It will not have escaped your notice that the new development alongside Lidl has been completed on the outside and internal fitting out of the units is nearing completion. Our new neighbours will include a Dominos Pizza outlet and a Barnardos Charity Shop. Whilst these developments are technically in Plymouth I am sure that you would want to wish them a warm 'Woolwell' welcome. There is a further shop unit which looks as if it may be an office type use but we await further details. Across the road on the site on the upper Woolwell roundabout above Tesco you may be familiar with previous traveller incursions. This site was put up for sale by Plymouth City Council some while ago and planning permission was granted to a Plymouth based church group. There then followed discussions between Plymouth and a fast food outlet but the final decision has been in the favour of the church group. Building should start around the end of this year on a meeting hall for the Compton

Neighbourhood Plan for Bickleigh Parish South Hams District Council (SHDC) has approved Bickleigh Parish Council’s (BPC) application for the setting up of a Neighbourhood Plan Area to cover the whole Parish. To reflect this the previous Plymouth Urban Fringe Working Group has been renamed the Neighbourhood Plan Working Group (NPWG). To start the process of gathering information the group have embarked upon creating a Directory of Businesses, Youth Groups, suppliers of Education & Recreation, Churches, Utility Suppliers & Emergency services. All of these impact on the lives of those who either work or reside in the area. Once this has been completed a letter, together with a simple questionnaire, will be sent introducing the concept of a Neighbourhood Plan and inviting comments regarding their organisations’ operation within the Bickleigh Parish area. We are awaiting the publication of the Strategic Housing Market Needs Assessment (SHMNA) which is being carried out by SHDC, Plymouth City, West Devon, and Dartmoor National Park to name some. The assessment will be formulae based on various growth scenarios to identify future housing needs across the district. Funding for the NPWG is available from central government and 4
an application for funding is being made by BPC. A meeting has been arranged between BPC and Shaugh Prior Parish Council to explain what NPWG hopes to achieve in their NP. A meeting with the Lead Officer of SHDC has also been arranged to discuss the setting up of a work programme for the plan. Insight Patrol – Ivybridge Rural North As part of our continued engagement with the community, your local police are offering members of the community the opportunity to join them on patrol for a shift, or part of a shift, in order to see what we do in your area on a daily basis. It is a fantastic way for the community to engage with their local police and gain an insight into how Neighbourhood Policing operates. How does it work? After filling in the application forms and completing the relevant paperwork, a mutually agreeable time and date is arranged between you and the officer and you can accompany them in the work they do. Am I eligible? Can I be refused? Any member of the public over the age of 18 can join us. A medical condition or disability will not automatically exclude you from Insight Patrol, however it must not put you or the officer you are 5

TRUSTEE OPPORTUNITY – THE WOOLWELL CENTRE The Woolwell Centre is situated at the heart of the community and its aim is to encourage local people of all ages to get involved and participate in a range of activities and exciting events. The Centre is embarking on a 5 year plan to transform an existing well-managed charity into a selfsustaining social enterprise and to realise this vision the Board is looking to recruit a strong team of committed and dedicated individuals. Applicants are welcomed from any background but we are particularly interested in people with skills in any of the following areas: Finance; Building / Property Management; Legal; Facilities Management; Human Resources; Marketing and Fundraising. A key requirement is the commitment and passion to ‘add value’ and work as part of a team to deliver our objectives. The Full Board meets 6 times per year and there is a sub-committee structure which also meets 6 times a year. Applicants should be able to attend further meetings as required (meetings usually take place in the evening). Once formally elected as a Trustee, it is expected that you will serve a minimum of 3 years. SOUTH WEST WATER Future of water treatment arrives in Plymouth South West Water has installed a cutting-edge water treatment research facility at its Crownhill site in Plymouth which is poised to revolutionise tap water production in the UK. As part of its long-term vision, South West Water plans to replace the water treatment works at Crownhill with a more efficient new works north of the city during the next five-year investment period (2015-20). The first step on this important journey has been taken with the delivery of the small-scale research facility, manufactured by PWN Technologies in the Netherlands, at Crownhill. The facility, which is capable of processing 150,000 litres of water a day, uses suspended ion exchange and ceramic microfiltration technology, which represents a move away from current chemical and energy-intensive treatment processes. It is the first time that this technology has been used in the UK. Over the next 18 months, a dedicated team will be testing the process with a variety of raw water sources including water from local rivers and reservoirs. This will enable the team, in partnership with PWN Technologies, to fine-tune the process and help inform the design of the new £50 million treatment works. Chris Rockey, South West Water’s Science and Water Quality Manager, said: “Our aim is to continue to provide good, safe drinking water that has the trust of our customers, while minimising the cost of water treatment and our impact on the environment. “The processes required to produce high-quality drinking water have traditionally been both energy and chemical-intensive and produce a lot of waste. Advances in drinking water technology and 8
new approaches to the management of raw water supplies are now offering cheaper and sustainable alternatives to how drinking water is produced. “Crownhill was built in the 1950s and it costs more every year to maintain it. This long-term investment will keep bills down in the future as well as benefiting the environment. The project is globally significant and shows that the South West can be both innovative and forward thinking in meeting future challenges.” The overall investment in the new works is expected to be in the region of £50 million. When the new works is operational, planned for 2018, Crownhill will be closed down. The move from the current site will release a 40-acre site in the heart of Plymouth with potential for development. This could be a catalyst for the regeneration of this area of the city. South West Water will submit the planning application for the new works in 2015. This planning and design phase will include public consultation. They plan to start construction at the new site with a view to completing the works by 2018. They have previously been granted planning permission for a slightly smaller treatment works at the site around 15 years ago, which has since lapsed. They’re confident that they will be able to work with the local planning authority, their customers and PWN to come up with a design that is acceptable. They will be working closely with local residents and businesses, councils (including Bickleigh Parish Council), community groups and organisations, their regulators and other interested parties to discuss their plans for the new works. 9
Over the last 20 years they have built something like 40 new sewage treatment works and have a strong track record of taking customers’ views into account and working with them to ensure that any impact our activities have on them is minimised as much as possible. The works will be designed to produce 90 megalitres of water a day, but they don’t know how big it will be or what it will look like yet. That will depend on the outcome of the 18-month research process. The output of the new works will be similar to that of Crownhill at present. However, the new technology is more compact than the older process used at Crownhill, which will be reflected in the smaller size of the new works.

Local History In 1850 the White’s Directory for Devonshire describes the Bickleigh Parish: “BICKLEIGH is a small village on the western side of the river Plym, in the picturesque vale to which it gives name, six miles N. by E. of Plymouth. Its parish contains 469 souls, and 2980 acres of land, including the village of Jump, and many scattered houses. Bickleigh Vale is much resorted to by anglers and the lovers of woodland scenery, who find excellent entertainment at Maristow Inn. The Plymouth and Devonport leats, and Dartmoor Railway, cross this parish; and at Jump are two annual fairs, on the third Wednesdays in April and September. The manor was long held by Buckland Abbey, and afterwards by the Slannings, Modyfords, and Heywoods, the latter of whom sold it to S. M. M. Lopes, in 1798. Sir Ralph Lopes, Bart., is now lord of the manor, owner of most of the soil, impropriator of the rectory, and patron of the vicarage, valued in K.B. at £11. 7s, 4d. and in 1831 at £300, with the perpetual curacy of Sheepstor annexed to it. The Rev. J. D. Cork, M.A., is the incumbent, and has a good residence, recently enlarged. The Church was rebuilt by Sir R. Lopes, in 1839, except the tower, which contains six bells. The interior is neatly fitted up, and the east window is enriched with stained glass. The poor have £100 three per cent. consols, purchased with the gifts of Elizabeth Modyford and John Herring.” Jump is now Roborough and was renamed between 1861 and 1871. According to the 1911 census there were 74 households (3 unoccupied) with a population of 309. Most of them had work associated with farming or mining. One hundred years later and the 2011 census records that there are 1555 households with a population of 3960 and very few of the occupants have anything to do with farming.

10th Anniversary Celebration – Roborough Vet Fun Day Around 100 people visited Roborough Vet to help celebrate 10 years as a small family-run business. There were lots for visitors to see such as animals from Dartmoor Zoo, giant bunnies, birds of prey and the Dartmoor Rescue Group with their search dogs and ambulance. Youngsters had a chance to have their faces painted and canine capers were had with a dog show. Raffle prizes were drawn to raise money for Roborough Vet’s charities of choice, the Labrador Rescue Trust and the Mare and Foal Sanctuary, each receiving an equal of share of around £350 raised on the day. Started a decade ago by husband and wife team, Duncan and Hazel MacWhirter, the veterinary surgery was originally located at the Tesco complex (the unit is now a travel agents). Duncan and Hazel are owners/managers, there are three veterinary nurses and one receptionist now working from premises in Tavistock Road, Roborough Village, seeing to the needs of animals in the local area including a few loyal customers who travel from further afield. Help for homeowners, landlords and park home owners from South Hams District Council! Works are assessed by the council and include boiler repair, replacement or heating installation, damp repair, structural works including roof/thatch repair, electrical and plumbing works, rotten windows replacement, or upgrades to bathrooms and kitchens over 15 years old and in need of repair. Eligibility is wide to include people who own their own homes who may have savings and/or an income but who wouldn’t be able to afford repairs or access finance elsewhere. POLICE NOTICE Police have received a report from a concerned resident regarding cold calling/leaving of cards through doors wanting gardening or landscaping work in the Waterside area of Kingsbridge. An elderly resident agreed to have work done to the garden and although the work only took a couple of hours the resident was charged over ÂŁ1000. Cheques were written as the resident did not have cash, but the worker would not give any name Whilst no crime has been committed, can we remind residents that agreeing to have maintenance work undertaken at your door can sometimes lead to a low standard of workmanship, that carries a lack of guarantee if there are problems later on. The price first quoted may often increase once the work is finished. If you need any maintenance to your property please use a bona fide business. If you have persons cold calling offering to do work, try to note their description and the vehicle they may be using and call the Devon and Cornwall Police 101 quoting log no.311 of 14th August 2013 to report it. Residents are asked to advise their more elderly/venerable neighbours of this message. Thank you Note: Whilst this warning is about the Kingsbridge area it may also be applicable to this area.
