Surrey Mayor and Surrey RCMP endangering lives of citizens even as Farnworth writes another warning letter

THE law and order situation in Surrey is getting increasingly dire and dangerous as Surrey Mayor Brenda Locke and Surrey RCMP are defying Public Safety Minister and Solicitor General Mike Farnworth in a desperate move to retain the RCMP.

The VOICE in fact started adding the following to all crime stories from Surrey from June 9 to make the citizens aware of this situation:

“NOTE: Deployed Surrey Police Service (SPS) officers currently comprise over 25% of the Surrey RCMP’s total detachment strength, and 50% of its frontline officers. SPS already has 46% of the police officers currently required to police Surrey. More SPS officers are ready to be deployed but have been prevented from doing so because of politics by Surrey Mayor Brenda Locke and the Surrey RCMP without regard for safety of Surrey residents.”

Now Farnworth has issued yet another letter of warning to Locke and all Surrey Councillors warning of “a policing crisis which puts into question safe and effective policing in the City of Surrey” as Locke is refusing to be open about her plan to retain the RCMP.

He warns in his letter dated June 13: “It is troubling from a public safety perspective that

He also points out bluntly: “As Minister of Public Safety, it is my responsibility to ensure that an adequate and effective level of policing and law enforcement is maintained in Surrey, the region, and across the province”

Dear Mayor Brenda Locke and City Councillors:

I write in follow-up to my letter dated June 1, 2023, regarding the

City of Surrey’s police model transition. I appreciate that all members of Council have now signed and returned the confidentiality agreement to the Province and have received the minimally redacted Director of Police Services’ Report on the City of Surrey’s Police Model Transition and Decision to Retain the RCMP.

As I mentioned in my letter on June 1, 2023, there has been significant work undertaken by Ministry officials and City staff to establish an agreed upon process of information sharing. This information sharing is critical to ensure that the Corporate Report drafted by City staff for Council’s consideration adequately addresses the mandatory

conditions, requirements, financial implications including, full costing, and other relevant implications for each police model to ensure safe and effective policing in Surrey.

Ministry officials were informed that City staff have received direction to not provide a copy of the Corporate Report in advance of Council’s further direction on this matter.

It is troubling from a public safety perspective that Ministry officials are prevented an opportunity to provide advice regarding the suitability of the proposed plan to meet the mandatory and non-negotiable conditions. It is also contrary to the

EVERYONE deserves to feel welcome and safe everywhere in B.C., and to have equal access to public services. But we know that this is not always the case for Black, Indigenous and People of Colour. That’s why our government is taking action to address racism at every level – and we need your help.

To help more people learn about the unique cultures that make up our province, we’re investing more than $48.5 million in Canada’s first Chinese Canadian Museum, and establishing B.C.’s first Filipino Cultural Centre and a first-of-its kind South Asian Museum.

We know there is more work to do, and this just the beginning for our plan to dismantle racism and address discrimination in B.C.

Man found guilty of sexual assault in 2022 Lynn Valley trail incident

NORTH Vancouver RCMP announced on Wednesday that Jairus-Paul Covacha Sacramento of Mission was on June 9 found guilty on one count of sexual assault following a North Vancouver Provincial Court trial in connection to the Lynn Valley trail incident of February 13, 2022. He will be sentenced at a later date.

Following a March 12, 2022 RCMP press release on the incident, a tip from a member of the public led to Sacramento’s arrest in Abbotsford.

“This was a traumatizing incident for the victim, and impacted the community’s sense of safety” said Constable Mansoor Sahak, Media Relations Officer. “We are grateful to the public for helping bring this

case to a resolution, and reaffirm our commitment to keep this community safe from those who seek to victimize others.”

In this instance, Council could end up considering the Corporate Report and a plan that may not meet the mandatory conditions and obligations placed on the City for either police model. It is important that any plan by the City has agreement from trusted experts and career public servants in my Ministry.

I am concerned that should Council vote on a plan that does not adequately address the mandatory and binding conditions on the transition, this already precarious situation could become further destabilized in an expedited timeline. This could create a policing crisis which puts into question safe and effective policing in the City of Surrey.

The mandatory and binding conditions and associated reporting requirements are in place to ensure adequate and effective policing. In order for Council to make the most informed decision, it is imperative that the report prepared for Council consideration meets all associated requirements on timelines, costs and implications for each condition.

As Minister of Public Safety, it is my responsibility to ensure that an adequate and effective level of policing and law enforcement is maintained in Surrey, the region, and across the province. It is my expectation that City staff be permitted to work with Ministry officials in ensuring that this responsibility is met and in meeting your own obligations to provide policing outlined in the Police Act.

To this end, please confirm in writing that City staff will be permitted to maintain information sharing with Ministry officials and that an advance copy of the Corporate Report will be provided to Ministry officials in advance of its submission to Council.

Surrey Police Union calls for Councillor Stutt to recuse himself from biased vote in favour of RCMP

THE Surrey Police Union on Tuesday demanded that Surrey Councillor Rob Stutt “voluntarily recuse himself from any upcoming votes about policing in Surrey.”

SPU President Rick Stewart pointed out: “Stutt ran on a promise of ethics and integrity at city hall during the municipal election,” and added: “Now is the time to show that leadership.”

The SPU said that it had submitted a formal request to the City of Surrey Ethics Commissioner to disqualify Stutt from voting in the upcoming decision on policing in Surrey. Stutt is also the Chairman of the Public Safety Committee and a former RCMP member.

The union said in a statement: “Stutt is under investigation because he

failed to demonstrate transparency and an obvious conflict, as the RCMP employs his son and daughter in Surrey. The ethics commissioner’s office is finalizing a decision, but it

may be too late once the verdict is complete. The original request to the ethics commissioner was submitted in February, and another vote on policing may come as early as next week.”

The union noted: “Look no further than a similar case in Hamilton, Ontario. A city councillor was docked pay due to a conflict of interest as her son is a staff sergeant with the Hamilton Police Service. The councillor wrongfully voted for the police budget despite knowing her vote should have been disqualified. Closer to home, a Vancouver city councillor opts out of voting on policing matters because her husband is a member of the Vancouver Police Department.”

It asserted: “Surrey residents deserve a fair and transparent decision now.”

India warns of 145 fake websites offering Indian e-visa

announced on Monday that they have come to know of about 145 fake/fraudulent websites (URLs) offering an Indian e-visa. (For a link to the list, please visit our website voiceonline.com.)

They said that the e-visa facility to visit India is available on the Government of India’s website: www. indianvisaonline.gov.in.

This is the only authorized website for applying for e-visa for India and applicants are requested not to apply on any other website for e-visa services.

One Indian embassy in Europe says the following fake websites are located outside India and are outside the judicial purview of the Government of India:

In order to mislead applicants, some of these websites have created images and home page templates mimicking the Government of India’s websites for e-visa application.

International students who are genuine victims of fraud will not be deported; others will be: Immigration Minister

SEAN Fraser, Minister of Immigration, Refugees and Citizenship (IRCC), on Wednesday made it clear that international students who are not found to be involved in fraud will not face deportation.

He said that he had already struck a taskforce that will work closely with the Canada Border Services Agency (CBSA) to identify the victims.

Fraser added that preliminary Temporary Resident Permits will be issued if they are required to prevent an imminent deportation for anyone under review.

However, the minister also noted that other foreign nationals had no intent of pursuing higher education and some of them had even been involved in organized crime.

Last Monday, Fraser in response to a query by NDP’s Critic for Immigration, Refugees and Citizenship, Jenny Kwan, had reiterated in Parliament that the 700 Indian students, mainly from the state of Punjab, “will have an opportunity to remain in Canada.”

Kwan, who has taken up the students’ case in a very forceful way, said in Parliament: “International students who have been defrauded by crooked consultants should not be punished with deportation and inadmissibility based on misrepresentation. They have invested everything they have for a better future. They work hard, they study hard and under very difficult conditions. They are under enormous strain and their lives are in limbo. The Liberals can eliminate this uncertainty by allowing them to stay in Canada and build the lives of their dreams.”

Conservative Leader Pierre Poilievre had also demanded in Parliament a halt to the deportation of Punjabi international students, pointing out: “They came here, they followed the law, they studied. Many of them completed their programs,

and it was the incompetent Liberal government that had accepted the letters in the first place.”

Here is Fraser’s statement:

“There have been recent reports of international students and graduates facing removal from Canada, after letters of acceptance submitted as part of their study permit application were determined to be fraudulent.

“Many of these international students sincerely came to Canada to pursue their studies at some of our world-class institutions and were duped by bad actors who claimed to be helping them in their immigration application process. Other foreign nationals had no intent of pursuing higher education, and used fraudulent acceptance letters to take advantage of Canada’s immigration system. Within this cohort of individuals, some have been involved in organized crime.

“I understand that this situation is distressing for those affected by unscrupulous actors, and I want to assure them that their well-being is of paramount importance. As a result, I have already struck a taskforce of my officials and have asked them to work closely with the Canada Border Services Agency (CBSA) to identify the victims of fraud; that is, those students who came to study here in Canada and did exactly that.

“I want to make it clear that international students who are not found to be involved in fraud will not face deportation. The Immigration Refugee Protection Act offers me discretionary authority which I believe should be exercised in the present context. Therefore, if the facts of an individual case are clear that an international student came to Canada with a genuine intent to study, and without knowledge of the use of fraudulent documentation, I have provided instructions for officers

to issue a Temporary Resident Permit to that individual.

“This will ensure that these wellintentioned students and graduates can remain in Canada, and ensure that they are not subject to the fiveyear ban from re-entering Canada that normally follows in cases of misrepresentation. While this process runs its course, preliminary Temporary Resident Permits will be issued if they are required in order to prevent an imminent deportation for anyone under review.

“Further to my instructions to officials, Immigration, Refugees, and Citizenship Canada (IRCC) has been working even closer with Designated Learning Institutions (DLIs), provinces and territories, and organizations representing Canada’s colleges and universities to better detect and combat fraud, and uphold the integrity of our immigration programs. We are taking every opportunity to crack down on dishonest and fraudulent consultants who seek to abuse Canada’s immigration system and take advantage of those seeking to visit, work, study or settle here in Canada.

“The Government of Canada’s focus is on identifying those who are responsible for the fraudulent activity and not on penalizing those who may have been affected by fraud.

“We recognize the immense contributions that international students make to our country, and we are committed to providing a path to Canada that is honest and transparent. All applicants must continue to ensure that, before applying for a study permit, they do their research, have an acceptance letter from a DLI, and refer to the official website to get information about our programs. A nervous Surrey Mayor, Brenda Locke, on Friday told the media that City Council on Thursday voted to stop the transition to the Surrey Police Service. But she would not disclose the exact vote.

However, Public Safety Minister and Solicitor General Mike Farnworth, who has the final say on the matter, has already indicated that the transition will continue as the RCMP doesn’t have the manpower to guarantee security across the province.

She added: “These students can count on me and the NDP to continue to advocate for them.”

Her media relations person tried to curtail the press conference after just a few minutes, but an aggressive reporter pointed out that reporters had spent so many hours on Thursday for a statement that never came and had come again to Surrey now. Locke reluctantly agreed to take a few more questions, until her media relations person ended the press conference a few minutes later.

Locke claimed councillors had reviewed the provincial report on the transition and taken an in-

HoWever, Surrey First Councillor Linda Annis said Thursday’s behind-closed-doors Council decision to keep the RCMP, and reverse the police transition, is “an insult to the people of Surrey.”

“It muzzled councillors and any open opposition,” Annis said, “It makes the decision a personal faceoff between the mayor and the Province of British Columbia.”

“The in-camera meeting meant there was absolutely no transparency around this incredibly important issue,” she noted. “Councillors were only told late Wednesday about the in-camera meeting, when we were

handed a 400-page city staff report and given only hours to read it. No transparency, no community involvement, no agreement between the city and the province on the facts. It was followed by yesterday’s rushed in-camera meeting that muzzled all of us who were there.

“We know the province wanted to make sure the facts in the report were accurate, and that had no opportunity to happen. When it comes to policing and the police transition, we did it all wrong, and our taxpayers are on the hook to pay the bill with nothing to show for it.”

Annis also notes the in-camera meeting means councillors cannot

talk about any of the details, or even say how they voted.

“Once again, the people of Surrey have been sidelined. It reinforces how divisive and messed up this issue has become,” added Annis. “It’s discouraging that city hall did not collaborate with the Province to ensure we had accurate numbers, and the truth. We should have been working with the province’s policing experts to make sure we all agreed on an accurate set of facts. That did not happen, and not sharing the city report with the province, or giving councillors adequate time to review it ahead of time, is simply irresponsible. It smacks of the mayor daring the solicitor general to step in. Frankly, it’s unprofessional and certainly doesn’t put the people of our city first.”

Annis said she campaigned on having a policing referendum and questioned the fact that the City, Province, RCMP and Surrey Police Service all had their “own numbers” around police transition. She added the whole issue reflects badly on city hall.

Annis said: “Our city and its residents deserve better, starting with sharing the facts, the real ones. Our residents deserve a city council that puts them first, and that certainly didn’t happen today.”

He added: “Once staff have been

able to review the city’s report, I will be able to determine if the plan achieves this objective.”

Farnworth said: “As Solicitor General, I am required to ensure effective and adequate policing in Surrey and across B.C. When people call the police, they need to be confident that help will arrive.”

He noted: “The City of Surrey has

offered their corporate report under a non-disclosure agreement. We will review all information provided by the city quickly to ensure that the people of Surrey remain safe.

“We continue to require a comprehensive plan from the city to meet the requirements I laid out as necessary. In the absence of such a plan, this could quickly destabilize

an already precarious situation in Surrey and significantly decrease police presence in other areas of the province.

“I want to assure the people of Surrey, and all British Columbians, that I will fulfil my duty to keep our communities safe. People in Surrey want to be safe and they want this to be over.”

Trajectory of India-U.S. partnership

U.S. Secretary of State Antony J. Blinken on Monday at the U.S.-India Business Council’s India Ideas Summit asserted that the trajectory of the India-U.S. partnership is filled with promise.

Blinken said: “Last year, as you all know, trade between our nations reached a record $191 billion, making the United States the largest trading partner for India. American companies have now invested at least $54 billion in India, from manufacturing to telecommunications. In the United States, Indian companies have invested over $40 billion in IT, in pharmaceuticals, and more, supporting 425,000 jobs from California to Georgia. Just this February, Air India announced the historic purchase of more than 200 Boeing aircraft, which will support an estimated 1 million-plus jobs across 44 of the United States.”

He added: “Both the U.S. and India are making transformative investments in our own countries to build our own strength – [U.S.]

President [Joe] Biden’s $1.2 trillion Bipartisan Infrastructure Law, followed after that by the CHIPS Act, and as well the Inflation Reduction Act; [Indian] Prime Minister [Narendra] Modi’s 100 trillion rupee infrastructure plan. All of this will make our economies more productive and more attractive for investors. And India has joined three pillars of our new Indo-Pacific Economic Framework – committing to build more resilient supply chains, to seize clean energy opportunities, and to combat corruption and other challenges that undermine the efforts of our governments.”

Blinken pointed out: “Together, we’re helping to shape the innovations of the future, but not just the innovations themselves, also – and this is so critical – the norms, the standards, and rules that govern them, from artificial intelligence to quantum computing. In January, this council co-hosted a roundtable where our two governments inaugurated a new initiative on Critical and Emerging Technologies. We’re elevating and expanding the strategic technology partnership between governments, but also between businesses, between academic institutions in both our countries – because we believe how technology is designed, how it is used should be informed by democratic values and respect for human rights.”

He added: “Central to all of this cooperation is diversifying and deepening our supply chains with trusted countries, while also reducing strategic dependencies. My friend and colleague Secretary of Commerce [Gina] Raimondo and her counterpart [Indian] Minister [of Commerce and Industry Piyush] Goyal recently established a partnership to make our semiconductor supply chains more resilient. In Tamil Nadu, the U.S. International Development Finance Corporation…provided $500 million to help a leading American company build a solar manufacturing facility. This project will power roughly 30 million lightbulbs in homes, in schools, in businesses across India; it will create over a thousand jobs for Indians and Americans; and maybe most significantly, it will shift a key component of our clean energy supply chains to a close partner. That’s what we mean when we say we are building more resilient, more diversified supply chains.”

Regarding investing in people, Blinken said: “The U.S. and India’s education systems have produced the leaders of some of our most iconic companies – from Google to InfoSys to – not to mention former Mastercard CEO Ajay Banga, who is now of course the new president of the World Bank and onetime president of the USIBC. Indian Americans have created a third – a third – of all immigrant-founded startups in the United States. Think about that for a minute. That is extraordinarily powerful.”

He added: “And maybe most significant for the future – for the future of ties between our countries – we have more than 200,000 Indians studying in American universities, making India the second-largest source of international students in the United States, and we want to continue encouraging that remarkable dynamism. This is how you build the bridges of the future.

“At Howard University last year, when [Indian] Foreign Minister [Subrahmanyam] Jaishankar was visiting, the two of us went there together and we announced an Education and Skills Development Working Group to try to address skills gaps, to promote vocational training, to spur entrepreneurship in our countries. Whether it’s investing and inventing new technologies, whether it’s combating the climate crisis, whether it’s helping to build more inclusive economies, I have tremendous confidence that the rising generation of Indians, the rising generation of Americans will take the relationship between us to new heights. And in doing that they will not only benefit our countries, they will benefit the entire world.”

Blinken said: “Now, we know that India and the United States are big, complicated countries. We certainly have work to do to advance transparency, to promote market access, to strengthen our democracies, to unleash the full potential of our people.”

He added: “But the trajectory of this partnership is unmistakable, and it is filled with promise. It’s being written in places like North Carolina, where our growing engagement is

benefiting both our countries. The Tar Heel State has become a hub for Indian investment, with tech companies like HCL creating 2,400 jobs, training American high schoolers for IT careers. Meanwhile, Charlotte-based Honeywell is employing 13,000 people from Kolkata to Mumbai, making safer airplanes, making energy-efficient buildings. Duke University has established a presence in Bangalore, strengthening academic and research exchanges between our people. Commenting on this explosion of U.S.-India commercial activity, one North Carolina entrepreneur from Gujarat observed, and I quote, “This could not have happened 15 years ago.””

Blinken said: “I talked about that we couldn’t imagine this 15 years ago. What I’m now trying to imagine and what I know you’re all working on – not only imagining but bringing to life – is what this is going to look like 15 years from now or 50 years from now, and all the benefits that it will bring to Indians and Americans alike.”

Vancouver Police Constable Jarrod Sidhu apologizes to Black man in assault case

CONSTABLE Jarrod Sidhu, 30, the Vancouver Police officer who was convicted of assault with a weapon last February in Vancouver Provincial Court in connection with the February 2018 arrest of a Black man, Jamal Moore-Williams, on Granville Street in the downtown area of Vancouver, apologized in court to his victim on Wednesday.

Sidhu used his Taser three times on MooreWilliams, then 22, a former University of B.C. football player, while there were five other police officers. Moore-Williams had been stopped by police for jaywalking in front of a police cruiser.

The incident was captured on cellphone video.

Judge Emmet Duncan told the court last February that he did not believe that MooreWilliams posed a risk of imminent bodily harm to anyone and added that he did not accept that the Taser was proportionate or necessary.

Sidhu said: “I stand before you today humbled, embarrassed, and ashamed. I cannot find adequate words to express the profound regret I feel for the pain and suffering I have caused.”

He added: “I have witnessed the range of emotions you have experienced — anger, fear, disgust, and disappointment. It pains me deeply to witness the erosion of trust in law enforcement my actions have caused you.”

Sidhu said: “You deserve more than just words; you deserve to feel safe and secure when dealing with the police, and I am truly sorry that my actions have shattered that trust.”

Moore-Williams was not in court. He has always maintained that he was treated the way he was because he was Black and filed a civil suit and a human rights complaint against the Vancouver Police Department.

Moore-Williams wrote in a victim impact statement delivered to the court that he finds it difficult to go out in public because people recognize him. He said that he doesn’t trust the police.

Sidhu, who had been working as a patrol officer until last February when he was found guilty, was transferred to the operations

TransLink bringing back bike bus for summer service

TRANSLINK on Monday announced the return of bike bus with extended summer service hours as part of its upcoming summer service changes, which provide seasonal increases on 11 bus routes.

Bike bus service will provide extra capacity for bicycles between Bridgeport Station and the Tsawwassen Ferry Terminal.

Bike bus summer service details:

* June 30 to September 4

* In service Fridays, weekends, and holidays from 8 a.m. to 11 p.m.

* Operating between Bridgeport Station and Tsawwassen Ferry Terminal

* Hourly departures to align with ferry sailings

“We’re excited to bring back Bike Bus, which will enable our cycling customers to make better connections to popular destinations around the region this summer,” said TransLink CEO Kevin Quinn. “We listened to feedback from our customers and I’m pleased we’ve been able to extend Bike Bus service by three hours to

better align with sailings at the Tsawwassen Ferry Terminal.”

This summer, seasonal increases are being made on 11 bus routes to outdoor destinations around the region – including Stanley Park, White Pine Beach, and White Rock – to meet customer demand.

Some of the seasonal increases include:

The defence has asked for a conditional discharge, a lighter sentence would mean that Sidhu won’t have a criminal record. The judge reserved sentencing.

City of Surrey launches Focus Newton

THE City of Surrey announced on Tuesday that it has launched Focus Newton, a project to engage, beautify and enhance spaces across Newton.

The City wants to hear from residents, local businesses, and community groups to create an action plan to celebrate the community and enhance shared amenities, for example, in parks, at plazas, and along streets.

“Newton is a vibrant, diverse, and growing community, and with Focus Newton we are taking the necessary steps to beautify and enhance its livability,” said Surrey Mayor Brenda Locke. “With the participation of our residents, businesses, and community groups, we can create a plan that reflects the aspirations of our community. I encourage everyone to get involved in this exciting initiative, share your ideas and help shape the future of Newton.”

Throughout June and July there are multiple ways to provide input. The first open house will be held on June 22 from 5 to 8 p.m. at the Newton Recreation Centre. This in-person engagement provides an opportunity to learn about the Focus Newton project, ask questions, and share ideas for enhancing Newton.

An online survey is open until July 30 to gather input from the community.

Arrest made in 2022 stabbing of 18-year-old Mahekpreet Sethi in Surrey

THE Integrated Homicide Investigation Team (IHIT) announced on Thursday that a man has been arrested in relation to last year’s stabbing of 18-year-old Mahekpreet Sethi of Surrey outside of Tamanawis Secondary School, located in the 12600-block of 66 Avenue in Surrey.

On November 22, 2022, at approximately 12:08 p.m., the Surrey RCMP responded to the stabbing and located Sethi, suffering lifethreatening injuries. Despite the best efforts of responding officers, the victim succumbed to his injuries shortly thereafter.

A 17-year-old who was identified as a suspect by witnesses was located and taken into custody. IHIT took conduct of the investigation and continued to work closely in partnership with the Surrey RCMP, the RCMP Forensic Identification Service and the BC Coroners Service.

At the time, Tamanawis Secondary School’s Acting Principal Ian McGennis in a letter to parents and guardians of the students said the incident occurred during lunch, adding: “The incident involved an altercation that resulted in one individual sustaining serious injury. This individual is not a member of our school community.”

IHIT had said at that time that it was believed that the suspect and the victim were known to each other and that this was an isolated incident that was not believed to be associated to the Lower Mainland Gang Conflict.

On June 14, 2023, as a result of advancements

in the ongoing investigation, IHIT arrested a suspect in relation to the murder.

“There are still witnesses out there that have yet to come forward. Now is the time to do the right thing,” said IHIT Sgt. Timothy Pierotti. “If you or one of your loved ones have information about this tragedy, and you have yet to speak to the police, contact IHIT or the Surrey RCMP immediately.”

Shooting on Crescent Road in Surrey

SURREY RCMP are on scene investigating following a report of shots fired on Crescent Road in the early morning hours of Tuesday.

ON Tuesday, June 13 at approximately 3:08 a.m., Surrey RCMP received a report of shots heard in the 13000-block of Crescent Road. Police attended and located evidence of shots fired on the roadway.

No injuries or damage to any surrounding properties were reported.

The Surrey RCMP General Investigation Unit has conduct of the investigation. Crescent Road was closed in both directions between 130 Street and 132 Street while the scene was processed.

Anyone with any information, dash camera footage from the area or residential CCTV footage is asked to contact Surrey RCMP at 604-599-0502.

Former teacher of North Vancouver’s St. Thomas Aquinas Regional Secondary charged with sexual assault

A former teacher of St. Thomas Aquinas Regional Secondary School has been arrested for allegations of sexual assault against a student, North Vancouver RCMP announced on Monday.

On May 2, Anthony Vesco was formally charged with sexual exploitation and sexual assault and a Canada-wide warrant was issued. He was arrested on June 6 in Windsor, Ontario, and released on bail.

It is alleged that during his tenure as a teacher at St. Thomas Aquinas Regional Secondary School, Vesco sexually assaulted a student while he was teaching at the school from 2017 to 2019.

Police said they are aware that there has been communication through social media between some individuals who may have been impacted or had knowledge of the incident. Investigators are asking those people to speak with police.

“Our priorities right now are to speak with

those who have not yet come forward, to gather all available evidence, and to support the victim as we undergo this process,” said Constbale Mansoor Sahak, spokesperson for North Vancouver RCMP.

Investigators believe there may be additional witnesses with information about these incidents, and if so, are asking them to contact police by calling (604) 985-1311 and quoting file #22-1350.

“We know that this will be upsetting news for members of the community” said Sahak.

North Vancouver RCMP’s Crisis Intervention Unit provides support to victims and witnesses of crime and other significant traumatic events, and can be reached 24/7 at 604-969-7540.

ON June 8 at approximately 7:30 p.m., a Delta Police officer observed suspects stealing a catalytic converter. The suspect vehicle was pulled over and three suspects were arrested.

A search of the suspect vehicle turned up four stolen catalytic converters, a variety of battery-powered saws, saw blades and other tools, including a jack and jack stands, used to commit catalytic converter thefts.

Two of the three suspects were found to be breaching undertaking conditions from prior criminal offences currently before the courts.

A 32-year-old man from Edmonton, Alberta, has been released on an undertaking. Recommended charges include one count of theft under $5,000, one count of possession of stolen property, and one count of failing to comply with an undertaking.

A 31-year-old woman from Edmonton, Alberta, has been released on an undertaking. Recommended charges include two counts of theft under $5,000, possession of stolen property, and one count of failing to comply with an undertaking.

A third suspect, a 30-year-old man from Surrey, was arrested and released on an undertaking with a charge recommendation

of one count of theft under $5,000 and one count of possession of stolen property.

Police said that identities of the accused will not be released until charge approval has been completed by BC Prosecution Services.

The vehicle used during the theft, the tools, and the stolen property have been seized.

Delta Police said that year to date, it has received a total of 144 reports of catalytic converter theft. Catalytic converters are stolen because they contain small quantities of precious metals that have a high monetary value when recycled or reclaimed.

Surrey RCMP: Wanted man Joseph Gregory arrested

SURREY RCMP announced on June 9 that wanted man Joseph Gregory had been arrested for his outstanding warrant.

Gregory is one of two males that removed their ankle monitors and left their court mandated residence

in Surrey on May 26.

The other wanted man, Terry McDonald, was arrested on June 7.

On June 9 at approximately 1 p.m., Surrey RCMP Serious Crime officers arrested Gregory in the Newton area of Surrey.

Two youth charged in connection to Columbia SkyTrain Station stabbing

BURNABY RCMP are seeking dash cam footage and additional witnesses after a single-vehicle collision involving a pickup truck at a construction site.

On Monday, June 12 at approximately 9:10 a.m., Burnaby RCMP frontline officers were called to a construction site on Beta Avenue near Dawson Street for reports of a collision involving a southbound pickup truck.

Witnesses indicated a white Toyota Tacoma had crashed into a concrete block, which caused the block to strike another vehicle legally parked at the location. The pick-up truck then reversed and collided with a wooden pallet holding construction materials. The 40-year-old male driver was

unconscious when first responders arrived. He was transported to hospital with nonlife-threatening injuries. Nobody else was hurt.

Burnaby RCMP’s Traffic Services has assumed conduct of the investigation.

“Investigators are currently looking into all factors of the collision, including the possibility of driver impairment,” said Cpl. Mike Kalanj. “It is fortunate nobody else was injured in this incident.”

Any witnesses who either saw the crash or have dashcam video of the incident or the truck in the area before the collision are asked to call Burnaby RCMP at 604-646-9999 and quote file number 23-19787.

Vehicle rolls over into water-filled ditch in Abbotsford

ON Friday, June 9 at 8:43 p.m., Abbotsford Police patrol officers responded to the 2800-block of Gladys Avenue for a report of a vehicle that had rolled over into a water-filled ditch.

Members of Abbotsford Police Department, Abbotsford Fire Rescue Service and BC Ambulance Service successfully extricated the single occupant of the vehicle, a 59-year-old male. He was transported to hospital with lifethreatening injuries.

Constable Art Stele said that at this point, the factors that lead to the event’s cause

are unknown. Abbortsford Police and members of the Integrated Collision Analysis and Reconstruction Service (ICARS) are investigating. There is a road closure in the area.

Investigators are seeking witnesses and dashcam footage from those who may have been driving northbound on Gladys Avenue, just before the intersection of Sumas Way and Highway 11, between 8 p.m. and 9 p.m. If you can assist, you are requested to call the Abbotsford Police Department at 604-859-5225.

ON the evening of April 10, New Westminster Police and Metro Vancouver Transit Police responded to a stabbing at Columbia SkyTrain Station. A man was stabbed and a woman was assaulted by a group of youths not known to them.

Major Crime Unit led the investigation with ongoing assistance from the Metro Vancouver Transit Police, NWPD Forensic Identification Unit, and NWPD Street Crime Unit. The teams collected evidence and canvassed for CCTV footage, and eventually identified suspects.

After several months of investigation, two suspects, ages 16 and 17, were arrested and

charges were approved relating to aggravated assault, assault with a weapon and robbery. The names of the youth cannot be released as per the Youth Criminal Justice Act.

“This was a senseless and violent incident that left a man with significant injuries,” said Sgt. Andrew Leaver. “It’s concerning to see the ages of these suspects and we’re hopeful they realize the severity of their actions and make better decisions in the future. We’d like to thank Metro Vancouver Transit Police for their ongoing assistance with this investigation.”

One suspect remains in custody and the other suspect has been released pending a future court appearance.

Canadian Eyesight Global’s Eye Camp and Health Fair a resounding success

AN Eye Camp and Health Fair was organized by the Canadian Eyesight Global (CEG) at the Singh Sabha Gurudwara in Surrey on Sunday, June 11.

The camp was held in honour of the late Anup Singh Jubbal, who was the founder and CEO of the CEG. He passed away in August 2021.

The last eye camp was held in March 2020

at the same location just before the start of the COVID-19 pandemic. The eye camp was organized by Dr. Parmjit Sohal, a local family physician with the support of the Canadian Eyesight Global board members Tanveer Sohal, Neena Sohal, Amarjit Sidhu, Jaspreet (Vicky) Thind, and Co-President Saroop Jubbal. The eye camps supported by several doctors and a dedicated team of volunteers, including

Gurmail Singh Dhaliwal. Ophthalmologist Dr. David Neima and his team of Dr. Warren Whitford, and Dr. Alicia Ramirez provided support for the eye camps. The other eye doctors who helped included Dr. Shobha Daniel, Dr. Eno Chude, Dr. Bikramjit Hanspal, and Dr. Bhavdip Gill.

Ashish Patel (pharmacist and diabetes educator) and Jagdeep Pandher assisted with blood glucose and blood pressure screenings.

CEG had an overwhelming response from the community, and it was a remarkably busy and successful day. The camp was initially planned to run until 4 p.m. but because of the heavy public demand, it remained open until 6 p.m. About 125 people were screened for eye care, diabetes, and hypertension.

NDP MP Bonita Zarrillo welcomes passage of the Canada Disability Act

IN reaction to the passage of the Canada Disability Benefit in the House of Commons, NDP Critic for Disability Inclusion Bonita Zarrillo (MP for Port Moody—Coquitlam) said on Wednesday: “Today’s passage of the Canada Disability Act through the House of Commons is a long-overdue step in the right direction to do the work to lift people living with a disability out of poverty once and for all.”

She noted: “Nearly one million Canadians living with a disability live in poverty, and those with the most severe disabilities often live in the deepest poverty. The Liberal government has left these people to suffer for years.”

Zarrillo said: “While we welcome this step forward, it must be noted that this new benefit still lacks details related to income help for those who desperately need it to afford rent, mortgage and groceries.”

She added: “On top of lower incomes and lack of employment opportunities, there are additional costs associated with living with a disability in Canada. The costs of living with a disability can vary from 30 to 48 per cent of disposable income—leaving people in an impossible situation. Request for qualifications issued to replace aging George Massey Tunnel

A request for qualifications (RFQ) has been issued to replace the aging George Massey Tunnel with a new eight-lane, toll-free immersed tube tunnel that will save people time and help move goods faster, the province announced on Wednesday.

“This is a major milestone in the project to replace the George Massey Tunnel,” said Rob Fleming, Minister of Transportation and Infrastructure. “We are making significant progress on this important project that will improve travel times and transit options for people who live on both sides of the Fraser River.”

Following the RFQ, the Province will issue a request for proposals (RFP) from a shortlist of qualified teams to select a single proponent to move forward in the procurement process. Concurrently, the project is progressing through the Province’s environmental assessment process. Corridor improvements and construction of a new five-lane Steveston

Interchange are already underway.

The new crossing will be an eight-lane immersed tube tunnel with three generalpurpose travel lanes and one dedicated transit lane in each direction. The new tunnel will have bike and pedestrian crossings to support active transportation options in the region. The project also includes replacing the existing Deas Slough Bridge as well as the addition

of a southbound general-purpose lane on Highway 99 between Westminster Highway in Richmond and Highway 17 in Delta.

With the new tunnel and approaches in place, travel will flow smoothly at 80 kilometres per hour, unlike the current average of 30 kilometres per hour.

The project will be constructed under a project labour agreement, similar to the

Steveston Interchange. The project labour agreement will support local jobs, apprentices and training opportunities, as well as maximize participation of groups under-represented in the construction sector.

A new connection for transit buses between Bridgeport Road and Highway 99 southbound has opened, saving transit users minutes on their southbound trips. New bus-on-shoulder lanes south of the tunnel are in construction, which will improve travel times and add to the reliability of transit along the corridor.

The estimated cost of the George Massey Crossing immersed tube tunnel is approximately $4.15 billion.

KEY among the initiatives to speed up the housing approvals process by the City of Vancouver is the introduction of eComply, according to an update that Vancouver City Council received on Tuesday from city staff. eComply is an innovative visualization tool that allows prospective applicants to upload building plans, check against regulations, and receive comprehensive compliance reports.

Vancouver Mayor Ken Sim said: “The introduction of eComply is a game-changer in getting more housing built faster. Vancouver is increasingly being recognized as a global leader in the technology and innovation space – using a tool like this to speed up housing delivery just makes sense.”

eComply is being developed by technology firm Archistar and will be the first program of its kind in Canada.

“Vancouver is truly leading the way in embracing innovative technology in this critical stage of frontier tech’s innovation life cycle ” said Kassandra Linklater, Co-founder and COO of Frontier Collective. “Embracing technology has the potential to make Vancouver one of the most efficient and effectively run cities in the world – we’re so excited to see these major developments happening here.”

Additionally, Vancouver City Council approved a motion from Sim, seconded by Councillor Sarah Kirby-Yung, to formally adopt the ‘3-3-3-1‘ campaign commitment as official city policy. ‘33-3-1’ targets permit approval timelines of three days for renovations, three weeks for single family homes, three months for low and midrise projects, and one year for major projects.

“Vancouver is serious about building more housing, faster,” said Kirby-Yung. “By formally adopting 3-3-3-1, we are sending a clear signal that the goal of our city’s permitting department is the delivery of more housing.”

The first components of eComply are set to come on line in early 2024.

World Elder Abuse Awareness Day highlights need to protect seniors throughout the year

WORLD Elder Abuse Awareness Day (WEAAD) is marked on June 15 each year to raise awareness, prevent and respond to abuse and neglect of seniors.

“British Columbians greatly value and care for seniors, however we also recognize older people can be more vulnerable due to frailty and dependence on others. While many seniors will not experience abuse, it’s important for people report any concerns because we know abuse of seniors does happen,” said Isobel Mackenzie, BC Seniors Advocate, on Wednesday.

Overall, we know the most reported form of abuse is financial,

and it is most often committed by a family member. Elder abuse can also be physical, emotional, psychological, sexual or other and can include mistreatment, neglect and self-neglect perpetrated by friends, neighbours, caregivers or commercial vendors.

“Recognizing and acting when we fear a senior may be abused is critical to combat the rising prevalence of the mistreatment of older people in B.C. My office’s 2021 review and report of seniors abuse found instances are on the rise, and less than half of people who witnessed abuse reported it, mostly because they didn’t know who to call,” said

Mackenzie. “If you are concerned that a senior may be being abused, please report it to your local health authority which is the agency designated to investigate.”

Signs of potential abuse include:

* being unkempt or not well nourished;

* being agitated, anxious or fearful of being alone with a specific person;

* fractures, bruising or burns including unusual patterns or location of injury;

* history or pattern of unexplained accidents or injuries;

* lack of money for necessities when income appears to be

adequate;

* sudden withdrawal of money;

* unexplained or forced changes to legal documents such as property titles, wills, powers of attorney or representation agreements;

* change in social patterns, interactions and buying habits; or

* exclusion from social gatherings or inaccessibility to family or longterm friends.

“Today is an important day to raise awareness but it’s important to continue to be proactive and look out for the seniors in our lives throughout the year to ensure they are safe from abuse and neglect,” said Mackenzie.

City of Surrey’s 152 Street Road Upgrades Project breaks ground

THE City of Surrey on Tuesday broke ground on the 152 Street Road Upgrades Project, including the twinning of the Nicomekl River Bridge crossing, to improve public safety and the movement of people, goods and services on this major north-south route. The project involves raising and widening of 152 Street between the Nicomekl and

Serpentine rivers, which will increase flood protection and increase the resilience and safety of communities.

152 Street upgrades include four travel lanes (from two lanes), a multi-use path for cyclists and pedestrians, transit and bus shelter improvements, and the twinning of the Nicomekl River Bridge crossing.

The project is part of the first phase of implementation of Surrey’s award winning Coastal Flood Adaptation Strategy (CFAS) to build community resilience to coastal flooding and sea level rise. The project cost is $44.4M and is funded in part by TransLink and the Government of Canada’s Disaster Mitigation and Adaptation Fund. The project is expected to be completed by 2025/26.

Clean power to electrify B.C.’s future

BC Hydro will move forward with a call for new sources of renewable, emission-free electricity to power British Columbia’s growing clean economy and create new jobs throughout the province.

The call is expected to launch in spring 2024.

In addition, the Province is providing $140 million to the B.C Indigenous Clean Energy Initiative (BCICEI) to support Indigenous-led power projects, create economic opportunities for First Nations, and advance community self-determination.

“As we face the threat of a record fire season across Canada, the need to switch to clean power to fight climate change has never felt more urgent. The good news is that from electric cars to electrified heavy industry, British Columbians are taking action,” said Premier David Eby on Thursday.

“To guarantee the affordable power for this important transition, we’re working in partnership with First Nations and BC Hydro to generate more of the clean electricity that British Columbia needs to build our economy, and grow our role as a clean-energy superpower.”

Electricity demand is expected to increase by 15% between now and 2030. This is due to economic and population growth, and as more homes, businesses and industries switch from fossil fuels to clean electricity. In the past six years, the number of electric vehicles on B.C.’s roads has increased by nearly 2,000%.

Updated demand forecasts filed by BC Hydro with the B.C. Utilities Commission on Thursday confirm that new sources of electricity will be required sooner than previously expected. To ensure that it’s ready to procure new power supply, BC Hydro is moving forward with the development of a competitive process to acquire more clean electricity. This

will be BC Hydro’s first call for power in 15 years, and will target larger, utility scale projects.

BC Hydro will only acquire 100% clean, renewable electricity, including wind and solar. The call for power process will be designed by BC Hydro and the Province following engagement with First Nations, industry and stakeholders. The engagement will include development of options regarding minimum requirements for Indigenous participation in new projects. The newly formed BC Hydro task force will also provide strategic advice.

The BC Hydro task force draws on further Indigenous and external energy experts to provide strategic advice on advancing Indigenous ownership and/ or equity interest opportunities. The task force has three key priorities:

* speed of permitting and delivery;

* oversight to protect ratepayers and enable economic and climate priorities; and

* identifying, enabling and accelerating economic opportunities.

Over the next 12 months, the task force will focus on identifying and implementing short- and mediumterm actions that can advance these priorities.

Most Canadians Planning Summer Road Trips – Toyota Summer Road Trip Survey

– Despite the financial challenges posed by inflation and high gas prices, a significant majority of Canadians remain determined to embark on road trips this summer. Conducted among members of the Angus Reid Forum, the 2023 edition of the annual Toyota Canada Summer Road Trip Survey found 74% of those polled are still planning a road trip, but fuel efficiency and other ways to cut costs are very much top of mind this year.

Of those who are planning a road trip this summer, 43% say rising gas prices have impacted their plans. And, while very few (8%) have outright cancelled their trips as a result, most (35%) will be taking action to cut their costs.

Among Canadians planning a road trip this summer, 38% rank fuel efficiency as the single-most important vehicle feature (vehicle safety features and cargo space –at 13% each - are also considerations). At the same time, however, 78% of Canadians admitted they’d be worried about going on a longer road trip in a fully electric / battery electric vehicle.

Despite the challenges posed by inflation and high gas prices, many travellers hope to kick back and feel relaxed (71%), safe (54%) and adventurous (44%) on their road trips this summer.

A weekend or long weekend getaway

The new R 18 Roctane joins the R 18, R 18 Classic, R 18 B and R 18 Transcontinental as the fifth member of the R 18 family. Once again, it harks back to the history and tradition of BMW Motorrad and combines stateof-the-art motorcycle technology with the design and charm of times gone by.

Surrey RCMP are seeking assistance from the public to identify a suspect in an arson.

Date: June 12, 2023

Location: Surrey, B.C.

On June 5, 2023, at approximately 12:45 p.m., Surrey RCMP responded to the report of a fire at the front entrance of a building located in the 13900-block of 100 Avenue. Surrey Fire Service was also in attendance and quickly extinguished the fire. There was minimal damage and no injuries reported. It is clear that the fire was deliberat ely set, however the motive is unknown. The Surrey RCMP General Investigation Unit have conduct of the ongoing investigation and are working closely with the Surrey RCMP Arson Coordinator. The suspect is described as a Caucasian male wearing a grey hoodie, green shirt underneath, grey shorts, black shoes with low cut socks and carrying a dark backpack on his back, was seen running from the scene. Strong Rebound for BC Home Sales in May

Vancouver - The British Columbia Real Estate Association (BCREA) reports that a total of 9,191 residential unit sales were recorded in Multiple Listing Service® (MLS®) systems in May 2023, an increase of 9.9 per cent from May 2022. The average MLS® residential price in BC was $1.02 million up 3 per cent compared to May 2022. The total sales

dollar volume was $9.4 billion, representing a 13.2 per cent increase from the same time last year.

“Home sales in May were surprisingly strong,” said BCREA Chief Economist Brendon Ogmundson.

“Normally we’d expect to see a more persistent, negative impact from the last year of rising interest rates on sales. Instead sales staged an early recovery in the spring returning to a normal pace of sales well ahead of schedule.”

The average home price in BC has now recovered much

of the decline over the past year and is now back over $1 million for the first time since April 2022.

Year-to-date, BC residential sales dollar volume was down 33.9 per cent to $30.8 billion, compared with the same period in 2022. Residential unit sales were down 28.1 per cent to 31,631 units, while the average MLS® residential price was down 8.2 per cent to $973,085.

Canada opens new economic immigration streams for skilled refugees, other displaced people

SEAN Fraser, Minister of Immigration, Refugees and Citizenship, announced on Monday that Canada has launched two new EMPP streams, fulfilling a commitment made on March 27. Candidates can also continue to apply through existing regional EMPP economic pathways.

These new immigration streams provide Canadian employers with the opportunity to access a talent pool of skilled refugees and other displaced people from around the world. This access allows Canada to not only increase its economic immigration and fill in-demand jobs, but also to complement its existing humanitarian commitments.

By implementing efficiencies and improvements learned through collaboration with partners during the rollout of the first EMPP streams, newcomers using the EMPP will now be able to move to Canada and start working here more quickly. These new streams also reduce barriers to access since

candidates do not need Canadian work experience to apply.

Of the two new streams announced on Monday, one is tailored to candidates who have a job offer from a Canadian employer and the second is available to highly-skilled refugees without job offers.

Through the EMPP Federal Skills Job Offer Stream, Canadian employers can hire qualified candidates to fill a wide range of in-demand jobs, including nurse aides, personal support workers, long-term care aides, software engineers, web designers, mechanical and electrical engineers and technicians, logistics and warehouse workers, tourism and hospitality workers, and truck and delivery service drivers.

The EMPP Federal Skills Without a Job Offer Stream recognizes that certain candidates have skills that are in high enough demand that they will find work after they arrive in Canada.

EMPP gives refugees and other displaced people the chance to make the most of their skills to improve not only their lives and those of their families, but also the communities

and workplaces that welcome them.

Expanding and scaling up the EMPP is part of Canada’s ongoing efforts to embrace its role as Chair of the Global Taskforce on Labour Mobility by modelling labour mobility programs for like-minded countries, and to make Canada’s immigration system more responsive to the needs of our economic and humanitarian commitments.

Fraser said: “Helping employers access a new global talent pool is another way we are using our immigration system to address ongoing labour shortages. Finding these skilled workers among people who happen to be displaced abroad and lack a durable solution is a made-in-Canada solution that we are promoting globally. Canada will continue to develop and scale up these types of innovative measures that allow us to welcome more vulnerable people, while helping businesses find the skilled workforce they need to grow.”

Free replacement documents for Canadians; special measures for people affected by wildfires

SEAN Fraser, Minister of Immigration, Refugees and Citizenship, on Monday announced special measures for people who have been impacted by wildfires and need to replace vital documents or to extend or restore their status in Canada.

Immigration, Refugees and Citizenship Canada (IRCC) will issue free replacement documents for Canadians, permanent residents and temporary residents directly affected by the wildfires. These include permanent resident cards, Canadian citizenship certificates, Canadian passports and other travel documents that are lost, damaged, destroyed or inaccessible due to wildfires.

International students, temporary foreign workers and other visitors who have been directly affected by the wildfires and whose status will expire by September 30, 2023, will also be eligible to apply, restore or extend their status in Canada free of charge. This means that temporary workers who are unable to work because their workplace is closed due to the fires don’t need to worry –they’ll be able to extend their status and stay until their workplace reopens. In addition, international students can extend their study permits if their classes are delayed or cancelled and finish their studies without penalty.

These special measures will be in effect until September 30, 2023. They give Canadians, permanent residents and temporary residents time to sort out documents or temporary status issues, so they can focus on what matters most right now: their families, their homes and their communities.

Fraser said: “We will continue to be there for those people across the country who are facing extreme wildfires. These new measures will make it easier for Canadians, permanent residents and temporary residents to replace lost documents. They will also help make sure temporary residents are not unduly penalized and are there to help rebuild our communities. To the first responders and firefighters across the country, thank you for your continued courage and hard work to protect our communities during this challenging time.”

New Drugs for Type 2 Diabetes

ALBERT Einstein wrote, “Everything is a miracle.” Is it possible that a new class of drugs is finally providing a miracle in the fight against diabetes? Ozempic and Trulicity, produced by Novo Nordisk and Ely Lilly, are examples of the brand-name prescription drugs gaining attention for fighting type 2 diabetes and showing success. Type 2 diabetes is among the leading killers globally. But information about these drugs is running wild. The hopedfor miracle needs a measure of grounding.

Consider Ozempic, a prescription drug, injected weekly by pen. It’s approved in Canada and the U.S. to treat type 2 diabetes, a lifestyle disease linked with obesity and a major risk factor for heart attack, blindness, kidney failure, and gangrene of the legs with possible amputation.

But the active ingredients in this class of drugs, marketed under a variety of names, are also getting attention for effectiveness in reducing obesity. The respected journal, Lancet, predicts a revolution in the treatment of obesity.

How do these drugs work? Ozempic reduces blood sugar level while providing a feeling of fullness and satisfaction after eating, delaying emptying of the stomach, and curbing the appetite for further food. Managing food intake is essential in the fight against type 2 diabetes.

But weight loss is proving a beneficial side effect of Ozempic. People can expect to lose about 20 percent of their weight over a 72-week period. When Ozempic is stopped, however, weight tends to return. So, to the current trend is for people to maintain a regular routine of use.

What about complications? Ozempic users complain of the usual ones such as, nausea, vomiting, diarrhea, constipation, and stomach pain. In rats, tests show an increase in thyroid and pancreatic cancers. In humans, research to date suggests extremely low risk.

People may ask, why take the chance of developing thyroid or pancreatic cancer? But wait a minute. These are relatively rare forms of cancer driven by other risk factors.

Type 2 diabetes and obesity are far more significant hazards, triggering fatalities for millions. Weight reduction and management of type 2 diabetes are the smart investments. The better question is, could these drugs help millions who die annually from cardiovascular disease and heart failure? We could add renal disease, liver disease, and pneumonia, as well as additional but harder to count problems such as the surgical complications associated with diabetes and obesity.

City of Surrey’s open burning regulations

SURREY Fire Service is reminding citizens and visitors that as of May 1, 2023, open burning, of any kind, has been banned in the city.

Seasonally high temperatures and dry weather conditions present an increased risk of brush fires and nuisance smoke throughout the City of Surrey. Fire Service responses to brush/grass fire incidents continue to trend higher than the five-year average. Last year between May 1, 2022, and November 1, 2022, SFS attended over 525 brush/grass fire incidents.

Open burning including backyard fires and beach fires are not allowed in the City of Surrey. Any fire service attendance to an open burning complaint will require extinguishment and may be subject to cost recovery.

Natural gas, propane or charcoal briquettes are permitted as long as they are being used in ULC/CSA-approved devices for that particular product. Charcoal briquettes are allowed on private property but may be prohibited (when the fire danger rating is at high or extreme) in city parks and on city beaches.

Type 2 diabetes should be labelled “the great pandemic”. Why? Because the COVID-19 pandemic lasted just three devastating years. Many people died due to it. But nothing has been able to slow the progress of the globally mounting lifestyle disease of type 2 diabetes. We live at a time when there has never been greater medical communication. Yet there has been failure in convincing people that the key to good health and longevity is a sound

lifestyle, started early in life and maintained.

There is an extraordinary opportunity at hand with drugs like Ozempic to address the awful consequences of this failure. But as was evident with COVID, social media has the upper hand over medical experts in the public discourse, especially among the young, and the information is not always to be trusted. But where do we expect people to turn when they are having such difficulties accessing a family doctor?

Beyond misinformation, the social media buzz has caused two other concerns: overprescribing and drug shortages.

There is enormous power and wealth in the hands of the pharmaceutical companies producing these products. The ultimate question is, can they produce the miracle of motivating people to lead healthier lives?
