Liberia’s reconstruction has brought the issue of “children’s rights” to the forefront. リベリアの復興を通して考えた”子どもの権利”についてお話します。

n a village located 4 hours into the jungle along a rattling road, an elementary school’s opening ceremony had begun. Roughly 300 students, ranging from 1st grade to 5th grade, crowded into five classrooms designed for less than half that number, and squeezed six people each to benches meant only for three. Not only the children, but the adults were also delighted by the school’s opening. “Good thing we returned quickly to the village, so now the children can study safely at school! There’s a new well with clean water, as well.” “There’s even a clean bathroom that the girls can use without worrying.” “Thank goodness school lunches are provided!” Such cries of appreciation rebounded. When I went to the tiny West African country of Liberia in 2003, the civil war that had persisted for 14 years had finally ended, and the repatriation of over 600,000 internal refugees, as well as the nation’s post-war reconstruction, began under the eyes of United Nations peacekeeping troops. As the reconstruction of wells, residences, schools, hospitals, and other infrastructure advanced, the repatriation of refugees progressed in parallel. A year later, rice was growing in the paddies, and cassava and taro could be harvested from the fields. Around that time, soccer balls sent from Japan arrived at the aforementioned school, and those children who scarcely ever had leisure were finally able to experience play. To them, being able to kick the balls around and play was a sign that peace had arrived. “With peace, every day is this much fun, and filled with happy things!” I came to hear such bright voices quite frequently. At the same time, UNICEF was conducting a back-to-school campaign, visiting homes and outfitting children used to laboring from dawn to dusk with school supplies, to urge them to attend school. The right to study peacefully at school is a right shared by all the children in the world. Seeing the smiles light up in the faces of children who had received school supplies, once again I was filled with resolve. Children must not become sacrifices of war. Their right to attend school must never be taken away.
