The healthiest of us may need to save the most for health care. This may seem paradoxical, but think about what many people in their eighties or nineties experience: years of declining health and mobility, and accompanying high health care expenses. Two projections of average retirement health care costs are very illuminating in this regard. Empower Institute (an offshoot of retirement plan administration firm Great-West Financial) has calculated the amount of money that 65-year-old males with particular medical conditions will need in order to absorb 90% or more of future health care expenses. A 65-year-old man with Type 2 diabetes, for example, will

need $88,300 (in today’s dollars) to cope with those costs, according to Empower’s projection. It also estimates that a 65-year-old tobacco user will require $114,900 and a healthy, nonsmoking 65-year-old male, $143,800. Why the difference? According to the Empower forecast, the 65-year-old diabetic has a life expectancy of 78, versus 81 for the tobacco user, and 87 for his healthier counterpart. How about a healthy 65year-old woman? Empower projects she will need a retirement health care fund of $156,000, as women currently outlive men on average. Another take on all this comes from the respected Employee Benefit Research Institute. EBRI estimates that the average healthy 65-yearold today will need $124,000 to handle future medical expenses. EBRI’s director of health research, Paul Fronstin, told the Wall Street Journal that a pre-retiree should adjust that number for

As an example, a Texas household of four that expects its 2016 income to be between $24,300 and $60,625 can go to the Health Insurance Marketplace and qualify for health plans with relatively low premiums, plus savings on deductibles and copayments. A similarly sized Texas household with income higher than $97,000 cannot qualify for any such savings and must pay full price for their health coverage at the Marketplace. So looking ahead, is a Health Savings Account a good idea? For the future, it may be. HSAs must be used in conjunction with highdeductible health plans, but even with that requirement, these accounts can give preretirees a nice, dedicated savings vehicle to plan for future health care expenses. An HSA may become an important part of a long-run financial strategy. The annual contribution limit on an HSA is currently $3,350 for individuals,

$6,750 for families. Contributions are 100% taxdeductible. (You can even make $1,000 catch-up contributions beginning in the year you turn 55, as long as you are not a Medicare recipient.) You can also optionally invest the money within the account. An HSA is taxadvantaged: assets get taxfree growth, and withdrawals are tax-free if you use the money to pay for qualified health expenses. HSAs also have another nice feature: once you turn 65, you may use withdrawals from them for non-medical purposes, though such withdrawals will be taxable. If you enroll in Medicare, you can no longer contribute to an HSA – so it is vital to fund these accounts for some years before retiring. It is only prudent to factor potential health care costs into your financial plan. Some healthy pre-retirees may assume that they will need only a five-figure rather than six-figure sum to address them. That assumption may be flawed.

were looking for a savior but they wanted Him to save them in a way that He would not. These people wanted a savior who would violently and vengefully thrash the Romans, but Christ would not do it their way. Jesus only acted in love, even to His enemies. This is what caused them to be angry and cry out their disappointment in the form of “crucify Him”! My attention was drawn to the fact that Jesus spoke very few words during this time. He kept quiet until He felt He should respond. I love this part because Jesus always said that He and the Father were one and His only purpose was to do the Father’s will. Jesus only said what the Father told Him to.

He felt no need to fill in the blanks when God was not speaking. What a great example that was. If we today would only speak what God speaks even in adversity, what a different place we would be in. Jesus knew that words are very powerful and He was very careful not to allow flesh to speak, but only spirit. Let us pray to only speak what the Father speaks and see how many people we would encourage, how many situations would change and how much glory would be given back to God. Florence Parkinson’s Disease Support Group

DCIS, community agencies form Truancy Council In collaboration with several community agencies and organizations, Darlington County Intervention School (DCIS) is working on a new initiative to keep students out of the courtroom and get them back in the classroom. The Pre-Judicial Truancy Council is comprised of representatives from DCIS, Darlington County School District (DCSD), the Fourth Circuit Solicitor’s Office, Darlington Police Department, Rubicon Counseling Services, S.C. Department of Juvenile Justice and other volunteers. The council’s goal is to intervene in cases involving students who are not attending school, develop a comprehensive plan of action to get the student back in school, and avoid situations where students face judicial action. “With this program, we are being proactive,” said DCSD Superintendent Dr. Eddie Ingram. “The bottom line is we’re trying to keep kids in schools. Never before has there been a venue where we all can get in the same place to make it happen. In the past, issues get bounced around from organization to organization. This is more effective and more impactful.” South Carolina state law, with a few exceptions, requires all children to attend school, or their parents and guardians as well as the children can be subjected to legal consequences for truancy. Also, according to the state’s Proviso 117.36 Alternative Commitment to Truancy, a public school district with an alternative school must have a plan in place that attempts to help truant students avoid the legal system. DCIS Director Dr. Zenobia Edwards thinks the PreJudicial Truancy Council will help students, parents,

The program is being tested at DCIS given the school serves the entire district. “I am very glad that we now have an attendance initiative in place that preempts judicial action,” Edwards said. “There is a strong correlation between academic achievement and attendance. You can’t learn what is necessary for success if you’re not present where the information is being taught. It helps to have all voices in one room to discuss individual student situations to build a more realistic plan for improved student attendance.” The council summons truant students and their parents or guardians to the city of Darlington’s municipal courtroom. They sit down together with representatives of all of the agencies. All sides are given the opportunity to explain their positions, which helps the council determine the underlying rea-

son or reasons a student is not attending school. With so many resources available at once, the council intends to generate pragmatic solutions and help the student get back in school. Fourth Judicial Circuit Solicitor William B. Rogers Jr. hopes his involvement in the council will help alert families to the seriousness of truancy. “The more you can keep kids in school, the more they have the chance to succeed and become productive citizens,” Rogers said. “If we lose them in the process and they leave schools, then we’re not helping their chances of success. If I had my way, we wouldn’t get any attendance referrals. This pre-judicial program should help with that. We want to provide anything our office can do to help keep the kids in school.” The school district’s head social worker, Sue CataenIngram, brought the idea for the Pre-Judicial Truancy

Jimmie Williamson named President of N.C. Community Colleges

ROCK HILL, S.C.--The State Board of Community Colleges voted unanimously today to hire James “Jimmie� C. Williamson ’80, ’85 as the eighth system president for North Carolina Community Colleges. Williamson, the current president and CEO of the S.C. Technical College System, will begin his new role on July 1. The Cheraw, South Carolina, resident said that he is “honored to have been selected� and eager to begin serving North Carolina’s community colleges. “North Carolina is a strong community college system dedicated to providing access and affordability to all North Carolinians. The City of Hartsville has been named a finalist for the 2016 All-America City Award. Hartsville joins the ranks of twenty finalist cities from across the country whose representatives will convene this summer in Denver, CO to compete in the final round. The award will then be given to the ten communities that best exemplify the awards criteria: civic engagement and collaboration, inclusiveness and diversity, innovation, and impact and vision. This year’s award spotlights initiatives focused on ensuring that all children

are healthy and supported to succeed in school and life. The City of Hartsville and the greater community have focused on these key areas in the last few years with numerous community programs. The City’s application highlighted several organizations and initiatives whose

mission it is to support local children and their families through quality of life improvements. Emphasis was placed on collaborative efforts between private and public institutions and local non-profits. The City of Hartsville’s Historic Butler District Neighborhood Revitalization Plan was also integral to the success of this application.
