MEC MASIKE ANNOUNCES OVER R630 MILLION BUDGET FOR MAINTENANCE AND CONSTRUCTION OF NEW CLINICS IN NORTH WEST

F

ollowing a lengthy h e a l t h infrastructure assessment in the past five years, the Department of H e a l t h embarked on refurbishment of facilities and construction of new facilities to deliver quality healthcare. To achieve this daunting task MEC Magome Masike has allocated his infrastructure unit a whopping R630, 747 million budget to improve health infrastructure in the province. Delivering the R10.4 billion 2017/18 budget speech at the Provincial Legislature on Tuesday, Masike said a number of infrastructure projects were completed in the 2016/17 financial year. The projects include the upgrade of Witrand Hospital and Bophelong Psychiatric Hospital Phase II, he said. “We also completed a 60 bed mental health unit at Job Shimankana Tabane Hospital. This will allow us to closely monitor mental health patients who need hospital care. “Construction has started on t h e n e w

In no distant future the department will kick start construction of seven health infrastructure projects. The projects will include construction of new accommodation block at Brits Hospital, new Delareyville Bulk Pharmacy, Bophelong Psychiatric Hospital Phase III (admin buildings), Refurbishment of Marcus Zenzile Clinic, Refurbishment of Steve Tshwete Clinic, upgrading of the Gelukspan Hospital and New Motswedi Clinic.

DEPARTMENT WAGES WAR AGAINST DRUG ABUSE “The negative effects of substance and drug abuse on the socio-economic wellbeing of individuals, families and the youth is a cause for serious concern”, says Acting MEC Fenny Gaolaolwe. “Young people are at risk of contracting diseases from each other through the use of needles to exchange blood through a process called “Bluetooth,” Gaolaolwe said, adding that an amount of R74.9 million has been set aside to turn around the lives of our people especially those that are addicted to a drug by waging a winnable war against drug addiction. Gaolaolwe expressed confidence that the collaboration of all stakeholders including parents can go a long way in reducing the level of substance abuse in the province. Through our memorandum of understanding with the Department of Health, we have reached 124 491 beneficiaries which include children, youth and

adults, through prevention, treatment and rehabilitation services in the previous financial year. More than 234 000 children aged 18 and below have been reached through substance abuse prevention programmes while 1 449 people received aftercare and family integration services across the four districts. On rehabilitation projects, Gaolaolwe said the construction of two state-run In-patient treatment centres in Tlokwe Local Municipality and Greater Taung Local Municipality is at 100% practical completion. They will help communities to lead a drug-free life. She said her department is in the process of operationalising the centres by ensuring that essential amenities including human resources are in place. The two centres will start to provide services to communities in 2017/2018 financial year.

MEC Magome Masike said EMRS assessment has identified communication as a major challenge that affects functioning of EMRS and response to emergency calls. “We will establish a single central call center to manage our communication challenge so that ambulances can respond quickly,' Masike said. To further boost EMRS services, the department will purchase additional 40 ambulances. “This should offset one of our major challenges with EMRS of aging fleet that spend more time on government garages than on the roads helping our people,' he said.

The Department of Social Development has exceeded the 2% minimum employment of persons with disabilities and will continue to support the provincial departments and municipalities to meet their Employment Equity obligations on this target. In championing the rights of people with disabilities, the department will also lead by example in monitoring the implementation of White Paper by all government entities. This will ensure that the rights of persons with disabilities are promoted and respected following the Cabinet's approval of the country's first ever White Paper on the rights of persons with disabilities. The

White Paper acknowledges deficits in access to education, reproductive health and rights services as well as health care among people with disabilities by Cabinet. The department will also train100 staff in the department on Sign Language to strengthen our communication. Funding will be provided to six residential care facilities providing care services to 24 hour care services to 310 persons with disabilities, with R7,1 million set aside to attain this goal. 26 community based organisations that provide day care services to 659 persons with disabilities.

Culture is one of the economic contributors in the Province. In advancing radical socioeconomic transformation, the department successfully hosted three flagship projects, namely, Matlhaku, Taung Cultural Calabash and Mahika-MahikengCultural Festival.

An amount of R16,7 million was spent on hosting the Mahika-Mahikeng festival which contributed to the creation of 4200 jobs; R8.2million spent on locally based service providers.A total of R4,4 million was spent on artist performance of which R60,000 was on international artist (Botswana) R1,8 million was spent on 32 national artists and R2,4 million was spent on local artists and groups.

Cultural industrial growth strategy will be the main focus for turning culture and arts as economic drivers in the NWP. Through the Mmabana Foundation the following industrial sectors will be incubated: 1.

-Music industry which will promote and develop the musical brands of Bokone Bophirima which is Motswako and Setswana traditional music. Mmabana intends to increase revenue and performances in the year 2017/18

Craft industry which will focus on maximizing the profit share in tourism product, industrial ornament and household utilities. The Department will this year see to the resuscitation of theBokone Bophirima Craft and Design Institute who together with various crafters will play a major role in the realization on the arts and crafts economy.

ECD CENTRES STRENGTHENED FOR IMPROVED SERVICE DELIVERY The Early Childhood Development (ECD) Conditional Grant of R32 686 000, announced by the Department of Social Development, will help in improving the status and access to ECDs across the villages, townships and small dorpies (VTSD) areas. Acting MEC Fenny Gaolaolwe said, “Forty ECDs will benefit in infrastructure maintenance and provision of water and sanitation from this grant, adding that it will further assist the ECDs to comply with norms and standards and obtain full registration.” Governance structures will also come to the fore with R175m set aside for the establishment and empowerment of governance structures, advocacy

video and film production. In this financial year, the department will establish a Film Commission and the Film Office, having benchmarked with Provinces where such are successfully established.

During the first quarter of 2017, the Department will host a provincial Arts, Culture and Heritage Lekgotla with the purpose of providing artists with a platform of engagement with and capacitation by funding institutions, possible donors and buyers of the products and services. Such a platform will create opportunities that would ensure contribution of the arts and culture to the economy of the Province. ·

The Department has entered into a partnership with the SABC: a VTSD studio was launched at the SABCMahikeng precinct in February 2017. The studio will be equipped in a phased-in approach over the MTEF periodBuildings within Rustenburg Recreation Centre, MmabanaTaung and Klein Marico were converted into recording studios. These buildings will be fully equipped and functional music recording studios in the financial year 2017/18. Four more buildings have been identified across the four districts and a budget of R2 million has been set aside for these developments.

During this financial year, R36,2millionhas been set aside for building of community libraries in Tshing; Stella; Reagile, Haartebeespoort, Tsetse and Redirile. The budget allocated for building projects also include the planning of new libraries in Ts w e l e l a n g , L e t h a b o n g , S o u t hya n d Dinokana. These projects will provide job opportunities for communities during the construction. The community libraries that have been opened employs at least five (5) people per library which include the Librarian, 2 Library Assistants, a cleaner and gardener.

Government is hard at work dealing with the D-Account. The departments of CATA and Finance together with the Auditor General have joined hands to reach consensus and solutions on dealing with and accounting for the D-Account.

The North West Initiation Schools Matters Bill was Gazetted in 2016 and will be enacted during the 2017/18 financial year.

In the course of the current financial year, 54 Dikgosi will be given training in areas that include financial administration and management and ICT.

North West Province golf news The North West team for the Premier IPT was recently selected. The team are: Wade Jacobs, Zabastiaan de Jager, Andre van Dyk, (all Klerksdorp), Christiaan Burke, Riaan Swart, Christo Peens (all Potchefstroom), Doug McCabe, Theunie Bezuidenhout (all Rustenburg) whilst Peet van Schalkwyk will manage the team. Rustenburg won the overall North West Scratch league title, after a close battle between Klerksdorp and Potchefstroom who were runners up in the prestigious event. North West Junior golf produced a healthy result in the Quadrangular event held in Mpumalanga over the weekend. With the U/13 and U/17 bringing back silver medals, whilst the U/19, U/15 and girls teams were 3rd against the top class competition. Andre van Dyk and Christiaan Burke proved why they were selected for the North West Premier side after they demolished their opponent and made a full maximum of 6 points against opponents in the U/17 section.
