MESSAGE FROM THE BOARD PRESIDENT

Dear Neighbors,

Last month’s update announced that we are in a transition period between general managers. This month, I am pleased to report that momentum continues on all fronts!

Regarding the General Manager position, the board appointed Annie Rosenfeld as Interim General Manager. Annie has a 20-year tenure at Tahoe Donner. Tahoe Donner is blessed with an exceptional staff. Times of transition like this are when we truly see their dedication to Tahoe Donner members and they work together as a team. The board has begun the search process for a new General Manager. We are engaging with an executive recruiting firm to ensure we have the best candidate pool possible from which to select our next GM, whether internal from Tahoe Donner or recruited from outside.

Here’s a few more things that have the board’s attention:

2024 Budget

We are in the midst of a series of workshops, detailing the operating and capital funds budgets. This is a broad effort, involving staff and member committees as well as the board. As part of the capital fund budgets, we are updating the project budget for the downhill ski lodge replacement project. These are all open board meetings.

Private Amenity Access Policy Update

This is also in the midst of a series of workshops, all open sessions, including member feedback forums. This is a major policy update that can impact who has access to private amenities, possibly including priority access, as well as how we pay for access.

We are working to impress on the recruiting firm the rare combination of attributes that comprise Tahoe Donner. We are a very large HOA with a membership that is both demographically and economically diverse. We consider Tahoe Donner as our home, and our home is more than a kitchen, living room and bedrooms. Our home includes a recreation center, a beach, a ski hill, world class cross country skiing, a tennis center, pools, restaurants, and more. Our “front yard” covers thousands of acres and miles of trails to be maintained and protected. Plus, in round figures, we’re dealing with a $30M operating budget and a $90M balance sheet. Recruiters and applicants need to embrace the totality of what Tahoe Donner is and what it means to us.

Member Service and Enjoyment

As a concept, member service and enjoyment is core to our discussions about the budget and the private amenity access policy. As an experience, it is a core deliverable by staff. You can read more about member value on page 14. Kudos for a great Wild West Fest. The dining experiences with entertainment have been fantastic. ACTIVITIES

Immerse yourself in the beauty of nearby Bennett Flat Meadow while you enjoy fall traditions and nostalgic harvest-themed activities outside the Northwoods Clubhouse. Each year, staff continue to expand festival offerings for the Tahoe Donner Community to look forward to. Miguel Sloane, Director of Operations, shares, “It’s rewarding to see how the Fall Festival continues to evolve and bring the community together year after year. Our last several events have had over 1,000 people in attendance throughout the day, so we try to make sure to have something for all ages and interests to enjoy. There really is something for everyone, so bring the whole family down!”

As each year gets bigger and better, you can expect familiar favorites like a bounce house, face painting and a candy apple station, in addition to special events like pony rides, a climbing wall and slide, a bungee trampoline and the doggie dip adventure for your four-legged friends in Northwoods Pool!

In addition to all the festival fun, adults can enjoy live music entertainment while enjoying a beverage or two outside Pizza on the Hill.

JOIN THE ELECTIONS COMMITTEE

HELP SUPPORT THE ELECTIONS PROCESS IN TAHOE DONNER

With three vacancies, the Elections Committee is excited to enlist fresh faces to the team for renewed energy, enthusiasm and creativity in enhancing the association’s board election process. “Participation on this committee provides an ideal opportunity to get to know and work with our exceptional staff,” shares long-time committee member Bette Rohrback, adding, “The committee works closely with the board and senior management to orchestrate the complex nature of the election process.”

Rohrback, who has served on the committee for the past eight years, further explains that the Elections Committee acts as a resource and interface between candidates and the membership to articulate key areas of focus and concern during each election cycle. The committee also coordinates the flow of information among all stakeholders while identifying and implementing systems and processes that encourage member engagement. Additionally, the committee is an excellent way for members to get involved that does not require a significant time commitment. The committee holds once-a-month meetings from January through April, with more frequent meetings and other activities as the close of the election approaches in June. After a final review and postmortem of the election in July, the committee recesses until the following January.

BOARD VACANCIES + ELECTION PROCESS

Tahoe Donner is governed by a five-member board of directors, with each director elected for a three-year term. The board governs the association’s financial management and general operations,

providing direction and oversight of the organization’s affairs as they pertain to determining the Annual Assessment, approving capital projects, setting fines and fees and more. The board is comprised of member volunteers from various backgrounds and is elected by the membership to act as representatives for the property owners of Tahoe Donner.

When terms are up, new directors are elected through a judicious process overseen by a third-party Inspector of Elections according to state law and in partnership with an accountancy firm to ensure a fair and lawful election. Members on the Elections Committee also volunteer to support the election process, educate the membership on how it works and encourage members to vote.

Election cycles occur each year and follow a specific timeline and procedures maintained by the Elections Committee. The committee provides campaign guidelines and other resources to help candidates promote themselves responsibly and equitably while developing and executing voter outreach and engagement strategies.

BUDGET FACTORS

Factors that impact the 2024 budget include:

• Sharp increases in the cost of General Liability Insurance, Health Insurance and Workers’ Compensation Insurance are anticipated

• Utility expenses remain high, as well as the costs associated with attracting and retaining staff with competitive wages and benefits

digging into our truckee roots

Truckee River Day began 28 years ago in 1996 when our community began realizing the impacts of our history. We loved our little town tucked away in the Sierra Nevada mountains for its quiet beauty but also its funk, style, rugged wildness and the amazing people who make our home so unique. But over a century of logging, grazing, mining and mismanagement of our water resources for downstream use led to degraded rivers, meadows and forests, fish stranded in dry streambeds and damage to our beloved recreational resources. Our streams were depleted, our meadows were draining, the soil was cracked and dry, and native fish and wildlife were disappearing. Because of this, we made the definitive decision to protect and repair this special place together.

That marked the beginning of the Truckee River Watershed Council (TRWC). We created vital changes in water policy and laid the groundwork for our mission to protect and restore essential ecosystem functions, water quality and habitat for species threatened by misuse, recklessness and neglect. Along with it sprouted our first Truckee River Day. We had expected just a few people to participate and were excited to greet them, but on that morning, over 300 volunteers showed up with rakes and shovels in hand. We could not believe our eyes or our hearts. Our community stepped up, put their heads and hands together and made a commitment to protect and restore our wild places – indefinitely.

Now, as we enter a state of rapid climate change, our burning need to create a resilient watershed has never been clearer. We live in a day and age where increases in drought, wildfires, storms, flood events, evacuation warnings and environmental stressors are commonplace. But, as TRWC has grown over the past 28 years, so has our knowledge, skills and capacity to show up for the challenge and tackle these threats to our watershed, ecosystems, vital wildlife habitat and community well-being. Our urgency has grown, but so has our team, partnerships, policy initiatives and community awareness. We are downright lucky to be part of a community so rooted in the significance of our natural surroundings and knowledgeable of the vital ecosystem services they provide.

With such an intense water year in 2023, our groundwater table is higher than it has been in years! Our goals for restoration work this Truckee River Day are designed to unite our community and rise to that occasion. One of our 2022 volunteers writes, “It's an outstanding event that rallies the concerned community to come out and give their time to our environment and create awareness on all the issues we face in a highly impacted watershed.” We will come together once again on Sunday, Oct. 15, for the 28th Annual Truckee River Day to make a difference that will last for generations to come and continue to foster a meaningful, deep-rooted connection with our watershed and each other.

BE A PART OF OUR ROOT CAUSE

Since 1996, thousands of nature lovers of all ages, abilities and backgrounds have shown up yearly with their gumboots, buckets, shovels and smiling faces to take on hundreds of restoration projects throughout the watershed. Volunteer alongside your friends – and make new ones – as we restore meadows and riparian areas, plant native seeds and vegetation, and repair our mountain home together.

HOW THE ASSOCIATION STRIVES TO CREATE MEANINGFUL EXPERIENCES FOR TAHOE DONNER MEMBERS

As one of the largest homeowner’s associations in the nation, located in the stunning Sierra Nevada mountain range, Tahoe Donner is unique in both its size and dramatic setting. But what truly sets the association apart extends far beyond its locale and into a member experience that offers everything from comprehensive membership services and support to various programs, events and other offerings across their many top-notch amenities that highlight the vibrancy of this inspiring mountain community.

A STRATEGY FOR MEMBER ENJOYMENT AND VALUE

Codified into the association’s Five-Year Strategic Plan (2021-2026) is the Recreation Initiative, dedicated specifically to the continued development of enjoyment opportunities for members in Tahoe Donner. Each year, the board and staff consider and implement programs and policies that enhance the inherent value of membership while balancing the fiscal obligations of amenities to ensure their long-term use and benefit. The initiative serves as a guiding principle when envisioning and creating new activities that enrich the member experience at Tahoe Donner.

A YEAR OF CELEBRATING TAHOE DONNER

In the wake of the COVID-19 global pandemic, the Tahoe Donner Board of Directors was determined to revitalize the association following several years of forced limitations. They tasked staff with the development of community-centered offerings for 2023 that were reflective of a membership comprised of energetic and engaged outdoor enthusiasts. Continuing year-round, members were invited to enjoy fun and free programming, including both a winter and summer live music series, bingo and trivia nights at dining amenities, yoga on the lawn at the Northwoods

Clubhouse, guided tours of the Tahoe Donner Trail System and Euer Valley inclusive of those with mobility impairments and complimentary shuttle service from Tahoe Donner to downtown Truckee for Truckee Thursday and much more. Additionally, amenities ramped up their social programs to further promote a spirit of community with low-cost events like weekly cornhole tournaments on Friday evenings at the Alder Creek Adventure Center and the Tour de TD and Poker Ride checkpoint challenges throughout the impressive Tahoe Donner Trail System. A family-style BBQ and the Cowgirls + Cocktails trail ride and happy hour were held at the Equestrian Center. And The Lodge Restaurant & Pub hosted a winemaker dinner event, with a decadent four-course epicurean dinner and wine pairing in collaboration with Pride Mountain Vineyards.

NEW RECREATION FEE BENEFITS

Lastly, the board and staff have revised the optional annual Recreation Fee and benefits for the 2023/24 Rec Fee cycle to encourage members to maximize their amenity access and enjoyment. New this year is the addition of a two-person Rec Fee option for those with smaller families. Basic fitness classes are also now included with a

paid Rec Fee. All members were invited to two complimentary ski days at the Downhill Ski Resort and/or the Cross Country Ski Center this winter.

This year, we wanted to ensure there was something for all ages and abilities, from live music and game nights to guided and assisted tours of the trail system and complimentary ski days, to reinforce this sense of togetherness. I’m happy to report that members responded with overwhelming positivity and enthusiasm for each event, often reaching their max capacity.”

The lowest net winner, Kat Severin, dominated Flight 4, with Loretta Mullins and Trish Clarin in second and third, respectively. Carol Fromson won Flight 3, with Debra Phelps and Cathy Pellegrini in second and third. Toni Moore won Flight 2, with Barbara McCabe and Mischa Hill in second and third. and a very windy kayak excursion and picnic on Donner Lake. At the end of August, we hosted a fantastic BBQ with games, music and a dance party at Tahoe Donner’s beautiful Alder Creek Adventure Center under a full “blue” moon attended by over 70 members and guests.

KARATE CLUB

It’s officially fall, and time to recap our short but very active summer! Our club capitalized on the long ski season and enjoyed club ski days for seven epic months, capped off by our last ski day and picnic at Alpine Meadows on June 30! In June and July, we hosted bike rides, music in the park get-togethers

EQUESTRIAN CLUB

Equestrian Club members enthusiastically supported many of this year's Wild West Fest attractions. Once again, Nan Meek enlivened the arena events with her expert eye and commentary on the riding performances. Lorna, Karen, Lisha, Jenifer, Tara, and Gail opened the show with a lively showcase on horse breeds. The kids’ activities organized by the club, which included assembling hobby horses and bird feeders, were a nonstop hit at the craft center. Sixty new equestrians happily ran their “ponies” around at this sold-out crowd-pleaser! For more information on the Equestrian Club, email terrellsf@earthlink.net

In September, we held a bocce ball social at the courts at the Northwoods Clubhouse to showcase our “skills” and enjoy potluck appetizers and beverages. We are busy planning our fall calendar of events and looking ahead to another fabulous winter of skiing, après, out-ofarea ski trips, clinics and races.

QUILT CLUB

It’s officially fall, and all the natural signs surround us with cool breezes and colorful leaves. Autumn is just so beautiful in this area! And how fortunate we are to live up here amid its splendor. Last month, our group donated four quilts/blankets to the local Tahoe Forest Hospice. We hope they will bring comfort to a few patients and their families.

In August, we had the immense honor of a visit from Nishioka Shihan (Master). Walter Nishioka is 91 years young and the founder of the International Karate League. He was among the first to bring karate to Hawaii in the early 1950s after serving in the U.S. Air Force during the Korean War. He currently resides in Hawaii and continues to teach, attend tournaments and provide inspiration to all. You can learn more about Nishioka Shihan online at IKL.org or in his biography “Tobiishi to International Karate League.”

Nishioka Shihan visited the dojos for the TD Karate Club and the Truckee Rec Center during his stay. He attended a class taught by Sensei Suz Field, where he spoke to the students and demonstrated a few techniques. He also personally promoted Sensei Suz Field to fifth-degree black belt. After class, a festive party was held in his honor.

We are continuing to work on our veterans’ project, due in November. Several lap quilts are already completed, and a few more are in the works. I am happy to report that we made good use of donated fabrics to complete some of these; they are quite lovely!

Congratulations to our 2023 Club Champion, Denise Gauny! Denise shot the low gross score across two days of play out of a field of nine competitors. Denise, Lisa and Lydia will represent our club this fall at the Tournament of Club Champions in Sacramento.

4-WHEELERS CLUB

Truckee is an amazing place to live! On Aug. 27, under a clear blue sky, the club traveled to Webber Lake, White Rock Lake and then conquered a four-mile round-trip hike up Mount Lola, which sits at 9,143 feet elevation. WOW! The wildflowers and views of the surrounding lakes and peaks were spectacular. We even spotted a bald eagle.

August was Club Championship month at Tahoe Donner. Zach Matzke shot a 69, setting a new course record (since renovation). He followed that up with a 1-under 71 (total 140, -4 overall) to clinch the championship for the second year in a row. Zach will be starting his college golf career at Sacramento State this fall. Congratulations, Zach, TDMGC will be rooting for you!

AMERICAN MAH JONGG CLUB

Introducing the Tahoe Donner American Mah Jongg Club! The newest community club officially kicked off in August 2023. At our very first meeting, over 24 players were in attendance. The club meets every Tuesday at Pizza on the Hill from 12-3PM. We play American Mah Jongg using the current year’s National Mah Jongg League card and rules.

If you are ready to play Mah Jongg, grab your 2023 card and Mah Jongg tiles (if you have them) and join us – no RSVP needed. While the club meetings are not conducive to learning, anyone is welcome to attend to see how the game is played. At a later date, we will hold separate training sessions to introduce new players to the greatest game.

Mark Chapman won the Club Net Championship with a -8 net 136, highlighted by a stellar even-par 72 (net 66). The hike from White Rock Lake was pretty steep in several places but is less than half the distance from the Mount Lola Trailhead. The Forest Service roads to White Rock Lake are well-marked.

The road along the northwest shore requires a high-clearance 4WD vehicle, or you can park and walk from the campground. It’s wise to heed the faded “No Vehicles Behind This Sign” warning because although the road continues for a short distance before turning into a singletrack, it is steep, fragile and too narrow for a turnaround.

BRIGHTENING THE FUTURE FOR SCHOLARS

Every spring, I have the enviable task of calling the scholarship recipients to tell them the good news. On one memorable call, the scholar told me his mother would like to speak to me and immediately put her on the phone. In between deep sobs, I could hear her saying, “Thank you!” over and over again. College scholarships change the recipients' lives, but they also give hope for a better future to entire families. It is your continued generosity that makes all of this possible.

Stephanie, an outstanding Truckee High School student, received an Impact Scholarship from the Tahoe Donner Giving Fund in 2021. She is the first in her family to attend college (“first gen”), and, as the photo shows, her parents could not be prouder.

Stephanie has big career plans for herself. A junior at UC Riverside, Stephanie is majoring in business administration with a focus on marketing. The path ahead for her includes getting real-life experience in the branding and marketing field after she graduates and possibly pursuing a law degree that centers on corporate law.

It may seem like Stephanie is all work and no fun, but she is extremely engaged with the community at UC Riverside. She is the upcoming social chair for Mujeres Unidas, an organization whose goal is to empower “first gen” women. She also joined the Latino Student Business Association, interacting with students who share a similar career focus. And she is looking forward to spending a semester or two abroad to expand her perspective as a world citizen. Thank you for brightening the future of Stephanie and her family and all the Tahoe Donner Giving Fund’s scholars.

Founded in 2014, the Tahoe Donner board-chartered Tahoe Donner Giving Fund Committee raises more than $100,000 annually through fundraising campaigns to support local student scholarships and nonprofit grants. In addition, an anonymous Tahoe Donner homeowner generously donates $200,000 annually for IMPACT scholarships. The Tahoe Donner Giving Fund is an affiliate fund of the Tahoe Truckee Community Foundation, a 501(c)(3) nonprofit organization, tax #68-0416404. All contributions are voluntary and are tax-deductible as allowed by law.

HOW THE COMDEP TEAM KEEPS THE ASSOCIATION ENGAGED + UP TO DATE

With an abridged sobriquet more akin to a military operation than a homeowner’s association, “ComDep,” short for Communications

Department, denotes a pragmatic quality whose core function is to relay pertinent facts and details. Internally, however, the department prides itself on offering much more than a tactical messenger service, working across all amenities and departments to ensure that the membership is both apprised of important information but also excited and inspired by the association itself through its support services, community events and amenities programming that enhance the member experience.

MUCH MORE THAN COMMUNICATION PREFERENCES SURVEY COMMUNICATION BY

ComDep is an operational hub for both collecting and distributing relevant information in ways that are accessible and meaningful to members. The team leads nearly all feedback initiatives, including the HappyOrNot® program, surveys and more that ensure staff can continually address and improve areas of concern. The ComDep team recently conducted a communications preference survey to better understand how the membership wants to receive information. Thanks to all the members who participated.

The results of the survey help to streamline the association’s communications efforts so that members can stay engaged as their preferences evolve over time.

ComDep manages other platforms like the Tahoe Donner website, various social media accounts, the customer interface of ShopTD, all Google and Yelp listings, the video library including all board meeting videos, digital and print advertising, and a mobile app while also producing signage, event promotions, and campaigns for things like employee recruitment and public relations. The team also leads essential safety campaigns for emergency preparedness during wildfire threats, power outages and winter storms, as well as defensible space and governance updates in collaboration with local agencies like Truckee Fire Protection, the PUD and others.

Lastly, ComDep spearheads member-enjoyment and value initiatives throughout Tahoe Donner’s amenities, including free live music and outdoor yoga, to enrich and enliven the community experience. This past year, members were treated to over 30 performances from popular local musicians and bands, 10 weeks of complimentary Yoga on the Meadow over the summer and much more.

REVENUES THROUGH READERSHIP, ADVERTISING + WHY A MONTHLY MAGAZINE

Have you ever wondered why Tahoe Donner has a monthly magazine? Aside from offering light reading and amusing features about Tahoe Donner, Tahoe Donner News is a preferred source of information for members (as indicated by the survey responses) that generates ad revenues totaling more than twoand-a-half times what it costs to print it. This revenue significantly offsets the department’s costs and allows the association to save money on any legally obligated direct mail updates to the membership, like 45-Day Notices and Forestry Inspection Notices, by including them in the publication.

ComDep has also created a variety of advertising opportunities outside of the magazine, including event sponsorships, email advertising, ads on maps and tickets and more. Ad sales have grown over 70% in the last five years, providing a significant revenue stream to combat rising business costs and reduce the burden on the Annual Assessment.

As a department ultimately dedicated to member engagement, the team works effectively across multiple channels and platforms to continually enhance the member experience while driving advertising sales and association revenues. “Our goal is to continually highlight what makes Tahoe Donner such an amazing place to experience and be a part of, while providing new and exciting ways to enjoy it,” says Lindsay Hogan, the team’s director. “But also, as a business, we want to ensure that we are maximizing every opportunity to support the association’s operations fiscally as well.”

With over 25,000 members among 6,500 properties, finding ways to keep such a large community inspired and informed requires a strategic approach to distribution in addition to thoughtful messaging. Fundamentally, ComDep serves to remind members both of important details, but also the multitude of reasons why Tahoe Donner is so unique.

WELCOME CARLYNNE FAJKOS!

The team has been thrilled to welcome new Marketing Communications Manager, Carlynne Fajkos. With over 18 years of marketing and communications experience, Carlynne brings a wealth of knowledge, skills and experience to Tahoe Donner. Most recently a consultant for small businesses, her previous experience also includes heading up the marketing team for Vail Resorts/Northstar and over a decade of marketing and communications experience for companies like Verizon, AOL, theBoardlist and TechCrunch.

Carlynne is also very active in the Truckee community, spending the last three years as the Chair of the Tourism Development Committee for the North Lake Tahoe Resort Association and as a volunteer at Glenshire Elementary School and Truckee Dance Factory. She lives in Glenshire with her husband, Chris, and two daughters, Hazel (8) and Isla (5).

COVENANTS REMINDERS

FIRE EDITION

With cooler fall weather, it may be tempting to consider warming up with a bonfire. As a friendly reminder, Tahoe Donner does not allow wood or charcoal fires at any of its amenities. Per the Association Covenants rules, all homeowners and visitors must also comply with the seasonal burn ban ordinance. Additionally, all outdoor fires are prohibited on private lots, common areas or other association-owned properties at any time. TRUCKEE FIRE PROTECTION DISTRICT

SEASONAL BURN BAN ORDINANCE

Each year, the Truckee Fire Protection District implements a ban on backyard-type campfires, bonfires and BBQs that may use wood, charcoal or briquettes. Typically extending from June through November, the ban lessens the risk of wildfires caused by unattended or improperly extinguished residential campfires.

HOW TO MAKE A COVENANTS COMPLAINT

Email compliance@tahoedonner.com Visit the member portal at tahoedonner.com/member-portal. Call (530) 414-8166. Phone is staffed seven days a week 9AM-4:30PM, with after-hours answering service from 4:30PM–9AM daily.

WHAT INFORMATION TO PROVIDE

When making a complaint, be prepared to provide:

• Your name, address and email.

• Address of property being complained about.

• Nature of complaint with times occurring.

• Evidence: photos, video, etc.

• Details about how this behavior is affecting you.

• What actions have been taken (e.g. called police).

WHAT HAPPENS NEXT

Tahoe Donner will review your complaint and make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. We will:

• Call the primary phone number on file and speak to the owner or leave a message.

• If no answer, call additional phone numbers on file to speak with or leave a message for owner or designated contact.

• Email the owner via any email on file.

• Send follow-up email to the complainant confirming attempts to contact owner.

CONSTRUCTION UNDERWAY AT THE LODGE RESTAURANT & PUB

The project to improve ADA parking and walkway safety at The Lodge Restaurant & Pub is underway. Portions of the lot and main entrance are closed during construction, which is expected to be completed at the end of October. ADA and pedestrian access has been rerouted to the lowerlevel building entrance near the Pro Shop. Temporary ADA parking is also available adjacent to the golf cart path. If you require assistance due to ADA restrictions, please call (530) 587-9443 ext. 3 before 5PM or (530) 587-9455 after 5PM, and a staff member will happily assist you.

TRAIL UPDATES

The former Alder Creek Trail is now closed. It has been decommissioned, planted and seeded, and it is imperative that the area remain protected from disturbance so it can be fully restored. Please use the new boardwalk to avoid impacting the restoration progress.

Additionally, staff continue to perform routine dead tree removal and understory mastication projects throughout the fall as conditions permit. During this time, the Teewinot Trail may experience temporary impacts and closures.

BOAT AND TRAILER STORAGE EXTENDED UNTIL OCT. 13

Summer storage for boats and trailers at 10805 Ski Slope Way has been extended to Friday, Oct. 13 (weather conditions permitting). All vessels must be removed by the end of the day on the last day of storage. Any vessel remaining after the closing date will be towed at the owner’s expense, and you will be deemed ineligible for next year’s participation. Stay tuned for updates on next year's application, which will open again April 1-15, 2024.
