Peeling paint, crumbing plaster are home’s first signs of trouble By Alan J. Heavens The Philadelphia Inquirer

Question: I had a new roof put on my home 10 years ago. In the last couple of years, I have noticed, first on one and then another, and now all interior sides of exterior walls the paint peeling and plaster crumbling. This is happening only on the first and second

floors. The third floor, right under the roof, is in fine shape. I want to stop whatever it is, a leak of some sort, I imagine, and fix the walls (the easy part, I’m sure) before the day comes when my house goes on the market (not imminent). Where do I start in the search for the source of the problem, and whom do

I hire to do the searching? It occurred to me that the gutters are a likely source. Should I call the roofer? (I do not think he installed the gutters, but I believe he reinstalled them.) Answer: What kind of a warranty came with the roofing job? Most of the queries I receive on this subject are

from readers who say they have 10-year guarantees, and that if problems occur after the warranties end, the roofers wash their hands of them. It’s a tough call. Look at the winter just past. If you get enough of those, a roof can deteriorate faster than any warranty can predict. It’s just an average, based on as much experience as the roofer can

REALTORS® Help Realize a Dream Last year I served as the Chair of the Tallahassee Board of REALTORS® (TBR) Community Affairs Committee. REALTORS® have a passion for homes, and past and current leadership of TBR have put that passion into action by supporting Big Bend Habitat for Humanity. So it came as no surprise when I was asked to coordinate fundraising for a TBR Habitat build. Never did I anticipate the attention and effort it would take. Nor could I imagine the change we would make in one person’s life. “Some days I just sit and cry,” Eunice told me, sharing her disbelief and gratefulness, when asked about her experience. She first applied to Habitat in 2008. When her application was approved in 2010, Eunice began the process of learning about home Sarah Kosturko, CRS, SRES PrimeSouth Fezler, ownership. She attended classes on how to manage a budget for a home, Russell and Ferrie general home maintenance, and home ownership. Eunice volunteered over 400 hours of “sweat equity”—and all while holding a full time job! She shared her first thought when she learned her application was approved— “I can’t do this! I am too old!” Eunice, now 58, had her work cut out for her. She looked to family for support and strength to tackle what felt like the impossible. That feeling is not lost to me after coordinating TBR’s fundraising. In December 2013, when that sum was fully realized and matched with our partner group, the FSU Chapter for Habitat for Humanity, Eunice was taken to view her future home site. “I had a good feeling about it; the area was quiet and peaceful,” she recounted. And I echo Eunice’s comments to those who helped and supported her in reaching her goal, “Thank you God for the support and everything you did. I love you guys, and I appreciate you so much!” Learning about Eunice’s experiences made the fundraising, what seemed like a huge feat to accomplish, come into focus as just a small step in supporting someone in reaching their goal. So I, too, thank everyone involved who helped Eunice build her new home: TBR members, our affiliate partners, and the public who attended our fundraising events. gather. Yet I’d give the roofer a call to see what he or she thinks and whether some time could be spared to take a look. You say that based on the good condition of the third floor, the roof seems OK. Then the second and first floors could have problems for other reasons – the gutters may, indeed, need adjustment if they haven’t been maintained properly or were affected by the weight of ice and snow. If your house is made of brick or stone, pointing might be necessary. Fascia boards could be rotted. As I always say, I can’t make on-site visits, so I’m just guessing based on experience.

WASHINGTON — U.S. home prices rose in February from a year earlier at a solid pace. Real estate data provider CoreLogic said Tuesday that prices for existing homes rose 12.2 percent in February from a year ago. That was up slightly from January’s year-over-year pace of 12 percent. On a month-to-month basis, prices in February rose 0.8 percent from January. But CoreLogic’s month-to-month prices aren’t adjusted for seasonal patterns, such as winter weather. rising Snowstorms, prices and higher mortgage rates combined to reduce home sales in February to their lowest level in 19 months. A tight supply is helping boost prices even as sales slow. Sales fell

0.4 percent to a seasonally adjusted annual rate of 4.6 million in February from January, the National Association of Realtors said earlier this month. That sales pace would exhaust the number of available homes in 5.2 months, the Realtors’ said — below the six-month supply typical in healthy markets. The states with the biggest price gains in the past year were California, Nevada and Georgia. No states posted a drop.

Growing demand pushing up rents in the U.S. ‘Affordability gap’ widens nationally as incomes drop

SEATTLE LEADS Among major U.S. markets, rents rose the most in Seattle in 2013, up 7.1 percent from the year before, according to Reis. The second-biggest increase, 5.6 percent, was in San Francisco. Nationwide, effective rent rose 3.2 percent last year compared with 2012. Rents rose even as the nation added about 127,000 apartments, the most since 2009, according to commercial real estate data provider Reis Inc. The addition of those apartments hasn’t been enough to absorb the surging demand for rentals.

These are good times for U.S. landlords. For many tenants, not so much. With demand for apartments surging, rents are projected to rise for a fifth straight year. Even a pickup in apartment construction is unlikely to provide much relief anytime soon. That bodes well for building owners and their investors. Yet the landlord-friendly trends will likely further strain the finances of many renters. That’s especially true for the 50 percent of them who already spend more than one-third of their pay on rent. A 6 percent rise in apartment rents between 2000 and 2012 has been exacerbated by a 13 percent drop in income among renters nationally over the same period, according to a report from search portal Apartment List, which used inflationadjusted figures. “That’s what we call the affordability gap,” says John Kobs, Apartment List’s chief executive. “I don’t see that improving in the near future.” The trend is straining the finances of tenants like Michael Strane, 39, who recently decided to move from his apartment in Pasadena, Calif., to cut his two-hour commute to work in half. His new apartment in the L.A. suburb of Whittier will cost him $1,045 a month, $200 more than he paid before. “I’m actually paying more than I really feel comfortable paying right now,” says Strane, a geologist. Asking rents in Whittier rose an average of nearly 14 percent last year, according to real estate data provider Zillow.

Rental booming Rental demand has risen in much of the United States since the housing market collapsed in 2007. A cascade of foreclosures forced many people out of their homes and into apartment

markets. Reis expects a stronger job market to enable more people to start renting instead of living with roommates or parents. As a result, the firm predicts that effective apartment rents will increase 3.3 percent this year to an average of $1,118 nationally. Rising rents in San Francisco compelled Marc Caswell to move to Los Angeles, where he found a two-bedroom apartment for $2,000 a month — half of what he would have had to spend in the bay area. AP

leases. At the same time, construction of apartments was stalled until the past couple of years because many builders couldn’t get loans during the credit crisis. Add to that several recent trends, from rising mortgage rates to stagnant pay, which have combined to discourage many people from buying homes. It’s resulted in fewer places to lease and a bump up in rents. The national vacancy rate for apartments shrank from 8 percent to 4.1 percent from 2009 to 2013, according to commercial real estate data provider Reis Inc. As a result, landlords were able to raise rents in many markets. The average effective rent rose 12 percent to $1,083 during those years, according to Reis, which tracked data for apartments in buildings with 40 units or more. Effective rent is what a tenant pays after factoring in landlord concessions, such as a free month at move-in. Over the same period, the median price of an existing U.S. home has risen about 14 percent, according to data from the

more than double what the couple hoped to pay. “In a year or two, there would have been no money put away,” says Caswell, who works for an environmental nonprofit. The couple, who earn a combined salary of about $120,000, now pay $2,000 a month for a two-bedroom apartment in Los Angeles, the 12th-most-expensive rental market last year. Even with more buildings under construction, rising demand will push rents up in many

The company has avoided coastal markets, where apartment buildings for sale tend to command high prices, making it harder to turn a profit without charging rents that could price out many tenants. Steadfast likes to buy buildings where it can make money while serving tenants who earn between $45,000 and $75,000. On average, it charges $950 in rent, says Ella Neyland, Steadfast’s president. “Every single day I have some apartment home in my portfolio that’s up for renewal,” Neyland says. “As the market improves, I increase the rents.”

Puppy-proofing protects your dog, home Give pets safe space to explore By Shirley Salemy Meyer Associated Press

We bought food bowls, borrowed a crate and dusted off baby gates. But soon after we adopted our 13-week-old puppy, we discovered the house really wasn’t ready. Clove, a Labrador retriever mix, chewed wires we thought were hidden and investigated stairs we thought she’d ignore. She rummaged through deep bins holding plastic smelly shin guards and plucked snow-soaked mittens from our warm radiators. Within a week of her arrival, we had to block off power strips, reorganize our mudroom, devise a new plan for drying winter gear and gate the staircase. “It’s a lot like having an infant in the household,� said Pamela Barlow, animal behavior counselor at the American Society for the Prevention of Cruelty to Animals’ adoption center in New York City. Barlow says puppies need constant supervision and a safe environment to explore. She cautions against confining them so much that they don’t get outside experiences. It is hard to go back and socialize puppies if owners miss the window of opportunity to do so. Puppies are drawn to things they can chew on and are stimulated by things that move, said Dr. Carlo Siracusa, director of the Penn Vet Behavior Service at the University of Pennsylvania. “Many times we think that we should protect our home from a new puppy,� Siracusa said, because the puppy could potentially cause damage to a house. But more important is the opposite: making sure that puppies are safe in

their new home. Most essential is to create a safe haven — a place where the puppy can rest and sleep when there is too much excitement or stimulation, such as when kids have friends visiting, Siracusa says. For the Sullivan family of South Orange, N.J., a crate has proven to be more useful for keeping their puppy, Angus, safe than his exercise pen has. Angus, a Bichon Frisepoodle mix now 5 months old, learned how to get out of the pen the first day, said Elie Sullivan. She keeps the door of his crate, located in her sons’ room, open. “He’ll go in there and have a nap,� she said as Angus, as soft as a skein of cashmere, cuddled in her lap. blocked Sullivan stairs, moved low baskets into closets and bought tall hampers to prevent Angus from raiding the laundry. “I like my house,� she said. “I didn’t want it torn up.� She also ensured that her house plants are safe for dogs. and supervise them with the puppy. She has Teddy’s crate in the kitchen, a safe place for him amid the household hubbub. Initially,

For instance, one of Barlow’s clients is an artist with a studio in her house. The artist gated off the studio so the puppy couldn’t run around the easels, paint and chemicals.  Let puppies earn their freedom. Give them one space or room at a time.  Create a safe confinement area where the puppy can stay when you are not home. There should be enough space for a sleeping area and a potty area when puppies are very young. Also essential are a non-spill water bowl and safe, enriching toys. Toys that are not

safe for this area when you are gone include tennis balls, rope toys, toys that are shorter than about double the length of the puppy’s snout, and stuffed toys that have glass or plastic eyes and noses, Barlow said.  Tape loose electrical cords. Use outlet covers.  Store cleaning chemicals out of reach.  Move breakables and valuables out of the puppy’s reach. Roll up new or valuable rugs until the puppy is house-trained.

In your yard  Do not leave a puppy unsupervised, and be sure to fence in your yard before letting the puppy off leash.  Fence off the garden.  Use pet-safe gardening products, and be sure any lawn service you use does the same. — Store grill utensils out of the puppy’s reach.  Make sure a swimming pool is fenced.  Check the ASPCA’s list of poisonous plants.

True to its name it is native to Spain, Portugal and northern Africa, and can make a home in your garden, too. At the Coastal Georgia Botanical Gardens here in Savannah we have a nice established drift, or patch of the Southern maidenhair fern growing in our cottage garden. The Spanish bluebell, which is also called wood hyacinth, has established well in the same area. Condo association dues still owed after a foreclosure By Gary M. Singer Sun Sentinel – Fort Lauderdale

Question: I went into foreclosure several years ago on my condominium because I was not able to afford the mortgage and condo dues and stopped paying both. About a year ago, I went through a Chapter 7 bankruptcy and moved to a new home I am renting. I recently got a letter from my former association

saying I owe money for unpaid dues. Do I? – Les Answer: Yes. When you borrow money from a lender to buy a home, you sign both a mortgage and a promissory note. The promissory note is your promise to pay the bank back the money you borrowed and the mortgage lien allows the bank to take back the home as payment toward the note if you stop paying.

A typical Chapter 7 bankruptcy will relieve you of paying back the money you borrowed for the home, but it will not disturb the mortgage lien against the property. This means that after the bankruptcy is complete, you still owe the condo dues until your lender finishes the foreclosure action. While the bankruptcy will have erased all the back payments you owe the association,

you still will rack up new payments after the bankruptcy since you still own the property. You also still have all the other responsibilities of ownership, such as property taxes and liability for negligence. If you are abandoning a property in bankruptcy, you need to make sure the bank takes back ownership as soon as possible to avoid further problems. Talk to your lender about the impor-

If your inspection indicates a door replacement is warranted, you might consider the advantages of one made of fiberglass. “A solid fiberglass door is up to four times more energy efficient than a solid wood door, plus you get the benefits that fiberglass has to offer, including resistance to rot, rust, dents and weather,” Maulucci says. Another factor to consider is what’s on the inside of your door. Polyurethane foam used in the core of fiberglass doors helps them achieve high thermal performance values. For those homeowners wanting decorative glass for doors, they have the option of doorlites and sidelites with low-E glass. In cold weather, the low-E glass helps reduce the loss of heat by reflecting the heat back inside the home. In warm weather, low-E glass reflects the sun’s rays off of the glass, helping keep the interior of the home cool.

The delicate-looking fronds vary in height, topping out at about a foot and a half with an equal spread thanks to the slow-creeping rhizome. You will want to plant several to get your patch going. They are deciduous and require organic rich, welldrained soil. Providing supplemental water during summer’s droughty periods is essential and will keep them not only growing, but looking their best. This is a great fern for shade but also performs superbly in part shade or those areas with a little morning sun. Your choice of companion plants is only limited by your imagination. In addition to the Spanish bluebells the ferns are ever so picturesque along a tiny stream or babbling brook. No hosta collection would be complete without a heavy complement of ferns, and by all means several patches of the Southern maidenhair. Try them with other shade lovers like impatiens, begonias, caladiums and coleus.
