Petilla leads ground breaking of Mini-Hydro project in OrMin CALAPAN CITY, Oriental Mindoro (PIA) – Secretary Carlos Jericho Petilla of the Department of Energy (DOE) recently led local government officials and other private concerned groups here in the ground breaking of the 10-megawatt minihydroelectric power plant in blackout-hit Oriental Mindoro. The P1.3-billion project of local power producer Ormin Power, Inc. will help reduce the island province’s dependence on bunker fuel. It is the first hydropower plant to be constructed in the whole Mindoro Island. The said plant is located at the northern part of Mindoro Island in Inabasan River, barangay Caagutayan in San Teodoro town in Oriental Mindoro. It is designed to reduce or cut the province’s highly dependence on bunker fuel as prime energy source and is expected to bring stable and cheaper power supply to the Mindoro grid. According to Jolly Ting, chairman and chief executive officer (CEO) Ormin Power’s controlling mother company Jolliville Holdings Corp. (JHC), the construction of their project raised hopes of solving the almost daily power outages in this island province and noted that hydro-electric plant will contribute immensely in the stabilization of power supply, reduce system loss and lower the powergeneration cost mix in Oriental Mindoro. The Ormin Power Executive also stated he observed that continuous increase in the international prize of petroleum is making it more challenging to produce cost-efficient power source. During the ground breaking ceremony, Petilla expressed optimism that the said project, a courageous undertaking of a private sector and cooperation from the government financing group, the Development Bank of the Philippines (DBP), will not only stabilize power supply and reduce electric rates in Oriental Mindoro but will

also contribute the same nationally. Underscoring this, the energy chief announced here the government, in partnership with the private sector, will be launching another phase of the successful Malampaya Deep Water Gas -to-Power Project as Petilla confirmed the supply of natural gas from the first said undertaking is now running out and is expected to last until the year 2022. During the press conference, Petilla confirmed to media here the experts’ findings of Malampaya’s running out of natural gas supply and stated the government has approved “Malampaya 2” project of Shell Philippines Exploration BV (SPEX) to at least, maintain the level of production and maximize the recovery of indigenous natural gas from the Malampaya reservoirs because it will entail drilling and development of two additional wells in 2014. Accordingly, the new Malampaya project will put up more wells to draw out remaining natural gas from its present offshore site in Palawan province until 2022. Palawan Council for Sustainable Development elects new chair /By Victoria Asuncion S. Mendoza PUERTO PRINCES A CITY, Palawan (PIA) -- The Palawan Council for Sustainable Devel opment (PCSD) elected last Fri day Palawan Governor Jose Chaves Al varez as the new chairman. The election coincided with the council's 200th regular meeting held at the session hall of the Provincial Legislat ive Bu ild ing. The position was vacant after its last chairman former Gov. Baham M itra stepped down last month fro m the chairmanship which ended as his term of office as governor also ended. Acting as an officer-in-charge/interim chairman, former Vice Governor Dav id Ponce de Leon opened the council meeting, presiding over the oath-taking of the new members and the election of the chairman and vice chair of the council. Sworn in as new council members were City Mayor Lucilo R. Bayron, ABC President Monching Zabala, Vice Governor Victorino Dennis Socrates and Palawan Governor Alvarez. In his farewell statement, Ponce de Leon said that the creation of PCSD as mandated by the Strategic Environ mental Plan (SEP) for Palawan has institutionalized the principle of sustainable development not only in the PCSD but also at all levels of governance in the province. Ponce de Leon’s membership to the council is by virtue of him being the principal author of the SEP or Republic Act 7611, a pioneering and landmark leg islation in the protection, conservation and development of natural resources specific for In his acceptance statements, Gov. Alvarez considered the chairmanship as a challenge and hinted on “not a bit but a lot of changes” to make the council more responsive and expeditious to progress without disregard to the environ ment. “We will consider all stakeholders by not giving them a long time to apply for different endeavors; we will change the per-

spective so that the pace of development can be hastened,” Alvarez said. He emphasized the need to have a change in the outlook of the council and find the balance between sustainable development and doing business. The council, a mu lti-sectoral, regulatory and inter-d isciplinary body, carries powerful responsibility and is charged with the governance, implementation and policy direction of the SEP. A ll projects that would affect terrestrial, coastal and marine environment in the province need to secure from the council a SEP clearance before it can proceed with its implementation. Alvarez said that there is a need and a demand for an “expeditious” way to process these SEP clearances lodged by proponents and at the same time to sanction those who pollute and violate the SEP princip les. “I pro mise to do everything possible in able to move th is province forward and make this a more progressive and viable place to be,” Alvarez said. Boac celebrates Marinduque's first military victory in the Filipino American War /By Mayda Lagran BOAC, Marinduque (PIA ) â&#x20AC;&#x201C; To morrow is a special non-working holiday in Marinduque as the province recalls the battle of Paye, when Filipinos showcased their gallantry as they fought elements of the American occupation army in the 1900s. By virtue of Republic Act No. 9749, every Ju ly 31st of every year is designated as the day to commemorate the Battle o f Paye that took place on July 31, 1900. On that day, revolutionaries launched a successful morn ing attack on a number of A merican soldiers patrolling Sitio Paye in Boac Town. The Batt le of Paye, alongside with the Battle of Pulang Lupa, was among the historic military encounters of Filip ino guerrillas in Marinduque and nearby provinces such as Laguna. RA 9749 also tasked the provincial government and the Municipality of Boac, in coordination with the National Historical Institute (now the National Historical Co mmission of the Philippines) to lead appropriate and meaningful co mmemo rative programs and activ ities.

Inihalimbawa n i Tria ang Provincial Assessors Office na nakapagbigay ng ilang paraan upang tumaas ang kanilang kita sa real property. Ang Provincial Natural Resources and Environ ment Office (PENRO) naman ay may suhestyon din upang maiangat ang kita sa quarrying. Bagong anyo rin ng kabayanihan kung magiging pangunahin ring proyekto ng mga sangguniang kabataan ang makisangkot sa kampanyang ito. Kung mapagtatagumpayan natin ang kampanyang ito, maipapakita natin sa buong lipunan na kaya nating maging mga bay ani sa ating makabagong panahon. At sapat itong dahilan upang maipagmalaki natin sa ating mga ninunong bayani na totoong nananalaytay sa dugo ng bawaâ&#x20AC;&#x2122;t Boakenyo ang dugo ng kabayanihan. Sa atin pong nagbabagong panahon, patuloy na umuunlad ang teknolohiya. Sa kabila ng kahirapang nararanasan ng ating mga kababayan sa ating mga kanayunan, patuloy din naman tayong lahat na nagsisikap upang maging progresibo ang ating bay ang sinta. Minahahal kong mga kababayan, nais ko ring samantalahin ang pagkakat aong ito upang ipaabot sa inyong lahat ang taos pus ong pasasalamat, kasama ng aking buong pamilya, sa inyong ipinakitang pagsuporta sa akin sa nakaraang eleksiyon. ADVANCED BLEACHING AND DYEING TECHNOLOGIES: A STRATEGIC APPROACH FOR ABACA-BASED HANDICRAFT PRODUCTION (Bernardo T. Caringal and Eleazar P. Manaog) Last July 9-10, 2013, the DOST-PSTC Marinduque facilitated a 2-day skills training activity entitled “Technology Training on Advanced Bleaching and Dyeing for Natural Fi bers” held in Sit io Kansurok, Brgy Tugos, Boac, Marinduque. Engr. Bilshan F. Servañez, the Provincial S&T Director of Ro mblon served as the key person in broadening the minds of the members of the Tanikala ng Pagkakaisa Multi-purpose Cooperative on better ways of doing the bleaching and dyeing for their abaca fibers. Since Brgy. Tugos, is a well known producer of abaca plants in the municipality, the cooperative came up with a development livelihood project utilizing abaca fibers since 2007. With the goal of improving quality of their products, the cooperative headed by Mr. Pacifico L. Mabato sought the assistance of DOST-PSTC Marinduque through PSTD Bernardo T. Caringal for the enhancement of its existing facility and equipment through the DOST -MIMAROPA local GIA fund. And to further improve ways of bleach ing and dyeing of their abaca fibers, the said training was conducted. With the expertise of Engr. Servañez, he recommended the following pointers in order to improve their existing processes and so as the quality of the product as well as their productivity:      

“Mangyan” way of bleaching natural fibers (overnight-soaking of freshly harvested fibers, washing and drying) Use of lesser amount of glacial acetic acid during bleach ing will imp rove the tensile strength of the fibers To avoid fading of dyes, it is recommended to use Glaubers salt instead of ordinary rock salt The PSTC-Marinduque will provide dig ital weighing scale for mo re accurate and precise weighing of chemicals for imp roved ration during dyeing Profitability analysis of the project was also resolved Techniques for efficient fiber utilizat ion for abaca slippers production were also shared

After the train ing, members of the cooperative were encouraged to follow the new formulat ion on bleaching and dyeing. They as sure that they will devise a better strategy to come up with a sound schedule of production for abaca -based slippers to be more p roductive and profitable.
