OLDHAM COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES 6:30 pm, December 11, 2014 Main Library 308 Yager Avenue LaGrange, KY 40031 Call to Order The December, 2014 meeting of the Oldham County Public Library Board of Trustees was called to order at 6:30 pm, December 11, 2014, by President Sallie Haynes at the Main Library of the Oldham County Public Library system. Trustees present were Sallie Haynes, Anne Murner, Fred Tolsdorf, and Lonnie Hardin. Also present was Library Director Susan Eubank. Assistant Library Director Mary Mielczarek acted as recorder. Invitation for Public Comment: No public in attendance. Consent Agenda Approval of the minutes from the meeting of October 9, 2014, was tabled until a quorum of Board members who attended that meeting could be present. A motion to approve The Financial Reports & Payment Voucher for October, 2014, was approved following a motion by Lonnie Hardin and seconded by Fred Tolsdorf.

A motion to approve the minutes of the November 13, 2014, meeting was made by Fred Tolsdorf and seconded by Anne Murner. The minutes of the November 13, 2014 meeting were approved. A motion to approve The Financial Reports & Payment Voucher for November, 2014, was approved following a motion by Lonnie Hardin and seconded by Fred Tolsdorf. Old Business The Board was informed that more information would be forthcoming at the January meeting following the inspection of property in the Prospect/Goshen area by the Director and Architect Ehmet Hayes. New Business A motion to approve new policy based on an Attorney General’s Opinion concerning board members serving on other local boards was made by Lonnie Hardin and seconded by Sallie Haynes. The policy that was approved specified that persons could not serve on two county boards that each had taxing authority. The Director reported that Graham Troop was given the position of Branch Manager at the Mahan Branch Library following the retirement of Rhonda Burks. She also described increases in salary, new responsibilities, and new job descriptions at the Main Library. The Director also presented a quote from Alliance Comfort Systems to replace a leading water heater at the Main Library. The Board asked the director to get a second quote and call the manufacturer about the warranty coverage. Director’s Report 1. The Director reported that Bessie Gray has resigned from the Regional Library Consultant position with KDLA, and has accepted an offer from the Bullitt County Public Library as the new Assistant Director. 2. At a Regional meeting in Frankfort on December 5th, State Librarian Wayne Onkst briefed the directors on issues that will probably arise during the coming Legislative Session. One of the more important issues that will probably be discussed is a provision allowing a County Judge Executive to appoint Board Members. The Kentucky Public Library Association is discussing continuing to pay lobbyists during this session. 3. Oral arguments in the Campbell/Kenton Counties lawsuit will be held by a panel of the Kentucky Court of Appeals at the Hardin County Justice Center, 120 East Dixie Avenue, 2


Elizabethtown, KY, on December 15, 2014. Campbell County oral arguments will be at 11:00 a.m. Kenton County oral arguments will be at 11:45 a.m. 4. Ms. Rhett Bennett has been hired to be the Institutional Librarian at the Kentucky Correctional Institute for Women in Pewee Valley. th 5. Monday, December 15 , Barnes and Noble at The Paddock Shoppes (The Summitt) will host an OCPLibrary Voucher Day. Report from KDLA:
