Welcome! Welcome from the Race Director Hello Women NRS Teams, Welcome to the Battle for 2016. It is fantastic to see more than 16 teams registered so far. We continue to receive interest and are promoting to encourage more teams to race and expect a field over 70 riders. The NRS Women is our Battle feature race this year and we are excited to focus on ensuring the profile and the racing for Women is amongst the best. The Battle is using similar courses to last year with 220km of open road racing, plus a 9.9km Scody Individual Time Trial and the existing snappy Stan Brims Criterium. Last year your racing under Chief Commissaire Louise Jones was very professional and with Louise once again returning I am certain of a first class tour. Our focus remains on safety first. There is an expected 10% increase in road safety costs for 2016. This will impact the prize pool and full details will be provided before registration. The Police are cooperating fully to ensure the Women's NRS Race operates under a rolling road closure. The adverse weather conditions that are forecast for Saturday in Northern New South Wales could have an effect on safety conditions and will have to be worked with at the time.

Riders must stay on the left hand side at all times and use only the left side of all roundabouts. (Particularly for the final approach to finish into Salt Village do not use the right hand lane.) Road and weather conditions will dictate if the manner of racing will be altered on the day and may include reduced courses, race neutralisation, restricted road use, delayed races, postponed or cancelled races. Safety is the first priority. I remind Managers about the specific rules for servicing (as stated herein) and that teams need to share support vehicles. Police have agreed to increase the number of team cars for women. The Battle is honoured to host the Women’s Subaru National Road Series for the fifth year. To all our new participants, an important reminder that your race is just one of many (some days eight) at the Battle, and we all work together to ensure each of the 500+ riders have a great tour. We are very pleased to have Hertz car and truck rental on board which will assist teams with transport. We are also thrilled to have Scody and Cricks Subaru supporting the event and the cycling community. Finally, please do not litter during this event. Welcome! Welcome from the NSW Government Battle on the Border has become a key event on the annual cycling calendar, helping to cement the Tweed’s reputation as a leading cycling destination and the NSW Government is proud to support this event through our tourism and major events agency, Destination NSW.

On behalf of the NSW Government, I welcome all visitors to the Tweed region for the 2016 Battle on the Border – a combination of fierce competitive racing and social cycling events. Now in its eighth year, Battle on the Border will once again have something for everyone, from competitive cyclists to beginners keen for a weekend pedal, with courses ranging from 50km to 150km.

Regional events have the capacity to showcase the very best of our State’s destinations and Battle on the Border will highlight the beautiful natural environment while providing a significant boost to the local visitor economy. I encourage visitors to take some time to experience everything the wonderful NSW North Coast region has to offer – from the beautiful beaches, national parks to the great shopping, restaurants and beachfront accommodation. Duty of Care (1) Rider Agreement

Acceptance of the following is required for participation. Staying Safe The Battle on the Border is conducted with the consent of the New South Wales Police and the Tweed Shire Council on race courses that offer challenges for riders and require previous race craft skills. Race courses are on suburban roads and country laneways, some with potholes, crumbling edges, no centre lines, blind corners, narrow bridges, steep hills, farmers, cows, tractors, and very rough surfaces - all which remain constant threats to inattentive riders. We urge you to protect yourself: • Keep your line straight and don’t swerve; • Eyes up and look ahead; • Communicate loudly hazards to all riders; • Stay left, especially when descending; • Don’t ride across centre lines; • Every effort has been made to ensure your safety while in the race protected enclosure, but once outside the enclosure you must obey traffic laws. (stay left and two abreast) Bike racing is a high risk activity and each rider must know the course, and protect themselves. The Battle on the Border provides a traditional ‘country road’ racing opportunity. Riders who race recklessly will be disqualified immediately. We urge you to place safety first and the podium last. Mark Duggan Statement In 2014 Masters B rider Mark Duggan from Newcastle suffered significant injuries and for future years the Battle promotes the Mark Duggan Statement which means – we look after our mates. All riders are urged in good conscience to: stop and assist, stop and make a mobile call, and stop and offer first aid for any fellow rider who has been injured or lost. The rider’s group time will be provided with no penalties for those who help their mates (male or female). 6

If you observe an accident, collision, or anything of concern during the race, report it promptly to the race director or emergency control centre (ECC) following your race. If you are involved in an incident or are picked up by the sweep car during your race, contact the emergency control centre (ECC) as soon as possible to debrief. The emergency control centre (ECC) will be tracking convoys, rider withdrawals/injuries and placement of medical resources to support racing. They will also perform the reconciliation for each race and will be calling you if you have not crossed the finish line.

Being Part of the Community It is a privilege for the Battle on the Border participants to have been welcomed to the Tweed Shire and be supported so well by its wonderful communities. We ask you to respect the community: don’t park on footpaths or across driveways, don’t drop empty food packets when riding, don’t throw water bottles into the bush, don’t ignore shop keeper’s requests to not ride on footpaths or through shopping centres, and don’t lean bikes on shop windows. We ask you to use the provided toilets, take your rubbish home, and treat residents with respect. Causing anger unnecessarily with the local community may transfer to the road and cause harm to all involved. We urge you to think before acting, so we can all return to the Tweed Shire for the next Battle.

Acceptance of the following is required for participation. Rules and Regulations 1. The New South Wales Laws of the Road apply and the Regulations of Cycling Queensland and Cycling Australia; 2. Officials will be treated with respect; 3. To be bound by the Code of Conduct; 4. To not place at risk another rider, an official, or the public.

Race Organiser Agreement Rolling Road Closure The News South Wales Police will provide where possible a rolling road closure and they reserve the right to cancel the rolling road closure at any stage during the race. Most times Police become frustrated by riders clearly doing high risk racing and we ask all riders to stay on the left and avoid crossing the centre line. Police will issue fines for reckless endangerment and/or cancel races. The local Tweed-Byron Police command has been very supportive of the Battle for eight years, and cycling in general, and we urge all riders to work with Police during the race.

Rolling Road Closure is used when confirmed by the race director. A rolling road closure only provides a secure enclosure when directly under control of the Police. Riders outside of the convoy are at their own risk and MUST stay left. Smaller pelotons will not have a rolling road closure. Protect yourself at all times – if Police are directly in front of you DO NOT cross the centre line. Commissaires Cycling Australia commissaires from Queensland and New South Wales support the Battle and we ask that you treat all officials with the highest level of respect. Should an issue arise, you are welcome to approach the Chief Commissaire and discuss the matter. Officials/Volunteers The Battle requires the assistance of many local community based volunteer organisations. Each division’s race convoy needs the assistance of volunteer drivers and scribes who are most times the friends and partners of the riders. This is great way to see the race up front.

Race Tour Information (1) The Battle: The Battle on the Border was created as a long term, sustainable open road tour race. Operating in New South Wales, it is obliged to follow the strict RMS Cycle User Guidelines which are expensive to comply with. In 2016 it is expected the cost for Police, traffic control, etc, will be nearly $100,000. Road safety and our rider’s well-being is the first priority - the entry fee is expensive but these are increasing costs that have to be funded. The Battle is about the racing experience, the personal challenge on open roads and big hills - it is not about the prize money. Sign On – Each rider is required to sign on at Registration before each and every stage race beside their assigned race number. A Race Number is assigned within a set range for your division. The number is to be worn as centre of the back and on the left-hand side of your jersey; and the sticker affixed to the seat post. Lost numbers can be replaced at Registration. (we provide 2 jersey numbers, 1 post number, 10 pins, 2 cable ties and 4 spare wheel sheets). The rider numbers start with the NRS Women at 001 in recognition of the very sizeable women’s field.

Littering is a big problem amongst cyclists - some of whom selfishly throw their supplement packets and water bottles along the course, and cause unrest with local farmers and the community at large. Please do not litter or you will be asked to go home. The community is hypersensitive to cyclists’ littering. Warm Up Circuits – will be shown on the site plans. Do not warm up on public roads or you will be fined by the police. Supporters’ Parking – Please do not park on the race course, near finish lines, in a resident’s driveway, or on footpaths. Time Limit – Races will have a time limit imposed and enforced by the Chief Commissaire. See over. Neutral Race Control applies normally at the beginning of some races when riders are not to proceed past the red flag. Sprint Zone – often have a yellow flag with a white flag on the sprint line. Black & White Flag – signifies the finish line. Feed Zones – are normally marked with a blue flag.

Timing Transponders are to be affixed to the frame as shown above and not removed unless a new bike is used. The correct mounting of the transponder is important for an accurate result. Before mounting check you have the correct transponder number. The transponder must be securely mounted as low as possible on the fork 40 to 45cm above the ground, and if lost the replacement fee is $100. Spare wheels – Neutral spares for team will be contributed by each team. Feeding is only permitted in the nominated feed zones which are supervised by a commissaire.

Anti Doping – Testing may be conducted at this event, and it is the responsibility of the rider to ensure they are not required for testing prior to their departure after a race. Doping control facilities will be located close to the finish line each day, if in operation. Electronic Timing – The timing system produces live results which are only provisional until signed by the Chief Commissaire and posted to the noticeboard. Concerns and queries should only be address to the Chief Commissaire please.


Race Tour Information (2) Road Race • Riders must complete the race to start the next stage within the designated time cut of 20%. • In exceptional cases a rider may be allowed to start, at the discretion of the Chief Commissaire, and may be awarded the time of the last rider or time cut off in their division plus a 30 second time penalty. • Any riders suffering a mishap in the last 3km will receive the same time as the group they were with at the time of the mishap.

Scody Individual Time Trial • TT bikes and TT Bars are not allowed for the Individual Time Trial according to the NRS regulations regarding Time Trial stages under 10km. Please note clip on bars cannot be used. TT Helmets and Disk Wheels are permitted. • Riders must complete the race to start the next stage. If there is a mishap in the first 100m, they will receive a restart; if there is a 2nd mishap in the first 100m, they must continue and complete the race within the designated time cut of 20%. • Starting order is determined by the prior stage GC placing. The first rider to start will be the person with the highest GC time. • Riders on the course must complete the race to start the next stage. In exceptional circumstances the rider will be given a time equal to the time of the last rider in their division plus a 30 second penalty to ensure that times can be carried forward to the next stage, as approved by the chief commissaire. To assist traveling teams, a decision has been made to reduce the proposed TT course from 13kms to less than 10km.

The time gaps between riders starting may be between 20 seconds and 30 seconds except in the case of the top ten (10) riders on GC. As such, the deployment of follow vehicles for riders outside the top 10 will be prohibited. Neutral support will be provided on course by roving support motorcycles and stationary spares locations. For all riders, the start order will be determined based on their GC position with the leading rider being the last to startt. Teams managers may elect to follow the Top 10 riders as the time gap will be 1 minute between riders. The road is very narrow and we would like to encourage team managers to minimize the number of riders they follow. The last starting ten riders will be at a minute gap. Stan Brims Criterium • Riders who are asked to withdraw from the race will be given a time based on the lap in which they were withdrawn from the course and the average speed of the main group. The Time added will consist of the estimated time gap that would have been derived. • Any rider suffering a fall in the last 5km (estimated as being five laps) will be credited bunch time. • Any rider suffering a mishap (i.e. puncture) in more than 5kms to go, will be granted a one lap out to re-join the field. • Any rider suffering mishap (i.e. puncture) in the last 5km (estimated as being five laps) will not be granted a lap out and will have to chase the bunch. • A rider may take a spare wheel or bicycle only from the pits area during the race including inside the last 5km (estimated at being five laps). The equipment must have been in the pits area prior to the start of the race.

Introduction The National Road Series (NRS) is Australia’s premier road cycling series and elite teams from Australia, New Zealand and Asia are invited to nominate to take part in the Battle on the Border event. The Battle organisers are honoured so many Women’s team join us each year. Teams, riders and managers should appreciate they are part of very large cycle event and whilst the NRS races are our highest priority they must equally fit and balance with the 500 plus riders requirements. • The race tour comprises four stages. • Teams may have a minimum of three riders and a maximum of five. NRS Information Arrival Times The Battle has over 500 riders and there will be delays with parking - allow extra time when arriving for registration and sign on. Transportation Teams requiring special assistance with transportation should contact the office as early as possible. Hertz will be pleased to help assist with your transport needs and have a discount code for Battle riders – contact the office for details. Team Cars are welcome and add much colour and presence to the event. Team cars in the convoy are limited in accordance with Police requirements to ten Women’s vehicles. Teams are required to work together to group for car sharing and this is normally done at the manager’s meeting. Preference should be given to those who register first. Arriving Early and/or Departing Early to the Tweed Whilst we understand some teams are traveling from interstate and thank them for coming to the Battle, many more individual riders are also doing the jump from Sydney, Melbourne, and Perth. The program can not be set around travel plans and managers should allow sufficient time to finish late in the day, travel to airports, and catch flights. The Program – The core program is set around the requirements of NRS teams which includes: not allowing two races to over lap; a minimum of thirty (30) minute time gaps between races; and not starting too early or too late. This is very difficult given there are eight other races in the day and the Battle will do its best to fulfil the above requirements. The delay between the Time Trial starts and the criterium race starts will be reduced where possible but it will still involve a large time gap- so come prepared to read a book. Convoy - The order for all convoys will be allocated by the Chief Commissaire each day. - Initial convoy order in Stage 1 is based on current

teams NRS rankings. - All vehicles must travel on the left-hand side of the road and service riders on the right (only when authorised by Chief Commissaire) This allows for circulation on the right hand side of the road when inside convoy only. Please note that teams must use their allocated vehicle in the race convoy. - Neutral spares vehicles will be available and teams will be required to provide wheels. If no wheels are provided at race start the neutral spares vehicle will not go on course. Team managers are strongly urged to do this in the interests particularly of their slower riders. - Vehicles crossing the double line or taking risks will be asked to leave the convoy. NSW Police will not tolerate Team Managers not following their instructions. Clothing - All NRS and Wild Card Teams riders are to wear their registered kit. - All other teams and individuals are to wear their club or plain kit registered with their appropriate state or national body. No sponsored clothing. - Rider’s Race Numbers must be pinned on both sides on the hips, horizontal when riding in a forward position. Meetings Registration Team Managers meeting will be held at 7.30pm Thursday 2nd of June at the Saltbar with the Chief Commissaire. - During the event – a daily review meeting will be held with Team Managers and the Chief Commissaire at 6.00pm each night at the Saltbar (unless informed otherwise). Equipment The Battle will provide for each car signage. We ask you to please bring your own equipment – flashing light and radio. Otherwise you will need to sign out for the equipment and return at the end of each stage. Lost equipment will be charged to the team entry.

Prizes Recognition

The Battle on the Border is an event created for you to promote tour racing on challenging roads. With increasing costs and a desire to keep entry fees low, prize money is becoming less practical, and recognition for competitive achievement is becoming the most important. The allocation of prizes will be determined based on the total costs of the event and normally shared on the basis of number of entries. *The prize pool will advertised amount prior to the tour starting. Road Race Overview Salt Village Road Race Friday 3rd June 2016

The Salt Village Road Race remains on Friday with racer’s safety in mind, taking advantage of reduced traffic along the coastal road system. Team tents are very welcome in the central park. Starting in neutral in Salt, the convoy moves out onto the Coast Road before turning into the coastal range down Cudgen Road and onto the Duranbah Ridge Road that finally takes riders down the descent onto Environ Road (Scody Sprint #1), then Clothiers Creek Road. Racing across to Cane Road) and left onto Numinbah Road, racers go around the outer loop of the caldera via Chillingham and Tyalgum. From there, the course connects via Bray Park to Kyogle Road, moves left into Smith Creek and climbs up and down along the flats into Stokers Siding.

This race will be far more difficult than the profile gives credit, featuring some pesky little rises and long high climbs with rapid descents. The course offers heaps of opportunities for sprinters and climbers to advance their position. Use all caution when racing back into Casuarina and Salt. You must use the left hand lane on your approach back into Salt and use only the left side of roundabouts.

Another up and over takes racers through the Burringbar Range and Subaru QOM #1. Now that the peloton is livened, take a sharp left into Mooball Road, and the Watty Bishop Road lanes back to Clothiers. The final 6km accelerated stretch towards Salt finishes the day with a sharp right-hand on Casuarina Way and a sprint down around Salt Park.

Road Race Overview Murwillumbah

Saturday 4th June 2016 Saturday's road race will roll out from the country town of Murwillumbah, heading towards the well-known circuits through Clothiers and Watty Bishop Roads. The course climbs along the coastal ridge (1st Subaru QOM), winding through the narrow country laneways across into the Tweed Valley (1st Scody Sprint – Rabjones Stables). The course connects through Stokers Road (2nd Subaru QOM) over Smiths Creek Hill and down onto the flat and onto Kyogle Rd. Racers ride towards the furthest corner of the caldera and over various climbs and hills (3rd Subaru QOM), before a fast return back along Numinbah Road (2nd Scody Sprint) into Murwillumbah.

Stage 2 would be described as a country road race that will split the peloton early with challenging climbs before presenting opportunities for teams to fight to regather their leaders. The backdrop of the race showcases beautiful country, farm lands, rivers and mountains. Many thanks to the Pottsville, Mooball, Tyalgum, Chillingham, and Murwillumbah residents for allowing us to race on their roads. Use caution and watch for local farmers, or vehicles entering roads from side roads.

Scody Time Trial Overview Scody Individual Time Trial Sunday 5th June 2016

The Scody Individual Time Trial will be held on a course that has less impact on the farming community and hopefully will see less tractors and cows. Essentially a flat course, racers move out into the valley on Numinbah Valley Road with gradual climbs that lead into sharp foothills that cut across the valley to the turn point near the river. Obviously, the enjoyment of the hills is played out again, but in reverse.

Finally, racers make a sharp right turn onto Queensland Road and push hard with a long fast straight stretch to the finish line.

The finish will be in front of the home crowd at the Murwillumbah Showground. We thank the Historical Show Society for once again supporting the Battle with their great facilities at the Showground.

Stan Brims Criterium Overview Murwillumbah Criterium Sunday 5th June 2016

The Stan Brims Criterium course remains the same as last year and is considered a good circuit with tight and unusual corners, and a fast descent. From the start you have a series of right then left-hand turns to upset the peloton before a sharp right-hand uphill climb takes riders to a tight right corner. A long descent takes racers back to the finish line.

A technical course by some standards, larger fields make this an important stage for riders to concentrate and 'hold their line’ - especially on the corners. A number of stretches present opportunities for improving positioning and moving towards the front. Ride safely and keep your line. The pits operate with two gates and are in the centre of the course and at the top of Murwillumbah St.
