MARCH 2015

TRUNKLINE President’s message: Saundra Waecker Hello ORWF, For those of you who saw the speech by Israel’s Prime Minister Benjamin Netanyahu to both houses of Congress, and were inspired to stand with Israel, then the ORWF March 11th meeting is meant for you. To me it was wonderful to see an actual world leader stand up for his Country. Well Bibi has done his job, now it is time for us to do ours. We need to stand with Israel, and with this in mind we have invited our guest speaker Barry Nussbaum, founder of the Israel Group and a member of AIPAC to be our Keynote speaker for our Wednesday March 11th luncheon meeting. The next few months we have such an amazing line up of speakers. Please see their BIO’s on page 3 of the newsletter. Thank you for being a member of ORWF. It was a choice to volunteer and join your fellow Republican women, and men. Together we are the mighty ORWF, and with your help we will fight, just like Super Man; for Truth, Justice, and the American Way. ORWF March Luncheon meeting

ORWF Scholarships for High School Seniors,

MARCH 2015

We have a 2015 Winner!!!

Pam Chambers 760-722-0648

Charlotte Mousel Scholarship Charlotte Mousel,a dearly loved and respected Past President of CFRW Southern Division as well as a State and National President, Charlotte exemplifies the dedication and commitment of Federated Women. Southern Division's prestigious scholarship is named in honor of Mrs. Mousel. The scholarship is awarded to assist graduating seniors who demonstrate ability to think constructively on matters affecting our government. The Charlotte Mousel Scholarship is given every year by Southern Division to a young man or woman who exemplifies qualities of Citizenship and Scholarship. The Charlotte Mousel Scholarship is specific to Southern Division, this yearly scholarship recognizes High School students through an essay contest. Charlotte Mousel believed strongly in our constitution and so this scholarship always uses the Constitution and its uniqueness as the subject matter. After reading and evaluating the entries submitted for the Southern Division Charlotte Mousel Scholarship, the County Presidents unanimously agree on the winners. just two winners among the seven applicants ORWF selects one winner from our Oceanside residents and ORWF awards that young man or woman $500.00, our winner is then sent on to compete at the County level in San Diego and the winner from San Diego moves onto our Southern Division competition, collecting scholarship money from each of these organizations, if they win.

Joan Parro Scholarship The Joan Parro Scholarship is in it’s second year and it is given in the name of ORWF’s most beloved President emeritus Joan Parro. Joan is past president of Oceanside Republican Women Federated and is her most valued mentor. Joan was a teacher for many years and it is her love of education for all children that makes this award so important to ORWF. The Joan Parro Scholarship is given at the same time as the Charlotte Mousel and it uses the same Constitution essay and evaluations to determine the winner The winner is awarded $250.00 by ORWF.

MARCH 2015

Public Comment Basics—by Mary Baker, SDCFRW Chair, Local Ac?vism-‐ February 2015 Contact: marybaker86@gmail.com – Website: www.ci?zenninja.org

There are numerous ways ci0zens can par0cipate in government. One of our basic civil rights is to stand before a city council, school board, or county board of supervisors mee0ng and deliver a public comment. Speaking to our elected officials in a public forum is the most effec0ve way to voice our agreement or disagreement with an issue. Some0mes, not knowing the procedure of how to deliver a public comment can hold us back from civic engagement. Follow these basic steps to boost your confidence. Arrive to the mee0ng early with a prepared statement that does not take more than 3 minutes to read. 1. Locate the speaker slip which is generally placed next to the printed agenda at the entrance to the mee0ng room. 2. Fill out the form. There will be a place on the form to indicate that you wish to deliver either an agenda or a non-‐agenda comment. Write the agenda item reference number. Note: If your comment concerns an agenda item, you will be called when that item comes up for discussion. If your comment does not concern any par0cular agenda item, this is considered a non-‐agenda public comment and you will be called to the podium at the top of the mee0ng. 3. Hand the speaker slip over to the clerk who is usually seated up at the dais. 4. When your name is called, approach the podium. You will be given three minutes to deliver your comment. Usually there is a 0mer that shows you how much 0me you have leR. 5. Read your prepared statement clearly in to the microphone. 6. Do not expect the council or the board to respond to your statement or to any of your ques0ons. 7. The government agency is only permiYed to debate and vote on maYers contained within that mee0ng's agenda, but the public has the right to request that an item be placed on a future mee0ng's agenda. 8. If you wish to have an interac0on with the council or board, submit a request to the clerk ten days prior to the mee0ng to be on the agenda. Being on the agenda gives you more 0me to address the dais, other speakers can join you, power points and hand-‐outs are permiYed, and everything stated, distributed, or viewed become part of the minutes. 9. At the end of your comment, you may leave your document(s) with the clerk. I also recommend emailing the elected officials the informa0on you presented. This establishes a record of disclosure. Emails are subject to freedom of informa0on and open record laws. To hold accountable and support the commission of our elected officials, it is in our best interest to par0cipate in these public mee0ngs. Our conserva0ve voice is indispensable if we are to sustain our Cons0tu0onal Republic.
