Dear students, I would like to congratulate you for choosing Tallinn University for your study period in Estonia. Tallinn University, which is the third largest university in Estonia, was established in 2005 as a result of the merger of several universities and research institutes. Despite it being the youngest public Estonian university, our history dates back to the 16th century when the predecessor of the Academic Library of Tallinn University was created. In the years since it was founded, our university has seen dynamic growth with a steady increase in the number of students, both Estonian and international. We would like you to become a part of our growth and development. For that, we offer you a truly academic and friendly atmosphere for your studies. In addition to spending your time in classrooms, laboratories and the library, you will also find rich cultural experiences in Tallinn. Our famous medieval Old Town, built between the 13th and 16th centuries, is within walking distance from the campus. A short walk also takes you to the Kumu Art Museum, which is the largest art museum in the Baltic States and one of the largest in Northern Europe. University Campus Most of Tallinn University (TU’s) buildings are located in the city center. The central campus on Narva Road-Uus Sadama Street includes the Terra building, the Silva building, the Mare building, the Ursa building, the Nova building, the Astra building and the Student Residence (5 min. walking distance from the Terra building) on Karu Street among others. In addition, there are buildings in Tondi (Institute of Health Sciences and Sports, Department of Crafts), Mustamäe (Law School) and in the Old Town (Institute of History and Institute of Fine Arts). The Academic Library is situated on Rävala Avenue between Estonian National Opera and the Ministry of Foreign Affairs.

Estonia is situated in northeastern Europe on the coast of the Baltic Sea. It is bordered on the east and southeast by Russia and on the south by Latvia. Tallinn, Estonia’s capital city, is only about 85 km south of Helsinki, the capital of Finland, across the Gulf of Finland. Sweden is Estonia’s nearest western neighbor across the Baltic Sea. Estonia is often referred to as a very small country. With an area of 45 000 sq. km, Estonia is in fact bigger for example than Belgium, the Netherlands, Denmark or Switzerland, but still for example five times smaller than Great Britain. Estonia stretches 350 km from east to west and 240 km from north to south. Sea islands form one tenth and lakes about one twentieth of Estonia’s territory. Almost half of the Estonian territory is covered by forest and woodland.

Part of the reward of studying in a foreign country is the process of learning new things in addition to the university programme, such as the habits and characteristics of the local people. Even though we would not wish to spoil that experience for you, we would like to mention, for your consideration, some generalisations made about Estonians, that the culture shock could be minimised. Of course there are always individual, regional and generational differences. Estonians… yy aren’t prone to emotional extremes yy make a clear distinction between working life and private life yy are individualists, “put four Estonians together, and you’ll get five parties” yy are friendly and helpful, but need the initiative for communication from outside yy rely more on facts than feelings yy are quiet and don’t ask many questions yy shake hands at official meetings, but privately, they avoid both handshakes and hugging; a friendly ‘hello!’ is a good enough substitute

Climate Average temperatures range from 20.9°C in summer, with July usually being the hottest month, to -8°C in winter, although the temperature may rise to 30°C and above in summer or fall below -23°C in winter. Those staying in Estonia during the winter months, i.e. between October and April, will need a good pair of warm, insulated shoes or boots, a warm winter coat and woolen sweaters and thermal underwear and also some clothing for the rainy days. Otherwise, normal northern European clothing is enough. 9


Language Country’s official language is Estonian. The Estonian language belongs to the Finnish branch of Finno-Ugric group of languages. It is therefore not related to the neighboring Indo-European languages such as Russian, Latvian and Swedish. Finnish, Hungarian and Estonian are the best known of the Finno-Ugric languages.

Getting around estonia Public buses are the easiest, cheapest and most convenient solution for visiting Tartu, Pärnu, Narva, Viljandi or any other larger towns. Buses from Tallinn to Tartu depart every 30 minutes, to Pärnu every hour. On weekdays, seats to these destinations are almost always available immediately before departure (watch out for special events). If you plan to travel during the weekend, please buy ticket in advance. The Tallinn Bus Terminal is located at Lastekodu Street 46. Districts haabersti District: The heart of the district is the residential area consisting of the big panel houses of Väike-Õismäe, which were mostly established in the seventies. Lake Harku and an extensive beach area at Kakumäe and the Kopli Gulf lie in the boundaries of the district.

City Centre (Kesklinn): Consists of the historical Old City and the surrounding suburbs with wooden buildings erected in the end of the last and the beginning of the present century. Most of the governmental and cultural institutions of Tallinn (and the republic) are located here.

Also worth mentioning are the 4 objects located in the district that are protected by nature conservation regulations - these include 3 home gardens and the historical Löwenruh Park. Lasnamäe District: is the biggest district both by its area and its population and at the same time this is the last region formed by big panel houses on the principle of free planning (buildings were constructed mostly in the eighties). Most of the population is migrants. mustamäe District: Tallinn University Law School, Tallinn University of Technology, numerous scientific institution and part of the Kadaka industrial region are located here. nõmme District: the prevailing type of building is single family houses, which are located on sandy areas covered with pine groves. Because of the low density of buildings it is also known as the Nõmme forest city. It is one of the most prestigious districts in Tallinn. northern tallinn (põhja-tallinn): Like the city centre, this is one of the most diverse districts both architecturally and historically and socially. One of the oldest settlements of Tallinn is here - Kalamaja with 1 to 2-storey wooden houses, Pelgulinn with more modern wooden buildings and areas of multi-storey houses. pirita District: is about 7 km from the center of town. Because of its good natural and other advantages (seaside beach, river, the yachting port and other possibilities for sports, extensive wooded areas), this is one of the most prestigious districts in Tallinn. People and International Activities

University Structure

At present, it has around 9200 students as well as more than 540 faculty members and research fellows –– on the whole being the fastest growing university in the country. Internationalisation is of one of the key issues in the university’s development plan for the coming years. There were 457 international students (282 exchange students and 175 degree students) from 54 countries in the academic year 2011/2012). It makes 4,97 % of the entire student body. Exchange students come mostly from Germany, Italy, Spain, Turkey and degree students from Latvia, Russia and Finland. In exchange programs Institute of Information Studies, Institute of Political Science and Governance, Slavonic Languages and Cultures and Germanic-Romance Languages and Cultures had the majority of international students. In degree programs Baltic Film and Media School, Law School and Institute of Political Science and Governance had the majority of international students. Tallinn University maintains 41 inter-university agreements with universities from 22 countries, Finnish and Japanese universities being the most represented cooperation partners, as well close to 500 Erasmus bilateral agreements with universities from all over Europe. There were 228 incoming and 159 outgoing Erasmus students in 2011/2012. Tallinn University is an active member of several international networks in promoting academic excellence, cooperation and networking. Library Card To register as a patron, an Estonian ID-card or other identification document (together with a standard photo document) is needed. The library card is free of charge for employees and students of Tallinn University, but if lost, the card will be re-issued for 3.20 €. The Academic Library of Tallinn University is a research, archival and study library, which combines the research library and its branches. The library’s oldest publication dates back to the 15th century. Historical collections originate from the library of the Estonian Literary Society active in the 19th century, its oldest part being the St. Olaf’s Church’s library, founded in the 16th century. The research library assembles literature in all fields of research, except for the narrowly defined fields of construction and agriculture. The library holds 2,527,000 books and periodicals. The collections of the library are cataloged in the e-catalog ESTER, containing information about availability of items. In addition there are over 45 electronic research databases. The library’s reserves have been divided into four sections: 1. The primary collection in the library’s depository. 2. The open collection on the shelves of the reading rooms comprising study and research literature as well as specialized journals. 3. The Baltic and rare literature collection. 4. The collection of expatriate Estonian literature. All reading rooms are equipped with wireless Internet connection (WiFi) and workstations equipped with a computer, which enable access to licensed databases.

International Club (IC) The International Club is an organization for international students. It was created in 2006 in order to organize social events and support to all international students while they are studying at Tallinn University. Erasmus Student Network Tallinn (ESN Tallinn) ESN Tallinn is a non-profit organization based on idea students helping students. Studies at Tallinn University Tallinn University, like other public universities in Estonia, uses the 3+2 system of the Bologna process (i.e. three years of bachelor studies + two years of master studies). There are 52 specialist areas at the bachelor level, 72 at the master level and 14 at the doctoral level. The university and its curricula have been accredited by the Estonian Higher Education Quality Assessment Council. The university’s programmes are unique in Estonia for the high degree of academic freedom they allow. One quarter to one third of the subjects at every level are freely available and a significant number of specialist subjects are also included as electives. Thus, the students are able to design their own study plan quite independently, and to assist them in this, advice is also available from tutors and student counsellors.

The very first Tallinn Winter School took place in January 2010 with 4 courses and 19 participants. In January 2012, the program also included 4 courses – intensive language courses in Estonian and Russian, and two workshops. The language of instruction was English, language courses lasted for three weeks and workshops for one week. The number of participants grew up to 40 and 15 countries were represented. The next winter school takes place in January 2013.

tallinn summer school (summerschool.tlu.ee) Tallinn University is extremely proud of the opportunities available through its summer school. Firstly, the high number of simultaneous visits of so many prominent scholars from all over the world most certainly provides the intellectual highlight of the Estonian summer. What is more, the summer school has become a meeting point for young people and inquisitive minds from many countries, and acquaintances and friendships struck up may well continue over many years. For many, this first encounter with Estonia often turns into an Erasmus exchange or even a successful application to one of our English-language MA programs. In summer 2011, Tallinn Summer School had 273 participants from 42 different countries. Exchange students can find most of their courses from ASIO under Study and Events– A-ERASMUS All timetables and courses can be found using the course code under course calendars. After registration to the courses you can see your personal timetable from the Studies Information System (ÕIS) – a link to ASIO.

registration for Courses Registration for the courses can be done via Studies Information System (ÕIS): ois.tlu.ee. The deadlines for registration via ÕIS are 10th of September 2012 in the autumn semester and for the courses in the spring semester the registration has to be done by 4th of February 2013 at the latest. The student can register for classes that start in the middle of the semester by handing in a written application, this can be done in the institute. If the student registers for a course, he/she is taking the responsibility to take an exam or pass-fail test in this subject. If the student has registered for a course at the beginning of the term but decides to drop the subject, he/she can remove his/her name from the list via ÕIS (until the registration is open). If the course starts later, then student can turn to his/her department and ask to be removed from the list. Be aware of the deadlines and that the student can’t be removed from the list after the course has ended.

exams You will be offered three times to take the exam or pass/fail test. Usually two of them will be during the exam session and one outside the exam session (e.g pre-week). A student has the right to be admitted to exams and pass/fail assessments up to three times within one year from the last day of the exam session that follows the study period of the subject, except when the student’s name is deleted from the matriculation register. Be aware, that a member of the teaching staff has the right to establish requirements and conditions for being admitted to an exam or pass/fail assessment. These requirements are described in the course programme. If you haven’t fulfilled the requirements the teaching staff has the right not to let you take the exam

or pass/fail test. When taking exam or pass-fail test, then you need to register yourself for it through ÕIS. You must register every time you take an exam or pass-fail test. If you have registered, but cannot go to take the exam or pass/fail test, then you must unregister (take yourself away from the list) at least 1 working day before the exam or test takes place, otherwise you will be taken as failed and you will get „F” as an result. PS! If the exam session has ended and you haven’t attended any of the exams, you will get “MI” which means did not attend. If you do not get a positive result within one year, then you must take the course again. Taking a course for a second time takes place through the Open University and shall be paid for by the student.

assessment and Grades Assessment of knowledge is carried out in the form of tests, seminars and practical classes. Both differentiated and non-differentiated assessment of learning outcomes are used in Tallinn University. Assessment is based on the level of the achieved learning outcomes. Learning outcomes are the knowledge, skills and attitudes or combinations thereof (competences) obtained as a result of studying. In case of differentiated assessment a six-point grading scale is used: ‘A’ (excellent, 91-100%) – an outstanding and excellent level of achievement of learning outcomes characterised by free and creative use of knowledge and skills beyond a very good level; ‘B’ (very good, 81-90%) – a very good level of achievement of learning outcomes characterised by purposeful and creative use of knowledge and skills. Un-substantive and non-conceptual errors may occur with regard to specific and detailed knowledge and skills; ‘C’ (good, 71-80%) – a good level of achievement of learning outcomes characterised by purposeful use of knowledge and skills. Uncertainty and inaccuracies may occur with regard to specific and detailed knowledge and skills; ‘D’ (satisfactory, 61-70%) – a sufficient level of achievement of learning outcomes characterised by the use of knowledge and skills in typical situations. Deficiencies and uncertainties may occur with regard to non-standard situations; ‘E’ (sufficient, 51-60%) – a minimally acceptable level of achievement of learning outcomes characterised by limited use of knowledge and skills in typical situations. Significant deficiencies and uncertainty may occur with regard to non-standard situations; 25


‘F’ (fail, 0-50%) – the level of knowledge and skills acquired by a student remain below the required minimum ‘F’ is a negative outcome and the examination/test etc shall be retaken. in case of non-differentiated assessment: ‘P’ (pass) – the student has acquired the knowledge and skills required; a positive outcome; ‘MA’ (fail) – the student has failed to acquire the knowledge and skills at the required level; a negative outcome.

Credit system Tallinn University is using the European Credit System. One European academic credit (EAP) in Estonia equals to one ECTS. 1 EAP = 1 ECTS. 60 credits represent the workload of a full academic year of studies. Credit points may be awarded for attending and passing courses, independent research or other combinations.

Curriculum Each curriculum has a nominal duration during which students should complete their studies. The nominal duration is 3 years for bachelor’s programs (180 EAP) and 2 years for master’s programs (120 EAP). To graduate within the nominal term, you should take approximately 30 EAP worth of exams/pass-fail tests every semester, i.e. 60 EAP each year. A curriculum is comprised of a set of modules. The module of introductory courses (or general subjects) provides students with a general overview of the subject area. Speciality modules focus on providing students with speciality knowledge. Students can also choose a minor, which will give them an overview of interesting specialisations other than their major. Modules consist of subjects. Subjects are divided into compulsory (covering essential elements of a curriculum), elective (chosen by the student from the list given in the study program) and free elective subjects (chosen by the students from any study program).

Study Allowances First-year students have the right to apply for the allowance once a year for the spring semester. The types of study allowances are: yy basic allowance - 55,93 € per month; yy supplementary allowance – 28,13 € per month a monetary allowance to cover the costs of accommodation and transportation (you can apply if your place of residence according to the Estonian population register is outside the local government area or the adjacent local government area of Tallinn). yy special allowances paid from a special allowance fund: basic allowance, supplementary allowance and economic allowance paid on special terms and conditions – a monetary allowance for those whose economic situation does not allow continuation of studies without study allowance (55,93 € per month); yy doctoral allowance – (383,47 € per month) a monetary allowance to enable commitment to doctorate studies and research, and cover expenses accrued in the acquisition of education. Academic Leave Students may apply for academic leave for health reasons, starting service in the Defence Forces, parental leave and other reasons. - Academic leave for health reasons is granted for up to two years. Applying for academic leave for health reasons requires the student to include a certificate from a medical institution to the application containing a physician’s recommendation for the necessity and length of academic leave. - When starting service in the Defence Forces, the student is enabled academic leave for up to one year. The student must attach the callup notice to join the Defence Forces to the academic leave application. - In the event of parental leave, the student is enabled academic leave until the child attains three years of age. The student must attach a copy of the child’s birth certificate to the application. - For other reasons (eg financial difficulties, family problems, working abroad and so on) a student has the right to apply for academic leave for up to one year during the standard period of study in every study level. The application must be handed in via ÕIS. Academic leave for other reasons may be applied only during the pre-week of the semester. In case of health reasons, starting service in the Defence Forces or parental leave, the academic leave may be applied for when it is necessary. EU/EEA Citizens Right of Temporary Residence In order to obtain the right of temporary residence EU/EEA citizens (who stay in Estonia longer than three month) must register themselves as citizens of Tallinn within three months from the date of entering Estonia and apply for the Estonian identity card (ID-card).

After the registration at the population register and appying for the Estonian identity card the right of permanent residence is granted for a period of five years. In case of acute illness the family physician cmust see the patient the same day, otherwise within 3 working days. It is possible to register with a family physician by submitting an application to the selected physician. Specialist - All specialists’ visits are organized through the family physician. No referral is needed to visit a psychiatrist, gynaecologist, dermatovenerologist, ophthalmologist, dentist, pulmonologist (for tuberculosis treatment), infection specialist (for HIV/AIDS treatment), surgeon or orthopaedist (for traumatology). In the case of a foreign student, it is advisable to choose all the specialists through the family practitioner or the medical advisors. Usually specialists have consultations in the polyclinics and there is a few-week waiting line. In the private clinics waiting lines are rather short. Ambulance service (kiirabi) - Ambulance service is free of charge in case of emergency or unavoidable medical aid. You can reach ambulance on 112 (toll free line) from all over Estonia. Pharmacies (apteek) - Pharmacists can assist with simple medical problems. Even though, most of the drugs are issued upon a medical prescription written by a doctor, some of the painkillers, antacids, ointments, and other simple drugs could be obtained without one. There are several pharmacies around town, but you will most likely find one in any of the big shopping centres. There is a 24-hour pharmacy in Tallinn Address: Tõnismägi Street 5. Therefore, students coming from the EU/EEA countries should obtain an European health insurance card from the social service authorities in their home country before arriving in Estonia. Living Expenses The cost of living in Tallinn is on average 300 400 € per month, not including housing. The price of housing per month ranges from 105 € (in the dormitory) to 200 - 400 € in the private flats. Student meals in the student cafeterias cost from 3- 7 €. You just have to pay for your talking time by purchasing a prepaid card. In addition to the offices of the mobile operators, different starter kits and prepaid cards are also available at most of the newsstands and shops around Tallinn. Internet and Mail You can use the computers with internet access in the computer classes (arvutiklass) at the main campus of Tallinn University. Free internet access is also available at libraries all around Tallinn you just have to apply for a reader’s card. If you have a laptop with a network interface card, wireless Internet (WiFi) is the easiest solution for your everyday needs. Free WiFi is available in the university buildings. In addition, several cafes and public areas in Tallinn city center are covered by a free WiFi network. To find suitable wireless networks and further information, see www.wifi.ee.

Transportation in Tallinn You can find the public transportation timetables: soiduplaan.tallinn.ee Public Transportation (buses, trolleybuses and trams) operate regularly from 06.00 to 23.00. Make sure that you either have a valid ticket before getting on public transportation or that you buy one from the driver immediately upon entering. If you need to buy a ticket, enter at the front door; tickets are only sold at stops, not while the vehicle is moving. Note that tickets bought from the driver are more expensive than those bought at a newsstand. Bus, trolley and tram tickets can be purchased at newsstands for 1 € or from the driver for 1,6 €. If you have ISIC card, then you can purchase ticket at newsstands for 0,5 € or from the driver for 0,8 €. You can also by a 10 ticket package for 8 € (you can buy it only form the newsstands). Punch your ticket right after entering at a machine located throughout the bus, trolley or tram. Note that you must punch your ticket immediately upon entering. Passengers traveling with false tickets or without tickets will be fined. Tallinn public transport offers also 1-hour ticket as well as 1 and 3-day tickets. These tickets can be bought only at


newsstands and not from the driver. 1-hour ticket costs 1,20 €. A day ticket (24 h) costs 4 € and a 3-day (72 h) ticket 6 €. Electronic devices for registering these tickets are situated at the second door of the vehicle and will print the time and the date of validity on the ticket. After you have signed up at the Population Register, you have received Estonian ID card and you have ISIC card, you can buy electronic ID ticket for for 30 days (7 €). The price depends on the taxi operator. Taxis only accept euros. Please ask about the fare before starting the journey. You can take tram no 1 or 3 from Hobujaama stop to Tallinna Ülikool stop (the first stop after Hobujaama – the tram stops right in front of the Tallinn University). Non-University Libraries Although the Library at Tallinn University should cover all your study needs, you still might want to get some foreign language literature to read. In that case, the library with the biggest selection of foreign language books available for borrowing is Tallinn Central Library with its Department of Literature in Foreign Languages. For research work you could also visit The National Library of Estonia. Although they don’t lend books, you can order a wide range of materials from their collection and use them in the library.
