‘Stress Tipping Point’: Almost 9 Million Floridians Are Approaching That Level

In an in-depth survey conducted by www.CardRates.com - a ‘Stress Tipping Point’ has emerged as a key concern among Americans grappling with personal financial pressures. The term captures a critical threshold where the accumulation of financial obligations leads to overwhelming Stress levels, threatening people’s Mental Well-Being.

The survey engaged with 3,000 respondents across the nation who are managing ongoing financial commitments. It uncovered that 2-in-3 Floridians (66%) are on edge about nearing a ‘Stress Tipping Point,’ a state where the burden of their financial responsibilities surpasses their ability to cope effectively, potentially causing Severe Psychological Distress. This equates to a staggering 8,782,594 adults in the Sunshine State. This compares to a national average of 65%.

Reinforcing these concerns, recent figures from the Federal Reserve Bank of New York indicate a sharp rise in total financial obligations, which climbed to $17.06 Trillion in 2023 - a 4.15% increase from the previous year, signaling a trend that could accelerate the approach

Humane Society of Greater Miami

The Humane Society of Greater Miami has been helping homeless animals in Miami-Dade County since 1936. Today, more than 400 homeless dogs, cats, puppies and kittens each day are cared for at the Soffer and Fine Adoption Center in North Miami Beach. They are able to give these animals a second chance by providing tender loving care, a good meal, shelter and medical care for as long as it takes to find them homes with kind, responsible and committed caregivers.

A staggering 83% feel their circumstances are becoming unmanageable – this represents approximately 328,000 Vermonters. Conversely, Idahoans have reported less susceptibility to this tipping point, though the 25% who do still represent a considerable portion of the community – around 289,000 people.

The survey also probed into the wider social effects of approaching a ‘Stress Tipping Point,’ revealing that personal relationships are becoming collateral damage to Financial Unease. Personal Finance Stresses often have a profound impact on relationships, as the constant worry and tension over money matters can lead to frequent conflicts and a breakdown in communication. The strain of financial instability can overshadow the joy and trust in partnerships, fostering an environment of uncertainty and resentment that challenges the very foundation of relationship bonds.

Moreover, the ripple effects of Personal Finance Stresses extend beyond intimate relationships to impact family and friends as well, with 66% of respondents admitting their Stress has had an impact on their family and friends.

On a scale of 1 to 10, the average confidence level in managing financial stress hovers at a concerning 6/10, hinting at the uncertainty many feel about their ability to stave off the ‘Stress Tipping Point.’ Daily worries about financial matters are a reality for 17% of those surveyed, further indicating the pervasive nature of this issue.

In the face of these challenges, a proactive stance is still prevalent, with an encouraging 82% of participants actively seeking out solutions to circumvent reaching their ‘Stress Tipping Point.’

Tips For Managing Money Stress

While Financial Stress can be overwhelming, there are effective strategies to manage it and prevent it from taking over one’s life and affecting personal relationships.

make much sense to install a Level 1 (120-Volt) Station for shared use by multiple owners. Level 2 (240-Volt) Charging which provides Faster Charge Rates and can have 2 simultaneous users is definitely preferred and recommended. Level 3 Charging on Residential Condominium Property is probably far too expensive to be a reasonable option since it is mostly used in Commercial and For-Profit Locations. See my previous article for the differences.

The decision on whether to have EV Owners install Charging Outlets at their own Parking Spaces, or for the Association to install a Shared HigherCapacity Charging Station for the use of ALL Owners is one that involves quite a few “moving parts” and requires wellinformed evaluation before proceeding.

Here are some questions and discussion points for Boards and Associations to consider when thinking about a shared charging station on the property:

• How many current owners are EV Drivers? How many future Owners might be EV Drivers?

• 2023 Estimates indicate less than 3% of Vehicles on U.S. Public thoroughfares are EVs.

• Will the Board also be proposing the installation of a Gas Station on the Property for Non-EV Owners? (A little sarcasm there.)

• Where will the COA’s Shared Charging Station be located? Will some Guest Parking be changed to Charging-Only Spaces?

EV Charging Capacity is an increasingly sought-after amenity by Florida Condo Buyers. In time, it is possible that having Onsite Charging capability will become a desired feature contributing to many buying decisions. Though any rate of increase in future demand cannot be determined or assumed at this time.

As mentioned above, the initial installation involves many layers of approvalBoard Administration, Owner Input, County or City Permitting, Safety Considerations, and Location Planning.

Florida Condominium Boards should already be addressing EV Charging Capability and Capacity in their Parking Garages, Lots, and Paved Common Areas. Good Business Practice suggests that they gather as much information as possible prior to making a decision and starting installation. Boards need to ask questions and receive input from the Property Manager (or Management Company), Individual Owners, Charging Station Manufacturers, Local Licensed Electrical Contractors, and City or County Permitting Departments.

things work a bit differently. To start, an Onsite Charging Station becomes another Common Element with Undivided Ownership by ALL Association Members (Unit Owners). In this case, COA Money will be used to purchase the equipment and pay for Installation, Maintenance, Repairs and Future Upgrades of the Association-Owned EV Charging Station.

The Condominium Act already states that installing a Charging Station on COA common property “...does not constitute a material alteration or substantial addition to the common elements or association property.” However, a Shared Charging Station for the use of all owners cannot be paid for with accumulated Reserve Funds.

The money must come from an Operating or Contingency Account, Special Assessment to ALL Owners, or Bank Loan.

It is important to note that it doesn’t

• Will Guests, Visitors, and Tenants be allowed to use it?

• How will the Association pay for the Purchase and Installation? (In Florida, Reserve Funds cannot be used to pay for a new amenity like a Charging Station)

• Ongoing Maintenance will be a budgeted cost to ALL Owners. A service contract with the charging station manufacturer is the best way to handle maintenance and repairs.

• Can the Association’s Not-For-Profit Corporation make any money from User Fees?

• What is the best way for Individual Owners to pay for the Electricity used Per Charge? “Smart” Charging Stations with Cell Phone App, Credit Card Links, and Login Access are advised. Billing through a Unit Owners Association Assessments (Dues, Fees) Payment Account is definitely NOT recommended.

• If the COA installs a Shared Charging Station for ALL Owners, will Individual Charging Outlets at Owners’ Parking Spaces also be allowed?

“Visions Of Women” Empowering Women During Women’s History Month

History Fort Lauderdale is proud to present “Visions of Women,” its first ever Fine Art Exhibition from the National League of American Pen Women Fort Lauderdale Branch (NLAPW). This new Exhibition will feature art from NLAPW Award-Winning Artists/Members Claudia Hafner, Judy Nunno, Phoenix, Donna Sallee, and Tammy Seymour, from April 4th – April 30th. A Meet and Greet with the Artists will take place on opening day, Thursday, April 4th, from 6:00 p.m. – 8:00 p.m., at the New River Inn Museum of History building on History Fort Lauderdale’s campus.

This landmark victory granted Women the Constitutional Right to Vote. For Pen Women this has extra significance. Its Organization was founded in 1897 by Marian Longfellow Donoghue (niece of Henry Wadsworth Longfellow) to empower Professional Women Journalists who were discriminated against and excluded by Major Publications. The original intent of Pen Women Founders to find: “Mutual Aid, Advice, Future Development” for Professional Women Artists still resonates.

Fraud And Cyber Crime In Hallandale Beach And Beyond

We hear all the time that South Florida is a hot bed for Fraud. In my capacity as Mayor of Hallandale Beach I hear it all the time. This Condominium Board is stealing. The president has to be taking kickbacks that is why the contracts to do work are so high. It is pretty easy to get caught up in the speculation.

In the super majority of times there is not an ounce of truth or any proof that would create a case against Boards or Board Members. If you do have proof of Financial Fraud even then it has to be pretty clear and or substantial for cities to pursue a case. Often when PD believes they have something to report, the SA weighs in on the merits and often does not prosecute. It is not because they do not care, it is due to the fact these inves tigations are very time-consuming. This time equates to taxpayers dollars being spent. Even when they go to court often there is no jail time, Cases result in a slap on the hand and a fine. Think about this example. Some of the big banks who have laundered money for cartels get fined and not one banker ends up in jail.

We have referred a few cases in Hallandale Beach over the years to the State that were prosecuted. So not all hope is lost. The real question is do our departments have the personnel hours to spend when there are all types of Crime? Our Chief and the State Attorney need to weigh the costs versus the probable outcomes. These types of white-collar crimes take time and taxpayers dollars.

We know when a crime impacts you directly, crime just went off 100% for you. Fraud in condominiums is not to be taken lightly by any means. The issue becomes prioritization. Our state of Florida ranks 5th nationwide for fraud. Recently, the South Florida Business Journal reported that Lending Tree evaluated data from the Federal Trade Commission and found over $252 Million Dollars in Fraud of which they were aware. How much went under reported or not reported at all?

Fraud and Identity Theft have been around for years. They are Crimes of opportunity. Unexpecting people can and will become victims. The Crime Scene is the same but is now more insidious with the abundance of cellular phones and computers.

The worldwide web, while being an amazing resource for information and knowledge, is the new tool for bad actors that are committing Cybercrime. It is projected that a minimum of 422 million people nationally will be targeted. Over 33 billion accounts will be projected to be breached from Phishing Ransomware or targeted attacks on big organizations. This equates to 2,328 per day and 97 Cybercrime Victims every hour.

Please do not turn off your devices just yet. What you need to do is treat it just like your apartment or house. Get security. Just like when you are at home never let anyone in you do not know. Never click on the email that just does not look right. If you see something free just for you, you have won a prize, a bank or vendor is asking to confirm information and delete it. Never give out any of your information without knowing the person and confirming directly with your Vendor, Credit Card Company or Bank.

Florida has always been a top target for these crimes, but we are also one of the first states to pass Cybercrime Laws. In 1978 the State passed the Computer Crimes Act. Fast forward to today, we now have statewide requirements. After

the Cyberattacks from China, everyone realizes how vulnerable our systems were. China, Russia, Iran, and North Korea are the world’s bad actors.

In 2022 the Florida Legislators passed the State Cybersecurity Act. The Bill is part of Chapter 282 that covers Communication and Data Processing. It ensures our state including all county and local government bodies has rules and guidelines to protect vital data that is entrusted to us.

Each county with a population of 75,000 or more must have adopted the Cybersecurity Standards Required by this Subsection by January 1st, 2024. Each community with a population of less than 75,000 must adopt the Cybersecurity Standards Required by this Subsection by January 1st, 2025.

The Act also Requires that a Local Government shall provide notification of a Cybersecurity Incident or Ransomware Incident to the Cybersecurity Operations Center, Cybercrime Office of the Department of Law Enforcement, and Sheriff who have authority over the Local Government in accordance.

Elected Officials are now Required to take a 4-hour class on Cybersecurity. Like

the National Incident Management Systems training for Hurricanes, we now treat Cybersecurity with the same preparedness mission. We just completed the class last week and it was very eye open-

The major message we heard was our City has and is doing everything we need to do. We have a great team and collaborate directly with the Cyber Security Operations Center addressing threats.

The second message was to make sure you change your passwords regularly on your Devices and Apps. Add: Two Step Authentications on all your Devices and Apps. This sometimes can be annoying, but it can protect you just like locking your doors.

I will leave you with a bit of statistics to ease any fears that I may have created. Because of new security measures and continual improvement 80%-90% of hacks are stopped. With additional controls like: Two Step Authentication Firewalls and Encryption on your browser setting 10-20% attacks can be failed and closed. The goal is to be vigilant and never let your guard down!

Lighting near the beach should be “Sea Turtle-Friendly” and follow these three criteria established by the Florida Fish and Wildlife Conservation Commission (FWC):

Keep It Low:

• Fixtures should be mounted as low as possible to achieve their purpose.

• Fixtures/Bulbs should produce the lowest Lumens (Light Output) necessary for the task.

Keep It Shielded:

• The Bulb, Lamp or Glowing Lens should be shielded from the beach.

During this time, the City of Hollywood’s “Turtle Friendly Lighting Ordinance” is in effect, when the City’s Hatchlings are attracted to light. On undeveloped beaches, the ocean horizon is lighter than the land so new hatchlings head toward the water. In an urban beach environment, artificial light from buildings can disorient hatchlings and attract them away from the ocean. Turtle friendly lighting can minimize disorientation and make Hollywood Beach more hospitable to these endangered species. The Broward County Sea Turtle Conservation Program (BCSTCP) documented 4,785 nests on the County’s 24-mile coastline (including the Dr. Von D. Mizell-Eula Johnson State Park) in 2023. That’s a record for our area, and Hollywood’s sandy beach plays an important role in that success. Our beach is the desired nesting habitat for three species of Endangered Sea Turtles: Leatherbacks, Loggerheads and Greens. It is vital that everyone does their part to ensure
compliance with the City’s Turtle Friendly Lighting Ordinance by way
