U-Tapao airport transformed The aim is 5 million annual arrivals A
fter almost 40 years as a quasi-civilian airport run by the navy, U-Tapao has at last been given the green light to become a major aviation hub. A major plan, agreed by the transport ministry and the navy, envisages a six-fold increase in civilian traffic by 2020 for the U-built airfield in Rayong province. The current arrivals of 120,000 per year will zoom towards one million with an eventual target of three million. However, the airport will retain its military usage, dating back to the Vietnam War in the 1970s, as well as being a base for weather research. Last month, the touchdown of Air Asia Malaysia’s scheduled flight from Kuala Lumpur triggered a new kind of traffic flow at the airport as the airline now hosts four flights per week from the Malaysian capital. In the past, only a few charter flights operated in and out of U-Tapao, mostly bringing Russian and Chinese tourists on package tours. Also Thai Air Asia, a sister airline, is to use the airport from October as a base to launch flights to several Chinese destinations. Bangkok Airways already operates flights from U-Tapao to Koh Samui and Phuket.
The airport authorities are already wooing other airlines to operate scheduled flights through U-Tapao by incentives such as slashing landing fees by 25 percent and the possibility of cheaper refueling facilities as well. Rear admiral Vasinsan Chantavarin, director of U-Tapao, said he was encouraging interested airlines to put forward their own suggestions for expanded use. There are ongoing talks with Bangkok Airways about additional flights, whilst some observers believe there is scope for U-Tapao becoming a more important domestic hub serving more cities in Thailand. The terminal is currently undergoing major refurbishment at a cost of 700 million baht, due for completion by March next year. If the second and third expansion plans come about, it is envisaged that U-Tapao will have a capacity for five million arrivals by the middle of the next decade. The airport first became famous when it was used to transport passengers out of the country when the main Bangkok airport was occupied by the yellow shirt protestors in Continued on page 6

Five more pubs closed
Following complaints about loud noise and illegal sales of alcohol, Banglamung civic authorities and police raided a series of entertainment plazas and closed five bars. Officials found bottles of alcohol which did not bear the correct tax receipts and also dozens of underage youngsters who were
carted off to await their parents at the police station. But when the parents began to arrive, it was discovered that some of the kids had already disappeared by hopping out of the pick-up trucks which were ensnared in heavy traffic en route to the cop headquarters.
Teenagers fight at karaoke
Attempted rape reported
A Thai man was severely injured when teenagers began fighting in front of a karaoke bar in Central Pattaya. According to police, the man suffered injuries to head and ribs; he was rushed to the hospital. Police captured several karaoke workers and determined that a female employee caused the fight as well as a traffic jam. The teenagers escaped.
A sixteen-year-old young woman complained to police that a man had attempted to deflower her after offering to give her a ride on his motorbike from Pratumnak Hill to South Pattaya. The woman, Noi, told investigators she had agreed to be the pillion passenger on a stranger’s motorbike before realizing he had a very bad intention. In a wooded area, he had forced her to gert off the bike even as he forced her to the ground. She had struck her head on the ground but managed to make a miraculous escape before calling her female friends to come and rescue her. The unidentified wannabe rapist made a quick getaway on his machine.
Bathroom demise likely accidental Police suspect

A Spanish long-term Pattaya resident appears to have slipped in his apartment bathroom and bashed his head when falling, causing him an untimely termination. Gallardo Garcia, 53, was discovered when staff opened the door of his flat with a master key. There was no sign of a struggle, only of several empty beer bottles. The deceased’s wife, Chutinan, said she had lived with him for many years but, latterly, they had agreed to live separately whilst keeping in touch. She added she summoned staff after repeated knockings on the door produced only a silent response.
A 26-year-old man was found dead after a passerby found him hanging from a woodland tree in Tambon Takiantia, Banglamung. The dead man, Theerayuth Worasing, 26, was wearing black clothes and his motorbike helmet. He had been cold for about 5 days. The passerby, Niyom Kongchaiyapoom, 35, said he was wandering alone when he noticed a discarded motorbike. The body was nearby. The dead man’s wife, Orapin, said that her husband had left their home after a serious argument several days previously. Police stated later that this was obviously a case of suicide.

Dr. Sumet Tantivejkul, Secretary-General of Chaipattana Foundation, presided over the record verification ceremony for the Lampayung Bhumiphat, the world’s longest mountain-pass water diversion tunnel with the length of 710 meters, as well as the record for Thailand’s highest number of people planting trees while wearing Phu Tai outfits, with a total of 1,000 participants. The event was co-hosted by Somporn Naksuetrong from Ripley’s Believe It or Not! Thailand and Kalasin Province. Puchong Pothikutsai and Apisak Angkasit were also present in the event.

Motor show of the future Nazism and royalty British expats in Pattaya, as elsewhere, have been attempting to digest the revelations in the Sun newspaper that several members of the British royal family – the future Queen Elizabeth, her sister, mother and uncle – in the early 1930s gave a Nazi salute in a British garden. Nobody, of course, is suggesting that the salute was a vote of support for Adolf Hitler who had just come to power in Germany. Indeed, the royals are more likely to have been mimicking or ridiculing the Nazi party which was the natural reaction of many Brits at the time. Why bother? The seven-second footage seems to have been a home movie stored in private archives. How it came to see the light of day in the Sun newspaper isn’t altogether clear. At first it was assumed that some nasty individual had stolen the print and sold it in the public domain for a tidy profit. But it is also known that the British Film Institute of late has been digitalizing some prints held by the royals, so that looks to be a more promising line of inquiry. Although the Sun says the publication was in no way trying to embarrass the queen or imply that she was a pre-teen fascist, the royals have not been at all pleased by the outburst. The three women In any case, the future Queen Elizabeth, her sister Margaret and their mother all acquitted themselves admirably in the Second World War. Both sisters served in the armed services and the queen mother steadfastly remained in London with her husband George the Sixth during the Second World War. She even admitted she was pleased Buckingham palace had been bombed by the Luftwaffe since she and her husband could look in the eye the heavily struck east end of London where they frequently appeared to rally support and to raise morale. The Edward problem But Queen Elizabeth’s uncle Edward (older brother of George the Sixth) is in a different category. He travelled to Germany in 1937 post-abdication with his wife Wallis Simpson and was greeted and entertained by Adolf Hitler in 1937. Enough documentary evidence has survived for us to know that he was pro-Nazi in sentiment, although it can’t be quite proved that he was a traitor in a meaningful context. But we do know that that the Nazis tried to kidnap him in Portugal in 1940 and might have installed him as a puppet king in London if Hitler had won the war on the western front. In fact, he spent most of the war as governor of Barbados which kept him well out of the limelight from the British point of view. Mysterious mission There is also the tantalizing mystery of why Sir Anthony Blunt, the queen’s art historian who turned out to be a communist spy, was sent by the royal family to Germany after the Nazi defeat to gather a whole host of letters and other personal papers relevant to Edward and Mrs Simpson whilst they were living in Europe before the Second World War broke out. These papers, whatever they contained, are presumably housed in secure vaults at Balmoral and are not available to public scrutiny. Some historians have speculated they contain direct correspondence between Edward and Hitler about the best way to influence British public opinion in favour of Germany. The reality The seven-second footage, of course, is a red herring. It tells us nothing of the attitude of the royal family to Nazism in general or to Hitler in particular. Nobody in 1933, apart from any other consideration, could have known what the Hitler regime would turn out to be in terms of the horrors it later perpetrated across all Europe and beyond. The more interesting issue relates to Edward and his clique and their behavior in the late 1930s. It is well known that a substantial section of Britain’s ruling class had sympathy for the Third Reich if only because it was anti-communist and seen as a bulwark against Russia. Rudolf Hess When Rudolf Hess, Hitler’s deputy, flew to Scotland in 1941 only to be captured and jailed, he said he was on a peace mission and wanted to meet various figures in the British establishment to bring about an end to the war in Western Europe and to form a common front against Russia. Whether Hess had Hitler’s support for the mission we do not know, although the Fuhrer called Hess mentally ill once it was apparent that Hess had failed. The seven-second film shot in 1933 tells us nothing of the British royals and Nazism. But there’s a lot of other evidence which can tell us a great deal.

Condo building suspended
City hall officials have temporarily stopped the construction of the AD Condo on Jomtien Second Road after locals complained that there were serious problems with dust, smoke, noise and smell. The condominium is almost 80 percent completed, but the worry was that
dust and materials were dropping on nearby houses. Construction manager Thanakorn Kongsaengchan said that the company always tried to address any complaints from local residents. Checks are currently being made about the environmental impact assessment report.
Gun was for protection only The ladyboy crimes continue
A motorbike driver stopped by police at a road check said the handgun and bullets found on his person during a frisk were not for any nefarious purpose. Panthasorn Sumotayakool, 25, explained that the weaponry in fact belonged to his older brother and he had borrowed it only for personal protection in a violent world. He was escorted to the police station and asked to bring there the elder brother with the licensing documentation. This proved to be a difficult-to-arrange procedure and he was charged with carrying a weapon in a public place without permission or authorization.
Two ladybodys were arrested by concerned onlookers after they robbed a German tourist of just over 3,000 baht. Reimund Helmut Ulpts, 51, told police he was walking along Second Road when the duo attempted to search his trousers even though he was still wearing them. During the struggle his wallet fell out and was promptly commandeered by the cross-dressing villains. He had the presence of mind to call out for help and several worthy citizens rescued him and guarded the thieves pending the arrival of the police.

2008. It was at that time that many aviation commentators began to lobby for U-Tapao to expand its remit. It is also feasible that U-Tapao could become Bangkok’s “third airport” after Suvarnabhumi and Don Mueang. Although it is situated 140 kilometers from the capital’s city centre, it should be noted that Tokyo’s main airport hub is actually further away from the centre in the Japanese context. The key in Thailand is to build a fast motorway from Rayong
which then links up with the Chonburi to Suvarnabhumi link road. The government has already announced funds for such a project. Once road communications between U-Tapao and the metropolis were established, many observers believe the expansion to five million visitors a year would be achievable. Another suggestion is for a bullet train rail link between Rayong and Bangkok, although this project is unlikely to come about in the next few years. Also, it has never been clarified
whether such a link would be passengers or freight, or both, and whether there would be stops at U-Tapao and Pattaya en route to Bangkok. Pattaya tourist authorities are very keen to see such a link as the journey from U-Tapao to the Eastern Seaboard resort would be much more convenient than the longer trip from Bangkok. However, for the moment, the detail on a proposed rail link is still open to debate. It is likely that U-Tapao airport will be renamed Pattaya U-Tapao airport to confirm the link with the Eastern Seaboard.
Raging boyfriend killed mate Police were summoned to Laem Chabang international hospital after an injured woman was taken there but expired in the emergency room. Watsana Kamboonya, 24, had many wounds on her body and had been tied at the neck with a leather belt. The alleged attacker, Thawatchai Moolwaree, 21, accepted he was the boyfriend and that he had become very angry following a spiteful argument. Thawatchai added that, once he realized the woman was not moving or breathing, he carried her downstairs in the apartment block and asked neighbours to summon the emergency services.

Seven teams from the greater Pattaya area will participate in the Banglamung Football Cup which will be held at the Soi Thepprasit Stadium during the period
August 17-28. This will be the 12th year in succession that the competition has been held according to Banglamung district chief Chakorn Kanjanawatta.
Aunt Lucy not to be trusted A Thai housekeeper is on the run after stealing 80,000 baht from her employer, the owner of a gold shop in Banglamung. The manager, Gun Kiatkong, told investigators that Aunt Lucy (not a blood relation) had kept his premises spick and span for five years before disappearing. A study of the inhouse CCTV footage showed the 62-year-old thief poking the camera with a broom and carrying a black bag of loot. A co-worker at the gold shop said Aunt Lucy had said she wanted to visit a relative in another province and needed to find the bus fare.

Council urges cleaner streets
Officials from Pattaya local authority opened a project to try and encourage householders to keep the front of their houses spick and span and free from rubbish of any kind. In return the council will step up its efforts to clean drains
and ensure better refuse collections. Councilman Wicchet NongyaI said the plan was particularly vital during the rainy season when floods tended to cause damage in built-up areas of the city.

News releases marine Law enforcement Navy animals to the sea ineffective The Thai Navy released some 85,000 marine animals— including nearly 1,000 turtles-back to the sea. The meritmaking event honored the 83d birthday of HRH the Queen. On hand for the event were officials, military personnel, police officers, celebrities and students, as well as musicians, singers and the media.
Local law enforcement is not taken seriously, charged the director of Thailand Bureau of Investigation and Legal Affairs. Sakchai Tanghor, presiding at a conference on local law enforcement and investigations, said 2014 statistics reflect that crime investigation
is not effective. Perhaps, he added, it is because local administrations do not take law enforcement seriously and/or do not report all crimes. The conference at the Pattaya Park Hotel was intended to stir public opinion to help improve and monitor the system.
Healthy men step forward New worries about water levels

Volunteers awarded shoulder loops Deputy Mayor Ronnakit Ekasingh awarded shoulder loops to 108 Pattaya Special Affairs volunteers in recognition of their efforts to ensure peace and order in Pattaya. The shoulder loops are intended to make volunteers look more reliable and proud, it was noted, and to motivate others to follow their footsteps.
Pattaya residents are cautioned to “not waste water” as the city faces a potential crisis. Chakorn Kanjanawatta, Banglamung district chief, told a City Hall press conference that there is little potable water in Chonburi at the moment, with water levels at all five reservoirs in the province extremely low. Joined by Rattanachai Suttidechanai, chairman of Pattaya’s Tourism and Sports Committee; Sinchai Wattanasatorn, president of Pattaya Business and Tourism Association, and representatives of the Royal Irrigation Department 9, Pattaya Waterworks Authority,
TAT (Pattaya Office), and other related agencies, Chakorn reported that the city of Pattaya uses some 84,000 cubic meters of water each day—accounting for nearly 40 percent of the water sourced from those reservoirs. The situation is expected to improve over the next month or so as rainfall increases. If not, the panel pointed out, Pattaya has the ability to source water through the Nongplalai and Dokrai reservoirs in Rayong, as well as the Bangpakong and Prasae reservoirs. In the meantime, however, the public is urged to conserve water.
Police harass car rental operators Local police are harassing car rental operators and customers, it was charged by a group of 30 business people led by Prasarn Nikaji. The group told Deputy Mayor Ronnakit Ekasingh that they had “problems with traffic police calling them and falsely charging tourists with traffic violations; now tourists no longer will rent from us.” The local economy is already suffering, she pointed out, and police checkpoints make it worse, adversely affecting businesses. Foreigners who rent cars get caught at checkpoints and must pay 400 baht to police officers.
Consequently, many tourists are now afraid to rent cars. Ronnakit promised to take up the matter at the next administration meeting.

With the Global Safety and Security Awareness Month in mind, Pattaya Marriott Resort and Spa held their annual fire drill. Annual fire drills are required by the Fire Protection and Prevention Act of the Ministry of Labour. In cooperation with Pattaya Fire Station, a team of firefighters instructed Marriott’s associates on how to handle an emergency, simulating a fire evacuation from a high-rise building. Both theory and practical areas were initiated. Knowing what to do is the key to surviving a fire emergency and Pattaya Marriott Resort and Spa will ensure that high standards of safety are executed.

Som Tum Villa is a delightful country-style restaurant (which can accommodate 160 people) with extensive garden seating and an inside section under a rattan covered roof. As the name implies, Som Tum is the speciality of the house. Did you know that it was listed number 46 in world’s 50 most delicious foods by CNN? Quite a victory for a Thai dish of such humble origins. There are over 21 variations of this national
obsession, so whether you’re looking for a healthy snack or a light meal, the sound of “tumming” (pounding with a pestle and mortar) can be heard throughout the day. We were to be served a tasting menu, but before food started to arrive on our table we had time to look over the menu. Salads are numerous and interesting mixtures, for instance, long bean salad with salted crab and fermented fish, an Isaan favourite, shredded bamboo shoot salad and even a speciality dish from Myanmar, Gotu Kola at only B.95. Noodle and rice dishes abound, the likes of fermented pork fried rice or rice noodles with crab in a yellow curry. Plus for all you meaty types, Australian beef, sirloin, tenderloin or rib eye come highly recommended. Our dinner was beginning to appear, first up was spicy sliced charcoal grilled pork neck (B.145), that speciality Myanmar herby salad, deep fried marinated mushrooms, marbled sirloin, flattened pan roasted yellow chicken, spicy mixed seafood, and the jewel in the crown, the signature Som Tum Villa salad with salmon and capped with a huge grilled prawn (B.280). With this pageant of Thai dishes we were drinking an excellent bottle of Le Montalus Rouge (B.880) which paired bravely with all the spiciness and piquancy of the many taste sensations. Only two wines (red and white) are available but a corkage charge of B.300 can be added to your bill should you wish to bring your own. The house som tum was exceptional, the softness of the almost translucent salmon adding yet another textural and flavoursome element while the marinated mushrooms were an instant hit with its almost meaty texture and intense taste. Just as butter is to bread sticky rice completes the experience, its glutinous texture is such a wonderful contrast to the vibrant, sharp flavours of the zesty chilli and bracing fish sauce. We loved the tenderness of the grilled pork neck with its fiery sauce plus the consistency of the yellow chicken; it was another revelation. Sourced directly from a farm near Bangkok, it was truly delicious and with its accompanying piquant dressing another favourite of the evening. Beef lovers should head directly down here to savour the delights of this Australian premier beef. Cooked to order and glistening with its premier grade marbling, the juiciness and flavours are exceptional and at B.420 a steal in anyone’s book. There is so much more to tell about Som Tum Villa, their herbal teas, their adjoining farm where organic pumpkins, herbs and tomatoes grow untouched by pesticides, the bakery with its artisanal breads made by hand, the 100% natural items on sale in their shop, but you’ll just have to drive out there and see for yourself.

Presents A Host of Italian-inspired Tapas Once a month (in the season) and every six weeks or so at this time of year, The Wine Cellar at the Poseidon Hotel stages a themed tapas evening which is always keenly anticipated and well attended. Executive Chef Bart Munsters hails from The Netherlands and is a well known toque in these parts. Heiko, the proprietor of the hotel, tirelessly mans the front of house welcoming his guests in his easy sociable way. Chef Bart’s menu reflects his culinary travels with gastrotouches from around the world with special mention to his French Bourguignon fondue with beef and pork tenderloin plus, of course, the famous melted cheese extravaganza, both served exclusively on the terrace and prepared at table. Mick and I had been invited to their celebrated themed tapas evening where 16 gourmet dishes are on the menu and can be ordered as often as you wish and in any order. Do you hanker to begin your evening with crispy sweet Cannelloni filled with mocca cream? No problem - Heiko, Bart and the team are there to make your evening as special as
they possibly can, saying that the 16 item menu can be enjoyed in any order and repeat orders positively encouraged. The cost of this pageant of dishes is B.1,100 and the theme for our evening was “Viva Italia Night”. Let’s begin. A glass of Hugo Casanova Linaje Sauvignon Blanc launched refreshingly our Italian festa and soon after our first plates of the evening hit the table: Carpaccio of beef and Parma ham melon cannelloni. Tea plate sized portions were more than adequate for the scale of the dishes to come. Carpaccio is one of Chef Bart’s specialities and it proved a delicious portion of the gossamer thin marinated tenderloin garnished with nuts and Parmesan and dribbled with a balsamic reduction. The melon mousse benefited from the wrapping in rose pink Parma ham, it’s unctuous flavour making very good friends with the sweetness of the fruit. Mixed grilled vegetables and cold, sliced pork with a Tonnato sauce were the third and fourth listed appetisers. Red and yellow peppers, aubergines, courgettes and
onions, glistening in herby olive oil, were the perfect accompaniment to creamy tuna sauce which covered the tender pork. We passed on soup (minestrone or tomato) and headed straight for the next options. The pasta selection offered fettuccini and julienne vegetables and orecchiette (baby ear pasta) with olives, smoked bacon and sundried tomatoes, but we instead plumped for the prawn and crab ravioli, truffle risotto and bruschetta. Good choices all, we loved the seafood ravioli tossed in its creamy spinach tarragon sauce, oohed over the mushroom risotto touched lightly with black truffle and enjoyed the crunch of the toasted ciabatta with tomato salsa, fresh basil and its molten crown of Mozzarella cheese. By this time I had switched to a very drinkable Chiaretto Bardonili rose while Mick was enjoying another wine from the house of Hugo Casanova, this time a Cabernet Sauvignon. To pair with the rose I chose the pan fried snow fish with capers, olives and a tomato basilicum served on a bed of rocket mashed potato, while Mick chose
the beef stew enriched with rosemary and sage, served with savoury pancetta. Hearty and robust, this rich beef stew rivaled any we’ve eaten lately while the Snow fish with its sweet delicate flavour loved the balance from that posh basil/ tomato sauce. We’d only passed on two dishes so had consumed 11 so far and were suitably fed and watered but on your behalf tackled one of the trio of desserts, Stracciatella: a Bourbon vanilla with handmade ice cream blended with sponge cake crumbles which sweetly brought down the curtain for us on this gastro-pageant of Italian dishes. The Wine Cellar is open from breakfast till the early hours and its menu is a beautifully devised list of everything you need to keep you fine dining from breakfast till supper. Their selection of imported cold cuts and cheese (100 gr) is very well known and for B.295 would make for the

perfect lunch. Two German signature dishes offer the popular curry wurst (B.195), a grilled pork sausage with French fries, cucumber salad and served with that special curry sauce originating in Berlin. Beef liver with mashed potato topped with fried onion gravy, bacon and apple is another much-liked item by German visitors. Meat eaters are well catered for with a selection of Australian Black Angus, 120 day grain fed tenderloin or a 300 gr rack of Tasmanian lamb with mint jelly. Thai food is not forgotten ranging from fried sea bass to Penang curry and then the “final countdown” presents sumptuous desserts such as Kirsch flambéed cherries, or pineapple flambéed with dark rum, coconut rum and vanilla ice cream. It’s not unknown to come across the occasional snake either, so watch your step.

Loei’s Nong Hin region is rich with limestone formations, which were once below Palaeozoic oceans some 540 to 250 million years ago. Over the millennia, these sea-beds were thrust skyward and the result is today’s topsy-turvy landscape. There are huge trees, greenery and vines growing on top of huge barren boulders and cliff faces, as if they’d been planted by garden-loving giants. It’s a landscape so primeval that you almost expect a toothsome Tyrannosaurus Rex to burst from the undergrowth at any moment. These hills are often compared with the amazing rock formations of Kunming in China where the thrusting crags have inspired local artists and craftsmen for centuries, making the region a tourist magnet. But here in Loei, you often have the limestone’s peaks and caves all to yourself, and this tranquility makes it feel like an untouched Eden. The best place to start exploring is Nong Hin Village, which has a visitor centre at Suan Hin Pha Ngam, a garden area surrounded by an amphitheatre of stone. It’s a popular spot for photos, but if you want to explore the area more deeply, climb aboard one of the nearby e-taen tractor trucks that take you right into the limestone crags. There are jungle trails to follow, but first take the metal steps up to a sturdy metal platform, this is the park’s best viewpoint and you are rewarded for your climb with a 360-degree view of the limestone crags. The locals have named the peaks after the creatures they evoke; a rather flattened turtle is the most memorable but there are also elephant and dinosaur shapes to discover as you descend and continue further along the trail.
After ducking through crevices and caves the 800-metre trail eventually leads through hidden orchards and then to the top of the limestone crags where you traverse precarious paths, scale steep metal staircases and feel dizzy at the alarming drops to either side, but the views and greenery make it worth the effort. The difficulty of the terrain means that Suan Hin Pha Ngam is an undisturbed nature reserve; the area is home to a wide array of birdlife and some stunning plants. It can be tough going so you need good footwear and do take water. There are plans to make this trail more userfriendly in the next few months, so to experience the Pha Ngam trail in the raw, it’s worth making a visit now. But whenever you go, this lovely area of Loei is worth seeing and not just because it emulates China’s Kunming. The region is unique in itself and offers walks, waterfalls treks, views, and experiences that few places can match. So come explore this timeless and untamed land – adventure awaits. In addition to any other kind of money agreed by the employer to pay to the employee, severance pay is the compensation that an employer provides to an employee who has been laid off or terminated, whose job has been eliminated, who through mutual agreement has decided to leave the company, or who has parted ways with the company because the company can no longer operate its business or for other reasons.

We never seem to learn from the enormous amount of historical evidence surrounding the economic cycles of both markets and the macro (national) economics of individual countries. We are now witnessing the slowing of the so called ‘World Engine’ of China with levels of growth down to their stated minimum requirement of around the 7 to 7.5 per cent per annum necessary to sustain a colossal population’s demand for jobs and thus avoid potential social unrest. China’s average wage increased last year by almost 50 per cent and the currency continues to strengthen; that coupled with often a 120 day lead time from order to delivery of goods in Europe, for example, is taking the icing off the cake. This same ‘pricing themselves out of the market’ has happened over centuries as the prosperity increases in particular economies, the unit labour costs increase and the once cheap haven for manufacturers becomes much less competitive. If you couple that with the current trend in the US, the UK and parts of continental Europe to bring manufacturing home, where possible, you have the beginnings of a shift. With the habitual inequalities in this world there will, seemingly, always be somewhere for the economic powerhouses to have their products manufactured at rock bottom labour rates and, business being what it is, multi nationals will have no compunction in moving operations to the latest cheap hotspot, whilst also using favourable tax regimes as bases, a fact that has resulted in much publicised criticism of many global players in recent times. With the financial crisis largely behind us, the lessons we can take from this ballet that has been played out since time immemorial is that there is always a ‘rise and fall’ in national economies, from the British Empire to the American version and now the Chinese rocket. No one is writing off China economically for one minute; however, the never ending meteoric growth of individual countries is unsustainable. The fact is that, in China’s case, there may be a new burgeoning middle class, nonetheless, they still have well over one billion people in poverty. The cyclical nature of specific country’s economies brings knock on effects in their markets which, in turn, has similar effects on other global markets and so we go on. The recent glaring example of this has been the immense volatility in equities over recent years, following the crisis starting in 2006, which was in full swing by 2008. These wildly swinging fortunes should lead us to ‘Economics 101’, ‘supply and demand’. When I first studied economics at my grammar school, they gave me a ‘Hanson’ textbook and on near enough the first page ‘demand & supply’ was covered. Why have we forgotten this basic truism? We have studied the available options for investors over many years and there are, in fact, more than a few examples of funds whose sphere of activity is based in a sector where demand far exceeds supply and surprise, surprise, they have been able to maintain consistently decent results throughout the whole financial malaise of the last seven years and can attribute more than a little of their success to Mr Hanson’s first lesson. REALTORS® on the march!
Clayton with CIPS Students REALTORS® on the march to say the very least as July 2015 marked one of the most important and progressive months for Thailand’s real estate industry ever. First, the Real Estate Sales and Marketing Association of Thailand (RESAM) have once again joined forces with the National Association of REALTORS® (NAR) in presenting the world’s most highly-recognized real estate education and business opportunity: the Certified International Property Specialists Training Course (CIPS). The five-day training period in which the Real Estate Sales and Marketing Association (RESAM) held its second successful CIPS training course in Bangkok at the Grand Millennium Hotel saw 35 Thais and foreigners earn their designation as International Property Specialists by America’s NAR. RESAM was established in 2005 by its first president, Dr. Pairote Sukjan, and the Thailand Real Estate specialists committee. It now has 120
world’s largest trade organization. It boasts a membership of more than 1.1 million individuals and 81 real estate associations in more than 60 countries. The CIPS certification course is targeted at expanding the knowledge globally for each participant with a hands-on experience in international real estate transactions, as well as five full days of intensive study focused on transnational transactions and their most critical aspects. Topics covered included currency and exchange rate issues, cross-cultural relationships, regional market conditions, investment performance, and tax issues, among others. The five individual CIPS Training course manuals titles are Global Real Estate: Local Markets, Global Real Estate: Transaction Tools, Asia/ Pacific and International Real Estate, Europe and International Real Estate and The Business of U.S. Real Estate.

The intensive five-day CIPS training program and certification will go a long way in solving the credibility problems facing so many in Thai real estate who do not have formal real estate education and the necessary certification to achieve international recognition. Speaking of credibility problems, July 27 to 31 marked the first ever National Association of REALTORS® (NAR) International REALTORS® Conference outside the United States of America. This groundbreaking event shows very clearly that the NAR is now reaching out beyond the borders of the United States to support the growing interest in property ownership throughout the world. For its first venture into globalizing our real estate industry, the Chicago-based trade group has its sights set on grooming the ASEAN region to be its ‘gateway into Asia’ as the middleclass boom here that already has stimulated tremendous growth in home ownership is certain to further generate demand for real estate education and higher industry standards. This being the NAR’s primary goal is what has made the organization an important player in both U.S. and world government regulatory bodies as the property market expands rapidly with globalization. Since its founding more than 100 years ago, the NAR has participated as a global organization that has actively represented not only American brokers but also brokers in Mexico, Canada, Cuba, and now in the Philippines, Thailand, Singapore and the entire ASEAN region. To help support and strengthen that ASEAN bond and partnership, NAR sent a number of top leaders, including 2017 NAR President Bill Brown and Treasurer Mike McGrew. Both
supporting the Philippines and the NAR’s IRC Conference organizers as they welcomed the Realtor® world to this auspicious industry event. One of the primary components of the July 27 to 31 conference at Manila’s Nobu Hotel was a closed door Regional Leadership Summit on July 28, which was attended by all leaders of NAR’s cooperating associations (bilateral partners) throughout ASEAN and many NAR bilateral partners from abroad who all joined together for the establishment of an ASEAN partnership of real estate professionals dedicated towards expanding the NAR global community. The NAR, well known for having the highest professional standards in the international real estate industry, is responsible for having drafted the profession‘s very first enforceable code of ethics. The highlight of the International REALTORS® Conference was another groundbreaking NAR document drafting event in which the NAR ASEAN bi-lateral partners in attendance had their countries representatives all meet on stage for a formal signing of a Memorandum of Understanding (MOU) to establish an ASEAN Mutual Recognition Agreement dedicated to improving professional standards throughout the region. Representing Thailand for this special ASEAN member MOU signing was Somsak Chutisilp, RESAM president. Now formally empowered, this NAR ASEAN MOU was no sooner signed when the ASEAN representatives began actively discussing ASEAN regional standardized real estate education, examinations and licensing.

Living wills
Although death is a certainty, the process of dying can vary a lot from person to person. Some may collapse with a sudden and huge heart attack resulting in an almost simultaneous demise, whilst others may linger for months. Finding dignity in death may not be possible, but end-of-life care is becoming more significant as modern medical practices compete with traditional custom and practice. For many people there is indeed a choice between dying naturally or using under safeguards lifesupport technology. The dilemmas in these kinds of circumstances obviously lead to an interest in living wills – advanced directives that explain the type of medical treatment a patient does or does not want. One of the problems is that in Buddhism death is seen as a reminder of life’s impermanence, but talking about it is considered inauspicious and even considered to be a way of hastening the end. The right to die naturally is included in section 12 of the 2007 National Health Act which states that a person shall have the right to make a living will to refuse any public health service which merely prolongs their terminal stage of life. This has nothing to do with euthanasia. People in Thailand have the basic right to manage their own lives and treatment. For example, a patient with a serious disease has the right to be treated at home with traditional medicine despite a doctor’s suggestion that it would be best to undergo surgery. The law also provides protection to public health personnel as any act they undertake in compliance with a living will shall not be considered an offence. They are absolved of all liability and responsibility for the consequences of following a living will. The benefit of a living will is two-fold. Patients can determine their own future, and family members are relieved of the burden of responsibility for decision-taking. Doctors are taught to help people recover from diseases, but if it is untreatable, they need to shift their focus to help the terminally ill coexist with their illness and how they can live their final moments without unnecessary pain and suffering. After all, it is not a doctor’s duty to prevent people from dying, which is in reality defying the law of nature. So how to make a living will? - You should consider planning one if you are 60 years or older, and/or if you have a terminal illness. - Discuss with your doctor and family in order to clarify your decisions. This may include whether to perform a CPR, use lifesupport equipment or undergo surgery. Many living wills include the provision that the patient does not wish to be placed on life-support systems or to undergo surgery to treat a terminal disease. - Write a draft of your living will. The website www. thailivingwill.in.th has examples. While most people choose to write it, you may express your intentions verbally and have them recorded. - Your initial will does not need to be detailed. The more your illness develops, the more specific it needs to be. Simply stating you don’t want to suffer or to be a burden on your relatives is not specific enough. - Choose a healthcare agent or proxy who is tasked with making decisions about your medical care to prepare for the eventuality that you may not be able to make those decisions yourself. - Notify your relatives and family doctors. A living will is not a conventional will to be read aloud after the funeral. - You can change your living will if need be, but don’t forget to inform relatives and relevant parties so that they are in the picture. - Remember that the decision to write a living will does not mean that you have failed. It means you are able to overcome fear.

Visa refusal Q: I wonder if you could tell me what are the most common reasons for the refusal of a settlement visa in UK? I am married to as Thai lady and live in Sussex for most of the year. We are just looking for the pitfalls in advance. A: The most common reason is lack of evidence on the financial position of the sponsor. He should have an income of at least 18,600 pounds per annum, assuming there are no dependent children, and most sponsors have that. But you have to read carefully the Appendix 2 financial document to see the documentary detail required – it’s far more than simply providing bank statements.

But the appeal is likely to succeed only if you can show your wife’s human rights have been compromised or if a mistake was made in processing the visa earlier on. There are also time limits to observe unless you have sound reasons the appeal must be sent in to arrive not more than a month after the notification. Your own company Q: I have heard it is more complicated, as a sponsor, to apply for a UK settlement or visit visa for my girlfriend if I own my own company rather than work on a salary or receive a pension. Is this so? A: Yes I’d say that is correct. It is harder to monitor self-employment as some companies don’t pay VAT, don’t require an external audit or may need more than one financial year to show a certain level of income. We can certainly give you a list of the required documentation depending on your specific circumstances. Time limit Q: I have only known my girlfriend for a few weeks but I am very keen to invite her to UK as soon as possible for a holiday. How long do I have to wait? A: There is no specific time slot given. However, you have to show the genuine nature of your relationship, backed up with documents and photos, and that will not be easy in such a short time span as you suggest. Once you are back in UK, keep up the daily contact on social media and make sure you have a complete record of all contacts, including any money transfers.

Bangpra–Stableford It was time to return to “The Monkey Course” and with 16 golfers signed up and clear skies, we were all anticipating a good day of golf on one of Pattaya’s oldest and finest golf courses. Just a 42 minute drive up the motorway, we arrived at Bangpra to find it surprisingly quiet on one of their Sports Days. We welcomed back the colorful Walter Baechli and bade a fond farewell to Greg Perfrement who will shortly return to Sydney, Australia after a couple of week’s golf with us. After a brief practice putt & chip we sent our first four ball away a couple of minutes before our scheduled 9:42 am tee time. The weather was fine and not too hot with the golf

It turned out just fine, as about six of the greens had been sanded, as must be done, and we found the rest of the course in very good shape. The weather also cooperated as we had a fairly cool day with overcast skies. The Sports Day rate of 1,150 baht green fee is great value for this beautiful golf course which should make anybody happy. Our July Monthly Medal winner was at it again, as big Lasse Pettersen ripped up the course with a fantastic 38 points to top the podium and get the chop as well. You may have seen Lasse’s photo last week with Joy. Well, Joy has now moved up north with her husband Les after working the morning shift here at TGC for the last six years, and we thank her for her amazing punctuality and dedication. A big wheel around here, Dave Ferris took second place with a very respectable 34, that’s a good score at St. Andrews any day. The first four ball got away off B1 a few minutes before our scheduled 9:00 am time and then the rain came down, not really a downpour but enough to cause a delay of 10 minutes or so, but our keen golfers proceeded in light rain and after a total of 25 minutes it was fine again.

Preferred lies on the fairways were declared and naturally the fairways were fairly wet but it wasn’t too long before they dried out somewhat and conditions were good, although there was very little run on the fairways which prompted some of the A Flight players to struggle off the longest tees. The course was playing tough in the conditions as was reflected in the scores because there were only four players out of 46 who played to their handicap or better. The pace was quite good for such a large number of groups and I guess the average time per group was just under four and a half hours. Apart from the 18 technical awards there was a low gross prize, first and second place in A Flight playing stroke and first second and third prizes in both B and C flights who played stableford. Presentations were held back at The Phantom Bar where a fantastic buffet meal was provided for all players, partners and family. Mountain Shadow - Stableford Another slightly earlier tee time meant an 8:15 am departure time from The Phantom Bar and with clear skies above we headed North up the motorway to tackle the Mountain Shadow Golf Course. We had three groups of four for the day’s event and welcomed Aussie Bryan Brown now residing in Pattaya, Jared Undery from Newcastle in New South Wales, Australia on his first visit to Thailand and Ted Morris back with us for a game. We decided on blue tees for the day and our first group got away a few minutes ahead of our scheduled 9:44 am tee time, and with very little traffic ahead of us we made quite good time whilst enjoying the good condition of the course. Some of the greens were a bit two paced and many three putts were reported on the day but all in all the course was in good “nick” and our round was completed in just under four hours. It was your writer, Peter Blackburn, who had his second win of the week after carding 36 points with Christian “Psycho” Boysen in second place with 33 points and veteran Ken Hole came third on 31 points. Local Sports Consistent Cox takes the title Springfield Royal Country Club - Stableford An intrepid group of 12 players traveled down to Hua Hin on Sunday for our annual visit taking advantage of the discounted green fees available during the Golf Festival. Following a "relaxing" evening sampling the hostelries of Hua Hin, there were a few thick heads as we tee'd off Monday morning at the Jack Nicklaus-designed Springfield course, which is always on our schedule, and provides a great test of golf, even from the white tees (6,300 yards). The course was in good shape with the weather cool and overcast, and there was an instant sample of what was to come as Paul Smith almost drove the green on the 325 yard par four opening hole. At the end of the day though it was Geoff Cox who emerged as the only player who bettered his handicap, taking the opening day's competition one point clear of Les Cobban, with Paul Smith only finishing third (despite recording a score of gross 73!) The only complaint that was heard following completion of the round was regarding the price of drinks in the clubhouse, with a small Tiger beer at 130 baht and even the teetotalers couldn't escape with a soda water at 80 baht! 1st Geoff Cox (15) 37 pts 2nd Les Cobban (8) 36 pts. 3rd Paul Smith (2) 35 pts. Near Pins : Paul Smith (2) and Colin Greig (2) Majestic Creek Country Club- Stableford We decided to give this course a try because we'd never played it before on our previous trips, and it turned out to be a very pleasant surprise with a good layout providing a variety of holes. The fairways were lush and the greens in good condition, but they proved very challenging to read. Once again the weather was overcast and relatively cool, so conditions were ideal for someone to make a good score, and it was no surprise to anyone that Paul Smith stepped up to the plate with a great round of gross 68 (40 pts) to easily take the honours. Geoff Cox continued his good run of form to second place three points ahead of Rab McDonald. Drinks prices are reasonable here and we enjoyed a pleasant hour on the clubhouse patio following completion of the round, as a shower of rain arrived at the perfect time. 1st Paul Smith (2) 40 pts. 2nd Geoff Cox (15) 37 pts 3rd Rab McDonald (17) 34 pts. Near Pins: Paul Smith and Colin Greig (2) Black Mountain Golf Club - Stableford Playing this championship course is always a must when we visit Hua Hin, and although there was extensive maintenance work in progress on the opening couple of holes, the course was otherwise in good condition. Despite being the top course in the area, the management here are customer friendly, with guests being allowed on the course free of charge and bottles of drinking water available
Parish Back in Form Greenwood- Stableford Another Friday and another booking up the 331, (Are we nuts or what?) Last week getting to and from Pattana wasn’t too bad due to the long holiday weekend. How would it be getting through Amata City this week? With 17 meeting at BJ’s for breakfast, the groupings and transport assignments were set out and all were on the road by 0830. Traffic was not that heavy and within an hour all had arrived at Greenwood under cloudy skies. After a quick check-in, and what value for money currently at this course, we were off to the first tee to get the round started. Even with some recent rain in the area, carts were allowed in the fairways so no “Ballin-Hand” today and it proved not to be required. Playing the “C” and “A” nines in that order, we found the course in great condition with good grass under the ball in the fairways and the greens running at a reasonable speed and true.

A strong breeze made conditions difficult, but the round progressed smoothly and it was a thoroughly enjoyable day for everyone except Lee Butler who was forced to retire after 14 holes, apparently with heat stroke . In previous years this course has been a happy hunting ground for Colin Greig, but there was no stopping the great form of Paul Smith as he once again took the top podium position. Geoff Cox recorded his third consecutive round playing to his handicap or better, to take third place, thereby maintaining his challenge for the overall title. 1st Paul Smith (2) 38 pts. 2nd Colin Greig (8) 37 pts. 3rd Geoff Cox (15) 36 pts. NTP: Geoff Parker, Mashi Kaneta and Rab McDonald (2) Windsor Park Golf Club - Stableford A reduced field of golfers set off from Hua Hin early in the morning, with several players suffering from the rigours of three consecutive days of golf, and Paul Smith departing to Cambodia to take part in a top regional amateur competition in Siam Reap. Although this course is on the outskirts of Bangkok and is only a one hour and 45 minute drive from Pattaya, none of us had ever played it before, and it proved to be a genuine challenge. The day was overcast and we had two brief showers during the round, but the condition of the course was good although the pace of play was slow. It's a mature course with trees lining every fairway and there are water hazards on every hole, so it was no surprise that everyone struggled, and even the previously consistent Geoff Cox only managed to score 25 points. Geoff Parker stayed out of trouble more than most and won the competition on the day one point clear of Gerry Cooney, who took second place on a count back ahead of Colin Greig. 1st Geoff Parker (14) 31 pts. 2nd Gerry Cooney (15) 30 pts 3rd Colin Greig (8) 30 pts. NTP: Les Cobban, Mashi Kaneta and Gerry Cooney. In the absence of Paul Smith, Geoff Cox's score was just enough to maintain his lead in the overall four day competition, giving him a two point victory over Colin Greig, with Les Cobban taking third place a further point adrift.

With a three-group of Korean students in front of us, the pace was not the quickest, but our lead group still finished in just over four hours so not all that bad. There was a brief, light rain shower mid-way through the front nine, but with the condoms on the bags and umbrellas up there was no need to take cover. Round over, quick shower, cards collected and back on the road to Pattaya. Again, traffic wasn’t bad and we were all back at BJ’s settling down to “burgers and brew” while the results were tabulated. Due to the great condition of the course some good scores were anticipated and we quickly got to the presentation. With four 35 point rounds coming in behind Brian Parish’s 36 point effort, several count-backs, going down to the last three holes, were required for the also-rans. Congratulations Brian on a fine round.

Our Community Heritage Thailand Foundation shares gifts of education and sport to the remote school in Ratchaburi

with the management team and staff donated books, clothes, and sports equipment to over 216 students at Border patrol police school in Ratchaburi. The
activity is part of Heritage Group’s CSR program that aims to help improve children’s education and facilities for remote schools in Thailand.

To commemorate the birthday of Her Majesty Queen Sirikit, one community in Pattaya recently came together to improve the area they live and work in.
Just behind Big C Extra, running along Soi Paniad Chang, otherwise known as Soi Yume, there is a community comprising a number of schools and businesses whose students and workers took time from their studies and their work duties to clean the streets around their community. Students from the Redemptorist Vocational School for People with Disabilities and Tantrarak School joined together with workers from the Boonthavorn Store and carrying brooms, shovels and black rubbish sacks they set off in different directions to sweep the streets and pick up any discarded rubbish.

Local residents came out of their houses and shops to join the students and workers and also to provide refreshments as the hours passed and the day got hotter. Within several
hours the streets were cleaner, dozens of sacks and three large rubbish trucks were filled with rubbish and one area in Pattaya became a much more pleasant place to live and visit.

Tinkling Outside the Box
While most cats take naturally to their litter boxes and use them faithfully, on occasion a cat will eschew its designated spot and “go” outside the box. Why? There are several reasons this might happen. Perhaps the cat is sick. Maybe his litter is dirty or smelly. The box could be in a location that doesn’t suit him (like it’s hard to get to, he must pass close to a dog to use it, it doesn’t offer ample escape routes, etc.) On the other hand, he may be stressed about something or emotionally upset. If your cat is older, things like bladder stones, urinary tract infections, kidney failure, diabetes, cystitis, or pain from arthritis or trauma may drive him to relieve himself elsewhere. On the chance that it could be a health-related cause, always talk to your vet about such issues. And never punish your cat for going outside the box, lest he form a
negative association with his litter box. If you have more than one cat, the one shunning the box might be expressing a need to have its own box. In fact, experts recommend that households provide one litter box per cat so there’s never any waiting or arguments if two cats want to use the box at the same time. Also, allow as much space as possible between litter boxes; better yet, put them in different rooms. Also be sure to place each box so the cat using it can see approaching people and other pets. Some cats (kittens or adopted strays, for example) may not know they are supposed to use the box. They may need training. To that end, start with a small, uncovered box in a quiet location away from food dishes but not far from his sleeping area. Fill the box with litter. When kitty sniffs at the box,

pick him up and put him inside, praising and petting him. When he has used the box, give him a small treat. Keep the box clean and avoid any negative associations with it. For example, don't scold him or give him medicine when he's near the litter box. To keep kitty happy – and odors at bay – scoop the box daily and replace the litter every two or three weeks. Research shows that most cats prefer two inches of fine-grained clay litter and do not like scented litter – or deodorizers or air fresheners near the litter box. You can help absorb odors by sprinkling a bit of baking soda at the bottom of the litter box. Remember, if you find the box stinky, so does your cat.
These lovely brothers have been to a new home once already, but sadly their new owners had to return to their own country and so they are back with us once again. As you can see they are devoted to each other and need to be re-homed together.

This lovely trio was rescued after being found in some undergrowth where the local gardeners had been doing some trimming. The three brothers were very scared and quite skinny too. But now they are fighting fit and getting fatter by the day.

This friendly mum came to us with two tiny babies. She was discovered living in an old armchair at Big Buddha hill and was found to be blind in one eye. Her kittens have since been re-homed and now it is her turn to find a new loving family to keep her safe and happy.

Spurning Food For most pets, refusing to eat is a concern; for cats, however, it can be dangerous. When animals—including humans—don’t eat enough, they must rely on their fat reserves for energy. Before stored fat can be used for fuel, it must be processed by the liver—and that requires adequate supplies of protein. When a cat stops eating, it quickly losses weight and exhausts its protein supplies. At that point, its liver becomes overwhelmed by all the fat. This results in a dangerous condition known as hepatic lipidosis, which can lead to liver failure. A cat’s loss of appetite often indicates illness. Consult your veterinarian as soon as you notice a dramatic change in your cat’s eating habits.

Cat Corner Tip Pregnancy, new-born babies and cats Did you hear the Middle Ages myth that cats kill infants by sucking their breath away? That and other wives’ tales are just that, with no foundation whatsoever. A more modern but overblown warning is that women must give up their cats during pregnancy. The concern is an illness called toxoplasmosis, which is caused by a parasite found in feline stool. If a woman is newly infected during pregnancy, her fetus could be harmed. But most people who have cats already have antibodies to protect against toxoplasmosis. The Centers for Disease Control advises pregnant women to keep their cats but avoid handling cat litter if possible. That said, there nevertheless are some precautions to take once the newborn arrives home: - Consider covering the baby’s crib with a net so the cat can’t sleep with the baby. - Regularly de-flea and de-worm the cat. - Ensure that all products used on your cat are safe to use around the baby. - It is unlikely that your cat would scratch your baby, but if that is a worry, keep your cat's claws trimmed or use Soft Paws (plastic caps glued over your cat's claws). - Once the baby begins crawling, make sure litter trays and food bowls are kept in an area the baby can't access. Maybe set up a safety gate.
