DSWD to conduct 2nd nationwide assessment to identify poor families

Social Welfare and Development Secretary Corazon Juliano-Soliman explains the mechanics of “Listahanan” or the National Household Targeting System for Poverty Reduction (NHTS-PR) during the press conference held today at La Breza Hotel, Quezon City. With the Secretary in the panel are DSWD Undersecretary Florita R. Villar and Director Vincent Andrew Leyson of the National Household Targeting Office (NHTO).

The Department of Social Welfare and Development (DSWD) announced that the 2nd nationwide assessment in the last quarter of the year will be conducted to identify poor families needing assistance of anti-poverty programs and services. The assessment will be undertaken through the DSWD’s project dubbed as “Listahanan” or the National Household Targeting System for Poverty Reduction (NHTSPR). Listahanan is an information management system that identifies and assesses who and where the poor are. Listahanan makes available to the national government agencies and social protection stakeholders a pioneer database consisting of comprehensive information about poor families nationwide. The assessment will cover 15.3 million households estimated from the 2010 Census of Population results for both rural

areas and pocket of poverty in urban areas. It can be recalled that the DSWD conducted the first assessment in 2009 where 10.9 million households were assessed resulting in the identification of 5.25 million as poor using the Proxy Means Test (PMT), a statistical formula that estimates family income based on observable family characteristics. Beneficiaries of government programs such as Pantawid Pamilya, National Health Insurance Program (NHIP), Social Pension fund, among others, were taken from the 2009 database of Listahanan. In preparation for the upcoming assessment, DSWD will be hiring 47, 644 field staff comprised of 31,908 enumerators for one month, 6,383 area supervisors for two months, 1,277 area coordinators for three months, 4,038 encoders and 4,038 verifiers for one month. They will undergo rigorous training and will be deployed in different provinces and municipalities and cities all over the country. Innovations for the 2013 Assessment DSWD Secretary Dinky Soliman said that for this year’s assessment, the DSWD will use android tablets instead of paper and pencil as the primary data collection tool in urban areas. “The use of tablets as data collection tool and encoding device will minimize the risk of losing the family assessment forms (FAF) during shipment and expedite the data collection process in urban areas,” Secretary Soliman explained. However, due to the absence of a reliable internet connection, enumerators assigned in rural areas will continue to use paper and pencil. Another innovation is the inclusion of the barangay community characteristics derived from the 2009 Census of Population and Housing (CPH) as determinants of poverty status in the new PMT model. Among these are access to mobile phone signal, availability of commercial establishments, and recreational facilities. The new PMT model will also use the non-income variables such as housing features, family assets and access to water and sanitation facilities, among others which were sourced out from 2009 Family Income and Expenditure Survey (FIES) and Labor Force Survey (LFS) as income predictors. Listahanan will also be able to classify occupation of family members into 431 specific categories consistent with the Philippine Standard Occupation Classification (PSOC). Budgetary Requirements The 2nd Nationwide Assessment has a total budget requirement of P1.9 billion which includes the cost of service of field staff, procurement of IT equipment, production of FAFs, and conduct of validation activities, among others. NCDA, DOT hold Regional Forum on Accessible Tourism for PWDs /By Orlan C. Jabagat

PUERTO PRINCESA CITY, Palawan, (PIA) -- The National Council on Disability Affairs (NCDA) in partnership with the Department of Tourism (DOT) is now conducting the “Regional Forum on Accessible Tourism for Persons with Disabilities” at the Hotel Centro, Puerto Princesa City. The forum is in line with the government’s campaign in promoting “Accessible Tourism for All” and the right of persons with disabilities to cultural life, recreation, leisure and sports as embodied in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). Participants for this forum are representatives in the tourism industry/business, such as hotel and resorts managers and supervisors, front desk officers/personnel, tourist transport operators, tourism officials in the government, leaders of persons with disabilities organization/associations and the media. Resource persons to this forum will discuss among others, the UNCRPD and other DisabilityRelevant Mandates; Universal Designs for Barrier-Free Tourism; Non-Handicapping Environment for Persons with Disability; and the Web Accessibility. The forum will also include a sensitivity training for the participants on how to handle and deal with persons with disability who travel, particularly those with orthopaedic, visual and hearing impairment. The forum also aims to identify issues and concerned related to accessible tourism and recommend measures that would eventually support the country’s tourism industry as well as its efforts to create a rights-based, inclusive and barrier-free society for all. Health Dept to conduct school-based adolescent immunization By Orlan C. Jabagat

PUERTO PRINCESA CITY, Palawan, (PIA) -- The Department of Health-Center for Health Development IV-B (DOH-CHD IV-B), in partnership with the Department of Education (DepEd) will conduct a school-based adolescent immunization program. The Provincial Health Office (PHO) and the City Health Office (CHO) will conduct the program on August 16 to September 15. Target of the DOH to be vaccinated with MMR or Measles-Mumps-Rebulla and TetanusDiphtheria (Td) are the students enrolled in all public secondary schools in Palawan. The vaccine provides protection against severe measles, mumps, german measles, tetanus and diphtheria with possible complications which usually afflict infants, children and adolescents. Researchers discover species of spider in OrMin By Luis T. Cueto

CALAPAN, Oriental Mindoro, (PIA) -- Researchers from Manila have recently discovered two species of spider water beetles Oriental Mindoro. In a study published in the journal Zookeys last August 6, the two new species, classified under the genus "Ancyronyx" or "uwang" in Filipino term, were both discovered only in Oriental Mindoro by researchers from the Ateneo De Manila University's Department of Biology, led by German national Dr. Hendrik Freitag. The first one, Ancyronyx buhid, was discovered by researchers in the ancestral lands of the Buhid tribe of Mangyans in Roxas, Oriental Mindoro. The second one, Ancyronyx tamaraw, was identified among older collections of unidentiwww.theguidon.com fied specimens, and was determined to live in the ANCYRONYX JAECHI. The researchers said the Buhid Spider Water Beetle (Ancyronyx buhid) is a potential bio-indicator species, or an organism that can help check the health of an ecosystem. The said spider water beetle fulfills the criteria of bio-indicators, the researchers said. According to the study, Ancyronyx buhid is only found in clean water ecosystems, and absent in polluted streams. It is also easily identifiable. "The vivid and specific color patterns of adult Ancyronyx species enabling an easy identification, as well as the availability of regional identification keys for both, larvae and adults, allow their potential use as bio-indicators," the paper said. Ancyronyx tamaraw, on the other hand, is "too rare to serve as a good bio-indicator," researchers noted. Of the 20 known species of spider water beetles, "11 of them are endemic to the Philippines and cannot be found anywhere else, indicating that the country is the diversity center of this genus," the researchers noted in a media release. "It emphasizes the importance of the country as a bio-diversity hotspot at global scale," Dr. Freitag’s group added. The same researchers also claimed that the area where the new beetle species were found is of "very high biological importance and extremely high critical conservation priority," but is facing "high socio-economic pressure" and only subject to moderate conservation efforts. ODIONGAN, Romblon, (PIA) -- Pinangunahan ng Philippine Army (PA) ang pagsagawa ng tree planting activity sa bulubunduking bahagi ng Brgy. Dapawan, Odiongan, Romblon kamakailan. Ang naturang aktibidad ng mga sundalo ay bilang suporta sa programa ng Department of Environment and Matural Resources (DENR) na National Greening Program (NGP) alinsunod sa Executive Order No. 26 na nilagdaan ni Pangulong Benigno S. Aquino III. Nakatalaga sa lalawigan ng Romblon ang mga opisyal at miyembro ng mga sundalong lumahok sa pagtatanim ng mga punongkahoy. Ang mga ito ay kabilang sa 410th Community Defense Center (CDC), 4th Regional Community Defense Group at Army Reserve Command (ARESCOM). Naging katuwang rin sa pagtatanim ng Army Reserve force ang mga empleyado ng Governor’s Office, mga miyembro ng Municipal Disaster Risk Reduction and Management Council ng Odiongan at kabataang miyembro ng Alpha Phi Omega International Service Inc. Ang fire drill ay isinagawa ng Bureau of Fire Protection sa pakikipagtulungan ng mga kawani ng Odiongan Municipal Police Station at Municipal Disaster Risk Reduction and Management Council. Ang pagsasanay ay pinangunahan ni Regional Trainer Officer Nieves Bonifacio ng Office Civil Defense IV-B (MIMAROPA). Sinabi ni Bonifacio na ang nasabing pagsasanay ay isinasagawa ng kanilang ahensiya sa buong rehiyon bilang paghahanda ng pamahalaan sa mga ahensiya kapag panahon ng kalamidad gaya ng sunog, lindol, bagyo, pagbaha, pagguho ng lupa at iba pa. Nagpahayag naman ng kasiyahan ang pamahalaan ng Odiongan, sa pangunguna ni Mayor Baltazar Ll. PNP regional chief orders random drug testing on all units in Mimaropa /By Luis T. Cueto

CALAPAN CITY, Oriental Mindoro, (PIA) – The Philippine National Police (PNP) Mimaropa Regional Director, Chief Supt. Melito A. Mabilin, has ordered random drug testing of police units under his supervision. Mabilin told newsmen here that anti-drugs campaign is still an integral part or one of the priorities of his entire regional command. He said he is determined to “flush out” illegal drugs’ influence and maintain a “drug free” image of the PNP. Mabilin initially started the random drug test also last month when he ordered all police units in Marinduque province to submit to the said examination because of official intelligence reports that there are police personnel in the area who are either drug users, protectors or in cahoots with some illegal drugs groups operating there. maritimemed.com The random drug testing will run until September. The regional police director also stated here in the face of recent reports of police involvement in some illegal drug-related cases, the latest of which was the apprehension last month of Philippine Drug Enforcement Agency (PDEA) operatives on a police detachment commander in a buy and bust operation. The said PDEA’s arrest of SPO3 Gaudencio Callo, a supposedly model policeman being an outstanding police awardee, in Naujan, Oriental Mindoro last July 19 also resulted in the immediate relief of the town’s police chief by virtue of “command responsibility.” The arrested police officer was already arraigned in court for violation of Anti-Illegal Drugs Act and is now detained at the provincial jail in this city. Moreover, all other PNP units or components in the provinces of Occidental Mindoro, Marinduque, Romblon and Palawan will also be subjected to random drug tests in the near future. CALAPAN, Oriental Mindoro, (PIA) -- Malaki ang potensiyal ng seaweeds na maging pangunahing produktong agrikultural sa bayan ng Bulalacao. Ang barangay Balatasan, Bulalacao ay isa sa mga inaalagaang marine protected areas ng Oriental Mindoro. Maliban sa pangingisda, seaweeds production ang isa ngayon sa mga umuusbong na kabuhayan ng mga mamamayan doon. Maaari na itong maibilang sa kasalukuyang pangunahing produktong agricultural dito na calamansi, niyog at saging. Sa panayam kamakailan kay Provincial Agriculture Office (PAgO) Research and Planning Division Chief Marilyn Alcañices, batay sa kanilang tala, mayroong sakop na 19,800 square meters ang seaweeds areas sa nasabing barangay mula sa kabuuang mahigit sa 59,000 metriko kuwadradong seaweeds areas nito. Sa kasalukuyan, mayroon nang naaning isang metriko toneladang seaweeds sa bayan pa lamang ng Bulalacao. Sa bahagi ng karagatang nakapalibot sa barangay, makikita ang seaweeds plantation. Mula doon ay inaaani ng mga taga-Balatasan ang mga seaweeds na ginagawa nilang instant noodles. Mula sa mga pinatuyong seaweeds, nakagagawa na sila ng cup noodles na nagkakahalaga ng P20 at ang 1/4 kilogram na pakete nito ay nagkakahalaga naman ng P35. Upang tuluyang maisulong at magtagumpay ang seaweeds production sa barangay, patuloy ang pagbibigay ng pamahalaang panlalawigan, gayundin ng iba pang mga ahensya ng pamahalaan, ng mga kinakailangang tulong at suporta sa mga mamamayan ng naturang barangay. Magugunita na kamakailan lamang, kabilang ang Balatasan Seaweeds Growers Association sa mga mapapalad na benepisyaryo ng motor engines mula sa pamahalaan na maaari nilang magamit sa pangangalaga at pag-aani ng seaweeds sa kanilang lugar.
