From page 1 in the Premier’s Office to institute criminal charges of fraud and corruption against all implicated in a matter arising from an investigation into a tender for the 2011 hosting of Mandela Day in Giyani. The fact that nothing had thus far been done in reaction to the legal opinion gained on 20 October last year, was one of several reasons for expression of concern. A copy of the letter from the Premier’s Office serves as an attachment to the first document. The second document is more to the point than the first and tackles the issues head-on. The harshest criticism against Ndalane is the alleged approval of individuals for positions proposed by what the author(s) of the documents referred to as the MM Beneficiaries Empire, a group allegedly affiliated to Mangena. The main objective of the members of this group is set out in the document as planning activities of the department “inside a car or secret places, including Office Number 2, as their main venue”. Activities relate mainly (to) planning of appointments, transfers, panel members and other projects, including the budget, the author(s) added. “All members in this empire are beneficiaries or intend to benefit in the near future. They either benefit in kind, appointments to positions or monetary. “The majority of the empire is in a queue to acquire senior managers’ position(s) in the department. Whether they have (no) qualifications in that field or experience, for them (it) is not the issue. The matter for them is to loot post(s) in the name of the ANC Secretary. All positions in the department are discussed by the empire and the king of the empire implements the directives, then the MEC approves.” According to the author(s) the MEC had no say, but got her instructions from “the King”. “The MEC doesn’t know all members of staff, how come she chooses panel members irrelevant to the positions particularly inviting employees from districts to shortlist and interview and other panellist(s) that do not even know the content of the post they are to (be) interview(ed for)?” The MEC is further suspected of appointing a line-up of men to act in senior positions, action seen to be contrary to the principles of democracy and women empowerment. Nine such examples are included. Lastly the author(s) demanded Mangena’s removal as a matter of urgency “to stop further abuse of power and frustrations to employees”. The HOD, it was alleged, had turned into a law onto himself. It was learnt that Ndalane was given what is considered a reasonable 30 days to react to the open letter, whereupon the group of concerned public servants in the employ of the department would consider taking the matter up in meetings with the Premier and the African National Congress (ANC) and handing a dossier, also incorporating matters relating to the hosting of last year’s Mapungubwe Arts Festival, to the Hawks and the Standing Committee on Public Accounts (Scopa). Copies of the documents have already been handed to the Public Protector in Limpopo, a source told Polokwane Observer. Comment was required from the Department of Sport, Arts and Culture. Due to the severity of the allegations, the response is printed verbatim.

“The spurious allegations contained in the letter headlined “Open letter to the MEC” are at a best a fabrication of a person who having hedged herself into a crevice, would want to drag everyone into it. She simply is unable to get herself out of the mess she single-handedly put herself in. Aggrieved or not, there are grievance procedures that are followed in any institution, even the Protected Disclosure Act has such, just to cite an example, you are allowed to disclose to a legal representative, your employer, Minister/ MEC or a specified person. None of these routes have been followed by the aggrieved person. The act further stipulates that the employee must not make disclosure for personal gain. The MEC of Sport, Arts and Culture Nandi Ndalane is the doyen of social cohesion and national identity in the department and she leaves (lives) by it, guided by the legislative mandates. In the execution of her duties the MEC is guided by amongst other acts, the Promotion of Equality and Prevention of Unfair Discrimination Act 2000 and Employment Equity Act 2000 which both aim to deal with the declared and undeclared grounds of discrimination. Unfair discrimination be it ethnicity, racism, disability or sexism has to be uprooted in all its forms. In all her speeches the MEC emphasised social cohesion as the pivot from which the department should revolve. Sixty-two per cent of permanent staff in senior and executive management are women not counting people in an acting capacity whose term expire anytime. Eight executive and senior management positions out of thirteen are occupied by women. In filling of the post both the Accounting Officer and the MEC like in any other department are guided by the Public Services Act and any other applicable legislation. Knowledge, Skills and Competencies shall forever guide the employment of personnel in this department. The legal opinion from the Premier’s Office is in the main about the possible collusion of service providers which can’t be proven unless until one brings in evidence to the effect where collusion is proven. The MEC can’t surmise that there is guilt on the part of the service providers. The department would be at liberty to scour through any corrupt activity if it exists or persists. The gist of the report is that the service provider wanted to be paid more than the agreed amount for services rendered whilst there is no documentary proof that the department requested for more or additional services. The department would not object to any referral or advisory opinion which would uproot any corrupt activity under its wing or in any institution where it presides. Currently we are investigating as to how a legal opinion that came from the Premier’s Office was intercepted and never reached departmental Legal Services for further analysis in breach of MISS (Minimum Information Security Standard Act) delaying the conclusionary opinion or fact. MISS extract: ‘The orderly, routine cooperation between institutions and/or individuals being harmed or delayed, but not bringing functions to a halt’. So therefore the interception of the document has led to the resultant or possible harm and delays of the state information to reach its destination, stifling decision-making.”

‘EFF not in the business of land grab’ From page 1 The EFF in Limpopo was vocal enough on matters of concern, but for purposes of building the organisation and swelling the ground for the 2016 elections they would have to identify the issues close to the hearts of communities, according to Gardee. They were aware the people in Limpopo did not have water and have problems relating to sanitation, waste management, quality education and healthcare, housing, infrastructure, street lighting and crime, he said. He spoke to Polokwane Observer after the first day of a two-day plenum of the political structure in Limpopo at a Polokwane venue. As was the case in other provinces, the EFF plenum brought together the provincial and regional leadership structures to decide on a programme of action for the next 12 months to coincide with big national or world events, recruiting and ensuring renewal of membership and still establishing leadership and committees in about 90 out of a total of 543 branches in Limpopo to contest the local government elections, he said. With the interview turning to the land occupation, Gardee in no uncertain terms summarised the ground rules for the EFF’s programme of action for land appropriation that is also perceived to start unfolding in

Limpopo. Explaining the decision by the EFF National People’s Assembly to support landless communities as and when they occupied unused land, he said it meant the EFF should not invade land under use. He remarked that the EFF was not in the business of land grab, as happened in Zimbabwe. The EFF was in the business of supporting landless communities to occupy unused land and land lying fallow, he emphasised. He was quick to respond to a question about the difference between the two, saying land grab was the removal of occupants from a piece of land and the take-over of that land. Land invasion, on the other hand, was “when you identify unoccupied land, unused land, land lying fallow for over a long time and then we have got landless people who are staying in residential areas like rats and animals. Then they must go and occupy that unoccupied land, unused land”. Before occupying land the EFF first did research on who the owner was, what his plans were and when last the land was used, Gardee pointed out. According to him they would never marshal members of a community to occupy a land where crop farming or grazing took place. “We are not that irresponsible.”

olokwane Municipality together with Eskom and Lepelle Northern Water (LNW) resolved on a breakthrough to ensure that there is continuity of power supply to the Olifantspoort pump stations in a move to solve the water shortages that have been affecting the city cluster, Seshego and Moletji. This was announced on Tuesday during a visit to the Olifanspoort Water Plant by a party that included Polokwane Executive Mayor Thembi Nkadimeng, Eskom Revenue Manager Frans Rosseau, Lepelle Northern Water acting Chief Executive Officer Phineas Legodi and Member of the Mayoral Committee responsible for Water and Sanitation Edgar Maleka. A media release issued by Tidimalo Chuene, Communications and Marketing Manager of the municipality stated that the three entities explored various long- and short-term solutions and announced that, following investigations on operations of the Olifantspoort plant, Eskom resolved to secure the power supply to the plant to ensure that there are no disruptions of the water supply to the respective areas. Intermittent power interruptions at the water supply plant amidst high demand for water had a compounding effect on recovery work and this consequently had a negative effect on the high areas like Flora Park, Serala View, Ster Park, Bendor, some parts of Seshego and the areas in Moletji that were left without water for a few days. “Although we have currently restored water to the areas that have been affected, the reservoir levels are in a recovery state, however still at a critical level. In order for reservoirs to have meaningful water capacity, the community is urged to limit water consumption to immediate household needs and avoid irrigation of gardens, filling swimming pools and washing cars,” Chuene urged. ix people were apprehended in two separate incidents where illegal cigarettes worth more than R2 million were confiscated. In the first incident at Tshilwavhusiku Police received information from the community about suspicious activities at a house in a close-by village. According to Provincial Police Spokesperson Ronel Otto three suspects attempted to run away when Police arrived but they were quickly apprehended. “Police discovered illegal cigarettes to the value of more than R2 million in a small truck as well as a small delivery vehicle. The owner of the house was also arrested. The origin of the cigarettes as well as their destination form part of the investigation,” Otto said. At Motetema an employee of a cigarette company was overpowered and robbed by two suspects while doing his deliveries in Lebowakgomo. “The armed robbery took place at approximately 11:00 last Thursday at Bylsdrift. The two suspects allegedly overpowered the employee forced him back into the delivery vehicle and drove off to a bushy area where the cigarettes were loaded onto the suspects’ vehicle,” Otto said. About two hours after the robbery members of the community provided Police with valuable information on a suspicious vehicle in the neighbouring Manapyane Village. “When Police arrived on the scene the two tried to flee but were quickly seized. Their house was searched and cigarettes to the value of R200 000 were found. Both suspects are from Soshanguve,” Otto said. All six suspects were expected to appear in separate courts on Tuesday. abling the provincial budget in the Legislature on Tuesday, Provincial Treasury MEC Rudolph Phala entrusted Limpopo with an estimated R53 billion to administer during the 2015/16 financial year. The amount of R52,728 billion is a 4,2% increase from the original 2014/15 budget of R50,954 billion. It would further increase by 6,2% to R55,996 billion in 2016/17 and R59,004 billion or 5,4% in 2017/18, Phala announced. The provincial equitable share allocation had been revised down by R311,6 million and R467,4 million in the 2015/16 and the 2016/17 financial years respectively. The budget is composed of R45,377 billion equitable share, R6,742 billion conditional grants and R976 million of own revenue. A total of R40,038 billion goes to education and health, R5,032 billion to fund roads infrastructure, human settlements, schools, health institutions, bridges and libraries and R4,522 billion is channelled towards economic development of the province. Total provincial 2015/16 MTEF budget allocations are divided into the Governance and Administration cluster receiving R1 billion, the Economic cluster R7,446 billion and the Social cluster R44,282 billion. Office of the Premier: R352,2 million The Office of the Premier receives R352,2 million of which R132,6 million is for administration; R136,4 million goes to institutional development for improving service delivery and R83,2 million towards policy and governance. Provincial Legislature: R262,7 million The Provincial Legislature receives R262,7 million of which R85,1 million is for administra-

tion; R63,3 million is for facilities for members and political parties and R114,3 million for Parliamentary Services. Education: R25,285 billion The Department of Education gets the biggest portion of the entire budget, as Phala put it “a whopping 48 per cent�. It receives R25,285 billion of which R1,522 billion goes to administration, R2,928 billion to public ordinary schools education, R118,5 million is set aside for independent schools subsidies, R404,6 million goes to public special school education, R164,8 million for early childhood development, R805 million for infrastructure development and R341,6 million for examination and education-related services. The allocations include conditional grants. Agriculture: R1,697 billion The Department of Agriculture receives R1,697 billion of which R322,3 million is for administration, R93,1 million to facilitate agriculture infrastructure development and maintenance, R1,049 billion goes towards farmer support and development, R47,2 million to provide for veterinary services, R57,6 million is for technology research and development services, R24,6 million for agricultural economics, R97,3 million for structured agricultural training and R6,1 million for rural development coordination. Provincial Treasury: R385,2 million Provincial Treasury receives R385,2 million, of which R160,2 million is for administration, R62,3 million is for sustainable resource management to provide for professional advice and support to local government, economic analysis, fiscal policy, public finance management, R79,4 million goes towards assets and liability management to monitor and support government assets, liabilities and supply chain

management in provincial departments and municipalities and R83,2 million towards financial governance. Economic Development, Environment and Tourism: R1,161 billion The department received R1,161 billion of which R304,3 million is for administration, R440,7 million for economic development to stimulate economic growth through industry development, trade and investment promotion, R241,8 million for environmental affairs to ensure the development, promotion and management of environmental activities and R174 million goes towards tourism development and promotion. Health: R14,754 billion Getting the second biggest part of the provincial budget after the Department of Education, the Department of Health receives R14,754 billion of which R265,6 million goes to administration, R9,461 billion to district health services, R586,6 million to emergency medical services, R2,094 billion to provincial hospital services, R1,356 billion for central hospital services, health sciences and training gets R568,5 million, health care support services and health facilities management receives R97,8 million and R324,6 million respectively. Transport: R1,839 billion The Department of Transport receives R1,839 billion of which R495,7 million goes to administration, R823,3 million for transport operations and R519,9 million for transport regulations. The allocation includes transfer to Gateway Airport Authority Limpopo (Gaal). Public Works, Roads and Infrastructure: R2,750 billion To implement these, the department receives R2,750 billion of which R301,7 million is for ad-

ministration, R647,6 million goes to infrastructure operations, R38,1 million is for community-based programmes and R1,762 billion goes towards improving roads infrastructure in the province. Safety, Security and Liaison: R90,3 million The department receives R90,3 million of which R44,4 million goes to administration, R28,3 million towards civil oversight to oversee the effectiveness and efficiency of Police service delivery and to assess the effectiveness of visible policing and R17,7 million towards crime prevention and Community Police Relations. Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta): R2,269 billion The department is allocated R2,269 billion of which R286,7 million is for administration, R1, 385 billion is for human settlements, R248,7 million for cooperative governance and R349,2 million for traditional institutional development. Social Development: R1,538 billion Social Development receives R1,538 billion composed of R295,7 million for administration, R223,1 million for Social Welfare Service, R654 million for children and families, R207 million is for restorative services and R158 million for development and research. Sport, Arts and Culture: R345,3 million The department is allocated R345,3 million of which R104 million is for administration, R33,7 million for cultural affairs, R127,3 million for library and information services and R80,4 million for sport and recreation. Phala also referred to the R5,032 billion being allocated across departments for infrastructure development.

olice in Bolobedu just outside Tzaneen made a major breakthrough last week when they busted a suspected dagga dealing syndicate. A woman, aged 45 and a 23-year-old man were arrested last Thursday and appeared before the Bolobedu Magistrate’s Court the following day on a charge of dagga dealing. Tzaneen Police Spokesperson Moatshe Ngoepe could not provide the names of the suspects or the outcome of the court case. “Police Crime Prevention Unit followed up information received by members of the community and led them to a field at GaMathipane Village. They found a

cultivated field covered in hundreds of dagga plants surrounded by maize plants in an effort to cover up the dagga plants,” Ngoepe said. Police investigation also resulted in the discovery of five bags of dagga ready to hit the streets in one of the nearby houses. “The estimated street value of the dagga is between R50 000 and R100 000. Management commended the officers involved in the special operation for their dedication and hard work,” Ngoepe said, warning criminals who are engaging is similar crimes that the Police are hot on their trails. He thanked community members who provided the information and urged others not to keep information from the Police.

SACP district leadership geared for challenges ahead YOLANDE NEL >>observer.yolande@gmail.com The Castro Pilusa District of the South African Communist Party (SACP) in Limpopo recently unanimously elected a new leadership structure during its 6th congress outside Polokwane, resulting in Chuene Malebana serving a consecutive term as Secretary. Lawrence Shilabye was reelected as Deputy Secretary and Nakedi Seakamela as Treasurer. Desmond Mahopo and Dan Mosena were newly elected as Chairperson and Deputy Chairperson respectively, it was learnt. Fifteen additional members were elected to the district executive. Malebana afterwards said the new top leadership of the executive was prepared for the challenges ahead and were expected to undergo orientation by the national and provincial leadership within the next month to get a better understanding of their responsibilities. The congress met under the theme of “Building Working Class Power for Solidarity Economy”. Reflecting on topics on the agenda, Malebana said one of the biggest problems that came up for discussion was service delivery deadlines not being met by provincial departments and local government institutions. “Those responsible must account,” he stressed and

added that Malamulele was a hard lesson learnt. According to Malebana another matter that created the need for hosting of a future campaign was abuse of women and children across the district. He added that they would use Mankweng as a launch pad for an intended awareness drive as it posed especially dominant in that area. He further said they would want to assist cooperatives towards a sustained livelihood with the financial assistance they received by ensuring training and support by government. The party structure would also want to see municipalities across the district making available land and support to those with the desire to enter into small-scale subsistence farming, explained Malebana. According to Malebana they were concerned about accountability by government on skills programmes for the youth, outsourcing of opportunities for security guards at municipal infrastructure and temporary and permanent employment options through government’s Extended Public Works Programme (EPWP). Also the issue of the payout of Limpopo Economic Development Agency (Leda) loans even up to eight months after approval thereof would be taken up with the relevant authority through a future meeting or a march, he pointed out.

aselaganye Matji is the new occupant of the proverbial hot seat at Roads Agency Limpopo (Ral) where he took up the position of Chief Executive Officer on 2 March. In an exclusive interview with Polokwane Observer on Thursday last week, Matji said that during his first 100 days in office he intends sharing his vision, focus areas and priorities; to identify measurable outputs and quick wins and to align organisational strategy with provincial government priorities. He will also work on a strategy to reposition the organisation as one of the successful roads infrastructure delivery models in the country and to ensure organisational stability and provide decisive leadership. Matji regards the role of partners as very important and intends to identify private sector role players such as mines and industries, who can be partners in roads infrastructure delivery. Matji made a point of meeting all his staff members and assured them that “Unity is strength” and that even the most junior staff member in the establishment serves an important role. “Communication is also imperative and Ral will engage with all role players in planning and execution on the ground. Roads belong to the people and not to Ral, we must create a sense of ownership of infrastructure. Infrastructure development should be used as a vehicle for social empowerment and job creation,” Matji said. Ral’s Board of Directors says in

Woman dies ten months after attack RC MYBURGH >>rc.observer@gmail.com A 20-year-old woman, allegedly a victim of the so called University of Venda (Univen) serial killer, Godfrey Ntsieni died at the Tshilidzini Hospital last Wednesday. Provincial Police Spokesperson Ronel Otto confirmed the death of a woman who allegedly fell victim to Ntsieni in May. “A post mortem will soon be conducted to determine the cause of death. At this stage we cannot make any allegations on whether Ntsieni’s actions might have led to her death,” Otto said. It is reported that the woman was attacked, robbed and sexually assaulted. She allegedly spent two months in hospital after she was discharged but returned often for medical care following complications. Ntsieni who is suspected of murder, attempted murder, robbery, rape, kidnapping and assault appeared in the Thohoyandou Magistrate’s Court on 4 March and the case was postponed to 24 March. Ntsieni, a student at the University of Venda at the time of his arrest late in July, has been in custody since. His apprehension followed the discovery of the body of Brenda Ndove in the vicinity of the university’s administration block on 18 July. She is suspected to have been stabbed to death and personal items belonging to her had been stolen. Her cell phone was later found in the suspect’s possession. Ntsieni was also reportedly found in possession of the identification card and cell phone of Sandy Thagisa who was assaulted and robbed in May and a hairpin belonging to a murdered woman whose body was found on the university premises in March. The bodies of two minor girls were also found near the university. They are believed to have been kidnapped from school. It is reported that a nine-year-old girl’s body was found at Golgotha Village in April while an eight-year-old girl’s body was found close to the university campus in June. Both were allegedly raped before being strangled to death.

ax College acknowledged the hard work and dedication of top performers in the Class of 2014 as well as their educators during an Excellence Awards ceremony held in the College Hall last Friday. The school achieved a 98,3% pass rate from its Grade 12s last year. Established in 1928 and falling under the Catholic Institute of Education the school has an illustrious history of excellence and prides itself on being the alma mater of many prominent persons in various fields. Its founders, the Brothers of Charity to this day play a role in the administration of the institute despite it now being a public school. School Principal Lesiba Ledwaba explained that the awards were aimed at encouraging the learners and educators to do well in their studies and teach-

ing. “With these awards we want to publicly recognise the learners’s achievements. We have learners who are doing exceptionally well year in and year out but are hardly recognised. We also wanted to inspire learners from lower grades and show them that hard work pays,” Ledwaba said. He congratulated all the learners who were awarded on the day and thanked them for contributing to the success of the school. “They did the school proud and we are hoping to produce more learners of their calibre,” added Ledwaba. He said this year they are hoping to improve last year’s Grade 12 results to 100%. “That is our goal for this year, we have already told the learners at the beginning of the year and they know the expectations and we strongly believe we can surpass last year results,” Ledwaba said. The stars of the day, albeit in their absence, were no doubt Gary Kgwete, Phuti Moloto and Lesibana Mmatli. Kgwete was named Best Student in Accounting, Sepedi, English, Business Studies and Economics. Moloto received Awards as Best Student in Accounting,

Religious Education, Life Orientation, English, Mathematics and Economics. Mmatli was bestowed the Special Overall Best Learner Award, Best Student Award in Mathematics, Computer Literacy, Sepedi, English, Physical Science, Geography and Life Sciences. The awards were accepted on the winner’s behalf as all of them are presently engaged in tertiary study and could not attend. Other matriculants who did well are Wilfred Patjane, Madimetja Sethosa and Lesetja Ledwaba. Speaking through a recorded video Mmatli thanked all the teachers for their support during his school career at Pax. He wished the Matric class of 2015 good luck in their academic journey and advised them to work hard and smart. ess than a month after the Polokwane Cluster Athletics meeting was turned to chaos due to failure by the departments of Education and of Sport, Arts and Culture to have the public liability insurance in place on time, a nearly similar scenario played itself out during the secondary schools leg of the Provincial Primary and Secondary Schools Athletics meeting on Saturday. A press release issued by Naledzani Rasila, Senior Manager Communications Services at the Department of Education indicated the starting time as 08:00. The first setter’s gun however only went off at 09:35. “It was once again a disappointment. At one stage the programme was three hours behind schedule. Officials have no idea of the height of hurdles or the markings on the circuit. We expected more,” stated a coach who wished to remain anonymous. Rasila on Tuesday responded to Polokwane Observer’s telephonic inquiry that neither the organisers nor the department had received any complaints on any issues. To a later email inquiry he responded as follows: “I need to apologise for any inconvenience that might have been experienced. It is not in the interest of the department and its stakeholders plus

the athletes to experience challenges when they have to be enjoying the competition. To make sure the inconveniences do not happen, your concerns will form an integral part in the evaluation of the 2015 competition. I will involve the organisers in making sure that similar challenges are not experienced again. Thank you very much for highlighting this and we thank the people who, for the love of the competition, raised the concerns with you. Together we can move the competition forward.” Despite the challenges the organisers managed to complete the entire programme on the day. Capricorn District took the overall win for primary schools followed by Waterberg and Mopani. Capricorn won a total of 67 medals of which 25 are gold. Waterberg District was the stronger of the secondary teams with a total of 720 points, 53 points ahead of the runner-up, Capricorn. Mopani took the overall third place. Waterberg collected a total of 27 gold, 38 silver and 31 bronze medals. No indication was given of new records but a list of the Top 50 performing athletes was made available. The first place winners qualified to participate at the South African Schools Athletics to be hosted in Rustenburg at the end of the month.

Police on manhunt after baby got stolen RC MYBURGH >>rc.observer@gmail.com Limpopo Police are looking for a woman who allegedly stole a one-month-old baby left in the care of his grandmother at the Dzanani Shopping Complex in Mphephu on Sunday. Provincial Police Spokesperson Ronel Otto stated that the grandmother accompanied by her daughter and three grandchildren, including the baby, went to collect their social grants. “It is alleged that the grandmother was approached by an unknown woman who offered to assist her with the baby. The suspect later gave the grandmother money and asked her to buy juice and an apple. When she returned the woman and the baby were gone,” Otto said. The Police appeal to anyone with information on the whereabouts of the baby and the woman to phone or visit their nearest Police

station or contact the investigating officer, Warrant Officer Mpfuni on 071 482 8671. The woman is tall and slender, Venda speaking and dark in complexion. She was wearing a blue skirt and long sleeve jacket during the time of the incident.

A manhunt by Police for the killers of 44-yearold Godfrey Mantlhake who was attached to the Crime Prevention Unit in Bolobedu has yielded no success yet. Provincial Police Spokesperson, Ronel Otto said Mantlhake and his girlfriend were standing next to his parked vehicle in a street at Ga-Matipane Village on Sunday when two unknown men allegedly approached them, pointing a firearm and started shooting at them. Mantlhake was shot three times in the head and chest,” Otto said. The motive for the killing is not known. he Democratic Alliance (DA) in Limpopo has raised alarm about the unprecedented average vacancy rate in provincial government departments, having shot up from almost 7% nine months ago to the current little over 30%. The crucial Departments of Health and Social Development top all the others with estimated 45% and 34% vacancy rates, according to figures contained in a presentation of the Department of Public Service and Administration to the parliamentary Portfolio Committee on Public Service and Administration on Friday. The significant increases of Health from 3,18% to 45,01% and Social Development from 15,75% to 33,79% rank among a handful of national and provincial departments singled out in the presentation as significant increases in vacancy rates when using the rate of 31 July last year as a baseline in relation to the rates

as at 30 September 2014. Before issuing a press statement on the matter at the time of going to press, DA Provincial Leader Jacques Smalle expressed shock at the unprecedented staff vacancy rate in Limpopo, which currently stands at 30,13%. “The DPSA shows that Limpopo is now the most vacant Provincial Administration in the entire country.” Smalle stressed that the DA would urgently submit written questions to uncover what positions remained vacant and that the party in the province would call for an urgent debate on the matter in the Provincial Legislature. According to him the DA would monitor vacancy rates in Limpopo and press for filling of posts before more residents were left behind. He emphasised that declining service delivery to the people of Limpopo came as a direct result of vacant positions in provincial departments, which continued to drag their feet in appointments of skilled and qualified officials. He continued saying it was unacceptable that it

took Limpopo departments at least three years to fill a post, which was in direct contravention of the national requirements of six months. “Premier (Stan) Mathabatha’s ‘high-level Development Plan for Limpopo’ is merely a dream without the staff to implement it.” Calculations are done at the end of each quarter. On 30 April last year the average vacancy rate for Limpopo was 6,74%. By the end of July last year it decreased to 6,44%, but by 30 September last year there was a drastic increase to 24,41%. The presentation singles out departments or provinces with an average vacancy target of more than 10%, reflecting that 50% of Limpopo departments did not achieve the target. The highest vacancy rate of a Limpopo department of 45,01% is second highest after the Free State’s 68,24% as at 30 September last year. Limpopo’s figures do not look as bad as that of other provinces when considering the percentage of departments that did not achieve the target of filling posts within six months

New demarcation of boundaries of munis in process BARRY VILJOEN >>barryv.observer@gmail.com Some municipalities in the province will look different in the run-up to the elections on the third level of government that will take place in 2016. This will be the result of the Municipal Demarcation Board’s (MDB) process to change the outer boundaries of some municipalities in such a way that some are disestablished, partially merged with others and a new local authority created. In her address to delegates at the South African Local Government Association’s (Salga) Finance Week that took place recently, the Chairperson of the MDB, Jane Thupana, said that one of the main reasons why municipal boundaries will change, is that it responds to the request of the Minister of Cooperative Governance and Traditional Affairs (CoGTA) that the financial viability of municipalities

should be assessed. During the latter part of 2014, the process to delimit wards within some municipalities, were halted to first respond to the Minister’s request that the viability and outer boundaries of those municipalities be scrutinised to ensure that they are viable and sustainable. Once this process is concluded, the delimitation of wards will be addressed. The proposals of the MDB are that: Mutale Local Municipality be disestablished and its former area be absorbed into the Thulamela, Musina and Makhado Local Municipalities. Aganang Local Municipality be disestablished and its former area be absorbed into the Polokwane, Molemole and Blouberg Local Municipalities. Maruleng Local Municipality be disestablished and its former area be absorbed into the Tzaneen and BaPhalaborwa Local Municipalities.

Fetakgomo Local Municipality be disestablished and its former area be absorbed into the Greater Tubatse and Makhuduthamaga Local Municipalities. Modimolle and Mookgophong Local Municipalities be merged into a newly established local authority. Thupana indicated that the process to finalise the outer boundaries as well as the delimitation of wards throughout the province should be concluded before the end of 2015 to allow for all the other preparations required to ensure that the 2016 municipal elections take place as scheduled. Inputs and comment regarding the new boundaries were awaited until 3 March 2015 and the MDB will now proceed to address the inputs and Thupana did not rule out the possibility of court applications and protests that may delay the processes of both the redetermination of outer boundaries and ward delimitations, which are interdependent.

The Departments of Public Works and Safety, Security and Liaison feature among those with the longest turnaround time to fill vacancies, being a three-year median period in respect of posts filled during the period 1 July last year to 30 September 2014. Provincial Government Spokesperson Phuti Seloba conceded that the Provincial Government had not been filling as many posts as they could, one of the reasons being that the province was in a financial quagmire. Currently all departments were reviewing their organisational structures with the intention of enhancing efficiency and effectiveness within the respective institutions, he indicated. According to Seloba the Provincial Government was committed to filling critical posts and appointing the right persons to the right positions.

Hy is in Augustus 2013 op borgtog van R2 000 vrygelaat en het nooit weer vir hofverskynings opgedaag nie. ’n Lasbrief is vir sy inhegtenisname uitgereik waarna hy in ‘n woonstel in die middestad gearresteer is. Volgens die polisie word Mamvura daarvan verdink dat hy ongeveer twee jaar gelede ‘n egpaar in Eduanpark aangeval en die man erg met ‘n hamer aangerand het. Die vrou is glo verkrag. Hy het net met twee selfone gevlug. Twee maande later het hy vermoedelik in Du Plessisstraat in dieselfde woonbuurt ‘n 22-jarige vrou in haar tuinwoonstel vasgebind en verkrag. Hy het glo met haar televisie, skootrekenaar en selfoon gevlug. Die vrou het haarself losgewikkel en na die hoofhuis, waar haar ouers bly, gehardloop waar sy die verkragting bevestig het.

Four in arrest for violence

Police in Lebowakgomo have arrested six people in connection with public violence and malicious damage to property after taxi drivers from the Lebowakgomo Taxi Association and Mphahlele Taxi Association allegedly engaged in violent action against each other on Friday and Saturday. According to Police Spokesperson Mamphaswa Seabi six taxis were damaged. “It is alleged that the violence erupted after an argument on the R37 route between Mogodi and Lebowakgomo,” Seabi said, advising people to refrain from taking the law into their own hands. Police still need more information and people who can assist can contact Colonel Mojapelo or Capt Chuene on 082 565 8234 or 015 633 1221. The six suspects were to appear in the Thabamoopo Magistrate’s Court on Monday but the outcome could not be confirmed. In the meantime Police are also investigating a case of rape after a teenage girl was allegedly raped on Sunday at Sefalaolo Ga-Mphahlele just outside Lebowakgomo. “According to the information received, the father fetched the children from their grandmother’s home and took them to his home while their mother wasn’t there. Just after midnight the father allegedly went to the children’s room and took one of the children to another room where he allegedly repeatedly raped her,” Seabi said. Investigation continues.

Tavern, houses and cars set alight

Police in Tzaneen are still investigating cases of arson, public violence, malicious damage to property and assault with intent to do grievous bodily harm after public violence resulted in a tavern, two houses and two cars were set alight on Monday morning at Mandlagazi Village just outside Letsitele. Tzaneen Police Spokesperson Moatshe Ngoepe said the violence emanated from a murder which occurred the previous week when a man’s body was found in his room. “It is alleged that members of the community blame the tavern owner for the murder. Violence erupted later Sunday evening. Police were called to the scene to restore order only for it to start again on Monday morning when the mentioned property was set alight,” he said. No arrests have been made yet. Investigation continues.

Register anytime – due to the training methodology, students can register for occupational programmes at almost any time. There are exceptions here and there, but most occupational programmes are open for registration right throughout the year. Students can start their studies straight away – unlike degree courses for example, where registration deadlines and course times are strictly applied. 2. A National Senior Certificate or National Certificate (Vocational) may not necessarily be required – registering to participate in occupational programmes don’t necessarily require a matric certificate and have different entry requirements. These range from Grade 10 (NQF-level 2) to Grade 12 (NQF-level 4), which means that if you don’t have a National Senior Certificate (NSC) you can still start your studies and reach your career aspirations. 3. Open doors to higher learning – occupational programmes make it possible for you to start your studies holding a Grade 10 certificate and end up with a degree. This is because a student builds credits over a period of time and can use these credits to gain access to higher education courses through credit accumulation and transfer (Cat) or recognition of prior learning (RPL). 4. Short courses – most occupational programmes can be completed within a 12 month period. Once students pass all the required tests and assessments, they receive their awards (certificates) and can enter the job market. 5. Employment ready– occupational programmes are less theoretical in nature and tends to be more practically orientated in its teaching methodology and learning outcomes. Boston’s education offerings serve to meet the needs of employees and professionals to continually upgrade their skills and knowledge. Furthermore their offerings enable access to higher education to those who were denied or may not meet the formal requirements for high education. M

aking the transit from renting a property to becoming a homeowner is a huge decision and all aspects of this financial and long-term commitment should be weighed-up carefully, including whether buying or renting will put you in a better financial position. The following are a few guidelines which

outline the fundamental differences between renting and buying. Finances when buying How you are faring financially is possibly the most important factor when deciding to buy a home for the first time. Buying a home attracts upfront costs which need to be budgeted for. For example, there is the cost of the bond

which needs to be registered with the Deeds Office. While transfer duties may not apply if the house costs less than R750 000, transfer costs (the fees paid to the conveyancing agency for their services) still have to be paid. In addition to your monthly bond repayments, you will also have to budget for rates and taxes, levies, water and electricity as well as household insurance for the goods as well as the structure. Then there’s the cost of maintenance. If you are buying you need to be able to set aside money every month for maintenance such as an unexpected leak or painting. Finances when renting When renting a property, you will need to provide a deposit, which is normally a month’s rent, in addition to the rent for your first month. This deposit is used to cover any damage when you leave the unit or house. Once the deposit is paid, you will only be responsible for paying your rent and utility bills and electricity and water on a monthly basis. Although tenants typically aren’t expected to pay building insurance, the majority of tenants will be expected to have their own household insurance in place. This is to cover your own personal goods that are in the rented house in the event of a burglary or a fire. So what’s best? Simphiwe Madikizela, Head of Projects at First National Bank (FNB) Housing Finance is quoted to have said that deciding whether to rent or buy is never a straightforward decision. “If you are able to afford the bond and the additional monthly payments as well as the money for added costs then you are probably in a good position to buy. Although the bond repayments may seem steep in the beginning, in most cases, after a few years your income position will be stronger and you should be able to afford the repayments fairly easily as well as have an increase in capital value of the actual home,” he said. There are a few factors that work in favour of renting. “One is your long term position. Do you move around a lot? Are you planning on travelling or taking a break from your employment at any stage? Buying is a long term commitment, and it isn’t an easy process to sell a house, which may actually put you on a financial back foot if you have to sell in a relatively short period.” Clearly there are advantages to both renting and owning your own house. The upshot is that it’s important to make sure you take all the different aspects into consideration when doing your sums to make the best possible decision.

Urcsa Conference hosted in Polokwane

BARRY VILJOEN >>barryv.observer@gmail.com The Polokwane City Congregation of the Uniting Reformed Church in Southern Africa (Urcsa) recently held a historic and successful conference of the Christian Men’s Ministry (CMM) at Capricorn High School. According to Zakes Mawasha, CMM Deputy Secretary, the conference was attended by men from 21 congregations under the Northern and Southern Synods from Gauteng, Mpumalanga and Limpopo. They all gathered to share and experience a great time of prayer and fellowship. The men prayed for peace, unity, prosperity, growth, relationships, families, churches and different ministries. Among the dignitaries that graced the occasion was the Minister of Health, Aaron Motsoaledi, who addressed the audience on health issues that are posing a serious challenge to the country. He told the men, women and youth who were gathered at the conference that the chances of Ebola coming into South Africa through illegal immigrants were close to zero. He said that South Africa had positioned itself to prevent the outbreak and spread of Ebola in the country at the relevant ports of entry. “What should trouble South Africans, is HIV/Aids and TB. These were among the biggest threats to the country,” Motsoaledi said. Motsoaledi encouraged men to exercise, stop smoking and refrain from alcohol abuse as it is dangerous to the society. He said people should strive to eat healthy by always opting for a proper diet, as South Africa is experiencing an upsurge in the number of deaths from diseases of lifestyle such as high blood pressure and diabetes. The conference started with an Annual General Meeting to consider, amongst others, the election of the new Executive Committee for 2015 and Simon Mokoatedi of Polokwane was elected as Chairperson. Mokoatedi, in accepting office, said that the conference succeeded in its objectives of bringing together men from across the country to worship and praise the Lord. The CMM conference was the first since the establishment of the Polokwane City Congregation in April 2014.

According to Ancyl Provincial Task Team (PTT) Coordinator Mosa Chabane, the interim structure in Limpopo was working towards month end to host their long awaited provincial conference at a venue in the Mopani region. A date and venue should be finalised during a meeting of the PTT when they meet to assess progress tomorrow (Friday), he said. He mentioned the Ancyl in Sekhukhune and Waterberg had still not conducted their elective conferences as yet. The regional task team in Sekhukhune was due to meet yesterday (Wednesday) to deliberate on possible disputes and audits to be finalised and authorised, while Waterberg region’s conference is scheduled for next weekend, it was learnt. Following Monday’s meeting of the Ancyl National Task Team (NTT), Chabane further said the decision was taken to assist structures, in particular Limpopo, to finalise their conferences ahead of the national conference for which a date had not yet been announced. Chabane predicted that it could happen during the next meeting of the NTT.

impopo’s own Human Resource Development Council (LHRDC) was launched by acting Premier Jerry Ndou at Protea Hotel Ranch Resort last Thursday, nearly five years after the Human Resource Development Council of South Africa (HRDCSA) was announced by the Presidency. In his address on the occasion Ndou emphasised that human resource development is central to the attainment of national goals such as fighting poverty and unemployment, improving economic growth and promoting social cohesion. Alluding to the recent State of the Province Address and Premier Stan Mathabatha’s reference to the ten high-level development targets to be attained by the year 2020 in accordance with the Limpopo Development Plan, Ndou said: “These targets include the creation of more jobs, increased access to basic services, improved education outcomes and the reduction of inequality. For us to succeed in meeting these targets and objectives, we will need a detailed programme of action and appropriate resource allocations. However, over and above this, we will need a capable and effective human resource. It is for this reason that I think that the launch of the LHRDC is an important milestone in our ongoing pursuit to build a dependable skills arsenal in the province.” According to Ndou the challenge is not only about producing or attracting relevant skills, but about retaining such skills in the province, particularly within the public service. Limpopo does not only compete with the private sector for scarce skills, but also have to compete with more developed and obviously attractive provinces like Gauteng. “We also have a challenge of a skills mismatch in the province, particularly in our municipalities and must move with speed to rectify this situation and place people where

they belong. There is a need to retrain and re-skill public servants, particularly those who have been in the system for a very long period,” he said. He mentioned that it was important for government to have working partnerships with academic institutions in the province, mostly with the Further Education and Training sector so that their programmes are able to respond to the skills demands of the province. “We have spoken a lot about the need to beneficiate our raw materials instead of exporting them raw as they are. Limpopo can be a much different province if we can be able to arrest the export of raw tomatoes, tea, mangos, potatoes and many others. But for us to do this, we will require skilled personnel,” Ndou concluded. The 49 members of the LHRDC were also inaugurated and were tasked with providing information in terms of progress, challenges and interventions regarding skills development in the Province, and to make it effective, the Premier will be the Chairperson of the Council and its membership includes MECs, mayors, members of the business community, labour, the civil society and academics. Economic Development, Environment and Tourism MEC Seaparo Sekoati was the Programme Director at the launch of the LHRDC.

Capricorn College for Technical and Vocational Education and Training (TVET) hosted a Workbased Partnership Meeting at Polokwane Royal on Friday with the mission of turning every workplace into a training space and to give possible employers the platform to encourage formal partnership in Work Integrated Learning (WIL). According to the programme director and Student Liaison Officer of Capricorn College for TVET, Tebogo Mogale the meeting was held between representatives from the college, students and several employers. “The aim of the meeting is to formally partner with employers to assist students with an understanding of the workplaces in their chosen field of study and to build their capacity to apply the college learning in the context of real workplace operation,” she said. Mogale added that the meeting further aimed at building a relationship with employers who work in the fields which the college provide training for in order to assist the college to keep updated with changes and development in certain industries. WIL is an umbrella term for any purposefully-designed learning programme that integrates theoretical knowledge with authentic practice in a workplace. The purpose of WIL is to develop competence such as the ability to apply college learning in the context of workplace operations. “Lack of workplace experience is a stumbling block for graduates entering the world of work. It limits their ability to access work and their ability to cope in a working environment,” Mogale stressed. Capricorn College for TVET provides both general vocational and occupational learning programmes. The National Certification Vocational (NCV) programmes constitute the general vocational stream, which are delivered through a combination of theory classes and practical learning that include simulated work experience. between theory and practical training ranging from 40% to 60% allocated time. Students are allowed to complete their practical components of their subject either through simulated workplaces or real workplaces. Last year the Polokwane Campus placed 305 N6 and level four students in workplaces for a period of five to fifteen days while Seshego Campus placed 97 students, Senwabarwana Campus 127 and Polokwane Campus 407 for five to ten days’ Work-based Experience (WBE). Capricorn College for TVET have signed a Memorandum of Understanding with the following Sector Education and Training Authority (Seta) institutions for 12 to 18 months placements: Service Seta (80 students), LG Seta (7), Education Training and Development Practices (ETDPSeta) (40), Sasseta (160) and BankSeta (20).

Marula Cooperative grateful to be the official providers of the Marula beverage HERBERT RACHUENE >>herbert@mailbox.co.za Revellers at the recent Kwaito, Hip Hop and Jazz Festival in Phalaborwa experienced no shortage of the event’s favourite beverage, Marula beer thanks to the efforts of members of the marula cooperatives charged with being the official suppliers of the brew. The thirteen cooperatives, their members all women, have thanked the Department of Economic Development, Environment and Tourism (Ledet) for entrusting them with the huge task of supplying 12 000 litres of the beer for the duration of the festival. One of the beneficiaries, Maria Lekolwane from the Sekhukhune Marula Cooperative said supplying the beer at R30 per litre to Ledet gave each of their ten members a chance to earn R3 600 for their combined supply of 1 200 litres at R36 000. “It was a good amount we made from this indigenous natural fruit because some of us are not working .We wish the Marula season was an ongoing one but unfortunately it comes once in a year,” Lekolwane said. Mukondi Tshisevhe from the Mopani Marula Cooperative said they were happy to be cho-

sen by the department to supply the beverage. “We started collecting the fruit from early February after we were told about the number of litres to be provided on the on both events. It was a nice experience to prepare the Marula beer to the multitudes of the music lovers and everyone who came to the festival and we hope the people enjoyed the beverage”. Commenting during his visit to the festival Premier Stan Mathabatha said: “Whilst big corporate and established are the obvious beneficiaries of the festival, we have crafted an approach which is now benefitting local communities. Under the leadership of MEC Sekoati we have taken a deliberate decision to empower communities by establishing cooperatives that brew marula beer and also produce other bi-products of marula, such as achar, jam, cooking oil, soap, hand and body lotion and nuts. “This approach, if sustained, will benefit our people. We will not relent until the living standard of our people in the province has improved. We are still prepared to have other cooperatives registered and their members trained because cooperatives have shown to be the catalysts of development in a number of societies the world over,” the Premier stated.

Eksteen’s dream of opening his own martial arts school became reality at the end of 1999 when, after having trained and competed in the art for 21 years, he opened his own karate dojo. “This all materialised after having practically mastered just about each and every traditional karate system such as shukokai, JKA, funakoshi, freestyle, Wako kickboxing and shorinjiryu. Then it was time to go solo and I developed my own unique system to eventually go global operating as Eksteen Bushido Freestyle Karate Do and MMA Institute. At the

end of the same year I opened the martial arts dojo with only a handful of students,” Eksteen said. In 2007 Eksteen quit the corporate world and put all his energy and drive into his sport. Today, he owns three divisions within the organisation namely karate, cage fighting and Mixed Martial Arts (MMA) Cross-fit Boot Camp with a total of nearly 100 fully affiliated members. “It has been an incredible rollercoaster ride filled with highs and lows where many doubted my success within the arts, but in the end the proof was in the pudding when January 2015 marked the organisation’s 15th year anniversary. I had to sacrifice my personal daily activities in such a way that it cost me all family and social ties due to the fact that martial arts demand 150% commitment to succeed,” he said. Eksteen has produced dozens of world, national and provincial champions within the last 15 years. It is very seldom that hardly any one of the members ever come home empty handed after a competition. He has gained much international recognition for his exceptional ways and after dedicating 39 years of his life to martial arts was issued his official legitimate 9th Degree black belt by President of the World Martial Arts

Association and Organisation, Nigel McClure of Dublin, Ireland in 2012/2013. This made Eksteen the youngest 9th Dan ever on the African continent. In about seven years time Eksteen will be liable for the ultimate achievement in karate do - his 10th Dan.

Learners from Little Blessings PreSchool gave their all during the school’s mini athletics day that was well attended by parents at the sports grounds of Hoër Tegniese Skool Tom Naudé on Saturday. Each learner, from the infants to Grade Rs competed with pride and courage in all the events, including sprinting, shot-put and long jump. Among the highlights was a fun relay between parents and educators that proved to be a fitting Tebogo Thema (middle) with older siblings, Tshiamo and end to a very successful event. “I am excited about all the Kea that came to show their support at the mini athletics athletic talent God gave them. BB Truck Noordelikes Rugbyklub voer taai stryd in Cell C Community Cup B Truck Noordelikes het Saterdag tydens die eerste tuiswedstryd van die Cell C Community Cup hard gewerk vir ‘n oorwinning, maar die span van Raiders Rugbyklub in Johannesburg was te sterk. Sedert die afskopfluitjie net na 16:00 geblaas het, het BB Truck Noordelikes goed begin en die eerste drie is binne minute deur BB Truck Noordelikes se Scheepers Lubbe gedruk. “Ons aanvalsplan was goed ingeoefen en uitgevoer op die veld, maar ons verdediging was nie op standaard nie. BB Truck Noordelikes se voorspelers het ‘n uitstekende wedstryd gehad, terwyl die agterlyn gesukkel het om die vinnige agterspelers van die Raiders plat te trek. Raiders het tussen ons senters deurgehardloop soos ‘n warm mes deur botter sny,” sê BB Truck Noordelikes-

hoofafrigter, Frederick Romijn. Die algemene gevoel oor die wedstryd is egter positief. “Ons spelers oefen hard en doen hul bes op die veld. Al het hul nog geen wedstryd in die toernooi gewen nie, bly hulle positief en gefokus,” sê hy. Raiders is ‘n baie sterk klub wat die Universiteit van Johannesburg se span verlede jaar in die finaal geklop het en het ook hul eerste wedstryd in vanjaar se toernooi teen Bloemfontein gewen het. Christo van der Merwe, Dustin Hoffman en Theyman Jongbloed het tydens die wedstryd agter die pale gaan kuier met Zander Beyleveldt wat twee uit die vier kon verdoel en met een strafskop geslaag het. Die eindtelling was 50-27 in die Raiders se guns. Op 21 Maart speel BB Truck Noordelikes hul laaste groepwedstryd teen Bloemfontein Crusaders se span. Dit is weer ‘n tuiswedstryd en Romijn vra dat al die Polokwaneinwoners die span ondersteun.

Die Limpopo-span, bestaande uit Anton Williams, Kobus Smit, Pieter Smit en Len Alkers met Jaco Horn as reserwe en Nico Kruger, spanbestuurder het nie op hulle laat wag om die ander hengelaars van 17 spanne regoor Suid-Afrika ‘n harde tyd te gee nie. Williams behaal ‘n algehele vyfde plek met 172 kg vis wat hy gedurende die kompetisie uitgetrek het. Kobus eindig agtste (168 kg), Pieter dertiende (156 kg) en Alkers 28ste (150 kg). Die span behaal ‘n algehele tweede plek en het ook die grootste eetbare vis, ‘n reuse kabeljou uitgetrek. agdeline Legodi’s passion for community development paid dividends when the homebased care facility where she volunteers as a peer educator won a Gender Justice Award from the Capricorn District Municipality last week. It was 25-year-old Legodi’s insightful presentation about how Tiyang Maatla Sebayeng Home Based Care Centre has, since its establishment in 2003, made an impact in the community of Sebayeng and surrounds that convinced the judges that the centre was a worthy winner in the category for home-based care facilities. The centre, situated in the rural village of Sebayeng, 37 km from Polokwane cares for and supports 134 patients infected and affected by HIV/Aids, chronic illnesses and or in need of palliative care. They also run a drop-in centre where 161 orphans and vulnerable children whose parents were victims of HIV/Aids are cared for. Legodi mentioned that she could have opted to work elsewhere but chose to extend a helping hand in her community where she saw a greater need. “I matriculated in 2007 here in Sebayeng. I wanted to pursue social work as a profession but due to financial constraints could not do so. I heard about Tiyang Maatla and the wonderful work they are doing in the community and joined them in 2012.

I love people and I am passionate about community development,” she said. She also mentioned that they have a youth development programme that sees young people in the area taking part in sewing, embroidery, beadwork, fabric printing, greenery, poultry breeding and baking. “This is done to discourage loitering of young people in the area. It hurts to see young people doing nothing. I was in a similar position a few years back and know the feeling. We want to see young people being able to create employment so that they can be able to fend for themselves,” Legodi said. Together with her fellow peer educators at the centre they travel to different schools in the Capricorn district to offer health and sexual education. “We had a situation a few years ago where two 12-year-old girls at a local school became pregnant at the same time. It was shocking and sad because through awareness and extra education such incidents could have been avoided. There is also high rate of teenage pregnancy in this area and we believe through continuous sexual health education we can help reduce the figure.” Legodi said. She also alluded that they are happy to be recognised as the Best Home Based Care Centre in the Capricorn district “It was good to be recognised, this is one of the accolades we wanted the most because it will put the facility on the map,” Legodi said. She intends pursuing Social Work at the University of Cape Town next year after upgrading her matric results. “I did not pass my matric well. I did not do well in Biology and Mathematics. I am going to rewrite them in June this year,” Legodi said.
