2,207 chikungunya cases in Marinduque alone! The new health threat posed by the mosquito-borne African viral disease, chikongunya, to residents of many Marinduque barangays is far from over. The municipal government of Boac, alarmed by the increasing number of people downed by the virus that registered more than 1,200 victims in July declared a state of calamity (July 17), for health reasons immediately engaging in massive information, education and clean up drives to eradicate mosquito breeding grounds. Yet the problem persists and there are apparent attempts to downplay the situation. PIA reported http:// www.pia.gov.ph/news/index.php? article=2171374822809 that a week after the capital town was placed under a state of calamity owing to the outbreak, the number rose from 1,048 to 1,217. As of July 25 the number of chikungunya cases reported province-wide from January to July according to the Provincial Health Office was: Boac – 1,237; Torrrijos – 505; Buenavista – 282; Gasan – 53; Mogpog – 121 and Sta. Cruz – 9, or a total of 2,207 cases that were reported to the Department of Health (DOH).

But DOH reports 2,594 chikungunya cases nationwide! The irony of it all is that we read about DOH Asst. Secretary Tayag expressing concern about chikungunya outbreak in 10 municipalities across the country (and none from Marinduque) – villages found in Kiamba and Maitum in Sarangani; Villareal and Daram in Western Samar; Ma. Aurora in Aurora; Sindangan in Zamboanga del Norte; Sta. Rita in Samar; Concepcion in Romblon; Santiago in Agusan del Norte; and Patnongon in Antique. And there are other 'alarming' reports from other regions, nothing compared to the Marinduque figures. ―The Department of Health-Region 11 (DOH-11) said chikungunya cases since January, 2013 have reached 72 and raised the alarm that it may be on the rise in the region. DepEd offers calamity loans to typhoon-affected teachers / GSIS and Pag-ibig also offers calamity loans / CSC reiterates issuance of Special Emergency Leave ======================================= PASIG CITY – The Department of Education (DepEd) is extending a calamity loan of up to P20, 000.00 to teachers and non-teaching personnel who were directly affected by Typhoon Maring and ―habagat‖ monsoon rains. DepEd Order (DO) no. 10 s. 2011 sets the maximum amount of calamity loan which can be availed at Php20, 000.00 with an interest rate of 6% per annum. The loan is payable in 24 equal monthly installments for two years, automatically deducted in the payroll. Education Secretary Br. Armin Luistro FSC said applications for calamity loan must be received within two months after the area has been declared under the state of calamity. “This is an urgent measure to promptly respond to our teachers who need help returning to their normal lives after tragedy,” said Luistro. Apart from the DepEd loan, teachers and non-teaching personnel may also avail of the emergency loan provided by the Government Service DepEd Secretary Br. Armin Luistro Insurance System (GSIS). GSIS members may apply through any of the 147 GSIS Wireless Automated Processing System (GWAPS) kiosks located within the calamity areas. Granting of emergency loans will start on August 24, 2013. GSIS members may avail of the loan only if their area is under a state of calamity. For members who do not have eCards but are eligible to apply for a loan, they may apply over-the-counter at any GSIS office and will be issued a temporary eCard. Eligible members may loan up to PhP20, 000.00 payable in 36 equal monthly installments. Another available loan option is the Pag-ibig Calamity Loan Program. Eligibility would require the member to live within the area under the state of calamity, to have at least 24 monthly contributions, and to be an active member of the Pag-ibig program –having made 5 contributions within the last 6 months prior to the application. A member may loan up to 80% of one’s total accumulated value (TAV) with an interest rate of 5.95% per annum. The loan is payable up to 24 months – 3 months reprieve and would start payments on the 4th month. The Civil Service Commission also reiterates its issuance of the Special Emergency Leave through the Civil Service Commission Memorandum Circular (CSC MC) No. 2, s. 2012. This shall be granted to employees directly affected by Typhoon Maring and the “habagat” monsoon. Those living in areas declared under the state of calamity, or were gravely affected based on proof and evidence are the requirements for eligibility. The emergency leave will be a maximum of 5 days in a year. Availing of it should be within 30 days from the actual occurrence of the natural calamity/disaster. Any extensions made would be under the discretion of the agency.

TESDA awards Malampaya foundation for its BEST program PUERTO PRINCESA CITY, (PIA) -- The Technical Education Skills Development Authority (TESDA) recently confered the KABALIKAT Award Industry Category to Malampaya Foundation Inc. (MFI) for its scholarship program Bridging Employment through Skills Training or BEST. The KABALIKAT Award was given as part of TESDAâ&#x20AC;&#x2122;s 19th year celebration where it recognized outstanding partners engaged in the promotion and enhancement of technical education and skills development, cognizant of good practices and contribution in the enhancement of the country's technical and vocational workers. The BEST program has already benefitted 1,600 scholars from Batangas, Mindoro Oriental and Palawan since it began in 2006. The program aims to provide out-of-school youths and unemployed adults with employable trade skills and matching successful trainees with industry employment. Short term courses are taken in TESDA accredited technical/vocational institutions. In Palawan, MFI has already graduated 116 scholars in 2 batches. The first batch of 58 scholars graduated in December 2012 after three and a half months of training in welding and integrated construction skills at the TESDA-accredited Puerto Princesa School of Arts and Trade (PPSAT). The second batch of 58 scholars graduated at PPSAT in June 2013 completing modules in Integrated Construction Skills-Building Operations and Shielded Metal Arc Welding. At present, it is accepting applications for the third batch of BEST scholarship program for short term courses on integrated construction skills-building operation, shielded metal arc welding, information technology, and food and beverage courses. Malampaya Task Force has new commander

PUERTO PRINCESA, Palawan, (PIA) --- Philippine Navy (PN) Captain Edwin A. Mackay is the new Commander of the Joint Task Force Malampaya (JTFM). In a change of command held at its headquarters in Villa Libertad, El Nido, Palawan recently presided by Western Command (WESCOM) Chief Lt. Gen. Rustico O. Guerrero, Captain Mackay replaces PN Captain Bayani Gaerlan as head of Malampaya Task Force. JTFM, a composite team of the Philippine Air Force (PAF) and Philippine Navy (PN) soldiers with support teams from the Philippine Coast Guard (PCG) and the Civilian Active Auxiliary Force Geographical Unit (CAFGU), was created primarily to guarantee the security of the Malampaya project. According to WESCOM Chief Lt. Gen. Guerrero, the appointment of Mackay as JTFM commander came at an opportune time as the Armed Forces plan to put the importance of the Malampaya Deep Water Gas-to-Power Project to the purview of the national government. Considered as the largest natural gas development project in the country, Malampaya can provide up to onethird of the energy requirements of the entire Luzon and one-fourth of Metro Manila. DPWH metes fines to erring contractors violating DOLE order MANILA, -- Civil works contractors of the Department of Public Works and Highways (DPWH) were given written warning and asked to pay corresponding fines for not complying with Department Order No. 13 of the Department Of Labor and Employment policies, entitled ―Guidelines Governing Occupational Safety and Health in the Construction Industry.‖ DPWH Secretary Rogelio L. Singson has directed the imposition of fines and stern warning to erring contractors after being found not observing good housekeeping in their construction sites posing inconvenience to the public. The contractors were apprehended for lack of warning signs and barricades in some of their projects in Metro Manila, a statement from DPWH said. Non-compliance with the construction requirements shall have the corresponding sanctions and that repetitive violations shall be ground for recommendation for blacklisting, Secretary Singson said. Secretary Singson has also warned the DPWH project engineers supervising the said projects for their lapses in the imposition of the DOLE order. “The implementation of policies and laws governing occupational safety and health in the construction industry is the primary responsibility of the implementing office, in this case, the DPWH,” said Secretary Singson. “DPWH project engineers are equally accountable for not strictly enforcing the guidelines set by DOLE Order,” added Secretary Singson. DOLE DO #13 was formed and implemented in the interest of ensuring the protection and welfare of workers employed in the construction industry, the protection and welfare of the general public within and around the immediate vicinity of any construction worksite. NNC to Capacitate Nutrition Workers of MIMAROPA Two (2) capacity development training programs of NNC namely Nutrition Program Management (NPM) Training and Training of Trainers on the Basic Course for Barangay Nutrition Scholars (TOT â&#x20AC;&#x201C; BNS) was conducted last 26 â&#x20AC;&#x201C; 30 August 2013 and 2 - 6 September 2013 in Manila for newly designated and untrained Nutrition Program Coordinators, Nutrition Action Officers and nutrition-related personnel from the MIMAROPA Region. A total of thirty (30) participants for each training program are expected to attend with trainers/ facilitators coming from both from the MIMAROPA Region and Central Office staff of NNC. The week-long trainings aim to enhance the capacities of nutrition workers particularly in managing nutrition programs, and in training and supervising BNSs for the effective performance of their roles and functions.

NFA Marinduque sends teams to monitor rice in markets BOAC, Marinduque, (PIA) - NFA Marinduque has dispatched price monitoring teams in six major markets of Marinduque to ensure that their low-priced and good quality rice is continuously available to consumers. The markets monitored are in Boac, Buenavista, Gasan, Mogpog, Sta.Cruz and Torrijos. A surprised market inspection was also done in the municipalities of Boac and Mogpog, led by NFA Marinduque Officer-in-Charge Maria Lewina A. Tolentino together with Acting Industry Services Officer Ma. Filipina Logmao and Acting Provincial Investigation and Enforcement Officer Salvador D. Veciana. This is to check whether every licensed grains retailer and wholesaler is complies with NFA Rules and Regulations including NFA accredited retailers. OIC Tolentino advised

every licensed retailer and wholesaler to implement the prescribed facilities and equipment such as duly calibrated weighing scales or apparatus, storage space and rice boxes painted in white. There should also be a display of prescribed signboards on the exterior wall of grains establishment bearing the name of the licensee, the NFA control number and the words "Licensed Grain Retailer” or “Licensed Grain Wholesaler”. The licensee should also display the License Metal Plate issued by the Authority in a conspicuous place of the establishment. Prescribed price tags must also be placed with a size of 28 cm x 21.5 cm for big rice boxes and 21.5cm x

16.5cm for smaller rice boxes. Logmao on the other hand said an NFA-accredited retailer must sell NFA rice to consumers at the price prescribed or set by the authority and never resort to short-weighing or mislabeling in the sale of rice. The grains retailers were reminded to abide by these requirements during the inspection. Violators of NFA Rules and Regulations shall be meted the corresponding penalty. NFA conducts regular mobile registration and licensing in areas where there are reported individuals who are engaged in rice retailing, threshing or milling without a valid NFA license and where there are grains establishments with expired license. September is National Peace Consciousness Month MANILA, -- The Philippines will be celebrating the 10th National Peace Consciousness Month this September aimed at promoting a culture of peace and increased public awareness and understanding on the comprehensive peace process. Secretary Teresita Quintos Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP) in statement said this time of the year is "another great opportunity for the public to engage in empowering venues that encourage positive action and dialogue for peace." Deles said that this year’s peace month celebration centers on the theme, "Lahat ay peacesible!" which is a play on the Filipino proverb, "Walang imposible sa taong naniniwala na lahat ay possible (Nothing is impossible to a person who believes that everything is possible)." "The theme is a hopeful reminder that lasting peace is possible, especially if we all contribute towards it," she said. Deles added that the peace month is also a time to celebrate the milestones achieved in the peace process. "For one, we are inching closer towards signing a Comprehensive Agreement with the Moro Islamic Liberation Front (MILF)," she added. Deles said that the Government of the Philippines (GPH) and the MILF have already completed two of the four annexes to the Framework Agreement on the Bangsamoro (FAB). These are the Annexes on Transitional Arrangements and Modalities, and the Annex on Revenue Generation and Wealth Sharing. The remaining annexes being discussed by the parties on the negotiating table are on normalization and power sharing. These four annexes, together with the FAB, will constitute the Comprehensive Agreement which the parties aim to sign within the year. "The government and the MILF couldn’t have achieved these if not for the support of our people. However, we still need to strengthen our peace constituency in order to sustain the gains of the peace process," Deles said. The GPH and the MILF panels are slated to meet in September to resume discussions on the remaining annexes. Deles said that OPAPP, together with its peace partners, has organized activities for the month-long commemoration. To serve as a kick-off event is the "1 Goal for Peace" scheduled today, Sept. 1 at the Emperador Stadium, McKinley Hill Football Field in Taguig City. At least 200 Muslim and Christian kids from urban poor communities are expected to participate in a football clinic to be led by the Azkals and the Philippine Football Federation (PFF) coaches and football players. The event is a collaborative project of OPAPP, PFF, Generation Peace, Asia-America Initiatives, and Urban Poor Associates. The event is sponsored by Air21. On Sept. 21, OPAPP will join the global celebration of the International Day of Peace through the KaPEACEtahan 2013 to be held at the Liwasang Aurora, Quezon City Memorial Circle in Quezon City. Now on its third year, the event is envisioned to serve as a venue where peace advocates and the public can gather to celebrate peace and the journey taken to achieve it. Highlights of the KaPEACEtahan 2013 will include a Job Fair and Serbisyong Bayan participated by various government agencies as well as a peace concert featuring National Peace Ambassadors apl.de.ap, Ebe Dancel and other local artists. A series of conferences with the theme, “"magining a Post-conflict, Post-Agreement Philippines," is also slated to be held in key cities in the country. The conferences aim to provide an avenue for stakeholders to envision a “post-conflict, post-agreement” society and assess what these stakeholders can contribute in ensuring that the realization of a just and lasting peace is indeed possible.

The special report of the Commission on Audit (COA) on the Priority Development Assistance Fund (PDAF) releases from 2007 to 2009 showed that Arroyo forked out generous servings of pork barrel funds not only to her allies but also to her foes. “The opposition actually pretended to be in the opposition but functioned like a loyal opposition. With the real opposition, she was ruthless,” said Akbayan Rep. Walden Bello. Arroyo was equally generous to senators who investigated the P728-million fertilizer fund scam and aborted the $329-million National Broadband Network-ZTE Corp. deal. Senators who received pork barrel funds from 2007 to 2009 were Jinggoy Estrada (P825.15 million), Loi Estrada (P110.8 million) and Juan Ponce Enrile (P904.5 million), all of Partido ng Masang Pilipino (PMP). From the Liberal Party (LP), the pork recipients were Rodolfo Biazon (P245 million), Francis Pangilinan (P191.05 million), Ralph Recto (P129 million), Ramon Magsaysay Jr. (P22.5 million) and Manuel Roxas II (P5 million). The Nacionalista Party had Alan Peter Cayetano (P351 million), Manuel Villar (P135.5 million), Pia Cayetano (P123.25 million) and Antonio Trillanes IV (P3 million). Aquilino Pimentel Jr., of PDP-Laban, had a P61.56-million pork fund. Then Sen. Benigno S. Aquino III was listed as having P40 million in hard projects, but Budget Secretary Florencio Abad Jr. said in a text message that the allocation was never released. House pork In the House, then Deputy Majority Leader Neptali Gonzales II received P395 million, while then Speaker Prospero Nograles got P604.5 million.
