WOOD PROCESSING MACHINES ARE MADE WIDELY KNOWN IN LIGNA FAIR For the first time the Turkish machinery participated in forestry and woodworking machines fair LIGNA, which is held in Germany on 22-26 May and, showed support for Turkish machine sub-sectors.

T

he Turkish machinery participated in the biennial forestry and woodworking machines fair LIGNA that is organized in Hannover, Germany, and informed the visitors about the Turkish machinery sector. During the four days of the fair, where 1.500 companies exhibited their products, 93 thousand people visited, 34 companies from Turkey participated in. İnnovative factories, and machines, tools and solutions in the woodworking machinery sector were exhibited during four days. PRODUCTION POTENTIAL OF TURKEY IS AT ISSUE The Turkish Machinery underscored the production power of the

Turkish machinery sector with the advertisements signed by the 'Turkish Machinery' given to various points of the exhibition area and shuttles. The Turkish Machinery also distributed brochures to the visitors, including the stand numbers and product information of Turkish companies participating in the exhibition. Machinery Branch Experts Işıl Aydın, and Tuğçe Karabörk have been in the fair in order to represent Machinery Exporters' Association (MAİB). The representatives of Woodworking Machinery and Side Industries Businessmen Associations (AİMSAD) as the member of the Machinery Industry Sectoral Platform (MSSP) also attended the exhibition and gave in-

formation about the sectors and the member companies at the booth of the Turkish Machinery Machinery, which continued to support the machinery sub-sector associations at their specialized fairs. On the second day of the fair, the representatives of Turkish companies that represented by AİMSAD at the booth of the Turkish Machinery gave a dinner in honor of fair. Hannover Consul General Banu Malaman, Hannover Commercial Attaché Ruhi Deniz participated in the dinner. The catalogs and CDs that include the contact information of the member companies were distributed to the visitors at the booth of the Turkish Machinery during the fair.


THE TURKISH MACHINERY IN THE ITM POLAND In the framework of promotional activities for various countries, and informing the potential customers, the Turkish Machinery took place in International trade fair for innovations, technologies and machines ITM Poland in Poznan on June 6-9.

he Turkish Mechinery participated in the ITM Poland Fair which is held every year in Poznan, continued its promotional activities to strengthen the image of the Turkish machinery sector. 1.000 companies from 27 countries participated in the fair, while 16 firms from Turkey took their fair booths and five companies followed the organization through the dealers. COOPERATION OPPORTUNITIES COME UP The Turkish Machinery held an interview on various cooperation possibilities with the Polish Metal Processing Cluster within the scope of the exhibition contacts. In addition the Turkish Machinery has been in touch with MAİB's project partner of “Modern Approac-

hes For Manufacturing Technologies in Machinery Sector” EU project, Lower Silesian Region Innovatıon and Science Park Administration (DPIN). It was decided to plan a project aimed at bringing Turkish and Polish companies together and establishing a common IT platform for product procurement. A wide range of information was provided about the Turkish machinery sector, with visitors and exhibitors at the booth of the Machinery Manufacturers of Turkey during the fair, which lasted for four days and was visited by 17.500 people.

TRANS-BORDER SUCCESS BY 'ALTINAY MARS' INVENTOR ITU Rover Team, the first and only team in Turkey to participate in the University Rover Challenge (URC) competition held by the Mars Society, has achieved a great success in the science category and became thhe the fourth with its "ALTINAY Mars Explored" tools supported by the Turkish Machinery.

he University Rover Challenge (URC), a competition among universities across the globe, where young people from diversified universities of the world compete in the Mars Desert of Utah, USA, to design the most appropriate navigational robot for Mars missions, also known as the "Red Planet" It was held between May 31 and June 3. The competition, in which 82 teams from 13 countries applied and 36 teams from seven countries won the right to participate in the finals, was also important for the first time that a university from Turkey had obtained the final ticket. ITU Rover Team formed by students of Istanbul Technical University (ITU) earned a great suc-

cess from this prestigious competition that participated for the first time as the fourth in the science category and the 13th in the general rank. The ITU Rover team participated in the URC finals with 'Altınay Mars inventor' by support of the Turkish Machinery, and the tasks of the ITU Rover team were carried out in five main categories, a region in the US state of Utah known as Mars Desert and having a surface similar to the planet Mars, Station (MDRS). AMONG THE FIRST ATTENDERS A LEADER Altınay Group Strategy and Business Development Assistant General Manager Serhat Oran made a statement after ITU Rover team's success. "Our young team people

from ITU signed a very important success on behalf of Turkey. Of course, they would be very happy to have graduated here, but most of the universities that have been awarded the right to participate in the URC have been participating in the competition for a median of six years and have gained experience and experience each year. It is a source of pride for both ITU and Turkey in terms of trained human resources, especially the team captain Tunç Türker and all team members are present at the URC. TARMAKBİR AND GERMAN COUNTER PARTS MEET UP Turkish Association of Agricultural Machinery & Equipment Manufacturers (TARMAKBİR) carried out fourth sectorial overseas trip to Germany, and visited the facilities of the German Agricultural Technology Education Institutes Association (DEULA) and the major agricultural machinery manufacturers in Germany.

he overseas business trip of Turkish Association of Agricultural Machinery & Equipment Manufacturers (TARMAKBİR) continued. TARMABIR was in Germany in 2013, in Italy in 2014, in Germany and Austria and last one on 14-20 May 2017 in Germany. 34 representatives from 18 companies participated in the sectorial trip program abroad organized by TARMAKBİR. John Deere (tractors and harvesters), Amazone (tillage and seeding machines), Claas (green forage harvesters), Lemken (earthmoving and cultivation machines) and Krone (green feed harvester), and the German Agricultural Technology Education Institutes Association (DEULA) and an institute in the city of Nienburg were visited during the program.

HEART OF SECTORIAL EDUCATION: DEULA TARMAKBİR Chairman Şenol Önal shared information about the sectorial trip program for the production facilities in Germany, "I believe that the organizational structure and activities of the non-profitable DEULA could be a good model for the Turkish agricultural machinery sector. DEULA gives a participation certificate at international level at the end of the trainings, and DEULA has still 260 specialist trainers in duty. What we hear and see at DEULA is very influential. Some of the technical development trainings provided by DEULA are given in different programs in Turkey as well. But it is very important that we do this with DEULA. There is also a guesthouse for participants in the DEULA that has

a vehicle/machinery park worth about 45 million Euros. For field mechanization training, DEULA, which has a sprinkler system (four sides-upside covered), operates in a structure open to international cooperation. We as TARMAKBİR are ready to leave no stone unturned. It is imperative that our government and related institutions are leaders in this business.” He said. TARMAKBİR General Secretary M. Selami İleri said that the technical tours at the TARMAKBİR organization are now planning to continue with special attention to more sub-groups, such as tillage machines or livestock equipment, by becoming more general. Mr. İleri highlighted that they continue their efforts to establish programs for France and Japan for the period of 2017-2018.

LAST POINTS OF ERASMUS+ PROGRAM: ANKARA AND KONYA Project partner Lower Silesian Region Innovatıon and Science Park Administration (DPIN) was the project partner of the activities of the EU project named 'Modern Approaches in Production Techniques in the Machinery Industry' given by the Turkish National Agency away for 2015-2017. The workshop on 'Optimization of Resource efficiency in Production' was held on 22-24 May in Ankara and Konya.

Fraunhofer Institute for Machine Tools and Forming Technology – Fraunhofer IWU that carry out R&D activities for private and public sectors in Germany in the field of automotive and mechanical engineering, and Dolnoslaski Park Innowacji i Nauki S.A. - Lower Silesian Region Innovatıon and Science Park Administration- (DPIN) with 10 members of Machinery Exporters' Association (MAİB) from Turkey, are among the partners of the project. the general structure of the project: 10 Turkish firms selected among the members of the MAİB in two titles, 'Industry 4.0, Design Techniques in Production and Modern Production 2016', 'Optimization of Resource Efficiency in Production 2017", will receive short-term training.


POMSAD IS PUT INTO THE CHAIR OF CEIR BOARD Nurdan Yücel, Vice Chairman of POMSAD, was elected to the board of directors at European Association for the Taps and Valves Industry (CEIR) General Assembly held in Brussels on 9 June.

he representatives of the associations for the two-year term were set at the plenary session of European Association for the Taps and Valves Industry (CEIR) held on the first day of the two-day annual meeting. Nurdan Yücel, Vice Chairman of POMSAD, was one of the elected members of CEIR Board of Directors after the General Assembly. Turkish Pump and Valve Manufacturers’ Association (POMSAD), which is Turkish Machinery Federation (MAKFED) member and one of the major producers of the Turkish machinery sector, has a long standing membership in associations in Europe. POMSAD General Secretary Gökhan Sezer Türktan stated that POMSAD, which was established in 1996, has been targeting to represent itself in Europe since the date of the foundation. Türktan said that in this direction they were members of European Association of Pump Manufacturers (EUROPUMP) in 2001 and since then they have been members of the Executive Committee. Gökhan Sezer Türktan also reminded that Chairman of POMSAD, Kutlu

Karavelioğlu, was elected to EUROPUMP Presidency in 2015 and transferred his duty in May 2017 to the president elect. Türktan stressed that EUROPUMP is a federation, because it is a supreme institution that collects the associations of the 17 countries under the roof. CEIR REPRESENTS THE VALVE SECTOR IN EUROPE Gökhan Sezer Türktan reminded that they had become members of the CEIR in the valve sector in 2003 and that since 2005 POMSAD has been involved in that association in the Board of Directors. Türk-

tan also said that Bülent Hacıraifoğlu, the Chairman of POMSAD who took the office between 2011 and 2013, successfully carried out the task of CEIR Presidency. Gökhan Sezer Türktan underlined that CEIR was founded in 1959 and is a top institution that embodies the European associations as EUROPUMP does in valve industry in Europe. CEIR, which collects the 11 countries' associations under the roof, will hold 2018 Annual Meeting and the General Assembly in Italy on June 6-9, 2018. The Italian AVR Association will host the organization.

HEADQUARTERS OF DESIGN: DESIGN OFFICES The design issue, which is one of the important tools that have a direct impact on the competitive power of the industry, is also on the agenda in Turkey, as it is in many developed and developing countries in the last period. When the awareness of design began to increase significantly in Turkey after 2000. The number of accredited design centers have continued to grow with the R&D reform package that enable smes to pass on their research potential continues to increase rapidly.

W

ith the middle incomemedium technology trap, a concept that is often pronounced in recent years, what Turkey needs to do to jump this mid-range threshold is being discussed on many platforms and a lot of work is being done on it. These studies raise issues such as increasing saving rates, increasing the share of manufacturing industry in national income, observing education policy, developing R & D and design processes. The design issue, which is one of the important tools that have a direct impact on the competitive power of the industry, is also on the agenda in Turkey, as it is in many developed and developing countries in the last period. The role of design in enhancing market value by providing added value to products and strengthening their position is increasingly significant have impact on firms' profitability ratios. Indeed, many countries are developing strategies and policies for the design in order to increase the competitiveness of industry. LEGAL INFRASTRUCTURE FOR DESIGN CULTURE IN TURKEY The first step taken in order to

support R & D activities in Turkey and to develop policies and strategies for the development of design was with the Law No. 5746 on Supporting Research and Development Activities published in the Official Gazette dated 12 March 2008 and numbered 26814. This Law, which is prepared to support and encourage the uptake of design personnel and qualified labor force employment by accelerating innovative activities for increasing, developing, improving and differentiating the functionality of products or products in order to bring

the country's economy to a competitive structure at an international level through design in the private sector, was first published in the Official Gazette dated July 31, 2008 and numbered 26953. The latest legislation updated in line with the needs in the process is the Law on the Support of Research and Development Activities No. 6676, also called as R & D Reform Package, published in the Official Gazette No. 29636 dated 26 February 2016 and Amendments to some laws and delegated legislation. In this context, the Law came into force


on March 1, 2016 when the name of the Law No. 5746 was changed to the Law on Supporting Research and Development and Design Activities. Since the Law No. 5746, which was revised in line with the current needs, entered into force in early 2008, a number of accredited R & D centers have been established in Turkey and the projects developed in these centers have been transformed into value added production, thus contributing to the country's economy. However, the idea of establishing 'Design Centers', which were created because of the difficult and costly establishment of an R & D center on the SME scale, was implemented with the Revised Law No. 5746. As of June 2017, the number of design centers in Turkey has increased to 53. While the number of design centers in the textile sector reaches 17 in sectoral evaluation, the production of machinery and equipment ranks second with 11 design centers. R & D CENTER OR DESIGN CENTER? The design center is identified and organized organized as a separate unit within the organizational structure of the operator, employing at least 10 R & D personnel on a full-time basis in design activities exclusively, with sufficient design accumulation and capability, as units located in the same building or in the same campus. While design centers need to employ at least 10 design / R & D personnel working full-time, the number of that is 15 for R & D center in applications. But whether the companies will be R & D center or design center, the process of discrimination and decision-making is very important. Companies that have an R & D project but are not as skilled as R & D personnel may expe-

rience difficulties both in the application and later in their operation if they want to be a design center. Within this scope, it is clear that R & D projects can not be shown within design centers; It is important to keep in mind that the incentives and exemptions from these long R & D processes after design in design centers can not be utilized, as the design part of a job can last three months of one month of R & D. The number of full-time R & D personnel for the design center projected by the Ministry of Science, Industry and Technology and was also reduced from 30 to 10 in order increase of R & D and design activities in SMEs. Therefore, innovation activities envisaged in design centers cover product and process innovations as they are in the R & D center, and they provide integrity in R & D and design activities, not only technical personnel but also employment of basic social sciences personnel such as economics, marketing, sociology and philosophy. .

HOW TO DEFINE DESIGN ACTIVITIES? In the definitions in Article 4 of Law No. 5746, there are six basic concepts to be associated with the design center. From these definitions, design center activities and personnel qualifications to be employed in these activities have been made identifiable. For instance, in Turkey, companies that perform design-based design activities or carry out design projects may implement a structure in order to become a design center if they employ at least 10 fulltime equivalent design personnel. In the framework of structuring, the unit with the design ability and accumulation to be sustained by the design activities must be organized separately from the other units in the organizational structure of the company as R & D centers. Although the ministry has provided the design center application approval and the requirement to employ at least 10 full time equivalent staff in order to ensure that the title to be obtained after the application is sustainable, It should be taken into account as a matter to be considered in the sense that this number is considered as 12-13, especially in that the title of the design center can maintain its validity in the following years.
