MESSAGE FROM THE BOARD PRESIDENT

Dear Neighbors,

This month, we focus on private amenity access – we want your input!

An update to the entire amenity access policy, including the Recreation Fee, began in late 2021. The current policy is over a decade old. A comprehensive member survey was conducted in 2022, followed by seven dedicated board workshops and two special member forums addressing this comprehensive update.

Six target outcomes are:

1. Promote a sense of community among members

2. Protect the amenities, environment, and membership

3. Foster member enjoyment and use

4. Simplify the policy for ease of understanding and administration

5. Support a long-term sustainable and equitable pricing system

6. Clarify user categories

The current Recreation Fee r uns through April 30, 2024. The next Recreation Fee, effective this May 1, is prorated to account for a change to follow the calendar year, the same as our assessment, effective January 1, 2025.

Many changes are being considered, all aimed at improving member experience and value. Here are some key questions on which we would like your input:

1. Should we continue to have a separate Recreation Fee, OR should amenity access be included for all members and their families in the Annual Assessment?

2. How extensive should those covered by member cards be?

3. How can we best accommodate our personal guests?

4. What approach should we take to address overcrowding?

5. What restrictions, if any, should be placed on tenants (short-term, seasonal, and long-term renters)?

These, and many other questions, are the topic of the member forums. We want – n eed – your input before the board begins cementing input into an updated policy proposal.

At tahoedonner.com, in the members section under “Association Initiatives,” go to “Amenity Access Policy” (or Google “Tahoe Donner amenity access policy update”). To provide your input on the above questions and related issues, click the following links on this page:

1. September 20, 2023, special amenity access member forum video recording

2. February 15, 2024, special amenity access member forum video recording

These links bring you to the member forum vide os. Below each video is a survey form for you to provide your input on detailed questions that will be formulated into policy. You can also provide your input at the bottom of the main amenity access policy page. Don’t wait! While you will have future opportunities to provide input and feedback, now is your chance to impact how the proposed policy is drafted. Once drafted, you can react to the draft – only now can you have input on what goes into the draft. Amenity access is but one of many initiatives being addressed by the board and staff. Share your ideas, thoughts, and opinions on any topic by writing the board at memberletters@tahoedonner.com

Enjoy Tahoe Donner!

A JOURNEY OF JOURNEYS

A JOURNEY OF JOURNEYS

THE NEAR-FAITHFUL RETELLING OF A KINDERGARTEN CLASS’S THRILLING EXPLORATION OF TDXC, AS OBSERVED BY A MOSTLY OBJECTIVE WRITER

Though storm clouds loomed large across an angry sky, a chilling wind nipped at their cheeks, and the mist on their breath hinted at the biting frost in the air, it seemed nothing was going to stop over 50 kindergartners from Glenshire Elementary School from striding their way across the expansive trail system at the Tahoe Donner Cross Country Ski Center – a journey of journeys for these intrepid explorers.

But not before a necessary warm-up in the Equestrian Center arena! There were flips and flops and forgotten gloves , but soon, they were off!

Lining up to their skis, specially laid out for each young adventurer, their one-mile trek through wooded and snow-covered –albeit expertly groomed – pathways was about to begin...

FEATURE

Two by two or twelve by twelve, this frenzied herd of five- and six-year-olds poured onto the trail in droves, plodding along at a mostly moderate pace, some in and some out of the cross country tracks, but all with a remarkable sense of purpose.

A cacophony of children’s squeals and laughter joined with the usual chorus of birds to create a symphony of winter celebration for all to hear! Neither the bitter cold nor the edgeless skis were going to discourage these plucky youngsters from staying the course.

At long last, the pack returned.

Some two hours since their arrival and precisely one mile later, they rounded the final corner of the trail, the Alder Creek Adventure Center now in full view.

Weary and ravenous from the journey, having not enjoyed any sustenance since their mid-morning snack, the tiny travelers willed themselves across the meadow with the last of their might .

With huffs and grunts, the children ejected from their skis, tossed their poles (neatly back into their specified buckets) and hurled themselves onto the paver patio to savor the sweet taste of victory – a neatly packed lunch.

Going round and round, the children swapped stories of the day’s journey – the thorns, the roses, the hardships and the triumphs – all the while grinning with delight. The morning would prove an epic adventure for all, the experience unforgettable .

STUDENT STRIDERS

HOW A PARTNERSHIP WITH TTUSD BRINGS LOCAL STUDENTS TO TDXC

As a child, to grow up in Truckee is to be fully immersed in the outdoors all year long. Once the snow falls, the mountains come alive with winter enthusiasts chasing adventure, and for local kids, this marks the season of a variety of exciting winter sports. Through storms and sunshine, blizzards and bluebird skies, you’ll find children of all ages on the ski slopes, the trails and even the ice rink, racing, striding or skating their way through the season. With a multitude of competitive and recreational youth programs available, there are many opportunities for kids to learn and develop a passion for winter sports.

SKI PE AT TDXC

So ingrained is the ski culture in the Truckee lifestyle, Truckee Unified School District (TTUSD) has upheld a longstanding tradition in partnership with the Tahoe Donner Cross Country Center (TDXC) of providing elementary-aged kids the opportunity to experience the joy of winter sports as part of its physical education and field trip offerings. For decades, students have been provided cross country skis, poles and boots to explore the expansive and world-class trail system.

It’s a program we’ve been running for as long as we’ve been here with TTUSD. Roughly 30 years! We think it’s a great way to introduce the kids to the sport of cross country skiing. They give it a try, they have fun, and the next thing you know, they’re back for our after-school programs. It’s so important to us that as many kids as possible in Truckee’s public school system are afforded this unique opportunity.”

A FAST-GROWING WINTER SPORT FOR KIDS

While perhaps not as popular as downhill skiing among kids, classic and skate skiing provide a variety of health and wellness benefits, including building confidence, cardiovascular fitness, an immersive nature experience, leisurely recreational enjoyment and more! Nordic ski racing and biathlon are also growing in popularity among children who enjoy endurance sports like running.

SUMMER CAMPS

Set your children up for an epic Tahoe summer full of outdoor adventure, fun and learning. Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Many of our camps and programs are likely to sell out. To alleviate online congestion, some on-sale dates have been spread across different days to allow more opportunities for members to access camps and programs. Make sure to double-check on-sale dates!

HOW TO REGISTER ONLINE WITH YOUR SHOPTD ACCOUNT

In advance of registration, ensure all child members, including those 6 and under, are set up on your ShopTD online profile as members. If your children are set up as the general public, you will not be able to sign them up for camps and programs on registration day. If you are unsure if your children are set up as members or if you need to add additional members to your account, please contact Member Services ahead of time.

You can view all individuals on your account by logging into shop.tahoedonner.com and clicking “My Account” and viewing the profiles under “My Group.” Ensure the child you want to enroll in Summer Camps/Programs is listed in your “Group” and labeled as “Member.” If you need to add additional members to your account, please contact Member Services before registration day. Waiting to add a member to your profile on registration day may result in not being able to purchase the program you desire.

A nticipate longer-than-normal online wait times. You may be placed in our ShopTD virtual waiting room during high-traffic periods. A ll members who enter the waiting room before the on-sale time, whether it is five minutes beforehand or two hours beforehand, will be equally randomized to enter the store once the products go live. Joining the waitlist early does not increase odds of entering the site first.

Be sure to check out within 15 minutes of adding items to your cart. Please preplan the programs you wish to purchase, because once you have added items to your cart, those items are only reserved for you for 15 minutes. After that time, those items may be allocated to other members, and you may receive an error at checkout.

Due to the high number of cancellations and limited supply, Tahoe Donner strictly enforces its cancellation policies for summer camps and recreational programs. Before registering, please review each camp or program's cancellation policies and plan accordingly.

Over the last several years, the committee has revised the Elections Committee Charter and written new Campaign Guidelines, which the board adopted.

This year, non-candidate members will have the opportunity to participate by submitting a Director Election Statement, providing a website link to a 2024 Director election-related personal website and participating in the Director Election Forum. To do so, non-candidate members must submit a Member Verification Form. This form will be available at tahoedonner.com/elections on March 14 and must be sent by April 15 at 10AM to electionscommittee@tahoedonner.com For more information, requirements and deadlines, visit tahoedonner.com/boardelections. Open to golfers of all abilities under 18, junior golf is a mix of skills development, games and competition. Tahoe Donner has joined the PGA Junior League. As a member, you will receive home and away golf shirts and other goodies. Junior PGA coaches Molly Springmann and Dan Dagenhardt will create teams to compete against other junior clubs in the area, such as Old Greenwood and Ponderosa. In addition to the competitive team, we will continue to have the Tahoe Donner Junior Golf Club team. It, too, will fall under the Junior PGA umbrella. Membership will provide the same instruction and athome play opportunities.

WOMEN’S GOLF CLUB

We are getting ready for a fun-filled golf season in 2024! The NCGA Sacramento play days will start on April 15. The Tahoe Donner season will kick off with a welcome social on Sunday, May 26. Members of all TD golf clubs and their partners are welcome to attend. Our first TD play day is Tuesday, May 28, weather permitting. Our club organizes various social events throughout the year, including club luncheons during our general meetings, a guest day on July 23 with a pre-party the previous evening, and regular tournaments, such as the Presidents Cup starting on June 25. For a full schedule, visit tdwomengolf.org We also look forward to some planned improvements for 2024, including a course-wide renovation of the golf cart path.

AMERICAN MAH JONGG CLUB

Linda Slattery’s love affair with American Mah Jongg started in 2012 when she was invited to a training session with four tables of eager students. Back then, she could still read the standard print card, which only cost $7! Even though it seemed like the teachers kept making up new rules, she was intrigued by the mix of luck and strategy and enchanted by the look and sound of the tiles. She has brought many new players to the game, and with the help of Dori Schick, a new club has been brought to Tahoe Donner. The club meets every Tuesday at Pizza on the Hill from 12-3PM. We play American Mah Jongg using the current year’s National Mah Jongg League card and rules. No RSVP needed!

4-WHEELERS CLUB

The 2024 trail ride schedule is available for members on the website at td4wheelers.org. Be sure to register early for any runs you are interested in. We are continuing with the schedule of one weekend and midweek trail run per month. We also have several multi-day trips planned. Starting in May, we have a tough run to El Dorado Canyon near Dayton, Nevada, and an easier run to Peavine Peak in Reno. In June, we head out to Bear Valley OHV Trail and will make a multi-day trip to the Arnold area for some challenging runs like Slick Rock and Deer Valley. Later in June, we plan to visit Sourdough Hill off the east end of the Rubicon Trail. July takes us to Signal Peak (Red Mountain) to see the oldest fire lookout in California. We wrap up the month with trail maintenance on the Pole Creek OHV Trail with the U.S. Forest Service. Come join us and explore!

For more information about the American Mah Jongg Club, contact Linda Slattery at lbslattery@yahoo.com or Dori Schick at doridans@hotmail.com

SENIOR ALPINE SKI CLUB

The January storms were more rain than snow, but in the first week of February, Mother Nature finally decided it was time for a couple of big storms to build up our snowpack and enhance the snow quality at our ski areas. To top it off, the GROUNDHOG saw his SHADOW, so winter will keep coming!

We’ve enjoyed great conditions for our club ski days at our local resorts and, in February, had a “groundhog party” at Zano’s and a special Valentine’s Day picnic at Alpine Meadows. We have our annual club ski trip to Mammoth Mountain Resort in March, and their high elevation promises excellent snow conditions on a huge mountain.

Please refer to our website at tdski.com for more information about joining our club and our various outdoor and social events.

QUILT CLUB

Everyone has experienced going to a store and purchasing an item that doesn’t seem to be the same color once it gets home. Color choices are essential in quilt making. You can have the most elaborate quilt pattern, but the wrong colors won’t do it justice. A simple quilt with the right colors can look stunning. It’s all about light, and the light given to us by Mother Nature is the absolute best!

As I finish reorganizing my fabrics and sewing room (an annual ritual after the holidays), I’m pulling projects out and looking forward to making color choices for these and starting new ones. The longer daylight hours will help. The Tahoe Donner Quilting Group meets in the Alder room at The Lodge Restaurant & Pub from 1-3PM on the first and third Wednesday of the month. If you would like to know more about what we do, please contact me at odette.turmel@gmail.com

TD 9-HOLERS CLUB

$60,000 IN GRANTS SUPPORT LOCAL PROGRAMS

Donations to the Tahoe Donner Giving Fund from neighbors like you made possible $60,000 in grants last year to help local organizations. These grants reflect the mission of the Giving Fund to support deserving programs and youth in the greater Truckee community.

MEETING LOCAL CHALLENGES

Carla Brown, who leads the Grants Subcommittee of the Tahoe Donner Giving Fund Committee, reflects, “The 2023 grant application process was challenging. We received 60 applications from local nonprofits – organizations that provide important services and support for the Truckee-Tahoe community – making it difficult to choose which to fund. This year, our grant subcommittee selected organizations that impact a large number of people and collaborate with other organizations to create greater impact.”

Thanks to everyone who donates to the Giving Fund—your support means that these organizations can make a difference in our community.

AMI Housing

$5,000 Grant

AMI Housing is partnered with Nevada County Housing Development Corporation and North Tahoe Truckee Homeless Services to house and support vulnerable residents of the region.

Boys and Girls Club

$5,000 Grant

The Boys and Girls Club provides after-school and summer programs for youth throughout the Truckee-Tahoe Area.

Clean up the Cayes - Donner Lake

$10,000 Grant

This organization recently completed a 72-mile underwater cleanup at Lake Tahoe. Next summer, they will be conducting a major cleanup of Donner Lake.

Friends of the Library

$5,000 Grant

The Friends of the Library is making significant progress towards building a new state-of-the-art library in Truckee. In the past two years, they have hired experienced leaders and are in a good position to get major state and regional funding.

Humane Society of Truckee Tahoe

$5,000 Grant

The Humane Society of Truckee-Tahoe requested a grant to support their Pet Pantry and low-cost spay/neuter programs, which help to keep pets in their homes.

Sierra Community House

$10,000 Grant

Sierra Community House is our area's primary provider of assistance for individuals and families in need. Since March 2020, they have provided $755,000 in rental assistance, $238,000 in utility assistance, 1.2 million meals and legal support for 820 individuals and families. During COVID, they received significant funding from the state. This funding has now ended, but the increased numbers of people in need are holding firm.

Sierra Senior Services

$5,000 Grant

Sierra Senior Services administers the Meals on Wheels program for the Truckee and Lake Tahoe area for seniors ages 60 or older who are unable to shop for or prepare their own meals. Deliveries are made by volunteers covering the entire Truckee Community, Kings Beach, Tahoe City, the Placer County portion of the West Shore of Lake Tahoe, Incline Village and Crystal Bay. Sierra Senior Services also provides meals to the Homeless Respite Center in Truckee through a contract with AMI Housing.

THE REPORT

Slow Food Lake Tahoe

$5,000 Grant

Slow Food Lake Tahoe is best known for its food bank and community gardens located at the Regional Park. They also coordinate compost collection at the Farmer’s Market and sponsor many educational programs.

Tahoe Food Hub

$5,000 Grant

The Tahoe Food Hub’s mission is to build a food system that supports regenerative farming practices and creates fair market opportunities for family farms by increasing local food access. They support 50 growers and have provided 15,000 giving boxes since March of 2020. The Giving Box Program provides fresh, locally-grown produce for individuals and families experiencing food insecurity. The Food Hub works closely with TTUSD to provide fresh produce for school lunches.

Tahoe Truckee School of Music

$5,000 Grant

The Tahoe Truckee School of Music’s mission is to provide music education to students in the TTUSD service area. To further this goal, they maintain an instrument library for kids who cannot afford one. They partner with local businesses, agencies and chambers to showcase local students, including NTBA, Northstar, Palisades Tahoe, Truckee Chamber, Tahoe Truckee Airport District, Tahoe Donner and more.

The Tahoe Donner Giving Fund is administered as an affiliate fund of the Tahoe Truckee Community Foundation, a 501(c)(3) nonprofit organization, EIN 68-0416404. All contributions are voluntary, irrevocable, and are tax-deductible to the extent allowed by law.

The Tahoe Donner Giving Fund Committee is chartered by the Tahoe Donner Board of Directors to carry out the mission of the Tahoe Donner Giving Fund: to inspire generosity and charitable giving among Tahoe Donner members in order to support deserving programs and youth in the greater Truckee community. Tahoe Donner Giving Fund grants and scholarships are made through the Tahoe Truckee Community Foundation’s annual review process.

The Tahoe Donner Giving Fund Committee thanks our founding partner, Elements Mountain Company, who has supported the Tahoe Donner Giving Fund since its inception in 2014, and the anonymous Tahoe Donner member who has generously funded the IMPACT Scholarships each year since 2019.

2024 ANNUAL STRATEGIC OBJECTIVES

Tahoe Donner is committed to upholding its vision of a vibrant and desirable mountain community with attractive and well-maintained facilities, leading customer service and healthy and accessible natural surroundings for its members, guests and the public to enjoy. Guided by the most recent five-year strategic plan adopted in 2021, Tahoe Donner staff establish yearly goals, timelines and budgets to ensure that the initiatives of the strategic plan are met.

The 2024 Annual Strategic Objectives place an emphasis on taking measures to improve the member experience through an enhanced Amenity Access Policy, continued fire mitigation efforts, updates to the Capital Funds policy and other infrastructure, focused interagency partnerships, improvements to the community's trails and open spaces and more.

Details of the 2024 Annual Strategic Objectives are as follows:

OBJECTIVE FOCUS AREA: AMENITY ACCESS IMPROVEMENT

AMENITY ACCESS POLICY UPDATE – The Amenity Access policy is updated to improve the member experience through a robust board and member engagement process culminating in the rule-making notification process and adoption of the updated policy. A transition plan for implementing the updated policy will be developed in the first half of 2024. It will include an education plan, budget impacts and an identified period for sunsetting the current policy.

OBJECTIVE FOCUS AREA:

MEMBER

VALUE + STRENGTHENING COMMUNITY

MEMBER RELATIONS + ENGAGEMENT – Increase member value, trust and awareness by completing an analysis of feedback from the 2023 Member Survey to understand the members better, identify areas of improvement and opportunities to increase value and member satisfaction, and adapt and evolve programs and services. Build and implement the member value programming plan for 2024.

STEWARDSHIP – The Land Management team expands and enhances community involvement, education and partnerships to increase the level of public trust and keep the community safe.

FIRE DEFENSIBILITY + FOREST HEALTH – Homeowners and the association minimize and mitigate the potential for wildfire through compliance with Tahoe Donner’s defensible space program and enhanced forest management.

OBJECTIVE FOCUS AREA: PLANNING DEVELOPMENT

+ INFRASTRUCTURE

CAPITAL POLICIES UPDATE – Update the existing capital fund policies ahead of the annual budget process to align with the TDA Strategic Plan goals and objectives related to association facilities and infrastructure, including a long-term funding strategy and financial plan for capital improvement and reinvestment, and building replacement.

DOWNHILL SKI LODGE REPLACEMENT – The planned and approved Downhill Ski Lodge Replacement Project continues with board decision moving along the project path. The project is completed on time and on budget once construction begins.

OBJECTIVE FOCUS AREA: ORGANIZATIONAL DEVELOPMENT

ORGANIZATIONAL + PEOPLE DEVELOPMENT – Ensure a plan is developed and implemented that identifies and evaluates the mechanisms, tools and internal processes needed for greater organizational effectiveness. Updated and enhanced organizational performance metrics – qualitative and quantitative – will be implemented for measuring success. Employee talent and core competencies are grown to meet the current and future needs of Tahoe Donner through organizational development, training and succession planning.

STRATEGIC INTERAGENCY RELATIONSHIPS – Tahoe Donner maintains effective interagency partnerships with public and private agencies including but not limited to the Town of Truckee, Truckee Fire Protection District, Truckee Public Utility District, United States Forest Service, Truckee River Watershed Council, Truckee Donner Land Trust, etc., through networking, coordination, cooperation, and collaboration to maintain consistent services, prioritize projects and initiatives, and identify opportunities for grants and other funding benefiting the community.

TRUCKEE HOME ACCESS PROGRAM RECEIVES ADDITIONAL $500,000 IN FUNDING

The Truckee Home Access Program (THAP) preserves, produces and protects homes to create places for people who work fulltime in the Truckee region to live locally. THAP pays buyers, sellers, businesses and developers to reserve homes for incomequalified local workers using a fifty-five-year deed restriction. Following the success in its first year of implementation in 2022, the Town Council approved an additional $500,000 in funding for the program at the end of 2023. With this program:

• Buyers can apply for compensation up to $150,000 for a maximum $937,500 home purchase price. Payment can be used for down payment assistance, renovations or other expenses.

• Sellers can sell at a reduced price and apply for compensation to make up the difference between the reduced price and the appraised value.

• Local Businesses can apply for compensation to rent or sell homes to local workers, including their own.

• Developers can apply for compensation to build homes for sale or rent to local workers.

Anyone interested in learning more about THAP can attend a workshop hosted by the Town of Truckee on March 5 at 6PM for buyers and on March 12 at 11AM for lenders and realtors. Learn more online at townoftruckee.com/government/housing/ truckee-home-access-program.
