Visa crackdown ongoing

The Immigration Bureau is acting to end the phenomenon of “digital nomads” or foreigners attempting to live in Thailand on back-to-back border runs. The campaign centers on the nationals of 56 countries who are allowed to enter Thailand, usually by air, to obtain a 30-day visa-free stamp. They include North America, most European countries including UK, Australia, Russia, and the Philippines. Their citizens are no longer allowed to make a border run to obtain a new exemption, although they can extend their stay once by seven days at a Thai Immigration office. After that they must leave the country or go into overstay costing 500 baht a day. An Immigration spokesman told Pattaya Today, “The concern is that the discretion to allow visa-free travel has been abused by some aliens who are not in fact tourists but illegal workers or wanted criminals hoping to avoid registration by applying for a proper visa. Thus, in future, the visa-free travel is restricted to not more than 37 days (30 days on arrival and a once-only extension of a week). Foreigners wishing to stay in Thailand for longer need to obtain an appropriate prior visa from a Thai embassy or consulate before beginning their journey.” Although the ban currently applies only to land border runs, a similar halt on air travel is to be introduced on August 13. “From then, Immigration officers at airports will be on the lookout for travelers who appear to be living in Thailand on back-toback 30 days visa exemptions”, he added. Tourists flee police raid Two hundred police officers and army personnel blocked all entrances to the Flexx Club on Walking Street in a raid designed to check illegal activity, especially drugs. Over 300 patrons tried unsuccessfully to flee the premises. Police found some evidence of drug taking, including a small quantity of cocaine in a plastic bag on the floor. Five foreigners and five Thai women were arrested after proving positive in urine tests. Another eight tourists, who lacked identification, were detained while Immigration Officers checked the appropriate database.

Pattaya cops “wipe out� crime In a concentrated effort to reduce criminal activity almost to zero, police arrested 60 persons, including both Thais and foreigners from neighboring countries, especially Laos and Cambodia. They were charged with various offenses, mainly theft and prostitution. A police spokesman said that several of the offenders were ladyboys who were known to be prone to robbing tourists. In future the transvestites who were not Thai citizens would be transported back to their country of origin rather than being simply fined 100 baht.

Bike thieves fail in getaway

A Russian tourist had a lucky escape after police caught two of the three thieves who stole her handbag. Nadezhda Nikulevoka, 53, was accosted near the Cosy Beach Hotel by men on two

motorbikes who snatched the bag and sped away. Police caught Surasit Mungmuang, 21, when he tried to avoid a road block and fell off his bike. A second man, 27-year-old Padya

They can continue to travel to a land border and return the same day or later without any problems as long as the visa remains valid. Also entirely unaffected are the holders of one-year visas issued by Thai Immigration. They include long-stay permits based on retirement (minimum age 50), marriage to a Thai national, learning the Thai language in a certified school, or work authorized by the Department of Employment. Exactly how many “digital nomads” there are living, or attempting to live, in Thailand remains an open question. Recent crackdowns on illegal workers in Phuket found that visaless Russians were involved in many touristorientated businesses on the island, while a number of American and European farang have been found to be working illegally as tour guides, teachers, musicians or dive instructors in various cities. However, economic migrants from Myanmar, Laos and Cambodia, working as

unskilled or manual workers in the construction and fishing industries, are not part of this particular crackdown. The Thai authorities are currently normalizing their particular status under a revitalized worker registration process covering up to two million persons needed to make up for the shortfall of Thai workers. A Pattaya-based minibus company which organizes visa-run trips to Cambodia, mainly for Brits and other Europeans, said business had slumped by 75 percent since the crackdown began. “Only people with tourist or non-immigrant visas and a valid re-entry permit are now going to the Cambodian border posts at Poipet or Pong Nam Ron,” one of the drivers said. He added that many British and German tourists were heading to other ASEAN countries once their 30 days were used up. “We have had similar crackdowns in the past, but this one looks to be for the long haul,” he surmised. Some overstayers to be blacklisted The Immigration Bureau has announced that seriously overstayed visitors will be blacklisted for various periods of time. Those presenting themselves with a visa overstay not more than 90 days will still be able to pay the appropriate fine, 500 baht a day with a maximum of 20,000 baht, and without blacklisting as now. But those with overstay of more than 90 days and up to

one year will be blacklisted for 12 months. Those with longer overstays will be blacklisted for longer periods. Foreigners who overstay 10 years will be banned for life, although the numbers in that particular group are thought to be very small. Overstaying foreigners apprehended before they try to leave the Kingdom will be banned for five years if

the overstay is less than one year; longer overstays will be banned for 10 years. At the moment, blacklisting is at the discretion of the Immigration Bureau on a case-by-case basis. Prosecutions are currently believed to be rare in overstay cases of less than a year. The new moves are in line with the Immigration Bureau’s latest policy to regulate foreign visitors and stamp out abuse.

Central Festival Pattaya Beach hosted the fifth annual Thai Food Festival in conjunction with the Tourism Authority of Thailand and others. Vilaiwan Twichsri, a TAT deputy governor, said the festival is one of the Kingdom’s favorite tourist attractions, featuring a blend of so many cultural influences. Some 40 local restaurants participated in the event which focused on carefully selected herbs and spices known to benefit health. Dishes on offer included spicy mee krob boran, moo tod and pad Thai. Celebrity chefs prepared special dishes while Thai comedians and singers provided the entertainment. Children enjoyed games and special spices were awarded as prizes.

News Police address Clean sweep at Pattaya prison traffic woes

General Wut Liptapanlop, adviser to the Royal Thai Police, and other senior personnel, visited Pattaya police station for a meeting on local traffic chaos. It was agreed that those who break traffic laws should be punished and that overcrowding problems on the roads should be reduced by 10 percent a month. Police General Wut called Pattaya an important tourist center with many sporting and music festivals. Hence, it was vital that police in all divisions work extremely hard to protect and improve the reputation of the resort.

Officers of the corrections department, aided by navy personnel from Sattahip, conducted a thorough search of Pattaya Remand Prison to check for drugs and

other signs of illegal activity. However, they found nothing to incriminate inmates either in cells or public areas in spite of a most intensive check. Urine

samples were collected from 300 prisoners to check for drugs; the first 100 results showed no problem. The remaining 200 test results will be announced later.

Night club owners warned Shopkeepers are very angry Sakchai Taenghor, Banglamung district chief, presided over a meeting with night club owners to explain it was a serious offense to try to bribe officials to be allowed to stay open later than authorized hours. There had been reports of such activity but nothing conclusive. Anyone with information about bribery matters is asked to phone 081 867 0715 with relevant information.

Police raid more gambling dens

Police confiscated nearly 100 slot machines when they raided a Soi Buakhao shophouse. More than 30 police officers stormed the premises at 5:30 a.m. after being tipped off by an informant. Six gamblers were arrested along with their driver, Weera Nasap, who said he knew only that the machines were owned by a man whose name begins with “K”. He also let it be known that his uncle is a senior police officer.

In a separate raid on a Soi Bongkot internet cafe, police arrested five people found gambling online. Officers also discovered documents to be used as evidence, including a list of gamblers and their gambling debts. Cafe owner Somsak Ampha claimed to be unaware of the details, saying that customers used their personal bank accounts. Both police raids are part of a new crackdown on illegal activities in Pattaya.

Indian tourist brawls with guard Police were called to Walking Street when an Indian tourist and a security guard were both injured during an argument. The security guard left the scene before proper inquiries could be made. It was learned that the security guard was a moonlighting sailor from Sattahip naval base.

Potato chips with ice Pattaya police station officers checked food being brought to prisoners by visitors and busted a woman with 0.93 gram of crystal methamphetamine hidden in a bag of crisps. Jintana Onsaad, 24, admitted trying to bring in the banned substance to a man being detained in the cells; she had herself been jailed on a drug charge last year. The officer on duty said that, when he looked at the crisps bag, it had already been opened and appeared unusually puffy.

Ten shopkeepers renting space at Mimosa, the commercial development opposite the Ambassador City Jomtien Hotel, complained to the Pattaya Office of Consumer Protection that the terms of their contracts were not being honored. For example, the company had agreed not to charge customers admission to visit the complex, yet tickets were still being sold by management. The Consumer Protection Office said that more efforts should be made to reach a mutually acceptable agreement. For instance, the controlling executive board of Mimosa should consider the matter carefully, but if no

agreement was forthcoming, a complaint could still be made for consideration.

Brit needs help to find daughters

British national Robert John Day, 38, has requested local media to help hunt for his two daughters. They disappeared in the company of his ex-wife and attempts to trace them have been unsuccessful. Day and his Thai wife, Orawan Kaemlem, 36, were married in 2003 and they had two children, 10-year-old Ananya, and six-year-old Aleena. In their divorce settlement

four years ago, it was agreed that the father would be responsible for their upbringing in UK. However, the children and the ex-wife disappeared on a subsequent holiday trip to Pattaya. Day said he was desperate for assistance in finding his children as his ex-wife had promised not to detain them. Pattaya provincial court has issued an arrest warrant for Orawan.

Murder-suicide in Pattaya condo A French national killed his two-year-old, Thai-born son before committing suicide in the six-storey Park Lane condominium. The boy’s head was covered with a plastic bag; a kitchen knife and syringe lay near the corpse. Nearby was the body of 28-year-old Yonatan Kerner with a plastic bag covering his head and a rubber cord around his neck. Police believe the bodies had been undiscovered for about three days until a chambermaid noticed a foul odor coming from the apartment. Police stated that the man’s wife and the boy’s mother had made official complaints that she had been assaulted by her husband on several occasions and had fled to her home province of Nakhon Ratchasima leaving her son behind. Officers believe that Kerner

murdered his son by knife wounds, having administered a drug by the syringe, before suffocating himself. CCTV footage at the condominium shows the father taking his son to a nearby church in late June.

Tourist gurus more optimistic According to several economic think-tanks and the Tourism Authority of Thailand (TAT), there are positive signs that the tourist business will return to normal in the final months of 2014. They admit that the political violence earlier this year, partly resulting in the coup of May 22 with its now-cancelled curfew, adversely affected international visitor numbers. The grounds for optimism now are varied. In spite of opposition from some foreign governments, the National Council for Peace and Order (NCPO) has been successful in ending street battles and acrimonious demonstrations. Several public opinion polls suggest that the majority of Thai citizens are happier now than before Army General Prayuth Chan-ocha stepped in. The calm political situation since the putsch has also influenced foreign tourists who are now beginning to return in big numbers, especially from Southeast Asian countries within the ASEAN block. TAT also points out that tourism is no longer suffering from the global economic turndown as the United States and Europe are recovering from the economic doldrums. China and Japan are rebuilding economies which will encourage people to travel abroad. More international road shows are planned for the next few months to illustrate the attractions of Thailand as a vacation center and the importance of the MICE (business) market.

The Tourism Authority is also planning a new campaign, Dream Destination 2015, to promote the country, aiming to attract 28 million international visitors next year, up from the 2014 target of 25 million. European visitors in the run-up to the end of this year are already booking in large numbers for the southern provinces such as Phuket and Phang Nga. Those planning to stay in Bangkok and Pattaya are still seeking the benefits of late discounts on hotel accommodation.

Travel insurance now available here Local insurance companies have teamed up with the Tourism Authority of Thailand (TAT) to offer travel insurance to foreigners who experience difficulties obtaining cover from overseas companies because Thailand is under martial law. The three companies are Muang Thai Insurance, Chao Phaya Insurance and Siam City Insurance. The cost of the travel insurance is 650 baht to cover accident, health, baggage

loss or airport delays and closures up to 1 million baht. The policy is available for purchase online. Also, 27 TAT offices worldwide will promote the initiative. The Association of Thai Travel Agents supported the insurance initiative, saying it will help boost confidence, especially from European countries. TAT projects 2014 tourism as a whole will generate 1.93 trillion baht, including domestic tourism. Amongst

other initiatives being considered is abolition of the 1,000 visa-on-arrival fee for Chinese--Thailand’s main tourist market--at Bangkok airport. The average Chinese visitor spends about 43,000 baht during his or her vacation. Since the coup last May, international tourist numbers in all sectors have suffered a decline. The ruling National Council for Peace and Order is keen to boost arrivals.

Mantra has a penchant for not only entertaining their guests with gourmet dinners they also want to entertain us in an auricular fashion too! We’ve been to many such musical events, jazz, rock ‘n’ roll, violin trios, Christmas choirs and more. The latest gastro-audio occasion was a classical music evening with a quintet from the Bangkok Symphony Orchestra. Bach’s sonatas and fugues, Mozart’s quintets and waltzes for Strauss all resonated across the restaurant as we enjoyed a gastronomic 5-course dinner. Our introductory course was a superb salmon and sea bass tartare with orange segments, caviar and baby herbs with an aged balsamic reduction. Fusion techniques shone through with the addition of chili and a touch of wasabi. This was followed by probably the best mushroom soup we have tasted in a very long time: Morel bisque scented with truffle oil and crowned with a Parmesan espuma. The deeply satisfying flavors of the famous mushrooms and the aromatic truffle oil brought together an intensely flavorsome soup.

The main course was just as sensational, foie gras and prawn ravioli with Chinese roasted duck breast, rocket salad and sage butter. The textural confluence on this plate was extraordinary, the ravioli a delight, the duck breast softly tender with Chinese spices and the sage butter exceptional. The presentation was so culinary artistic it made us wonder if Jackson Pollock was hiding in the kitchen! A fine selection of cheese with a miniature baguette perfectly rounded off the savory course before a bitter chocolate terrine with cherry Chantilly hit the table. The presentation was exquisite; set on a crisscrossed chocolate motif sat a log of terrine which had been wrapped in sweetened cream and accompanied by vanilla ice cream and a strawberry garnished with mint leaves. The final touch was a long spear of chocolate and the daintiest chocolate flower. Edible art on a plate which brought our evening of wining, dining and classical music to the sweetest of finales. Royal Grill Room & Wine Cellar hosts DeVine Club wine dinner by Mick and Di Barker

The DeVine wine dinners in the Royal Grill Room and Wine Cellar at the Royal Cliff are always supreme affairs organized with such professionalism they are always exceptional events. The attention to detail is extraordinary and the standard of service telepathic in its execution. Host for the evening was Hugo Acket, sales manager and wine consultant for Vanichwathana (Bangkok) Co. Ltd., who selected six excellent and varied Santa Carolina wines from Chile to accompany the exquisite food of Walter Thenisch, executive chef. Graciously presided over by Panga Vathanakul, managing director of Royal Cliff Hotels Group, these occasions are eagerly anticipated and enthusiastically attended by DeVine Wine Club members. While Chile is widely regarded as definitively “New World” as a wine producing country, it has actually been cultivating grape vines for wine production for over 500 years. Santa Carolina is the main branch of Carolina wines founded in 1875 by Don Luis Pereyra Cotapos. Today it stands out as one of the largest and best known wineries in Chile. The first pouring of the evening, to accompany the canapés, was a Chardonnay Blanc sparkling. Fruity and flowery with tastes of pears and cream it made the ideal companion to the tasty cocktail bites. Once settled in our pre-arranged seating we were served the first dinner wine of the evening, a Vistana Sauvignon BlancSemillon D.O. Valle Central 2013. The food pairing for this preappetizer was hot smoked Patagonian cod loin with a sweet and sour fruit salsa. This was a sensational dish, the smokiness of the cod was a resounding success, and it filled the mouth with such strong satisfying flavors. The pale sunny colored wine with its dry citrus overtones was round on the palate with a smooth finish. The next wine served was a Chardonnay D.O. Valle del Rapel 2011 which was coupled with pan seared Pacific scallops on sautéed vegetables julienne, a saffron cream sauce and micro greens laced with balsamic cream. Scallops seared to exactness are a wondrous thing and here they were exactly on point. We loved the vegetable puck of finely cut vegetables and the

saffron cream sauce was delightful. Savored with the smooth, balanced Chardonnay with its overtones of lemon and mandarin oranges this was another remarkable course. We were now heading towards the main event: slow-roasted premium lamb rack with grilled vegetables, corn cream puree and a red wine reduction served with the big shot of the evening, Carmenere, Reserva de Familia D.O. Valle del Rapel, 2010. This wine was superb. Deep fuchsia in color with notes of plums, bay leaves and spiced blackberries with definite pronounced weight and a long finish. Chef Walter had again excelled himself with his serving of the lamb rack and veggie accoutrements. We were now enjoying the cheese course comprised of baked goat cheese and the famous Tete de Moine which, as is traditional, had been shaped into delicate rosettes with the use of a Swiss “Girolle” implement. The fine, smooth texture with its spicy taste was absolutely delicious as was the quiet acidity of the warm goat’s cheese. Accompanied by another big gun of the evening, a Reserva, Cabernet Sauvignon D.O. Valle del Colchagua, 2011 this course was so memorable we are still talking about it. If we thought the Carmenere was a star wine this Cabernet Sauvignon really was the ticket. I’m running out of superlatives--so I’ll just carry on. The dessert course was next. The patissiers in the kitchen had surpassed themselves. The chocolate fudge cream with homemade raspberry flavored sherbet and almond crumble was a walk in the happy valley. Escorted by a Sauvignon Blanc “Late Harvest” D.O. Valle del Rapel 2009, this dessert wine loved this confection as much as we did. With its elegant aromas of honeysuckle and peaches and an elegant long lingering finish it raised the dessert to yet another level of enjoyment. We’d cooed over the chef’s creations and so appreciated the wines it had been a mind-blowing gastronomic evening and one we will remember for a long while. Horseshoe Point Invitational 2014 Equestrian, especially dressage and show jumping disciplines, is a growing sport in Thailand. It is gaining large popularity and followers in Asia because of its inclusion in the Olympics. The International Riding School in Pattaya hosted the Horseshoe Point Open 2014, featuring dressage and show jumping. It was attended by more than 65 horses from Bangkok and Chonburi. International judges officiating at the event were Alison P. King, a 4-star dressage judge, and N. Y. Ho, a 3-star show jumping judge. Both are officials of the Federation Equestre Internationale (FEI), the governing body that looks after the equestrian sport worldwide. Many children participated, attesting to the sport’s growth. The school says that with proper instruction and guidance, children will be the future of equestrian in Thailand. The next event is Oct. 17 to 22.

Forget the quotidian in interior design--forget everything you have seen, experienced or viewed in the past and be prepared to be amazed. This remarkable pleasure dome oozes, screams and shouts with raw design and vibrant colors inspired by modern pop culture, folklore and fantasy. Eclectic imaginings of a visual artist have been inspirational in creating a modern art gallery hotel with 268 guestrooms and suites. Mick and I visited recently and were (truly) gob-smacked by the

size and scope of this idiosyncratic hotel. Drawing on the rich motoring heritage of the founding Phornprapha family, cars and their mechanics are inspirational to the design as is the ocean and its fishy inhabitants. The Car Bar on the ground floor reveals surprises at every turn, jeeps, rickshaws and even a suspended flying car form the decorative element while exotic molecular cocktails and traditional Thai snacks (with a twist) are given the inimitable Siam@Siam Pattaya stamp. Journey to the Big Fish on the 6th floor and the environment plunges you headfirst into the fantasy world of the ocean; jelly fish lamps adorn the ceiling, a fish tail forms the bar with industrially conceived elements of naval ships and submarines all vying for attention. The executive chef here is Chatree “Long” Wongsriphaisan who commenced his culinary training at The Oriental in Bangkok and

then went on to join some of the premium fine dining establishments in the capital. His contemporary Thai menu is intense with marine wealth, but is also studded with culinary nuggets from the western world albeit fused with Southeast Asian twists and turns. On this occasion we were here to sample their newest promotion, Weekend Fire Seafood & Barbeque Night at their signature Big Fish restaurant. Served on Friday and Saturday this seafood buffet is sure to become the talk of the town. The price for the barbeque is only B.555 net and if you wish to add free flow wine it is still only B.799 net. This is an extraordinary price for the quality of produce that is available. Dinner starts at 6 p.m. (until 10) and we noticed that every item was constantly being replenished throughout the evening. Following the professional buffetgoers dictum, always start your evening with the “walk through”. Explore all the pots and chafing

dishes tucked away in nooks and crannies before embarking on your evening of gleeful eating. The freshest seafood: mussels, crabs, jumbo prawns and squid languish in their icy tanks, sparkling salmon, mackerel fillets, chicken skewers, Wagyu beef and lamb chops all await to be handed over to the chefs at their live cooking stations. Move on then to the prepared items: red duck curry, chicken with cashew nuts and bell pepper, fillet of white fish with cucumber in a sweet and sour sauce, braised Hong Kong kale with shitake mushrooms-- the array is daunting. The salad station offers a myriad of vibrant ingredients, spicy salads such as wing bean topped with boiled egg, spicy beef salad with chili paste and lemon grass, European potato salad, big juicy vine tomatoes with creamy mozzarella cheese. Pasta lovers move over to the kitchen for a selection of spaghetti, angel hair, penne and fettuccini to be enjoyed with bolognaise sauce, carbonara or aioli. Once you have sated yourself with the savories, there are the desserts to enjoy. Shot glasses filled with chocolate mousses, creamy panna cotta, fresh fruit, chocolate brownies and the piece de resistance of all puddings–crepe suzette

flambéed with Cointreau and served with vanilla ice cream. The fantasy décor continues on the 24th and 25th floors where the theme moves to the mythical forest of The Roof Mixology inspired by the Himmapan legend. It is believed that these forests are located below the Buddhist heavens and are invisible to the eyes of mortals who can never approach or enter. The forest concept segues into the Roof restaurant where seasonal meals can be enjoyed under a gazebo or the Roof Wet Edition where evening dips in the pool can be enjoyed accompanied by tapas and molecular cocktails. Thailand’s Best Sommelier Competition set for Grand Hyatt Erawan Bangkok The seventh edition of the prestigious annual ‘Thailand’s Best Sommelier Competition’ returns to the Grand Hyatt Erawan Bangkok Oct. 1 and 2. Unlike other sommelier competitions, the Thailand’s event is a four-level exam, according to Joe Sriwarin, president of Thailand Sommelier Association. First-round contestants must answer 100 wine questions and write a wine essay, and second round consists of 100 more questions with wine list correction, and wine and food pairing. In the third round, contestants undergo a telephone interview with an international judge testing international wine knowledge and command of English. After the three rounds, the top 15 scorers enter the final round: a two-day exam comprising a written test of 60 wine questions,

blind tasting and comment on beverages, wine list correction and wine and food pairing on the first day, and Champagne service and red wine service testing on the second day. Winner and two runners-up in the competition will be announced at the “Bangkok Grand Wine Tasting and Cocktail Reception”, Oct. 2. Sriwarin, who noted that the competition was postponed from June to October due to the political unrest in Bangkok, expects more contestants this year from top hotels and restaurants around the country because the demand for sommelier is much greater now. Also most important is the point that hotels and restaurants are more willing to pay much higher salaries to those who are better qualified. The competition is open only to Thais and entry is free of charge.

Batter In a small mixing bowl mix all ingredients together until smooth. Tenderloin Carpaccio & crispy oysters Trim beef tenderloin then roll with chopped herbs then keep frozen. Slice 50 grams (portion size), put on the plate with horseradish aioli, sprinkle with salt, black pepper and extra virgin olive oil. Coat oyster with batter then deep-fry until golden brown at 160째C. Place on top of beef. Add spring onion, pickled shallots, and finish with rocket leaves.

Lifting the standard of substance and style High living takes on a new meaning when you soar to the 34th floor of the super chic Hilton Pattaya to indulge in an evening of fine dining, imbibing and sky high quality. The hotel was designed by the muchvaunted interior design company DWP, and it just oozes with style and modern panache. The suspended Infinity Bar with its cool, minimalistic lines brilliantly captures space beyond the anticipated design of the building. However, for Mick and me, the most extraordinary architectural feature is the open air Stargazer Lounge where guests are witness to the constellations that hover above in the night sky through the circular opening in the roof. The dining room is sleek, chic and captivating offering the luxury of three floor-to-ceiling glass private dining rooms while the main area seamlessly segues onto the suspended Infinity Bar truly taking al fresco dining to the next level. Always achingly on trend the F&B team here are forever pushing the culinary envelope with out-ofthe-box ideas to satisfy their most discerning diners and the prevailing young, hip, cocktail set. Mick and I were invited to sample their latest promotion “Oyster & Bubbles” and to taste the latest additions to the Horizon a la carte menu. The promotion features a set of 6 or 12 fresh oysters served with two glasses of French sparkling wine for B. 1,350 and B.1,950 respectively. Once seated we were ready to be served their latest oyster promotion which is available all evening until 1 a.m. A platter of shaved ice containing those fat, juicy darlings was laid before us. French poet Leon-Paul Fargue said eating one was “like kissing the sea on the lips” and I agree. These Fines de Claire oysters are probably the saltiest as they are fattened in France’s salt marshes. Ours were gorgeous; they were the beauty queens of the oyster world beautifully formed, slightly saline but with a hazelnut aftertaste. Accompanied by wine vinegar and finely chopped shallots or, for the

Thai taste, a light chili sauce, they were crying out to be slurped and savored with the accompanying Chandon Brut. This excellent bubbly is a Chardonnay “methode traditionelle” sparking crafted as a fresh and elegant style wine so perfect to accompany our plump molluscs. Cocktailistas alert! beef pastrami and cornichons and quail eggs with caviar and lemon tarragon cream). Other new bites include, crispy pork “popcorn”, with a spicy herb sauce (B.350), honey glazed Kurobuta rib and mini brioche tomato buns with smoked salmon tartar, king crab cocktail and beef tartar. It was now time to order from the new Horizon menu. The foie gras “brulee” (B.900) was winking at me while the seared Japanese sea scallops had caught Mick’s eye. Both were exceptional; the goose liver had a prune terrine base topped with a contrasting layer of hard caramel, strawberry, thyme with a black pepper salsa on brioche swirled with a balsamic reduction. What a dish–full kudos to the chef; it was exquisite. The Japanese scallops were soft and pillowy served with sautéed calamari noodles and Portobello mushrooms, truffle crustacean bisque and sun dried tomatoes and black truffle. By now we were drinking a Pinot Noir from the New World to accompany the Australian lamb rack which Mick had ordered and a new dish on the menu for me, Atlantic salmon “en papillote”. When the lamb arrived it was soft and succulent, cooked to perfection. Grass-fed from the hills of Australia it fell into velvety shards under the knife, but come hungry, devouring 400 grams of this imported meat is quite a feat. Tomahawk at 800 grams (B.2,100) is the newest item on the menu and is a steak for the serious carnivore. Otherwise known as prime rib it is served on the bone, rustic and rural to satisfy beef lovers everywhere. My fish in its paper envelope was superb (cut at table

to reveal the succulent aromas), it was moist and perfectly cooked having been steamed in the oven with a seafood crust, accompanied by tomatoes, olives, lemon potatoes, tarragon and a pommery mustard sauce. Dessert–ah, dessert followed in the form of baked Alaska served with that Horizon chutzpa – flambéed at table with Cointreau. The ice cream confection flamed against the night sky heralding the end to our superb evening of wining and dining at Hilton Pattaya’s top trending bar and restaurant. In summing up, dining at Horizon is an experience whether it is for a romantic rendezvous under the stars, a business dinner in the private interior rooms or a family get-together and deserves to be on your “must visit” list. Lavishness, extravagance and indulgence are all words that aptly describe the venue and the gourmet menu. It is chic, sleek and glamorous with enough panache to satisfy the zeitgeist which is the new Pattaya.

Stand with your legs shoulder width apart, and squat down like you’re trying to sit on a chair. Lower yourself until your thighs are perpendicular to the floor, then raise yourself back up to stand. 8-12 repetitions per leg will get your legs looking trim and tight in no time.

You can increase the intensity of basic squats by holding onto milk jugs, soup cans or other weighted items. Add variety to your squats by raising one foot up on a step while squatting, making sure to keep your weight evenly distributed. You can also go hardcore by resting one ankle on the opposite knee to try one-leg squats. 7. Climbing Stairs You can get a great cardio workout by using the stairs. In fact, it only takes 13 minutes of running up and down stairs to lower cholesterol and improve heart health, according to the American Council on Exercise. You can add variety to your stair climbs by alternating walking, running and taking two steps at a time. But be sure that you always place your whole foot on the step and avoid lunging forward if you want to prevent any injuries to the back, hips, knees and ankle. It’s also important to stand up straight and keep your knees aligned over the ankles. Don’t cheat yourself by pulling up on the railing! If you can’t manage the 13 minutes, try doing five minutes 3 times a day, and build up to longer periods. 8. Water Bottle Weights Need to tone your arms and shoulders? Water bottles make a great substitute for free weights. You can adjust the amount of water to get a weight that feels comfortable for you while still providing enough resistance. Use milk jugs if water bottles are too light. Combine water bottle weights with lunges or squats, and you’ll really increase the intensity of those exercises. 9. Crunches Don’t worry – we haven’t forgotten your abdominals! One of the best workouts for a flat, toned stomach is the crunch, and they’re easy-peasy to do at home. You don’t have to sit up completely – just raise your chest enough to feel the muscles in your abdomen tighten. 10. Zumba

Zumba is as easy to do at home as popping a DVD into the player! It combines dance moves with a real workout that will tone your legs, arms and butt. Understanding Laser Hair Removal When laser hair removal was first introduced, the procedure was limited to those with light skin and dark hair. Dark-skinned individuals could not use these lasers for by Dr. Natnicha Loichuen hair removal because early generation lasers were unable to distinguish between skin pigment and hair follicles, which led to the burning of those with darker skin. one hair follicle at a time. How does hair growth affect laser hair removal treatments? Every hair goes through three cycles of growth. The hair you can see is either in its active anagen growth cycle (still attached to the hair follicle) or in its inactive cataqen phase (already separated from the follicle). Inactive hair will fall out on its own as it has completed its growth cycle and is already disengaged from the follicle. Beneath the surface of the skin are the dormant hair follicles that have not entered a growth cycle. The laser targets the hair you can see, meaning it will remove both the active and inactive hairs. Hair in an active growth cycle will not grow back as the laser will destroy the hair follicle beneath the skin. Inactive hair will be removed, however, it will grow back because the follicle is still intact. As the hair moves

through its cycles, repeated sessions are necessary to treat the follicles when they enter the growth phase. What to expect during the laser hair removal procedure? During the procedure, laser light will be delivered through a hand-held piece attached to a laser console. Laser treatment itself may cause a slight tingling sensation. Most patients tolerate the procedure well. But because some areas of the body are more sensitive than others, topical anesthesia can be an option. The appearance of the treated area immediately after the laser session will vary from patient to patient depending on the extent of treatment and skin type. Most people return to normal activity right away. How many sessions do I need? The number of sessions depends on various parameters, including the area of the body treated, skin color, coarseness of hair, and gender. Since hair grows in several phases, and laser can only affect the actively growing follicles, several sessions are needed to kill hair in all phases of growth. In general, it is necessary to foresee between three and eight treatment sessions. Coarse dark hair on light skin is easiest to treat. Finer hair and hair on darker skin may require more treatments. Certain areas (notably men’s and women’s faces) may require considerably more treatments to achieve desired results.

What is the interval between each session? Usually, treatments are spaced three to twelve weeks apart to start, although the spacing depends upon each individual’s response to treatment. Instead of following an arbitrary schedule, you should wait until you have experienced shedding of the treated hairs, which should take less than a month, and see enough hair come in after the hair-free period to have another treatment. Treatment spacing also depends on the area treated as hair cycles vary based on the body part.

Getting to know Alzheimer’s and Related Disorders Association of Thailand (ARDA) by Pensiri Panyarachun, Absolute Living Thailand

In Thailand, the number of patients with Alzheimer’s disease is increasing every year. Research has shown that 5 percent of citizens aged 65 years and above have Alzheimer’s disease, with this number increasing to 20 percent in those older than 80. There are around 300,000 registered Alzheimer’s patients, but the real figure is much larger. Unfortunately, a large number of family members do not realize that their loved ones have Alzheimer’s and treat them inappropriately. Realizing this, a group of doctors, nurses and relatives of Alzheimer’s patients started the Alzheimer’s Disease Association in Thailand in 1988 in order to equip patients and their relatives with the proper skills and knowledge to handle the disease.

The Alzheimer’s Disease and Related Disorders Association (ARDA) is a nonprofit organization. Established in 1990 by relatives of Alzheimer’s patients, its goal is to improve the quality of life of patients and their family members. ARDA assists Alzheimer’s patients and their families, strengthens communities and educates people for a better understanding of Alzheimer’s and dementia. At ARDA, most of the team members are volunteers from the family members of Alzheimer’s, retired nurses and caregivers. They organize small academic lectures or seminars at least once a month to share experiences and knowledge. The founder and chairman of ARDA,

Dr Sirinthorn Chansirikanchana, head of Geriatric Division, Faculty of Medicine, Mahidol University, said that family members who are major caregivers or those providing daily assistance to patients need to have a good understanding of every symptom that might occur in order to better prepare and cope. Often, a lack of knowledge and misunderstanding can cause family conflict and worsen the patient’s condition. Alzheimer’s varies from person to person. It can progress faster in some people than in others, and not everyone will have the same symptoms. In general, though, Alzheimer’s takes many years to develop, becoming increasingly severe over time. As the disease progresses, people need more help. Eventually, they require total care. Main activities of ARDA: • To provide better understanding through videos, academic lectures and group consultation. • To do group and individual training to increase the skills among Alzheimer’s caregivers. • To prepare a suitable place to care for patients during daytime group advisory sessions for relatives or caregivers, to share their experiences. • To set up activities to reduce stress of caregivers that is caused by patients. • To publish a quarterly newsletter informing members of activities. • To operate a hotline for offering assistance or suggestions on care of patients. • To provide useful information about Alzheimer’s disease and dementia via the website. • To create awareness of the basic understanding of Alzheimer’s in the media.

Thai Limited Company Formation Q: What types of business organizations can be registered in Thailand? Businesses can be incorporated as sole proprietorships, limited and unlimited partnerships, private and public limited companies, branch offices, representative offices, and regional office headquarters. In most cases, Thai limited company is the most popular structure and ideally the first step in setting up a new business in Thailand. Q: What is a limited company? A limited company is that which is formed with capital divided into equal shares, and the liability of the shareholders is limited to the amount, if any, of unpaid shares respectively held by them. Q: How much capital is required to set up a limited company in Thailand? A limited company in Thailand can be set up with only a few thousand baht; however, the average declared capital is 1 million baht. Q: Will a foreigner funding a business automatically be entitled to a visa and/or work permit upon setting up a company? Even if a company is funded by a foreigner or is under a foreigner’s name, it is a prerequisite that the foreigner secure a work permit if he intends to personally engage in the business. A company can obtain the relevant visa and work permit for its foreign director or foreign employee, provided it has been accordingly set up, employing a minimum number of Thai nationals for each foreigner employed; the company must have minimum paid-up capital of 2 million baht for every foreign employee. Q: How many directors and shareholders are required under Thai law? The structure of a Thai limited company must consist of one or more directors and a minimum of three shareholders, Thais or foreigners. Q: Can foreigners hold 100 percent ownership of a business in Thailand? In Thai limited company shareholding, the company must be majority owned by Thais. This means that foreign ownership of the company cannot be more than 49 percent. Foreigners can hold 100 percent ownership of businesses in non-restricted categories, such as exporting businesses and certain types of manufacturing businesses. Other methods to obtain 100 percent non-Thai control are through application for an alien business license, Board of Investment

(BOI) promotion, or registration through the Treaty of Amity for Americans. Q: What is voting rights? Shareholders of limited companies, based on the type and amount of shares they possess, have the privilege of voting in the annual general meeting of a company. They have a right to cast their votes when the company is making major decisions. An ordinary share gives the holder voting rights in the company and entitles the person to all dividend distributions as a part-owner of the company. Preference shares allow holders to be paid dividends before ordinary shareholders, and they also have priority over asset claims upon company dissolution. The downside is that preference shareholders have a fixed dividend and only limited voting rights with respect to company affairs. These different types of rights can have a major impact upon running of the business because these rights can have a security impact on various company issues. Q: Why form a Thai majority company? Aside from the capacity of the company to acquire land, the formation of a Thai majority company generally requires less registered capital and less paperwork than the formation of a foreign company. Q: How long does it take to establish a limited company? A Thai Limited Company can be incorporated in about a week or two. Q: Why should I hire a lawyer to incorporate my company? Starting a new business in Thailand can be very complicated due to language barriers and may take several days to weeks to complete the entire process. Feeding the World Basic survival for us humans and just about everything else living; more and more investment funds are focusing on food and water production. What are the facts? Starting with water, estimates suggest that the world population will increase by 40 percent to 9 billion by 2050. As their purchasing power increases, developing countries like China and India are consuming more and more goods that require water for their production. Meat, for example, can take up to 10 times more water to produce than cereal crops. Several studies have concluded that demand for water is increasing at twice the rate as the world's population. Water is one of the strategic resources of the 21st century, along with food and energy resources. Increased investment in water infrastructure and water treatment will be necessary in order to meet higher demand. Clearly humanitarian issues are the prime concern. It has been suggested that investing in water will go some way to tackling the problem by improving living conditions of people all over the world, thereby providing an ethical element to such investments. It’s also argued that receiving a reasonable financial return is not just profiteering, or in contradiction with the need, since the funds sponsor projects worldwide which tax payers and charities alone cannot entirely fulfil. A parallel here exists with the privatisation of water supplies in various countries. To illustrate how the water market is likely to evolve over the coming few years, let’s look at the figures. In China, for instance, investment in water conservation was a record 142.7 billion yuan ($20.9 billion) in 2009, over twice the 2008 expenditure. This trend is unlikely to ease if Beijing wants to reach its ambitious economic goals and prevent the social and political unrest that would almost certainly result from water shortages. The developed countries have more stringent regulations and, for that reason, the European Union intends to invest a total of almost €350 billion in new infrastructure between 2006 and 2025. And by 2019, the United States is expected to invest some $900 billion in the same sector.

It has been mooted that investing in water will go some way to tackling the problem by improving the living conditions of people all over the world, thereby providing an ethical element to such funds. It’s also argued that receiving a reasonable financial return is not just profiteering, or in contradiction with the need, since the funds sponsor projects worldwide, which tax payers and charities alone cannot entirely fulfill. A parallel here exists with the privatization of water supplies in various countries. Notwithstanding all these financial commitments, nation states will not be able to meet the increasing global demand for water on their own. When many countries are looking for ways to reduce their sovereign debt, both industry and private citizens will need private sector involvement as well. The so-called “water outsourcing” market’s share of this segment is already significant, with an estimated $260 billion current annual turnover. In light of these facts, The world faces a daunting challenge in the coming years. The scale of the problems might lead one to question the reality of achieving the necessary goals. The theory goes as follows: Firstly, unlike fossil fuels, water is a renewable resource. The water cycle is similar to a closed circuit. Water evaporates from the world’s oceans into the atmosphere, only to return to the surface in the form of precipitation. The total available water, therefore, remains basically stable. However, the problem is that only a miniscule fraction of the world's water, approximately 0.25 percent, can be used by us, as the rest is in the form of salt water, glaciers and wastewater. Global demand for soft water will therefore exceed supply in the years to come, resulting in an inevitable price increase. As we speak, the world water market stands at around $500 billion, which is growing steadily at an annual rate of 6 percent. There are many listed companies involved in this trend, which offer attractive opportunities for investors. One part of the industry that looks particularly promising is the water desalination sector, which is enjoying higher rates of growth. This technology allows freshwater to be created from sea water at a reasonable cost in regions where drinking water is scarce. Experience has shown that a careful selection of companies within the water sector--those that offer a competitive advantage over their peers, with a solid outlook for growth and attractive multiples--should continue to offer higher returns, when compared to the MSCI World index. Food – what’s needed? For a sweeping overview of the risks we face and the potential solutions, the place to start is the document known as the Beddington report. It was compiled by the British government under the auspices of the chief science adviser, Sir John Beddington. In addition to the report itself, the home page for Global Food and Farming Futures offers links to dozens of papers, most of them specially commissioned for the project, that review the science of issues related to the food system. The overall conclusion of the Beddington report is that to meet rising demand the world has no choice but to move to a more intensive agriculture, especially in regions where productivity is low today—but that it needs to do so with maximum concern for the long-term environmental and economic sustainability of that intensified production. The report includes recommendations on virtually every major problem plaguing the food system today, from coping with climate change to alleviating water scarcity to cutting food waste. Separately, Dr. Beddington is chairman of a new commission that is zeroing in on the issue of climate change and agriculture, with recommendations due late this year. Oxfam, the global relief group, recently published an analysis of the food situation and the risks in coming decades. The themes echo many of my own findings and those of the Beddington report, but the Oxfam report has a sharper tone on certain issues, particularly relating to the behavior of corporations, investors and governments in rich countries. Raymond C. Offenheiser, head of Oxfam’s American branch, was recently on the radio talking about these issues. One of the major conclusions of the Oxfam report is that food prices could easily double from today’s high levels by 2030, with climate change likely to be responsible for a major part of that increase. Property Thailand Property Awards 2014 The Judging has begun! In 2006, Ensign Media presented the very first Thailand Property Awards to recognize achievements in residential real estate. In order to avoid accusations of favoritism towards advertisers, the organizers use a panel of independent judges and the entire judging process is monitored by one of the world’s leading internal auditing firms and official supervisor, BDO Advisory Thailand. You might ask yourself, just how these awards are decided and what exactly the process is that produces them. The Thailand Property Awards central (Bangkok) and regional panel of judges is comprised of 14 leading Thailand real estate industry professionals, i.e. real estate agents, appraisers, lawyers, architects, etc., who examine and score all category nominees. They review entries and submit a short-list of up to five finalists per award category, to Paul Ashburn of BDO; he is the official supervisor insuring that the judging is done fairly and with integrity. He majored in hospitality and tourism at Rangsit University, Bangkok, back in 2002. “Actually I always wanted to be a chef, even as a small boy,” he says, “and I still retain a keen interest in recipes and creative dishes now that my responsibilities are so much broader.” The hospitality industry, of course, is changing all the time and that generalization is nowhere more true than in Pattaya today. “Both our tourist and corporate traveller profile is now slanted to the Thai domestic market, especially at weekends, and I believe the mainland Chinese market will be a major growth area in the next few years,” he explains. Already the hotel is working with the Thai tourist authority, Pattaya City Hall and government agencies to ensure that the

attractions of Pattaya and the luxury of Cape Dara Resort are promoted in Chinese cities. Another growth area is ASEAN with cross-border travel between the 10-member nations set to increase dramatically once the ASEAN Economic Community comes formally on line from the beginning of 2016. Tanin is particularly keen to tap the growing MICE (Meetings, Incentives, Conferences, and Exhibitions) markets which are bringing more and more corporate visitors to the kingdom. And it is not only formal business meetings which comprise MICE. For example, Cape Dara Resort has discovered a lively market in high-end honeymooners from Vietnam and South Korea who say they are delighted with the resort’s romantic atmosphere, quietness and privacy. Snap Judgment Moans and groans

(Dave Elsworth writes) I am recently back in Pattaya after being away for about a year. I must say I am disappointed by a few things I find. I was in an air-conditioned restaurant the other day when a customer calmly called for an ashtray and began to smoke. I at once called the waiter to complain. But he said that the smoking ban in his restaurant only started at 7 pm and it was still only just after 4 pm. It is also depressing to see all those illegally parked vehicles on Beach Road which make the traffic flow that much worse. Last year I recall City Hall stating that the owners of vehicles there, including motorbikes, would be fined for blocking the street, yet (as usual) nothing concrete has been done. That said, I am pleased to say the British pound is stronger this year so I am enjoying the relative benefits when out for the evening.

Transvestite solutions

(Ed writes) Although there do seem to be fewer katoeys on Walking Street these days – although they have a habit of reappearing after the Tourist Police have gone home at 2:30 in the morning – many of them have simply taken up positions further down Beach Road and on Second and Third Roads. Some people like to tell you that these men in drag deserve their freedom and civil liberties on human rights grounds, but I say they are thieves pure and simple. I have noticed that Brits and Americans have got wise to their pretended hugging etc., so the katoeys are concentrating more on Iranians, Russians and Indians who, on the whole, are more naïve. This is illustrated by newspaper reports which show these latter nationalities are the main targets. There is, of course, only one answer – lock

them up for a substantial period. Just fining them 100 baht before releasing them is about as much use as an ashtray on a motorbike.

Public park needed

(Lionel Drake writes) One of the things Pattaya lacks is a public park where people could walk, chat and relax. Even Bangkok has its green spaces for recreation, but nothing much in our fair city. The main problem appears to be that as soon as a large space appears, a condo is immediately built on it. I have written twice to the City Fathers about this but have not yet received a reply. I will agree that there is a park area near the Tourist Police station on Buddha Hill, but I cannot walk up there as I am in my sixties and suffer from emphysema. Since Thailand has gone to great lengths to attract the grey market by making retirement visas fairly easy to obtain, I think it is time to offer better facilities for those who are past their best years.

Traffic lights again

(Archie writes) It has been said before, I know, but somebody really does need to sort out the sequence of traffic lights at Pattaya’s main junctions. To give you a couple of examples. At the junction of Third Road and Soi 17 there is a very short time for the traffic emerging from Soi 17: the green signal is already winking before any four-wheeled vehicles have had a chance to move. Much the same can be said for traffic waiting on Third Road to proceed towards Jomtien. In these days of technological wizardry, it is quite possible to improve traffic flow by sensible traffic light arrangements. Certainly Pattaya is overcrowded on the roads these days, but obvious partial solutions are simply being ignored. how can I live in Thailand without continually leaving the country? A: Inquire at your local Immigration Office or consult a visa agent about the one-year education visa which enables you to study Thai if you wish (around 200 hours a year). You need a non-immigrant visa to start the application. As you told me you are currently in the USA, I suggest you try to obtain a single entry “O” before you visit Thailand. Explain to the Thai embassy or consulate what your plan is.

British embassy letter Q: Now that the British consulate in Pattaya is closed, I have heard as a Pattaya resident that you don’t have to visit personally the embassy in Bangkok to get an income letter to renew your Thai retirement visa. What is all this about? A: You can still post the application to the embassy if you wish. But many people are using the services of a visa agent in Pattaya to go to the embassy on their behalf which is perfectly legal. You need to give the agent a copy of your passport, an indication of your address and clear evidence of your overseas income, e.g. bank statements, P60 or whatever. The agent will add a small fee to the embassy charge, but the service offered by several visa companies is cost-effective and reliable. Retirement cash query Q: My income in euros is not sufficient to reach 800,000 baht requirement for retirement here. I am short by about 200,000 baht but I don’t really want to open a bank account here as I prefer to bring over traveller’s cheques once a year when I go back to Europe. I currently have more than 200,000 baht equivalent in TQs and I’m wondering if they will satisfy the immigration authorities. A: Afraid not. The cash has to be in a Thai bank, although it is OK to open a foreign currency account if you prefer that option. You may have to try several banks in Thailand as they do vary in their rules about how much the initial deposit must be. Retiree too young Q: I am an American who retired after I inherited a fortune from my parents. I’d love to live in Thailand but, at 44, I’m too young to qualify for a retirement visa. I am not married to a Thai and I don’t want to work here. So

Rules about working Q: I want to be absolutely clear what I can do in Thailand as regards working. For what things do I need a work permit and for what things don’t I? I have heard for example that if I marry a Thai I can do what I like. A: Your information about marriage is wrong by the way; you still need a work permit. There is no master book to answer your general question. The alien labour act is very strict and makes unlawful any work-related activity whether paid or voluntary. The Immigration Bureau or visa agents can discuss with you what is work and what isn’t in the light of your particular plans. No stamp in passport Q: I recently came into Thailand through a land border post which did not seem to be manned at the time. So I just walked through and there is no entry stamp in my passport. Someone says I will have a problem next time I want to leave Thailand. A: Yes, it needs sorting out as soon as possible. Check with your local Immigration Office to see whether you need to return to the same border post for the stamp. They might, or might not, be able to settle the matter by phone with the border post in question. Overseas bail Q: I have heard that a foreigner on bail in Thailand can apply at the court for permission to go abroad to see his or her family. There is nothing about this on the internet so I’m not sure if it is true. A: Yes there is a facility for doing what you ask. Much depends on whether the sitting judge believes you will return for the trial. Also a larger bail bond may be sought. You need legal advice on this one. You will need clear documents explaining the reason(s) for your overseas trip.

To gamble or not When reading arrest reports in the local media, it’s easy to form the impression that gambling in Thailand is largely a matter of workers playing shuffleboard under the trees to pass the time, or small groups of hi-lo players gathering in town houses with a suspiciously large number of cars parked outside. In Thailand, of course, only the national lottery and selected horse racing are legal gambling enterprises. In reality, betting is a large scale, howbeit unlawful, enterprise in the country. Its total annual worth is perhaps 500 billion baht, very much the same sort of figure lost in the previous government’s flawed rice subsidy scheme. It has been estimated there are 300 illegal casinos in Bangkok alone, mostly equipped with casino paraphernalia and the latest technology machines. Very large and luxurious casinos don’t generally operate in the provinces as this kind of illegal activity in a fixed location requires the anonymity of a metropolis. Historically, the anti-gambling laws have been enforced by the police only sporadically. Many senior officers have been sidelined to inactive posts for dereliction of duty along with the suspicion that they were benefitting financially from tea-money donations. However, since the establishment of the National Council for Peace and Order (NCPO) only a few weeks ago, there has been a blitz on organized crime, including seizure of hundreds of electronic gambling machines, arrests of bookmakers and the blocking of some online gambling sites devoted to betting on card games and on international sports. NCPO chief General Prayuth Chan-ocha is clearly very well acquainted with the misuse of power by men in uniform. He has warned that he doesn’t want to see any mafias in any color of uniform. He probably also appreciates that, in order to reduce substantially the illegal rackets, those responsible will need to be jailed and their assets confiscated by the state. One man who knows a lot about the gambling issues is Chuwit Kamolvisit who has claimed inside knowledge in the past, although prior to the coup, he was often ignored by law enforcement authorities. The NCPO, if it is to have a significant impact, will also need to ensure that the police force is serious about cracking down. This is a difficult but not impossible task. Of course there is (and always has been) a debate about legalizing gambling in Thailand. Be that as it may, there is no chance of that debate reopening publicly in the near future. In any case, the casinos on Cambodian soil at the joint-borders are full of Thais enjoying themselves, especially on weekends. Here they bet billions of baht every year. Cambodian Prime Minister Hun Sen has said that he personally dislikes casinos but tolerates them because their very existence is proof that they are on Cambodian territory if any further border disputes should arise with Thailand. Interestingly, the city center casino in Phnom Penh attracts fewer Thais than those located at the border. This is clear evidence that “gambling only” trips are very common indeed. Eradicating illegal gambling altogether is impossible in any society and Thailand is no exception. But it is certainly possible to reduce considerably the embrace of organized crime as reflected in underground casinos or betting shops. In any case, the presence of legal casinos does not in itself preclude the springing up of illegal ones. In Thailand, there is a legal lottery but there also is an illegal one! It all comes down to the vigor with which organized gambling is pursued. The current practice of fining the gamblers and croupiers and ignoring the Big Bosses at the heart of the problem is the key issue. The NCPO has made a worthy start by its own lights. But it is the end of the beginning phase and not the start of the final game.

Stuvik still in the Formula 3 championship fight after challenging Hungaroring race Thai driver Sandy Kraokaew Stuvik looked set to dominate yet another race weekend for the EuroFormula Open Round 4 in Hungary. The Hungaroring Circuit hosted the Formula 3 event and Stuvik would be the fastest driver for both the Thursday and Friday testing ahead of the race weekend. However during qualifying for Saturday’s first race, Stuvik had a car set too rigid in the rear and could only manage a P3 starting position. Teammate Artur Janosz secured the pole position, while Spain’s Alex Paulo was P2. For the race start, the Thai

driver having had a very good start, went for an aggressive overtake into the first turn, but overshot onto the runoff area and rejoined the race in ninth position. He started fighting forward and overtook a car immediately and then saw several cars crashing out or getting penalized; he finished the race in fourth position. Stuvik looked to be back on pace for Sunday morning’s qualification for the second race, but again Artur Janosz claimed pole position, one-tenth of a second in front of

the Thai driver. The second race start was again good for Stuvik, but he soon started struggling and ran wide off the track due to a

front suspension failure. Midway through the race he was forced to

retire with irreparable suspension failure. Spain’s Alex Palou won the race, with Poland’s Artur Janosz in second. This means again it is Artur Janosz who takes the lead in the championship competition with 140 points; Sandy Stuvik is second, 5 points behind with 135 points. The next race will be at the British Silverstone Circuit. Great Scott! Max wins Scorefest Friday: Mountain Shadow (STRainbow) It was Friday July 4th--American Independence Day--and the ever hopefuls turned up at Tropical Bert’s for breakfast and planned for the day. The venue was Mountain Shadow, and to commemorate the holiday and inject variety into the game, a red, white and blue ‘rainbow’ tee rotation was set up. This proved to be interesting and popular, making most holes somewhat different than in the past and requiring a little more thought. Some tees presented a gift of less distance but more strategy, while others were longer and required more consideration for the second shot. Mountain Shadow was in fine condition. They have been fixing up the fairways, and work continues remodeling the clubhouse. The weather was hot and sunny. Maybe because the tee rotation required golfers to concentrate a bit more, or because the course was in good condition, but during the round many golfers must have thought, ‘This is my Day’. Back at Tropical Bert’s, the golfers were met with two surprises. The first was a typical American 4th of July meal of hot dogs and fries, followed by apple pie and custard or ice cream. Excellent. Thanks Bert and staff. The

second surprise was how many good scores there were, and you’d better be very good to get a mention. When the counting was done, Max Scott (6) took a well-deserved first place with 42 points off his handicap of six! Anytime someone shoots par golf they deserve a big congrats from us mortals, no matter which tees they play from. Fireworks this day from Max. Second place went to Mashi Kaneta (13) with 40 points. The Yanks made a showing with Tom Herrington (16) in third place with 39 points that included an Eagle. Mike O’Brien (23) took fourth place over Ted Morris in fifth on count-back each with 38 points. More than a few golfers who had 36 and 37 points were left scratching their heads wondering what it takes to win some days. Near Pins: Max Scott, Tom Herrington, Kurt Ebentheller, and Thomas Johansson Tuesday: Khao Kheow (Stableford) This really is a weird year in the life of golfers at Tropical Bert’s. The numbers fluctuate so much from week to week that we do not know if we will be overfull or down to the last couple of groups. Being an ‘organizer’ does have its problems. So the ‘Magnificent Seven’ met

at Bert’s for the brekkers and into cars and down to Khao Kheow. We arrived there nice and early, and thanks to Khao Kheow for not commentating on the difference in numbers booked. We had been informed by the starter that the test for the day would be the A & C Nines, the original test and to me the best. The weather was great except for a strong wind, so it was soon onto the first tee, where the starter let us

get away as soon as we got there. So away we went and the first thing we noticed was that the ground was quite soft; it has rained a lot of late, but not enough to make any great difference, just enough to let the ball pick up a bit of mud now and then. Starting on the A Nine we also noticed that the greens were a bit hairy and slow but as we moved along the greens started to dry up and

sometimes I suspect the cutter got to a couple before we did and so some were a lot faster. Being a three ball, we zoomed around the front nine and, looking back, could not see the group behind, so decided to have a 10-minute break at the rest stop, something that has not happened for a long time and was so well appreciated. It is not long since the B Nine was totally refurbished, and it is a pleasure to play it. On this day we sailed along, but did not rush, and enjoyed the company. Most of the changes appear subtle; however, if we had plans of the original course I am sure we would notice the improvements. Suffice to say we enjoyed this nine as we sailed around, and the scribe playing his second round for a month enjoyed it more as he was playing well. We would see. A quick call in the restaurant and a nice drive back saw us able to get the results at Bert’s underway at least an hour early. The winner was Derek Brook with a fine 38 points ahead of Daryl Evans in second with 37 points and that man Mashi Kaneta third with 34 points. It was soon home for an early night, and if you believe that you will believe the moon is made of cheese. T.T.F.N.

Monday – Bangpra – Stableford It was another fine and sunny Monday morning as we made our way to The Growling Swan, looking forward to revisiting the popular but challenging Monkey Course in Bangpra. Several new arrivals were welcomed, including Len Hardingham from Perth, whom I had not seen for about 20 years, John Pierrel from Houston, Texas, back with us for four months, John Davis back after a few weeks in the UK, veteran Ken Hole returning after a holiday in Bali, and Bent Agerbo who is back from Denmark. We had a later tee time so there was plenty of time for a good old “natter” before we departed the GS right on time at 8:45 a.m. Our two mini vans made very good time and we arrived at the golf course after just a 40-minute drive and as is the norm just lately at most courses the car park was almost empty. Our scheduled tee time was 10:30 a.m. (their idea not mine) but there was hardly anyone there so we were invited to start at our leisure. As there were 22 in the field it meant two three balls. To speed things up we sent them off first and the first one got away 35 minutes ahead of our booked time. There were no groups to be seen ahead so these two groups left the following four balls for dead and in sunny and hot weather we commenced our round, finding the golf course in terrific condition with most of the greens up to their usual Bangpra tricks, so it was crucial to stay below the hole! For a change we did not spot one monkey and it was suggested that perhaps it was too hot for them and indeed we found it necessary to keep up the water intake, even stopping for a rest just before the 16th tee.

We did slow down a bit due to the heat and our round was completed in four hours and twentyfive minutes. We had two divisions – Division A for handicaps 0 to 13 and B for 14 and over with three places in each division. There were also rewards for nearest-the-pin on all the par threes and longest first putts on the 9th and 18th greens. For the third game in a row it was that man again, Gerd Riedler, who stole the show and, despite losing a shot off his handicap, scored 35 points and won Division A. With two on a 34-point count-back was needed. It saw Martin “Toddy” Todd (19 point back nine) finish second and John Pierrel (17 point back nine) third. For his second win in a row it was Bob Akapita who finished on top of Division B with 33 points, 1 point ahead of Ken Hole in second place and John Andersom finished third with 31 points. It was interesting to see that no-one was able to play to their handicap or better on the day. It was then back to the bar for some Aussie cold, low priced beers and of course Geri Crilly was in good spirits despite winning the famous “red cap”. Before recapping that container of glue, put a thin layer of petroleum jelly on the inside of the cap or around the container’s thread, then screw the cap back onto the tube or bottle. That will prevent the cap from sticking to the container the next time you want to use it.

Split Ends Dear Andy, when I use rope such as for hanging laundry, tying things together, wrapping large packages, etc., it seems that the tips always fray. The rope ends split, pulling apart in all directions, making it harder to use and certainly unsightly. Any ideas on how to avoid the fraying? Emily Two thoughts for a fix, Emily, depending on the composition of the rope. If it’s made of nylon, simply cut off the frayed section, then heat each end until the fibers melt together. To achieve similar results with ordinary rope, again trim the rope ends and dip them in shellac. Soda and Sausage Where in Thailand can I buy domestic washing soda (sodium carbonate decahydrate?) Second question: A friend warned me about cooking with Spanish or Italian sausages, salami or whatever. Can you clarify or elaborate, please? Andrew Howard To your first question, Andrew, I don’t know of any locally available detergents that incorporate sodium carbonate decahydrate. But a number of laundry detergents (Purex, Arm & Hammer, Vanish) contain sodium carbonate peroxyhydrate. Off hand, I suspect the desired results would be much the same to satisfy your laundry needs. I’m not certain of the local availability of the first two products; most markets carry Vanish Power Q2 and variants. As to your second question, I gather that your friend was issuing a health warning. If my assumption is correct, you would be wise to heed his advice. Virtually any type of sausage, salami, bacon, most cold cuts and commercially smoked or processed meat are alleged to cause health threats. Harvard School of Public Health identified 20 types of such meat products and found that they are associated with a 42 percent higher risk for developing heart disease, and a 19 percent higher risk for type 2 diabetes. While meat in general has higher saturated fat and cholesterol than most other foods, the amount of preservatives—particularly sodium--in processed meats are significantly higher. Nevertheless, I must add, if you simply must have bangers and mashed, really love your kielbasa, or just need to bite into a

juicy hot dog now and again, go for it. Just do it in moderation. Putty Poser I recently got around to replacing two window panes (I followed the excellent instructions in one of your earlier columns, cheers). However, now I have a good amount of putty left over and it’s already beginning to harden. I’m afraid it will be useless in a matter of days—weeks at most. What is the best way to store the putty to keep it fresh? Derek Wrap the unused putty tightly in aluminum foil and stick it on a lower shelf somewhere in the back of your refrigerator. It should remain useable for about a year. If your lady objects to keeping such non-food perishables in the fridge, find a cool spot somewhere in or out of your house—away from the sun, heat, etc. Tile-O-File Do you know of any secret method or ingredient for cleaning between the bathroom tiles, particularly in the shower? I’ve used cleanser and a lot of elbow grease and do a pretty good job, but there has to be some kind of household mixture to make this job easier. Any suggestions? Thanks. Bob A toothbrush and regular white toothpaste (not gel) should be your “secret ingredients” of choice for cleaning grout, Bob. If they do not get the grout clean enough for you, you might consider mixing equal parts ammonia, white vinegar and baking soda, diluted with hot water (one cup each of the first three plus four liters of hot water). It works on tiles as well as grout. Caution: Do not use too often; there is some evidence that acids (such as in vinegar) can remove upper layers of grout and even elements of certain ceramic glazes. Long Flush When I flush my toilet, the flush carries on...and on. It lasts much longer than the standard 5-second flush and wastes a lot of water. What can I do? Neil

You don’t say what type of flush it is, but let’s take a couple stabs at it, Neil. If yours is a new style toilet with a push-button on-top of the cistern, the problem might be the result of the fixing screw being too tight, thus causing the siphon to operate permanently. Check it by carefully prying out the push button and loosening the screw in the center (which you would have to do anyway in order to get the cistern lid off). In the alternative, if your toilet is a traditional type with a flush handle in front or on the side (which pulls up a rod), then the siphon diaphragm probably is split. The component is changeable (as a full assembly) and available from home stores and hardware stores in Pattaya. Now On Tape Some of the water pipes in my house are leaking and a friend suggested I bind them with Teflon tape. Good idea or not? Bret As good as Teflon tape is, Bret, my advice to amateurs is to never use it. Some experienced plumbers and skilled do-it-yourselfers have had success with it. However, it is very easy to make mistakes with this material, which will result in leaks. Instead, I suggest using "pipe dope." Ideal for such purposes are two sealers: Pipe Joint Compound and Pipe Joint Compound with Teflon. The first comes in small tubes and is about as thick as toothpaste. It should be liberally applied on the male threads of metal pipe, bolts and studs, and threaded brass. It seals, lubricates, remains flexible, prevents rust and corrosion, and is non-toxic. It can be used for threaded joints on water, steam, and natural gas. Do NOT use for oxygen, fuel oil, petroleum products, or threaded plastic pipe. The second, Pipe Joint Compound with Teflon, is similar to the first, except it is designed for use with threaded plastic pipe. It is made of different materials which are better for plastic pipe. It also can be used for other products as well as on metal pipes. Wai Khru ceremony On any given Thursday in June, schools, colleges and universities throughout the Kingdom hold a wai khru ceremony. This is the day when students pay their respect to their teachers, not just for passing on their knowledge, but also for the advice, counseling and encouragement the teachers give to their students throughout the year. At the Pattaya Redemptorist School for the Blind and the Redemptorist Vocational School for People with Disabilities, students took a morning off from study to perform the wai khru ceremony. After spending many hours making decorative floral arrangements, a student from each class was selected to present a gift to a representative from the teaching staff. Each floral arrangement, or paan, can take many hours--even days--to

create. Being blind or having another disability can make it more difficult. But the students know what they want, they know what designs they want to make, even the blind children, and no matter how difficult or how long it takes to make their paan, it is all worth it when paying respect to their teachers. Prior to the presentation, the students, with hands pressed together, give several low bows while reciting the student oath. At the vocational school it was Father Michael and Sister Pavinee who accepted the floral gifts from the students. While over in North Pattaya the blind children offered their floral arrangements to Father Peter, in his role as president of the Father Ray Foundation. In return, the teachers presented awards to the blind and disabled students who have shown

outstanding work in the classroom or on the sports field, and scholarships were given to students at the vocational school whose families face financial hardship, making life easier until the students graduate and find employment. An early start to Buddhist Lent by Derek Franklin Early morning rush hour traffic came to a standstill in North Pattaya when students from the Pattaya Redemptorist School for the Blind commemorated the start of Buddhist Lent. As the school will be closed for the upcoming holiday, it was decided to bring the start of the Lent season forward, so the blind and visuallyimpaired students paraded from the school on Soi 16 to Wat Po Temple on Naklua Road. The procession was led by one of the younger female students, who was dressed in traditional costume and sitting on a floral decorated float. A group of traditional Thai dancers followed the float which, in turn, was followed by students marching past the stationary traffic. At the end of the procession, and making more noise than is usual at 8 a.m. on a Thursday, came the school’s marching band. Upon reaching their destination, the students followed Buddhist tradition and paraded three times around the temple before having an audience with the

abbot and four senior monks where the students presented alms and gifts. As the monks will remain in their temple for the next three months, gifts of dried food, soap, incense sticks and new robes were handed over by the children. A large candle was also presented to the monks. In past years the candles would provide light for the monks during the Lenten season, but in this

modern era the large and elaboratelycarved candles are more symbolic than practical, so the students also presented some modern neon light bulbs. In return, the children received blessings from the monks before the abbot spoke to the children about the importance of Lent. Then it was time to have a cool drink before making the journey back to school when once again they halted the traffic.

PILC Lunch at News Steaks & Grill More than 40 members and guests of The Pattaya International Ladies Club gathered at the News Steaks & Grill on Thappraya Road for their monthly luncheon. The vibrant Trips and Activities team signed up many members for outings arranged over the next few months in and around Pattaya and further afield. Helle Rantsen, club president, welcomed everyone and thanked the News Steaks & Grill for organizing the lunch. She then spoke about the trip in mid-August for a guided visit to the palace in Bangkok, calling it a once in a lifetime visit. She also mentioned details of the Mozart Concert on July 12 and details about dinners in honor of Bastille Day. After lunch and the raffle, Helle asked everyone to save the date for the holiday bazaar on Nov. 23 at Holiday Inn Pattaya.

Teaching reading effectively in schools by Dan Nicholson (Year 2 teacher Mooltripakdee International School) Finding the best way to inspire children to become fluent readers has long been debated. The "look and say" approach, where children only learnt to memorize words, dominated in the 1940s, 50s and 60s. Then the pendulum swung towards phonics-based teaching, where children decoded words by sounds. Now it is widely recognized that a combination of strategies must be taught from the very beginning and that there should be a significant emphasis on children experiencing

a wide range of texts, including moving images and digital text. Phonics teaching is an important component of the teaching of reading, but not all words in English are phonically regular (the linguist David Crystal estimates 80 percent are, but the other 20 percent contains many of the most common words in English). Young children need more than phonics to read words accurately. For many common words in English, such as "come", "once", "was", "the", the best method for accuracy is to read them as "sight" words--that is, using the strategy of

look and say. In addition, in order to be fully accurate in word reading, we have to use meaning gleaned from the context, for example, "read", "lead", "sow" and "close". It is also known that some children who are good with phonics and able to decode successfully do so at the cost of understanding what they read, known as "barking at text". Reading for understanding is crucial and in the early stages of reading the value of using pictures to build an understanding of the text should not be underestimated. In fact, at the first stage of the Oxford Reading Tree reading program the books have only pictures and no words! This allows children to learn the skills of making predictions, asking questions and telling stories before they are required to decode words. There are five pillars of literacy: phonemic awareness, phonics, fluency, vocabulary, and comprehension. All contribute to reading comprehension. Students need ample opportunity to learn, practice, and use these skills. Researchers report that students' construction of meaning is enhanced when they use a variety of reading comprehension strategies,

including predicting, questioning, summarizing, and evaluating. Attention should be given to reading for purpose and pleasure, as well as the focus on word reading skills. A school should invest significantly in books and adult time to support reading. Teachers should be knowledgeable and enthusiastic about literature suitable for children so they can recommend and inspire their classes as well as individuals. Motivation to read is a crucial component of a teacher's job. This approach results in deep engagement as well as accuracy in reading, both of which are crucial and lead to high standards. We need to develop both the skill and the will.

Just as human allergies can show up as a sneeze or rash, your dog’s allergies can manifest as itchiness — or even ear infections. In fact, if your dog’s allergic to his food, it can cause him to scratch himself constantly, even with no obvious parasite problem. Dog allergies rarely get solved with medicine, so the best we can do for our fourfooted friends is focus on prevention. Providing the right type of food is essential to stopping your dog’s scratching habit. Many people like to share their food with their dogs or let them help “clean up” the kitchen after a meal. Little do they know, their dogs just may not be able to take the tasty food we love so much, and some breeds (like the greyhound) are extremely sensitive. Even common foods like cheese, beef sausage and tuna may cause allergic reactions in some dogs. So it’s best to let dogs enjoy dog food and not human food, even though they clearly adore and want what we’re eating! Narrowing Down the Problem To determine the exact ingredients your dog is allergic to, try an elimination diet. Although powerful, it also requires patience. In fact, the elimination diet can call for eliminating specific food for up to 12 weeks before you’ll

Yes — give your dog a brand or type of food he’s never eaten before. But simply changing to a new brand of dog food might not be enough to eliminate his food allergies, since many brands contain similar ingredients. Instead, study the existing ingredients your dog is eating to determine which types of protein source he hasn’t been exposed to. Then, hunt for a dog food that doesn’t contain any of the ingredients you saw listed. For example, there are many brands of dog food that contains unusual protein sources such as rabbit or venison — great for testing allergic reactions to other, more common proteins.

Perhaps the best way for you to get control of dog’s allergies is to whip up your own dog food. That way, you’ll know exactly what he’s getting and what he isn’t — something that’s extremely hard to tell from reading the back of a dog food bag. Making your own food is especially helpful in elimination diets. To start, combine a portion of rice with baby food and lamb — so long as your dog isn’t already eating lamb and possibly displaying a reaction to it. Dog food allergies are a special condition that can be frustrating and take patience to solve. Since allergic reactions don’t disappear overnight, you’ll need lots of time and thoughtfulness to help your dog overcome this problem — but his goofy smile and those scratch-free days ahead will probably make it all worth it.

She is very friendly and prefers to spend most of her day sleeping, but at night she likes keep a close eye on the happenings in the garden and surrounding area.
