launched a Recruiting and Diversity Survey to learn more about the challenges and barriers that may exist for some community members in pursuing a career in policing. This survey is open until August 31 and available at www.surreypolice.ca/newrecruits. In late June, we released our 20212022 Report to the Community, which is now available at www.

Lipinski on the occasion of Eid-ul-Adha.

MORTGAGE Lipinski at Vaisakhi celebration. All photos submitted surreypolice.ca/report-community. The theme of this year’s report is “Designed from Day 1 for Surrey”, highlighting how everything from SPS’s hiring, to engagement with the community, to the development of our policing services is being tailored to Surrey communities and their unique public safety needs. The Report to the Community provides information on how SPS is creating a culture of wellness, working to keep the public and oficers safer through enhanced de-escalation training, and demonstrating accountability through increased access to information. SPS and the Surrey Police Board are working to provide unprecedented access to the information citizens want from their police service. This information

includes publicly posted collective agreements, community consultation reports, service or policy complaint responses, stafing numbers, and inancials. The Surrey Police Board recently posted updated inancials, which

show SPS is nearly $7M underspent in its 2022 operational budget. The Board’s public reporting also includes a breakdown of where funds in the one-time policing transition budget ($63.7M) are being spent. All SPS inancial updates are available on the Surrey Police Board website at www. surreypoliceboard.ca. This is an exciting time for policing – not just in Surrey, but across Canada. All eyes are watching one of the largest policing transitions in Canada’s history, as Surrey builds its own municipal police service. Together with residents and community partners, we are creating a new culture of policing – one that is rooted in compassion, shared understanding, and innovation.

Coquitlam RCMP looking for escaped convict Rabih (Robby) Alkhalil who is on trial in the deaths of gangsters Sandip Duhre and Sukh Dhak

COQUITLAM RCMP are looking for the public’s help to find an inmate who is unlawfully at large (UAL) after leaving the North Fraser Pre-trial located at 1451 Kingsway Avenue in Port Coquitlam on Thursday. On July 21, at 7:30 p.m., Coquitlam RCMP were advised by the staff of North Fraser Pre-Trial Center that one of their inmates — Rabih Alkhalil (Robby) — had escaped from lawful custody. At this time, the RCMP is working closely with B.C Corrections and the investigation is ongoing. Alkhalil is confirmed to have left in a white Econoline van with two others who were posing or employed as contractors. The van left North Fraser Pre-trial Center at approximately 6:48 p.m., and travelled westbound on Kingsway Avenue. Alkhalil is described as: A 35-year-old Middle Eastern man; Short black hair, and brown eyes; 5’10 tall (178 cm), and weighs 166 lbs (75 kg); Last seen wearing a black jump suit and a high visibility vest. Alkhalil is considered dangerous, so if you see Alkhalil, police ask that you not approach him and instead call 911 immediately. ALKHALIL and Hells Angel Larry Ronald Amero have been on trial in B.C. Supreme Court in Vancouver since June 2021 in relation to the murder

Rabih (Robby) Alkhalil of Sandip “Dip” Duhre at Downtown Vancouver’s Sheraton Wall Centre on January 17, 2012. Alkhalil, who was extradited from Greece in 2015, was serving a life term for murder for his role in the 2012 murder of Johnny Raposo in Toronto’s Sicilian Sidewalk Café on College Street. His 2017 trial heard that Raposo was killed for a 200 kg shipment of cocaine from Mexico. Alkhalil has pleaded not guilty to the first-degree

Both Alkhalil and Amero have also pleaded not guilty to conspiring to murder Sukhveer (Sukh) Dhak. Dhak, 27, was gunned down along with his bodyguard, Thomas Mantel, 30, in the lobby of the Executive Hotel and Conference Center in the 4200-block of Lougheed Highway in Burnaby on November 26, 2012. (Back then, the gangland conflict was mainly between the United Nations gang and all the remnants and allies of the Dhak-Duhre side of things — and the so-called Wolf Pack: certain Hells Angels like Larry Amero and their allies and associates, the Independent Soldiers and the people that they brought to the equation and the Red Scorpions.)

Alkhalil at North Fraser Pre-trial Center Red Scorpion leader Jonathan Bacon was gunned down in Kelowna on August 14, 2011, when Amero was also seriously injured. Alkhalil and Amero have been accused of seeking revenge. Three of Alkhalil’s brothers have been killed in gangland conflicts. Nabil Alkhalil, 42, was shot dead in a suburb of Mexico City in 2018. He had left B.C. for Mexico in 2013 after he was threatened with deportation for cocaine trafficking. Khalil Alkhalil, 19, was shot to dead in Surrey in 2001 during a conflict over a $200 drug debt; and Mahmoud Alkhalil, 19, was killed in a gangland shoot-out in the Loft Six nightclub in Vancouver’s Gastown in 2003.

UBC Professor Sudip Shekhar is first Canadian recipient of Schmidt Science Polymaths award UNIVERSITY of British Columbia researcher Dr. Sudip Shekhar is the first Canadian to receive the prestigious Schmidt Science Polymaths Award, which supports 10 recently tenured professors with “extraordinary talent” who are looking to explore promising interdisciplinary research. Shekhar, an associate professor in the department of electrical and computer engineering at UBC’s faculty of applied science, will receive approximately $3 million (US $2.5 million) over five years to realize an ambitious dream: a highly compact biomedical sensor that can make medical diagnosis much faster, easier and cheaper than it has ever been. “This biomedical sensor will be portable, disposable and accessible,” says Shekhar, a former circuits research scientist at Intel who completed his bachelor’s at the Indian Institute of Technology in Kharagpur and his master of science and PhD degrees at the University of Washington. He believes that biomedical testing is overdue for miniaturization, similar to how computers have been downsized from room size machines to the size of a smartphone. “Imagine an inexpensive credit-card-sized medical testing kit that can collect data for viruses, cardiac, neurological and other ailments. By combining the power of silicon and photonics we are coming closer to this reality,” he says. Such a device would be ideal for point-ofcare biomedical testing, and improve access to medical testing for remote communities and emergency services. Ultimately this technology can also be used at drivethrough testing centres or pharmacies and for home use. Shekhar is collaborating with electrical and computer engineering professors Dr. Lukas Christowski, a photonics expert and Dr. Karen Cheung, who is conducting research in biomedical devices; professor Dr. Cheryl Wellington in the department of pathology and laboratory medicine; and other colleagues across UBC. The team has achieved proof of concept – successfully diagnosing COVID-19 in the laboratory. “Point-of-use diagnostics is a complex multidisciplinary research field, but I believe it is an area primed for the microchip revolution—and my colleagues and I are incredibly

Three youth plead guilty in unprovoked stabbing in Burnaby

THREE youth offenders have entered guilty pleas in connection to a stabbing that occurred outside a party on October 23, 2021, in North Burnaby. The 15-year-old male victim was stabbed in the torso shortly after arriving at a residential house party. He was swarmed by the three male youth suspects who were not friends with him. The suspects fled the area prior to police arriving but were quickly identified by police, Burnaby RCMP said. The victim has since recovered from his serious, but non-life-threatening injuries. “We want the public, and specifically youth, to know that we take these swarming assaults seriously,” said Cpl. Alexa Hodgins. “Our officers worked tirelessly to identify and bring the offenders to justice. These types of attacks are not acceptable in our community.” In this incident, Burnaby RCMP said they were not aware of any social media video posts of the assault; however, the suspects were quickly identified. In early July, two of the three youth suspects received sentencing, which included charges for aggravated assault and assault with a weapon. The third offender has entered a guilty plea but is awaiting sentencing.

Gordie Hogg will be Surrey First’s mayoral candidate

AS had been expected for months now, Surrey First announced on Wednesday that Gordie Hogg, former South Surrey-White Rock MP, who is also a former White Rock mayor and MLA, will be its mayoral candidate. Surrey First also introduced three council nominees: current city councillor Linda Annis, Bilal Cheema and Mary-Em Waddington. While Annis said that Hogg “will be a breath of fresh air at city hall,” most Surrey-ites reportedly feel that he is a has-been and look at his selection as a mayoral candidate as a sign of desperation by Surrey First that was virtually wiped out by incumbent Mayor Doug McCallum and his Safe Surrey Coalition in the last election. Surrey-ites made it clear that they were fed up with the style of administration that former mayors Dianne Watts and Linda Hepner had afflicted on Surrey for years. In fact, the sole Surrey First candidate to win, Annis, succeeded only because she went against her own party on a policy issue.

PREMIER John Horgan on Monday issued the following statement to mark the fiveyear anniversary of forming a government: “When our government was sworn in five years ago today, we committed to putting people at the centre of everything we did. We said that we would work hard every day to make life better and more affordable for British Columbians. While we have faced unprecedented challenges we could never have imagined then, I am proud of the progress we have made and the results we have delivered. “From Day 1, we’ve made different choices. We put people first. We rolled up our sleeves and took on the biggest problems – problems that were years in the making. “We immediately set out to clean up politics by taking big money out of campaigns and introducing tough new lobby-

Premier John Horgan at The VOICE in May 2017. ing rules. Instead of handing tax breaks to the wealthiest few, we asked the top 2% to pay their fair share so we could invest in the services and supports families rely on. “Across the province, we have built schools and hospitals that people need. We have made child care more available and more affordable. We cracked down on real-estate speculation and got to work building thousands of homes people can afford. And we have helped bring down costs for families by eliminating MSP premiums and slashing ICBC rates. “British Columbia is now an internationally recognized leader in fighting climate change, with North America’s most progressive plan to reduce emissions. In B.C., we are now developing our resources more responsibly and protecting our natural spaces in partnership with First Nations, as the first province in Canada to enshrine the UN Declaration on the Rights of Indigenous Peoples into law. “When a global pandemic hit, we responded by supporting British Columbians. We acted quickly to help keep people working, protect those who lost their jobs and provide a lifeline to small businesses. And when wildfires and flooding devastated communities, we were guided by the same values – providing help to people on the ground and working to reopen highways in record time. “Putting people first has helped us build the strongest economic recovery in the country. Today, more people in B.C. are working than when COVID-19 first struck. Wages continue to rise, and child poverty has been cut by more than 50% from 2016 levels. When people go to work, they are better protected with five days of paid sick leave, the highest minimum wage among all provinces and fewer barriers to joining a union. “We have accomplished a lot for people in just five years, but there is still more to do. After the challenges we have faced in the past few years, many people are exhausted and feeling squeezed. They are worried about rising inflation and access to primary health care. In the months to come, our government will continue to take concrete action to support people, strengthen public services and make life easier for families. We will also keep pushing the federal government to fund its fair share of health-care costs so we can improve our cherished public system and make sure people get the best care possible in their time of need. “I have never been more optimistic about the future of our province. We have been through a lot together. But we have shown that we can overcome anything if we look out for each other and work with a common purpose. I know our whole government will keep the focus on helping people so we can continue to build a better and stronger B.C. – one that works for everyone and leaves no one behind.”

Brandon Nandan of New Westminster gets 15 years in CFSEU-BC-led investigation into drug trafficking BRANDON Nandan, a 29-year-old male from New Westminster, has been convicted and sentenced to 15 years in prison after being charged with 17 criminal offences following a Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC)-led investigation that proactively targeted an alleged drug trafficking network and involved an alleged conspiracy to commit murder. In late 2020, CFSEU-BC worked with Surrey RCMP and Burnaby RCMP in response to information learned of an alleged conspiracy to commit murder. The investigation identified one suspect who was believed to be plotting to commit the murder. Due to an increased risk to the public because of the potentially lethal drugs being produced and distributed in the Lower Mainland, CFSEUBC worked with Surrey RCMP, who released

public safety bulletins warning of these potentially lethal batches of drugs being distributed. In December 2020, CFSEU-BC, with assistance from Burnaby RCMP, Surrey RCMP, and the Lower Mainland District Integrated Emergency Response Team (LMD IERT), executed search warrants in multiple jurisdictions around the Lower Mainland. According to CFSEU-BC, the suspect was found at one of the search locations and was arrested. The following was seized as a result of the search warrants: • 1 kg of fentanyl • 1 kg of methamphetamine • 1kg of cocaine • several firearms • 2 firearms suppressors • Various prohibited and non-prohibited weapons

On March 18, 2021, Nandan was charged with a raft of Criminal Code and drug offences, and on May 25, he was charged with an additional offence. On July 20, 2022, Nandan pleaded guilty to: • trafficking in fentanyl • possession of fentanyl for the purpose of trafficking • possession of a loaded 9mm caliber Beretta model 92FS semi automatic pistol • counselling person A to commit the indictable offence of discharging a firearm with intent to endanger life of A.B. which offence was not committed • transferring a 9mm calibre CZ model TT9 semiautomatic pistol • possession of a Polymer80 PF940C 9mm pistol, contrary to s. 95(1) of the code • possession of controlled substances (fentanyl,

cocaine and methamphetamine) for the purpose of trafficking Nandan was sentenced to a total of 15 years imprisonment with a mix of consecutive and concurrent sentences for the offences he pleaded guilty to. Considering his time already served of two years and seven days, the total remaining sentence is 12 years and 358 days. “As the provincial anti-gang agency, CFSEU-BC continues to proactively target individuals linked to violent gang activities and opioid trafficking that too often victimizes the most vulnerable in our communities,” said CFSEU-BC’s Deputy Operations Officer, Superintendent Duncan Pound. “Working with the Surrey RCMP and Burnaby RCMP, CFSEU-BC investigators were able to thwart a murder plot, disrupt other violent acts that would have endangered innocent lives, and prevent additional opioid-related deaths.”

Two people charged in connection to New Westminster assault and armed robbery ON July 13, New Westminster Police made a public appeal for CCTV footage following an assault and armed robbery near the corner of McKenzie Street and Clarkson Street. The New Westminster Police Department

patrol officers soon identified two suspects at which time the Major Crime Unit assumed conduct of the investigation. With the assistance of the Street Crime Unit, the Gang Suppression Unit, and the Crime Reduction Unit,

these two suspects were located and safely arrested. At the time of the arrest, one of the suspects was in possession of a loaded handgun. Danielle Levesque, 33, of New Westminster has been charged with robbery with a firearm, and assault with a weapon. Eugene Cottrelle, 36, of New Westminster has been charged with robbery with a firearm,

assault causing bodily harm, assault with a weapon, and possession of a loaded firearm. “A number of different specialty units worked together to identify and arrest these two suspects,” said Sgt. Justine Thom. “We’d also like to extend our appreciation to the citizens of New Westminster who worked with us in this investigation. Working together is the most effective way to maintain community safety.”

David Eby launches campaign for leadership of BC NDP HUNDREDS of supporters across the province and 48 MLA colleagues joined David Eby virtually and in-person at an event in his Vancouver-Point Grey constituency on Tuesday evening as he put his name forward as a candidate for leader of the BC NDP, in a race that will determine the next Premier of the province.

David Eby. Photos by by SUKHWANT DHILLON / AM 600 Sher-E-Punjab Radio First elected in 2013, in opposition Eby served as the critic for housing and later gaming critic. After the BC NDP formed government in 2017,

he was appointed Attorney General and minister responsible for ICBC, BCLC and gaming. Most recently, he held the position of Attorney General and minister responsible for Housing. In his years in Cabinet, Eby has earned a reputation as a minister who gets things done, building unorthodox coalitions of diverse groups to take on some of the most complex files in government, from putting out the dumpster fire at ICBC, to tackling money laundering, to addressing the housing crisis. Eby also led on government reform initiatives including a new whistleblower law and a ban on union, corporate and big money political donations. “Over the last five years, our NDP government under John Horgan has built a strong foundation through responsible, effective leadership in a very unstable time. This has led to recordbreaking growth in our province’s population as people choose to move to B.C. to benefit from our success and stability,” said Eby. “But now, we stand at a crossroads. We can leverage our innovation and resources and become one of the most livable, sustainable and prosperous places on earth, or we can isolate, restrict services, fail to respond to affordability challenges, and let profiteers and short-term thinkers direct us, leaving us victims of shortages, inflation and recession. “Our direction is obvious, and I am grateful for the support of my colleagues to take on

this work. I am ready to work with them and all British Columbians on the remarkable challenges and opportunities of these times.” Eby is supported by a diverse group of MLAs from across the province, including his campaign co-chairs, Ravi Kahlon, MLA for Delta North and Minister of Jobs, Economic Recovery and Innovation, and Katrina Chen, MLA for Burnaby-Lougheed and Minister of State for Childcare. His event was launched by a territorial welcome from the Musqueam Nation and an endorsement by former Chief of the Snuneymuxw First Nation, lawyer Douglas White III, with whom Eby has worked closely on Indigenous justice and housing initiatives. “Over the years working together in government, I have come to know David as a person of great integrity who stands behind his word,” said Kahlon. “He doesn’t shy away from facing tough problems, and he knows how to get the job done. David also understands that in this time of economic uncertainty, the government needs to focus on supporting people in communities across British Columbia to ensure nobody is left behind. I can say with confidence that David is prepared to rise to the challenges ahead.” “I have always seen David as a principled and progressive champion. I am grateful that he has given me the opportunity to take on the role as his campaign co-chair,” said Chen. “As a father of two young kids, David understands the pressure parents are under. He has been strongly supportive of my work to expand access to inclusive, affordable child care across the province. I have no doubt that, as leader

of the BC NDP, and as Premier, David has a plan to build for a brighter and a more equitable future for every British Columbian.” Eby is supported by the following members of British Columbia’s legislative assembly: Katrina Chen, Ravi Kahlon, Rachna Singh, Lana Popham, Bruce Ralston, George Heyman, Katrine Conroy, Adrian Dix, Murray Rankin, Anne Kang, Mitzi Dean, Lisa Beare, Harry Bains, Josie Osborne, Sheila Malcolmson, Jennifer Whiteside, Mike Farnworth, Melanie Mark, Rob Fleming, Bowinn Ma, Andrew Mercier, Kelly Greene, Grace Lore, Doug Routley, Mable Elmore, Brenda Bailey, Adam Walker, Jennifer Rice, Fin Donnelly, Mike Starchuk, Dan Coulter, Niki Sharma, Bob D’Eith, Aman Singh, Pam Alexis, Gary Begg, Jagrup Brar, Spencer Chandra Herbert, Susie Chant, Jinny Sims, Megan Dykeman, Ronna-Rae Leonard, Henry, Yao, Kelli Paddon, Janet Routledge, Harwinder Sandhu, Nicholas Simons, and Rick Glumac. On Saturday, the BC NDP ratified rules governing the leadership election and nomination of candidates. According to those rules, the contest officially started on July 17, with a September 4 deadline for candidates. Voting begins on November 13, and will take place using a one member, one vote, ranked ballot method. The new leader will be announced on December 3.“In this time of rising costs and rapid growth, we face significant challenges,” said Eby. “But we can make the most of our strengths, continue to build our province into a national and international economic leader, and make British Columbia one of the most liveable places on earth.”

B.C. ending immigration detention arrangement with CBSA BC Corrections will provide CBSA with 12 months’ written notice

MIKE Farnworth, Minister of Public Safety and Solicitor General, on Thursday announced that BC Corrections was ending its arrangement with the Canada Border Services Agency (CBSA) on the management of individuals held under the Immigration and Refugee Protection Act. Farnworth said in a statement: “In the fall of 2021, I committed to a review of BC Corrections’ arrangement with the CBSA on holding immigration detainees in provincial correctional centres. This review examined all aspects of the arrangement, including its effect on public safety and whether it aligns with the United Nations Standard Minimum Rules for the Treatment of Prisoners and expectations set by Canadian courts. “As part of the review, BC Corrections engaged with multiple external stakeholders and advocacy groups, including Amnesty International and Human Rights Watch, and incorporated their input. “The review brought to light that aspects of the arrangement do not align with our government’s commitment to upholding humanrights standards or our dedication to pursuing

transition plan that achieves our common commitment to public safety while ensuring the rights of individuals are preserved and protected.”

Mike Farnworth social justice and equity for everyone. “In light of these findings, the Province is ending its arrangement with the CBSA. BC Corrections will provide the CBSA with 12 months’ written notice as required under the current arrangement. “BC Corrections is committed to working with the CBSA to develop a safe and efficient

B.C.’S Human Rights Commissioner Kasari Govender commended the provincial government for cancelling its agreement with Canada Border Services Agency (CBSA) and ending the detention of migrants in provincial jails. “Migrants will no longer be put in B.C. jails simply for administrative reasons like missing documentation once this change takes effect. CBSA may still hold migrants in a detention centre, but this a significant first step towards affirming the human rights of detainees. I applaud B.C. for take this important step and I hope that other provinces will follow suit,” she said. In March, Govender had urged B.C. to cancel its agreement with CBSA in a submission to the Minister of Public Safety and Solicitor General . “According to CBSA data, 94 per cent of immigration detainees are held for administra-

tive reasons and pose no risk to the public. Detaining innocent migrants in jails is cruel, unjust and violates human rights commitments,” said Govender. “Now, it is up to the federal government to abolish all migrant detention and expand the use of communitybased alternatives that support individuals.” Almost nine thousand people across Canada, including 138 children, were forced into detention in the year prior to the pandemic (Human Rights Watch and Amnesty International report). Migrants report being handcuffed, shackled, searched, subjected to solitary confinement, restricted to small spaces with rigid routines, and placed under constant surveillance with severely limited access to the outside world. “There is strong evidence that racialized people and those with disabilities experience harsher treatment and are detained for longer periods of time,” said Govender. “Across Canada, migrants are detained for non-criminal purposes and for indefinite periods of time, which violates international human rights law and can result in devastating impacts on migrants’ health and well-being.”

New homebuyer protection period A new homebuyer protection period will protect people in B.C. looking to buy a home from being pressured into high-risk sales, the Province announced on Thursday. The period is the first of its kind in Canada and marks the first key action the Province is taking based on the B.C. Financial Services Authority’s (BCFSA) report on ways to offer homebuyers better consumer protection in the real estate market. The mandatory three-day period will give homebuyers an opportunity to take important steps, such as securing financing or arranging home inspections, as they prepare to make one of their biggest financial decisions. “Too many people have been faced with giving up an inspection in order to buy a home,” said Selina Robinson, Minister of Finance. “This is a major step toward providing homebuyers with the peace of mind they deserve while protecting the interests of people selling their homes – for today’s market and in the future.” The homebuyer protection period will come into effect on January 1, 2023. It includes a

Selina Robinson Photo: BC Government recission (cancellation) fee of 0.25% of the purchase price, or $250 for every $100,000, for those who choose to back out of a deal. For example, if the purchaser exercises the right of rescission on a $1-million home, they would be required to pay $2,500 to the seller. Buyers still may make offers conditional on home inspections or financing at any time. The protection period will offer homebuyers

the opportunity for due diligence at times when conditions are not in place. The homebuyer protection period is informed by the results of consultations that the BCFSA completed this year with a wide range of real estate industry stakeholders, including home inspectors, appraisers, realtors and academics, as well as representatives from the legal and financial services sectors. The Province said it will continue studying the BCFSA’s advice and its potential effects to further strengthen public confidence in the real estate market. Blair Morrison, CEO, B.C. Financial Services Authority, said: “Buying and selling a home are the most significant financial transactions in most people’s lives. The parameters to implement a homebuyer protection period, as well as other potential consumer protection enhancements, set forth in BCFSA’s advice to the government, are designed to give British Columbians appropriate time to exercise due diligence. “Our advice is based on consultations with over 140 stakeholders, including industry experts and public-interest organizations.

We want to promote confidence in real estate transactions and our advice is aligned with that outcome.” Jonathan Sheppard, President, Home Inspectors Association BC, said: “Home inspections help to eliminate some of the potential costly risks involved in purchasing while helping to make an informed decision. Home Inspectors Association BC members are proud that the B.C. government has recognized these risks and again leads the country in consumer protection.” Quick Facts * BCFSA is responsible for the supervision and regulation of the financial service sector, including real estate professionals, mortgage brokers, insurance, pensions, trusts, credit unions and the Credit Union Deposit Insurance Corporation. * B.C. will be the first province to implement a homebuyer protection period for resale property and newly constructed homes. * Cooling-off periods for pre-construction sales of multi-unit development properties, like condominiums, are in place under the Real Estate Development and Marketing Act.

Province launching new centre for agritech innovation at SFU Surrey campus A new B.C. Centre for Agritech Innovation is expected to further position the Province as a world leader in agricultural technology, helping to improve food security in B.C. and around the world, while creating hundreds of good-paying jobs. A key commitment of the StrongerBC Economic Plan, the new centre will be located at Simon Fraser University’s (SFU) Surrey campus. The centre will bring together academia, government and industry partners (known as the triple-helix model) to create more productive, diverse and resilient food-supply chains. “The past two years have been challenging ones for British Columbians as the pandemic, climate-related emergencies and global conflicts have disrupted supply chains and raised the cost of food,” said Ravi Kahlon, B.C.’s Minister of Jobs, Economic Recovery and Innovation. “Launching this BC Centre for Agritech Innovation will improve productivity here in

Ravi Kahlon Photo: BC Government B.C., meaning more food will be grown closer to home, leading to lower costs associated with transporting food. Simply put, this centre makes us a global front-runner in agritech.”

The Province is investing as much as $6.5 million over three years for the centre, while the federal government is providing as much as $10 million over five years through Pacific Economic Development Canada (PacifiCan). The centre, which will officially open in September, has begun taking applications from small and medium-sized agritech operations throughout the province. It will focus on developing, testing and piloting solutions in simulated and real-world environments to be farm-ready for commercialization. Key components of the centre will be to create economic opportunities for Indigenous Peoples and help small and medium-sized agritech businesses scale up, increase profits and create good-paying jobs. “PacifiCan is committed to supporting innovative partnerships that help B.C. agritech companies commercialize their technologies and create cleaner, more productive

agriculture, food and seafood industries,” said Harjit S. Sajjan, federal Minister of International Development and Minister responsible for the Pacific Economic Development Agency of Canada. “Investments in high-growth industries, such as the agritech sector, help develop skills and local talent, positioning British Columbia as a world-leader in innovation.” This investment is expected to create nearly 200 jobs and help train more than 700 workers, while adding 30 new agritech projects throughout the province by 2025, using the skill sets of B.C.’s world-class post-secondary institutions, including SFU, the University of the Fraser Valley, Thompson Rivers University, the University of Northern B.C. and the University of Victoria. The centre builds on previous and existing provincial supports for this emerging sector, including the BC Agritech Concierge Program, the Agritech Grant Program and the Canada/BC Agri-Innovation Program.

Christopher Irwin is Burnaby homicide victim THE Integrated Homicide Investigation Team (IHIT) on Saturday identified 31-year-old Christopher Irwin as Burnaby’s homicide victim to further their investigation and identify additional witnesses. IHIT said it believed the homicide was targeted and that there are no further known risks to the public at this time. Coquitlam RCMP had said last March that Irwin was

known to police. On July 14 at 9:46 a.m., Burnaby RCMP responded to a vacant lot in the area of Norland Avenue and Laurel Street after a member of the public located a deceased adult male. IHIT has taken conduct of the investigation and is working closely in partnership with Burnaby RCMP, the New Westminster Police Department (NWPD), BC Coroners Service and the

RCMP Integrated Forensic Identification Section (IFIS). At approximately 4:30 a.m. on July 14, New Westminster Police responded to a vehicle fire in the 400-block of Fader Street. IHIT believes this vehicle to be linked to the homicide investigation and has taken conduct of the scene. “We are releasing Mr. Irwin’s name in hopes that witnesses will come forward who can assist us in

building a timeline of Mr. Irwin’s whereabouts in the time leading to his death,” said IHIT Sgt. Timothy Pierotti of IHIT. “Investigators continue to work tirelessly to collect evidence and speak with witnesses. We urge any associates of Mr. Irwin to please come forward.” IHIT is asking any witness or anyone traveling in the 3300-block of Norland Avenue, Burnaby, between

3:30 a.m. and 9:30 a.m., or the area of Fader Street and Braid Street between 3:30 a.m. and 5:00 a.m., with dash cameras, or who has any information regarding the homicide of Irwin, to contact the IHIT Information Line at 1-877-551-IHIT (4448) or by email at ihitinfo@rcmp-grc.gc.ca. Unit of British Columbia (CFSEUBC) and BC Coroners Service, investigators identified the shooter as Wareing. On July 16, Wareing was arrested without incident at a residence in Maple Ridge. On July 17, after consultation with the BC Prosecution Service, a charge of seconddegree murder relating to the homicide of Ali, as well as a charge of attempt murder relating to the man who was shot, were laid. “Maple Ridge is safer today with Mr. Wareing in custody,” said IHIT

Sgt. Timothy Pierotti. “The investigation still remains active as we continue to build a complete image of what led to this event. We continue to urge those with information or those who had interactions with Mr. Wareing or Ms. Ali to come forward.” No further details will be released as the matter is now before the court, police said. Chandigarh (IANS): In a major police crackdown on Wednesday, two sharpshooters — Jagroop Rupa and Manpreet Manu — allegedly involved in the killing of famed Punjabi singer Sidhu Moose Wala were shot dead by Punjab Police on the outskirts of Amritsar close to the India-Pakistan border. They were holed up inside a farmhouse and were eliminated in a fivehour exchange of fire. An AK-47 rifle and a pistol were recovered from the encounter site. Moose Wala was gunned down on May 29 close to his native village near Mansa in Punjab. The operation was carried out by the Anti-Gangster Task Force at Bhakna village close to the Attari border, where Manpreet Singh, a.k.a. Manu, and Jagroop Singh, a.k.a. Rupa, were holed up. Director General of Police (DGP) Gaurav Yadav was present at the encounter spot.

Anti-Gangster Task Force chief Pramod Ban confirmed the killing of Manpreet, a henchman of gangster Lawrence Bishnoi, along with Rupa. They, among others, had fired at Moose Wala on May 29 which led to the singer’s death on the scene. Last month, Ban told the media that jailed gangster Bishnoi, the main conspirator, had confessed that the plan to kill Moose Wala was hatched in August last year to avenge the murder of Youth Akali Dal leader Vicky Middukhera. Ban had said 13 people

have been arrested in the case so far after the first arrest was made on May 30, just a day after the murder of Moosewala. A Canada-based gangster, who is a member of the Bishnoi gang, had claimed responsibility for Moose Wala’s murder. Ban had said that the shooters had reached Mansa on May 25, the scene of the crime close to Moosa village. “Some of the weapons were provided to them on reaching Punjab. AK series assault rifles were used to gun down Moose Wala,” he had said.

London (IANS): Former British Chancellor of the Exchequer Rishi Sunak, who resigned from his position because of differences with Prime Minister Boris Johnson, on Wednesday won the first stage of the contest to succeed Johnson as head of government among fellow Conservative MPs. He secured 137 votes. Facing Sunak in the second stage – a ballot of the full membership of the Conservative party – will be Foreign Secretary Liz Truss, who obtained 113 votes. Third in the final round of voting by MPs was Minister of State for International Trade Penny Mordaunt, who won 105 votes, but was eliminated from the final contest which will now involve the Conservative rank and file. An MP, bitter about Mordaunt’s defeat, told media: “The nasty personal attacks in the (Daily) Mail and (Daily) Telegraph (both influential pro-Conservative newspapers) cut through.” It is commendable for Sunak, who is of East African Indian origin and has spent only seven years in parliament, to have emerged as the first choice among Conservative MPs. His has, in fact, been a meteoric rise from the backbenches to the second most powerful cabinet post in the British government – that of Chancellor. A poll published by YouGov on Tuesday indicated that in a face-off between Sunak and Truss, the latter is likely to win 54 per cent of votes to the former’s 35 per cent. The remaining 11 per cent were undecided. The weeks ahead are, therefore, crucial for Sunak in terms of campaigning and trying to convince a majority of Conservatives that he is the best candidate to be their Prime Minister. Sir Nicholas Brady, Chairman of the Conservative Parliamentary Party’s ‘1922 Committee’, which conducts leadership elections, said voting by Conservative members will close on September 2. The result will be announced at 12.30 p.m. on September 5.

Sonia Gandhi had problem while speaking during Enforcement Directorate grilling

New Delhi (IANS): Congress interim president Sonia Gandhi is an asthmatic and due to post-COVID complications, she was using Nebulizer to stabilize her breath while being questioned in the Enforcement Directorate on Thursday. Sources said that Sonia Gandhi had problems while speaking. Earlier, her daughter Priyanka Gandhi had told ED officials that her mother doesn’t keep well, and she was looking after her medicines. She said that she would assist her mother due to her poor health. She had requested the officials to let her be present in the ED office during her questioning and was granted permission. Sources said that Sonia Gandhi’s second round of questioning couldn’t take place due to her poor health. Now she will join the probe on July 25.

Sonia Gandhi There are possibilities that she could be questioned for a few days like her son Rahul Gandhi.

Protests were held against her treatment all over the country. In New Delhi, hundreds of Congress workers staged protests at different locations. Outside the party headquarters at 24, Akbar Road, the Delhi Police used water cannons to disperse the protesters who were trying to cross the barricades placed by the police. Former Union Minister P. Chidambaram said his party is protesting the ED summons to Sonia Gandhi. “The AJL-Young India transaction is recorded in the books of account, the returns filed by the two companies and in the Income Tax returns. All that the ED wants to know can be found in the records,” he said. He further said the Income Tax case is pending before the Supreme Court. “ED is not higher than the SC. What is that the ED wants to ‘investigate’ that will not be exam-

ined by the SC? ED is overreaching the SC and trying to intimidate the Congress party. The Congress party will not bow down to the intimidation,” Chidambaram said. The Congress party workers were seen pushing the barricades. Meanwhile, as a preventive action, the police detained several party leaders including Rajasthan Chief Minister Ashok Gehlot, former Union Minister P. Chidambaram, Adhir Ranjan Chowdhury, Sachin Pilot, Ajay Maken, Deependra Hooda, and Indian Youth Congress President B. Srinivas. The party leaders alleged that the police were not allowing them to even protest against the government and are continuously harassing them. The detained party leaders were taken to Utsav Sadan in Kingsway Camp police lines.

Kejriwal promises free electricity up to 300 units in Gujarat

Surat (IANS): Aam Aadmi Party’s national convener and Delhi Chief Minister Arvind Kejriwal on Thursday promised that his party will provide free electricity up to 300 units per month if voted to power in Gujarat. “If AAP comes to power in the state within three months of the formation of government, it will give free electricity up to 300 units per billing cycle, but if the consumer is using even one unit more than 300 units, one has to pay full bill. The idea is to encourage consumers to reduce power consumption. 24x7 power supply without disruption or power cut.” Kejriwal arrived here on Wednesday late evening for a day’s trip.

While addressing mediapersons, he said this is the first guarantee to the people of Gujarat and the party will roll out other guarantees in phases. Kejriwal has also promised that if any consumer’s old bill is pending, it will be exempted. “So far agriculture electricity charges are concerned,” Kejriwal said, “the farmers’ issue is highly technical and they are right now discussing the issue internally and are working to find a solution.” He said if the AAP can give free power in Delhi and Punjab, it can give in Gujarat too. “The problem is that the national party either doesn’t know and or doesn’t intend to give free power to the common man,” he

said. Kejriwal appealed to all the BJP leaders and workers to give in writing that they don’t want free electricity. “The government will see that power consumed by them will be charged, but they should stop making baseless accusations.” He said that the AAP government will strictly implement the prohibition policy, and appealed to the people to ask BJP state unit chief C.R. Patil how liquor is easily available in the market even with the prohibition policy in place. “Who is benefitting from the poor implementation of policy?” he asked. Arvind Kejriwal

60 pilots, 150 cabin crew failed breath analyzer test

New Delhi (IANS): A total of 60 pilots and 150 cabin crew members tested positive following a breath analyzer (BA) test over the last two and a half years. Breath analyzer tests are conducted to ensure aviation safety is not compromised due to alcohol consumption by pilots and cabin crews. During the period from January 1, 2020, to June 30, 2022, as per the provision of Civil Aviation Requirements (CAR), no license has been cancelled. However, a total of 210 pilots

and crew members have been suspended. According to a Parliament reply on Thursday, there is a systematic safety oversight process in place for monitoring the compliance of Rules and Civil Aviation Requirements by the airlines. “This is a continuing process and includes surveillance, spot checks and regulatory audits embodied in Annual Surveillance Plan (ASP) of DGCA. The findings of safety oversight exercises are followed up with the concerned operator for compliance and the

their cockpit and cabin-crew members are subjected to pre-flight alcohol tests on a daily basis. As per DGCA advisory, even 12 hours after drinking, when the blood alcohol level remained zero, there could be a decrease in performance. Alcohol present in body even in small quantities jeopardizes flight safety on several counts and is likely to adversely affect an aviator well into the hangover period, it stated.

Chargesheet against 30 in vandalism at Delhi Chief Minister’s house, High Court told

New Delhi (IANS): The Delhi Police on Thursday apprised the High Court that it has filed a chargesheet before a lower court against 30 people in connection with the incident of vandalism that took place outside the residence of Chief Minister Arvind Kejriwal during a protest on March 30. The police said this before a bench presided over by Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad on a Public Interest Litigation (PIL) by AAP MLA Saurabh Bhardwaj seeking to probe the incident. Advocate Sanjay Lao, on behalf of the Delhi Police, submitted the status report in a sealed cover. As an intensifying step of security, two gates would be put on both ends of the road leading to the Chief Minister’s residence, he said,

adding 60 per cent of work is complete and the rest will be completed in a few days. On May 30, the High Court directed Delhi Police to send a copy of its status report in relation to the probe of the incident. Considering the security aspect, the bench earlier said it is not inclined to share the report with the petitioner (Bhardwaj). “Since it concerns the arrangement at the residence of Chief Minister, in view of the aspect of his security, we are not inclined to share the same with the petitioner. However, a copy of the report be sent to the CM secretariat in a sealed cover,” the court stated. Prior to that, the police had apprised the Court that it had restricted protests at the Civil Lines Metro station, the area where Delhi Chief Minister Arvind Kejriwal’s residence is located, and security has been tightened

‘Centre discriminated against Punjab by keeping farmers out of MSP panel’ New Delhi (IANS): Bathinda MP Harsimrat Kaur Badal on Thursday said the NDA government had discriminated against Punjab by keeping its farmers, government and agricultural experts out of the committee on Minimum Support Price (MSP) and even changed the aim and intentions of the committee which would lead to further discontentment and strife. Speaking in the Lok Sabha, the Bathinda MP protested against the manner in which representatives of Punjab, including its farm and government representatives and agricultural experts, had been kept out of the committee even though Punjabis had been in the forefront of the farmers’ agitation, which had forced the government to withdraw the farm laws. Harsimrat Badal also questioned how the aim of the committee had been changed

Harsimrat Badal even though the Central government had given a written assurance while withdrawing the farm laws that a forthcoming committee would legalise farmers’ right to the MSP.

She also objected to the composition of the committee, saying the former Agricultural Secretary, who was the architect of the erstwhile black laws, had been made its Chairman and that a Member (Agriculture) of NITI Aayog who had resolutely defended the scrapped farm laws was also its member. She said besides this all the farmer representatives included in the committee were known supporters of the erstwhile black laws. She also highlighted how agricultural experts had been included from Jammu and Jabalpur and representation had been given to governments of Karnataka, Orissa, Andhra Pradesh and Sikkim, but Punjab had been ignored. “This has been done despite the fact that Punjab has served as the granary of the country and has made the maximum contri-

bution to the national food basket in the last seventy years.” Later while speaking to the media, Harsimrat Badal demanded the committee be reconstituted and expressed shock that Chief Minister Bhagwant Mann had not done anything to register Punjab’s strong protest at being left out of the committee. She said while AAP MPs from Punjab had earlier followed their high command’s dictate and held ‘dharnas’ in Parliament protesting against the delay in giving permission to its convener and Delhi Chief Minister Arvind Kejriwal to visit Singapore, Congress MPs from Punjab were now protesting against questioning of party President Sonia Gandhi by the Enforcement Directorate. “Both the AAP and Congress MPs have failed to protect the interests of Punjabis and voice their concerns in Parliament,” she added.

Punjab Chief Minister slams Centre for not giving state representation in MSP panel

Chandigarh (IANS): Punjab Chief Minister Bhagwant Mann on Wednesday slammed the Centre for not giving the state a representation in the committee formed on minimum support price (MSP). “I condemn that the Centre has not given representation to Punjab in the panel on MSP as was promised to farmers. Punjab’s farmers are already stuck in crop cycle and debt. MSP is our legal right. The Centre should ensure representation of Punjab in the MSP committee,” Mann said in

a tweet. A day earlier, the Samyukt Kisan Morcha (SKM), a body of farmers’ organisations that led the over one-year protest against three central farm laws, announced it had no plans to send three representatives to join the Central government’s 29-member panel to make MSP more “effective and transparent”. The Central government this week announced the formation of a committee to look into issues concerning agriculture,

Punjab Police constable sustains gunshot injury from own AK 47

Chandigarh (IANS): A Punjab Police constable suffered a gunshot injury from his AK 47 rifle at a private hotel in Chandigarh on Wednesday, local police said. It suspected accidental firing as the bullet pierced through his stomach and a wall. Constable Deepak Singh along with his colleague Ankit Khokhar was staying in Hotel Diamond Plaza. They are attached to the security of Gurdaspur-based property dealer Simranjit Singh, who was staying in a highend hotel here.

Deputy Superintendent of Police (DSP) Gurmukh Singh told the media that Ankit told the police that his colleague went to the bathroom in the morning along with his AK47 gun. Later he heard a gunshot. “It is not clear how the victim suffered the (bullet) injury. He was admitted to the PGI Hospital,” the DSP said. But he added, “At this stage we cannot rule out any foul play. We have seized the AK-47.” The police said that when the incident took place, Khokhar was in the room.

including the most-awaited one on MSP to make it more effective and transparent. “A committee to be constituted to promote zero-budget based farming, to change crop patterns and make MSP more effective and transparent. Committee to consist of representatives of Central government, state governments, farmers, agro-scientists and economists,” a notification issued by the Union Agriculture Ministry said. Punjabi lyricist Jaani injured in accident Chandigarh (IANS): Punjabi lyricist and music composer Jaani Johan was injured along with others when their SUV, which was believed to have been going at breakneck speed, lost control and collided with another vehicle in in Punjab’s Mohali. Police said it appears that the SUV jumped a red light and collided with a Ford Figo.

The collision was so powerful that the cars flipped thrice. However, the airbags

of both vehicles saved the lives of the occupants. The 33-year-old lyricist from Gidderbaha and two other occupants were taken to a private hospital in Mohali, while passengers of the other vehicle received minor injuries. Kanpur (IANS): The Special Investigation Team (SIT) probing the killings during the 1984 anti-Sikh riots, has arrested five more people accused of setting a building afire in which three persons were burnt to death. The arrested have been identified as Anil Kumar Pandey,61, Sriram

Anti-Sikh riots case: SIT arrests 5 more in Uttar Pradesh Baggad,65, Mustaqeem,70, Abdul Waheed,61, and Irshad Khan,60. All are residents of the Kidwai Nagar. Police officials said that the five had allegedly accompanied dozens of others to reach Nirala Nagar for setting the property of one Gurudyal Singh on fire in 1984.

Twelve families were residing at Gurudyal’s property as tenants, and during the attack, three people were burnt alive. A rioter, identified as Rajesh Gupta, was also shot dead during cross-firing, he added. With these fresh arrests from Nirala Nagar in Kidwai Nagar, the SIT

head, Deputy Inspector-General (DIG) of Police Balendu Bhushan Singh, said so far 27 people had been arrested in connection with the violence following the assassination of the then-Prime Minister Indira Gandhi. The DIG said that the SIT, constituted by the Uttar Pradesh gov-

ernment on May 27, 2019, on the orders of the Supreme Court, had been probing the anti-Sikh riots’ cases for the last three years. “We have been investigating 11 cases after identifying 96 prime suspects by exploring facts from witnesses settled in Delhi, Punjab and Rajasthan,” the DIG added.

PML-N government refuses to bow down to Imran Khan’s demand of early elections

Islamabad (IANS): After a landslide victory in the by-elections to 20 constituencies of Pakistan’s Punjab province and being in a commanding position to regain the provincial government through the upcoming elections of the Chief Minister, Pakistan Tehreeke-Insaf (PTI) chief Imran Khan has reiterated his demand for early general elections in the country, a demand rejected by the coalition ruling government under Prime Minister Shehbaz Sharif. The Pakistan Muslim League - Nawaz (PMLN) government, after detailed consultation with its coalition partners, has unanimously rejected Khan’s demand and decided that the general elections in the country would be held on their scheduled time, disposing off the political pressure being applied by Khan.

Imran Khan The decision was made during a joint meeting of the ruling parties and its coalition partners in Lahore. “The government has decided that it would

complete its tenure,” said a source with knowledge of the outcome of the meeting. It is pertinent to mention here that the election for Punjab Chief Minister is to be held on July 22, where, as per statistics, PTI and its partner parties are leading in terms of votes, and are in a strong position to have their Chief Minister elected. The majority was reached after PTI surprised everyone by its performance in the by-elections in which it secured at least 15 out of 20 seats. Khan, after getting majority in Punjab, seems to be in a powerful position in terms of forcing a general election in the country. Khan’s party currently has governments in Khyber Pukkhtunkhwa province, Gilgit Baltistan and Kashmir. And after securing the win

in Punjab, Khan will be poised to opt for the option of dissolving all the assemblies and forcing the Shehbaz Sharif government to leave office, bring in a caretaker setup for 90 days and have a general election in the country. The ruling government, on the other hand, is having secret meetings with partners of the PTI in Punjab and is working towards ensuring that the PTI doesn’t succeed in electing its Chief Minister. The government’s decision to continue ruling is bound to attract more political chaos in the coming days as Khan’s popular narrative has made a strong impression on the masses, who are not ready to accept what he calls an imported government brought into power through a US-led foreign conspiracy.

Sri Lanka President vows to crackdown on protesters

Colombo (IANS): Ranil Wickremesinghe, who was sworn in as Sri Lanka’s eighth President before the Parliament on Thursday, vowed to crackdown on protesters who took over President’s House and Prime Minister’s Office. Wickremesinghe, who was elected with 134 votes in the Parliament on Wednesday, said that “forcibly occupying the President’s Office and the Prime Minister’s Office under the guise of engaging in the people’s struggle was illegal.” He vowed that legal action would be initiated against those who occupied the President and PM’s offices by force. Wickremesinghe informed party leaders that he intends to prorogue Parliament for 24 hours for a “fresh ceremonial start”.

Ranil Wickremesinghe The protesters, who occupied the entrance to the President’s Office for more than three

months and later took over President’s Office with a violent clash on July 9 and Prime Minister’s office on July 13, had launched a fresh protest against Wickremesinghe claiming they would not accept his Presidency. The protesters see Wickremesinghe as an ally of ousted President Gotabaya Rajapaksa and charged that many MPs were bought over to vote for him. As soon as Wickremesinghe was elected, police obtained a court order to remove the tents of the protesters in the Galle Face Green. Hours after Wickremesinghe was elected, protesters who gathered to the entrance of President’s Secretariat closer to the main protest site, announced that the protest

would continue until Wickremesinghe is ousted. Sri Lankan people, suffering with a massive economic crisis with no fuel, food and medicine, took to the streets on March 31 and continued street fights until former Prime Minister Mahinda Rajapaksa and his cabinet resigned on May 9. On July 9, President Gotabaya Rajapaksa announced his exit. On May 13, then-President Gotabaya Rajapaksa had appointed Wickremesinghe as the Prime Minister of the country after the then-Prime Minister Mahinda Rajapaksa resigned. After Gotabaya Rajapaksa fled the country, Wickremesinghe was appointed the acting President of the country.

BC Government to Implement Homebuyer Protection Period in January 2023

The BC Government has created regulations that will enable a mandatory three-day Homebuyer Protection Period (HPP), previously called a “cooling off period,” on January 1, 2023. While BCREA supports enhanced consumer protection measures for real estate consumers, we are extremely disappointed by this announcement. We anticipate that the HPP will not be an effective measure, especially as market conditions are changing and becoming more balanced. BCREA offered more than thirty alternative recommendations in our paper published in our white paper, “A Better Way Home.” Many of these recommendations aligned with the BC Financial Services Authority’s report, “Enhancing Consumer Protection in BC’s Real Estate Market,” which was published in May. So far, the Ministry of Finance has ignored these recommendations, only choosing to move forwards with their Homebuyer Protection Period, which was announced before any consultation took place. The decision to implement an HPP undermines the independence and expertise of BCFSA and is concerning to Realtors and British Columbians. For consumers to truly be protected in a real estate transaction in BC, the government needs to empower BCFSA to conduct its own research on policies’ effectiveness, otherwise, there will continue to be a lack of positive changes to BC’s housing market. While there remain many unanswered questions, here are the details of the HPP upon the

Narrow exemptions include: - sales subject to a 21 of the Real Estate Development Marketing Act - sales of residential real property located on leased land - sales of leasehold interest in residential real estate - sales at auction - sales under a court order or supervision of a court Defining residential real estate The policy will apply to the following types of structures: - detached homes, - semi-detached homes, - townhouses, - apartments in a duplex or other multi-unit dwelling, - residential strata lots, manufactured homes that are affixed to land,

Fainting frightens, but is usually benign

it coming in the moments before it happens. But if you detect a person turning pale and their eyes glazing over, or if you notice someone’s speech slowing down or difficulty in collecting their thoughts, get to their side and sit them down safely. Lower their head and raise their feet to restore blood flow. If recovery is slow, get medical help.

PEOPLE have been swooning for joy since at least the 13th Century when the earliest recorded use of the word can be found. By the 20th Century, losing consciousness for love and rapture was a necessary attribute of a Southern belle. Even today, swooning has a positive connotation, defined as, “a few steps beyond being happy, but not so over the top that you scare children.” But change the language describing the same loss of consciousness and “blacking out like a light” is not so glamourous. Parents fainting with a thud on the floor most certainly gives the kids a fright. But how dangerous is fainting? And how common a problem is it? There have been some famous faints. Most recently, the 74-year-old America guitarist, Carlos Santana, passed out temporarily on stage in Michigan. Hillary Clinton had an episode during her Presidential campaign in 2016. In presidential circles, POTUS14, Franklin Pierce, was known as “Fainting Frank”. Both Bush Sr. and Jr. had unglamorous occasions. And Obama and Trump interrupted speeches to help nearby fainters. Fainting, otherwise known medically as syncope, is defined as a loss of consciousness followed by spontaneous recovery. It’s caused by a decreased flow of blood to the brain. People may feel nauseous or dizzy. Being in the hot sun or not being hydrated are risk factors. Doing something as simple as standing up can cause a faint. Blood pressure drops, reducing circulation to the brain. For the elderly, it becomes harder for their bodies to regulate blood pressure when moving from a lying or sitting position to standing. Among even the young and healthy, fainting might be caused by hunger, anxiety, emotional swings, or alcohol and drug use. According to various estimates, about 20-30% of the population has fainted at some point in life. In most cases, getting some rest is the easy prescription. But as with most things medical, prevention is the most prudent course. While the short loss of consciousness itself may not cause harm, seniors are prone to bad injuries when they fall from a faint. It can be disastrous if a faint occurs while driving. To understand whether a fainting episode is a one-time event from a missed cue to slow down or a more serious problem involving heart trouble, doctors need to evaluate the patient. An important clue is the speed of recovery. If recovery is not swift, it’s essential to get quick medical care. Doctors will want a full patient history. An important set of considerations will be the list of medications. People taking beta-blockers and ACE inhibitors which lower blood pressure may be more susceptible to trouble on hot days or when exerting themselves. Antihistamines are powerful allergy medications, but they can also be a factor in fainting episodes. These drugs interact with the nervous system and therefore have many side effects. A change in dose should always be discussed with a doctor, and people who self-medicate by boosting their dosage are playing games with their health. Other considerations will be recent bouts with ill health, including COVID, pneumonia, or any other common respiratory infection. Getting back to good health is job number one before pushing the pace at work or in leisure. It’s not easy to predict a faint or even to see
