Remembering the 5-10-25 cents stores The now popular dollar stores – Dollar General, Family Dollar and Dollar Tree – seem to have replaced the “five and ten cents� stores that thrived during my childhood growing up in Florence. S.H. Kress, F.W. Woolworth and McLellan stores were all located on the same block of West Evans Street (between Irby and Dargan Streets) during my earliest memories of shopping in downtown Florence. I’m not sure when Kress and Woolworth’s opened here, but I have found a reference to

ber Woolworth’s on that corner because it was there before I was born. My memories of shopping in Woolworth’s are when it was located at the opposite end of the block, at the corner of Irby and West Evans in the Masonic Lodge Building. That building later housed BoSmith Furniture and most recently the Art Trail Gallery. Currently, the historic building is being renovated by Carolina Bank and will serve as their headquarters. I am delighted that the bank is restoring the third floor of the building which had been removed during a major renovation before Woolworth’s took over that building in 1951. I remember going into Woolworth’s from the side door entrance after crossing the street from Sears on N. Irby. At that time, pets, such as parakeets, fish and turtles, along with pet supplies,
were on display in the back of the store. At the front there was a spinning rack of comic books and I found many happy moments choosing between Archie, Beetle Bailey and Tweetie Bird and Sylvester comics. I also spent hours in the toy section trying to decide how to spend my weekly allowance. McLellan’s Five and Ten Cents store was located across the street in what is now part of The Hotel Florence. Wikipedia says William Walker McLellan founded McLellan Stores in 1917. The company merged with McCrory Stores in 1958. According to research by Agnes Willcox, McLellan’s opened here in 1955. Eagles Store preceded it, and in 1965, Rogers Brothers Fabrics occupied that space. I do recall shopping with my mom in McLellan’s but

under the Kress name until McCrory Stores went out of business in 2001. I think Kress was my favorite five and ten. I can almost smell the hot peanuts and popcorn it offered, along with a lunch counter featuring a soda fountain, ice cream and tall stools to climb up to before the store was renovated. The neat thing about Kress was you could enter on West Evans Street and exit around the corner on North Dargan Street. I did that quite often because my uncle, A.W. Smith, had a tiny photography studio next door to the Dargan Street side and it was always a fun place to visit. I suppose one day my granddaughters will reminisce about our current “dollar stores.�

During first half of the 20th Century, according to Wikipedia, there were Kress stores with ornamented architecture on the main street in hundreds of cities and towns. In 1964 Genesco Inc. acquired Kress. The company abandoned many of its center-city stores and moved to shopping malls, but the Florence store stayed downtown. Genesco began liquidating and closing down many of the Kress stores in 1980 but not the Florence store. The remaining stores were sold to McCrory Stores on Jan. 1, 1981 and most continued to operate

The proposed partnership between South Carolina Electric & Gas (SCE&G) and its parent company, SCANA, with Dominion Energy would benefit all South Carolinians. Once approved, the combination of the two companies would provide rate relief for customers, help community organizations, and protect thousands of jobs in the Palmetto State. This is very good news for families and communities served by SCE&G, who have seen electric rates dramatically increase in recent years because of the unfinished nuclear power facility at V.C. Summer. In an unprecedented offer, the deal includes cash payments for all electric customers, including about $1,000 for a typical residential customer. Payments also would go to churches, schools, small businesses and industry. The payments would total $1.3 billion. We believe this is one of the largest payments to customers by any utility in history. It clearly shows Dominion Energy is keeping the best interests of SCE&G

It is important to know that Dominion Energy isn’t new to the Palmetto State, but instead already calls South Carolina home. Retaining teachers through National Board Certification
The Center for Educator Recruitment, Retention, and Advancement (CERRA) recently released its South Carolina Annual Educator Supply and Demand Report for the 2017-18 school year. The report concluded that more public school teachers are leaving their classrooms, resulting in more vacancies and a need for more teachers to fill those vacancies. South Carolina’s colleges and universities also are producing fewer teachers. With more teachers leaving their positions each year and fewer entering the profession, teacher retention is an important consideration for the state. CERRA also has released a study on the retention of National Board Certified Teachers (NBCTs). The state’s teacher turnover rates were compared to turnover rates of South Car-
olina NBCTs over a five-year period. The most recent data available are from the 201617 school year. Specifically, these data represent the rates of teachers who were teaching in a SC public school district in 2015-16, but not teaching in any SC public school district in 201617. The SC teacher turnover rate for the 2016-17 school year was 7.7%, yet only 1.9% for all NBCTs in the state. National Board Certification (NBC) is a voluntary, advanced certification process for educators. At a minimum, teachers pay close to $2000 to undergo NBC. The process consists of four components, each designed to evaluate a different aspect of a teacher’s practice. Currently the state pays an annual supplement to new NBCTs for the five years of the national certificate. A

All survey respondents credited the process with enabling them to reflect on their practice and better assess the different needs of their students. Such reflection and differentiated instruction often have a positive impact on student learning and growth and can lead to an improvement in the teacher’s overall effectiveness. Teachers also reported that the supplement positively impacted their decision to stay in the classroom. According to data
proviso passed last legislative session effectively ends the supplement program for candidates who apply after July 1, 2018. This deadline leaves many SC educators unable to benefit from the program. As part of the retention study, CERRA surveyed members of the SC National Board Network to gain anecdotal evidence related to the impact of NBC on teacher instruction and retention. Members, all of whom are NBCTs in the state, were asked if they believed that the NBC process affected

According to a survey from AutoList.com, when buying vehicles, millennials are more likely to consider the environmental impacts of a car than those who belong to Generation X. The survey found Gen Xers prioritize price, reliability and brand when purchasing a car. While millennials may place significant emphasis on vehicles’ environmental impact, they
do not intend to keep their vehicles for very long, as nearly half of millennial survey respondents acknowledged they plan to keep their cars for five years or less. Meanwhile, among the survey respondents who belonged to Generation X, one-third planned to keep their cars for 10 years or longer. The AutoList survey also found differences between the cars

Gov. Henry McMaster reappoints SLED Chief Mark Keel Governor Henry McMaster has announced his decision to reappoint South Carolina Law Enforcement Division (SLED) Chief Mark Keel. Having first been appointed to the position by Governor Nikki Haley in June of 2011, Chief Keel’s distinguished law enforcement career spans over 40 years. “Chief Keel has served our state with great honor, integrity, and leadership for many years, and there is no one more qualified or more fitting to lead one our state’s superior law enforcement
agencies,” said Gov. Henry McMaster. “I’m proud to reappoint Chief Keel. With leaders like him at the helm, the people of South Carolina can rest assured that our state is in good hands.” “I am honored that Governor McMaster has chosen to reappoint me as chief of SLED for another six years,” Keel said. “It is an affirmation of the hard work, dedication, and respect achieved by the men and women of SLED, and I am grateful for the opportunity to continue to serve as their chief.”
Chief Keel began his career at SLED in 1979 after graduating from Georgia Southern University in 1979 and, while serving with the agency, earned a Juris Doctor degree from the University of South Carolina School of law in 1995. Additionally, he is a graduate of the S.C. Criminal Justice Academy, the FBI National Academy, and the FBI National Executive Institute. Keel’s nomination has been sent to the Senate for confirmation and he will serve a six-year term.
