Here we are closing out our fourth quarter of 2020—and it’s been a year we are all happy to see end. I first want to recognize and thank the Penfield community for responding to the COVID-19 pandemic with responsibility, flexibility, and compassion for one another. We saw the best of people in an extremely trying time when families were trying to stay safe, home school their students, and work remotely. We also have many neighbors who work in health care on the front line, and we especially thank them for their commitment. We saw neighbors watching out for neighbors and generous support for charitable organizations like the Penfield Ecumenical Food Shelf that has seen a significant increase of Penfield families in need as they faced unemployment. I also want to thank our amazing employees who work hard in their respective professions to serve Penfield residents each and every day. When we had to work remotely for several weeks they never missed a beat and continued to serve residents each day by phone and with whatever technology worked best. The business of the town continued, meetings went remote, and our team also helped the Penfield School District go virtual to conduct its business. I say thank you to team Penfield for your energy, attention to detail, and ongoing commitment to customer service. As I write this in November we continue to deal with the pandemic and increasing infection rates as we head into a holiday season that will be less than traditional. Vaccines are in the news and all are hopeful for their approval, distribution, and success. The 2021 Town Budget was adopted at the October 21 legislative meeting. This budget, including special districts, totals $20,632,799, a decrease of $38,593 from last year. The Town Operating Budget without special districts is $17,768,407. The Town share of the tax levy increased $20,377, and is below the tax cap by $475,000. With this budget no services will be cut and the town tax rate remains at $2.78 per $1,000 of assessed property value, the same rate as 2020. The 2021 budget presented several challenges as we worked through the effects of the pandemic and the financial impacts it presented in 2020 that will continue well into 2021. With the loss in revenue from sales tax, recreation programs, and county projects, the town board wanted to make sure we were not overburdening residents who were also impacted by COVID-19; therefore, the 2021 budget has no tax increase. The efforts of our staff and board to tighten the belt on spending continue our long history of very sound spending, even in difficult times. Shadow Pines continues to see more activity, especially with families seeking outdoor activities during the pandemic. Hiking the trails through 200+ acres of meadows, trees (while physically distanced and masked!) has been a popular outlet for many residents. The Town Board accepted the Conceptual Master Plan for the Shadow Pines property at its August 19 meeting and several different groups have been interested in discussing plans for disc golf, pickle ball and bike trails. I am sure there will be much continued discussion over the winter months. If there is good snowfall and COVID-19 is not putting a damper on activities, we hope to work again with the school district to groom cross-country trails for school and town use. As a reminder, Shadow Pines is available for passive recreation uses only, all dogs must be on leashes, and no motorized vehicles are permitted. Work continues on the 2020 Comprehensive Plan Update. I anticipate the plan will be submitted to the town board in the first quarter of 2021, at which time the board will look to schedule a public hearing for all residents to comment prior to adoption. This is a wonderful time in Penfield with all of our farm markets bursting at the seams with the recent harvest. Please take time to visit and support them, as many stay open straight through Christmas week. Fruits, vegetables, specialty products, Christmas trees, and much more are right here in Penfield and ready for your holiday tables and gifts for family and friends. Please remember to shop locally this holiday season; many local small businesses are here to serve you with products, gift cards, and services. Support of our businesses comes back to us all as business owners and operators also support school sports, musical events, and other programs; service organizations like Kiwanis and Rotary; and scouting organizations. Organizations like the Shepherd Home and the Penfield Ecumenical Food Shelf are able to do the great work they do serving our residents because of support they receive from local businesses. Although I hate to mention it—and because we are still enjoying a mild fall—it is that time of year when I remind everyone that winter parking rules are in effect from November 15 through April 1. This means NO PARKING is allowed on any roadway in Penfield from 2:00 to 7:00 AM to allow our DPW crews to safely and effectively plow and salt roadways. Thank you in advance for observing these rules, your cooperation gives us the opportunity to get through town routes more quickly and you avoid the potential for receiving a ticket from the Sheriff’s Office. I close with a special thank you and best wishes for a holiday season that will require us all to put health and safety first. We are all challenged to be flexible and creative as we make our plans. I am blessed to serve this community as your supervisor and to work with a fantastic staff. On behalf of our all town employees, the town board, and our families—I want to wish you a very happy holiday season that includes the gifts of peace, happiness, and health. Let us especially remember those who cannot be with their families and friends this year as they are serving and protecting this great country. I look forward to serving you in 2021. As our nation faces an increase in the number of COVID-19 cases please do your part: wear a mask, practice physical distancing, help stop the spread to save lives. Be safe and be well!

Little Bolts & Academy Soccer

Designed for our youngest soccer players, our Little Bolts program is for boys and girls ranging in age from 4 to 6 years old. Our Academy program is for boys and girls age 7 & 8.

Cast members will also make new friends and learn the value of teamwork. Tuition covers costume rental, show shirt, and cast party. School is out, fun is in! Send your kids to a theater workshop that includes instruction in acting, singing, dance, performance, and more. Young actors will spend the week working on and recording their musical in front of a green screen wearing full costumes, using props, set pieces, and make up! Every child will shine when we release the online presentation the following Friday in a watch party! It’s a great show for friends and family to celebrate what the students have learned throughout the week. Students will need a packed lunch, filled water bottle, and 2 snacks each day. Preschool Adventures is a unique class that is designed as a stressfree way for children to be introduced to the preschool experience. Children and their guardians will rotate through 4-5 tables that will each have age appropriate crafts and activities. The class will also be a great time for children to practice the skills of following directions, active listening, taking turns/sharing, and proper use of classroom materials as well as identifying colors, numbers, and shapes. Every class will have a theme with open-ended and creative activities. We will close with a large motor activity and goodbye song. This course is designed to provide youth (ages 11-15) who are planning to babysit, with the knowledge and skills necessary to safely and responsibly care for children and infants. Through hands-on practice, the successful candidate will receive certification as an American Red Cross babysitter (certificate will be emailed). Brown bag lunches are encouraged. We miss you and look forward to getting us all back to our normal routine at the community center. At the time of printing we are only offering morning presentations at 10:30 AM. We are offering a grab-and-go lunch for $4 lunch on Tuesdays and Thursdays starting at 11:45 AM. This will be a curbside pick-up lunch for anyone not attending the morning presentation.

AARP Tax Aide Income Tax Preparation- FREE The AARP Foundation Tax Aide Program will be offering free Income Tax Return preparation on Wednesdays only at Penfield Community Center, 1985 Baird Rd, by appointment only beginning on February 3, 2021. The AARP Tax Aide program focus is to provide free income tax preparation services for low to moderate income (<$60k) households with an emphasis towards seniors 60 and older. Our volunteer time and resources are limited and our aim is to help as many of those in true need as possible. Those with higher incomes or complex returns should seek the services of a professional tax preparer. We cannot prepare returns that have schedule C, E, or F, which include inventory or depreciation. Nor can we prepare returns involving certain K-1s, deductible business expenses, rental income, or tax credits. Please understand we are not equipped to handle the more complicated Schedule C or D. It is IMPORTANT that you bring last year’s tax return and all current year supporting documentation with you to your appointment, even if the return was previously prepared through the Tax Aide Program.

Eldersource Eldersource Care Management Services, a collaborative of LIFESPAN and Catholic Family Center, features one telephone number entry into age-related services and professional social workers who guide older adults and care-givers through the complex long-term care system. For immediate information call 325-2800. A case worker will be at the community center the last Tuesday of the month. The Recreation office will be taking half-hour appointments from 11:30 AM–1:30PM. Call 3408655 option 0 TO RESERVE A TIME. Please note: Drop-in appointments will not be available until further notice.

PLEASE NOTE THAT PROGRAMS CAN BE CANCELLED FOR UNFORSEEN CIRCUMSTANCES. We do our best to notify DEAR participants in a timely manner. Our primary form of communication is an e-mail. If you do not have e-mail please notify the recreation office prior to the program starting so we know to alert you by phone if there are any changes in the class.

Items that you must always bring to your tax appointment: 1. Photo ID for you and your spouse, if married filing jointly. 2. Social Security cards for yourself, your spouse and any claimed dependents. 3. Blank check or bank routing and account number if you want to direct deposit any refund. 4. Proof of health care coverage. If on Medicare, your Social Security statement will normally provide this. Below is a list of tax form mailing deadlines. Keep in mind that it may take several days before you receive them. Use this as a guideline as to when to book your appointment. Tax form mailing deadlines: • W-2, 1099INT, 1099DIV, 1099R—February 1. • 1099B and Consolidated brokerage statements—February 15. Some companies may be given an extension to March 15. • K-1 can be as late as April. To make an appointment please contact the Recreation Dept. on or after January 11 at 340-8655 x0. Scenic Treks The Penfield Trails Committee invites Penfield and area residents to participate in a series of guided hikes. All events are held rain or shine. For more information and to pre-register, call Penfield Recreation at 340-8655 option 0. *Monthly hikes and trail map information are on the Recreation website - www.penfieldrec.org - click on Programs + Activities then Guided Hikes. All groups must pre-register. Ages: Adults & children 8 years & up (Children under 16 should

be accompanied by an adult.)

Ellison Park Saturday, January 9 - 10:00AM-12:00PM

Dust off your cross-country skis or snowshoes and join us for an exhilarating trip through this very scenic park. If there isn’t any snow, a hike will take place. We will follow predominately flat portions of Ellison Park on the north side of Blossom Road. Meet at north side parking lot off of Blossom Road. Please bring your cross-country ski equipment or snowshoes. Look for the hike signs!

Full Moon Hike Friday, February 26 - 6:30-7:30PM

Come join us for this full moon hike as part of the Recreation Department’s Winter Snow Night Out. Listen for Screech Owls as we hike through the Harris Whalen Park trails. Bring your snowshoes if you have them, and headlamps or flashlights. Meet at the upper pavilion parking lot at Harris Whalen Park. Look for the hike signs!

Shadow Pines Property Saturday, March 13 - 10:00AM-12:00PM

Channing H. Philbrick Park Trail: Off Rt. 441 in park along Irondequoit Creek. Trail begins at the kiosk. Parking available. Ellison Park South Entrance Trails:

Western edge of town along Irondequoit Creek on south side of Blossom Rd., east of Spruce Shelter. Parking available.

Harris Whalen Park Trail: Access from park across from Wegmans entrance on Rt. 441. Trail head and parking near water tower at top of hill.

Honey Creek Trail: West end of Motts Ln. off Five Mile Line Rd., opposite GrandeVie Senior Living Community.

Irondequoit Creek Panorama Plaza Trail: Behind Tops Market at Panorama Plaza. Look for trailhead kiosk/picnic area at Panorama Valley Park. Irondequoit Creek Waterway: Launch boat at LaSalle’s Landing Park off Empire Blvd. or at Ellison Park.

Irondequoit Creek Wetlands East Trail: Trail begins at the east end of Old Browncroft Blvd.

parking lot behind the Penfield Fire Station on Five Mile Line Rd. Cross the street to visit Schaufelberger Park, the former site of a service station and auto dealer.

Sherwood Fields Park Trail: 2514 Penfield Road, next to East

Penfield Fire Hall. Parking lot entrance is off fire hall driveway. Trail begins at parking lot.

Thousand Acre Swamp: Jackson Rd. between Atlantic Ave. and Plank Rd. Entrance is next to Penfield Ambulance.

Tot Trail: Veterans’ Memorial Park behind the Penfield Town Hall. The trail is located west of the tennis courts near the Dolomite Lodge.

Town Parks

All Town of Penfield Parks are accessible and open from 6:00 AM to 10:00PM.

Permits and Reservations

All persons/groups wishing to reserve use of park shelters and/ or ball fields must obtain a permit. All park permits are processed through the Penfield Recreation Department. You must be 21 years or older, and come to the recreation office in person to sign a permit and pay related fees, or go online at www.penfieldrec.org. Drinking of alcohol is only allowed per Town Code 211-10 F2: “no person shall bring into or drink any alcoholic liquors or beverages, including beer, in any park, except in bleacher areas, at picnic tables, in pavilions, in shelters, or other such areas designated by the authorized Town official; nor shall any person drink any alcoholic beverages, including beer, in any parking areas, roadways, or any rights-of-way within any park.” No amplified music allowed. Enclosed Lodges - $50 cancellation fee (30 day notice required on enclosed lodge cancellations. No refund issued with less than 30 day notice.) Open Shelters - $10 cancellation fee (14 day notice required on open shelter cancellations. No refund issued with less than 14 day notice.) Park Security Our Town facilities are monitored daily by security officers. If you have a park problem, they may be reached at 340-8618 or 329-0131. For emergencies, please call 911. The park ordinance is strictly enforced with appearance tickets. Please Note: Vandalism in any park is expensive and senseless. Help us keep the Town of Penfield parks beautiful. Also remember not to park in handicap zones, emergency or fire lanes, as tickets are issued regularly.

ROTHFUSS PARK 1648 Five Mile Line Rd. 70-acre multiuse park built on former farmland with 4 full-sized rectangular athletic fields, paved and stone walking paths with QR F.I.T. Trail, playground, picnic pavilions, seasonal public restrooms and JACK’s Place. SCHAUFELBERGER PARK This decorative park sits in the heart of Penfield’s Historic Four Corners.

SHADOW PINES PROPERTY The Shadow Pines property

is open for public access, activities such as walking/ hiking/snowshoeing and cross country skiing are allowed. No restrooms.

SHERWOOD FIELDS PARK 2514 Penfield Rd. (located east of fire hall) 82-acre passive park, primary walking trails through field areas, work on secondary trails through wetland and wooded wildlife habitat areas ongoing. No restrooms.

Refunds: Refunds are available as noted below, unless otherwise stated in the program description. All refund requests must be submitted to the Penfield Recreation Office. 1. If a class is cancelled, total amount will be refunded. 2. You may withdraw up to one week prior to the start of a class; a refund will be granted less $10.00 processing fee per person/per course. (NOTE: certain courses may also be non-refundable or involve a portion of non-refundable monies.) As a courtesy, please notify the Recreation Department if you are dropping out of a class so that we may activate from a waiting list. Thank you! 3. Within one week of the program start date, or after a program has begun, only medical refunds will be granted. A doctor’s written statement must accompany your request. The refund amount is subject to a $10.00 processing fee and will be pro-rated based upon the date of your notification to the Recreation Office, not the date of your injury/illness. 4. If refund is more than 180 days from initial registration date and it was paid by credit card, refund will be issued by check only. 5. *NEW* In some instances, a household credit will be issued in lieu of a check refund or credit card refund. Household credits must be used within the calendar year. For household credit and refund process contact Recreation Department. 6. Absolutely no refunds after a program has ended. Transfers: You may transfer up to one week prior to the start of class. No transfers once a class has begun.
