Compulsory insurance under fire P

attaya travel operators have given a firm thumbs down to the Public Health Ministry’s call for mandatory health insurance for all tourists travelling to Thailand. The proposal has now been referred to a committee for further study and recommendations. The final report is expected in September.

It is no secret that the government would like such a scheme – provided it can be made to work. About two and a half million foreigners appeared at Thai hospitals last year, but a small minority was unable to pay, which resulted in a financial burden for the institutions. It is estimated that up to 40 percent of all foreign visitors are uninsured or have inadequate cover. The problem is acute in the Pattaya area. The state-run Banglamung hospital estimates that unpaid bills from foreigners amount to at least two million baht a year. Total costs nationwide are in the region of 70 million baht annually. The biggest costs occur when uninsured foreigners are hospitalized following an emergency such as a traffic accident or heart attack, although surgery is unlikely before payment of a hefty deposit or the tendering of a financial guarantee.

News Massage scam exposed under bed Tourist tricksters devised a plan to give three Indian men a sexy massage whilst an accomplice hid under the bed waiting to steal the contents of the men’s trousers once they were otherwise engaged. The Indian tourists met three beautiful girls in on South Pattaya Road and were persuaded to go back to a rented room on Sukhumvit Soi 40 for a sexual encounter. Unknown to the men, a crafty ladyboy was hidden under the bed, her deft fingers anxiously waiting to rifle through two pairs of pants once the Indians were stripped.

The men did not notice anything amiss immediately after the massage, and the girls drove them back by motorbike to South Pattaya. Then they discovered that their wallets had been emptied of more than 150,000 baht. Police later set up a stake-out and captured the thieves when they repeated the deception with other victims. Police said that clients of this illicit group were told to pay in advance for their services so they that they would have no reason to open their wallets at the conclusion of the horizontal leisure pursuit.

A 25-year-old Burmese man wearing only a sarong made a heavy landing when he fell from an upper floor onto the pavement in front of a convenience store on Soi Buakhao. The Myanmar national was taken to hospital with only moderate injuries.

A man stabbed twice in his torso and right arm was found by police groaning on the ground on Soi Wat Tai Hee. Covered in blood, 34-year-old Prawit Klao Kleamng was rushed to Memorial Hospital. Shortly afterwards, Weerapong Chomtawon calmly walked into the medical facility and announced that he was the

She was eventually discovered and taken to Banglamung Hospital for observation and treatment of her bruises, thought to have been caused by her stumbles. The Tourist Police were asked to follow up on the case and inform the Russian embassy.

News Pattaya’s vegan campaigner explains Eric Bahrt, a long-time Pattaya resident and champion of animal rights, has defended his stance following an interview with the Bangkok Post. Eric, a contentious letter writer who draws vociferous criticism, says he has converted many people to vegetarianism but his critics make more noise. “McDonalds and KFC have billions of dollars behind them and I can’t compete with that, but to get letters published in the press you don’t have to be connected or have power.” Last year, 62-year-old Eric, who was born in America, was the subject of an editorial in Pattaya Today.

His basic concern is the suffering that billions of animals must endure annually to become meals for humans. As a young man, Eric was a meat eater until he was driving his motorbike in the Philippines and got stuck behind a truck stuffed with live pigs destined for pain and plate. For the past 30 years he has campaigned vigorously, always on his own, for the vegetarian lifestyle. “Like slavery, snuff taking and cigarette smoking, meat eating will eventually die out,” he predicts, “because it’s wrong and dangerous for your health.” Although Jewish, Eric is

sympathetic to the Palestinian cause. He has also contributed many articles and letters on subjects as diverse as the evils of American presidents and the threat of a new world war. “When I see something that’s unfair to animals or humans, I speak out as it’s my way of being useful and hoping some people will connect with it.”

Youth ambassadors ready to promote

Foreign arrivals still jumping up The Tourism Authority of Thailand projects that the growth in foreign visitor numbers will continue to escalate next year to around 28 million, an increase of seven percent from the current year’s estimate of 24.5 million. Income from this market is expected to grow from 1.14 trillion to 1.32 trillion baht during 2014. Domestic

tourism is also seen growing by about nine percent to 700 million baht. The findings were presented in Bangsaen after a five-day annual workshop for tourism officials. It is believed that some of the growth is likely to be generated because competing destinations are facing problems. For example Japan and China are caught

up in territorial disputes, and violence in Egypt is scaring away visitors to Cairo. Thailand is benefitting from the Russian and Chinese markets which are believed to be full of potential. But some officials warn that any outbreak of street violence in Thailand, caused by unpopular government policies, could see a halt to the country’s booming tourism trade.

News POLI CE Need to act out crimes The popular Thai police tactic of parading suspects before the cameras for them to re-enact their alleged crimes is not found in many other countries. Police say the public has a right to know. Besides re-enactment shows how criminals operate and is a deterrent too: people who watch it are less likely to become a victim. Against the practice is the danger that it pre-judges the guilt of the accused and leads to pressure being put on alleged perpetrators to “agree” to being filmed whether they are content or not. Only people who have pleaded guilty are asked to do the media scenes. A few years ago the police said they would ban re-enactment. It’s time to have another look at the issue. Death penalty still on statute Just because no executions (now by lethal injection) have taken place in Thailand since 2009 doesn’t mean to say the practice can’t be started again. At least one person a week is sentenced to death in Thailand, most of them linked to the southern insurgency violence. 2012 was actually the first year that no convicts in the ASEAN consortium were judicially put to death. The growing distaste for the death penalty is probably linked to the international research that the poor are much more likely to be executed than the rich as the former can’t afford the best legal representation. Sure car is locked? Police are warning motorists nationwide to double-check their car doors are locked, when parked in public places such as department store lots, after they found thieves exploiting a signal flaw in electronic car key remotes. Widespread reports have been received that thieves are using remote controls of their own to jam the locking mechanisms of vehicles when motorists go to lock them. If anyone is pressing the button of another remote-control key whilst a car owner is using his own nearby, then the car may fail to lock as a result of the signal disruption. This can be the case even when the two keys are not from the same maker. Apparently the best security is to double-check your car by pressing the door handle even after you have used the remote. Another crackdown Banglamung authorities have ordered yet another crackdown, this time in South Pattaya, to ensure that bars and clubs are closing on time. In practice, this means that the entertainment plazas must turn out their lights at 2 a.m. or not long afterwards. This explains why Walking Street is in darkness earlier than usual for the time being. Seems odd that the police are doing all this checking at a time when the tourist season is at its annual lowest. A likely case of Amazing Thailand once again. If it’s any comfort, the authorities are said to be even stricter in Phuket. Now you know Police arrested three Myanmar nationals who allegedly smuggled nearly 9 kilos of heroin, worth 59 million baht on the street, into the country. An inspection of their luggage found heroin wrapped in foil which police suspected was used to try and avoid checks by x-ray scanners at use at all border points and airports. Now we know about another criminal ruse that doesn’t work.

Critics argue that these concerns won’t be settled by a compulsory travel insurance scheme. “These low-cost policies mostly cover loss of luggage, plane crashes and maybe minor ‘holiday’ complaints. But they certainly won’t cover inpatient treatment, which is where the main problem is,” says Adrian Morgan, an insurance underwriter for Lloyds. He adds that the maximum age for even minimal cover is often 65. “Thailand would risk losing the ‘grey’ market which forms a large part of its tourist market, particularly from

Europe. I think the government needs to be careful before it throws out the baby with the bath water.” Another concern is that the government has not been clear whether the proposed policy would apply to long-term residents, including the many thousands of foreigners currently living in Thailand on one-year retirement visas. When the subject was raised recently at a Pattaya Expats meeting, there was general agreement that members were well aware of the dangers of living here uninsured. “Eventually the premiums become prohibitive

Ministry chugs ahead with trains Whilst the 2-trillion baht borrowing bill is still proceeding through parliament, officials in the Transport Ministry are ploughing ahead with feasibility studies and environmental impact assessments on the electric train project involving four routes. The proposed route from Bangkok to Rayong, starting at Bang Sue and stopping at Chachoengsao, Chonburi and Pattaya, is estimated to cost 101 billion baht. A consultant has been hired to conduct the planning studies. Critics of the scheme say that high-speed trains never break even in any country which has them and require heavy subsidies. The proposed Bangkok-toRayong route is one of the less controversial as there is a widespread feeling that the Eastern Seaboard city needs a direct and speedy link to the metropolis. Also the expanding U-tapao provincial airport would benefit enormously from a direct high-speed connection to both Pattaya and Bangkok.

Joint naval exercises end

Sri Lankan scammer A 38-year-old Sri Lankan national, Sumil Udayakumara, has been arrested after three fellow nationals claimed they paid over a million baht to him to get work in the Pattaya area. On arrival with tourist visas, the men were locked in a shabby room in Central Pattaya and given nothing to eat. The plight of the men was brought to police attention when the men complained to a neighbour that they had not eaten for days. Police were waiting when the accused returned to the room to solicit more money for a real job. Low railings again A Russian tourist fell to his doom after falling from the sixth floor of a Central Pattaya condo. He was said to be enjoying himself with friends when the accident occurred. The case illustrates yet again that many of these “leaping” deaths are in fact accidents brought about by people leaning on insecure or low railings in high-rise blocks. Many people say there is a need for statutory regulation about protection on condominium blocks. Passport ladyboy Following a frisk on Beach Road by police who were investigating a claim by a tourist that his wallet had been stolen, a ladyboy was taken to the station and ordered to strip. When he removed his underclothes, a total of eleven farang passports came fluttering down from his bra and panties. Asked to explain, he said that he had been thrown out of his flat for not paying the rent and was carrying his personal effects around pending a new abode. Amazing Thailand A body left for dead in a hospital room was taken to a mortuary slab to await the arrival of relatives to arrange hygienic disposal. No sooner had the corpse’s brother arrived than the body gave a low moan and promptly sat up in a dazed state. The family has now been reunited in a live state. Apparently hospital porters picked up the wrong body in the hospital ward, mistaking Bed 11A for Bed 11B. Police said that fortunately no autopsy had been ordered.

A marine rifle shooting championship was held in early July in connection with the annual HRH Princess Chulabhorn Cup. The goal was to raise money to fund a shooting range at Navy headquarters and to lift the spirits of service members.

Mystery corpse floats in the sea

Marine police were quick off the mark after spotting a bobbing object in the sea off Wongamat Beach. It was discovered to be the dead body of an unknown man, aged about 30 and wearing only sweatpants. There were no injuries to the body and he had been dead a day or two. Local fishermen said it was likely that the man had been murdered or maybe had accidentally fallen into the water. It is hoped that an autopsy will shed light on the matter.

Human excrement thrown by rival A Thai garment seller reported to police with a video clip that every morning a neighbour passed his house and threw human faeces at the windows or doors. Tawewat Somboonawin, 37, said he was a vendor at the main South Pattaya market, opposite Chaimongkol temple, and was astonished to confirm it was another clothes seller who was the party guilty of this very annoying and smelly habit. Police interviewed Somboon Nhongai who confessed that she had been having arguments for years with Tawewat and decided to take matters into her own hands by becoming a flying dung expert. She was fined 1,000 baht and told to clear up the disgusting mess outside her neighbour’s house. She also promised to keep the excrement to herself in future.

Sattahip hosts anti-drug day

As a contribution to the International Day against Drug Abuse and Illicit Trafficking, the Sattahip Council initiated an antidrugs campaign to illustrate the danger of illicit substances to youth.

Mayor outlines Pattaya’s future Mayor Itthiphol Kunplome set out a 36-month, 15 billion-baht development plan covering 13 strategic projects. They include a beach reclamation project, environmental improvements on Koh Larn, a ring-road, traffic tunnels under Sukhumvit Road, and massive water- and refuse-improvement plans. The plans will require government financial support. Itthiphol said that the spending was necessary to enable Pattaya to become the Riviera of Thailand and to prepare for the advent of the ASEAN Economic Community.

The 2013 Pan Asia Hash, organized with Thong Thai Travel, attracted 3,500 participants from several Asian and European countries as well as the United States. The starting point was the Royal Twins Hotel in Pattaya with a circular route extending to Sukhumvit and heading to Baan Sukhawadee. Proceeds went to the restoration and development fund of Pattaya public sector schools.

News Students urged to save electricity Egyptian crisis noted The military coup in Cairo has got bar flies around town talking about the lessons for Thailand. Whilst another coup here is unlikely for the seeable future, the Egyptian putsch shows that one can still take place, apparently successfully, in a deeply divided country. Also, Morsi had hand-picked the general in charge of the army before the president was quickly denuded of his political office. Sure, there are differences between the Egyptian and Thai situations. There are similarities too. The world’s a balloon Ripley’s World Pattaya is said to have invested 80 million baht to introduce a balloon ride, the Sky Rider, which features a large tethered helium balloon, 72m in diameter, which can carry up to 30 people and ascend 150m above the ground for about 15 minutes. The service offers passengers a 360-degree view of the city. It’s just one of the many attractions offered by the company, including Haunted Adventure and Scream Dark. Hope it’s not as frightening as they are! Airline Updates For those who want to know which is best, Emirates has been named the world’s best airline at Skytrax World Airline Awards 2013. The achievement, based on 18 million customer surveys, covers satisfaction on matters such as check-in procedures, seat comfort, cabin cleanliness, food, beverages and staff service. Qatar Airways, winner in 2011 and 2012, came in second, followed by Singapore Airlines. Incidentally, Air Asia was named the world’s best low-cost airline. There’s more at www.worldairlineawards.com Ambassadorial lobby missing No sign yet of the promised descent into Pattaya of the 18 or so top diplomats who converged on Phuket last month to give the provincial governor a ticking-off about all those nasty tourist scams operating on the island. Phuket residents say there’s still no sign of any improvement there, so Pattaya’s petty criminals can relax; their days of ripping people off are not yet over. Until the Thai authorities nationally and locally recognize that foreign tourists are an entity who must be respected and not treated as prey, we are unlikely to make a lot of progress. What travelers want The next time they are having a re-think about facilities at Suvarnabhumi airport, they might glance at a new international survey which actually lists the facilities most desired by passengers around the world in their dreams. In order of preference they are a cinema, sleeping pods, library, park, vanity area, children’s play area, pool, gymnasium, man-made beach and bikes. Mind you, it would be necessary to arrive really early for your flight to get the most out of some of them. Pattaya taxis At first there were just six yellow taxicabs allowed in the city as an experiment. There are now said to be over 100, some of which are parked regularly on Third Road and outside the Avenue Mall. In spite of initial fears, the sleek yellow limousines don’t seem to be much of a threat to the baht bus collective because their drivers spend huge amounts of time chatting with each other rather than looking for fares. Don’t expect the meter to be used. Bargain your way as best you can. And the best of luck! Thailand-Cambodian visa Many overseas Thai and Cambodian embassies are now offering a joint tourist visa which allows you to spend up to 60 days in each country. But it does not include the facility of double entries, so once you leave the country you can’t come back on this particular visa. Many people assumed, once you bought the visa, that entry would be free at airports and border posts. But a reader tells us he was charged US$20 on entry to Cambodia just as if he didn’t have a prior visa anyway. So what’s the point? Successful Brits Topical TV has just finished filming for the UK terrestrial Channel Five a three-hour documentary (three one-hour segments) on British expats in Bangkok and Pattaya who have been successful here and made a positive mark for themselves or for the community. The programme Brits in Bangkok will be aired in UK in September and October. Cynics say they never knew there were that many successful Brits in Thailand in the first place. It should be interesting to see who they are. Smoking skull We are continually being reminded of the cultural differences between Thais and farang. At a recent exhumation and mass cremation of more than 100 long-dead corpses in a local graveyard to make way for new arrivals and to allow their sprits to rest in peace, the skeletons were laid out in rows and the bones carefully cleaned with toothbrushes. One of the volunteers placed a lighted cigarette in the jaws of one long-dead man before he joined the funeral pyre. No law against smoking after death, eh?

River awareness highlighted The Banglamung district officer hosted a seminar on Preserving Nature and Improving Rivers for the benefit of 100 youths who had volunteered to plant Copperpod and Trumpet trees to improve the environment in the area of the river at Ban Phu Sa. The event, organized by the Department of Water Resources, was designed to illustrate to today’s youth that they could help in the battle to save the environment by using the precious commodity with care and by keeping rivers pure and healthy.

Prison receives musical gifts

Pop star Lek Carabao and 100 Immortal Bikers have donated several musical instruments to improve the social life at Nong Plalai Remand Prison near Pattaya. The instruments, worth 400,000 baht, were bought after concerts were held by the bikers to fundraise. Lek said that he had heard that many prisoners were proficient in music but lacked any instruments for practice and performances.

With highlights including the best 10 coffees from the United States, Royal Garden Plaza Pattaya hosted the third International Coffee and Bakery Exhibition. There was also a competition to see who could draw the best coffee in an imaginative setting and an interesting display of coffee seeds from around the world.

Dengue outbreak could pass 100,000 mark Thailand’s Health Ministry has initiated a major campaign nationally for a million volunteers to eradicate mosquitoes in residential areas, schools and temples whilst urging the general public to destroy breeding grounds in or near their homes, especially stagnant water in pots and bottles in their gardens. In the past week there have been more than 5,000 new infections

with six deaths as the disease spreads in northern Thailand. Dr. Opas Karnkavinpong, deputy director general of the disease control department, said July and August were peak months for dengue and attempts are being made to keep the number of infections below 100,000 cases. Patients with two days of flu-like symptoms, especially

if accompanied by high fever, should seek immediate medical treatment, Dr Opas said. Death is more likely to occur in the most vulnerable elements of the community, particularly among young children, the elderly and those with immunodeficiency disorders. In spite of many ongoing tests, there is still no reliable vaccine against dengue fever.

Hotel construction deemed unlawful The local community on Pattaya’s Soi 17 are up in arms about the construction of a Boutique Hotel which, it is alleged, is causing environmental problems with large air conditioners that leak, allowing muddy water to accumulate in the area. It has also been claimed that the building does not comply with the 1979 Construction Act since it has too many floors and is not far enough from the road. The local authority has ordered all construction to stop, otherwise City Hall reportedly has the right to demolish the building. A court had previously issued a constraining order whilst the legal technicalities were checked, but construction apparently continued.

Khiri Voyages to take first Thai tourists into space Space tourism is now a reality for Thai tourists. Bangkok-based Khiri Voyages has been appointed as exclusive Thailand agents for the Space Expedition Corporation (SXC), which held its Asia-wide media launch in Hong Kong on July 8. The first flights into space will be late this year or early 2014.

SXC says that space travel is no longer the exclusive domain of governments. It is now coming into reach for private individuals and organizations. SXC will facilitate space adventure travel for Thai nationals who book through Khiri Voyages, which has an introductory Thai language website up at www.spacevoyages.asia. A gastronomic wine dinner at Marriott Resort & Spa featured the culinary skills of their executive chef, Luis Zamora, and a selection of wines from the Santa Julia Winery. This prestigious and leading exporter of Argentina’s wines is sited at the foot of the Andes Mountains in the vast desert province of Mendoza. The Santa Julia branding is under the umbrella of their famous makers, Familia Zuccardi. The assembly of wines were chosen and provided by Ross Edward Marks, vice president of wines and spirits for Central Food Retail Co. Ltd. The evening commenced with a pouring of Santa Julia’s sparkling wine “Extra Brut” and continued with their celebrated “Fuzion” range featuring a Chenin blanc Chardonnay, Shiraz-Cabernet and culminating in the serving of Malbec, a medium-bodied wine with a hint of spices. Chef Luis’ culinary skills produced a quartet of vibrant salads including a super fresh rocket and Parmesan cheese, potato and salmon, four beans and a flavoursome Greek salad bursting with feta cheese and big squashy black olives. The BBQ area was ablaze with the sights and aromas of chorizo, beef rib eye, pork tenderloin, pork ribs, lamb chops, boneless lamb legs and turkey breast. The accompanying sauces were eclectic and creative. We particularly enjoyed the garlic aioli, chimichurri (a garlic and parsley sauce that always accompanies grilled steaks in Argentina) a remoulade plus the red wine and green pepper sauces. An Argentinean caramelized flan served with a vibrant raspberry coulis brought the evening to a sweet conclusion.

Khiri Voyages to take first Thai tourists into space >> from L1 The space flight itself takes off using a horizontal runway either in the Mojave Desert in California or from Curacao in the southern Caribbean Sea. The XCOR Lynx Mark I or Mark II space jet flies to 192,000 feet (58.5km above Earth). The engines are then switched off. The aircraft's momentum then propels it to 338,000 feet (103 km) above Earth where a state of weightlessness occurs. At the highest point passengers can float in the space craft and see the curvature of the Earth. The Lynx then returns to Earth with the space traveler experiencing 4G atmospheric re-entry forces along the way. The Lynx makes a horizontal landing. The entire trip takes approximately one hour. Only one passenger flies in the Lynx with the pilot. When ready, passengers can choose to take off and land either in the Mojave Desert near Los Angeles or at Curacao. If from Curacao, the space passenger will be able to see the curvature of the Earth all the way from Cuba to Brazil. "We already provide exclusive travel experiences such as Antarctica, deluxe safaris in Africa and trips to the Galapagos Islands for the Thai market," said Willem Niemeijer, CEO of the Khiri Travel Group which includes Khiri Voyages, a specialist travel company offering unique global (and extra-global) travel to

A tip of the chapeau to Lydia and Christophe There’s a lot to love about L’Arc, the bijou bistro owned since 2010 by Christophe and his partner, Lydia. These two French nationals, with a passion for their country’s cuisine, have successfully put this small French restaurant firmly on Jomtien’s gastronomic map. Tucked away in Jomtien Complex amidst the nightlife of this vibrant part of town it sits with natural French reserve confidently dressed in its new raspberry and black décor awaiting its diners. Chef Christophe (Chris) hails from Paris and Lydia from Lyon, together they make a formidable team that keeps these tables turning. Classic French food with a capital “F” is the passion here at L’Arc. Front of house Lydia meets and greets with such charm and hospitality it is hard to believe you haven’t been friends for years. Recently revamped it now reflects that inimitable French talent of elegant simplicity. Terrace dining is the popular option but for a more intimate experience the interior offers a cool, chic alternative. Mick and I chose to dine al fresco and whilst sipping on a glass of the house Chardonnay (B.130) browsed the pan-Gallic menu. It is so packed full of good things that you’re planning a return visit before you’ve even ordered! Terrine campagnarde maison, soupe Vichyssoise (hot or cold), frog legs in a garlic parsley butter sauce, roasted Camembert with honey, foie gras terrine, it all

screams Parisienne bistro fare before that ubiquitous word “fusion” was ever conceived. For starters, I chose “a special” for that evening, smoked duck sandwiched with Saint Marcellin cheese and encased in a springroll type pastry while Mick felt compelled to order the French quintessential hors d’oeuvre, snails in garlic butter and parsley. I loved my flaky pastry cigar tubes of deeply smoked duck offset by the ever-so slightly salty cheese beautifully presented on a mixed salad with the addition of walnuts and raisins. I leaned over and dunked my bread into Mick’s buttery garlic emulsion and cannily secured a slippery snail before they all disappeared. Exploding with French butter, garlic and parsley it never fails to produce the obligatory ‘mmmms’. Lydia then served us a

portion of their signature foie gras terrine du chef. The Rolls-Royce of all terrines it was decadently smooth and literally melted in the mouth bursting with rich flavours and that special sweetness from the addition of the prunes. We loved it. It was now time to turn our attention to the main courses but before that I should tell you about L’Arc’s 3-course degustation menu which is a daily changing event reflecting the changing seasons and caprices of the chef. On the night we dined it offered chicken liver mousse followed by rabbit chasseur with a tiramisu dessert to finish for B.460. For our main courses we chose sea bass fillet with tapenade (B.360) and a demi coquelet au vin (half chicken coq au vin). Amongst the other best sellers is the perennially popular rabbit simmered with mushrooms and wine (B.360), the 3-hour lamb shank, veal kidneys in mustard sauce and the premium Aubrac beef flank steak. Our dishes had now arrived and

with another glass of house Chardonnay and Shiraz/Cabernet for across the table. The sea bass was from France (naturellement) and had that unmistakable cold water zing while the tapenade sang with French olives, garlic and anchovy paste accompanied by spinach and garlic mashed potatoes--it was a delight. Half a chicken smothered in a rich, winey, garlicky sauce accompanied by dauphinoise potatoes–it all just cries out (in French) to be savoured and enjoyed. We were by now fully sated but just couldn’t toddle off into the

night without a taste of Lydia’s chocolate mousse (B.180). Filled with 65 percent cocoa and cream it was a richly decadent affair. Other desserts are the celebrated tarte Tatin, chocolate cake with crème Anglaise, lemon ice cream with vodka and of course one of the most famous deserts, crème brulee. Lydia and Christophe have revved up this charming neighbourhood bistro to a new level with careful sourcing, ungreedy pricing and an understanding of their customers. Come here to enjoy the ambiance and cuisine of a Parisienne bistro tucked away in the Jomtien Complex. Close your eyes, listen to the language of your fellow diners, savour the food and transport yourself to an arrondissement of Paris where the food is paramount and the ambiance creates a relaxed joie de vivre.

The Lebanese Palace Lebanese cuisine enjoys a worldwide reputation for its richness and variety and now it can be enjoyed at the new Lebanese Palace on Third Road, Pattaya. The Palace is owned by Nader and Anwar Alhadi, both professional chef/restaurateurs, so who better to bring their native gastronomy to Pattaya than these two Lebanese brothers. This is a unique restaurant offering authentic cuisine rooted in geography and history and not affiliated to any other restaurant in Pattaya. The night we visited the evening was a hot, humid 33 degrees so we elected to dine inside in the cool of the air-conditioned restaurant. On another evening though it would be a pleasure to sit out on the terrace to dine al fresco amidst the brightly coloured electric trees. This is an informal Lebanese restaurant, buzzy, busy and popular with politely efficient waiting staff, the male contingent sporting a rakish fez.

An extensive range of fruit mocktails, fresh juiced shakes and juices, coffees, teas and Singha beer are served but if you are partial to glass of wine you can gratifyingly bring your own bottle and no corkage will be charged. A fantastic array of dishes makes for exciting reading, we wanted almost everything but restrained ourselves. From various renditions of creamy houmous (chick pea/sesame seed/garlic paste) through shawarma (shredded lamb), tabbouleh (cracked wheat mixed salad) to chicken, fried kibbeh (minced meat combined with pine seeds and wheat) to a myriad of delicious grilled meats

all evoking the mysteries of Arabic cuisine with prices from only B.110. Incidentally, all prices are net and service is left to your discretion. A popular mode of eating in Lebanese restaurants is the “mezze” way (similar to Spanish tapas). There are literally dozens of dishes here, both hot and cold, that could make up a dinner mezze. What is ultimately chosen is of course to the whim of each individual. We elected to order the mixed selection of cold starters (B.300) with extra plates of vine leaves, lamb liver, falafel, an Arabic spicy salad and the restaurant’s signature bread. As our chosen dishes started to appear it became evident that there is a presentation wizard in this kitchen. Each dish was beautifully decorated with the bejeweled colours of fresh vegetables,

studded with olives, pine nuts and scented with heady olive oil and herbs. The mixed starter consisted of a creamy, garlicky houmous, a wonderful moutabal giddy with smoky mashed aubergine infused with tahini, lemon juice, garlic, parsley, pomegranate juice and olive oil. Fattoush is a traditional mixed salad, healthy and delicious mixed with crisply fried pieces of flat bread. The tabbouleh was super-green, zingingly light and herby exhilarated with piquant parsley, various herbs and cracked wheat. The bread is a must; these big, freshly baked pillowy puffs of flat bread are just perfect for tearing and dipping into the rich,

smooth pastes and a natural accompaniment to all the flavours. Dark, luminous green vine leaves stuffed with fragrant rice and herbs, spicy falafel (vegetarian patties of chickpeas and spices) and spiced lamb liver which prompted the only cavil of the evening as we thought it was a little overcooked for our taste. We should have specified how we wanted the liver grilled, so do inform the staff of your preferences for the amount of cooking. We nibbled on the complimentary fruit plate and lingered over an espresso cup of (delicious) Lebanese tea which brought to a close our Lebanese mezze dining experience.

Hardcore meat eaters do not fret. This menu abounds with platters of carnivorous cravings. The house mixed grill (B.375) offers juicy lamb chops, boneless lamb, shish tawook (charcoal grilled cubes of boneless chicken marinated in oil, garlic, vinegar and lemon), lamb kebabs and chicken wings accompanied by French fries. So many options here, beef shawarma (shredded beef with sesame seed sauce), whole grilled chicken, arayess (charcoal grilled minced meat, onions and tomatoes wrapped in Arabic bread) and served with French fries for only B.185. This menu really is all encompassing; it concludes with a selection of international and Thai

dishes plus the Lebanese pizza called a fatayer. Big rounds of Arabic pastry are smothered in meat, cheese, spinach, thyme and served bubbling from the oven with prices from B.125; these are popular items for late night nibbling (the restaurant is open until 5 a.m.). To conclude, Lebanon’s food is a balance between Mediterranean cuisine with the added delight of Middle Eastern spices plus it’s exceptionally healthy and delicious packed with grains, pulses, fruits, vegetables, yoghurt and lots of nutritional olive oil. What we love about this food is that everything bursts with freshness and it all feels so good for you in a harmonious sort of way. Which just leaves Mick and me to bid farewell to the Lebanese Palace and say “shukran jazeelan” for our gleeful evening of wining (BYO) and dining. We will be back! Manila Clams with Lemon Grass Broth and Passion fruit Passion fruit has got to be one of my favorite fruits. It's one of those food things that has a very distinct, unique flavor, making it very memorable. When I was a kid, we used to find them growing everywhere like weeds. It has beautiful vines that can be very unruly. I didn't realize back then the value it presents in this new market. It can get expensive but it adds a very unique flavor profile to a dish as it has in this clam dish. I hope you try it and find it as delish as I do. Enjoy!

2 tablespoons olive oil 4 medium shallots, chopped 2 cloves garlic, chopped 3 stalks lemongrass 1/2 teaspoon ginger, chopped 3 cups water 1/4 cup coarsely chopped fresh cilantro, divided 1/4 cup white wine 1 teaspoon salt 1/4 teaspoon ground black peppercorn 40 fresh Manila clams, cleaned 2 passion fruits 4 green onions, sliced diagonally Heat oil in 6-quart saucepot on medium heat. Add shallots and garlic; cook and stir until translucent. Add lemongrass and add ginger; cook for 1 minute. Add water; bring to a boil. Reduce heat to low; simmer for 3 minutes. Remove from heat. Add half of the cilantro; cover. Let broth steep for 5 minutes. Return broth to boil. Add wine, salt and pepper. Add clams; cover and simmer for 5 minutes or until clams start to open. Squeeze in juice of passion fruit (strain the seeds off ). Toss in green onions and remaining cilantro. Remove lemongrass stalks before serving. If you like, you can fold a little bit of heavy cream for a silky texture. Garnish with some fresh scallions and cilantro.

The Tourism Authority of Thailand (TAT) will target four key markets beginnings in 2014: health and wellness, golf, honeymoon and weddings, and ecotourism. A TAT study identified the potential and size of each of the four segments and established which products and services to develop in an effort to attract a growing number of visitors in each. The conclusions and recommendations will be used as background information for the TAT’s 2014 Marketing Action Plan and also help the planning and marketing efforts of other travelrelated public and private sector agencies and organisations. Based on 30,000 interviews and questionnaires, the study identified both the source countries/regions of these key niche markets as well as factors driving the decisionmaking process. It was estimated those who visited Thailand and were in those four niches totaled 7.98 million

What is a Foreign Exchange Transaction Certificate? Why is it necessary? Foreign Exchange Transaction Certificate, or thor thor sam, is a legal document issued by banks upon receipt of foreign currency into your bank account in Thailand. This must be requested from your bank when you are remitting funds to Thailand for the purpose of purchasing a condominium unit. In line with a foreigner’s acquisition of a property, it is Thailand government’s condition that the money used to pay for the purchase must originate from an offshore source in the form of foreign currency. This certificate shall be presented to the officer at the land office where ownership of the condominium unit will be registered. Failure to comply with this requirement will prevent the registration of the property under the purchaser’s name. Is it possible to transfer the money directly to the account of the developer or my lawyer? This shall be possible considering that your name must appear as being the sender and the money must have been transferred from your own bank account. It is important that your name shows at one end of the transaction. I am a foreign buyer with a Thai co-owner; do I still need to transfer the full amount in foreign currency? No, you only need to remit half of the purchase price of the condominium in foreign currency if you

Equity Release… Unlocking cash from existing offshore assets and raising the bar on equity release schemes So what do you do if you want to buy overseas property perhaps to live in, perhaps to retire to, or to generate rent from to supplement your other income? You don’t want to empty your bank accounts of your savings or sell your portfolio holdings, and vendor or developer finance is not an option. Well, before you abandon the idea completely, it is perhaps worth looking at your asset column for alternative ways of freeing up capital that you can put to work elsewhere.

Can foreign nationals own a condominium in Thailand? Non-Thai nationals are allowed to own a condominium under their names upon proving all the evidence presented is correct and provided that the ownership ratio held or to be held by the foreigner does not exceed the “foreigner quota”. The foreign purchaser must present evidence of bringing foreign currency into the Kingdom in the amount not less than the price of the condominium unit in the form of a Foreign Exchange Transaction Certificate. What does “foreigner quota” mean? Although foreigners are allowed to purchase condominium units in Thailand, there are still certain limitations. Only 49 percent of the total space of all units within a condominium building can be sold to foreigners and registered under their own names. This means that in any condominium project Thai nationals must own at least 51 percent of the units by area. That is why, prior to selecting a condominium, a foreign buyer must first check the current ratio of foreign ownership in a condominium with the juristic person.

Home equity loans Releasing equity (the difference between an outstanding mortgage, if any, and the current value) from your existing overseas property is a well-documented method of raising cash via a traditional re-mortgage facility. This is worth looking into if you have some equity as well as easy access to a friendly lender who is not allergic to expatriates! If, however, you do not own a property with equity, then there are other ways to access capital. Asset backed lending from offshore portfolio structures Many expatriates and /or retirees living overseas will already have an offshore investment structure or portfolio bond that has over the years, with ad hoc top ups and investment returns, risen to a valuation of US$1 million or more. In many cases, that can be used as security to provide access to a cash loan, secured by the portfolio itself. A lending ratio of 50 percent loanto-value would, in this example, release $500,000 cash lent to the investor on a rolling term basis. The underlying assets in the portfolio would have to be of a low-risk nature at outset to qualify, and then be conservatively managed going forward, but even so can still provide a return higher than the interest cost of the loan in the current environment . There are risks involved if the portfolio valuation were to fall below a certain limit which could in theory lead to a margin call from the lender, so a word of caution here is to avoid holding cross currency loans and risky stocks or funds inside the portfolio. That said, the days of lending against highly aggressive portfolios are largely in the past now as we enter a new world of cautious lending strategies being adopted by banks. Many will now only look to be lending against low- to moderate-risk assets such as blue chip stocks, investment grade bonds, government gilts, and professionally managed unit trusts. One of the main benefits of asset-backed lending of course is that the security that you put up for the loan remains invested even after the loan proceeds have been released to you – whether that be the portfolio or the first property. If your loan is costing 5 percent a year in interest, and your portfolio is conservatively managed yet still returns 8 percent pa, then this can be a very viable option. An experienced investment professional should be able to properly structure your portfolio, prior to submission of a loan application, to maximize the chances of success. With proper ongoing monitoring and a full understanding of the risks involved and how to mitigate them, this can be a very powerful tool for individuals seeking cash funding for new ventures or who would like to buy a property in Thailand with cash. Thailand Property Awards 2013 The Judging Has Begun! In 2006, Ensign Media held the very first Thailand Property Awards to recognize achievements in residential real estate. In order to avoid accusations of favoritism towards advertisers, the organizers use a panel of independent judges and the entire judging process is monitored by the auditing firm BDO Advisory Limited. You might ask yourself, just how

A confident and well-spoken Australian, Brendan has over 21 years of experience in the hospitality industry and has worked in Thailand for the past six, most recently as opening general manager of the Aloft Bangkok. Prior to this he was resident manager at Sofitel Bangkok Sukhumvit and general manager at Sofitel Riverside Chiang Mai. With its huge widescreen TVs, it can’t be bettered as a sports bar. North Pattaya as a district is rather different from Central and South which are the downtown areas of the city. Recognizing North Pattaya’s individuality, seven North Pattaya hotels in alliance have launched the destination campaign “North Pattaya – More Than You Think”. The aim amongst all the stakeholders is to build a reputation as a worldclass destination for corporate meetings, incentives, conventions and exhibitions (MICE). Amari Orchid is closely involved in the venture. Brendan comments, “We want to resonate with customers nationally and globally,

encouraging them to visit the neighborhood personally and professionally. We are hoping to garner support from TCEB (Thailand Convention and Exhibition Bureau) to generate more MICE and, with the help of TAT (Tourism Authority of Thailand) to increase substantially the number of weddings and celebratory events. For example there is currently a lot of interest in Indian weddings.” The proposition then is to present North Pattaya as more than a beach and more than a city. In fact, more than you think. A highend brochure and website are being developed to support the promotion and to create a clearlydefined brand and destination reputation. It should be added that the panoramic sea views from many of the seven hotels in the partnership are more panoramic and impressive than any to be found in the downtown areas. With overall responsibility for around 550 staff members, Brendan explains he’s not an autocrat. “That’s a management style well and truly belonging to the past. Many of the staff have been here for one or two decades, even more, and it’s important for me to learn from their

experience.” He adds that the key to successful management in the 21st century is to achieve that ideal state of affairs where the hotel runs as efficiently when you are on holiday as when you are on-site.” Brendan is going to Australia soon for a holiday-break so that’ll be his next test. Asked about the future of Pattaya as a whole, Brendan

believes that the best is yet to come. “With the backing of City Hall, the resort has made giant steps forward in diversifying its attractions. It’s no longer just a night-life city but a cosmopolitan centre which in many ways is the equal of Bangkok as regards facilities.” He adds that Amari Orchid reflects that trend with increasing numbers of business

and corporate clients on a year by year basis. There’s also the nationality dimension. “We still receive lots of European guests and the hotel has always been a popular destination for the Brits. However we are now seeing more Russians, particularly in the high season, and much more interest from Asian countries including China, South Korea and Japan.” There’s no doubt that under Brendan’s stewardship, Amari Orchid will be at the forefront of developments in Pattaya as a whole and North Pattaya in particular. There’s more than you think!

Three-year visa Q: I have heard that some Thai embassies and consulates abroad are now giving three-year visas with multiple entries. I would very much like to have one of those so how do I go about obtaining one? I asked the embassy in Kuala Lumpur but they said they had never heard of it. A: The Foreign Affairs Ministry announced some years ago that they would introduce a three-year visa, with multiple entries, specifically for businessmen coming and going regularly to and from Thailand. We never saw many of them, and to obtain one you needed the support of a major Thai employer or Board of Investment. It was never intended to apply to retirees, tourists, etc. Five-year visa Q: There was publicity recently about a new five-year visa. I think you needed to pay two million baht to get hold of it. Why was it so expensive when you can obtain a one-year visa for retirees so much more cheaply? A: You are referring to the government’s re-launching of the Elite Card which does cost two million baht as a one-off fee and an annual service charge of 20,000 baht. However, it’s not just a visa but offers a wider range of incentives and attractions, according to the website. Holders are subject to an annual police clearance check. The Elite Card has had a checkered history, so I suggest you read up on it first to see if it fits your visa requirements. 90-days query Q: I hold a one-year retirement visa which expires in October this year. I am due to report my 90 days (address confirmation) on August 4, but I am leaving the country to go to Siem Reap in Cambodia on August 5. Do I need to report my 90 days at Immigration or not?

For my next visit I’d like to see Pattaya turn back the clock 20 years. It was far more fun in 1993, I remember. These days there are foreigners wherever you go. I read recently that the new drag-show palace on Thepprasit Road even puts the double-pricing tariff on its advertising and promotions. Scandalous! (Clare Hathaway) They should ban these foreign police types in the black uniforms that you see all over town at night, especially on Walking Street. It’s said they are helping the community but I sense they are helping themselves. (Philip Jenkinson) A: No. but you can if you want. The regulation is that you can report your 90 days within a three-week window, i.e. two weeks before and one week after the scheduled date. So you are OK. Your next 90-day clock starts ticking on the day you return to Thailand whether by land, sea or air. One-day overstay Q: My visa runs out on July 30 but I go to the airport on July 31 for a flight on August 1. Do I need to pay overstay in these circumstances or should I get a seven days extension at the Immigration? A: There is a convention that if you check in at the airport (or border post) on the day following the expiry, there will be no overstay fee. However, the free one-day overstay does not apply if you have a longer overstay. As long as you check in on July 31 you will not pay. Check in on August 1 and you will pay for two days overstay, i.e. 1,000 baht. The key factor is the date when you check in and pass through Immigration, not the timing of your flight after midnight. Brits and 2016 Q: I keep hearing that the ASEAN Economic Community starts at the start of 2016 and that I will no longer need a visa to come to Thailand for a long-stay holiday. I am a British national, so can you confirm that is true? A: The AEC is a free-trade zone of 10 Asian nations. Of itself, the AEC will not make any difference to you as a British national. But there are growing signs that some AEC-member countries are introducing visas which allow the holder, of any nationality, to visit two or more member countries. For example, there is already a tourist 60-day visa which can be used for entry to both Thailand and Cambodia. Check with the Thai embassy or consulate in UK. Fake stamp? Q: I suspect that I may have a fake extension stamp in my passport after visiting a fly-by-night agent who no longer answers his phone and has moved from his office address which is now a closed unit. What shall I do? A: It’s best to get the matter checked now at Immigration. If the stamp is in fact a fake, your extension will not have been recorded on the Immigration Bureau’s computer system. Get this sorted now rather than risk a major problem at the airport when you try to leave.

Today's Editorial Democracy remains a dream According to United Nations research, there are 41 democracies in the world today. By the dawn of the 21st century, there were three times that many. In the past 12 years all sorts of dictators, strongmen and authoritarian regimes have returned and political freedom is currently in decline across the world. Military coups have overturned democratically elected governments in Asia and populist authoritarians are on the rise in Latin America. It’s likely to get worse. In Russia, for example, civil rights are clearly in decline as opponents of the regime are summarily dealt with by the police or the courts or both. The Arab Spring revolts have hardly resulted in the advance of democracy and, in Egypt, the military has more or less been threatening a coup which carries the fig-leaf of the preferred term “road map”. Various Wikileaks scandals have revealed what the state security services in the United States and other countries are up to when the spotlight is not turned on them. President Assad of Syria and Kim Jongun of North Korea both claim to be democrats as they embody the spirit of their people. Their opponents are invariably traitors, assholes and worse. The point is that virtually every national leader of the 21st century claims to be a democrat (with a small “d”) because they have learned to put less stress on torture, mass arrests, violent crackdowns and firing squads even though these may continue in a quieter way. Instead dictators employ more subtle methods of coercion. Enemies of the “people” may have their business closed down by tax inspectors and health inspectors. Wide-ranging laws are introduced and then selectively enforced against opponents. The media are manipulated or closed when they cease to oblige those in charge. Minor officials may be sacrificed in corruption scandals only to protect those higher up the line who are really in charge of mega-criminal activity. Sad to say, Thailand is not immune from some of these concerns. With numerous coups and 12 new constitutions, the country is not much nearer to becoming a democracy. It is true that reasonably fair elections are held, bribery notwithstanding, but there is more to a democracy than turning up at the ballot station every few years. The question to ask is when does a democracy become an elected dictatorship? The ancient Roman elite strove to buy off the mob with bread and circuses (free food and violent entertainment) and it’s said that Britain avoided revolution during the hardships that followed the First World War by encouraging the population to enjoy free entertainment on the radio as well as to buy really cheap chocolate and cinema seats. Have we really progressed? In Thailand we now have an array of populist policies designed to return the government to power next time. But some of those policies are indeed Amazing Thailand. Whilst most countries in the world are trying to avoid putting more cars on overcrowded roads, here in Thailand there are cash incentives to buy a new vehicle and join the polluting throng. Don’t worry about the environment, just spend. The government’s rice subsidy scheme, although now in crisis, is just another example of seeking the electoral support of important groups in society, this time the rice farmers and millers. Meanwhile the red-shirted people are allowed to intimidate the opposition with barely a squeak of complaint from the powers-that-be. Last month the plug was pulled in the middle of a TV show on Channel 5 while it was airing the story of a South Korean company with alleged little capital, massive debts and no water management experience- -but with alleged close connections to a fugitive former prime minister-- winning a huge flood control project. Whether strategies such as these actually work in the days of Facebook and Twitter is a moot point. Cracking down can even be counter-productive, as recent events in Brazil and Turkey appear to illustrate. What’s required now in Thailand is more emphasis on sound government and less reliance on policies which simply lust for the permanency of the current ruling elite. There’s nothing wrong in lobbying for support, but running the country has to mean more than a perpetual general election campaign lasting for four years. Paradoxically, failure to do that could rebound badly on the government the next time it goes to the polls.

Pattaya Sports Club answer an SOS by William Macey The phone call indicated that our help was desperately needed. Nongprue Municipality have many families in the area that have a disabled husband, wife or child and they do whatever they can to help with food, clothes or medical care. But occasionally they need help to supply something out of the ordinary. Phairot, 49 years old, had difficulty breathing and was in hospital on a ventilator. For the last four years he has been unable to eat, speak or move any part of his body. He relies on a machine to clear his lungs and help him breathe. Like all machines, the ventilator has a shelf life and his had passed that date. Phairot now has returned home and is being cared for by his wife Jumpe. She must be in attendance at all times and desperately needs help. Nigel and I saw the challenge first hand. Nothing gives Pattaya Sports Club more pleasure than to help those in need. Something had to be done. We immediately bought a replacement device, to the family’s relief. Nongprue had a word with the suppliers and, with a

small discount, we were also able to provide adult pampers. Mayor Mai Chaiyanit, always happy to show his gratitude, was on hand for the presentation, as were many staff from City Hall and local TV.

Safe Zapping Andy, I know that it’s unsafe to cook food using plastic bowls and dishes in a microwave oven, but is it okay to reheat leftovers in plastic dishes? How about warming meals in the plastic containers they come in from the store? Or placing plastic wrap over food so the sauces or liquids don’t splatter all over the inside of the microwave? Amy Depending on the type of plastic the container is made of, it may not be harmful, Amy. Nevertheless, it is safer to avoid using plastic utensils altogether in a microwave. DEHA [di- (2-ethylhexyl) adipate], sometimes found in cling wrap, and other chemicals commonly found in plastic can negatively influence hormonal activity. While studies are underway to better define the health risks associated with plastics, it is best to steer clear of using plastic and plastic wrap in the microwave, as the heat can drive plastic molecules into your food. Instead, use glass or ceramic containers and cover foods with waxed paper or a paper towel. In fact, you also should avoid pre-packaged foods

that come in cling wrap. If you purchase such products, transfer these items to a different storage container once you get home. Pattaya Today Gardening We’ve got a small garden out back, Andy, and seem to spend less time actually gardening and much too much time fighting weeds, which just come back in time no matter how careful we are—even if we pull them up by their roots. We’ve tried sprays with the same outcome. I heard that newspapers can somehow be used to prevent weeds. Is that true and how can we do it? Jed Yes, it’s true, Jed, and it’s basically a matter of adding several layers of newspaper to your mulch. Mulching your garden is a good idea in and of itself; it keeps the soil moist while regulating soil temperature. Using layers of newspaper under your mulch prevents the sun from reaching weeds, thus prohibiting their growth. Get enough newspapers (a dozen back issues of Pattaya Today?) to allow you to put down three to six layers throughout

your garden. Then find a good source for your mulch: grass clippings, dead leaves, wood chips, or commercial products available at a local nursery or home improvement store--whichever is the easiest or cheapest. If convenient, surround the area you will be mulching with stones or bricks to prevent the mulch from blowing away. Now lay down sheets of newspaper over the entire area--one layer at a time. Leave a 10cm square around the bases of your plants. Next, add a second layer, overlapping the first, then a third, etc. You should have enough dead leaves, grass, etc., for at least a 5cm layer of mulch (10 cm is even better). Spread it evenly over the top layer of newspapers. The mulch should last about three months and will decay naturally, requiring no cleanup. However, maintaining the mulch regularly is a good idea. Spicy Subject I’ve gotten into cooking since living in Pattaya, Andy, and have begun stocking up on spices and herbs. Now I could use some advice on the best way to keep them so they don’t go bad. What say you? Lester Spices and herbs store best and last much longer if they are kept whole, rather than crushed or ground. You can buy them in whole form and crush or grind each as needed using a mortar and pestle (the same items that Thais use to make som tum), or a coffee grinder. Frank, Forthright & Frigid Wife Hates Sex I married my wife four years ago but, from the beginning, I recognized something was very wrong. On the honeymoon she asked the hotel receptionist if there were any 24hour cinemas in town, which I thought was very odd. When we returned home she got a job working nights at a garage petrol station, which meant I was usually half-asleep when she got home smelling of fumes which are really off-putting. Recently things have got even worse as she has started wearing all her clothes in bed. When I challenge her she just says that we need the extra income from the garage and, as regards the complete clothes, she says she is just tired to get changed into something more comfortable. I find this odd as she even wears her shoes which could easily be kicked off. I have tried a marriage guidance counselor but he was pretty useless and simply asked which garage she worked at as he preferred

Virtually everyone has one type of mold or another somewhere in their home. Although not all types are toxic, it is a good idea to treat and remove all molds as if they're potentially harmful. Mold spores are very easily transported to different areas by

An allied difficulty is that, even when he is not speaking, he sticks out his false teeth with his tongue before retracting them quickly when I nudge him. This latter practice can be very awkward as he recently stuck out his false teeth, which in any case needed

Very toxic molds can develop from water seepage and, while black mold is less common than other mold species, it is not rare. Black mold often is found on water-soaked wood, ceiling tiles, wall paneling, cardboard and even cotton items. Moisture is essential to the growth of black mold, and when it is wet it is shiny in appearance. It feels slimy when you touch it and smears on the area. Many infested areas will be relatively small and be a result of small leaks or plumbing problems—like in your bathroom. After you determine the root of the problem (such as a leak) and rectify it, disinfect the area with bleach. A mixture of one cup bleach to 4 liters of water is sufficient. Adding a few squirts of liquid dish soap to the mixture will also aid in dissolving accumulated grease and dirt in the area. Apply the bleach mixture to mold and allow it to saturate the area for about 15 to 20 minutes. After this, rinse thoroughly and dry the entire surface carefully. Spores from dried mold can be quite harmful and should be cleaned with caution. Never scrape or scratch at dried mold as the spores would then be released into the air and pose an inhalation risk. While working, wear a respiratory mask and eye protection. It’s also a good idea to wear protective clothing to prevent skin contact. Summer Learning The summer holidays are with us and for some in our international school community this means long journeys to visit family and friends in other countries. Of those who are not travelling so far afield, some will attend summer school. This can be a great opportunity for children to get out of the house, see their friends and keep their minds in ‘learning mode’ for part of the long summer holiday. For those who are starting school in August it can be an opportunity to make new friends, or to familiarise themselves with a new school setting.

It is important for children to spend some time away from school to enjoy free time with family or friends or to travel and broaden their knowledge of the wider world. With this in mind, the summer holiday at Mooltripakdee International School lasts six weeks, so children who choose to attend summer school get a week’s break at both ends of the fourweek summer programme. For the youngest members of the school community in preschool A, summer school provides a taste of school life before the new term begins, and they can begin to form relationships with their

teachers and future classmates. Khao Kheow (Stableford) Another quiet day for numbers on the golf course brought about one of the easiest days for the organiser. While it is good in the high season to have our returning

friends from around the world, it is really good during the low season to have just a few groups who play with us week in and week out. It is also easier to run with a dozen than with 50. Oh, happy days. On this day with only four groups, we were off to Khao Kheow, normal trip down Route 7, and on arrival noticed how quiet it was. Soon onto A1, we took the starter’s

word that it had not rained for a few days and the course had dried out. Well, not quite right, as the mud often gathered on the ball. Still it was a good walk around for those of us in carts. Those not in carts struggled as the heat rose and the wind dropped. The wind was up for the A Nine but dropped for the C Nine. We battled on and finally got around. Then it was into the shower, and then up to the restaurant. I say ‘up’ as when you have been around the course, the steps can be difficult to climb for the golden oldies. Back at Bert’s with a smaller group, it was soon time for the results. The winner with 35 points was Barry Elphick, ahead of Mark West in second with 34 points. In third was Henry O’Brien with 32 points, with Max Bracegirdle in fourth with 31 points. We then went into fifth and Mashi won count-back from John Hackett on 29 points. This all tells you what a tough day it was and how bad the rest played. T.T.F.N. The Emerald (Stableford) We seem to be getting a better quality

of golfer lately. I said ‘seem to’ as we can now book the Emerald and usually get most of the players going straight back to Bert’s. Probably we are all getting too old and await the high season players with different thoughts. The Emerald was pretty good; the greens were a bit slow and for some reason nearly all the fairways had a patch down the middle. Bit weird, but all in all not too bad. Mind, on the second par 4, Watson did away with all the fairway bit as he drove to a foot and sank the putt for an Eagle. Smart a—. So to the results, welcome to the Bob Watson Show. Bob Watson won shooting a gross 70 and 40 points. Nothing much to say. In second and much more reasonable was Daryl Evans with 39 points. For third we had a count-back on 36 points that saw Max Bracegirdle in third and Henry O’Brien in fourth. Eat your heart out, just think how good we all are, in our minds, mind I am thinking of running two flights, Watson and the rest! T.T.F.N. Near Pin: Bob Watson (2)

PSC golf from The Growling Swan – 2013 by Peter Blackburn Bangpra – Stableford After a last minute cancellation due to sickness, there were 18 of us at The Growling Swan on a wet Pattaya morning ready to take the journey to the popular Bangpra Golf Course. We welcomed Alex Field from Sydney and Alan “Colonel” Sanders from Queensland, and headed off five minutes ahead of schedule. The rain continued and in fact increased throughout the journey to the course; by the time we arrived it was apparent that our day’s golf was in doubt. Seeing the No Rain Check sign on the counter at reception prompted us to hang around for a while, along with several other groups that were scheduled to tee off ahead of us. Lo and behold, our patience was rewarded. It was still raining lightly after we had waited for around 90 minutes but the skies appeared to be clearing so we decided to play. Unfortunately five of our group were not too keen and decided to return to Pattaya rather than get a little damp; that was not a good call as the day turned out fine. We finally got our first group away at 10:45 a.m. and thankfully, although it was still drizzling rain the skies were starting to clear and after three holes the rain had just about ceased. Naturally the golf course was wet but we had the appropriate rules in place so we continued our round. After four hours and 20 minutes we finished in sunshine. Bad luck to the five “deserters” who missed a very good day on one of Pattaya’s oldest and finest layouts.

With the reduced field we had just the one grade with five places on the podium and there were also rewards for nearest-the-pins, all the par-threes and longest-first putts on the 9th and 18th greens. Martin “Toddy” Todd continued his good form and won with a very good 38 points and another form golfer, Max “Corsets” Bracegirdle, finished second on 35 points. In third place came Peter Bye with 30 points; Alan “Colonel” Sanders was fourth on 29 points. There were three golfers on 28 points vying for fifth spot and the count-back saw Frank “Woody” Donnelly (14 point back nine) edge out Takeshi Hakozaki (13 point back nine) and Ebrahim (9 point back nine). Results for Bangpra: 1st –Martin Todd (10) – 38 points 2nd – Max Bracegirdle (23) – 35 points 3rd – Peter Bye (14) - 30 points 4th – Alan Sanders (17) - 29 points 5th – Frank Donnelly (20) - 28 points NTP’s 2nd – Takeshi Hakozaki 8th – Ebrahim 12th - Kevin Waycott 17th – No-one good enough LFP’s 9th – Frank Donnelly 18th – Alex Field

The Growling Swan NAGA Award (for the worst score on the day and discreetly not made public) went to Rob Cross. He of course accepted the award in fine spirit and wore the cap for a short while back at the bar. Toddy was kind enough to parade Deefa the Dog and collected many donations for the needy in Pattaya from our generous Growling Swan golfers. Back at the bar, a small, quality group of us had a load of fun and once again thanked the rain gods for looking after us. Growling Swan Golf, home of friendly golf in Pattaya, welcomes golfers of any persuasion–low and high handicappers alike, female golfers and beginners. You & Your Pets Dangerous food for dogs by Thonglor Pet Hospital Avocado Avocados contain a substance called persin. It’s harmless for humans who aren’t allergic, but large amounts might be toxic to dogs. Persin is in the leaves, seed, and bark, as well as in the fruit. Alcohol Alcohol has the same effect on a dog’s liver and brain that it has on humans, but it takes far less to do its damage. Just a little can cause vomiting, diarrhea, central nervous system depression, problems with coordination, difficulty breathing, coma, even death. And the smaller the dog, the greater the effect. Onions and garlic Onions and garlic in all forms can destroy a dog’s red blood cells, leading to anemia. An occasional small dose is probably OK, but just eating a large quantity once or eating smaller amounts regularly can cause poisoning. Symptoms of anemia include weakness, vomiting, little interest in food, dullness, and breathlessness. Coffee, tea, and other caffeine Caffeine in large enough quantities can be fatal for a dog. And, there is no antidote. Symptoms of caffeine poisoning include restlessness, rapid breathing, heart palpitations, muscle tremors, fits, and bleeding. Caffeine can be found in cocoa, chocolate, colas, and stimulant drinks such as Red Bull. It’s also in some cold medicines and pain killers. Grapes and raisins Grapes and raisins can cause kidney failure in dogs. And just a small amount can make a dog ill. Repeated vomiting is an early sign. Within a day, the dog will become lethargic and depressed. Milk and other dairy products Milk and milk-based products can cause diarrhea and other digestive upset as well as set up food allergies (which often manifest as itchiness). Macadamia nuts As few as six raw or roasted macadamia nuts can make a dog ill. Symptoms of poisoning include muscle tremors, weakness or paralysis of the hindquarters, vomiting, elevated body temperature, and rapid heart rate. Eating chocolate with the nuts will make symptoms worse, possibly leading to death. Candy and gum Sweetened with xylitol, which can cause an increase in the insulin circulating through your dog’s body. That can cause your dog’s blood sugar to drop and can also cause liver failure. Initial symptoms include vomiting, lethargy, and loss of coordination. Eventually, the dog may have seizures. Liver failure can occur within just a few days.

Chocolate The toxic agent in chocolate is theobromine. It’s in all kinds of chocolate, even white chocolate. The most dangerous kinds are dark chocolate, chocolate mulch, and unsweetened baking chocolate. Eating chocolate, even just licking the icing bowl, can cause a dog to vomit, have diarrhea, and be excessively thirsty. It can also cause abnormal heart rhythm, tremors, seizures, and death. Fat trimmings and bones Fat trimmed from meat, both cooked and uncooked, can cause pancreatitis in dogs. Bones can also splinter and cause an obstruction or lacerations of your dog’s digestive system. Persimmons, peaches, and plums The problem with these fruits is the seeds or pits. The seeds from persimmons can cause inflammation of the small intestine in dogs. They can also cause intestinal obstruction. Obstruction is also a possibility if a dog eats the pit from a peach or plum. Peach and plum pits contain cyanide, which is poisonous to both humans and dogs. Raw eggs There are two problems with giving your dog raw eggs. The first is the possibility of food poisoning from bacteria like Salmonella or E. coli. The second is that an enzyme in raw eggs interferes with the absorption of a particular B vitamin. This can cause skin problems as well as problems with your dog’s coat if raw eggs are fed over a long period of time. Salt Eating too much salt can cause excessive thirst and urination and lead to sodium ion poisoning. Symptoms of too much salt include vomiting, diarrhea, depression, tremors, elevated body temperature, and seizures. It may even cause death. Sugary foods and drinks Sugar can lead to obesity, dental problems, and possibly the onset of diabetes. Yeast dough The dough can stretch the dog’s abdomen and cause severe pain. In addition, when the yeast ferments the dough to make it rise, it produces alcohol that can lead to alcohol poisoning. Your medicine Reaction to a drug commonly prescribed for humans is the most common cause of poisoning in dogs. Never give your dog any overthe-counter medicine unless told to do so by your vet. Ingredients such as acetaminophen or ibuprofen are common in pain relievers and cold medicine. And, they can be deadly for your dog. Tobacco Tobacco contains nicotine, which affects the digestive and nervous systems and can result in rapid heartbeat, collapse, coma, and death.

This great little chap is living at our local animal hospital. Sadly he tested positive for Felv. He was found with an injury to his back, now almost healed. He will need to be kept indoors by a new owner so that he cannot transmit to other cats. All he needs is lots of love and cuddles.

Mamma

Mamma came to us at the beginning of this year. All her five kittens have now been adopted and, now neutered, she’s now waiting for that special someone with a comfortable couch for her to snooze away the afternoons.

Rinky and Dinky

These two lovely sisters were abandoned along with their mother and brother. These two little beauties are still with us waiting for new permanent abode.

Bilbo

This little fellow was rescued after his mother was poisoned. He was just a few days old, his eyes still closed, but he pulled through. He’s now about 4 weeks old and will soon be big enough to go to his new home. Reserve him now!

When it's time for litter box duty, you can simplify the process by eliminating the old search-and-scoop with the scooper. Gently tip the box up about 30 to 40 degrees so all loose sand can drift to the low side, revealing the clumps from liquids and allowing the solids to "float" to the top. Just scoop them out as you slowly lower the box to level again. To be thorough, tip the box from the opposite direction and repeat the process.
