"Ensuring Your Safety: Robbery Incident Reported at Rockaway Beach Store"

In a concerning incident highlighting the importance of security measures in businesses, a 71-year-old store employee was robbed at knifepoint in broad daylight inside a Rockaway Beach cell phone store last week. According to reports from the 100th Precinct, an unidentified assailant entered the Total by Verizon store, situated at 86-24 Rockaway Beach Blvd., at 2:42 p.m. on Tuesday, Feb. 6. Brandishing a knife, the perpetrator threatened the senior employee, demanding property. The harrowing ordeal saw the assailant forcibly take $150 in cash from the register along with store merchandise valued at $1,615 before fleeing the scene. Thankfully, no injuries were reported as a result of the incident. The NYPD swiftly responded to the incident, releasing surveillance images of the suspect and appealing to the public for assistance. Described as having a dark complexion and a heavy build, the suspect was last seen wearing a black winter jacket over a blue hooded sweatshirt, gray sweatpants, black sneakers, eyeglasses, and a black facemask. Business owners and managers are urged to prioritize the safety and security of their employees and customers. Implementing robust security measures, such as surveillance cameras, alarm systems, and employee safety training, can help mitigate the risk of such incidents. Reauthorization of Article 15-A: Expanding Opportunities for Minority and Women-Owned Businesses

New York State is poised to fortify its commitment to promoting equality of economic opportunities through the reauthorization of Executive Law Article 15-A. This legislation, which governs the participation of Minority and Women-Owned Business Enterprises (MWBEs) in state contracting, has been extended to December 31, 2024, signifying a significant milestone in the state's efforts to foster inclusivity and diversity in business. On July 15, 2019, Governor Cuomo signed into law a series of enhancements to Article 15-A, aimed at further empowering MWBEs and eliminating barriers to their participation in state contracting. These enhancements, set to take effect in January 2020, introduce several key changes to the MWBE certification process and procurement practices: Extended Certification Terms: Under the reauthorization, MWBE certification terms will be extended from three to five years, providing certified firms with greater stability and continuity. Enhanced Personal Net Worth Limits: The reauthorization raises the personal net worth certification cap to $15 million, allowing for increased participation of entrepreneurs while ensuring fair and equitable access to opportunities. Furthermore, additional exclusions to personal net worth calculations have been established, further broadening the eligibility criteria for MWBE certification. Discretionary Purchasing Threshold Increase: Agencies and authorities will see an increase in the discretionary purchasing threshold from $200,000 to $500,000 for commodities, services, and technology that are recycled or remanufactured, streamlining procurement processes and fostering greater flexibility in contracting. Bidding Credit for MWBE Prime Contractors: A ten percent bidding credit will be established for low-bid construction projects valued up to $1.4 million, incentivizing MWBE prime contractors to participate in public projects and promoting greater diversity within the construction industry.

Senator James Sanders Jr. Since being elected to the New York State Senate, Senator Sanders has risen to become the Chair of the Senate Committee on Banks and heads the Senate Task Force on Minority and Women-owned Business Enterprise (MWBE). In addition to being the Chair of the Senate's Committee on Banks, Senator Sanders is a member of the Committees for Commerce, Economic Development and Small Business; Insurance, Labor, Procurement and Contracts; Racing, Gaming and Wagering; and Veterans, Homeland Security and Military Affairs. Senator Sanders has prioritized an array of topics hindering Southeast Queens and much of the state including climate change, inadequate wages, lack of access to housing and education, workers protections, the legal cannabis industry, predatory banking practices and several others. In 2023, his historic bill (S.1163-A) to establish the New York State Community commission on Reparations Remedies was signed into law by Governor Kathy Hochul. Assemblymember Rodneyse Bichotte Hermelyn represents theA2nd Assembly District in Brooklyn encompassing Ditmas Park, Flatbush, East Flatbush and Midwood. She is currently the New York State Assembly Majority Whip, Chair of the Subcommittee on Oversight of Minority and Women-Owned Business Enterprises (MWBEs) and serves on the following committees: Housing, Education, Governmental Operations, Health, Higher Education, and Ways & Means. Born and raised in Flatbush, Brooklyn as the daughter of Haitian immigrants and heir to Haiti's slave abolitionist Jean-Jacques Dessalines, Assemblymember Bichotte Hermelyn is the first Haitian American woman elected in New York City. She earned an MBA from Northwestern University, Kellogg School of mnagement, an MS in Electrical Engineering from Illinois Institute of Technology, a BS in Electrical Engineering from SUNY (State University of New York) Buffalo, a BS in Mathematics in Secondary Education, and a BT in Electrical Engineering both from Buffalo State College. Hope Knight is the President, CEO and Commissioner of Empire State Development, New York State's economic development agency. She was nominated to the position by Governor Kathy Hochul in October 2021, and confirmed by the New York State Senate in May 2022. Prior to her appointment, Commissioner Knight served as President & CEO of Greater Jamaica Development Corporation, one of the nation's first community development corporations. Commissioner Knight was Chief Operating Officer of the Upper Manhattan Empowerment Zone, overseeing more than $150 million in investments and leveraging over $1 billion in private capital. She also served as a Vice President at Morgan Stanley in domestic and international capacities. Earlier in her career, Knight worked at Accenture and in the New York City government. She holds a BA from Marymount Manhattan College and an MBA from the Graduate School of Business of the University of Chicago.


Michael Garner currently serves as the Chief Business Diversity Officer for the City of New York. In this role, he drives initiatives to promote diversity within the city's business landscape. Prior to this, he held the position of Chief Diversity and Inclusion Officer at the State of NY Metropolitan Transportation Authority for 14 years, making significant contributions to inclusivity in the transportation sector. With a career spanning over three decades. His dedication to diversity extends to his role as Senior Director of Business Development at the New York City School Construction Authority, where he served for 15 years. Michael holds a B.A. from Buffalo State University and earned an Executive MBA in Business/Managerial Economics from Buffalo State University. Jamila N. Glean, Esq. is currently serving as Project Director at R.F. Wilkins Consultants. With over 20 years of experience specializing in compliance and transactional contracting, including her previous role as Vice President of Research, Operations and Compliance within the Division of MWBE within Empire State Development, Jamila demonstrates unparalleled expertise in drafting and negotiating diverse legal documents.
